The City Hall administration is in the midst of an "unpopular" situation amid reports that the free hospitalization program for indigents is used to harass supporters of political rivals.

Barangay captain Glorivic Yap-Dela Serna as well as others identified with the opposition camp said that the health coverage under the Blue Card program for poor city residents is being used for the political agenda of city hall officials.

The Blue Card controversy surfaced anew as some indigents complained that the free hospitalization program is implemented
       
selectively. Those identified as supporters of Ex-Mayor Joe Torralba and the opposition camp are allegedly asked to abandon their support to the city mayor's political rivals.

Kagawad Anne Mariquit Oppus, reacting to these reports, reiterated her call that the Sangguniang Panlungsod (SP) must review the Blue Card program to ensure that it will not be exploited for political ends.
