Bohol Recruiters Promise Non-existent Dubai Jobs

Two women are charged on Friday with large-scale illegal recruitment and estafa after defrauding overseas bound Boholanos of almost half a million pesos in processing fees for non-existent jobs in Dubai.

The National Bureau of Investigations (NBI) Bohol filed complaints at the City Prosecutor's Office against Erlinda Jamaldin, also known as Erlinda Evangelista y Pondoc, a resident of barangay Tiptip, this city together with her cohort, Eduardina Estrella who is residing in Dubai.

If Jamaldin and Estrella will be found guilty, they will be meted with life imprisonment which is the punishment for large-scale illegal recruitment.

The complaint was based on affidavits of three victims identified as Joseph Joy Evangelista, a resident of Lamdagan Street, this city; Arnold Soliva, a resident of CPG Avenue, this city; and Alejandro Arena of barangay Libertad, Baclayon town.

Warrants for the arrest of the two illegal recruiters, who are said to have victimized several others, is already issued to the NBI.

MODUS OPERANDI

Jamaldin rented an office space along at the second floor of the Soliva Building, CPG Avenue, this city, for her recruitment firm AVR Consultancy and posted a banner of job opportunities abroad.

The victim Soliva, a registered nurse and son of the owner of the rented office space, said that sometime on the first week of 2007, he learned from Jamaldin that there were vacancies for nurses in Dubai.

He added that Jamaldin even showed him and five other companions an e-mail from a certain Estrella, an alleged business associate in Dubai, with the information that there are indeed job openings for nurses in the said country.

The suspect allegedly told Soliva that the fastest way in going to Dubai is to go there as a tourists. Once there, her business associate will help him facilitate his working visa so he could work legally.

In his affidavit, Soliva said that Jamaldin bragged that the employers are already waiting there and that he should just choose which hospital he would work.

Jamaldin demanded from the victim the amount of P65,000 for the processing of his tourist visa, plane ticket, accommodation, authentication documents and for e-mail and scanning.

Soliva said he gave Jamaldin P25,200 sometime on the second week of June 2007 and another P45,000 one week after, or a total of P70,200.

On July 5, 2007 Soliva went to Dubai together with the 5 other recruits of Jamaldin only to find out to their dismay that the promised jobs did not exist.

Jamaldin's alleged business associate in Dubai, Estrella, refused to help them secure a working visa and even demanded for a fee as payment for their stay in her Dubai residence.

The 5 Boholano recruits were forced to look for jobs to survive and pay for their rent however, they found nothing regular.

Soliva decided to come home after two months.

Evangelista, on the other hand, first met Jamaldin in one of the malls here in June 2007.

Jamaldin allegedly said the she would help him go to Dubai and work there as an office clerk. She said that initially he will go there as a tourist and her partner will help him process his working visa so he could be legally employed.

The suspect demanded from Evangelista a total of P71,200 for the processing of all the papers.

Evangelista was able to fly to Dubai on July 5, 2007 together with 5 others.

Unfortunately, just like Soliva, the promised job for Evangelista as an office clerk was non-existent.

On the other hand, Arena said he learned of Jamaldin's recruitment agency through a signboard he saw at CPG Avenue, this city which printed the words "the fastest way to Dubai".

According to the victim, this got his interest and immediately inquired at Jamildan's office where the latter personally entertained his queries.

Jamildan then promised Arena employment in Dubai as a carpenter. He gave a total of P65,000 for processing of his papers, visa and plane ticket.

But he suffered the same fate of Soliva and Evangelista upon arriving in Dubai and that there was no job waiting for him as promised by Jamildan.
