Carmen Mayor Conchita “Che-Che” Toribio Delos Reyes skirted arrest last Thursday after posting bail two days earlier for the charges of duping several persons involving thousands of pesos more than 19 years ago.
By Wednesday, when the news broke out over dyRD Inyong Alagad, the lady mayor dared to have her arrested by the police upon her arrival at the Tagbilaran City airport from Manila, but without informing the public that she already posted bail at the Municipal Trial Court in Bacoor, Cavite.

When DYRD's Wednesday episode of Inyong Alagad broke out the news, Delos Reyes was in Manila and expressed disgust through a phone-patch interview with another radio station as she dared authorities to meet and arrest her  once she would arrive at the Tagbilaran City airport.
She lashed back at dyRD by describing the report as fabricated upon the maneuver of her political rivals.
However, it was learned that Tagbilaran City Mayor Dan Lim and Councilor Doni Piquero had been spotted at the court in Cavite to bail on her behalf early this week.
Efforts to get the side of Delos Reyes proved futile after she announced in her interview with the other station that she would refuse all interviews by DYRD.   Top-rated "Inyong Alagad" program hosted by Boy Guingguing and Chito Visarra called her mobile phone last Wednesday but to no avail since she did not take the calls.
However, the posting of bail on her behalf proved that indeed the dyRD report was true and that she managed to get temporary liberty at the cost of P6,000.00 for each of the 16 or a total amount of P96,000.00 while bail for the thirty four cases for violation of the Bouncing Checks Law was set at P2,000.00 for each case for a total amount of P68,000.00.
Moreover, the Alagad anchor was able to show the court-certified warrants of arrest for the mayor of Carmen.
The total of P196,000 bail was posted last Tuesday, November 27, a day before she challenged to be arrested at the city airport upon her arrival from Manila .
The warrants of arrest were recalled and set aside while the arraignment of Mayor Delos Reyes was set on February 27, 2013 at 1:30 in the afternoon at the Municipal Trial Court in Cities, Bacoor, Cavite .
Delos Reyes is the official candidate for governor of Bohol under the United Nationalist Alliance (UNA).
Adeliza H. Magno-Gingoyon, Presiding Judge of the Fourth Judicial Region, Municipal Trial Court (MTC) of Bacoor, Cavite issued two warrants of arrest â€" one for 16 counts of estafa and another warrant for 34 counts for violation of Batas Pambansa 22 or the Anti- Bouncing Check Law.
Both warrants were issued October 18, 2010 against a Conchita Ordoñez c/o Atty. Fidel Thaddeus Borja with address at 20th Floor, Security Bank Center, 6776 Ayala Ave. , Makati City.
Atty. Borja, who coincidentally was in Carmen attending another case, when interviewed by the Chronicle last Thursday said that he was not aware of any warrant of arrest addressed to his office under the name of Conchita Ordoñez.
Apparently, Conchita Ordoñez, manager of Zapote Marketing located in Zapote, Bacoor, Cavite turned out to be Carmen Mayor Conchita “Che-Che Toribio delos Reyes.
DISHONORED CHECKS
Among the 34 counts for violation of the Anti- Bouncing Check Law, eight complaints were filed by Virginia Reyes and Leticia Caluya,  accussing Conchita T. Ordoñez for issuing checks from April to November, 1993 that were eventually dishonored by the banks.
A UCPB check for P75,000.00 was allegedly issued by Ordoñez on April 6, 1993 to Reyes but was dishonored and returned for reason “Account Closed”.
Another BPI check for P2,000.00 was issued on April 24, 1993 and was dishonored for the  reason of “Account Closed”.
Three  BPI checks in the amount of P2,000 each were again allegedly issued by Ordoñez on May 15, 22, 29, 1993 but were both returned for “insufficient funds” and “Account Closed”.
On June 12 and 19, 1993, according to Reyes, another two BPI checks were again allegedly issued by Ordoñez in the amount of P2,000.00 each but were again dishonored for reason “Account Closed”.
Again on November 16, 1993 a UCPB check for P2,000.00 was issued by Ordoñez to Leticia Caluya allegedly as payment of a loan by Ordoñez but was dishonored on the ground of “Account Closed”.
Ordoñez was given time to make good the checks she issued but according to complainants “notwithstanding repeated demands made . . . accused did not do so”.
Reyes and Caluya filed their complaints almost a year after the checks bounced.
Cavite Provincial Prosecutor Herminio P. Gervacio approved the filing of the criminal case for violation of Batas Pambansa Bilang 22 and recommended bail for the accused.
Ordoñez was out on bail thru Eastern Assurance & Surety Corporation.
Batas Pambansa Bilang 22 is an act penalizing the making or drawing and issuance of a check without sufficient funds or credit.
Issuing a bouncing check is punishable by imprisonment of not less than thirty days but not more than one year.
A fine may also be meted in the amount of not less than but not more than double the amount of the check which fine shall in no case exceed Two Hundred Thousand Pesos.
DELAYED REF DELIVERY
A copy of one of the sixteen cases for estafa showed that on February 16, 1994,  Conchita Ordoñez, Manager of Zapote Marketing allegedly received P8,700 from a certain Cristina Abad of Ligas, Bacoor, Cavite as payment for one unit of Westinghouse Refrigerator.
Abad, in her complaint docketed as Criminal Case No. 15727 alleged that the refrigerator would be delivered “at once” but was only delivered by Ordoñez “only upon knowing that Cristina Abad filed charges against her”.
Under Article 315 of the Revised Penal Code, the offense of estafa is present if there is abuse of confidence,  unfaithfulness and deceit.
ARCHIVED
Although Ordoñez was out on bail since the case was filed in 1994, an issuance of an order of arrest was issued last October 18, 2010 but an order for the cases against Ordoñez to be archived was issued July 15, 2011 for the cases not to remain pending for an indefinite period.
The court also noted that Ordoñez remained at large notwithstanding the October arrest warrants but the archived cases would be revived as soon as the accused is apprehended.
The cases date back to as early as 1993 while the separate arrest warrants for estafa and bouncing checks were all issued on October 18, 2010.
The same copies of the arrest orders provided to the media here as certified by MTC-Bacoor clerk of court Eddie Sarancanlao were obtained by the National Bureau of Investigation (NBI) and Philippine National Police (PNP).
The court clerk certified just on November 7 this year the copies of the arrest warrants.
Since the arrest warrants had been out in 2010, it appeared from the record that the accused remained at large notwithstanding the warrants issued until her posting of the bail on Tuesday.
There then also being no return of the warrants and in order that the cases could not remain pending for an indefinite period, the Cavite court ordered on July 15, 2011 to archive the cases but without prejudice to their revival as soon as Delos Reyes is arrested.
DUAL IDENTITY
When news of the warrant of arrests hit the airlanes, a confused public raised questions on the real identity of Conchita Toribio Ordoñez in relation to  Mayor Conchita “Che Che” Toribio Delos Reyes.
To recall, former Carmen Mayor Manuel Molina and Julieta Feliza Torralba filed a petition at the COMELEC to deny due course and cancel the certificate of candidacy and disqualification of Conchita Toribio Delos Reyes.
The petition was filed December 11, 2009.
Delos Reyes was the official candidate for mayor of Lakas Kampi CMD with her Certificate of Nomination and Acceptance (CONA) signed by Edgardo Chatto and Arthur Yap.
Molina questioned the use of a surname DELOS REYES even as her first husband Zosimo G. Ordoñez “is still alive whose marriage with her has not been declared null and void” by a court of law.
Molina claimed that Conchita T. Delos Reyes is the same Conchita T. Ordoñez known before as Conchita A. Toribio and is allegedly an “attempt to portray two different persons or personalities either to hide one from the other for some motives she only knows”.
Molina, who is the Liberal Party candidate for mayor in Carmen told the Chronicle that his petition was decided in his favor by the COMELEC First Division but is now awaiting decision on a motion for reconsideration in the COMELEC en banc.

Per case documents and court records, it turned out that the Carmen mayor was named as respondent Conchita Ordoñez, the surname of her first husband, and not Delos Reyes which is the surname of her present partner.
Comebacking Carmen ex-mayor Boy Molina claimed in his first election clash with Delos Reyes that the latter's marriage with Ordoñez was not null and void and her being now with another husband is therefore bigamous.
But Delos Reyes had then answered that she considered her first marriage a premature one and he had a lawyer who could handle it.
Molina believed that Delos Reyes is hiding in the family name of her second husband to evade arrest resulting from her many court cases.
The court commanded the arrest of Delos Reyes, or Ordoñez as charged, “c/o Fidel Thaddeus Borja,” said to be her lawyer, at a given address of “20th Floor, Security Bank Center, 6776 Ayala Ave. , Makati City.”
In one case for estafa, a Caviteña complainant named Cristina Abad accused Delos Reyes---or Ordoñez as identified in the charge sheet---of not delivering a Westinghouse refrigerator that she ordered from the respondent, who was then the manager of Zapote Marketing based in Bacoor, Cavite.
A resident of F&E De Castro Subdivision, Ligas in Bacoor, Abad had already paid P8,700 for the item but Delos Reyes, “once in possession” of the money, “misappropriated, misapplied and converted the same for her personal own use and benefit.”
Delos Reyes did not deliver the refrigerator despite the buyer's demand, but not until she had come to learn that Abad had ultimately sued her.
Another Caviteña, Virginia Reyes of St. Joseph Village in Panapaan, Bacoor and a certain Letecia Caluya of Peasant Village , Bayanan,  Muntinlupa in Metro Manila charged Delos Reyes with issuing checks of different amounts but which bounced .
According to them, the respondent issued the checks even if she knew fully well that shehad no sufficient fund or credit with the drawee banks, the Bank of Philippine Island and United Coconut Planters Bank to cover the amounts. The checks were dishonored on ground of “account closed.”
Delos Reyes did not make good her checks despite repeated demands, thereby causing Reyes and Caluya to also hale her to court.
There were other cases filed by the two against the same respondent but who had bailed her out in the past per court records.
ARRAIGNMENT
The  court order approving the bail was done last Tuesday with Judge Gingoyon at the same time set the arraignment of the accused at her sala on February 13 next year at 1:30 in the afternoon.
In an undertaking, which is a separate court document also signed last Tuesday, the name of the accused appeared as Conchita Delos Reyes and not Ordoñez.
The Carmen mayor “crashed out” by pen her present surname as computer-printed on the court document and wrote “Ordoñez” over it.
Her given address in the court order approving her bail bond and the undertaking declaring her agreement to the court conditions is Agustina Village , Barangay Zone 1-A, Dasmariñas City , Cavite and not Carmen, Bohol .
Early this year, Boholano retired police Gen. Alberto Olario, who charged Delos Reyes in the Ombudsman, exposed the Carmen mayor to have faced swindling, estafa and other offenses in other areas in the country, including Mindanao .(Chito Visarra and Ven Arigo)

Kanhi kawani sa lungsod, alalay ug amiga mibulgar
MAYOR CHE GAGAMIT, GANEGOSYO OG SHABU

AS A LADY CANDIDATE PAYS P300,000 BOUNCING CHECK TO DEPT STORE
Bohol electors warned against
syndicated ‘swindling’ of votes

Boholano electors have been strongly warned of a syndicated province-wide campaign out to “swindle” their votes by deceit, fake and even illegal drug money.

Disturbing reports from different Bohol areas commonly linked certain fraudulent election-related activities to the Bag-ong Bol-anon group led by its gubernatorial bet Carmen Mayor Conchita De lops Reyes.

In Second District towns, impostors gathered the signatures of the supporters of Padayon Bol-anon leader and Liberal Party (LP) provincial standard bearer Gov. Edgar Chatto as basis for their “ïnangayan” at P1,500 each.

The Padayon Bol-anon learned that in Dagohoy, to cite a case, the group who falsely claimed working for Chatto’s reelection and gathered the signatures turned out to be hired by De los Reyes and her mayoralty candidate.

The signatures would be submitted to the national leadership of the United Nationalist Alliance (UNA) for funding for De los Reyes.

Effectively, UNA leaders in Bohol would deceive their own party in the national level by making the signatures appear to be those of their “captive” supporters when they are in fact not.

The camp of Chatto and Padayon Bol-anon said such has never been the governor’s style throughout his political career and that only the people who are known for deceit and swindling could do it.

In the vote-rich First District town of Tubigon, fake money have started to spread, prompting Mayor William Jao, an LP candidate, to report it to the police.

Razilyn Tecson, a former municipal worker and personal assistant of the Carmen mayor, exposed two weeks ago the use of fake money for De los Reyes’ election in 2010.

Authorities are now investigating the source of the Tubigon fake money, which may have likewise been peddled in other points in the province.

Tecson, who admitted in a voluntary radio interview over DYRD’s Inyong Alagad that she is a former drug user, also tagged De los Reyes in illegal drug use and trafficking.

The whistleblower questioned the “wealth” of the mayor whose Beauche beauty soap Tecson claimed has not even been earning much.

Tecson tagged De los Reyes soap manufacturing business, which base is in Cavite, as an illegal drug trade front.

The expose of Tecson, who sought protection because of death threats, spawned serious public fear of drug money during the campaign and, ultimately, in a widespread vote buying which can be unprecedented in Bohol’s electoral history.

In Anda, a Third District town, each purok leader who could recruit 25 voters for Bag-ong Bol-anon has been promised at least P5,000.

The house of each recruit must be posted with a De los Reyes tarpaulin as a proof, according to well-meaning Andahanons who said they could not stomach the politics and ways of the Bag-ong Bol-anon leader and UNA gubernatorial candidate.

They reported that many purok leaders have second thought as they also learned that De los Reyes has been facing numerous criminal charges, most of them swindling and estafa, in Bohol and different courts in the country even long way back his private life years.

The Bag-ong Bol-anon candidate has been in fact on bail for charges pending in Cavite courts alone.

She earlier denied she had arrests warrants for these cases but not until court records show she indeed rushed to put up bail together with fellow Bag-ong Bol-anon leader Tagbilaran City Mayor Dan Lim.

Her twin sister has been charged with estafa cases, too, the latest involving a car purchased from a Baclayon-based car dealer which happens to be owned by a known Tagbilaran â€"based lawyer who sued her in court.

AND WHO IS
THIS CANDIDATE?
Meanwhile, a lady candidate not belonging to LP recently issued a bouncing check to a department store worth some P300,000 as supposed payment for assorted groceries and other items.

A source who is a government official said this was confirmed by the store management itself.

The candidate who is vying for a high elective seat turned out to be the same woman who, years back, was involved in a large-scale housing project scam in Tagbilaran City.

According to unimpeachable sources, the candidate, who was yet a private citizen that time, swindled several teachers and other potential clients who were duped into investing their hard-earned money.

She would roll out their money for her own gain, the source said.

She was able to “rent” bulldozer and other heavy equipment to start the “development” of her real estate venture but on an intent of merely getting capital from Pag-ibig fund.

Some contractors from whom she rented the equipment have not been fully paid until now, the source said.

She used to rent private service cars for visiting Pag-ibig officials who were unwitting of her scheme. The car owner already died without having been fully paid, the source said.

Since she had no enough money to buy the entire lot alone for the housing site, the source said it still puzzles today why she was able to secure a “deed of sale” with the otherwise hesitant landowners.

The deed of sale was believed to be forged by the woman, whom the source suspected could skilfully imitate signatures.

Pag-ibig officials were made to grace and the city government, on invitation, was even represented during the “groundbreaking” ceremony, which was necessary as one requirement to secure Pag-ibig funding.

The source said the housing project has since been abandoned.

The source recalled that it was noticed during the groundbreaking that the nearby house of the landowners was guarded by armed men, who were thought to be policemen, for obvious reason of preventing them from getting out and telling the Pag-ibig people that they were victims, too.

By that time, the woman already had enemies over bouncing checks she issued so that she even got jailed here. A retired city police confirmed this to another source.

‘EVIL GENIUS’
Also by that time, the woman lived in a rented house in Tagbilaran City with her lover who is a married man. She herself was married to her original husband, not a Boholano, but already separated.

She was able to convince her live-in partner to borrow money from his uncle until their debt accumulated to some one million pesos, the source said.

His uncle had to sue them, prompting them to leave Bohol and stay for about two months in a room at the Mercedes Hotel in Cebu City.

According to the source, the woman used to go to the casino.

At one time, she went to Manila and got back to Cebu already with money, which her live-in partner expected to be used to settle their debt to his uncle. So they boarded a fastcraft from Cebu City to Bohol.

But while at the port and about to board, the woman acted uneasily, as if she was afraid, because some “suspicious” men were “following and staring” at her.

The money were all secured inside her bag, until they arrived at the Tagbilaran port.

But when they were to go to his uncle to settle their debt, the woman suddenly looked “shocked” because the money were all gone from her bag.

The source said the woman and her live-in partner boarded back to Cebu City and sought the assistance of the policemen, some of them even Boholanos assigned there, to help them trace the possible suspects. The case has not been solved until now.

Her lover suspected that the strange men following them---and staring at her---at the port in Cebu City could be her own underworld fellows acting in a “drama” she herself plotted and directed.

The woman had obviously no plan to pay his lover’s uncle, the source said.

She must have an extent of “connections” she could only know since she could get expensive cars anytime she wanted even then.

This, even if there was a time that the power of their rented house was disconnected for few months. But she stayed there. It occurred in their quarrel get worst leading to their last and irreconcilable break-up.

UNDER THE BED
The woman would hide even literally under the bed just to evade law enforcers. “Gahigda ilawom sa katre pwerteng aboga. Namilit og samot ang abog kay gipaningot.”

It occurred when sheriffs looked for her because she could no longer obligate, in another case, her accumulated delinquent payments for two 10-wheeler delivery trucks acquired from Cebu.

The source said she managed to get a “contract” with a softdrink company for her new business delivering its products. It was suspected to be another case of forgery.

She used the “signed” contract as a “collateral” to acquire the hauling trucks from Cebu.

As the sheriffs knocked the door of their rented house, she warned him not to make any noise and pulled him to hide with her under their bed, the source said.

He got mad because he was made a co-maker in the deal to acquire the hauling trucks but yet it turned out that she did not settle their obligation.

According to the source, the male lover was once scolded by a bank manager in Cebu for issuing a check far beyond his cash account. It turned out to be her work.

WORST OF ALL
Worst of all, according to the source, she was into illegal drug trafficking and addiction, too.

At one time, she ordered shabu worth P180,000 from Cebu City, using her live-in partner as the courier of the dangerous substance back to Bohol, the source said.

Finally, the source said, the man decided to break up with the woman and leave her “kay giigo na hangtud siya.

He was already back to his family but his mistress would call him in their house.

Not just once, his wife would receive calls, often at midnight, from his mistress and asked his wife, “Naa si daddy?” His mistress used to call him “Dad.”

These serious allegations supposedly all happened before she ran for a public office and before she met her present husband.

She has no moral ascendancy right from the start, the source said.

CHATTO NEGATIBO SA DRUGTEST; CHE MITAGO-MITALAW!

NEGATIBO sa ginadiling drogas si Gov. Edgar Chatto basi sa resulta sa boluntaryo niyang pagpa-drug test sa Gov. Celestino Gallares Memorial Hospital (GCGMH) ug Kampo Dagohoy kagahapon, Lunes, Marso 25.

(Ven rebo Arigo)

BE HONEST

The past weeks have seen the Grand Design of Deception against the Boholano people, packaged in a malicious distortion of facts with the end in sight of destroying the image of CONG. EDGAR M. CHATTO, a distinguished public servant who has reaped exemplary service honors and leadership excellence awards in varied roles he has found himself.  Lies have been peddled without fear also to put the Lakas-Kampi-CMD in bad light at the expense of the faithful and steadfast party leaders and members.

The issues alleged are summarized as follows:

1. That Catigbian Mayor Roberto Salinas was unceremoniously rejected in his congressional bid in the First District.

In the words of then Political Affairs Sec. Gabriel Claudio and Gov. Erico Aumentado, the First District is a "zone of peace" for Chatto and Herrera camps to settle.  While discussions were supposed to take place, Salinas was suddenly pushed for congressman.  He admitted that he was told to run for congressman by Aumentado.  This was done without the benefit of consultation with and courtesy to Chatto, who was then the very District Chairman of Lakas-Kampi-CMD.  Salinas confided to the congressman that a Villar camp representative approached him for the same purpose, followed by Danao Mayor Thomas Gonzaga and, finally, by the governor.  Chatto politely cautioned Salinas of discussions being pushed involving the First District.  He candidly told him that it was for the same reason that he has in fact, not yet committed any support to anyone for the congressional seat.  The same caution was verbalized during the meeting of all Catigbian Municipal and Barangay Officials led by Salinas and Vice-Mayor Necitas Digaum.

Subsequent events showed Salinas making rounds in the First District towns, even with groups not belonging to the party, installing tarpaulins all over the district.  He failed to get the nomination in the end.  So why blame Chatto?

Even his own barangay officials understood the circumstances surrounding his failure to secure the nomination.  In their own words, their mayor did not also consult them about his plan to run for Congress. All they expected was that he was preparing for reelection. He only discussed the matter with his fellow Catigbian municipal officials, who were surprised to hear him say "We are going to play a game this time---to start as Lakas and end up as NP." The same officials could not believe their Lakas mayor could say it, much less betray his own party, until Salinas and some other mayors just recently signed a manifesto against the Lakas leaders. Their belief was confirmed when Salinas gathered them a week after the manifesto and demanded from each of them to commit to move with him to NP.

The decision to forge a coalition with the LDP was a collective act as evidenced by a signed document, dated November 24, 2009, addressed to National Party Chairman Gibo Teodoro, now our official presidential candidate. A similar letter of same date was addressed to Aumentado as Regional and Provincial Party Chairman then. Both documents were signed by Chatto, Secretary Art Yap, Cong. Roberto Cajes, Cong. Adam Relson Jala and former Cong. Eladio Jala.

During the CONA distribution at La Roca Hotel in Tagbilaran City on November 28, 2009, Aumentado categorically and emphatically supported the Lakas-Kampi-CMD-LDP Coalition. (I am happy that even if we had partymates who left, there are strong ones joining us under the coalition of Lakas-Kampi-CMD and LDP, which is led by Sen. Angara and our coalition partner who will also be our (candidate for) congressman. Our gubernatorial candidate will make the announcement. Without reservation, I will support former Gov. Rene Relampagos for representative of the First District because this is a conciliatory factor; that we lost some but a greater and bigger group has joined us to fill their place.)” This Aumentado declaration received a thunderous applause from the party members, including the municipal slates.

Hence, it is very clear that there was concurrence by the local party to the coalition.  It is crystal clear that Salinas has no basis to stand on in blaming Chatto and the party for his failure to get the nomination.

2. The Shameless manipulation that led to the revocation of the CONA issued to Gov. Aumentado for the 2nd Congressional District, was an evident treachery because the conspirators waited until the last minute for the filing of candidacy on Dec. 1, 2009 before they revealed the revocation.

In a live interview over “Inyong Alagad” on Station DYRD on Dec. 2, 2009, Lakas National Secretary-General Francis Manglapus exhaustively discussed the causes and reasons behind the revocation, to include acts inimical to party interest.  He also categorically stated that Cong. Chatto was not behind and had no knowledge of the revocation.  "It was not in consultation with him (Chatto) but with all the different levels of the political intelligence and that it was not an instant decision although it may be perceived as a last minute revocation," Manglapus said.

The revocation of the CONA of Aumentado was a consequence of his own doing. What has motivated his GRAND SCHEME of fielding two (2) slates in Bohol to serve the interests of two parties â€" Lakas and NP - is very obvious to the well-meaning Boholanos.  It is too glaring to hide and is easily noticed by just looking at the circumstances of events and the persons involved in both sides of the equation.

We share the views of the hate manifesto signatories when "they watched the 2 events with sadness and frustration." But we say here that these could have been avoided if there were consultations prior to Aumentado’s late and “last-minute” turn-over of the provincial party chairmanship to Chatto on Nov. 28, 2009, already three days before the deadline of the filing of Certificate of Candidacy (COC).  They could not blame the present party leaders while we agree that the normal process of consultation should have been observed.

3.   The fielding of candidates against loyal party members such as in the towns of Talibon, Getafe and Dagohoy.

Congressman Cajes may have his own reasons for putting up the said slates in some 2nd District towns considering that he is the incumbent congressman there. Chatto endeavored to maintain impartiality to the last minute even as the mayors of Dagohoy and Talibon openly expressed preference for Villar and Herrera earlier.

Aumentado and Cajes had then agreed to elevate the issue involving Dagohoy, Talibon and Getafe to the national headquarters due to the peculiarity of their political scenario.  Meanwhile, Chatto’s focus was then confined to the First District where he was the district party chairman at that time.  It cannot, therefore, stand to attribute to Chatto the seeming conflict among the Lakas members in the said 2nd District towns.  Again, this is an offshoot of the calculated delay in the turnover of the provincial party chairmanship.

4. The claim of Getafe, Dagohoy and Buenavista of a 12-0 win for Lakas senatorial slate in the 2007 elections is part of the victory that is shared with other municipalities. These towns were lucky in being not among the municipalities where sample ballots released from the Governor's Mansion suddenly had insertions of NP candidate and other names not belonging to the party.  The “polka dots” sample ballots were spread out even if a 12-0 result was “strongly emphasized” by the governor himself. Having delivered a 12-0 sweep in the past poll cannot guarantee the same loyalty now that Gibo Teodoro is the standard bearer and not the sitting President Gloria Macapagal Arroyo. The pattern of deception has begun repeating itself. The cycle is coming to full vicious circle. Luckily for the people, the same perpetrators have again exposed themselves---and earlier this election time.  They mentioned Balilihan and Trinidad as having not delivered a 12-0 sweep, but not Aumentado’s hometown of Ubay which result was only 9-3.  Balilihan and Trinidad gave an identical 11-1 result.  So which leaders failed to deliver?

5. Prior to November 28 last year, no party meetings or consultations were done. The chairmanship was turned over to Chatto only on the said date, which was already closer to the last filing of the COC. In fact, Chatto was to succeed the Bohol chairmanship of the party when all the slots in the 2nd and 3rd District were already filled up by Aumentado without due consultation and courtesy. It was like turning over to a new captain a ship about to sail with crewmembers who can turn out to be pirates.

Party disunity is a natural consequence of Aumentado’s grand design to create two slates in the province. Chatto inherited the seeming discord within the Lakas-Kampi-CMD. This is a scenario that was conspicuously preluded and manifested by the shift of Herrera to the Nacionalista Party while the followers were instructed to remain in Lakas to serve his interest and of the NP.

No wonder, Atty. Tomas Abapo, former provincial administrator and alter ego of Aumentado, has been consistently harping that there are several mayors who are with Lakas but only in paper.  These Lakas in faces are actually NP by hearts and deeds.  Their manifestos have only sadly confirmed this fact!

Although the COMELEC has ruled Aumentado as the official Lakas congressional bet in the 2nd District, the same ruling has still been appealed. Prudence and law dictate that in the absence of a final ruling to that effect, both Aumentado and Mayor Judith Cajes are still in the running as far as who is the ultimate official candidate is concerned.

The signatories assailed the national and provincial party leaderships for indifference to their cries. Yet, they affirmed that Chatto and other new Lakas officials have been constantly calling meetings in municipal and barangay levels. This is precisely the kind of participative governance and leadership Chatto has been known for, and in which the leaders down the grassroot level are consulted on party concerns. Despite being notified of meetings, the party dissenters refused to honor the invitation.  Worst, they labeled by alibi their interest-serving absence as the root of their own confusion.

For one, the visit of presidential aspirant Gibo Teodoro has offered us a glimpse of their mask and sinister attitude. For how could they ever explain their meeting with Villar in Cebu City on February 21, 2010 while Teodoro and the rest of the loyal Lakas partymates gathered in Balilihan on the birthday celebration of Chatto?  Due notices were sent. Who, then, are the hypocrites, treacherous, liars and excusers by alibis?

It is disheartening that these self-claimed victims of hypocrisy and treachery maliciously and advertently gain mandate in all their political dealings.

This leads us to the inevitable question: How could they have done all these if indeed they have been loyal to the party all these years?

6.   That Chatto's leadership is inutile and ineffective.

Leadership is one issue we love the people to decide.  It is, modesty
aside, one argument that we can hardly lose.  But the issue here is not about leadership. It is rather about a GRAND DESIGN of DECEPTION and DISLOYALTY---or LOYALTY TO INTEREST---by creating 2 slates to serve Lakas less and satisfy NP more.  Or is it feeding NP with Lakas food?

7.   That the signatories are treated second-class citizens in the Lakas Party.

This is another patent alibi in laying the predicate of their argument for bolting Lakas and, happily, campaign for NP in the open.  Everybody in the party is treated equally.

8.   That Aumentado lost in 2004 elections in Balilihan.

Aumentado lost in Balilihan not just in 2004 election but also in 2001.  But here is the fairest equation. COMELEC records show that in the 2001 election, Aumentado lost in Balilihan by 2,253 votes when then Vice Gov. Chatto and Gov. Relampagos were in tandem.  Relampagos lost in the Bohol-wide count. In their 2004 rematch, Aumentado, already the governor, lost to Relampagos by only 52 votes in the same town. Hence, he won 2201 more votes in Balilihan over the same opponent in their second and final fight.  Aumentado got the additional huge vote when he and Chatto joined on account of the then unification.  And figures won’t lie.

9.   That Chatto will benefit from the support of LDP Candidates in some towns.

Records should be put straight that Chatto never called Relampagos to
issue LDP CONAs to opponents of Lakas candidates.  Instead, it was Aumentado who called Relampagos to issue LDP CONAs to the mayoralty candidates in Ubay and Getafe.  In fact, Chatto was surprised why no Lakas CONA was requested by Aumentado from national Lakas for the Getafe candidate when Aumentado himself facilitated the release of the CONA photocopies from the National Lakas Office for Dagohoy and Talibon.  This was evidenced by his text message addressed to the National Office for the CONAs of Dagohoy and Talibon only.

These are NOT excuses and alibis.  These are RELIABLE FACTS---the PLAIN TRUTH.

We believe that when conscience is threatened by extreme short supply, we must frustrate all attempts to poison the people’s mind.  With strong mutual faith and trust---and being a people endowed with intellect that cannot fail for good ends---we cannot miscalculate our fate.

We are convinced more than ever that between hypocrisy and deception, it always comforts to choose truth.  By this conviction we, therefore, declare and reiterate, with all the might of our conscience and capacities, to stay one and committed under the party leadership of our gubernatorial standard bearer Cong. Edgar M. Chatto.  HE IS THE BEST TO LEAD BOHOL  next no matter how worst the lies against us and the people.

In this prelude to another mandate come election day, we can only ask
for God’s wisdom and guidance.

issue LDP CONAs to opponents of Lakas candidates.

Ang liga ni Mayor Salinas mao ang
samang grupo nga gigamit sa pagpahural
sa mga mayor kang Sen. Villar sa niaging tuig
--------------------------------------------------------------------------------------------------------------------------------

------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------

"Flying voters" involved in on-line
survey exposed

In a bid to improve the rank of their favored bets in the local elections, a widely circulated "instruction slip" asked people to used several email addressed in order to vote repeatedly.

This scheme was known when a copy of the slip reached the studios of station dyRD last Friday narrating the "technical guide", including the specific instructions saying "so as not to waste our votes if we are to send the text again, resend the text vote after a lapse of time. Also, multiple sim number are encouraged."

With this scheme done, a person can vote as many times as he can thereby creating an effect of having "flying voters" in the on-line survey.

The instruction slip specified that senders should cast their votes to Julius Herrera for governor and Tomas Abapo, jr. for vice governor.

The same slip spceified the instruction to use public computers at computer cafes or shops for multiple votes.

PRECAUTION DONE

The on-line survey at the website of dyRD instituted measures that votes cast from the same senders will be rejected in the computer system so as to maintain the credibility of the survey.

During the past two weeks, the trending showed the people's preference for governor, vice governor, congressmen, city mayor and city vice mayor.

However, because of this advisory to register more votes for their favored candidates, the results are expected to shift from the previous trend.

In the Jan 17 tally, Rep. Edgar Chatto maintained his lead over Vice Gov. Julius Herrera in the gubernatorial race. Out of the 230 respondents, Chatto garnered 103 votes (45%) followed by Cesar Montano with 72 votes (31%) and Herrera, third with 55 votes (24%)

After reports on the massive "instructional campaign" for Herrera and Abapo got implemented, the results as of 7:30pm last night showed a sudden shift giving Herrera the lead over Chatto.

Out of 654 respondents, Herrera ranked first with 365 votes (55%), Chatto, 198 votes (30%) and Montano, 100 votes (15%)

In the vice gubrnatorial race, Abapo ranked first with 328 votes (62%), Concepcion Lim, 114 votes (21%) and Elpidio jala, 90 votes (17%).

ADVISORY

In order to serve the purpose of the on-line survey, dyRD News & Public Affairs advised the public not to resort to "flying voting," meaning one sender should vote only once.

Casting more than one vote for each sender will only create an unrealistic survey result which will not serve the purpose of the candidates to monitor the real preference and trend of the voters.

UPDATES

In the 1st district congressional race, City Kagawad Oscar Glovasa pooled 285 votes (57%) against former Gov Rene Relampagos with 188 votes (37%) and Edgar Kapirig, 30 votes (6%) Gov. Erico aumentado continued to lead in the 2nd district congressional race with 348 votes (73%) followed by Trinidad Mayor Judith Cajes, 99 votes 21%), Andy manated and Danilo mendez with 16 votes each (3%)
In the city mayoralty race, Vice Mayor Jose Antonio Veloso maintained lead over Mayor Dan Lim with 223 votes (53%) against 200 votes (47%) while in the city vice mayoralty race, Barangay Captain Glorivic Yap-dela Serna with 248 votes (56%) against former Vice Mayor Nuevas Montes, 195 votes (44%).

Herrera’s COS denies instruction sheets, admits info campaign on online surveyThis is a featured page
The Chief of Staff of the Vice-Governor’s Office (VGO), Lawyer Hilario Ayuban, admitted having called a meeting with some Capitol staff to promote the online survey conducted through the website of the Chronicle.

Ayuban issued the statement amid reports that camp of Vice-Governor Julius Caesar Herrera has resorted to a massive cheating in the online survey wherein VGO casuals were instructed to create numerous email addresses so they could cast multiple votes.

It was further confirmed when dyRD came across a copy of a guide sheet on how to cast vote in the online survey with specific instruction to vote only for Herrera and his runningmate, former provincial administration Tomas Abapo Jr.

However, Ayuban denied having distributed instruction sheets and the allegations that Herrera had forced the casuals to vote for him in the online survey.

Ayuban explained that it was his initiative to gather the staff of VGO, provincial public library and the Sanggniang Panlalawigan to inform them about the online survey conducted by the Chronicle.

He pointed out that when he called the meeting Friday afternoon, Herrera was already leading by 11 percent in the online survey in the gubernatorial race.

He also denied that he forced the staff of offices under the VGO to vote for Herrera, as he said he respects the preference of some of them whom he knew are not really for the vice governor.

He said he only encouraged them to take part and be counted, so that the real pulse will
show as he believes Herrera was only lagging behind in the past surveys because only few knew about the online survey.

Ayuban also pointed out that the vice governor had no knowledge about the meeting that he called, to belie reports that the vice governor was caught raising his voice.

He further explained that the vice governor is not even keen on surveys, as he give more importance on the response of the barangayfolk that would meet him in his sorties.
