Case- Mr. Pedro Pagkadatu bought a commercial property along Ortigas Avenue Metro Manila. The property was worth Php 50,000,000.  Unknown to Pedro, the owner a close friend of him  was indebted to the government some Php 3,000,000 worth of real property tax.  In addition, the property was also used as collateral to  finance the construction of a house which is not  on the property he bought. His friend give him only the Xerox copy, instructing him to get the copy from the bank explaining him further that he is already cleared by the bank.
Question-Can Pedro title the property in his name.

The answer is a big no.  You can process the title only if you have paid the bank and the government to the last centavo. Upon paying the bank all the loan balances, it will issue to you the Mortgage Release.  the government when paid in full of the real property tax will issue to Pedro the Certification of Realty Tax Payment. These are the requirements of the Register of Deeds for the transfer of title of the property to the new owner.

Beware in buying properties-Examine, verify and make some study first-you will just regret after
if you will be driven by your eagerness to pay in full, without doing good some homeworks
