High Gasoline Consumption of Bohol Provincial Engineering Office

Following the approval of an appropriation ordinance reverting some P5.5M from Capitol savings for purchase of diesel fuel to save heavy equipments and service vehicles of the Provincial Engineering Office from being grounded, the provincial board agreed Friday to conduct an investigation on the matter.

The fresh fuel funding was requested by Provincial Engineer Rosalinda Yu noting that her office fuel allocations were already exhausted as of October, or a shortfall of two months, November and December for this year.

The PEO request was endorsed to the Sangguniang Panlalawigan by Provincial Administrator Alfonso R. Damalerio II and presented during the Presiding Officer’s Time by Vice Gov. Concepcion O. Lim during the SP session of October 28, 2011.

The approved appropriation ordinance included diesel fuel funds up to January 2012 anticipating the delay in the implementation of a new provincial budget at the start of the year.

This was made to insure unhampered operations of the province’s fleet of heavy equipments as maintenance work is at peak with the onslaught of the rainy season.

In the 2011 annual budget, P15.9M was appropriated for diesel fuel alone, another P6M for combined gasoline, diesel and lubricant needs was also added.

The cause of the unexpected budget shortfall is one of the main issues to be threshed out by the investigating committee.

The move, in form of a fact-finding proposed by SP majority Floor Leader Cesar Tomas “Yul” Lopez, was for legislators to know why the PEO annual fuel budget for the year was consumed early, and with the findings, come up with recommendations so the budget shortfall won’t happen again.

The Lopez proposal was unanimously approved with the SP agreeing to conduct the investigation as a committee of the whole. (VGO-EDCom)
