The bidding of the multi-billion Panglao Bohol International Airport is a "done deal," amid reports of pre-arranged deals beteween the provincial government and the supposed winning bidder.
In a one-page statement released to the media yesterday, the Corruption Watch Philippines (CWP) alleged that CM Pancho Construction will be awarded the project since arrangements were already
sealed "in consideration of P100 million."The allegation was denied by Gov. Erico Aumentado who categorically said the "provincial government has nothing to do with the bidding since it is being handled by the bids and awards committee of the Manila International Airport Authority (MIAA)."
The same group identified a certain Nards de Guzman as the trusted man of the governor involved in the alleged arrangement.
It likewise questioned why CM Pancho Construction was included in the bidding when said firm was blacklisted by the World Bank.
Aumentado, however, admitted that CM Pancho has a good performance in the implementation of the Bohol Circumferential Road Project, particularly between Valencia to Candijay towns.
But, despite this good performance, "I don't expect CM Pancho Construction to win in the bidding considering the heavy competition posed by other internationally known bidders," Aumentado stressed.
"Mark my word, CM Pancho Construction will not win the bid," the governor said.
BIDDING POSTPONED
The bidding of the phase I of the P7 billion airport project was postponed to Feb 5, in an information relayed to the governor last Friday.
Originally, the bidding was supposed to be conducted at the MIAA offices tomorrow.
Asked on why the bidding was moved, Aumentado cited the entry of new interested bidders who joined the group that conducted site inspection last week.
Among the bidders who sent representatives during the site inspection were CM Pancho Construction, Inc., JF Legaspi Construction, Vicente Lao Construction, BSP & Co, Inc., First United Cobtractors Corp., RD Policarpo & Co.Inc., Sunwest Construction & Development Corp., Santa Clara International Corp., AM Oreta & Co. Inc.,/ Aquino Construction & Development Corp., RD Policarpo & Co.,Inc., OR Sarmiento Construction , DL Cervantes Construction & Towing Construction Readycon Trading Construction Corp., Young Builders Corp., and Dimson-Manila, Inc.
Listed in the interested bidders but failed to join the inspection team were representatives from Hanjin Heavy Industries, China State Phil. Construction Corp., Ron Daniel Construction Corp. and Equi-Parco Construction Co.
PHASE I BIDDING
Phase I of the project includes the initial stage of the 2.5 km runway worth P1.52 billion.
This includes the cleaning and grubbing, excavation , construction of embankment and drainage system; facilities for engineer and employer, project vehicles, project equipment and survey equipment.
The Panglao Bohol International Airport's project cost is P7.5 billion based on the latest estimates submitted to the National Economic Development Authority (NEDA), the MIAA and the Department of Transportation and Commuunications (DOTC).
