Gov. Edgar M. Chatto received his second Civil Service Commission Honor Award on Wednesday, November 9 in a ceremony at the Rizal Hall of the Malacanang Palace.
The CSC named Chatto among outstanding public officials and employees for 2011, bestowing him with the Dangal ng Bayan award, a top award given to employees in the government.
Chatto when he was Vice Governor in 2000 was named Presidential Lingkod Bayan awardee, making him the only public official in the country bestowed with both prestigious awards.
Chatto was cited as governor of Bohol for exemplifying balanced and service-oriented leadership, implementing innovations in the area of legislation, human resource management, tourism, agriculture, health, education and economic development, championing public service which has transformed Bohol as one of the most developed provinces in the country.
CSC bestows the Dangal ng Bayan award to Outstanding Public Officials and Employees for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior.
The awardees are chosen based on the observance of the eight norms of behavior provided under Republic Act No. 6713 otherwise known as the “Code of Conduct and Ethical Standards for Public Officials and Employees†which include such standards as Commitment to Public Interest, Professionalism, Justness and Sincerity, Political Neutrality, Responsiveness to the Public, Nationalism and Patriotism, Commitment to Democracy, and Simple Living.
It is part of the Honor Awards Program (HAP) of the CSC in recognition of outstanding work performance displayed by government officials and employees. The conferment of honor awards aims to motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service.
The Honorable Executive Secretary Paquito Ochoa, Jr. conferred the honor to Chatto and other honor awardees as President Noynoy Aquino was at the rites for the installation of the new Commanding General of the Philippine Army.
Pnoy extended his message honoring the example of excellence and dedication of awardees as partners in public service who serve as role models and inspiration to fellow Filipinos.
The President singled out Dangal ng Bayan awardees giving tribute to their display of exemplary performance in public service while challenging all awardees to become instruments in molding fellow workers in the bureaucracy to become Dangal ng Bayan themselves.
For being an awardee, Chatto received a trophy sculpted by renowned Boholano national artist Napoleon Abueva, cash prize of ₱200,000, automatic one step promotion for permanent employees / increase in salary grade to the next level for elected public officials, and
5 year full scholarship transferrable to the next of kin.
Chatto received the award from Ochoa, assisted by CSC Commissioner Mary-Ann Z. Fernandez-Mendoza and Tanodbayan Conchita Carpio-Morales. (Leah/EDCom)
