When interviewed over Cuentras Claras last week, Rev. Fr. roberto "Ondoy" Cajes downplayed the effect of the news about him and his ill-gotten wealth case before the office of the Ombudsman-Visayas.
He said the people would not believe the papers. they would rather believe in him.
He, he, he, pastilan Padre.

Anyway, let us continue with our series.
In our past episode, we were talking about the transfer of properties from his love nest near K of C church to his property in San Jose Street, Tagbilaran City.
And for the transfer, he requested help from his friend Atty. Dioning Balite for the use of his cargo truck.
He got it, for free. the cargo truck, the driver and, of course, the diesel fuel. Yes, he has friends he can rely on. But can his friends rely on him?

This is not the only time that he sought the help of his friend Atty. Dioning Balite.
On his first run for the 2nd congressional district, he pretended he has money.
He told me this when we served as principal sponsors during the wedding in Cortes of one of the daughters of Atty. Max boiser.
While other candidates were busy campaigning, Rev. Fr. Roberto "Ondoy" Cajes went to the US.
I told him, "Pastilan, daghan god seguro ka ug kwarta bay, byahe-byahe man lang ka ug US?"
And his reply was "Ako ra gipatuo si Gov nga daghan ko'g kwarta bay."
And this was followed by a hearty laugh.
The first time, from my reckoning, that he made fool out of the Gov.

There was supposed to be pot money. Candidates pour in some amount, usually in millions if the position is congressional, to a common fund and the party chair will take charge of the campaign logistics for the whole province.
The same thing happened during the time when our priest ran for congressional seat in the 2nd district.
Time came for him to contribute his pot money and it was discovered that he had no money.
There was only a lame excuse coupled with that patented poker face like he was telling the truth.
Problem was, there was no time for a replacement. Cong. Erico Aumentado, who was running for Governor at that time, had to deal with the situation squarely.
The governor was quick to forget that he was taken for a ride by a priest turned politician. He helped him secure money, acting as "warrantor" for the loans, just so he could raise money.
Goes without saying that without the Gov, it's zilch.

He needed money pronto.
And so, once again, he sought succor from his friend Atty. Dioning Balite.
Normally, a loan of One Million does not come quick. There are rituals here and there, a lot of signatories, just to make sure that the borrower has high credit rating. Low credit rating, no way Jose.
That time, I would venture to say that the credit rating of our priest was very low.
With the help of atty. Dioning Balite, he got his P1Million loan from a cooperative bank in the city.
Goes without saying, again, that sans Atty. Dioning Balite, our priest would not be able to get his much-needed cash.

With the money sourced out from different sources, Rev. Fr. Roberto "Ondoy" Cajes was able to "partially" fill in the common fund in the district congressional campaign.
He won handily, thanks to the full support and endorsement of Aumentado. Since then, he never looked back.
He was on the high road to greatness.

We will disgress a little.
In our last episode, we stopped on the portion where the love birds came up with a solution to their marital problem.
Judith Lao killed her husband Alexis Lao, right?
Remember, she was sharing her bed and making babies with a brilliant priest cum lawyer.
So they came up with quick solution.
Judith Lao filed a petition before RTC Branch 2 of Bohol to declare Alexis Lao as presumptively dead.
Yes, she wanted Alexis Lao to be declared as presumptively dead. Meaning, not dead but presumed to be dead.
Of course, it would turn out later that Alexis Lao is very much alive (pardon the superlatives). But we're jumping already so we'll do it step by step.

By filing the petition to declare Alexis Lao as presumptively dead, she was trying to skirt prosecution for Bigamy because she wanted to marry Rev. Fr. Roberto "Ondoy" Cajes so that her growing brood of female kids would not embarass themselves publicly as illegitimate.
The law only requires four elements:
1) that Alexis Lao has been missing for our consecutive years, or two consecutive years if the disappearance occurred where there is danger of death under the circumstances laid down in Article 391, Civil Code;
2) That Judith Lao wishes to remarry;
3) That Judith Lao has a well -founded belief that Alexis Lao is dead and;
4) that Judith Lao files a summary proceeding for the declaration of presumptive death of absentee Alexis Lao.
See, very simple.
And that's exactly what Judith Lao did.
But while it is very easy to "kill" somebody legally, there are also consequent risks when the supposedly "dead" spouse reappears.
And we will discuss the risks later on.

We will provide the details of the petition later in our series. We will also provide details about what happened in the interim.
Somehow, Judith Lao was able to convince RTC Judge Andres Santos that Alexis Lao was presumably dead. So it didn't take long for Judge Santos to issue a ruling.
That ruling was manna from heaven for the love birds, and their love kids.
With the ruling, they could now contract marriage and Judith Lao would now become and publicly known as Judith "Bebe" Cajes.

So they were married. We will provide details about this later in our series. And after marriage, they wanted to live happily ever after.
But things were not destined that way.
Because former buenavista Mayor Landring Tirol somehow procured unraveled the rather colorful history of our love birds.

We will also try to find out why Landring Tirol filed the criminal case of bigamy against the Cajeses.

By the way, the banner story is very informative.
the number story tells us how our favorite priest cum politician managed to get rich.
And we are talking here of a first-term Congressman. supposedly, we would expect somebody who is naive in the ways of the world. A novice who is still a "virgin" in the snake pit called House of Representatives.
But in the 3 year- period of his first term, Rev. Fr. Ondoy Cajes was able to amass an astonishing P7,680,000.oo...Yes P7.68 Million.
how much are the Congressman receiving every month?
Not more than P50,000 a month, if we have to reckon the Constitution.
Even if he managed to "save" P1 million a year, still he could not justify the P7,680,000 figure at the end of his term.
So where did our priest get his millions?
If not from his salary, from business then.
But he declared no business concerns on his first term.
From his practice then.
But he has no longer practicing then. In fact, he gave some of his cases to Longcuts.
So again, where did he get his millions?

Actually, when I got hold of a copy of the SALN of the priest-politician, I have to look very hard at the figures in order to get a grasp of things.
I could hardly understand.
So what I did, I compared that SALN of Rev. Fr. Cajes to that of congressman Edgar Chatto.
In 2001, Chatto declared a net worth of P3,506,791. when he ended his term in 2004, his net worth was only P3,826,026.
Very slight increase, right?
and to think that Chatto is a graduate of the UP College of Economics under PGMA, her instructor.
So how come he was beaten to the draw by the priest?

Now, there's even a little complication.
In 2001, our favorite priest declared his loan with a cooperative bank in the city in his SALN. Which means he has to pay this loan. Remember, he got help from Atty. Dioning Balite for that loan.
And how about the loans he contracted with Gov. Aumentado as the accommodation party? How about Former Gov. Tirol also?
So just the same, our priest had to pay them.
In other words, on his first term as congressman, we normally should not expect him to increase his wealth because he was supposed to be paying his loans.
But beyond paying his loans, and the growing needs of his growing family, our priest was still able to increase his net worth by several millions.
so the question, "DIS-A MAN KUHA SA IMONG MILLIONS NGA KWARTA ,PADRE?

Now, now, if we are hard -pressed to find justification for his millions in resources after just 3 years in office, is it any wonder when he is charged for unexplained wealth after almost 9 years in office?
Figures, right?

I was intrigues when my friend lawyer Tim Cabatos made fun of tarps of Conching Lim. So I took note of her tarps. and what did I discover?
"Ilailahon nato, HON. CONCEPCION LIM".
And there is this picture of a woman who does not resemble the face of the current president of the ABC( Association of Barangay Captain) of Bohol.
The picture is that of a young woman who is on make up and with a bit of smile on her face.
This probably the picture of Conching Lim when she got married to Duero Mayor Maning Tan many decades ago.
compare her face now with the one on her tarps and I tell you, theres is no semblance at all save that of the eyes.
The real Conching Lim is an old woman with an old face who smirks, not laughs.
She wants to be known in public as an "honorable" that's why she made sure that her tarps carry the title "Hon".
She wants to introduce herself as an honorable. but does she fight the political battle honorably?

Me, thinks the Lakas-Kampi party is dying. It's just a matter of time and It will self destruct.
First time from my reckoning that the standard bearer and his running mate withdrawn as chair and vice-chair respectively of the party. How are they going to manage the party funds in their favor? Remember when Gibo said he would not spend a single centavo of his personal funds for the campaign.
and this was followed by the irrevocable resignations of the party president and secretary general.
The House Speaker was candid enough when he exclaimed, what's happening to the party?
