70 Visayas officials attend conference on participatory governance, federalism
CEBU CITY, August 5 (PNA) -- Some 70 officials from the different provinces in the Visayas attended the Kilusang Pagbabago Organizing Conference held August 2-3, 2016 at the Golden Prince Hotel in Cebu City.
Undersecretary Peter Lavina said the conference was a continuing political conversation on participatory governance and federalism as he cited the need for an information drive to discuss the need to shift to a federal system of government.
Lavina said the administration of President Rodrigo Roa Duterte wanted to enlighten the people on the importance of shifting the form of government from presidential to federal, before deciding on what body will rewrite the 1987 Constitution.
He said there is an initiative that proposes the formation of a study group called the Constitutional Commission (ConCom).
The result that will be gathered by ConCom would then be submitted for consideration by the Constituent Assembly (Con-Ass).
The Con-Ass, which will be composed of the House of Representatives and the Senate, is considered as the “best option†because a Constitutional Convention (Con-Con) will entail the cost of about Php7 billion
The gathering was attended by representatives from Cebu, Bohol, Leyte, Samar, Negros Island Region, Siquijor and Panay.
The participants also included officials from Dilaab Foundation lead by Fr. Carmelo Diola, said convenor Doris Mongaya. (PNA)
