World Daily News / Iran vs Israel as of October 2024
October 18, 2024, 08:19:55 AM

Tensions between Israel and Iran have escalated recently. On October 1, 2024, Iran launched around 200 ballistic missiles at Israeli targets in what was codenamed "Operation True Promise 2" ¹. This attack was reportedly in retaliation for Israel's assassinations of top Hamas and Hezbollah leaders, including Ismail Haniyeh and Hassan Nasrallah ¹.

The strikes targeted Israeli military facilities, including the Nevatim Airbase, Tel Nof Airbase, and the headquarters of Mossad ¹. While Israel claimed to have shot down most of the missiles, there were reports of minor damage to airbases and some civilian casualties ¹.

*Key Developments:*

- _Iran's Motivations_: Iran framed the attack as an act of "self-defense" in response to Israel's actions ¹.
- _International Response_: The US pledged "severe consequences" for Iran's actions and vowed to work with Israel to ensure Iran faces repercussions ¹.
- _Escalating Tensions_: The conflict is part of a broader escalation in the Middle East, with Hezbollah joining the fight in solidarity with Palestinians ¹.

The situation remains volatile, with ongoing clashes between Israel and Iranian-backed groups. Stay informed for further updates on this developing story.

Health and Food / Causes of Scoliosis
October 16, 2024, 08:22:21 AM

Scoliosis, a condition where the spine curves abnormally to the side, can have various causes, depending on the type:

1. Idiopathic Scoliosis (most common type, particularly in adolescents):

The exact cause is unknown but is believed to involve a combination of genetic and environmental factors.

2. Congenital Scoliosis:

Occurs due to spinal abnormalities that develop in the womb. Vertebrae may be incompletely formed or fused together.

3. Neuromuscular Scoliosis:

Associated with conditions that affect the muscles and nerves, such as cerebral palsy, muscular dystrophy, or spinal cord injuries. Weak or imbalanced muscles may fail to support the spine properly.

4. Degenerative Scoliosis (often in adults):

Develops later in life due to age-related wear and tear on the spine, leading to conditions like osteoarthritis or disc degeneration.

5. Traumatic Scoliosis:

Caused by injury or surgery that affects the spine, leading to abnormal curvature.

6. Syndromic Scoliosis:

Occurs as part of a broader syndrome, such as Marfan syndrome, Down syndrome, or Ehlers-Danlos syndrome, which affect connective tissues and skeletal development.

In many cases, particularly in idiopathic scoliosis, the exact cause is not fully understood.

Health and Food / Treatment of Scoliosis
October 16, 2024, 08:21:12 AM

Treatment for scoliosis depends on the severity of the curve, the age of the patient, and whether the condition is progressing. While there is no complete "cure" for scoliosis, especially in more severe cases, various treatments can manage or reduce the curvature and prevent further progression. Here are the main treatment options:

1. Observation

For mild cases, especially in children who are still growing, doctors may recommend monitoring the curve with regular check-ups and X-rays. If the curve doesn't progress, no further treatment may be needed.

2. Bracing

When used: Braces are often recommended for children and adolescents whose bones are still growing and who have moderate scoliosis (25-40 degree curvature).

Goal: The brace won't reverse the curve but can stop it from worsening as the child grows.

Types:

Thoracolumbosacral Orthosis (TLSO) – a plastic brace worn under clothing, fitting around the torso.

Milwaukee brace – older and bulkier, used less often today.

Duration: The brace is typically worn for 16-23 hours a day until growth stops.

3. Physical Therapy

Schroth Method: A specialized form of physical therapy specifically designed for scoliosis. It focuses on exercises that help realign the spine, improve posture, and strengthen muscles supporting the spine.

General Exercise: Core strengthening exercises, yoga, and swimming can help improve posture and reduce discomfort but don't correct the curve.

4. Surgical Treatment

Spinal Fusion Surgery: The most common surgery for severe scoliosis (curves greater than 45-50 degrees). It involves fusing vertebrae together to prevent further progression and straighten the spine. Metal rods, screws, and hooks may be used to stabilize the spine.

Vertebral Body Tethering (VBT): A newer, less invasive option, mainly for children and teens still growing. It uses a flexible cord to straighten the spine while allowing some flexibility.

Growing Rods: For younger children with progressive scoliosis, these rods can be adjusted over time to accommodate growth.

5. Alternative Therapies (Complementary Approaches)

Chiropractic Care: While spinal adjustments may provide temporary relief for pain and discomfort, they don't correct the curvature.

Massage Therapy and Acupuncture: These can help alleviate pain and muscle tension, but they do not correct scoliosis.

Yoga: Some poses can strengthen core muscles and improve posture, potentially easing discomfort but without correcting spinal alignment.

Managing Symptoms

Pain management: Over-the-counter pain medications or prescription drugs may be recommended for scoliosis-related discomfort.

Postural support: Improving sitting and standing posture through therapy or ergonomic aids can alleviate some of the strain scoliosis causes.

Is Scoliosis Curable?

For mild cases in children or teens, bracing can prevent further progression, but it won't "cure" the condition. In severe cases, surgery can significantly reduce the curvature and prevent it from worsening, though the spine may not return to a completely normal alignment.

Early intervention is key to managing scoliosis and preventing progression. While scoliosis can't always be fully cured, treatments can improve quality of life and reduce symptoms.

Bible Study / Total Dependence on GOD
October 14, 2024, 06:56:03 AM

One night, during our family's devotions, one of my sons said something that articulated the importance of my total dependence on the Holy Spirit. My oldest son told my wife, Grace, "Mother, I'm not going to spend as much time praying as Father does. Why should I ask God to help me with everything? I can do a lot of things myself."
As I was hearing his words, my heart was struck with compassion for my teenage son. So I was very honest with him. In the presence of his brothers, I spoke to Hee- jeh.
"Hee-jeh," I said, "you and your brothers look at your father and listen well." I continued, "Everyone in Korea knows your father. Is that correct?"
"Yes," my sons responded.
"Your father is now the pastor of the largest church in the world. Is that correct?"
"Yes, that is correct, Father," they agreed in unison.
"Now, look at your father! Once I was dying of tuberculosis. No doctor could help or cure me. Also, your father was so poverty-stricken he could not afford to go to the hospital to receive treatment. Your father's formal education stopped after his first year of high school. He has no high social position; no famous genealogy; and as a common person he has nothing to brag about. You have no natural thing to brag about your father. He has no money, position, or education. Yet, as I have depended on the Lord, look what He has done for me. But do you know the secret to my success? I poured my heart out to the Lord. I depended upon Him. By the help of God, I educated myself. I read every book that came into my possession. I studied diligently, praying all the way. Now, by the grace of God, I am what I am.
"Sons, if you just depend on your own strength, education, and natural wisdom, you will sink into the mire of this world. Do not be arrogant! Learn to depend on the Lord as I do!"
After speaking to my sons in this manner, I had assurance that they not only heard me, but they understood the implications of what I was saying. Their attitude changed as much as their countenance after realizing the importance of total and complete dependence on the Lord.
As I pray, my sensitivity is exercised not only in Scripture, but also in discerning the Lord's presence. At times, God's presence is so near during my times of prayer and fellowship that I feel Him close enough to touch. How refreshed I feel after spending time with my precious Lord. The Christian life, particularly if you are in the pastoral ministry, can become dull and routine if you don't have this type of fellowship in prayer.
If you are not accustomed to this type of fellowship, the time to begin is now. Right now, put this book down and begin to ask the Holy Spirit to make the presence of Christ real to you! Ask Him to give you a new understanding of His Word. Ask Him to bring you into a new walk of fellowship in the Holy Spirit!

Philippine Provinces / Palawan Connecting to Asia
October 11, 2024, 11:58:21 AM

21,000 years ago at the peak of the last ice age, sea levels were significantly lower than they are today. Parts of the Philipines, such as Palawan, were connected by land to most of Southeast Asia, by the now submerged continent of Sundaland, which also provided a land bridge to Australia, and allowed animals and humans to traverse much of the region on foot, or very short trips across the water.

As the last ice age ended sea levels began to rise, and populations became isolated from each other across the vast chain of islands that were formed from the higher elevated areas within, and around what was once Sundaland. There is even some research around Mayan history, which point to Sundaland as a potential origin of the Mayans, and other MesoAmerican peoples. According to the Mayans, they came from a continent that sunk in the Pacific:

Charles Étienne Brasseur was also a famous writer, ethnographer and archaeologist specializing in the study of Mayan and Aztec civilizations.

According to the scholar, the Mayans remembered their homeland as a "continent located in the Pacific", which later sunk. They called this continent "Land of Mu".

Until a few years ago, this was thought to be a legend. But the advent of the satellites proved that it was all true. In fact, the current Indonesia and Australia are the 'remnants' of a much larger continent, which scientists call Sundaland. This continent located in the waters of the Pacific Ocean was partially submerged starting 14,000 years ago, when the Pacific Ocean rose about 140 meters. - https://mexexpats.com/public/mexboarddetails/MTMyM_Et

The peanut industry faces challenges such as the availability of quality seeds and access to superior varieties. Since 2008, imports have declined and the government is actively investing in research and development (R&D) programs to improve production, postharvest technologies, and variety development.

To lessen the production gap, the government has supported various R&D initiatives focused on improving production methods, postharvest technologies, and breeding new peanut varieties. Here are eight new and improved peanut varieties well-suited to Philippine conditions. 🥜

Facts and Trivia / Khaby Lame Secret
October 04, 2024, 08:36:33 AM

Khaby Lame will be a billionaire by 2029.
Not because he's the most followed person on TikTok with 162 Million followers.
Because he cracked the code of Gen Z attention (it's so simple, you'll laugh):
In March 2020, Khaby was just another factory worker in Italy laid off due to the pandemic.
His TikTok career started with gaming & dancing vids.
Fast forward to today? He's a global sensation.
But the craziest bit:
How did he do it without saying a single word?
It all started with a simple video mocking overly complicated life hacks.
No fancy equipment. No scripted jokes. Just Khaby, his phone, and his signature deadpan expression.
Little did he know, this would be the start of something huge.
Within months, Khaby's followers skyrocketed.
April 2021: 10 million followers.
July: 50 million.
And today? A staggering 162 million.
But his meteoric rise wasn't luck.
Intentionally or not, he's mastered 5 key elements of Gen Z attention:
1. Simplicity
In a world of complex content, Khaby's videos are refreshingly simple.
His format is reliable:
He takes convoluted "life hacks" and shows the obvious, easier solution -  without saying a word.
The universal language of gesture taps into a core Gen Z value:
Efficient content.
In an attention economy, Khaby delivers maximum humor in minimum time.
Khaby doesn't waste a moment - every second of his videos has a purpose.
It's the perfect dopamine injection for Gen-Z attention spans.
But that alone isn't enough.
2. Authenticity
Khaby's just a normal guy reacting to the absurdities of the internet.
He never tries to be someone he's not — just genuine reactions that resonate with millions.
This authenticity builds trust. But there's a twist:
Unlike many influencers who claim authenticity, Khaby's is unquestionable.
His rise from a factory worker to global star is well-documented.
This rags-to-riches story adds depth to his content, making him relatable to a vast audience.
There's a reason this is so important:
Countless Gen Z surveys will tell you relatable influencers always come out on top.
And Khaby? He:
• Still records in the same social housing complex
• Doesn't do any fancy editing
• Wears casual clothes
You can't be someone else forever. Authenticity always wins.
3. Consistency
Khaby used to post multiple times daily — sometimes up to 3-4 videos.
This frequency keeps him on top of TikTok's algorithm, ensuring constant visibility.
But it's not just quantity. His quality remains consistently high.
How does he maintain this pace?
By reacting to existing videos, Khaby has an endless supply of material.
It's genius. To anyone creating content:
How could you scale your work so it's easy to replicate, but still equally entertaining?
While his formula seems simple, Khaby's tapping into something bigger:
4. Cultural Commentary
Beneath the humor, Khaby's content is a subtle critique of internet culture.
He pokes fun at the often ridiculous "life hacks" that proliferate online.
It resonates with Gen Z's skepticism towards online trends — but there's an even deeper layer:
Khaby's success challenges the notion that you need to speak English to go viral.
His wordless videos have become a form of universal communication.
In a divided world, Khaby's content unites people through shared laughter.
But even universal appeal needs the right platform.
5. Cross-platform strategy
While TikTok is his main platform, Khaby doesn't put all his eggs in one basket.
He has:
• 80M Instagram followers
• 10M YouTube subscribers
But he understood that TikTok views don't pay the bills.
6. Monetization
Khaby's diversified his income:
• Brand deals with Xbox, Netflix, and Amazon
• Cryptocurrency partnerships
• NFT collections
Once you have eyeballs on your content, start turning followers into customers.
A final takeaway:
Never dismiss "influencers" as talentless/lucky.
The best ones (like Khaby) are master psychologists & marketers.
His success teaches us:
Your ideas don't need to be revolutionary to go viral. They just have to be yours.

Talk of the Town / Commentary on Duterte
October 04, 2024, 08:14:11 AM

Commentary by Antonio J. Montalvan II*
September 14, 2024 (5-minute read)

The End of the Dutertes is Here

Duterte's real dilemma lies in the bankruptcy of his political strategy that he and his chief political strategist and ideologue, Leoncio B. Evasco, Jr. thought they could reprise from his 2016 run.

It is not a question of if and when.

It is not even because Rodrigo Duterte may possibly and eventually be indicted in the International Criminal Court. It is not also because his daughter Sara, originally not a respondent in the ICC case, was ultimately included as a secondary respondent after the ICC assayed the testimonial evidence submitted.

It will not be because even the son Baste Duterte may just turn out to be a benchwarmer after all at the Davao City hall when talks, circulating since June, materialize that he will be suspended from public office.

The other son, Paolo, already stripped of his P2 billion pork barrel as congressman, is now facing criminal charges before the courts for drug smuggling together with alleged POGO financier Michael Yang. Paolo also faces graft complaints. Drugs smuggling alone will cost him the prospect of life imprisonment.

It is not because the principal Duterte bankroller Apollo Quiboloy is now in jail, his opulent religious empire now rendered penniless with more than 60 bank accounts and dozens of properties frozen by the Court of Appeals. The Jose Maria College has no more funds to operate. The unfinished 75,000-seat Kingdome may emerge as his biggest white elephant. Quiboloy is now past tense. For the Dutertes to associate themselves with a criminally charged person is a kiss of death.

The Duterte rule will end not only because Sara herself may face impeachment raps as vice-president and, if convicted, will suffer perpetual debarment from holding public office.

We are seeing the end of the Duterte dynasty in the here and now but it is none of the above. For sure, all of that will emasculate the once untouchable power of the Dutertes.

Rodrigo Duterte's vital dilemma lies in a very serious internal inadequacy that even his own children cannot fight because they are gasping for air in their own battles.

His chief political strategist and ideologue, Leoncio B. Evasco Jr., has been hopelessly impotent to produce warm bodies to unseat Marcos Jr. in a people power to catapult Sara Duterte to the presidency and restore the might of Dutertismo. As Duterte's think tank, Evasco conceptualized and strategized the Hakbang ng Maisug rallies.

If the old man Duterte, now 79, has one foot in the grave, so too is Evasco who is now 80 years old. The Duterte dream of restoring itself to Malacan̈ang does not have the luxury of time, much less of stamina and of bright ideas.

The former rebel priest Evasco was Duterte's campaign manager for the latter's first foray in Davao City politics in 1988. Widely regarded as Duterte's alter ego, Evasco was responsible for crafting a grassroots movement for Duterte's presidential run in 2016. He was his national campaign manager. Duterte appointed him cabinet secretary in 2016 and placed 12 government agencies under his supervision.

After the Duterte victory in 2016, Evasco organized in October 2016 the Kilusang Pagbabago designed to generate citizen-driven support for Duterte. Among its aims were to fight the culture of corruption ingrained in government, participatory governance to protect the electorate's gains against elitist politics, and support Duterte's war on drugs.

All that of course easily went down the drain in six years. Duterte created his own set of Chinese businessmen cronies with largesse of government contracts. The fight against corruption increasingly became nebulous as Duterte rewarded himself with huge unaudited confidential funds, some of it going to rewards for extrajudicial kill quotas of police in the drug war.

Overall, the Duterte rhetoric of tough-talk bravado was not designed to see change in governance "by empowering the people in raising their political consciousness." If ever it saw success, it succeeded in damaging the moral psyche of the Filipino by using troll-generated popularity. Duterte was exposed as a quintessential trapo whose aim was only self-preservation and entitlement for his family. That is the same bravado that Evasco conceptualized as counterbalance to the Marcos Jr. government - maisug (brave).

If the Maisug rally led by Harry Roque at Liwasang Bonifacio last August 29 was the gauge, the Duterte magic is now dead. Roque chastised rallyists who left in the middle of his speech, imploring them to come back because food had yet to be served.

Simply put, the people are not buying a Duterte return to power. The tough talk against corruption was a big dud. Roque himself is the wrong speaker for these rallies as one of the most hated personalities ever in the national arena. He now faces the grim prospect of charges for having allegedly enriched himself in office under Duterte.

The Maisug rallies turned to embattled Apollo Quiboloy's sect followers. It boasted of making an "8-million march to Malacan̈ang." It never happened. Estimates of the Kingdom of Jesus Christ's membership are only at the range of less than 200,000 members. Quiboloy embroidered so much hype and fantasy to garnish his false persona that he was the "son of God."

The Duterte dilemma lies not in the break-up of team unity and the unrelenting attacks against his family by the Martin Romualdez House. His real dilemma lies in the bankruptcy of his political strategy that he and Evasco thought they could reprise from his 2016 run.

The question was asked how we fight for the end of the Dutertes without supporting the Marcoses' desire for perpetuation in power. As you can see, all things rotten will eventually disintegrate. We just watch and see.

Katherine Plantagenet: Richard III's Illegitimate Daughter

There is little known about Katherine and she is mentioned in just a few contemporary documents.

Her mother was possibly Katherine Haute, wife of James Haute, a relative of the Woodvilles. It is possible that Richard, in his youth, had an affair with this woman. He made an annual payment of 100 shillings from his East Anglian estates to this woman, before or in 1475. It is not known why he did so, unless as support for a child.

The earliest reference to Katherine is in her marriage convenant, dated 29th February 1484. We don't know where and how she grew up, but we know her father provided for her.

In this, William Herbert, convenanted with Richard to take Dame Katherine Plantagenet as his wife before Michaelmas (29th September).

Richard was generous, and provided a jointure in lands of £200 per year. He also settled the cost of the wedding and bestowed lands and lordship valued at £666 yearly on them.

They lived on their Welsh estate, Raglan Castle.

We can only assume that Richard recognised this child as his own and although baseborn and illegitimate, he cared enough to marry her well and make her Countess of Huntingdon.

When the couple married, Richard also granted William Herbert, Earl of Huntingdon and Katherine, his wife, various manors in Devon, Cornwall and Somerset.

As for Katherine's age, again, assumptions. The church permitted a girl to co-habit with her husband by the age of twelve. She cannot have been much older than 12-14 years. William, her husband, was about thirty and was on his second marriage (his first wife was Mary Woodville, sister of Queen Elizabeth Woodville).

The last reference to Katherine occurs on 8th March 1485. We don't know if she had children, but we know that she died young, for a list of peers present at the Coronation of Elizabeth of York in November 1487 describes her husband as a widower.

If Katherine had lived, she was probably 17 years old at her death. But that also is a matter of speculation. Chances are that her husband, now in Henry Tudor's good graces (although his son-in-law, he didn't fight for Richard at Bosworth, arriving "too late"), repudiated her as the usurper's daughter.

Katherine might have been buried at Raglan, which was owned by her husband and father-in-law, because there is no evidence that she lies with her husband at Tintern Abbey, where he is buried with his first wife.

General Topic / Don't Leave Anything for Later
October 02, 2024, 10:32:50 AM

Don't leave anything for later.
Later, the coffee gets cold.
Later, you lose interest.
Later, the day turns into night.
Later, people grow up.
Later, people grow old.
Later, life goes by.
Later, you regret not doing something...
When you had the chance.

Life is a fleeting dance, a delicate balance of moments that unfold before us, never to return in quite the same way again.
Regret is a bitter pill to swallow, a weight that bears down upon the soul with the burden of missed chances and unspoken words.
So, let us not leave anything for later. Let us seize the moments as they come, with hearts open and arms outstretched to embrace the possibilities that lie before us. For in the end, it is not the things we did that we regret, but the things we left undone, the words left unspoken, the dreams left unfulfilled.

Batanes, Babuyan Islands, the northern and western portions of Ilocos Norte (Pasuquin, Sarrat, Paoay, Bangui, Vintar, Burgos, Pagudpud, Bacarra, Currimao, Adams, Pinili, San Nicolas, Dumalneg, Laoag City, Badoc, City of Batac), and the northwestern portion of mainland Cagayan (Santa Praxedes, Sanchez-Mira, Claveria)
Warning lead time: 36 hours
Range of wind speeds: 39 to 61 km/h (Beaufort 6 to 7)
Potential impacts of winds: Minimal to minor threat to life and property

OTHER HAZARDS AFFECTING LAND AREAS
Heavy Rainfall Outlook
Refer to Weather Advisory No. 26 issued at 5:00 AM today for the heavy rainfall outlook due to JULIAN.

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are weaker in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is hoisted over the northern seaboard of Northern Luzon. For more information, refer to Gale Warning No. 11 issued at 5:00 AM today.

24-Hour Sea Condition Outlook
Very rough seas over the following coastal waters:
• Up to 5.0 m over the seaboard of Batanes
• Up to 4.5 m over the seaboard of Babuyan Islands and the northern seaboard of Ilocos Norte
Sea travel is risky for most types or tonnage of vessels, including all small seacrafts and motorbancas. Mariners are advised to remain in port or seek safe shelter or harbor.

Moderate or rough seas over the following coastal waters:
• Up to 4.0 m over the remaining seaboard of Ilocos Norte
• Up to 3.5 m over the remaining seaboards of Ilocos Region
• Up to 3.0 m over the northern seaboard of mainland Cagayan and the seaboard of Zambales
• Up to 2.5 m over the remaining seaboard of Cagayan and the seaboard of Isabela
Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels

TRACK AND INTENSITY OUTLOOK
• There is a significant change in the track forecast of JULIAN. The typhoon is still forecast to turn northeastward towards the southwestern coast of Taiwan, where it is expected to make landfall tonight or tomorrow early morning. After landfall, JULIAN is forecast to move erratically over the landmass and coastal waters of Taiwan before emerging over the Taiwan Strait on Friday evening or Saturday early morning. Afterwards, JULIAN will move southwestward over the Taiwan Strait and the waters south of mainland China.
• At present, there is no dominant weather system influencing the general motion of JULIAN. As such, considerable shifts in the track forecast of succeeding bulletins are not ruled out.
• JULIAN will continue to weaken due to a combination of incoming northeasterly wind flow over the East China Sea and Taiwan Strait and lower ocean heat content in its vicinity (which is related to upwelling of cooler waters caused by its slow movement for nearly two days). Further weakening is expected once JULIAN hits the landmass over Taiwan due to frictional effects. The tropical cyclone may become a remnant low during the weekend.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
The next tropical cyclone bulletin will be issued at 11:00 AM today.

Case Digest:

Fleet Management Services Philippines, Inc., Fleet Ship Management, Inc., and Janette T. Tumbali vs. Alejandro G. Lescabo

**G.R. No. 236305, October 16, 2019**

**Facts:**

This case involves a petition for certiorari filed by Fleet Management Services Philippines, Inc., Fleet Ship Management, Inc., and Janette T. Tumbali against Alejandro G. Lescabo, a former employee of the petitioners. The petition seeks to nullify the decision of the National Labor Relations Commission (NLRC) and the Court of Appeals (CA) which held that Lescabo's dismissal from employment was unlawful.

**Issues:**

1. Whether the NLRC and the CA erred in holding that Lescabo's dismissal from employment was unlawful.
2. Whether the petitioners had sufficient cause to terminate Lescabo's employment contract.

**Ruling:**

The Supreme Court, in a unanimous decision, granted the petition and nullified the decision of the NLRC and the CA. The Court held that the petitioners had sufficient cause to terminate Lescabo's employment contract due to his gross misconduct and dishonesty.

The Court noted that Lescabo was found to have falsified his attendance records and claimed overtime pay for hours he did not work. The Court held that these actions constituted gross misconduct and dishonesty, which are valid grounds for termination under the Labor Code.

**Disposition:**

The Supreme Court ordered the NLRC and the CA to dismiss Lescabo's complaint for unlawful termination and to reinstate the petitioners' decision to terminate Lescabo's employment contract.

**Ratio Decidendi:**

The Court held that an employee's gross misconduct and dishonesty are valid grounds for termination under the Labor Code. The Court also emphasized the importance of employers maintaining a high standard of discipline and integrity in the workplace.

**Significance:**

This case highlights the importance of employers maintaining a high standard of discipline and integrity in the workplace. The decision serves as a reminder to employers that they have the right to terminate an employee's contract if the employee engages in gross misconduct or dishonesty. The decision also serves as a reminder to employees that they must maintain a high standard of integrity and honesty in their work.

**Justice Leonen's Separate Concurring Opinion:**

Justice Leonen concurred with the majority decision but wrote a separate opinion to emphasize the importance of protecting workers' rights. He noted that while the petitioners had sufficient cause to terminate Lescabo's employment contract, employers must still follow the proper procedures for termination and provide workers with due process.

OTHER HAZARDS AFFECTING LAND AREAS
Heavy Rainfall Outlook
Refer to Weather Advisory No. 16 issued at 5:00 AM today for the heavy rainfall outlook due to Typhoon JULIAN.

Severe Winds
The peak of devastating typhoon-force winds will be felt over areas under Wind Signal No. 4 between this morning and afternoon.

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are weaker in areas sheltered from the prevailing wind direction.

• Significant to severe impacts from typhoon-force winds are possible within any of the localities where Wind Signal No. 4 is hoisted.
• Moderate to significant impacts from storm-force winds are possible within any of the localities where Wind Signal No. 3 is hoisted.
• Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Furthermore, the wind flow coming towards the circulation of JULIAN may also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today (30 September): Pangasinan, Aurora, Zambales, Bataan, Metro Manila, CALABARZON, Romblon, and Bicol Region
• Tomorrow (1 October): Ilocos Region, Cordillera Administrative Region, northern and eastern portions of mainland Cagayan, the eastern portion of Isabela, Aurora, Zambales, Bataan, Metro Manila, CALABARZON, Romblon, Camarines Norte, Camarines Sur, and Catanduanes

Coastal Inundation

There is a moderate to high risk of life-threatening storm surge in the next 48 hours over the low-lying or exposed coastal localities of Batanes, Babuyan Islands, and northern mainland Cagayan. For more information, refer to Storm Surge Warning No. 3 issued at 2:00 AM today.

HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is hoisted over the seaboards of Northern Luzon. For more information, refer to Gale Warning No. 6 issued at 5:00 AM today.

24-Hour Sea Condition Outlook
Very high seas over the following coastal waters:
• Up to 14.0 m over the seaboards of Batanes
• Up to 10.0 m over the seaboards of Babuyan Islands
Sea travel is risky all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Very rough seas over the following coastal waters:
• Up to 6.0 m over the northern seaboard of Ilocos Norte
• Up to 5.0 m over the northern seaboard of mainland Cagayan and the remaining seaboard of Ilocos Norte
Sea travel is risky for most types or tonnage of vessels, including all small seacrafts and motorbancas. Mariners are advised to remain in port or seek safe shelter or harbor.

Moderate or rough seas over the following coastal waters:
• Up to 4.0 m over the remaining seaboard of Cagayan and seaboard of Ilocos Sur
• Up to 3.5 m over seaboard of Isabela

Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels

TRACK AND INTENSITY OUTLOOK
• JULIAN is forecast to move generally west northwestward over the Balintang Channel today and pass very close to Balintang Island and Batanes. A landfall scenario over these areas remains likely. Nevertheless, this typhoon will be at its closest to Batanes and Babuyan Islands this morning through afternoon.
• The typhoon will begin recurving tomorrow (1 October) while moving slowly, then turn generally northeastward on Wednesday (2 October) towards the southwestern coast of Taiwan, where it is forecast to make landfall on Wednesday morning or afternoon. JULIAN may briefly leave the Philippine Area of Responsibility (PAR) during this period but bulletins are expected to continue. The typhoon will then cross the rugged terrain of Taiwan and emerge over the waters east of Taiwan by Thursday (3 October) morning. Afterwards, the typhoon will gradually accelerate northeastward towards the East China Sea and exit the PAR region on Thursday morning or afternoon.
• JULIAN will continue intensifying and may reach super typhoon category tomorrow at the start of its recurvature. Interaction with the rugged terrain of Taiwan will trigger a weakening trend prior to landfall, although JULIAN is forecast to remain as a typhoon until it exits the PAR region.

Philippine Business News / DOF Philippines Budget 2025
September 17, 2024, 03:36:46 PM
This message is awaiting approval by a moderator.

IN PHOTOS: Finance Secretary Ralph G. Recto has thanked the House of Representatives' Committee on Appropriations panel for endorsing the Department of Finance's (DOF) PHP 33.75-billion budget for fiscal year 2025 which prioritizes digitalization for efficient tax administration and better public service.

Sultan Kudarat Representative and Committee on Appropriations Vice Chair Horacio Suansing sponsored the DOF budget before the House plenary on September 16, 2024.

In his sponsorship speech, Suansing manifested his support to increase the budget for the Bureau of Internal Revenue (BIR), the Bureau of Customs (BOC), the Bureau of Local Government Finance (BLGF), and the Philippine Tax Academy (PTA).

In addition, Representative Suansing also called for the replenishment of the People's Survival Fund (PSF) to support numerous climate adaptation projects of local communities.

"In view of this chamber's pursuit to undertake productive investments, particularly in our local institutions to strengthen our macroeconomic fundamentals and thereby protect the country's long-term growth and development prospects, I appeal to my colleagues in Congress to do the same," he said.

The DOF's proposed budget for 2025 of PHP 33.75 billion is 20.8% higher than the 2024 General Appropriations Act (GAA) level but represents only 0.5% of the government's total proposed 2025 national budget of PHP 6.352 trillion.

To prioritize workforce development and the digitalization of its attached agencies, 41.4% of the DOF's proposed budget is allocated to Personnel Services, 37.9% to Maintenance and Other Operating Expenses (MOOE), and 20.6% to Capital Outlays.

History / Who is Lao Ai
September 15, 2024, 11:03:25 AM

Lao Ai was a notable figure in ancient China, most infamous for his scandalous relationship with Queen Dowager Zhao of the Qin Dynasty. Originally of humble origins, Lao Ai rose to prominence due to his involvement in the inner workings of the palace. His affair with the Queen Dowager was a closely guarded secret that ultimately fueled significant political intrigue. To maintain his access to the Queen and circumvent palace protocols, Lao Ai disguised himself as a eunuch, allowing him to stay close to her and further complicate the scandal.

As Lao Ai's influence grew, he began to plot a significant power move, aiming to establish a new state. His ambitions were seen as a direct threat to the stability of the Qin Dynasty. When the affair and Lao Ai's treasonous plans were uncovered by his political rivals, the consequences were swift and brutal. The scandal surrounding his relationship with the Queen and his bold aspirations made him a key target for those seeking to consolidate their power.

Lao Ai's downfall was marked by a particularly gruesome ex*cut!on method known as (五马分尸, wǔ mǎ fēn shī). This method involved tying the condemned to five horses, each pulling in a different direction. The extreme nature of his ex*cut!on was intended to serve as a powerful deterrent against similar acts of treason and rebellion.
