Mystery Man in Blue Card scandal in Tagbilaran

His name is being dragged into many issues, but his answer to his critics is brief and precise.

“Prove it!”

Former executive assistant to the city mayor and now chief of the General Services Office (GSO) Mark Monton said, “the burden of proof is in my accusers.”

He particularly reacted on the reported statement made by Dr. Grace Araneta, chairman of the board of the Medical Mission Group Coop Hospital, during the hearing of the joint-committee of the Sangguniang Panlungsod on the Blue Card health program controversy.

Dr. Araneta was quoted telling the joint-committees of health and public accountability that Monton called by phone a certain Lourdes Suarez, the hospital clerk in-charge of the Blue Card account, for her to include an old unpaid account of his son Raymund, into the billing of his father Nemesio Monton who was admitted at the coop hospital sometime in 2006.

Mark Monton’s son was allegedly confined in 1998, at a time when the blue card program was still non-existent.

Sudden twist

In a surprise twist, Suarez disowned what Dr. Araneta said. She told the two committees conducting the second joint-hearing last Friday that there is no truth to the report that a certain Raymund Monton was admitted in the coop hospital in 1998 and that she added it into the account of the elder Monton.

“I can’t understand the motive of Dr. Araneta mentioning such statement coming from an employee whom they (coop hospital) have even dismissed from service. Does it mean that after they condemned Suarez and kick her out of her job, they are now relying on her statements to defend their position?” Monton asked.

“Besides, granting for argument’s sake, that I wanted such padding of a hospital bill. Why should I call Suarez when she is only a clerk and has no authority to decide,” he added.

Monton also pointed out that alluding to him as the alleged “Mystery Man” (MM) behind the Blue Card scam is ridiculous.

“Kon ako pa ang Mystery Man, dili kaha mitiyabaw na ang mga empleado nga gipalagpot diha sa coop hospital (if I am the Mystery Man, would the dismissed coop hospital employees not squeal and reveal my name),” Monton asked.

Coop cover-up?

Dr. Araneta claimed in a DyRD interview Thursday morning that indeed there were lapses made by the coop hospital and they (directors) were “bypassed.”

In protecting the coop hospital, she said it is not right to say that the issues point to an “institutionalized fraud.”

“The coop hospital did not intend to gain but it was some of its employees that manipulated the statement of accounts.”

She clarified that only one case is found consummated fraud while four others were bloated claims. She also corrected the amount involved to only about P290,000 and not P1.8-million as reported in the media.

Employees were already dismissed from service and appropriate charges are now filed at the city prosecutor’s office, Dr. Araneta said.

Monton, however, disagreed on some of Araneta’s statements.

The coop’s investigation and findings were allegedly intended to protect high coop hospital officials.

“Why only these lowly employees are being indicted when high officials review the billings and consequently received, signed endorsement of checks from the Blue Card payment,” Monton asked.

He also pointed to the alleged retro-active claims of patients who were admitted without Blue Cards but later on were charged under the health program. Also on patients that were confined in expensive private rooms and not in wards.

“All these are violations of the memorandum of agreement the hospital entered into with the city government. But they tolerated it. Don’t tell me they are not aware of the provisions in the agreement?” Monton pointed out.

They did the right thing.
