All 19 regional consular offices (RCOs) of the Department of Foreign Affairs have been issuing electronic passports (ePassports) since April 28, Foreign Affairs Secretary Alberto Romulo said.

“This way, our kababayans (countrymen) living in the provinces and overseas need not come to Manila to get a passport. They just have to go to an RCO nearest them and avail of the same fast and efficient services,” he added.

The same day that the RCOs shifted from the machine-readable passport (MRP) to the ePassport, the Philippine consulate general in Hong Kong also rolled out the ePassports, the DFA-Office of Consular Affairs (OCA) said.

Other embassies and consulates general will soon follow suit, it said.

In the coming months, the DFA-OCA plans to accommodate more people as it will ramp up the system to accept more appointmentsâ€"from 2,800 a day to around 3,300 a day, and even more in the near future. It is also aiming for a shorter queuing and turnaround time from receipt of application to the issuance of the passports. Earlier, Romulo said ePassport applications could last no more than 30 minutes from start to end. - Philippine Daily Inquirer

If you are at Clark Airport, never get a taxi unless you are as rich as Manny Pacquiao.
Taxi fare to SM Clark (less than 10 kms from the airport) would cost 400-500 pesos depending on the generosity of the taxi driver.

What you should do is to walk up to the gate of the airport (200 meters). Ask any airport security guard as to where you could get a jeep to SM Clark. Once you're in SM Clark, you can get a bus to Subic, Angeles City, Manila or to any places in Luzon.

If you're going to Clark Airport, just take a jeep (destination is "Main Gate") from SM Clark. Just tell the jeepney driver that you want to go to Clark Airport.

Your fare? 10 pesos only.

Say NO to taxi drivers who think you are a millionaire just because you don't speak Tagalog according to their accent.

What are the modes of acquiring Filipino citizenship?

There are two (2) generally recognized modes of acquiring Philippine citizenship, namely:

1)  by birth; and

   1) Jus soli (right of soil) which is the legal principle that a person's nationality at birth is determined by the place of birth (ie, the territory of a given state).

   2) Jus sanguinis (right of blood) which is the legal principle that, at birth, an individual acquires the nationality of his/her natural parent/s. The Philippines adheres to this principle.

2)   by naturalization which is the judicial act of adopting a foreigner and clothing him with the privileges of a native-born citizen. It implies the renunciation of a former nationality and the fact of entrance into a similar relation towards a new body politic. (2 Am.Jur.561, par.188)

MAY AN OVERSTAYING ALIEN APPLY FOR R.A. 9225?

The answer needs a qualification.

If an alien is a former Filipino, and had overstayed, he/she may apply for R.A. 9225. During his/her application, he/she must not leave the Philippines until his/her application has been approved. Otherwise, he/she will be charged for all lawful fines and penalties due for overstaying. Thus, only natural-born citizens of the Philippines who have lost their Philippine Citizenship by reason of their naturalization as citizens of a foreign country may retain or reacquire Philippine citizenship.

On the other hand, if an alien is not a natural-born citizen of the Philippines who have lost his/her Filipino citizenship, he/she cannot apply for R.A. 9225.

Visa Upon Arrival Program (VUAP)
What is the Pre-arranged Visa Upon Arrival Program?

The VUAP is a solution to challenges posed by President Gloria Macapagal Arroyo to draw in foreigners into the country to boost the Philippine Economy.

In response to the call by Pres. Arroyo for the government to proactive in the national economic development  agenda, the Bureau of Immigration through the stewardship of Commissioner Marcelino Libanan originally conceived the Prearranged VUAP as a mechanism to facilitate the entry of foreign investors from visa required countries intending to enter the Philippines.

Due to the positive response from the various foreign embassies, foreign chamber of commerce, the program has been made open to all foreigners from visa required countries, investors and tourist alike.

How does the VUAP facilitate entry of foreigners in the country?

Prior to the Pre-Arranged VUAP, visa required foreigners seeking to come to the Philippines have to travel to the nearest Philippine Embassy or consular office in their country of origin to apply, process and secure their single entry visas. Under the VUAP, the foreigners are provided the option to only get in touch with their business chamber or a legitimate local association, to directly file their request with the Bureau of Immigration. Once the processing of all their documentary requirements are complete they are issued a confirmation letter from the Philippine Bureau of Immigration and they can get a single or as much as up to three (3) year multiple entry visa upon arrival in the Philippines depending on the nature of their application.

Foreigner find the alternative system offered under the VUAP as a more convenient and expeditious way for them to secure visa to come to the Philippines instead of having to travel to the nearest Philippine embassy.

In fact, because it was found convenient, our very own Department of Tourism requested that the program be also made available to the tourist sector. Even the Asian Development Bank (ADM) and the TESDA, also requested to avail of the program. Hence the decision to open the Pre-Arranged VUAP to all visitors from visa required countries.
Will the Pre-Arranged VUAP compromise the Philippine Interest?

NO. The Pre-Arranged VUAP will in no way compromise Philippine interest. In fact, the adoption of the BI alternative and optional visa issuance program, does not only promote national security, it also serves as a tool in building confidence in foreign investors and tourists alike.

Prior to the issuance of visa under the VUAP, the Bureau of Immigration undertakes a carefully scrutiny of all the submissions of the applicant made through their foreign chamber or the local association and thus in the process ensure that the only legitimate investors and tourist are issued the appropriate visas.

The guarantee arrangement with the sponsoring organization and or chamber poses an added security in as much as the government is assured by the concerned organizations that the foreign applicants they are processing and in effect vouching for have legitimate purpose or intentions in visiting our country.

Moreover, issues of human smuggling and or trafficking is UNLIKELY to come into play under the program because the foreign nationals who come into the country under the VUAP are properly documented, their arrival and departures easily monitored and or tracked and can readily be verified not only from the Bureau but also through their sponsoring organizations.

Will the government gives up in revenues under the VUAP?

On the contrary, the government does not offer any loss in revenues under the VUAP. Instead, it has caused an increase in the government income in the form of a drastic increase in the number of applicants seeking Philippine Visa to come into the country because of the BI Visa friendly policy. In the last four months of the year alone, BI registered 31 percent increase in revenues. We at BI see this as a measure of trust by foreigners on our country.

The brief that the government gave up millions of pesos because a visitor has to pay a onetime amount of P5,510.00 for multiple entry under the program cannot be farther from the truth. The said fee pertains only to the application fee for the multiple entry visa which will initially allow the foreign visitor to stay in the country for no more than a 90 day period.
Question: What are the other advantages of VUAP?

IT BEARS STRESSING THAT THE VUAP is an alternative and an optional means of securing visa to visit the Philippines. It does not foreclose the door for foreigners to consider applying for visa through the Philippine consulate should the feel that the scheme is more convenient for them.
It is also worth mentioning that the applicants for the visa under the VUAP are easier to monitor and to track when compared to those who file visa in our foreign embassies because of the guarantee arrangement of the Bureau with the sponsoring organizations who process the visa for an in behalf  of the foreign applicant.

Notes:

   1. The BI has put in place technology based systems to make it easier for those using our ports of entry while making sure that security of country is protected.
   2. The BI has put in place technology based systems that have made fixers at the BI Offices practically extinct.
   3. The BI has undertaken reviews and audits of organization and personnel performance resulting in the BI getting the title of “valedictorian” in the government performance appraisal system.
   4. The BI has made gains in changing the meaning of public service resulting in the BI making it to number 4 from number 76 in the Presidential Anti-Graft Commission grading system.
   5. The BI is serious in its effort to go beyond guarding borders. Instead it is guarding Filipino interests in serving as one of the building blocks to the fulfillment of Pres. Gloria Macapagal Arroyo’s national economic agenda.

World Daily News / Undelivered Mails in America
May 15, 2010, 06:25:58 PM
Some 20,000 pieces of mail - many more than a decade old - have been recovered from a postman's garage in the US city of Philadelphia.

Tubs of undelivered letters were discovered in April when the US Postal Service worker missed several days of work and managers visited his home.

The FBI said it took more than three postal vans to remove the mail, some of which dated back to 1997.

Investigators are still trying to find the postman so they can question him.

Delaying mail and stealing mail are both federal offences in the US. - BBC

Technology / Facebook in Crisis
May 14, 2010, 10:10:11 PM
By Maggie Shiels
Technology reporter, BBC News, Silicon Valley

Facebook has downplayed the significance of a company-wide meeting to discuss privacy issues.

The blogosphere described the meeting as a panic measure following weeks of criticism over the way it handles members' data.

Several US senators have made public calls for Facebook to rethink its privacy safeguards.

The American Civil Liberties Union, ACLU, launched a petition directed at Facebook founder Mark Zuckerberg.

It called on him to regain the trust of users by giving them control over all the information shared via Facebook.

Earlier this week European data protection officials weighed in on the controversy and called privacy changes "unacceptable".

A number of high-profile users have also deleted their Facebook accounts after the site introduced a new feature that lets non-Facebook websites, or third parties, post the personal views of Facebook users without their consent.

BBC News - Deadly clashes as police besiege Bangkok protesters

Thai forces in Bangkok have fired live rounds after surrounding a fortified protesters' camp amid clashes that left at least two people dead.

Embassies were closed as protesters set fire to a police bus and shot fireworks at troops, who also responded with tear gas and rubber bullets.

A BBC correspondent says the area is like a war zone with troops firing into a park as a helicopter circled above.

The demonstrators want the prime minister to resign and call elections.

Many of the so-called red-shirt protesters support former Prime Minister Thaksin Shinawatra, who was ousted in a 2006 coup.

A renegade Thai general who backs anti-government protesters has been shot, shortly after a deadline for troops to seal their Bangkok protest camp passed.

Khattiya Sawasdipol, better known as Seh Daeng (Commander Red), was shot in the head and seriously injured.

In clashes later, a protester was shot dead. The army has moved to seal off the protesters' large camp.

A state of emergency in place in the capital and surrounding areas is to be extended to 15 other provinces.

The BBC's Rachel Harvey in Bangkok says all talk of reconciliation and election timetables has been abandoned and the Thai capital is braced for further bloodshed.

The US has closed its embassy in Bangkok saying it is "very concerned" - and the UK also said it was closing its embassy on Friday because of the situation. - BBC

LGU Philippines / Belmonte vs Arroyo
May 14, 2010, 09:33:06 AM
By Julie Aurelio, PDI

Quezon City congressman-elect and incumbent mayor Feliciano Belmonte Jr. said on Tuesday he has started the groundwork for his House speakership bid and has just been waiting for the go-signal of the Liberal Party.

In an interview on the sidelines of the canvassing of election returns Tuesday morning at the Quezon City Hall, Belmonte said he had talked to some party mates about his plans for the House speakership.

“”In the meantime I’ve been talking to some of my party mates, doing a bit of PR work,” the outgoing mayor jested with reporters.

Belmonte will be stepping down from the mayoral post on June 30 to assume his post as congressman of Quezon City’s fourth district.

“Well if the Liberal Party gives me the go-signal to try out for the House speakership, definitely I will do it,” he said, adding that the support of his partymates would be important.

Belmonte could face President Gloria Macapagal-Arroyo, who has been leading her rivals by a mile in Pampanga’s second congressional district race amid reports that the Lakas-Kampi CMD would most probably field her in the speakership race.

I got a sketchy report as told by my sister. Today (May 9 2010) a big Alturas truck was involved in a vehicular accident in front of the municipal building of Guindulman. Two kids and their mother were instantly killed.

Our condolences to the grieving family.

Stupid excuses of idiots in the government. These trees were very healthy and strong. But the LGU of Guindulman wanted to cut these trees because they wanted to brag about their new public market.

No More Stupid Excuses, Please.
#9376
This one was also very healthy. All the branches were green and strong. But the stupid LGU of Guindulman murdered this tree.

Did you see the small trees in the background? They also were not spared in the heartless massacre of Guindulman trees.

Pangutana: Kinsay nakabenepisyo sa mga pinutol nga kahoy? Ang mga tawo nasayod asa gidala ang slaughtered trees.

Evidence of Massacre of Trees:

Should we be concerned about "saving face"? Or should we be concerned about saving trees for the next generation?

Rice growers in Bohol, an island province of the Philippines, are expecting higher rice yields and income thanks to new japonica rice varieties developed in collaboration with Korea and the International Rice Research Institute (IRRI).

Early last month, as part of IRRI’s 50th anniversary celebrations and to commemorate the 45-year partnership between the Rural Development Administration (RDA) of Korea and IRRI, MS11, one of the new rice varieties, was ceremonially handed over to the Bohol Japonica Rice Growers Association by Dr. Jae-soo Kim, administrator of the RDA.

“This is our symbol of gratitude toward the International Rice Research Institute for helping Korea, through collaborative research, become self-sufficient in rice,” said Dr. Kim.

Japonica rice is a high-quality medium-grain rice that attracts a premium price in countries where it is not traditionally grown â€" including the Philippines.

Usually it grows only in temperate climates such as those found in Korea, but Maligaya Special 11 (MS11) can grow in tropical climates.

IRRI Director General Dr. Robert Zeigler attested that “Korea, through the RDA, had remained not only a donor, but also a vital partner through the years in providing scientific support to IRRI.”

IRRI and the RDA started collaborating in 1963 by developing the indica/japonica rice variety Tong-il that can be grown in the temperate climate of Korea.

Tong-il, coupled with a rapid seed multiplication program, helped Korea significantly raise rice production in the 1970s, transforming the country from a rice importer to a self-sufficient rice producer.

By 2008, MS11, the first japonica rice suited to tropical climates, was released in the Philippines, followed by its sister variety, Japonica 1, in 2009.

These rice varieties outyield local tropical varieties and sell at higher prices â€" boosting farmers’ income.

RDA and IRRI plan to continue working together where RDA will contribute US$ 100,000 per year for 2010-2011, focusing on developing drought-tolerant rice using marker-assisted backcrossing, developing cultivars resistant to high temperature, and improving high-yielding Tongil-type cultivars and their adaptability to tropical regions.

RDA is also funding a $ 100,000 joint project that will address Asia’s impending food crisis caused by climate change and population growth.

The joint project is seen to steer rice-importing countries in Asia toward self-sufficiency. “Asian countries should build an institutional model for agriculture,” said Dr. Kim. “This is the first and most important step toward achieving agricultural development.”

At the same event, RDA launched the book “Partnership for 50 Years Between IRRI and Korea,” documenting past experiences and the continuing association between the two institutions.

A tree-planting was also held at IRRI, led by Dr. Zeigler, Dr. Kim, and the IRRI Board of Trustees, to symbolize the continuing relations between IRRI and Korea. (PNA)

Cebu City’s night skies will light up in spectacular fashion as Cebuanos attempt to break the world record for the “Most Firework Rockets Launched in 30 Seconds” by unleashing 120,000 rockets on May 8 at the South Road Properties (SRP).

The event, dubbed as Cebu Fest and organized by Pyroworks, will try to break the record set at the 10th British Firework Championship in Plymouth in 2006 where 56,405 rockets were launched in 30 seconds.

On August 20, 2009, Bournemouth and Boscombe Piers launched 110,000 fireworks in less than 10 seconds (specifically 6.5 seconds). But the record was not confirmed as of press time by the Guinness World Records to support this new world record claim.

Specific guidelines were already outlined for the attempt. Each rocket must be launched separately from its own tube or platform, must be launched within a 30-second window from the instant of the first launch and must be designed to reach a minimum altitude of 30 meters.

President Gloria Macapagal-Arroyo’s election lawyer Tuesday sought the postponement of the May 10 polls for 15 days “as the only remedy to prevent a failure of elections” and to give poll officials enough time to prepare for manual elections.

Lawyer Romulo Macalintal said the Omnibus Election Code allows for the Commission on Elections (Comelec) en banc to reset the polls “based on serious cause like the apparent failure of the precinct count optical scan (PCOS) machines to properly and correctly function.”

“Under the present situation, a 15-day postponement would be reasonable to give time for the Comelec to print additional forms for manual tally and canvass,” he said in a statement. He stressed that this was “not the time to blame anybody but the time to solve this serious problem.”

Rapist arrested:

Rape suspect Emilio Panillon, who have been on the run for months was finally arrested yesterday at barangay Bantolinao, this town.

According to police operatives here, the suspect was arrested after a brief chase on foot by barangay tanods who were patrolling the area together with Artemio Baldisco, father of the rape victim.

Panillon was sighted at his farm in sitio Calumbangan, of same barangay around 10:30 a.m. yesterday.

As the group caught up with the suspect, terms of surrender were negotiated but Panillon again tried to elude arrest, prompting the victim's father to nail the chance and shoot Panillon using an improvised .22 cal. air-gun, police said.

The gunshot wound in the lower back halted Panillon.

The situation prompted the victim's father to confiscate the rape suspect's scythe (lagaraw) but instead of turning it over to the tanods, the victim's father hacked Panillon on the right heel.

Upon the arrival of the responding police led by SPO3 Sergio P. Añaviso with Mayor Cecilia Rebosura, the suspect was already lying on the ground.

The rape suspect is recovering at the Gallares Hospital in Tagbilaran City, unconscious as of press time following surgery. (With reports from Ceil E. Remolador)
