MANILA (UPDATED) - Sen. Ramon "Bong" Revilla Jr. surrendered to the Sandiganbayan Friday morning after being slapped with graft and plunder charges for alleged misuse of public funds.

"I am innocent of the charges. I am just a victim of dirty politics," he said in an interview before his surrender.

It was a long journey to surrender for Revilla, who first made his name as an action star before turning his eye on politics.

On Friday, Revilla's supporters in Cavite held mass and prayed for the senator before his surrender.

Revilla and his family also stopped by St. Michael's Parish in Bacoor before proceeding to the Sandiganbayan.

Revilla said he decided to surrender to the anti-graft court to spare his family the spectacle of his arrest. This is after the Sandiganbayan issued a warrant Friday morning.

Revilla, a former governor of Cavite, is one of three opposition senators tagged in the so-called P10 billion pork barrel scam allegedly masterminded by Janet Lim Napoles. He is accused of amassing P242 million from his priority development assistance funds.

The senator has denied the charges, saying he does not need to steal public funds.

"I can get the money from my own films. My movies are always number one or number two," he said in an ANC interview.

He blamed a "syndicate" in government, involving officials of implementing agencies and the Commission on Audit, for perpetrating the scam.

MANILA, Philippines – It’s a stark contrast to the multi-million peso mansions they call home.

There are no special amenities to speak of, not even air-conditioning. Instead they’ll get a double-deck bed with mattresses, a “basic toilet,” a water faucet, and a pail plus dipper. (CARTOON: Jailhouse blues for 3 VIPs)

If and when Senators Juan Ponce Enrile, Ramon "Bong" Revilla Jr, and Jose "Jinggoy" Estrada are served their arrest warrants and whisked off to jail, it's highly likely they'll be detained at the Philippine National Police (PNP) Custodial Center in Camp Crame, Quezon City.

The 3 senators, businesswoman Janet Lim Napoles, and 5 others face plunder raps for allegedly stealing millions of pesos in Priority Development Assistance Funds (PDAF) or pork barrel through bogus projects and fake non-governmental organizations (NGOs). Plunder is a non-bailable offense.

Graft charges have also been filed against the 3 senators, Napoles and more individuals before the anti-graft court Sandiganbayan.

‘Custodial center ready’

The detention center, according to various media reports, has been renovated – but not necessarily for the purpose of detaining the 3 senators. According to PNP PIO head Chief Superintendent Theodore Sindac, there are 56 cells inside the Crame jail.

The space offered detainees isn’t too shabby – 3 meters by 3 meters. Still, it’s a far cry from the P120-million house Estrada is having built in the posh Wack-Wack subdivision or Revilla’s P100-million mansion inside Ayala Alabang.

Sindac said the Custodial center compound has several buildings, although he declined to disclose how many exactly, for security reasons. Each building is named according to the phonetic alphabet: Alpha, Bravo, Charlie, and so on.

What sets the custodial center apart from other regular jails? Sindac said not a lot, except for the “high level of security.”

He admitted, however, that jail management and penology isn’t exactly the PNP’s expertise. In the Philippines, jails are run by the Bureau of Jail Management and Penology (BJMP), which, like the PNP, is administered by the Interior and Local Government department.

“We’re not BJMP, so we aren’t really trained for jail duties. If anything, we’re more paranoid about security,” he added.

‘Kakosa'

Enrile, Revilla, and Estrada aren’t exactly dreading their possible arrest.

Months ago, during Estrada’s birthday celebration, Revilla jokingly referred to Estrada as his “kakosa” or jail mate. He again made the same joke during a thank-you privilege speech punctuated by a video presentation before the Senate on June 9.

The humor may come in handy if they are detained in the custodial center, which can accomodate up to 130 detainees. Sindac said that at present, over 70 detainees are in the jail.

This means the Crame jail can accommodate the 3 senators and all of the respondents in the plunder and graft cases filed before the Sandiganbayan. Napoles, the alleged mastermind of the scam, is already detained at a PNP camp in Laguna for allegedly kidnapping former-aide-turned-scam-whistleblower Benhur Luy.

The most recent and highly-publicized of detainees are National Democratic Front of the Philippines (NDFP) consultants Benito and Wilma Tiamzon, who were nabbed by police on March 22, 2014. Dismissed police superintendent Hansel Marantan and several other PNP personnel accused of orchestrating a summary execution in Atimonan, Quezon are also detained in the custodial center. Rizal Alih, who faces charges for the 1989 siege of Camp Cawa-Cawa, has been detained in Crame since 2006.

Other “famous” detainees are: several suspects in the grisly Maguindanao massacre; former election supervisor Lintang Bedol, infamous for his involvement in the “Hello Garci” scandal; former PNP chief Avelino Razon Jr for malversation charges; and former PNP comptrollers Geary Barias and Eliseo de la Paz, also for malversation charges.

Sindac said those charged in the pork barrel scam won't necessarily be mingling with other detainees, explaining that those jailed in Crame are grouped accordingly. For instance, he said, "you can't mix the former generals and other detainees."

No strangers to Crame

Estrada said during a privilege speech delivered on Wednesday, June 11, that he would not evade arrest. He is no stranger to arrests and Camp Crame.

Thirteen years ago, his father, former president and now Manila Mayor Joseph Estrada was taken and booked in Crame for plunder charges.

The younger Estrada was also accused of plunder but was later acquitted.

All eyes, though, are on the "senior statesman" of the 3: the 90-year-old Enrile.

Enrile could escape prison because of humanitarian reasons. But the feisty former Senate president said he’s all packed and ready to go. Enrile’s possible detention in Camp Crame is ironic, given his role during the Marcos dictatorship.

As defense minister, Enrile had supervision over the country's armed forces which included the Philippine Constabulary, a military force tasked with policing duties. Based in Camp Crame, the Philippine Constabulary was abolished under the Ramos administration to make way for the PNP.

Senators' detention center in Camp Crame

The special jail awaiting 3 senators and others charged for plundering their pork barrel is not exactly the most welcoming and comfortable of places

MANILA, Philippines – The exact day for the arrest of 3 senators charged with plunder remain a guessing game, but their special jail at the central police camp in Quezon City is ready for them anytime.

It’s not exactly the most welcoming and comfortable of places.

On Monday, June 16, the Philippine National Police (PNP) took journalists on a guided tour of the detention centers that senators Ramon Revilla Jr, Juan Ponce Enrile, and Jinggoy Estrada will occupy should the anti-graft court order them transferred there.

Visitors need to pass through 3 padlocked metal gates to get to the complex composed of 4 spacious rooms and one large “multipurpose area.”

PNP Public Information Office head Chief Superintendent Theodore Sindac said the complex was intended to be the quarters of the PNP Headquarters Support Service assigned to the custodial center. Plans changed with the impending arrest of over 54 people charged with plunder and graft over the pork barrel scam.

The complex inside the custodial center is made up of two cement structures. Between the two buildings are 4 outdoor sinks; outside, concrete pavement where detainees could go for a stretch.

The complex is surrounded by concrete walls topped with barbed wire. Custodial center personnel patrol the perimeter of the walls.

Basic amenities

The area – which has yet to be assigned a code name – is still undergoing final touches. Inside 3 of the rooms are single beds, small side tables, private bathrooms, and a sink. Each room also has its own ceiling fan and a window secured by metal grills.

The fourth room has two bunk beds inside. All mattresses are brand new.

Earlier, police and Interior and Local Government Secretary Manuel Roxas II assured critics that the PNP will “act and perform professionally” in the arrest and detention of the 3 opposition senators allegedly involved in the illegal diversion of development funds.

Roxas is president-on-leave of the ruling Liberal Party and is seen as the party’s standard bearer in the 2016 presidential elections.

Sindac said room assignments would be based on court orders, but each room can comfortably house at least 2 single beds and 2 bunk beds. Sindac said up to 8 people can be accommodated in the complex.

The rest of the accused – should they be ordered detained in the custodial center – would be placed in a different area.

‘Only temporary’

Other parts of the custodial center are sealed off from the officers’ quarters-turned -“pork barrel scam detention center.”

“Sa custodial service, iba’t bang areas kasi 'yan: may grupo ng terrorists, communist, 'yung sa Maguindanao, mga sa Witness Protection Program, kasama lahat 'yun. The groups cannot be mixed together,” said Sindac.

(We have several areas inside the custodial center: for the terrorists, the communists, those accused in the Maguindanao massacre, even those under the Witness Protection Program.)

Plunder charges against the 3 senators, alleged scam mastermind Janet Lim Napoles, and 5 others were filed before the Sandiganbayan on June 6. Graft charges, meanwhile, were filed on June 9.

The Sandiganbayan raffled the cases on June 13, but the arrest warrants may not come immediately given the number of legal remedies the accussed can take. Plunder is a non-bailable offense.

For instance, even before any warrants were issued, Enrile asked the Sandiganbayan to allow him to post bail, citing health concerns.

Ready as they are, Sindac emphasized that the custodial center is only a “temporary facility.” “This is not intended for the long haul.”
