Corruption at Bohol Capitol under investigation

Malversation of funds is now eyed as the Capitol Special Probe Team deepens its investigation into the alleged misuse of money intended for cooperatives of poor farmers.

Funds amounting to P344,000 comprising the 10% deductions from financial assistance to 28 coops; P200,000 for a non-existing training project and another P2-million fund for federation of cooperatives in Eastern Bohol are being separately looked into.

A special panel was created by Gov. Erico B. Aumentado after the media exposed it based on a Commission on Audit report that said funds “were found illegally spent for other use outside its appropriated purposes.”

This is a glaring “technical malversation”, a government accountant said.

Capitol first treated the COA findings as an internal matter but the story was leaked to the The Bohol STANDARD and was made public as an EXCLUSIVE headline story in its March 2, 2008 Sunday issue.

PROBE TEAM

The probe team headed by Provincial Legal Officer Handel Lagunay, with Provincial Accountant Joseth Celocia, Assistant Treasurer Primitiva Ontong, and Human Resource Development Officer Romeo Teruel met again in the morning of March 18, last Tuesday.

Its first preliminary hearing was conducted last March 7.

Sangguniang Panlalawigan board members Josephine Socorro Jumamoy (committee chair on cooperatives) and committee members former Alicia Mayor Bienvenido Molina and lawyer Aster Apalisok-Piollo attended in that Tuesday hearing.

Four vital witnesses were presented in the Tuesday hearing; and three of them said “all the money transactions in the Bohol Poverty Reduction Management Office had the knowledge of office chief Antonietto ‘Boy” Pernia.”

It’s now the words of three people against the embattled BPRMO head.

The three included disbursing officer Patricia T. Limboy, former coop federation secretary Rommel Macalolot and former BPRMO head and now Carmen councilor Primo Digao.

They all pinpointed to Pernia, “citing command responsibility” being its head, as having knowledge to all withdrawals and money movement inside BPRMO.

Pernia has denied such allegations.

I will try to post what was said in later articles in a news story regarding Fred Amora regarding this BPRMO issue that has Boy Pernia hot on the tale of Fred Amora as the Bohol Chronicle has plaqued his name all over the newsprint.

In the past two others weeks the same editor again Fred Amora was being hinted about as being an exstortinist in this ordeal against Boy Pernia.

I will post them seperatley so you can get the full meal deal on whats really going on and being said and you allbe the judge yourselves of such matter.

Both persons invlolved on the two sides of the fence are friends of mine.

I hate to this this going on.............................If you read between the lines its as if I am being set up to have my editor angry with me.
Bottom line COA should be filed.

I spoke with my editor yesterday and he is not feeling well he reported that he has plenty of death threats on him due to this issue.
A personal text message sent to me yesterday from my associate editor (Fred Amora) at the Bohol Standard.

"Good! am happy for you! Me? Am so sad 2day. I feel am going 2 die now. Lots of death threats. if am dead pls do not send flowers.......".

It is always the same old story. There will  be no satisfactory endings when it comes to corruption.  Just remembered in the year of l974-1979 taking  stenographic notes from that preliminary investigations in our office where the Ex Prov'l Treasurer......and Ex Provinical Auditor......filed vice versa corruption cases.

OMG they're materials are copy righted???????????????????? Hmmmmmmmmmmmmmmmmmmmmmmm???

I am personaly fed up with all the media slamming and the ingy ongy oohay  eshay shesay thats going back and forth with the media outlets.
Most media outlets are gaining up on my associate editor, I know more news will be coming out on this issue, I was made aware by another cheif editor that got in touch with me via Im on my yahoo meessanger this Am and told me that Fred wants to have his side of the story told.
I also asked a copy of the write up from fred sent to the Bantay Balita newspaper.
I will be posting it after this write up.
The cheif editor is oblidging to freds request and we will put it on the front page of bantay Balita.

The wrong thing fred has done is to ask his long time mentor Boy guinguing of the sunday post for his answer on freds requested letter reply.

OMG i think many of us just want this settled right away.

In an earlier conversation with Bohol Chronicles Ric Obedencio and Media man of Vice Gov. Herrera of Bohol at a conversation with me after bowling tonight with other media members he told me that last weds, a three team panel of BTMA members was made up of Lorito Palapos, Batchoy Alba, and Carlito Responte as the probe team over the hearing of Fred Amora and Boy Pernia.

According to BGlante Fred has basically been caught with his fingersin the cookie jar.

Freds write up says that he has a name to protect and a family to love so many in media have told to me that they are so fed up with his ethics in media but on the other hand the ones saying that are still complimenting him as a good news writer.

Another day in the Bohol Media.

I also would like to see things get settled.

Editor hits attempts to ‘muzzle the press’                        Fred Amora

AN editor of a local weekly English newspaper lamented on the recent attempts to “muzzle the press” from further exposing raging issues of corruption in government.
Fred Amora, associate editor of another local newspaper here in Bohol, through an email message, sent a challenge to his colleagues in the Bohol Tri-Media Association, Inc. if, “they will surrender to those who seek to destroy us and the very democratic principles which give us the freedom to speak and write freely?”
For exposing the alleged illegal money-making activities inside the Bohol Poverty Reduction Management Office, Amora claims he is now maliciously accused of extortion and blackmail, among others.
Amora submitted to BTMA Wednesday his answer to the accusations filed b
rey dalay: by Antonietto “Boy” Pernia, chief of BPRMO who sent a letter to BTMA President Peter Dejaresco complaining about Amora’s alleged ethical conduct.
Amora said that copies of the complaint were distributed for publication without his side, and worst of all picturing him as an extortionist?
Two Commission on Audit Observations (COA-AOM) No. 2007-014 and AOM No. 2008-005 dated Dec. 18, 2007 and Feb. 18, 2008 respectively, declared “ILLEGAL” such deductions of coop funds amounting to P344,000 made by BPRMO.
COA lambasted the 10% deductions saying, “The poverty reduction office (BPRMO) is there to help and assist the cooperatives and not to manipulate the transactions to his own benefit.” (COA-AOM No. 2007-014, Sec (2), paragraph 2)

“Waiting for a copy of his written explanation for almost three (3) weeks before its publication was “more than fair enough” – and that is because I value his name and our friendship,” Amora said.
“The publication, in fact, also opened an opportunity for Pernia to clear his name as the COA report was circulating in whispers inside Capitol, all pointing to him as responsible being chief of said office,” Amora added.
“The issue that Mr. Pernia should deal with and hopefully he could convincingly explain is why he kept such 10% deduct

He added that “with coops now complaining there is no amount of media cover-up or muzzling of the press that can prevent the truth to come out.”
Amora also said that after the story came out in print, he called and put Pernia LIVE ON AIR for him to explain his side of the story at the DyRD 9-10 in the morning PULSO radio program where Amora briefly sat as co-anchor of Batchoy Alba.
The STANDARD also published an interview with Pernia about his reported trip to Canada; that he is not like the fugitive Joc-joc Bolante and he’s “not taking flight to evade the issues of BPRMO.”

“Anybody can even go further to check court records if I was ever charged of LIBEL, a crime that some media colleagues mistakenly consider a smart badge to wear,” Amora stressed.
“I was not even afforded a copy of said complaint for me to know what I am accused of and explain my side. I have a wife, children and a name to protect too. Does he value honor and family? --0
