Umm, question's too tricky.
Personally, its beyong comparison.
I usually go to the Chocolate Hills both in Sagbayan and at the Geologic Monument Viewdeck everyweek for several reasons.
I guide tourists as a local tour guide.
I always present the Chocolate Hills as the peak of all the wonders in Bohol, one that would literally overwhelm the senses when you see not just one or ten, but thousands of con-shaped hills.
When in this mood, Sagbayan peak is the last place id go.
For foreign tourists who would be awe at the awesome wonder of creation especially when they see that they are amidst the sea of hill, its euphopria.
For local tourists whose idea of a destination is lots and lotc of concrete structures, Holly wood and Disnetland, the Sagbayan Peak of the Hills fits them.
Too bad, domestic tourism is still dictated by a lot of people whose idea of torusim is essentially based on that.
You dont expect foreign tourists to appreciate buidlings and man-made structures at the Peak. And i tell them, they could easilly find things like those without leaving their countries. In fact, they can easilly, i mean no sweat, make things superior to the craftmanship of the guys who sculpted the dinasaurs and ms monroe or disney's cinderalla at the peak.
Bringing foreign tourists at the Choco Hills in Carmen is just the right cap for foreign tourists in Bohol.
