Lansley explains Tory care pledge

Shadow health secretary Andrew Lansley has explained how the Conservatives' proposals to pay for residential care would work. He told the BBC it would run as a "genuine insurance fund", with government backing for various companies who would provide cover to those who took up the scheme.
