Ubay Vice Mayor Lost Control During SP Session

Ubay Vice Mayor Galicano Atup begged off from continuing to preside last Tuesday's SB regular session after he lost control of his emotion and even shed tears while protesting the memorandum and veto message of mayor Eutiquio Bernales.

He, however, claimed he had no conflict with the mayor but a misunderstanding conceived by an outside hand.

During his presiding officer's privilege, Atup questioned the propriety of such unnumbered office memo considering the separation of functions and responsibilities between the executive and legislative departments. "This is an
encroachment," Atup said describing the same as "ridiculous, baseless, embarrassing, and politically motivated decision-making which is definitely not welcome by the people of Ubay."

He further said this is an insult to the municipal health officer who was stripped of his duties and responsibilities over the management of the ambulance and reassigned the same to an office whose function are not directly concerned with the delivery health services.

The controversial memo dated July 16, the mayor "ordered that the approval of all the trip tickets on all travels of the ambulance assigned at Rural Health Unit 1 (RHU-1) is hereby transferred to Engr. Dionisio Boiser, municipal planning and development officer (MPDC). "This is, accordingly, "in our desire to deliver health services to our constituents covered by the RHU-1, taking into consideration of the very heavy workload of the office of the Vice Mayor."

On the other hand, in his inter-office communication to Bernales, Atup said "with due respect to the office of Local Chief Executive, it is my humble way of informing the office of the Mayor that the office of the rural health physician (RHU-1) is the only office that approves all trip tickets on all travels of the ambulance assigned at RHU-1 until at present." He emphasized that "the SB through the office of the Vice Mayor is only providing the maintenance and operational needs of the ambulance and the drivers which are supposed to be undertaken by the Executive dept."

Atup recalled in saying that "please be reminded also that the ambulance was once managed by your good office few years back, but to the dismay of the drivers and the patients' families and relatives, the ambulance was not properly maintained and caused more inconvenience to the patients." "The patients' relatives could not even reached the whereabouts of the former ambulance drivers and one of them even drove the unit under the influence of liquor," Atup further stressed.
