thank you very much for this, tags.  this helps a lot.  it made the whole thing less scary for me.  truly, i'm delinquent in some real property tax payments.  some years out of the country made me forget.

Republic Act 8485 (Animal Welfare Act of 1998, Philippines), as amended and strengthened by House  Bill 6893 of 2013--- violation means a maximum of P250,000 fine with a corresponding three-year jail term and a minimum of P30,000 fine and six months imprisonment

Take note that the illustration above refers only to real properties that is declared for taxation purposes "for the first time"

Properties that has been declared (say declared in 2005, and taxes for that year is the  only one  paid ) There was no subsequent payments of property taxes from 2006 until the current year 2012.  This property can no longer  qualify "as a property declared for the first time."  Being  so, the 2% per month penalty for non payment on time will run its normal course.
