Gone were the days when the woman’s place was only the hearth and the home. To maintain warmth. To cook, clean, and care for the brood and head of the family. Plus nurturing core values and religiosity. To be content as the woman behind the rise and fall of a man.

       Not anymore. Now, she has her own career to build up. That’s why she also has to educate herself, and even join in the competitive world as an individual with her own identity, independent from men, and capable of navigating through the twists and turns of life.

       Not only was the Filipina the first Asian to enjoy the right of suffrage, now she stands side-by-side with man in whatever endeavor he is capable of involving in. Even in the chaotic world of politics she has emerged a victor.

         There seems to be a pattern among Boholanas who engage in the political arena. Her husband has been there first; and she follows when her children are able to feign for themselves. Mayor Judith del Rosario-Cajes (JDC) of the Municipality of Trinidad was a full-time homemaker before she waded the political waters.

       This interview took place in her office one hot afternoon some three weeks ago. I was expecting to shake hands with a weary woman, bored with her homely chores. Instead, I conversed with a knowledgeable Lady, a natural beauty at the prime of her life as a Congressman’s better-half, mother of the former Sangguniang Kabataan Provincial Federation Chairman, and the incumbent SK National Federation President, and the prime-mover of Trinidad.

 

 LMP: Unsay matawag nimo nga kausaban sa imong kinabuhi now that you have  become a politician?

 JDC: It’s not really something new kay I was the Chief of Staff of Congressman  Cajes sa una. Ang kausaban lang is that lahi ra man gyod kon ikaw na  mismo ang responsable kaysa kon staff lang ka. Pero sa pag-entertain ug  mga tawo, naanad nako ana.

 LMP: What is your style of leadership?

 JDC: Democratic gyod ko. Mamati ko sa ilang mga suggestions; I’m open to  their ideas. Sa mga barangays, ingon ana pod ang atong gibuhat.

 LMP: You go around?

 JDC: Yes. Gani, naa ko’y bag-o lang nahuman nga programa, kadtong  Barangay Health Outreach Program. There are 20 barangays sa Trinidad,  ug amo ning gibisita tanan. Aron makita gyod namo kon unsa ilang mga  panginahanglan.

 LMP: What were the problems you had pagsugod as Mayor?

 JDC: Wala man pod ko’y na-encounter nga dagkong problema. Dili man ko  pareha sa uban nga kon dili nimo tawo, ipang-balhin. Ang ako man god,  kon unsa ilang posisyon sa sa una, mao ra gihapon hangtod karon. Gi- retain nako ang mga tawo sa previous administration. Wala’y change sa  personnel. Ako lang silang gisultihan nga magtinabangay mi.

 LMP: How is the peace and order of Trinidad?

 JDC: Mingaw kaayo ang Trinidad; walay insurgency, walay samok.

 LMP: How about health?

 JDC: Kadtong pag-outreach namo, nag-update pod mi sa mga indigent families  dinhi. Kon kinsa kadtong kinapobrehan gyod, maoy among gipalista sa  Philhealth. Naa man pod ta’y programa sa gobyerno kadtong backyard  gardening.

 LMP: Trinidad is basically an agricultural municipality. Unsa man ang mga main  products ninyo?

 JDC: Naay ta’y rice ug mga utanon.

 LMP: How about livelihood?

 JDC: Aside from farming, naa ta’y skills training sa mga ka-barangayan pinaagi  sa TESDA. Naa pod ta’y steel fabrication didto sa Poblacion. Kada- barangay, naa ta’y training nga gihatag.

 LMP: This is finance by TESDA?

 JDC: Yes, personnel pod nila. Naa pod tay computer literacy sa San Vicente.

 LMP: Imo silang gi-supplyan ug computer units?

 JDC: Naa man ta’y college dinhi. Ang Trinidad Municipal College run by the  LGU. Taod-taod na ni siya. Gipanindot nato ning eskuwelahana,  gidugangan pod nato ug building.

 LMP: Unsa man ang mga courses nga gi-offer?

 JDC: Sa una 2-year courses lang. Karon, gi-upgrade na namo, 4-year course  na. Technical ni siya by TESDA ug CHED.

 LMP: Is this for free?

 JDC: Naa’y bayad pero gamay ra kaayo. Mikuha man pod ta ug scholarship  sa TESDA.

 LMP: Unsay gi-basehan sa scholarship?

 JDC: Kadtong grado sa mga estudyante. Kadtong mga dili ka-afford pero  makamao. 580 students na ta karon.

 LMP: Kining mga mi-graduate, can they work abroad?

 J_C: Yes, kay naa may certification sa TESDA. Aside from computer literacy,  naa pod ta’y reflexology sa Guinobatan ug candle-making sa Poblacion.

 LMP: Naa dinhi ang sourcing sa materials?

 JDC: Magpalit pa mi. Naa pod ta’y cosmetology ug decorative lampshade  making. Puro local materials ang gigamit gyod.

 LMP: Sa infrastructure?

 JDC: Naa mi bag-ong public market. Amo ning i-inaugurate karong September  1, sa Foundation Day. We’re proud to say nga wala gyod ni loan, naa ra’y  funds from Congressman Cajes. One of the kind nga structure kay  disabled-friendly ang design ani. Naa’y CR for disabled, hasta agianan.  Misunod gyod ni sa bag-ong balaod sa Building Code. This is the only  market nga misubay ana. Ikaduha, ato sad nga gipanindot ang  gymnasium. Gitiwas na ni nato karon; gigam-an nato ug drainage kay  magbaha man na before kon mag-uwan. Ato nang gisemento unya gi- repaint.

 LMP: Ang funding ani, asa man?

 JDC: Naa na ni budget sa Munisipyo kay daan naman ni nga project.

 LMP: Balikan nato kadtong livelihood projects nimo.

 JDC: Karon, ang among giuna ug train, ang atong mga ka-barangay pa. Kon  ma-successful ang training, ana lang ni nato ipahibawo sa uban.

 LMP: Since naghisgot ka ug reflexology, aduna ba kay gihimo nga center for  this?

 JDC: Usa na sa atong plano. Gani naa na mi budget for birthing homes.  Gitagaan mi ug funds ni Senator Zubiri worth P500, 000. So, amo gyod na  siyang gigahin para sa mga birthing homes.

 LMP: Unsa man ang klase sa acceptance nga gihatag sa mga tawo sa Trinidad  kanimo?

 JDC: Wala koy nakita nga reluctance, Sir. Diritso ang ilang pagdawat. In fact,  everytime mosuroy ko sa mga barangay, ang akong kalingaw nga isulti  nila, dili ni pamolitika. Gusto lang ko magbilin ug legacy kay taga-dinhi  man ang akong bana.

 LMP: Pila kabuok imong pulis?

 JDC: 21, Sir. Naay usa ka babaye.

 LMP: Kinsay ga-spearhead aning Outreach Program?

 JDC: Ang among Municipal Health Workers. With evaluation ni sila, Sir. Naa pod  mi prizes sa kinanindotan nga barangay or purok. Gitudluan pod namo sila  ug organic farming. Gibalik nato kadtong bermi-compost. Unya, gi-update  pod namo kining among SDIR or Service Delivery Implementation Review.  Ang atong Solid Waste Management giapil pod nato sa atong outreach  program. Gi-kampanya pod na nato aron masunod gyod nila ang  segregation sa basura.

 LMP: Unsang class ang Trinidad karon?

 JDC: 4th class.

 LMP: Do you have any plans nga ma-upgrade ni siya?

 JDC: Mao gyod na akong gipangandoy, Sir.

 LMP: That would depend upon the income.

 JDC: Sa pagkakaron, ang income sa atong lungsod since July 2006-2007,  miabot ug P2, 882, 053.18. Right now, kon atong i-kompara with the  same length of time, ang net income sa akong tuig is O4, 357, 500.29.  Nadoble gyod siya.

 LMP: Unsa man imong gihimo nga imo man ning nakab-ot?

 JDC: Ato lang gyod gitaman-taman ug paningil kadtong mga angay kuhaonon  para sa lungsod.

 LMP: Sa ato pa, dili intensive ang collection sa miaging administrasyon?

 JDC: Probably. Karon lang gyod, Sir, adunay kooperasyon ang mga tawo. Ang  atong net income, i-share man sa provincial ug sa barangay. Ug i-less ang  share, naa lang gihapon tay increase nga P1, 475, 411.

 LMP: Aside from regular collection, unsa may matawag nimo nga income  generating sa lungsod?

 JDC: Gipanindot nato ning Trinidad Municipal College kay dako man pod ta ug  makuha ani. Mao ni kinaminusan nga eskuwelahan. Ang tuition fee per  unit is only P99. Aside from that, naa pa gyod ta’y privileges sa mga  government employees ug mga barangay tanod. Matag tuig, maka income  ta ug P3 million. Sa real property taxes pod, misobra na ang nakab-ot  namo nga target.

 LMP: How about water services sa Trinidad?

 JDC: Kana ra gyod ang problema dinhi, Sir.

 LMP: Wala mo’y sourcing?

 JDC: Kami sa municipality, naa’y source. Pero sa uban nga population, wala.

 LMP: Unsa man imong plano along that line?

 JDC: Pagkakaron, nag-drill mi sa among kaugalingon para maka supply ug  ginagmay. Dako man ang kinahanglan nga budget para sa tibuok  Trinidad. Mao na pod na ang akong tagaan ug pagtagad.

 LMP: Unya unsa pa man ang uban nimo nga plano sa sunod nga mga tuig sa  imong termino?

 JDC: Ang akong gusto unta, dako ug mahatag nga kausaban sa lungsod.  Gawas sa TMC, on-going na nga nagama ta ug Municipal Hall.

 LMP: Unsa man ang political climate karon sa Trinidad? Wala bay reklamo o  political opposition?

 JDC: Dili man gyod na kalikayan nga naay mo-oppose nimo. Pagkakaron,  nakamatikod ta nga nagpahilom-hilom lang sila. Nakarealize na siguro pod  ang mga tawo nga seryoso ta sa atong intensyon.

 LMP: Sa imo karon nga estado, will you be in politics all for long?

 JDC: Mag depende na sa akong agi. Kon ganahan pa ang mga tawo sa akong  gihimo, then, mopadayon pa gyod ko. The important thing is, I am willing  to serve Trinidad. 

       When I left her office after the interview, I asked myself how a full-pledged mother like Mayor Judith Cajes, who has proven her great success as a mother and as a wife, could maintain her youthful looks through the years. More amazing was my conviction that the Lady Mayor is not just an ordinary run-of-the-mill Chief Executive, but a brainy decision-maker who only wants the best for her constituents. Her grace and charm are not just pre-fabricated trimmings, but innate to a personality that oozes with self-confidence.
