Negros Oriental Vice Governor Jose Baldado has been leading in surveys conducted by local media outlets in Dumaguete City in the last six months. He, however, expressed apprehension that the results can be manipulated, rigged or even abused.

Baldado appealed to concerned media outlets to minimize the holding of such surveys, or else make them in such a way that they are truly reflective of the will of the people.

He said surveys can be disadvantageous to politicians who don’t have the financial resources and organizations. He said he does not have multi-cabs, rice, or medicines to hand out to the constituents.

Baldado is contesting the gubernatorial seat in the May polls against incumbent Governor Emilio Macias II with Dumaguete Mayor Agustin Perdices as his running mate. (PNA)

Philippine Provinces / Engineer in Dagupan City Shot Dead
February 09, 2010, 11:28:01 PM
Suspected hired killers riding in tandem on a motorcycle struck anew despite the existing election gun ban and shot and killed an engineer-contractor in Barangay Malued here at 8:08 a.m. of Monday.

The fatality was identified as Danny del Rosario, 59, who was shot by unidentified suspects while driving his car, an Isuzu Trooper colored dark green bearing Plate No. BDR-808 while heading north toward his residence.

The suspects approached and shot the victim several times on his body before speeding to a still unknown direction.

The victim was a member of the Dagupan Practical Shooters Association and the Pangasinan Practical Shooters Association.

But because of the election gun ban, he left his firearms home and was not able to defend himself.

Three fired cartridges of Caliber .45 pistol was found by the police at the crime scene.

Police said Del Rosario was still able to drive his vehicle 150 to 200 meters away but due to loss of blood, he got unconscious and his vehicle rammed an electric post.

He was rushed to the Trauma Specialist Group Hospital in Barangay Tapuac but was declared dead on arrival.

Supt. Mariano Luis Verzosa, chief of police of Dagupan, said the way the killing was executed, the killers could be professional guns-for-hire. (PNA)

Science and Research / Robots in the War Zone
February 08, 2010, 03:03:48 PM
Can war be fought by lots of well-behaved machines, making it "safer for humans"? That is the seductive vision, and hope, of those manufacturing and researching the future of military robotics.

With 8,000 robots already in use, they believe they can bring about a military revolution.

Most of the robots currently deployed on land deal with non-combat tasks such as bomb disposal - unlike lethal aerial drones.

But Bob Quinn, who works for the US subsidiary of the British robot manufacturer QinetiQ, says the future promises more armed robots on the battlefield, including driverless vehicles.

"The closer you are to being shot, the more you understand the value of having a remote weapons capability," he says. - BBC

Science and Research / Supernova
February 08, 2010, 11:22:47 AM
Being the massive galaxy that it is, the Milky Way contains a little bit of everything. This includes highly explosive white dwarf stars that explode periodically at relatively stable intervals. Such a celestial body, which is long overdue for its next powerful eruption, lies closer to our planet than astronomers first estimated. According to experts, the Earth could be threatened by the effects of the massive supernova explosion, when it will finally take place millions of years from now, Space reports.

Recent investigations of the white dwarf, and also of its companion star have demonstrated that they lie only about 3,260 light-years away from our planet, which is a lot closer than anyone had originally estimated. The pair is located in the Compass Box, a Southern constellation also known as Pyxis. The system itself is known among astronomers as T Pyxidis.
The new calculations were revealed in Washington DC yesterday, at the 215th meeting of the American Astronomical Society (AAS).

The thing about this white dwarf is that its next explosion into a supernova could release massive amounts of gamma radiation. These highly energetic photons have the ability to completely destroy the Earth's ozone layer, and also any other life form that may exist on the planet at the time of the explosion. The total energy output of the future supernova explosion will hit us with the equivalent of 1,000 solar flares, and all at the same time. One of the first side-effects that gamma-rays will produce will be the formation of massive amounts of nitrous oxide in our atmosphere, which, in essence, will completely halt the production of ozone.

According to Edward Sion, a Villanova University researcher and team member who worked on the study, we have nothing to fear at this point. Experts calculate that the white dwarf will blow up into a supernova in about ten million years. However, the researchers emphasize that this is a very short time frame at geological and astronomical scales. In addition, the white dwarf is known to be a relapsing nova, which means that it exhibits thermonuclear explosions once every 20 years or so. The last instances when such explosions were recorded took place in 1890, 1902, 1920, 1944 and 1967.

The team also mentioned that the star might, in fact, be larger than first thought. If this is verified by other investigations, then the white dwarf could already be on its path to reaching the Chandrasekhar Limit. This is the point where the core of a star collapses, and a large explosion ensues. This is known as a Type 1a supernova and is one of the most brutal events in the Universe. The energy released during these events is so massive that supernovae briefly outshine entire galaxies in the night sky. The time we have until the white dwarf reaches its Limit is directly related to the object's size, so we may be in for a surprise faster than ten million years. - softpedia.com

BBC News, Washington

They came from as far away as Hawaii, Maine, and Texas - an overwhelmingly white, middle-aged army of angry conservatives, furious with government spending and influence, and ready to do whatever they can to stop it.

"We are spending so much money we just don't have. And people are just glossing over that this is the real deal. This could potentially take down our country," says Christine Dwyer, a retired horse trainer from Westchester, Ohio.

Her views are typical of the people who gathered in Nashville.

The first national convention of the Tea Party movement drew around 600 people from all walks of life.

Workshops included "US Govt Bankruptcy - Facts for Citizens Who Don't Have Finance Degrees" and seminars such as "Comparisons between the current administration and the Marxist dictators of Latin America".

Many participants, like Christine and her friend Gail Dorody, a truck driver from Charade, Illinois, have never been involved in politics before.

Lack of respect

Ms Dorody's main concern is that the rest of the world no longer has respect for America.

"We have a president that goes around apologising for us. For what? If it wasn't for us most of the countries out there would be destroyed," she says.

The Tea Party movement describes itself as a grassroots movement of conservatives.
Tea Party movement convention
Some boycotted the conference due to the costs involved

The millions of tea partiers, as they are known, are organised into local groups, or internet communities across the country.

Barely a year old, the movement gained exposure last August when its followers organized mass protests against the Obama administration's health care reforms.

One tea party group, Tea Party Express, campaigned for Massachusetts Republican Scott Brown in January's vote for the Senate seat left vacant by the death of Ted Kennedy.

Mr Brown's win helped put health reform plans on hold - a victory the tea parties are claiming as their own, and one they're hoping to emulate in November's congressional elections.

At the convention it was announced one tea party is forming a political action committee (PAC) - the fundraising groups that raise money for candidates.

Ensuring Freedom, as this Tennessee-based PAC is known, aims to raise $10 million to target up to 20 seats in the elections, supporting candidates who adhere to tea party beliefs.

Dr Dan Eichenbaum, an opthamologist form Northern Carolina, is one tea partier who has decided to run for Congress on a Republican ticket.

"What has happened over the last 30 years is power has become concentrated in Washington, because politicians have become career politicians."

World Daily News / America's Healthcare Summit
February 08, 2010, 10:59:35 AM
US President Barack Obama will hold a televised, summit-style meeting to discuss healthcare reform with both Democratic and Republican lawmakers.

Speaking on CBS News, he said the discussions would aim to explore the "best ideas", "step-by-step".

Senate Republic leader Mitch McConnell said "shelving" the bill would be the best way to reach consensus.

Mr Obama made has made healthcare a centrepiece of his presidency but has so far failed to get a new law enacted.

The loss of a Senate seat in Massachusetts in January to Republican Scott Brown deprived the Democrats of their filibuster-proof 60-seat majority in the Senate.

"If we can go step-by-step through a series of these issues and arrive at some agreements, then procedurally there's no reason why we can't do it a lot faster than the process took last year," Mr Obama said in an interview broadcast in peak time just before the annual Super Bowl American football match. - BBC

World Daily News / Power Plant Explosion in Connecticut
February 08, 2010, 10:58:36 AM
A huge explosion has rocked a power plant in the US state of Connecticut, killing at least five people and injuring 12, the local mayor has said.

Middletown Mayor Sebastian Giuliano said it was caused by a gas explosion.

People living up to 50km (30 miles) away reported that their homes were shaken by the blast at the Kleen Energy plant, being built outside Middletown.

There are reports of people trapped under the remains of a plant building, and a rescue operation is under way.

Search experts and specialist dog teams were at the site combing through the wreckage, the mayor said. - BBC

Vitamin D Plus Calcium Guards Against Fractures
But the vitamin alone doesn't offer significant protection, researchers say

Daily supplements of calcium and vitamin D reduce the risk of fractures in women and men of all ages, even if they've suffered previous fractures, but vitamin D supplements alone don't offer significant protection, a new study has found.

Researchers analyzed data from 68,517 people, average age 70, who took part in seven studies that looked at the effect vitamin D or vitamin D plus calcium had on reducing fractures.

The analysis revealed that vitamin D given alone in doses of 10 micrograms to 20 micrograms per day doesn't prevent fractures. However, calcium and vitamin D given together reduce the risk of hip fractures, total fractures and possibly vertebral fractures.

The study, published online Jan. 12 in BMJ, called for additional studies of vitamin D, especially vitamin D given at higher doses without calcium.

There's a growing consensus that a combination of calcium and vitamin D is more effective than vitamin D alone in preventing nonvertebral fractures, Opinder Sahota, of Queen's Medical Center in Nottingham, England, wrote in an accompanying editorial.

Further research is need to determine the most effective dose, treatment duration and method of taking the calcium/vitamin D combination, Sahota said. - Healthday News

Malacañang Sunday sought to distance President Gloria Macapagal-Arroyo from Sen. Manuel Villar amid speculations that she was backing the Nacionalista Party’s presidential candidate instead of the administration’s own standard-bearer.

Gary Olivar, deputy presidential spokesperson, said Ms Arroyo remained a strong supporter of former Defense Secretary Gilbert “Gibo” Teodoro, the presidential candidate of the ruling Lakas-Kampi-CMD who remained at the bottom of recent surveys.

“She has every reason to know him and to support him,” Olivar said.

The Palace spokesperson advised the presidential candidates to leave Ms Arroyo out of the picture, arguing that she has her own campaign to run in the second congressional district of Pampanga.

“Please keep the Palace and the President out of the campaign,” he said.

“She is not campaigning for obviously that level and please do not run your campaign at her expense. Focus on the issues. Focus on each other. Do not drag the President into your own campaign,” he added.

The camp of former President Joseph Estrada Sunday said it was convinced that Ms Arroyo was supporting Villar.

“Definitely, I’m buying that argument,” former Sen. Ernesto Maceda, Estrada’s chief campaigner, told the Inquirer. “I know of so many people identified or close to GMA (Ms Arroyo) who are now with Villar.”

The counting of votes in all 1,333 clustered precincts in the province will be done in full automation during the May 10 elections.

This was the assurance made by provincial election supervisor Atty. Eliseo Labaria even as the Commission on Elections (Comelec) braces for potential glitches that may force the poll body to hold manual counting in 30-percent of polling precincts in some parts of the country.

Labaria bared to the Chronicle that he expects all 1,333 precinct count optical scanner (PCOS) machines to be delivered here in Bohol in the last week of April including all election paraphernalia which will still be distributed to the towns.

"We expect the machines and poll paraphernalia to arrive on time so our schedule to deliver to the towns will not be delayed," Labaria said.

The Comelec official disclosed that manual vote-counting may only be done in some critical areas in Mindanao, but not here in the province.

However, in the event Smartmatic-Total Information Management (TIM), which bagged the contract to supply PCOS to the Comelec, fails to deliver all the machines here, the provincial Comelec office is ready with contingency measures when precincts have to resort to manual counting.

But Labaria is optimistic that manual counting will not happen here. "Just in case, reverting to manual counting would not affect the results of the elections," he said.

Extra PCOS machines will also be allotted for Bohol in case of technical breakdowns, which is possible since the supplier experienced a 1.5% failure in their tests.

"Election will go on even if the poll counting machines would fail - there are technicians on standby, there are back-up machines to replace defective ones, and we are ready to revert to the manual counting if the situation calls for it," Labaria explained.

Many poll automation machines have yet to be delivered and tested by Smartmatic-TIM which currently shipped only 7,200 units out of the 82,200 PCOS machines needed nationwide for the May elections.

According to Labaria, by the end of February the Comelec expects all 82,200 units ready for testing and to be shipped out to the provinces.

For security reasons, the Comelec will distribute the machines on the last week of April so they need only a few days to secure the PCOS units deployed in the precincts.

Atty. Labaria said they have inspected all voting precincts to ensure that the machines are not exposed to tampering and will not be stolen.

SIGNAL

Save for only a few precincts, the Comelec official sees no problem in acquiring signal from mobile phone network providers, which will be used in electronically transmitting results from polling precincts to the canvassing centers in each municipality.

In areas where there is no signal from the three major cell phone network providers, Labaria said the Comelec will be using the Broadband Global Arena Network (BGAN) satellite transmission so data from the precincts can be sent to canvassing centers.

Each PCOS machine will be accompanied by a technician from Smartmatic who will ensure the smooth operation of the units and troubleshoot if there are technical problems.

However, the technicians will have limited access on the programmed functions of the machines to prevent tampering.

Power failures will not affect the automated counting as the machines can go on full operation for 12 hours running with its own battery.

TRAINING, VOTERS INFO

According to Labaria, voters are not expected to encounter problems with the machine as they only have to feed their official ballot after they finish shading the circles opposite the names of candidates they vote for.

The Comelec will conduct trainings and demonstrations to election officers from February 18 to 28 while teachers and members of the board of election inspectors (BEI) will also undergo a one-month training starting March 1.

Labaria foresees no procedural glitches even with the number of voters in each clustered precinct.

The Comelec clustered up to five precincts for the poll automation, with a maximum number of 1,000 voters in each cluster.

Labaria explained that voting centers will open starting 7 a.m. and will close at 6 p.m. However, voters within 30-meters of their polling precinct during the closing time will still be allowed to cast their vote.

The provincial Comelec office registered a total of 732,696 voters in the province. The first congressional district has a total of 238,025 registered voters; second district with 238,684; and the third district with 255,987.

Bisaya Cebuano Language / Nganong Naghikog si Espuelas
February 06, 2010, 06:31:06 PM
By Mike Ortega Ligalig
published by the Bohol Standard

Atong utingkayon unsa ang unod niadtong maong sulat (translated in a book by Joaquin Bernas, S.J.):

â€œDearest wife and children, bury me five meters deep. Over my grave don’t plant a cross or put floral wreaths, for I don’t need them.
Please don’t bury me in a lonely place. Bury me in the Catholic cemetery. Although I have committed suicide, I still have the right to be buried among Christians.
But don’t pray for me. Don’t remember me, and don’t feel sorry. Wipe me out of your lives.
My dearest wife, if someone asks you why I committed suicide, tell them I did it because I was not pleased with the administration of (President) Roxas. Tell the whole world about this.
And if they ask why I did not like the administration of Roxas, point out to them the situation in Central Luzon, the Hukbalahaps. Tell them about Julio Guillen and the banditry of Leyte.
Dear wife, write to President Truman and Churchill. Tell them that here in the Philippines our government is infested with many Hitlers and Mussolinis.
Teach our children to burn pictures of Roxas if and when they come across one.
I committed suicide because I am ashamed of our government under Roxas. I cannot hold high my brows to the world with this dirty government.
I committed suicide because I have no power to put under Juez de Cuchillo all the Roxas people now in power. So, I sacrificed my own self.”

Matod sa mabuot nga hukmanan: “The letter is scurrilous libel against the Government…And the communication reveals a tendency to produce dissatisfaction or a feeling incompatible with the disposition to remain loyal to the government.”
Sa laing bahin, usa ka Justice Tuason misupak sa maong panahom. Nahimuot hinuon siya ni Espuelas. Matod sa iyang dissenting opinion: The general reaction, it is fairly safe to say, was one of regret for a man of eccentric and unbalanced mind and ridicule and curiosity for a grotesque stunt. The witnesses for the government themselves, some of whom were Constabulary officers stationed at Tagbilaran, stated upon reading the article and seeing the author’s picture they just laughed it off, “thinking that this fellow must be crazy.” That was akin to our own reaction, and there is little or no doubt that that exemplified the general effect upon the minds of other readers of the article…”
Kuyaw pud to si Mr. Espuelas.

Microsoft has released the results from a recent study that show just how negligent we are when it comes to managing our online image -- and how seriously that kind of negligence can hamper our chances of landing a job.

In a survey of Web-surfers, human resource workers, and employment recruiters across the U.S., U.K., Germany and France, researchers found that, although most people acknowledge that their personal online behavior may have ramifications in their professional lives, comparatively few actually consider that fact when publishing photos or posts online. A full 70-percent of surveyed HR workers in the U.S. admitted to rejecting a job applicant because of his or her Internet behavior. Meanwhile, about 60-percent of surfers admit to being concerned that their online behavior may affect their professional or personal lives. A mere 15-percent of them, though, actually take these potential repercussions into consideration when posting content.

By the same token, digital reputation can also have an equally positive effect on an applicant's chances; 86-percent of U.S. HR workers said that a good online reputation can have a positive impact on a job candidate's chances -- and about half said that a solid image can have a major impact. - source: switched.com

Love Talk / La Salle Student Stabbed by Ex-Boyfriend
January 29, 2010, 09:06:01 PM
By Arnell Ozaeta, ABS-CBN News Southern Tagalog

A 17-year old female sophomore student was rushed to the hospital when she was stabbed thrice by a former boyfriend while inside the De La Salle-Lipa campus in Lipa City Monday afternoon.

Senior Superintendent Alberto Supapo, Batangas police director, said “Joan” (not her real name) was rushed to Mary Mediatrix Hospital for treatment after being stabbed in the chest and stomach. The victim was in stable condition as of posting.

John Ryan Mariño, 18, a computer engineering student and resident of Malvar, Batangas, was arrested and detained by authorities.

Police said Joan was attending her class at the 4th floor of Mabini Hall when two of her female friends signaled her to step out of the classroom.

When Joan stepped out to meet the two at the corridor, Mariño suddenly appeared from behind and engaged the victim in a heated argument. Witnesses said Mariño then pulled out a "balisong" or butterly knife from his pocket and stabbed the victim.

Police said the suspect tried to escape after the stabbing but was caught by school security personnel.

In an interview with ABS-CBN, Mariño said he stabbed his former girlfriend in a fit of anger. “Nagawa ko yon kasi sa sobrang galit dahil inilaglag nya ako,” Mariño said while asking for forgiveness. He declined to elaborate.

Meanwhile, parents of the said school expressed concern about the security of their children.

Tito Aguirre, a government employee and father of two elementary students in De La Salle-Lipa, said he was dismayed about the present school security set-up. “How did the student bring in the balisong? What are the school officials and security guards doing? Definitely there was a security lapse here,” Aguirre complained.

Aguirre added that De La Salle officials even tried to hide the incident while the suspect was still inside the school premises. "They are putting our children and other students at risk,” he lamented.

Media practitioners who were covering the incident learned that the school officials allegedly prevented their students to grant interviews to any reporters.

"Gusto lang naman namin malaman kung ano talaga ang nangyari pero pinagbawalan daw sila (students) na magpa-interview para siguro hindi makasira sa kanilang school,” a lady TV reporter said.

In an emailed statement from Juan Lozano, vice-chancellor of De La Salle-Lipa said the school is undertaking its own investigation of the incident and in the meantime has extended assistance for the victim’s hospitalization expenses. He said the school has also convened its Discipline Board to take immediate administrative action against the assailant.

(PNA) â€" A Cebu City Regional Trial Court (RTC) Judge has meted the accused in the killing of Pagadian City broadcaster Edgar Amoro a sentence of not more than 30 years in jail.

Judge Ester Veloso, presiding judge of RTC Branch 6 in Cebu City, also ordered Mohammad "Madix" Maulana to pay Amoro’s heirs P100,000 as moral damages, P50,000 as civil indemnity, P25,000 as exemplary damages and P20,000 as temperate damages.

It took six prosecution witnesses to convince Judge Veloso that accused Maulana shot dead Amoro in 2005.

Veloso gave weight to the testimony of Erlinda Amoro, widow of slain radio commentator Edgar Amoro.

She pointed to Maulana as the one who attacked her husband.

Veloso said circumstances narrated by Erlinda and her husband’s “dying declaration” were admissible in court.

”The rule is that, in order to make a dying declaration admissible, a fixed belief is inevitable and imminent death must be entered by the declarant (Amoro),” the judge said.

”It is the belief in the impending death and not the rapid succession of death in point of fact that renders the dying declaration admissible,” she said.

Maulana had denied the accusation, saying he was not in Pagadian City on the day of the killing. He was in the nearby town of Dinas to attend his younger sister’s wedding.

He presented the marriage contract and pictures of the wedding. He said he was not in any of the pictures because he was inside.

Philippine Provinces / Basag-Kotse Gang in Iloilo
January 29, 2010, 08:53:22 PM
City Mayor Jerry Trenas Wednesday commended the Jaro and Mandurriao police stations for the arrest of five suspected members of notorious "Basag-Kotse" gang operating in Iloilo City.

He is also set to give cash rewards to the police and those who contributed to the successful police operation. The official commendation from the city government and the giving of cash rewards will be made after the police have submitted their report and filed the appropriate cases against the five suspects at the City Prosecutors Office.

Trenas said he is pleased and happy on the performance of Chief Inspector Orly Gabinete, Jaro police chief and Chief Inspector Conrado Carganillo of Mandurriao Police station for the apprehension of five suspected members of the gang Tuesday night in Jaro.

The two chiefs of police pooled their resources and traded information that led to the arrest of the five suspects who are not residents of Iloilo. The suspects namely: Arwin Morilla, 28; Francisco Reyes, 32; and, Bejamin Salvacion, 38, all residents of Silway, Brgy. West, Gen. Santos City; Faustino Lumaniog, 38, of Libmanan Camarines Sur and, Jade Carino, 29, are now detained at the Jaro police station.

Extra security measures are being taken inside the police station to ensure the safety of the suspects as they hold important information that will lead to the arrest of more suspects engaged in the "Basag-Kotse" operation.

The city mayor said it does not matter whether the police were only pressured by their senior officials to arrest the suspects after one of the Basag-Kotse victims was a relative of Chief Supt. Isagani Cuenvas’ wife. The important thing is they were able to arrest the suspects, he said.

Trenas hopes that the police could arrest the suspects involve in the Basag-Kotse cases here.

The mayor said he believes that the suspects have a local contact who is aiding them in their operation.

Meanwhile, Gabinete said the investigation against the suspects is still ongoing. (PNA)

(PNA) â€" The Bureau of Customs (BOC) Regional Office 6 has issued a hold departure order on the vessel MV Trai Thien 66 from Ho Chi Minh, Vietnam after it was suspected to have transported illegal drugs together with the imported rice allocation supposedly of the National Food Authority (NFA) in Negros Occidental.

The vessel, skippered by Bul Van Chin, arrived here last Friday.

The BOC, in issuing the hold departure order Thursday to the Vietnamese vessel which has a registered shipping agent identified to be Romeo Conlu, Jr. has cited violation of the Tariff and Customs Code.

Meanwhile, Atty. Ronnie Delicana of the Philippine Drug Enforcement Agency (PDEA), in an interview, said that the Bureau of Customs in coordination with them, the Philippine Coast Guard and the Philippine National Police tried to check on the cargo of the Vietnamese vessel last night on the suspicion that there were some illegal substances with the NFA rice.

He said they found out that there were indeed some dubious sacks containing white crystalline substance believed to be N-methlyephedrine, which is a precursor for the manufacture of metamphetamine hydrochloride or "shabu". Of the total 77,000 sacks of NFA imported rice, the PDEA was able to check 51 sacks.

Delicana said that the substances they were able to get were sent to their Manila laboratory for study. The result could be released Thursday.

He further said that on board the Vietnamese vessel anchored at the Bredco Port in Bacolod City are right now 20 crew members who are under investigation.

If this would turn out positive, this will be among the biggest seizures of the PDEA of illegal drugs in the country, Delicana said.

There are right now 20 PDEA agents waiting on standby for any legal action also at the port vicinity.

The BOC coordinated with the PDEA and other law enforcers after a Customs employee noticed that the other sacks being unloaded from the Vietnamese vessel when carried by a porter "moved" differently compared to those bags containing rice.

The BOC, Philippine Coast Guard, PNP, and the PDEA today likewise conducted search on the three warehouses where the NFA rice were brought. These warehouses were ordered closed pending completion of investigation, while the bags still in the port were withheld.

The PDEA, meanwhile, is preparing for the filing of violation of Republic Act 9165 or the Dangerous Drugs Act of 2002 once the PDEA laboratory in Manila confirms the seized substance to be shabu. (PNA)

Philippine Education / Save UP High School
January 29, 2010, 08:47:12 PM
Cebu’s representatives in Congress have co-authored a bill asking the University of the Philippines’ (UP) administration not to close the high school department of the UP Visayas Cebu College (UPVCC).

Rep. Raul del Mar (Cebu City, north district) said they will also help support the budget of the state-run high school in Cebu City, if the reason for the closure is budgetary constraints.

UP president Emerlinda Roman has assured del Mar that she will bring the legislators’ stand on the issue to the UP Board of Regents when the body tackles the closure of UPVCC High School.

She also assured that its close to 300 students will be allowed to finish high school before the secondary level is phased out.

Kabataan party-list Rep. Raymond Pulatino filed Tuesday House Bill. 1569, which del Mar, Rep. Pablo John Garcia (Cebu Province 3rd district) and other Cebuano legislators co-authored.

The bill “urges the UP administration to continue the full and unhampered operations of UP High School in Cebu College to serve poor, but deserving students and the Cebu community as a whole.”

Del Mar said he and another congressmen invited Roman to Congress Tuesday to discuss the matter.

”She assured me that she will consider our position when the matter reaches her office, but she said that it has to be taken up by the Board of Regents so she’s not the only one deciding on this. She also assured that if the decision is to close it, all the students will be allowed to graduate,” he said.

Last year, Roman told local reporters that meager resources and a shortage of teachers prompted them to review proposals to close the high school department.

The UP System, she said, is a tertiary education institution and is supposed to focus only on college programs, continuing education and graduate programs.

While he was happy to hear Roman’s assurance, del Mar said “it is not good enough.”

”We want them to continue the high school program. So I said that if it’s a matter of budgetary problems, the Cebuano legislators will be happy to support their budget. We will always support their budget. We will always support their needs,” he said.

The bill was considered on first reading and was referred to the committee on higher and technical education and the committee on basic education and culture. (PNA)

The Southeast Asian Ministers of Education Organization (Seameo) Council Conference opened Wednesday with all 11 member-countries and eight affiliate countries in attendance to forge stronger regional ties on education.

Education ministers and top country officials are in Cebu to discuss current education trends, issues and possible policy reforms or changes in education in the region.

the conference is being held at the Shangrila’s Mactan Island Resort and Spa in Lapu- Lapu City.

”This meeting is a testament to the region’s commitment to education and the enduring partnerships we have here in Seameo and Asean (Association of Southeast Asian Nations),” said Department of Education (DepEd) Secretary Jesli Lapus, the new Seameo president.

A highlight of the meeting was the focus placed on early childhood care and development in education, or educating children even before they step into school.

With Lapus at the helm of the organization this year, he said he will also focus on the peace process and its inclusion in education in the Philippines.

”We will be asking for help from Malaysia in our peace process in ARMM (the Autonomous Region of Muslim Mindanao),” said Lapus.

Scholarship and “learning opportunities” will be given to teachers on the integration and promotion of peace in the local curriculum.

Lapus explained that Malaysia has been a vital force in helping address insurgencies, and their help will be useful to the country.

In her speech delivered by Executive Secretary Eduardo Ermita, President Gloria Macapagal-Arroyo lauded the efforts of Seameo and the various local efforts of the DepEd.

She said the people-to-people cooperation between Seameo member-countries saw to the integration of foreign assistance provided by the New Zealand Government paid for improvements in the reading competencies of Filipino schoolchildren.

”It is to he credit of the leaders of Seameo over the past four years that the highest level of excellence has been achieved in the areas of language, math, science, culture, fine arts, archaeology, history, tradition vocational/technical education, tropical medicine and agricultural research, or the full cycle of education system from basic to higher education, including early care and learning and special education. All of these are implemented following basic principles of innovative and technology based teaching and learning,” said Arroyo.

She challenged DepEd and other stakeholders to improve the quality of education of Muslim children and indigenous people, whether in private or public schools.

President Arroyo likewise challenged the Seameo to become “part of the solution” in attaining the Millennium Development goals by 2015.

Lapus said the Philippines is on its way to accomplishing the goal of “education for all.”

”We are complying with certain criteria, like gender equality. We are seeing more girls in school than boys. In other Asian countries, only few girls can go to school,” said Lapus.

He added the country has been strong in its early childhood care program, with over one million children attending kindergarten classes.

”We have improved over the years,” said Lapus.

As bilateral and multilateral meetings between ministers continue today, the officials are expected to discuss various education policy issues. (PNA)

KANANGA, Leyte, Jan. 29 (PNA) -- Municipal officials are lobbying the Department of Education (DepEd) for the creation of another national high school here.

This town only has two national high schools located at Poblacion and Lim-ao. Officials want the new national high schools to be located in a densely populated barangay like Montebello or Rizal.

Sangguniang Bayan (SB) Member Marcos Clavel said their demand is justifiable considering Kananga is a first class municipality whereas other lower class towns have more national high schools.

He cited that Albuera, a fourth class municipality, has four national high schools namely Seguinon, Balugo, Don Geronimo Saldivar and Damulaan.

Another fourth class town, Capoocan, has four national high schools namely Asuncion , Melgar, Pinamopoan, Libertad and Don Mariano Salvacion.

SB Member Godfrey O. Capanas, chairman of the committee on education, said Mayor Elmer C. Codilla is serious in improving the quality of education in Kananga. He cited Sto. Domingo which used to be an isolated and remote barangay where students had to trek more than two kilometers to go to school.

Its classroom was also dilapidated and poorly maintained. All these changed when Mayor Codilla concreted 600 meters of critical slopes on the road and renovated the schoolhouse. Other dilapidated school buildings in most parts of the town also underwent massive rehabilitation.

In June last year, Mayor Codilla opened two annex secondary schools in Libertad and Kawayan even if DepEd was unwilling to do so. He believes that opening more schools provides students access to better education. This year, more projects will be implemented backed by P80 million funds at the Local School Board. (PNA)

A bus conductor was killed and 10 passengers were injured in a violent smash-up involving a mini-bus and two cargo trucks noontime Thursday in Barangay Cabugao Sur, Sta. Barbara, Iloilo.

The lone fatality was identified as Romeo Barrios, a bus conductor who succumbed to severe fractures on his head and breast.

Police investigation revealed that the mini-bus plying Calinog-Iloilo City and vice versa was on its way to Calinog town when the road mishap happened.

The mini-bus was tailing a motorcycle with two passengers riding in tandem.

Upon reaching Barangay Cabugao Sur, Sta. Barbara, the driver of the motorcycle signaled for a left turn but the bus driver lost control of the vehicle and rammed the motorcycle ahead. The mini-bus zigzagged and rammed a cargo truck loaded with a sound system before it crashed onto a soft drinks delivery truck being repaired in a repair shop beside the highway.

The violent smash-up caused the mini-bus to turn turtle, pinning down the bus conductor Romeo Barrios to death.

The victim was rushed to the nearby President Diosdado Macapagal Memorial Hospital in Sta. Bargara town where he was declared dead on arrival by the attending physician.

Injured were nine passengers on board the wayward bus and the owner of the repair shop identified as Jose Abunado.

Those injured are presently undergoing treatment in two hospitals in Iloilo City.

Meanwhile, the driver of the ill-fated mini-bus identified only as a certain alias Maoy immediately boarded a passing bus on its way to Calinog, Iloilo where he reportedly surrendered to the town’s police. (PNA)

Philippine Provinces / Sugar Smuggling in Negros
January 29, 2010, 08:36:58 PM
Fourth District board member Jose Miguel “Guding” Lacson of Negros Occidental said sugar smuggling is depleting the supply, resulting in price hikes.

The government has established strict monitoring system of sugar supply in the country as its prices continue to soar.

Last January 19, a Philippines-registered vessel, named ML Menham, which was ferrying 37 illegal immigrants and believed to be heading for the southern Philippine island of Jolo, was intercepted by the Malaysia Maritime Enforcement Agency (MMEA) patrol vessel, KDR MARITIM, off Berhala Island around 1.30 p.m.

MMEA authorities apprehended the vessel’s nine-member crew headed by Neckson Mercado, who is a veteran in barter trade and who knows the waters off Sandakan very well.

He said the MMEA patrol team headed by director of operation V Pannir Selvan A/L Veloo confiscated 3,500 bags of sugar and 435 cartons of cooking oil believed to be smuggled from the Philippines.

Further, Lacson anticipated that sugar prices will remain high during the next milling crop year.

Higher price of sugar is good news to sugar planters, Lacson who is also a sugar planter, said.

However, Lacson is also amenable to the moves to set a Suggested Retail Price (SRP) for sugar because of its soaring price. The suggested ceiling price is from P48 to P52 per kilo.

“We expect the government to come up with a reasonable price dependent on the world market’s price,” Lacson said.

Lacson who is the vice chairman of the Committee on Agriculture at the Provincial Board also said that the provincial government has set up plans and mitigating measures for the possible impact of the El Niño Weather Phenomenon to protect sugar, rice and other agricultural products.

It is only this year that Negros planters enjoy high prices of sugar which are now pegged at 28 to 29 cents per pound compared to 12 to 14 cents per pound in 2008, said Lacson. (PNA)

Philippine Provinces / Banana Plantation Aerial Spray
January 29, 2010, 08:35:58 PM
By Judy G. Quiros

HAGONOY, Davao del Sur, Jan. 29 (PNA) -- Mayor Franco Calida of Hagonoy, this province called for the conduct of another study by the local government in the banana plantation in Sitio Kamukhaan which was purported earlier to have residents infected with diseases caused by aerial spraying.

“I would like to challenge another group, a group without hidden agenda, to come up with a professional study on Kamukhaan village,” Calida said at the recent forum on the Science Behind Aerial Spraying held at UP Mindanao, Mintal, Davao City.

Calida made the call as he accused a group of medical practitioners who first made the study using the people of Kamukhaan (the real name of which is Camocaan) to make it appear that aerial spraying is hazardous to the health of people and to the environment.

He said he has ordered the local government to conduct a separate study on Kamukhaan.

“We made a separate study on the village, and we found out that the reports made by the said group are not true. The residents whom they identified to have suffered diseases caused by aerial spraying in the area are not actual residents of that area. So their study has no basis at all. We should take a look at this,” he said.

Calida said the Pesticide Action Network (PAN), an international group whose advocacy is to ban chemicals even if these are approved for use by government agencies of countries around the world, spearheaded moves against aerial spraying in banana plantations.

With the study on hand, Health Secretary Francisco Duque III then came up with a recommendation to the Department of Agriculture to ban the farm practice.

However, the World Health Organization and the University of the Philippines-Manila questioned both the way the study was conducted and its result.

The recent forum was attended by the academe, the local government, non-government organizations, banana growers, and others.

Alma Cunanan of the small growers association in Sto. Tomas, Davao del Norte said groups that call for the banning of aerial spraying “are making a livelihood out of our livelihood.”

A certain Mr. Ramos, former employee of a banana corporation said he was exposed to aerial spraying as he was in the banana business for several years but never suffered any disease caused by fungicide or pesticide used in the aerial spraying.

He then posed a challenge to the Department of Health (DOH) to ban internal combustion engines since it is proven to be cancer-causing and hazardous to health.

But he recognized the statement of Davao City Councilor Leonardo Avila is his brief talk at the forum that the City Council of Davao enacted the anti-aerial spraying ordinance because it invoked the general welfare clause of the Local Government Code which provides the constitutional right of the people to health safety.

A certain Mr. Puyod of UP Mindanao also stood up at the forum and said their family was the first to own a banana plantation in Davao City and has operated for 40 years now.

He said he has not heard any of their workers or family members infected by a disease caused by the pesticides they used in aerial spraying.

Dr. Andrew Hewitt, an expert on the application of aerial spraying and pesticide, was the main speaker of the said forum.

He and his group visited Sitio Kamukhaan early this week and saw some planes used by some banana corporations in aerial spraying.

Hewitt at the forum said Kamukhaan represents a good banana plantation area.

“Kamukhaan was a good practice area,” he said.

Meanwhile, Dr. Norlito Gicana, executive director of the Food Pesticide Authority (FPA) Region 11, said they are open to another study on aerial spraying. (PNA)

Davao City collected a total income close to P4 billion from combined sources locally and the Internal Revenue Allotment (IRA) share last year.

City Treasurer Rodrigo Riola said the city's revenues amounting to P3,787,453,494.09 were sourced from local collections of P1,386,788,247.09 and IRA share of P2,400,665,247.

Riola said the total income exceeded the annual target for 2009 of 3,780,869,248 by 0.17 percent.

He said the City Treasurer's Office (CTO) collected P1,096,980,354.35 for tax revenue; P88,940,859.50 for permits and licensing; P93,060,190.71 for service income; P2,980,187.15 for business income; P17,942,436.17 for other income; and P86,884,219.21 under the economic enterprises.

Riola said for the year 2010, the target revenue is P3,799,803,248 that will be sourced from targeted local collections of P1,389,138 and IRA share of P2,410,665,248.

He said the CTO projected the increase in 2010 target before the Supreme Court issued a ruling that confirms the constitutionality of the 16 newly-created cities, which would affect the IRA share of old cities.

"The total appropriation (for 2010) will be utilized under the following accounts. For the general fund: P3,151,580,437 and for the Annual Development Fund P562,425,321," Riola said.

He also gave an update on the city's business permit collection, which the CTO, through the Business Bureau, processed from January 4 to 26.

He said compared with the 2009 business permit statistics, within the period of January 4 to 26, there were 713 new permit applications, 24,279 permits renewed for a total of 24,992 permits processed.

Meanwhile, he said there were 25,464 business permits renewed while there were 790 new business permit applications. This totals to 26,255 permits processed under this year's first quarter or renewal period.

Out of the 26,255 permits, 25,902 have been approved, Riola added. (PNA)

(PNA)- Police have ruled out foul play in the death of a Chinese tourist here on Wednesday.

While police were still investigating the death of Ren Shao, 28, Chinese national, it did not discount the possibility that the tourist was a victim of a drowning incident.

PO2 Aben Dela Cruz of the Boracay PNP said Shao was seen floating in the beach already dead noon of Wednesday.

"Based on our initial investigation, he swam to the beach alone that morning and nobody noticed that something bad had happened to him," said Dela Cruz.

Bystanders still tried to bring him to a lying-inn clinic in this resort island, but he was pronounced dead on arrival.

His cadaver was subjected for autopsy as part of the procedure of police authorities in investigating his death.

According to the Department of Tourism, more Chinese tourists had visited Boracay Island since last year. (PNA)

The disqualification case filed against Puerto Princesa Mayor Edward Hagedorn was dismissed by the Commission on Elections (Comelec) for lack of merit.

The Comelec First Division chaired by Commissioner Rene Sarmiento said petitioner Bienvenido Rodriguez failed to substantiate his claim that Hagedorn completed the three-term limit in the Constitution.

The petitioner claimed that Hagedorn was elected in 2002 recall election and in regular elections in 2004 and in 2007.

In dismissing the petition, the First Division cited the case of Socrates vs Comelec, indicated that “winner in the recall election cannot be charged or credited with the full term of three years for purposes of counting the consecutiveness of an elective official’s term in office.”

Hagedorn is seeking a reelection for the May 10 polls.

The other members of the First Division are Commissioners Armando Velasco and Gregorio Larrazabal.

Based on Comelec records Palawan has nearly 500,000 registered voters. (PNA)

World Daily News / New Stealth Fighter from Russia
January 29, 2010, 08:22:16 PM
BBC: A new stealth fighter has made its maiden flight in Russia's far east.

The Sukhoi T-50 jet spent 47 minutes in the air over Komsomolsk-on-Amur and test pilot Sergei Bogdan said "it is easy and comfortable to pilot".

The jet - also known by the Russian designation PAK FA - is seen as a potential rival to the US F-22 Raptor, which first flew in 1997.

The "fifth generation" jet is designed to be invisible to radar. Russia's air force hopes to acquire it in 2015.

The new jet has been developed in partnership with India. It is seen as a significant milestone in Russia's efforts to modernise its Soviet-era military hardware.

Sukhoi's director Mikhail Pogosyan said he was convinced that the project would "excel its Western rivals in cost-effectiveness and will not only allow strengthening of the defence power of the Russian and Indian air forces, but also gain a significant share of the world market".

The company says the jet's stealth features considerably enhance its combat effectiveness in all weathers.

Its features include: all-weather capability, ability to use a take-off strip of just 300-400 metres, capacity for sustained supersonic flight including repeated in-flight refuelling, advanced avionics, simultaneous attacks on air and ground targets.

J.D. Salinger, the legendary author, youth hero and fugitive from fame whose "The Catcher in the Rye" shocked and inspired a world he increasingly shunned, has died. He was 91.

Salinger died of natural causes at his home on Wednesday, the author's son said in a statement from Salinger's literary representative. He had lived for decades in self-imposed isolation in the small, remote house in Cornish, N.H.

"The Catcher in the Rye," with its immortal teenage protagonist, the twisted, rebellious Holden Caulfield, came out in 1951, a time of anxious, Cold War conformity and the dawn of modern adolescence. The Book-of-the-Month Club, which made "Catcher" a featured selection, advised that for "anyone who has ever brought up a son" the novel will be "a source of wonder and delight -- and concern."

Enraged by all the "phonies" who make "me so depressed I go crazy," Holden soon became American literature's most famous anti-hero since Huckleberry Finn. The novel's sales are astonishing -- more than 60 million copies worldwide -- and its impact incalculable. Decades after publication, the book remains a defining expression of that most American of dreams -- to never grow up.

Salinger was writing for adults, but teenagers from all over identified with the novel's themes of alienation, innocence and fantasy, not to mention the luck of having the last word. "Catcher" presents the world as an ever-so-unfair struggle between the goodness of young people and the corruption of elders, a message that only intensified with the oncoming generation gap.

Novels from Evan Hunter's "The Blackboard Jungle" to Curtis Sittenfeld's "Prep," movies from "Rebel Without a Cause" to "The Breakfast Club," and countless rock 'n' roll songs echoed Salinger's message of kids under siege. One of the great anti-heroes of the 1960s, Benjamin Braddock of "The Graduate," was but a blander version of Salinger's narrator.

The cult of "Catcher" turned tragic in 1980 when crazed Beatles fan Mark David Chapman shot and killed John Lennon, citing Salinger's novel as an inspiration and stating that "this extraordinary book holds many answers."

By the 21st century, Holden himself seemed relatively mild, but Salinger's book remained a standard in school curriculums and was discussed on countless Web sites and a fan page on Facebook.

Salinger's other books don't equal the influence or sales of "Catcher," but they are still read, again and again, with great affection and intensity. Critics, at least briefly, rated Salinger as a more accomplished and daring short story writer than John Cheever.

The collection "Nine Stories" features the classic "A Perfect Day for Bananafish," the deadpan account of a suicidal Army veteran and the little girl he hopes, in vain, will save him. The novel "Franny and Zooey," like "Catcher," is a youthful, obsessively articulated quest for redemption, featuring a memorable argument between Zooey and his mother as he attempts to read in the bathtub.

"Catcher," narrated from a mental facility, begins with Holden recalling his expulsion from a Pennsylvania boarding school for failing four classes and for general apathy.

He returns home to Manhattan, where his wanderings take him everywhere from a Times Square hotel to a rainy carousel ride with his kid sister, Phoebe, in Central Park. He decides he wants to escape to a cabin out West, but scorns questions about his future as just so much phoniness.

"I mean how do you know what you're going to do till you do it?" he reasons. "The answer is, you don't. I think I am, but how do I know? I swear it's a stupid question."

"The Catcher in the Rye" became both required and restricted reading, periodically banned by a school board or challenged by parents worried by its frank language and the irresistible chip on Holden's shoulder.

"I'm aware that a number of my friends will be saddened, or shocked, or shocked-saddened, over some of the chapters of `The Catcher in the Rye.' Some of my best friends are children. In fact, all of my best friends are children," Salinger wrote in 1955, in a short note for "20th Century Authors."

"It's almost unbearable to me to realize that my book will be kept on a shelf out of their reach," he added.

Salinger also wrote the novellas "Raise High the Roof Beam, Carpenters" and "Seymour -- An Introduction," both featuring the neurotic, fictional Glass family which appeared in much of his work.

His last published story, "Hapworth 16, 1928," ran in The New Yorker in 1965. By then he was increasingly viewed like a precocious child whose manner had soured from cute to insufferable. "Salinger was the greatest mind ever to stay in prep school," Norman Mailer once commented.

In 1997, it was announced that "Hapworth" would be reissued as a book -- prompting a (negative) New York Times review. The book, in typical Salinger style, didn't appear. In 1999, New Hampshire neighbor Jerry Burt said the author had told him years earlier that he had written at least 15 unpublished books kept locked in a safe at his home.

"I love to write and I assure you I write regularly," Salinger said in a brief interview with the Baton Rouge (La.) Advocate in 1980. "But I write for myself, for my own pleasure. And I want to be left alone to do it."

Jerome David Salinger was born Jan. 1, 1919, in New York City. His father was a wealthy importer of cheeses and meat and the family lived for years on Park Avenue.

Like Holden, Salinger was an indifferent student with a history of trouble in various schools. He was sent to Valley Forge Military Academy at age 15, where he wrote at night by flashlight beneath the covers and eventually earned his only diploma. In 1940, he published his first fiction, "The Young Folks," in Story magazine.

He served in the Army from 1942 to 1946, carrying a typewriter with him most of the time, writing "whenever I can find the time and an unoccupied foxhole," he told a friend.

Returning to New York, the lean, dark-haired Salinger pursued an intense study of Zen Buddhism but also cut a gregarious figure in the bars of Greenwich Village, where he astonished acquaintances with his proficiency in rounding up dates. One drinking buddy, author A.E. Hotchner, would remember Salinger as the proud owner of an "ego of cast iron," contemptuous of writers and writing schools, convinced that he was the best thing to happen to American letters since Herman Melville.

Holden first appeared as a character in the story "Last Day of the Last Furlough," published in 1944 in the Saturday Evening Post. Salinger's stories ran in several magazines, especially The New Yorker, where excerpts from "Catcher" were published.

The finished novel quickly became a best seller and early reviews were blueprints for the praise and condemnation to come. The New York Times found the book "an unusually brilliant first novel" and observed that Holden's "delinquencies seem minor indeed when contrasted with the adult delinquencies with which he is confronted."

But the Christian Science Monitor was not charmed. "He is alive, human, preposterous, profane and pathetic beyond belief," critic T. Morris Longstreth wrote of Holden.

"Fortunately, there cannot be many of him yet. But one fears that a book like this given wide circulation may multiply his kind - as too easily happens when immortality and perversion are recounted by writers of talent whose work is countenanced in the name of art or good intention."

The world had come calling for Salinger, but Salinger was bolting the door. By 1952, he had migrated to Cornish. Three years later, he married Claire Douglas, with whom he had two children, Peggy and Matthew, before their 1967 divorce. (Salinger was also briefly married in the 1940s to a woman named Sylvia; little else is known about her).

Meanwhile, he was refusing interviews, instructing his agent to forward no fan mail and reportedly spending much of his time writing in a cement bunker. Sanity, apparently, could only come through seclusion.

"I thought what I'd do was, I'd pretend I was one of those deaf-mutes," Holden says in "Catcher."

"That way I wouldn't have to have any ... stupid useless conversations with anybody. If anybody wanted to tell me something, they'd have to write it on a piece of paper and shove it over to me. I'd build me a little cabin somewhere with the dough I made."

Although Salinger initially contemplated a theater production of "Catcher," with the author himself playing Holden, he turned down numerous offers for film or stage rights, including requests from Billy Wilder and Elia Kazan. Bids from Steven Spielberg and Harvey Weinstein also were rejected.

Salinger became famous for not wanting to be famous. In 1982, he sued a man who allegedly tried to sell a fictitious interview with the author to a national magazine. The impostor agreed to desist and Salinger dropped the suit.

Five years later, another Salinger legal action resulted in an important decision by the U.S. Supreme Court. The high court refused to allow publication of an unauthorized biography, by Ian Hamilton, that quoted from the author's unpublished letters. Salinger had copyrighted the letters when he learned about Hamilton's book, which came out in a revised edition in 1988.

In 2009, Salinger sued to halt publication of John David California's "60 Years Later," an unauthorized sequel to "Catcher" that imagined Holden in his 70s, misanthropic as ever.

Against Salinger's will, the curtain was parted in recent years. In 1998, author Joyce Maynard published her memoir "At Home in the World," in which she detailed her eight-month affair with Salinger in the early 1970s, when she was less than half his age. She drew an unflattering picture of a controlling personality with eccentric eating habits, and described their problematic sex life.

Salinger's alleged adoration of children apparently did not extend to his own. In 2000, daughter Margaret Salinger's "Dreamcatcher" portrayed the writer as an unpleasant recluse who drank his own urine and spoke in tongues.

Ms. Salinger said she wrote the book because she was "absolutely determined not to repeat with my son what had been done with me." - CBS

You've heard us say it before in our 7 On Your Side reports -- it isn't about the money, it's about what is right. Here's a story that proves we mean that.

Janet Maitland is nothing if not a good telephone services consumer. Back about a decade ago, she got her long distance phone service through Costco. It was called TTI and it offered a smoking deal.

"They offered a deal where it was 5.4 cents a minute and they broke it down into 6-second increments, so we are talking little tiny bills here. I've got one here that is for 2 cents," she said.

She had put $5 on account and nearly a decade later, she still has 14 cents left. But then out of nowhere, that 14 cents disappeared. She called several times and was told the money would be sent or charged back to her credit card, or that the money would not be returned.

"It is 14 cents, but it is my 14 cents, and they were after me for 2 cents. They sent me a bill for 2 cents, they expected their money," Maitland said.

The customer service reps seemed to be getting fed up over these 14 cents. But eventually, one representative agreed to help.

"He gave me his direct number, it was a chat line and no surprise, he wasn't there," she said.

It turns out TTI is an obscure company in an obscure town. TTI was formerly known as MCI and is now a subsidiary of Verizon Business Global LLC, an obscure division of Verizon.

"It appears Verizon took on a pre-existing condition," she said.

So 7 On Your Side took Maitland 's problem to Verizon corporate who tracked down the obscure subsidiary and agreed she was owed 14 cents and Verizon was willing to pay up.

Soon after, Maitland got a check for 14 cents.

"I am very pleased. I knew it was coming, I knew you had the magic that you do," she said.

7 On Your Side would like to thank everyone at Verizon for working so diligently towards a solution.

What happened was a customer service representative misunderstood the company policy and thought amounts that low were not refunded when the policy actually is that they are not charged back to a credit card, instead a check is written.

The way the Arroyo administration is spending taxpayer money on advertising could give heavy ad spenders such as the multinational companies Unilever and Nestle a run for their money.

Arroyo's former socioeconomic planning secretary, Ralph Recto, claimed that the government spent P2 billion in the last two years for state ads, mostly infomercials of Cabinet men running in this year's elections.

Recto said that based on a Commission on Audit report, the national government forked out P912 million for advertising in print, radio and TV in 2008 or nearly double the previous year's level.

While the COA has yet to complete its 2009 report, Rectosaid, "one preliminary appraisal I have read showed that government may have spent P1.14 billion for ads last year, which could bring the two-year total (2008 and 2009) to P2 billion.”

Malacañang has budgeted P818 million in ad spending for this year which Recto said it would surpass considering the approaching elections and the massive ads rolled out at the start of this year as President Arroyo joined in the act with numerous ads extolling her accomplishments.

Recto pointed out that the national government's ad spending does not include the expenses incurred by state companies like Pagcor and PCSO and local governments.

“Ad expenses surged in the year when government was supposed to observe austerity,” Recto said.

As early as 2004, President Arroyo, through Administrative Order 102, ordered the suspension of “paid media advertisements, except those required in the issuance of agency guidelines, rules and regulations, the conduct of public bidding, and the dissemination of important public announcements.”

Curiously, Recto said that the bidding invitations made by the the Department of Public Works and Highways, the biggest media buyer for state notices, added up to only P11 million in 2008.

Recto said ads were important tools for government especially in investment and tourism promotion and health and travel advisories but there should be limits on frivolous ads such as infomercials of their agencies.

Weird and Extreme / The World's Oldest Pedophile?
January 27, 2010, 09:31:55 PM
He’s 100 years old.  He’s a pedophile.  And today he’s back behind bars.

Fortunately it’s not because he committed another sex crime…which is something a lot of people expressed concern about when Theodore Sypnier was paroled last November.  No, he screwed up.

Sypnier is being held at the Erie County Holding Center because he didn’t follow the rules for his parole.  He didn’t take part in sex offender counseling.

As a result, he’ll have a violation hearing sometime in the next month….and the state division of parole says he could be ordered back to prison.  Which happened once before.  When he was paroled this time, it was after he served 15 months for….you guessed it….failing to take part in counseling.

Sypnier insists he never molested any children, and doesn’t need counseling. That denial worries prosecutors, who say he should stay in jail because he's a danger to children.

He’s said he wants to get to know his great grandchildren.  His own daughter, by the way, is among those who said they were concerned he’d molest other children.

Sypnier was first convicted of a sex crime in 1978.  His most recent sentence was for molesting two young Tonawanda girls when he was 90.

Italy's National Committee for Cultural Heritage, a leading association of scientists and art historians, is undertaking the investigation. They think the artist who died in 1519 is buried at a French castle and plan to dig up his skull. Using CSI-style technology, they want to rebuild da Vinci's face. Will he resemble the mysterious Mona Lisa?

The suspect was riding a bicycle when he started stalking a 17-year-old walking along Bray Street near Fourth Street in East Athens about 6:30 p.m., police said.

The teen began to walk faster, but the man caught up to him, grabbed his arm and dragged him into some nearby woods.

The attacker started to take off the teen's clothes, tearing his shirt and yanking off his boots; he realized when he stripped off the teen's pants that the victim was male, too, police said.

The victim fought back, but his attacker kicked him repeatedly, police said.

The man ran when the victim's cell phone rang, but by then witnesses on Bray Street had called 911, police said. - source: onlineathens.com

ABC News: A Roman Catholic priest was accused of shoplifting butter and a sofa cover at a Wal-Mart in southern Illinois. Police arrested 41-year-old the Rev. Steven Poole on Friday. He's charged with two felony theft counts. Investigators said Poole failed to scan a $3.22 container of butter and a $60 sofa cover at a self-checkout. Poole then allegedly went to the store's bedding section, picked up a memory foam mattress and switched the pricing bar code. That caused the $145 item to be scanned for $31.

Allegedly, Poole also possessed a stolen laptop computer power pack.

He's the priest for St. Andrew's Catholic Church in Christopher and St. Mary's Catholic Church in Sesser.

Poole does not have a listed home telephone number, and messages left for him at the churches were not returned.

The US teen pregnancy rate rose in 2006 for the first time in 16 years, an report showed Tuesday, as experts speculated that the increase was due to abstinence-only sex education in schools.

Three percent more girls between the ages of 15 and 19 became pregnant in 2006 than in 2005, four percent more gave birth, and one percent more had abortions, the report by the Guttmacher Institute showed.

Three-quarters of a million women younger than 20, or seven percent of the 15-19 age group, became pregnant in 2006, the report said.

That made for 71.5 pregnancies for every 1,000, 15- to 19-year-old girls, compared to 69.5 pregnancies per 1,000 girls in the same age group in 2005, when the US teen pregnancy rate reached its lowest point in more than 30 years.

The rise was "deeply troubling" and "coincides with an increase in rigid abstinence-only-until-marriage programs, which received major funding boosts under the Bush administration," said Guttmacher Institute senior public policy associate Heather Boonstra.

"This just shows once again that the investment that was put into abstinence-only programs has not paid off," Boonstra told AFP.

"There's a strong body of evidence that these abstinence-only programs simply do not work: they don't help teens to either delay sex or increase contraceptive use when they do become sexually active," she said.

The rise in teen pregnancies follows a sharp decrease in the rate throughout the 1990s, which Boonstra said was largely due to better use of contraceptives by teens, and a leveling-off in the early 2000s. - source: breitbart.com

Tiger Woods' wife has dramatically ditched her plans for a £200million divorce, it was claimed last night.

Elin Nordegren had been ready to split from the world's richest sportsman after reports he cheated with 19 different women.

But after spending five days with him at a sex addiction rehab centre, Elin, 30, is said to have changed her mind.

She is believed to be impressed at how serious Tiger, 34, is about saving their marriage. And she said to have become convinced they CAN work it out.

US website RadarOnline claimed a source said: "She was happy when she came home. Things went well."

Elin witnessed how hard Tiger is working on his problems at the Pine Grove clinic in Hattiesburg, Mississippi.

Clutching the only photos they have of each other, a dad and daughter are reunited after nearly 50 years apart thanks to Facebook.

Frances Simpson, 51, had spent 33 years unsuccessfully trying to find Tony Macnauton, 72, until a friend researched her family tree.

She discovered that she had a half-sister called Kim Macnauton so looked her up on the social networking website.

Frances then sent her a message saying: "This will be a bit of a shock but I think I'm your sister."

Stunned Kim, 19, replied: "Do you want to talk to my dad? He's sitting right next to me." Dad and daughter began chatting on the website and had a tearful reunion at the weekend after 48 years apart.

Delighted Tony said: "Even though we lost touch I've never ever forgotten Frances.

"It's remarkable. We've each been clinging on to a precious photograph of the two of us together - which are the only ones in existence.

"I've always dreamed of being reunited again and now I have finally got my daughter back."

Frances said: "It's unbelievable. We're finding out all these other things we have in common.

"We've got the same sense of humour and we've even been on holiday to the same places over the years." She added: "My children are thrilled. I've always talked about him and they are so excited."

The full-time mum, from Market Drayton, Shropshire, was three when she last saw her dad on the day that he split from her mother.

Frances, who is still in contact with her mum but did not want to name her, began looking for Tony when she was 18 but did not know he had changed his name and later remarried. The retired lorry driver, of Poole, Dorset, has now also met the five grandchildren and great-grandchild that he never knew existed. - source: Mirror.co.uk

BOHOL Gov. Erico Aumentado has launched a crusade for clean, peaceful and orderly elections, installing Interior and Local Government Provincial Director Rustica Mascariñas and Provincial Election Supervisor Eliseo Labaria as co-chairpersons of the ad hoc body.

As chair of the Provincial Peace and Order Council (PPOC), he steered it into passing a resolution creating the body and naming its executive committee officers and members.

He said Bohol has moved out of Club 20 â€" the country’s 20 poorest provinces â€" and now occupies the 55th position out of 79, according to the National Statistics Coordination Board (NSCB) of the National Economic and Development Authority (Neda).

Having moved up by leaps and bounds in terms of tourism and agriculture â€" Bohol’s two major economic drivers, largely because of the dismantling of the four insurgency fronts in the province as reported by the Philippine Army’s 802nd Infantry Brigade based in the interior town of Carmen, Aumentado said the Boholanos can now focus on working for peaceful, clean and orderly elections.

“I am a man of peace; I abhor violence. That’s why I earned the ire of the New People’s Army when I campaigned among candidates in the previous elections against paying permit to campaign (PTC) fees, and among businessmen against paying revolutionary tax. I am making the same appeal now,” he told the council.

The NPAs’ ire translated into an ambush they staged on February 13, 2004, a Friday, as the governor was on his way home for lunch from the Capitol, only a few meters from the Tagbilaran City Police Office.

An impulsive instruction to his driver to make a left turn to the nearest newsstand to buy copies of the day’s national newspapers caught his ambushers off guard. Apparently, they anticipated that he will pass through the main avenue, and positioned themselves there. Nonetheless, the dark green Mitsubishi Pajero â€" the governor’s service vehicle at the time, absorbed six bullets although these missed him and his security escorts.

The fronts may have been dismantled, but the governor is not ruling out the possible stalking by elements of the NPA’s Special Partisan Unit (Sparu) on him to score better at similar attempts.

This prompted Col. Alan Luga, brigade commander, and Sr. Supt. Anthony Obenza, Bohol police provincial director, to issue an appeal to candidates and their supporters, as well as businessmen, to report to them should they receive demands to pay for PTC fees or revolutionary taxes.

Luga said with the fronts already dismantled, such demands would only mean “visiting” Sparu elements or plain bandits riding on the wave of fear the NPAs have been and will always be trying to instill in people just to get easy money.

He and Obenza said they are already looking into reports that members of the Mindanao-based Kuratong Baleleng robbery gang â€" or bandits turned guns-for-hire passing off as members of the outlawed group but allegedly disowned by the leader â€" are holing up in northern Bohol, waiting for the green light from their boss to strike.

The military and the police are likewise conducting coordinated checkpoints in order to reign in loose firearms.

With the possible firearms-related trouble already being looked into and prepared for by the police and the military, what remains to be done is stepping up the campaign against vote-buying in its myriad forms and variations, as well as other violations.

Aumentado named Bohol Schools Division Superintendent Lorna Rances as vice chair, with the private sector like the Parish Pastoral Council for Responsible Voting (PPCRV) and its partner Rotary Philippines, the Bohol Chamber of Commerce and Industry (BCCI), the Bohol Bankers Association (BBA), Bohol Alliance of Non-Government Organizations (Bangon), the church, the inter-faith groups and the indigenous peoples’ group, among others, as well as other government agencies to include the police and the military, and representatives of candidates for governor, vice governor and congressmen as members.

The governor will issue the order constituting the coordination committee shortly.

The crusade is on top of his other PPOC advocacy â€" curbing, if not stopping corruption and dynasty.

We cannot please everyone. Even God can't. He created the world and gave life to all, yet there are people who hate and deny the existence of God.

General Topic / Do You Have Unused, Used Law Books?
January 08, 2010, 04:58:37 PM
Do you have used or unused law books on any subjects? Or maybe you know someone who has law books that he or she is no longer using. Please let me know if you have law books.

Please post the titles of the books in this thread and the edition/year of publication.

I am willing to buy them at a discounted price. I won't borrow the books because I am going to use them for my law studies. So, please sell them to me at a very friendly price.

Salamat,
Mike Ligalig

Because of the incident, database backup will be done on a weekly basis. Now, it's just a monthly backup. It's good that the last backup covers up to Jan. 3, 2010. What happened was that all the 314,000 posts were obliterated because of just a single SQL command. My heartbeat stopped when I saw tubagbohol absolutely empty of posts.

It's good that tubagbohol is using a virtual private server which has a feature of a segregated backup in a remote disk. The latest backup was restored into the site two hours after the fatal, heart-stopping destruction of the database.

This time I am even thinking of twice-a-week backup and store it in three separate external hard disks.

Help & Support / Apology from Mike Ligalig

On January 6, 2010, 2:15 p.m. TubagBohol database crashed. I committed a catastrophic error while doing maintenance on our website. More than 300K posts were affected.

When the database was restored, the restoration could only cover up to Jan. 3, 2010. This means that posts from Jan. 3, 2010 up to today (Jan. 6, 2010) have disappeared.

My apologies.
