The contractor of the Tagbilaran Business Center (former Agora Public Market) wants to hold negotiations with the city government.

In an interview with the Chronicle, Juan Apostol, the owner of J.L. Apostol Enterprises which is undertaking the rehabilitate-operate-transfer (ROT) contract of the unfinished

building at the former Agora claims he personally ordered the suspension of construction works even before the stoppage order from City Administrator Walter Toston came.

Apostol contends that his company has "completely complied" with all the requirements as set in the ROT contract.

He belied claims by Toston that he did not follow basic requirements for building permit and submit documents prior to the commencement of actual construction works.

According to Apostol, the building design given to him was not the one presented during the negotiations for the ROT.

"I could not agree to a design which I have not seen," Apostol argued.

Alterations to the agreed design, Apostol pointed out, should have been discussed first.

The contractor said he is meeting with City Mayor Dan Lim to settle the project details questioned.

Building permits, Business Licenses, uhg!.......This mayor has a reputation of stalling for business owners.
I can name several businesses that are made and operating with out permits from the mayor or city building dept.
Business should be encouraged here as it postions the island in being better in employing persons for jobs who would other wise not have the opportunity if the job is not here.

The people should of allowed SM Mall to come on in!

Now we have an oversized musilium in the heart of town big enough to house a few 100.000 dead elephants?

Excellent idea, Lindy. It would be better if it's made into a pay parking lot. Then the city can make money from it, and it would ease the parking problem. Everyone will benefit.

lots of excuse that seems like a neverending story. agora has been a skeleton for many years now, how long can these people finish what they've been talking about? whatever! I just wish it will be done sooner or later, that's the main thing.

Is the Agora built on an ancient burial ground perhaps?  There must be some reason that it's cursed to be forever under construction :)
