The proposed “re-engineering†scheme perceived as no different from “overhaul†of civil service bureaucracy apparently aimed at getting rid of misfits in provincial government has sparked a debate among Capitol workers.
The issue of the said scheme was raised during the annual general assembly attended by almost 800 members of the 1,200-strong members of the Bohol Provincial Employees League (BOPEL) and presided over by its president Dr. Felino Columnas.
The good news about it, however, is that Gov. Erico B. Aumentado was quoted by one of the consultants of the reengineering as saying that whenever the plan will push through he would not want that all of the existing permanent positions now being occupied by regular employees will be declared vacant.
Assessment and Design Bridges is the consultant that takes charge of the training of the Change Management Team (CMT) of the reengineering. Most of the CMT members are selected Capitol employees representing different offices.
Reengineering plan has been interpreted in so many ways. It is a plan seen as similar to reorganization, if not streamlining, of the Capitol workforce. The result of the plan will eventually dislodge some employees or make them jobless.
The reengineering proponents said that the main motive of the said plan is to place the right employee in the right place he is capable of. Once this is in place, it was expected that government service will be effective and efficient and remuneration will be improved.
