            Network of small rivers and creeks traverse the southern portion of the municipality, discharging the groundwater and surface run-off generated within Panangatan and Cutcutan River Basin (RB), into the Mindanao Sea. Bilar River drains a large area of the northern part of municipality. This river, which has headwaters in the steep terrain north of Valencia municipality, flows toward Dimiao municipality in southwest, where it changes course abruptly toward north and flows toward Loboc River main course, located further in the west. Tributaties of Manaba River, which has its delta at neighboring Garcia-Hernandez municipality, are draining a small area in the east.

          The municipality is located within six (6) major river basins. Panangatan and Loboc RB cover the largest area of the western part, with 41.76 and 38.66 sq. km. (32% and 30% of the municipal area), respectively. Cutcutan RB covers 30.77 sq. km. (23.8%) of the southern part, while Panamnam and Inabanga RB have smaller coverage in the northern and wester portion, at 1.57 sq. km. and 3.49 sq. km. respectively.

          The southern portion of the municipality has a developed drainage system, as evidenced by a number of rivers and creeks, indicating that most of the rainfall in this part of municipality are discharged as surface runoff. In Loboc RB, which covers the northern portion, the river network is poorly developed. Since this area is mostly covered by Maribojoc and partly by Sierra Bullones limestone, a great deal of run-off can be converted into groundwater recharge, because limestone is very porous and permeable due to its well-developed karstic features. Surface water run-off (estimated to 696 mm/year per sq. km.) within the municipality, is estimated to 246,883 cu. m./day of the municipality.
