Furniture Bidding Scam in Bohol?

As the Department of Education in the region, including Bohol, is under fire for the alleged scam in the bidding of school furniture supplies amounting to millions of pesos, Bohol division superintendent Dr. Elpidio Jala has defended the acquisition of the furniture (desks and chairs) for use of different schools here.

The allegation stemmed from the BAC action of awarding the bid to the highest winning bidder, which appeared to a contradiction to government rules that the lowest bid should have been given the award.

Jala confirmed that a complaint was filed against officials of the DepEd including members of the Bids and Awards Committee (BAC) Bohol for the alleged irregularities in the bidding of the P10-million worth of furniture supplies.

BAC Bohol awarded the project to the highest bidder--- Manila-based Hope Metal and Furniture Manufacturing Incorporated---with an amount bid of P2,768,615.00 but the lowest bid amounted to P1,973,625.00 submitted by Monlac Furniture Maker.

Because of this scenario, DepEd reportedly stood to lose amounting to P2.5 million when the project was awarded to highest bidder while the six other bidders were disqualified for the defective samples.

The disqualified contractors alleged that there was “favoritism” because the Manila-based bidder is a nephew of a top DepEd official that the report did not identify.

Jala reacted to the published news report in Cebu City regarding the alleged bidding of supplies scam.

Jala said in an interview last Friday that all the bid processes and procedures have been observed and the BAC including the technical working group opted to award the bid to the highest because the other bidders failed to qualify.

He said he has no option but to affix his signature to BAC resolution granting the award to the highest bidder.

Jala explained that he was about to consult the DepEd legal department for comment to resolve the first bidding. But only to realized he had nothing to do because he was advised by the BAC that there were already two biddings conducted so DepEd cannot anymore declared failure of the bidding, based on the bidding guidelines and policies. If he made the consultation, the fund for the furniture could have been handled by the DepEd central office, he said.

Another project of the same nature (acquisition of furniture supplies) is being withheld and Jala has yet to affix for approval of the award to the winning bidder.

Based on the BAC Resolution No. 09-02 declaring and recommending to Jala that RLJ Wood and Iron Works as the “bidder with lowest calculated and responsive bid for the supply and delivery of school furniture CY 2008 (re-bidding) for Lot A, B and C.”

The same Resolution signed by BAC chairperson Maria Linda Namocatcat, vice-chairperson Leonida C. Lerion and regular member Bianito A. Dagatan, showed that RLJ Wood and Iron Works is the highest bidder with an amount bid of P2,703,510 for LOT A project; P3,926,009.10; and P4,254,186.30 for Lots B and C, respectively.

Only RLJ Wood and Iron Works “complied with the technical specifications of the Agency,” the Resolution pointed out.

Other bidders on Lot A, which much lower than the RLJ Wood and Iron Works (P2,703,510), include Barly Enterprises with bid amount of P2,083,350.00 and JEC Lumber Corporation, P2,579,325.00.

In Lot B, Barly Enterprises put the bid for P3,054,800.00; RLJ Wood and Iron Works, P3,926,009.10; Iligan Integrated Manufacturer’s Multi-purpose Cooperative, P3,201,526.00; and JEC Lumber Corporation, P3,783,690.00.

In Lot C project, three contractors participated in the bidding: Ramagal Door and Sash Manufacturing with a bid amounting to P4,373,190.00; Iligan Integrated Manufacturer’s Multi-purpose Cooperative, P3,466,638.00; and RLJ Wood and Iron Works, P4,254,186.00.

“The results of the Technical Working Group post-qualification showed that Barly Enterprises and Iligan Integrated Manufacturer’s Multi-purpose Cooperative failed to comply with the technical specifications of the agency as evidenced by their samples submitted,” BAC said.

Jala said that he would face whatever legal action against the DepEd following the filing of the complaint with the Ombudsman and the reported congressional investigation filed by Akbayan Party-list Rep. Riza Hontiveros-Baraquel. (RVO) - Ric Obedencio, the Bohol Standard

hay what's new?  either tinuod ni or wa lang nalipay ang mga na pildi sa bidding.  di ra man ni lisud siguro ipa tin-aw sa mga hingtungdan sa gobyerno kay either BAC chose the lowest bidder or not, and if they didn't choose the lowest bidder, maybe they have explanation.
