Vehicle registration and securing driver’s license at the Tagbilaran Land Transportation Office (LTO) remains a big burden as many still end up with fixers who are operating in collusion with some of the agency’s employees.
The presence of fixers and the tedious time-consuming registration processes that motor vehicle owners have to go through has been the subject of public complaints as the LTO Tagbilaran bids to obtain certification with the International Organization for Standardization (ISO).
As part of the ISO certification, Joel Maloloy-on, city LTO head came under fire for enforcing a dress code on clients that disallows the wearing of sleeveless shirts and short pants.
According to Maloloy-on, this is in compliance with stringent requirements in order to be ISO certified.
LTO Tagbilaran is the first among LTO field offices that is undergoing reforms for its ISO bid, Maloloy-on said.
Complaints aired over dyRD’s Inyong Alagad hit the registration requirements and the inefficient system adopted at the receiving and releasing windows at the LTO office.
Records of vehicle registrations are being dumped like a pile of garage in one of its unused offices that has also been a subject of complaints as several records have been found missing.
One’s burden does not stop at the receiving and releasing windows but will go on with fixers who are victimizing especially those coming from the towns with the promise that the requested documents will be facilitated and followed up inside the LTO office.
Fixers are charging from P1,000 to P1,500 on new applicants for driver’s license which only costs P310 and P370 for a non-professional and professional license, respectively.
According to reports received by the Chronicle, the fixers even have access to records at the agency’s office to transact for and in behalf of applicants.
Car owners said, upgrading of services should have been given a priority instead of eyeing an ISO certification that is not really a benchmark for the efficient delivery of services.
