The P15-million supplemental budget to pay-off lots at the dump site in barangay Dampas, this city is being questioned.
City Kagawad Bebin Inting said he will verify reports that lots in the area were sold at P70 only some two years ago.
With the appropriation of P15 million for a 2.3-hectare lot, the city government has allotted P650 per square meter which is way beyond the prevailing price.
Cogon Barangay Captain Fredison Ingles said the prevailing real property value at the dump site is P200 per square meter. He was surprised upon hearing that the city government has budgeted P15 million for a two-hectare lot with only three lot owners affected.
During Friday's session of the Sangguniang Panlungsod, City Kagawad Edgar Kapirig also questioned why the P15 million be approved as part of the other appropriations intended for salary adjustments of city hall officials and employees. He recommended that the appropriation be split into two, separating the budget intended for the lot acquisition since it was not as urgent compared to the salary adjustments.
The SP approved last Friday the supplemental budget of P21,220,352.00 with P15 million for the purchase of lots, P2.5 million for construction of pumping stations and P1.6 million for road network.
Kagawad Inting also opted to hold in abeyance the approval of the budget intended for lot acquisition at the dump site.
However, a casting of votes generated a majority calling for the approval of the P21-million supplemental budget.
CLOSED DUMP SITE
Under laws of the Department of Environment and Natural Resources (DENR), the dump site in Dampas is technically considered closed.
PENRO Nestor Canda told the Chronicle yesterday that per RA 9003, open dumpsites like the one in barangay Dampas were considered close as of Feb. 16, 2006.
He said the city government should have been the lead agency to implement the opening of a sanitary land fill to replace the open dump site. However, the city government is far from realizing this project for a sanitary land fill earlier proposed in Taloto district, this city.
