Bro, there are increased regulations here. I know that my cousin is a graduated nurse and is currently working in Bohol as a nurse, and at the same time waiting for response to come to the states. Ang 'Ok' states that are open to immigrant nurses are Texas, California, New York, New Jersey, Florida, etc. There should be more. You're friend would do better if she/he were to contact the United States Embassy in Manila vis-a-vis a phone or email and relay the same question. They can better elucidate the matter than I could.
New Jersey is a great state to live, the standard of living in New Jersey is pretty high, one of the highest in the entire country; but the rate of pay is also pretty nice. As far as im concerned, nurses are pretty much needed here, despite the saturation in the present.
