Sixteen-year-old Christian Taylor was found hanged in his bedroom on Monday, May 31: Memorial Day, a school holiday, which for most kids means the start of summer.

Taylor was a freshman at Grafton High School in Yorktown, VA. What's especially tragic about this suicide is that the teenager had complained to school and law enforcement officials about being bullied, but nothing was done to stop his tormentor. According to York-Poquosen Sheriff Sgt. Dennis Ivey, authorities had also looked into complaints by Taylor's mother, Alise Williams, weeks ago, but turned the matter over to his school after finding no crime had been committed. No action was taken, and Taylor's tormentor remained at school.

Because of Taylor's death, Ivey said, authorities are now re-examining the case to see if any laws were broken.

How many lost teenage lives are we going to have to witness before school authorities take this issue seriously? In Massachusetts, less than six months ago, 15-year-old Phoebe Prince hanged herself after being assaulted and bullied by classmates. Currently six teenagers face charges in that case.

And now here's another one. Teenagers can be both mean and cruel, as well as scared and extremely vulnerable. Above all, they need guidance from adults, even when (maybe especially when) they act as if they hate all authority. Every school has a legal responsibility to deal with bullying that occurs on school property and, in many cases, between school and home.

What happened in Taylor's case? According to his mom, "Chris was a good kid…. He had the usual teenage problems, the awkwardness and all, but he had a girlfriend and friends and they're devastated." She described her son's bullying as "just a lot of taunting and saying mean stuff" but added that in one instance, his tormentor, a classmate, told her son to "go ahead and commit suicide and get it over with."

Meanwhile, the bully "is still in school," said Williams. "They have not suspended him. He has not been expelled. And he doesn't just target my son, he's targeted quite a few others."

A Malaysian official appears to be baffled as to why he came under fire after defending an Indian company's plans to build an animal testing lab in his country.  The Chief Minister said, "God created monkeys and rats for experiments to benefit humans."

India's Vivo Bio Tech, Ltd. plans to set up a biotechnology laboratory in Malacca, a state in southern Malaysia that will test medications for cancer and diabetes.  Trial medicines will be tested on dogs, primates and other animals.  The company said it intends to import beagles from Holland and capture primates from the local area.

The facility is a $141 million joint-venture between Vivo, state government-owned Melaka Biotech Holdings and a local company named Vanguard Creative Technologies.

The decision to allow Vivo into the country has outraged worldwide animal rights organizations on several levels.  Many of them have joined together as a coalition to try to stop the project.

They are angry because Malaysia has no laws overseeing the testing of animals. The activists see the move as a way for Vivo Bio Tech to run unchecked experiments on innocent animals in a country that will allow them to do so. 

And they are infuriated by the many offensive remarks made by Malacca Chief Minister Mohamad Ali Rustam about the animals to be used at the Vivo laboratory. 

The Chief Minister is proud to have the lab in his state and cannot understand why the outside world is crashing in on his parade.

The Chief Minister told The Associated Press, "God created animals for the benefits of human beings.  That's why he created rats and monkeys…We cannot test on human beings.  This is the way it has to be.  God created monkeys, and some have to be tested."

Under this Order, the vehicles shall be used officially through the issuance of a serially numbered trip ticket, duly signed by an authorized official and shall be displayed on the windshield or in another conspicuous place on the vehicle.

These red plated vehicles must be kept in a designated / provided garage after office hours, during weekends and even on holidays.

The Order also states that use of government vehicles on Sundays, legal holidays, or out of the regular office hours and even outside the route of the officials and employees which are authorized to use them, or by a person other than the one authorized shall be treated a prima facie evidence of violation.

The report shall contain the type of vehicles used, plate number, the place and time where the government vehicle is seen/found and preferably should be taken with pictures for harder evidence.

Anyone found violating the provisions of the Order shall be sternly dealt with in accordance with existing laws, rules and regulations at the Office of the Ombudsman.

The Frogs Desiring a King

The Frogs were living as happy as could be in a marshy swamp that just suited them. They went splashing about, caring for nobody and nobody troubled them.

But some of the frogs thought that this was not right, that they should have a king and a proper constitution, so they sent up a petition to Zeus to give them what they wanted.

"Mighty Zeus," they cried, "send unto us a king that will rule over us and keep us in order."

Zeus laughed at their croaking and threw down into the swamp a huge Log.

The Frogs were frightened out of their lives by the commotion made in their midst, and all rushed to the bank to look at the horrible monster. But after a time, seeing that it did not move, one or two of the boldest of them ventured out towards the Log, and even dared to touch it. Still it did not move.

Then the greatest hero of the Frogs jumped upon the Log and commenced dancing up and down upon it; thereupon all the Frogs came and did the same, and for some time the Frogs went about their business every day without taking the slightest notice of their new King Log lying in their midst.

But this did not suit them, so they sent another petition to Zeus, and said to him,

"We want a real king; one that will really rule over us."

Now this made Zeus angry, so he sent them a big Stork that soon set to work gobbling them all up. Then the Frogs repented, but it was too late.

Moral lesson: Better no rule than cruel rule.
