Sen. Alan Cayetano, who introduced the bill that would create a more powerful and potentially larger autonomous region for minority Muslims in the south, withdrew his support of the legislation to protest the killings of the policemen.

"I'm disgusted," Cayetano said. "With the recent events involving the slaughter of our policemen ... there is reason to doubt the commitment of the Moro Islamic Liberation Front to a framework for peace and development."

But Senate President Franklin Drilon and most other lawmakers defended the Muslim autonomy bill. "We should not allow this unfortunate incident and the deaths of our policemen, condemnable as it is, to stand in the way of efforts to bring lasting and genuine peace and development," Drilon said. "It must all the more strengthen our desire and resolve for peace."

Despite the huge number of police casualties, officials said, the peace process actually worked.

At the height of the fighting, members of a cease-fire committee and a Malaysian-led peacekeeping contingent intervened and pacified the combatants. The Moro rebels withdrew to a safe distance, allowing policemen and villagers to travel to the battle scene to retrieve the slain commandos, many of whom were stripped of their belongings and assault rifles.
#9622
Moro rebel leader Mohagher Iqbal accused the police commandos of violating the cease-fire agreement, which requires government forces to coordinate anti-terror assaults and other law enforcement operations with the Moro insurgents to prevent accidental clashes. Senior military officials said they also were unaware of the police offensive.

Despite the peace talks with the Moro rebel front, many security officials still nurture suspicions that some of its commanders may be harboring foreign terror suspects such as Marwan, prompting them to keep the insurgents unaware of anti-terror raids in the past.

Roxas announced Tuesday that the head of the police commandos, Getulio Napenas, has been removed from his post. He said Napenas did not clear the anti-terror assault with him or Espina.

But the huge body count sparked outrage and placed the government in a dilemma.

The government ordered an investigation into the fighting but praised the slain commandos as "fallen heroes" who will be accorded full military honors and combat medals. Flags were flown at half-staff in police and military camps as the country mourned.
#9623
The respite was shattered early Sunday when police commandos barged into a remote marshland area off southern Mamasapano town in Maguindanao province to hunt down Malaysian Zulkifli bin Hir, or Marwan, one of Southeast Asia's most-wanted terror suspects, and a top Filipino terror suspect, Abdul Basit Usman.

Interior Secretary Mar Roxas said Marwan may have been killed in the raid but Usman escaped. Efforts to verify Marwan's death were underway.

As the commandos withdrew, they came under fire from hard-line Muslim militants called the Bangsamoro Islamic Freedom Fighters. Some of the policemen maneuvered away in the dark and became entangled in a "misencounter" with heavily armed Muslim rebels belonging to the Moro Islamic Liberation Front, according to Roxas.

When the fierce fighting ended, 44 commandos were dead and 12 others were wounded, national police Deputy Director General Leonardo Espina said. Some Muslim rebels said as many as 56 of the elite policemen died in the daylong clashes, which left about a dozen insurgents dead.

Rebel killings of 44 commandos test Philippine peace deal
By JIM GOMEZ

MANILA, Philippines (AP) â€" Philippine officials asked lawmakers Tuesday not to withdraw their support from a new government peace deal with the country's largest Muslim rebel group after some insurgents were involved in a clash that killed 44 anti-terror police commandos.

The government's biggest single-day combat loss in recent memory shocked many and prompted at least two senators to withdraw their backing for a bill that would create a new Muslim autonomous region in the restive south under a peace deal signed last March. Many more lawmakers and influential Roman Catholic bishops defended the deal.

The Catholic Bishops Conference of the Philippines condemned the violence, but said it "cannot side with those who call for the discontinuance of peace talks," said Archbishop Socrates Villegas, who heads the group.

President Benigno Aquino III's spokesman, Herminio Coloma, warned that abandoning peace efforts could usher in the return of an "old order characterized by warlordism, lawlessness, misuse of public funds and the near-total breakdown of governance."

Aquino's peace talks with the 11,000-strong Moro Islamic Liberation Front, along with a cease-fire, have virtually ended major fighting in the south in the last four years. The decades-old Muslim separatist insurrection has left about 150,000 dead and blocked progress in the country's most destitute regions.

After the judges’ decision was announced, Sledge was still for a moment, then hugged his lawyer and family members. Soon after, he walked out of the Columbus County Detention Center, spoke to reporters and got in a car with family members. They were headed to Savannah, Georgia, where Sledge was set to live with one of his brothers.

Asked what he was looking forward to doing, he replied: “Going home. Relaxing. Sleeping in a real bed. Probably get in a pool of water and swim.”
Sledge was convicted of two counts of second-degree murder and sentenced to life in prison in the September 1976 slayings of 74-year-old Josephine Davis and her 57-year-old daughter, Aileen.

They were found stabbed to death in their home in Elizabethtown, a day after Sledge had escaped from a prison work farm where he was serving a four-year sentence for larceny.

Sledge is the eighth person exonerated after the state set up the North Carolina Innocence Inquiry Commission, the only state-run investigative agency of its kind. The commission found there was enough doubt to review Sledge’s case, and the state Supreme Court appointed the three judges to have the final say.

The key jailhouse informant, Herman Baker, signed an affidavit in 2013 recanting trial testimony. Baker said he lied at the 1978 trial after being promised leniency in his own drug case and he said he’d been coached by authorities on what to say.

The commission began operation in 2007. It has completed reviews of about 1,500 cases.

The nonprofit Innocence Project said there have been 325 post-conviction DNA exonerations in the U.S.

WHITEVILLE, N.C. â€" A 70-year-old man wrongly convicted of the 1976 stabbing deaths of a mother and daughter walked out of prison Friday, saying he was looking forward to sleeping in a real bed and maybe swimming in a pool.

After serving nearly four decades behind bars, Joseph Sledge was found innocent by a three-judge panel who heard testimony from a DNA expert. The expert said none of the evidence collected in the case â€" hair, DNA and fingerprints â€" belonged to Sledge.

A key jailhouse informant had also recanted his story, saying authorities promised him leniency in his own case for his trial testimony against Sledge.

A district attorney who was not originally involved apologized to Sledge and promised to reopen the investigation.

“The system has made a mistake,” district attorney Jon David said.

More than 40 members of the Philippine National Police-Special Action Force were killed during the Maguindanao clash.

MANILA, Philippines - Authorities said around 43 members of the Philippine National Police (PNP) were killed during the clash between policemen and Moro Islamic Libertation Front (MILF) in Maguindanao.

The PNP, however, said that the number could be higher as retrieval operations are still ongoing.

In a press conference at the Army's 6th Infantry Division in Cotabato, Interior and Local Government Secretary Mar Roxas offered a moment of silence for the fallen policemen, who are member of the Special Action Force (SAF).

"Let us pause for a moment of silence for the largest loss of life in an operation in recent history," Roxas said.

Roxas and PNP officer in charge, Deputy Director General Leonardo Espina, went to Cotabato to get accurate information on the number of policemen killed during the encounter.

Based on PNP data, there are still policemen who are still missing or unaccounted for.

Meanwhile, more than 30 bodies of policemen killed are now at Camp Siongco, Awang, Maguindanao for verification.

Authorities have launched a pursuit operations against the gunmen who reportedly took with them five other policemen during the encounter.

In a radio interview in Isabela on Friday, Binay hit back at Mercado, arguing it was the latter who may have pocketed the money.

“Maybe it was the P200 million that he spent on gambling,” Binay said in Filipino.

He also pointed out that Alphaland would not condone deals that include providing “benefits” for those brokering the agreements.

“Alphaland already stated that giving ‘benefits’ is not part of its system,” said Binay.

Both the BSP and Alphaland have denied the allegations of Mercado.

Meanwhile, Binay’s spokesman for political affairs Rico Quicho noted that even Sen. Aquilino Pimentel III, chairman of the Senate Blue Ribbon subcommittee hearing the BSP issue, has no documentary evidence to support the latest allegations against Binay.

He cited a radio interview of Pimentel in which the senator admitted that Mercado did not present any documentary evidence.

Quicho said it was unfortunate that members of the subcommittee were playing into the hands of Binay’s detractors by allowing Mercado to pin the blame for the BSP irregularity on the Vice President. Binay said he expects the attacks to continue even as the public already knows that Mercado and the other witnesses are lying.

On the likelihood of running against Estrada, Binay said he sees no problem with it, adding “people will have more choices.”

A recent Supreme Court ruling on the disqualification case against Estrada has spawned speculations that the mayor would make another bid for the presidency.

But Estrada emphasized he would only take another crack at the presidency if neither Binay nor Sen. Grace Poe would challenge the administration bet.

In a radio interview in Isabela on Friday, Binay called reports on Estrada gunning for the presidency as “speculation.” He said Estrada might seek reelection because his preferred successor, Vice Mayor Isko Moreno, is eyeing a Senate or a congressional seat.

While he welcomes the idea of Estrada running in 2016 as his vice president, Binay stressed that selection of his running mate would have to go through a process.

Binay also shrugged off yesterday allegations that he pocketed almost P200 million in supposed kickbacks from a land deal between the Boy Scouts of the Philippines (BSP) and Alphaland Corp.

Speaking to reporters after the launch of a citizen’s movement for national discipline in Rizal Park, Binay vehemently denied receiving any kickback from the deal.

“The one accusing me is the person who brokered the agreement,” Binay said in Filipino, referring to former Makati vice mayor and BSP senior vice president Ernesto Mercado.

“That’s not true,” Binay said of Mercado’s accusation. “They know that they are lying.”

Vice President Jejomar Binay welcomes the possibility of his facing off with Davao City Mayor Rodrigo Duterte or former president and Manila Mayor Joseph Estrada in the 2016 presidential elections.

“Mayor Duterte is very qualified,” Binay said when asked for comment on the possibility of the Davao City mayor running for the highest office next year.

Duterte floated the idea during a forum on federalism in Butuan City on Thursday.

Duterte said he would definitely not steal or tolerate corruption in government if he becomes president. He also vowed to work for a shift to the federal form of government.

“I’m not that ambitious nor do I love to boast but if I will be president, after my term is over I will have federalism as the new form of government,” the Davao City mayor was quoted as saying in an Interaksyon report.

“Maybe, maybe I will get there but initially I try to say no because I’m not really interested. But the more I listen to the pain and suffering of the people... well, I still need the sign from God,” he added.

Duterte earlier balked at the idea of running for higher office despite clamor from various sectors.

The World Misery Index: 108 Countries
JANUARY 22, 2015 4:28PM
By STEVE H. HANKE
http://www.cato.org/blog/world-misery-index-108-countries

Every country aims to lower inflation, unemployment, and lending rates, while increasing gross domestic product (GDP) per capita. Through a simple sum of the former three rates, minus year-on-year per capita GDP growth, I constructed a misery index that comprehensively ranks 108 countries based on “misery.”

Below the jump are the index scores for 2014. Countries not included in the table did not report satisfactory data for 2014.

The five most miserable countries in the world at the end of 2014 are, in order: Venezuela, Argentina, Syria, Ukraine, and Iran. In 2014, Argentina and Ukraine moved into the top five, displacing Sudan and Sao Tome and Principe.

The five least miserable are Brunei, Switzerland, China, Taiwan, and Japan. The United States ranks 95th, which makes it the 14th least miserable nation of the 108 countries on the table.

"A Greek default on its around 240 billion euros in rescue loans would send another shock wave to the (euro) area," said Guy Verhofstadt, president of the liberal ALDE group in the European Parliament.

Germany stands to lose the most if Greece fails to pay up: some 56.5 billion euros according to calculations by Eric Dor, director of economics research at France's IESEG School of Management, based on EU data. That works out to 699 euros per resident.

For France the total cost comes to over 42.4 billion euros, or 644 euros per resident.

For Italy the cost would be 37.3 billion euros, Spain 24.8 billion, the Netherlands 11.9 billion, Belgium 7.2 billion, Austria 5.8 billion, Portugal 1.1 billion and Ireland 300 million.

While the headline numbers are huge, they are minuscule in comparison to the eurozone economy. The 195 billion euros that Greece owes its partners is equivalent to just four percent of 2013 eurozone government spending. Moreover, the loans were scheduled to be repaid over many years.

Paris (AFP) - A Greek exit from the eurozone would certainly come at a cost to Europe, but just how expensive would it be?

The amount Athens owes its partners is equivalent to just a tiny fraction of the eurozone's economy, but some analysts are still worried that a 'Grexit' could ultimately cost Europe its single currency.

Global markets plunged at the beginning of last week, seized by a fresh bout of fears that Greece may be forced to leave the euro.

A snap election in Greece on January 25 could bring to power the far-left Syriza party, which wants to abandon the austerity policy imposed by the EU and IMF as part of the country's 240-billion-euro ($282 billion) international bailout.

The market selloff was triggered by media reports indicating that if a new government in Athens reversed course, Germany was ready to let Greece leave the European club of common currency users.

Most analysts doubt it would come to that, but if it did Athens would be hard pressed to repay its bailout loans and would likely default.

Philippine Provinces / Errand girl wins P32-M lotto pot
January 11, 2015, 10:50:45 PM
Philippine Star â€" Wed, Jan 7, 2015

A 24-year-old woman working as an errand girl in Quezon City has claimed the P32 million prize she won in the 6/42 lotto’s Dec. 23, 2014 draw, the Philippine Charity Sweepstakes Office (PCSO) said yesterday.

The winner, who is still single, religiously maintained the numbers she picked from the birthdates of her family, according to acting PCSO chairman Jose Ferdinand Rojas II.

“I had no other idea how else to overcome poverty, so I tried lotto,” Rojas quoted the woman as saying.

He said the errand girl saved some of the money she earned from performing errands and small jobs for her neighbors in order to have P20 to buy lotto tickets.

The errand girl, who is the 2,005th lotto millionaire, plans to put up a business and help her siblings finish their studies, Rojas said.   â€" Perseus Echeminada

#jesuischarlie says if you are not Charlie, you are not ours, you are alien. It's us against them (and you know who they are). There is a close kinship between the seemingly liberal #jesuischarlie and the French right of the le Pens, père et fille. Both know who doesn't belong. Both seek a single France, unified in culture and practice. Both call for placing religious Muslims, perhaps Muslims altogether, perhaps even those of Arab descent, outside the boundaries of France, of the West.
We can see this in the photographs of the victims, photos that rarely include the two victims with Arab names; two working people: the copywriter and the policeman.

Though they disagree on the France they want, much of the French right and left concur in the demand that France be a single people, alike in their public practices, marked by no sign of religious difference. Right and Left reject the "unassimilable" and regret "the failure of integration." They seize on the ritual humiliation of those who are not like them as an occasion for solidarity. The "je suis charlie" hashtag makes unanimity compulsory: we must all be Charlie, we must all agree, we must all be one.

No. We should be able to value, and to mourn, the lives of those we disagree with.

I mourn. I am angry at an unjust and shameful attack. I grieve the lives lost -- all the lives, not least Ahmed Merabet, the policeman who was one of the first victims of the murderers. His murder is the only one seen, yet it has been rendered almost invisible. Officer Merabet was there to guard Charlie Hebdo. That is duty. That is bravery. That is the defense of free speech. He belongs to a larger France, and a better Europe.

I condemn the murderers who attacked Charlie Hebdo. I condemn the demand that calls us to say #jesuischarlie. Condemning murder does not require the embrace of bigotry. The demand that we embrace Charlie Hebdo belongs to Europe's rightward turn.

#jesuischarlie might be meant as solidarity. But it calls for an identity bounded by bigotry. Charlie Hebdo is a scurrilous rag, willfully offensive, that defended the powerful by attacking the weak. The journal 's favored practice was baiting the Muslim minority: developing ever more pornographic and offensive blasphemies. Muslims in France, especially religious Muslims, are a minority, subject to daily slights and institutional discrimination. Charlie Hebdo manifested its moral courage in a continual parade of hook-nosed Muslims (often Mohammad), leering and lustful, held up for the mocking amusement of secular elites. I mourn the dead. I defend freedom of expression, but I want no part in that. I am not Charlie Hebdo.

They have the right to write, to publish what they choose. We should defend that right, but we are not obliged to praise or agree with Charlie Hebdo. We are not obliged to republish their shameful cartoons, or defend their bigotry. The demand that we do so is another attack on free speech. It is requiring us to speak a script dictated by others, to speak against our will.

I fear for a Europe that embraces these practices.

Africa / Re: 52 people die after drinking poisoned beer
January 11, 2015, 09:23:02 PM
Pombe, a traditional Mozambican beer, is made from millet or corn flour. Authorities believe that the drink was poisoned with crocodile bile during the course of the funeral.

Blood and traditional beer samples were being sent to the capital Maputo to be tested, said provincial health director Carle Mosse.

"We don't have the capacity to test the samples," she told Radio Mozambique.

Mourners who drank the beer in the morning reported no illness, while those who drank the beer in the afternoon, fell ill, authorities said. They believe the beer must have been poisoned while funeral goers were at the cemetery.

The woman who brewed the beer is also among the dead.

Police are investigating the incident.

Health authorities have begun collecting food parcels and other items for donation to the affected families. (AP)
