a gift is a gift. anyone can give or receive it. if it comes from the president of the republic, so much the better. the source of funds of the (former) president's gifts is her lookout. i do not think the recipients (in this case, the bishops) were told something like, 'i bought these gifts from pcso funds, be duly warned.'
