OFWs Carrying HIV?

A group of medical clinics giving medical exams to hundreds of thousands of prospective Filipino workers for the Middle East on Sunday confirmed a report of the Department of Health that the number of cases of AIDS and HIV among Filipino migrant workers is on the rise.

From January to June this year, the 17 medical clinics associated with Gamca-Philippines detected 19 OFWs with either the human immuno-deficiency virus (HIV) or the full-blown acquired immune deficiency syndrome (AIDS).

This number is almost the same as the number for the entire year last year—which is 21, said Dr. Rodolfo Punzalan of the Gulf Cooperation Countries (GCC) Accredited Medical Clinics Association. - PDI

wait, wait... there seems to be something unclear about this news item.  it says "prospective Filipino workers for the middle east..." only to say later, in the same sentence, that "...AIDS and HIV among Filipino migrant workers is on the rise."

could one call a prospective worker a migrant worker?  isn't a migrant worker already working as a migrant and not as a prospective one?

this is an unfair news item because, first, it seems to imply that the rise of HIV and AIDS incidence is in prospective migrant workers to the middle east only and, second, the incidence is by virtue of their being migrant workers.

i'm just an ordinary reader trying to make some sense of what i get to read.  this is one insensitive news item despite its named source.

come to think of it, yes.  but i would have appreciated the news item more if it specified so.  most readers, myself included, would take the item at face value and not make excuses for what it lacks in details much less bother to read between the lines. 

who else, except readers like you, bai hubs, could honestly say after one reading that it does not single out "prospective migrant workers to the middle east" because anyway it does not specify that the incidence of HIV and AIDS in prospective migrant workers to other parts of the world is NOT on the rise?  it's not a literary piece that we're reading; it's a news item that has to be read on-the-go and has to be understood contextually, as is, where is, away from the realm of literary analysis.

only one question, which could have been asked by the news reporter of this item from his source, would have made the difference:  is it also on the rise in the case of prospective migrant workers to other parts of the world?  whatever the answer could have been, it would have meant only a few more lines to this news item.  those lines would have made this piece a more complete one.

In its feeble attempt at sensationalism, the news item opted to sacrifice clarity and completeness, compromising its integrity in the process.
