Revamp of Bohol Capitol Workers?

Governor Erico Aumentado is considering to exercise his veto power over the hasty approval of provincial measures repealing the already-approved provincial ordinances that lay the groundwork for re-engineering plan, according to the governor's trusted aide.

When this happens, it would be an uphill battle for the Sangguniang Panlalawigan to secure three-fourths votes to overturn the governor's disapproval considering that it is now politically divided, said Capitol employees affected by the re-engineering program.

The SP passed two Ordinances and three Resolutions initiated by BM Alfonso Damalerio II during the March 30, 2010 session presided over by Board Member Amalia R. Tirol.

These measures are Provincial Ordinance No. 2010-010 "reconsidering the approval of Provincial Ordinance No. 2010-007 and therefore consider the same as not passed," Damalaerio said. He also initiated the passage of P. O. No. 2010-011, "reconsidering the approval of Provincial Ordinance No. 2010-008 and therefore consider the same as not passed"

He also introduced Resolution No. 2010- 116 "rescinding" the previous approval of P. O. No. 2010-007; P. O. No. 2010-008; and Resolution No. 2010-083.
         

Damalerio alleged that Ordinance No. 2010-007 creating the Provincial Internal Auditor's Office and Ordinance 2010-008, upgrading the Human Resource Management office into a department, "contained provisions that practically approved the reengineering program without the benefit of our lengthy discussions, without our knowledge, without our intelligent appreciation and contrary to the collective decision not to proceed with the reengineering program."

Romeo Teruel, officer-in-charge of the Human Resource Management Development Office of the Capitol reportedly said where was he (Damalerio) when for so many times when the reengineering has been presented to the body and exhaustively discussed by the SP members.

Some employees also said that why he did not object when those Ordinances (2010-007; 2010-008; and others) were passed in the first place so that if there were lapses like substance or form may be ironed out.

The Damalerio-initiated move of rescinding the Ordinances has angered some of the employees who may be recipients of re-engineering while others appeared happy because they don't want the reengineering at this time for fear of losing their jobs at the Capitol.

But the governor assured them (employees) that no one will be dislodged from their respective present positions when re-engineering program takes place because they still can avail of the positions they're qualified or may avail of the package for good. - bohol chronicle
