Iran's nuclear negotiator Larijani resigns

Chief nuclear negotiator Ali Larijani, Iran's main contact with the West over Tehran's atomic programme, has resigned, the government said today.

President Mahmoud Ahmadinejad accepted his resignation and Saeed Jalili, deputy foreign minister for European and American affairs, was expected to replace Mr Larijani, the official IRNA news agency said.

Mr Larijani had been set to meet EU foreign policy chief Javier Solana in Rome on Tuesday for more discussions about Iran's nuclear ambitions. The West fears Tehran wants to build atomic bombs and has imposed two sets of sanctions through the United Nations. Tehran insists it wants only to produce electricity.

Government spokesman Gholamhossein Elham, quoted by IRNA, said Mr Larijani's replacement was expected to meet Solana as planned. European officials say Mr Larijani has long had difficulty in getting the Iranian establishment to support his negotiating strategy.

Some analysts have said Mr Larijani had differences with Ahmadinejad over tactics although both oppose halting the nuclear programme in the face of increasing Western concern and threats of more sanctions.

"Ali Larijani, the secretary of the Supreme National Security Council, resigned from his position," Elham said.

"Despite Larijani's resignation, there will be no change in the council's programme and the new secretary will meet Javier Solana."

An official at Italy's Foreign Ministry said it would be up to Solana to decide whether the Rome meeting went ahead and "we will have to wait and see who replaces Larijani", the official said.

Major powers have agreed to delay new sanctions until November to see if Iran's deal with UN inspectors of the International Atomic Energy Agency (IAEA) to clear up suspicions about Iran's intentions yields results and to await a report by Solana.

"The IAEA is working with a group of technical counterparts in Iran," a spokesperson for the International Atomic Energy Agency said on Saturday, declining to be named or to comment any further.

The final say in Iran in all matters of state, including nuclear policy, lies with Supreme Leader Ayatollah Ali Khamenei under Iran's system of clerical rule.

VM Veloso saves city from Sen. Zubiri’s fund exclusion
By: ven rebo arigo

ACTING Mayor Jose Antonio “Toto” Veloso and two councilors saved Tagbilaran City from exclusion from the P50 million windfall that Sen. Miguel “Migz” Zubiri announced last Saturday to be distributed to the provincial government and 47 towns in Bohol.

Their representation secured for city hall P2 million from the Mindanao senator who announced in the Grand Cooperative Gathering at the Bohol Cultural Center to give P3 million to the provincial government and P1 million to each of the 47 towns.

For unknown reason, Zubiri did not mention Tagbilaran City in his speech there.

Vice Mayor Veloso, who has acted as mayor since the other Friday on account of Mayor Dan Lim’s travel abroad, and Councilors Edgar Kapirig and Bebiano Inting thus dashed to the Metro Centre where the senator met with the local press after his applauded appearance at the cultural center.

There, Kapirig and Inting of the Sangguniang Panlungsod (SP) cooperative committee joined Zubiri, Cooperative Development Authority Chairperson Lecira Juarez and the cooperative leaders in Bohol in discussing the proposed amendments to Republic Act 6938, otherwise known as the Cooperative Code of the Philippines. Zubiri chairs the Senate cooperative committee

The acting mayor, members of the SP and other city officials already scheduled in the morning of the same day a clean-up at the Mabaw Reef, which is declared a marine sanctuary and eco-tourism seawater, off Ubujan and Taloto.

From Metro Centre, Veloso joined Zubiri, his lovely wife Aubrey, Gov. Erico Aumentado and other local officials in a dinner at the governor’s residence.

City hall has yet to identify the projects to be funded out of Zubiri’s P2 million, which now forms part of the senator’s P52 million total reward (including the P1 million for each of 47 towns and P3 million for capitol) for placing fourth in Bohol in the May 14 election for senators.

While many attributed the “sudden inclusion” of P2 million for the city in the senator’s “payback package” for Bohol to the representation of Veloso bolstered by the presence of the two councilors, sources revealed, however, that Zubiri is also a close friend of the vice mayor’s brother named Dominic.

Veloso’s brother-in-law himself, Rep. Edgar Chatto, and Zubiri have been close peers in Congress since the senator’s stint then in the Lower House as a congressman from Bukidnon.

Apart from securing P2 million from Zubiri, Veloso, still as acting mayor, separately met with the city department heads and the Association of Barangay Councils on various concerns, graced the turnover of the barangay covered court at Mansasa funded by Chatto, and led in the city’s observance of the 16th anniversary of the Local Government Code with a thanksgiving mass at the city hall atrium, followed by People’s Day activities that included the monitoring of the blood pressure of the employees.

Tomorrow, Veloso will join Department of Health Regional Director Susana Madarieta and Gov. Erico Aumentado in launching the door-to-door measles elimination drive dubbed the “Knock Out Tigdas” at the city hall atrium.

Farmers say GMA coming
sealed lid of “dam stink

AS President Gloria Macapagal Arroyo commissioned the Bohol Irrigation Project Stage II (BHIP II) October 12, farmers groups here believed her coming was to seal the lid of the damned project tinted with corruption.

“It is a clear manipulation so that the controversy surrounding the expensive project would quiet down,” they said in a press statement signed by Bayan secretary general John Ruiz III.

The President came here, October 12 amidst strong protests launched by Hugpong sa Mga Mag-uumang Bol-anon (HUMABOL) and Bayan. HUMABOL is a farmer group under the umbrella of the Bayan, and their farmer members in San Miguel, Ubay and Trinidad have been directly affected, perceived corruption on the project and the inefficiency of the multi-million irrigation facility.

Subject to the thick of protests is the P2.384B Bohol Irrigation Project Phase II or the Bayongan Project, which got national attention after a giant television network made a documentary, taunting it as one of the “most expensive pieces of government infrastructure.”

The project has since incurred P1.2B more in cost over-runs, making it one of the most costly irrigation projects in the country.

BHIP II Project manager Engr. Modesto Membreve has since dismissed the allegations. Devaluation and delay in the implementation of the project cost the budget shortfall, NIA engineers said.

Many Boholanos speculate that National Economic Development Authority Secretary Romulo Neri’s transfer to the Commission on Higher Education was an offshoot of his refusal to approve the request for further allocations for the dam.

The facility, an evolution of the irrigation component of the Bohol Integrated Area Development Project in 1972 is one of the three facilities conceived to irrigate some 10,000 hectares of farmlands in the northeastern part of Bohol.

The latest of the two-stage implementation plan, the Bayongan Dam (BHIP II) came after the Y4.6B yen Malinao Dam (BHIP I) and the Japan International Cooperation Agency (JICA) funded Capayas Dam.

The protests in Bohol have fairly been centered on the alleged inefficiency of the facility, whose design depends on the water supply spillover of the Malinao Dam.

“If it’s designed to get its water supply from Malinao, it is ridiculous. Even the Malinao dam could only serve a little more than a thousand hectares from its original target of 4,900 because it doesn’t have enough water needed for it to be fully operational,” a farmer, who is supposed to benefit from the first dam (Malinao) said.

Many farmers, mostly in Dagohoy are complaining that their lands leveled in 1996 anticipating water from Malinao, have remained idle and unproductive for the past ten years. Loss of income from their farmlands is caused by failure of the dam to deliver water to its target-areas bloated beyond its actual capacity, farmers lamented.

Aside from that, farmers’ woes did not end there. Their land titles were allegedly taken by NIA and are only to be returned if they can repay the cost incurred on the leveling of their lands. They are being held hostage and accountable to an obligation that was imposed on them but have not, in return, yielded products for their lands, they said.

The National Irrigation Administration has admitted in its project brief that the Bayongan reservoir indeed has very small catchment area that most of its water supply will come from Malinao reservoir.

NIA estimates 63.5 million cubic meter of water per year from Malinao will be transferred to Bayongan through a canal earlier built to accommodate such discharge.

HUMABOL members alleged that Malinao dam facility failed to irrigate more than a thousand hectares. Designed to irrigate 4,960 hectares, the first dam have not fully served its target areas because the water level at the dam proved to be insufficient.

“How could then Malinao dam give what it does not have in the first place?” they asked.

“LET THERE BE WATER”
By: Fred C. Amora

The moment of truth has come. Water is finally released into distribution canals of the controversial P3.6-B Bayongan Dam. But will water reach its targeted areas of 5,300 hectares rice lands in the towns of San Miguel, Trinidad and Ubay?

PRESIDENT Gloria Macapagal Arroyo herself led the commissioning of the Bayongan Dam, Friday, October 12, activating an irrigation facility eyed to boost Bohol’s dream of emerging as the rice basket in Central Visayas.

The Bohol Irrigation Project Phase II, known as the Bayongan Dam in San Miguel town, is about 88 kilometers from Tagbilaran City. Its water supply partly depends from spill over of an earlier dam project in Malinao, Pilar (BHIP-1). Unlike other dams, the two facilities wholly impound rainwater and are not connected to any major water source or river.

Arriving at 10:00 am by presidential chopper from Benito Ebuen Airport in Mactan, Cebu, the President and her party landed directly in San Miguel where she led the opening of the main valves from the facility’s main dam to the canal distribution network. The President’s coming was her fourth time in Bohol this year.

Then she led the unveiling of the marker of this P3.684B project funded by both the Government of the Republic of the Philippines and loan from the Japan Bank of International Cooperation (JBIC).

Irrigation officials stressed that the P3.6B project could be irrigating some 5,300 hectares of farmlands summing up to P574.7M annual net incremental increase in rice and other crop production as direct irrigation benefits.

This translates to about 160% cropping intensity and raises production by 42,500 tons of palay. Roughly, this is valued P510M, irrigation officials said.

The irrigation facility whose coverage includes the 750 hectares served by the existing Capayas Dam is set to benefit 3,605 farmers, while spurring up local jobs during its construction stage.

NIA even forecasted that after the completion of the construction stage, the employments shifts to the farm levels where an estimated 2,230 full time farm jobs would be added annually to Bohol’s growing farm workers.

Also with the Pres. Arroyo was the Japanese Ambassador to the Philippines, His Excellency Makoto Katsura, together with Department of Agriculture Secretary Arthur Yap, Tourism Sec. Ace Durano and and JBIC key official.

NIA Administrator Mar Tugaoen briefed the President about the project. Farm inputs from the Bureau of Fisheries and Aquatic Resources and the DA were also turned-over to the farmer-beneficiaries of Bayongan Dam.

After a brief program, the President and her party flew to Cebu at 11:00 for another official government function until 3:30 when she went back to Manila.

karon, naay na may mga snatcher sa Tagbilaran oist! it has really grown so big a city

Welcome Rv!

you look "gwapo" labi na siguro kon makita tibook face:-))

I personally think that Tagbilaran is already so crowded and congestic city.
There was a plan before to moved the capital city of Bohol to Carmen.

Unya ibeautify ang Tagbilaran..himoan ug daghang nindot nga park.

There is also enough space to build a new domestic airport in Carmen.

Very korek ka Willmerit,

What this "PreciousNpolite" in Expat site elaborated in general pointed all Filipinas as a whole  is a big impertinence!
It took me to wait for 6 yrs after visiting my parents, relatives and friends left behind.  Immediately after a short stay after  acquiring a permanent visa  had landed here a good office job but must have to support my jobless first husband...bought all appiances for a small apartment. Again times lapsed another 6 years for an emergency home visit due to my Papas sudden death after a long time of illness (stroke), thanks God had saved a bit normally it was for driving license planned.
Dili baya sayon.....receiving a telegram, and then arrived two days later unya lungon na imong abtan sa sala! It is hard to remember this happenings....had saved too long but sayang everything was too late. In the period of 12 years 2x home with my own "singgot ug kahago" and i am very proud of this, paying my own driving license, bought an old car for work purposes. Now, i don't care i have no money- as long as i will be home yearly for life is too short and for what money for?

Hi Bambi,

I can only agree. I admire you for being  so hardworking and your patience.
Yes, it feels good to be financially independent from your partner.

Daghan sab mga foreigner di kasabot sa atong culture..

And you are doing the right decision. It is good to have money but money is NOT everything.
There are more valuable things in life than money.
I would prefer too to be financially poor but rich in other things.

And yes, life is short. Anha nata kahunahuna ana kon moabot nata 40 years old.
I started thinking what purpose my life has when I turned 40.

Although I have daily contacts with my parents thru phone, internet..it is nice to be with them in Bohol. I have celebrated 16 christmas without them.

So i will also do my best now to visit Bohol every year if possible.

Take care Bambi and hope we could meet in Bohol.

hahahaha really? LOL!!!!! And all this time, ive been telling my friends that the thing i cook is called 'bicco' hahahaha! Ma addicted jud na ahong amigos sa 'bicco' kai, every saturday mo lutu man ko pinoy food (this weekend, i cooked adobong baka, menudo and piniritong isda with rice of course, lol). Hadlok kaayo kai, while i was cooking, my housemates (who live downstairs in our apartment) smelled what i was cooking and came to the kitchen area and just sat on the table and asked what the 'smell was' hahaha. LOL. Ma kilig pood ko sometimes kai, when i eat filipino food, i use my fingers and my housemates also tried eating with their fingers, lol. Gi kaun jud nila tanan...all the adobo was consumed, and the menudo hahaha..the only thing they didnt like was the pinirito isda...da!

Pero ya...Filipino food is so addicting kono, says my  friends Bryan and Don.

Doy swerte ang imong mapangasawa kay kamao man diay pod ka mangluto.

I didnt know that this kind of exchange of words was being manifested, Ate Anel. And I truly apologize and sorry for the wrong things that happened. I personally am against personal attacks, and I can understand where you come from. I really, really, really, really feel sad right now--

Lets just move on from this. Kai it hurts if we keep on talking about it.

Bran, I am glad you understand how I feel.
#857
If and when he can bring himself to sincerely apologized..I am always here waiting to forgive him.

I was not even aware of this incident and I am sorry Ate Anel for what happened. Pero I have to speak for my friend Hajji, because from all the times ive known him here, he never once came across as negative at all. He's a good man, and funny one at it. I hope we all can forgive one another and learn from this. Okay? We are Boholanos, and we shouldnt fight amongsts ourselves, there are people out there that want our disunity....and we shouldn't give in to it.

Im sorry, Pare, hope we can talk on yahoo about this.
Ate Anel, sorry pood that this happened to you, i hope that both of you can find it in your heart to forgive and forget. Let bygones be bygones..

Truly,
Bran

Bran, I have no problem forgiving him..in fact I had already forgiven him that night he told me to find a psychologist for my son.

When he said my son needs a psychologist I tried to be patience and kindly answered him that my son doesnt needs a psychologist. But later he make a joke about  it and when I  asked him to refrain from making jokes about my son , he didnt show any respect. he said it was not even a joke..

And later in balut thread he repeatedly lambasted and make fun of my son as being gay just because he doesnt eat meat and feel sorry for animals being killed.
Of course, I now have to react.

Other TB members who showed concern about what he wrote, he dismissed with ugly words...as if he owns TB and he can do anything!

What is it with this man? He can not even respect a simple request from his fellow TB members.

What a show of arrogance. for what?

All my life..no one has ever called me abno..or autistic..more so to my son who has not done him any wrong. I have always tried to be kind to everyone and follow the golden rule "do not do unto others what you do not want others do to you."

So what have we done to deserve this harrassment from Mr Hajji???

If Mr hajji thinks it is ok to write such deregatory words in this forum without any consequences and he even seems proud of what he had done as he is asking other members if they have "seen the show last night."

So for him it was just a play and the play is now over and he can continue to write to TB as if nothing ever happens.!??

Fellow TB members, is harrasment in this forum Ok? and no big deal because it doesnt concern you?

Matod pa bitaw ni Hajji "ayaw mo pag apil apil ani kay wa moy labot".
So next time he harass other TB members we will just stand by and be quite?

I was happy when i found TB and was  hopeful that oneday we could TOGETHER do something BIG to make a difference to the lives of our poor kababayans in Pinas.

but how can we unite for the Big thing when one TB member can not even behave?

Success all starts with our attitudes. A show of respect to each member is a must in order for an organization or group  to be successful..

Respect and show of concern for each members is our guiding light, without it we will only be like the others stumbling in the darkness.

If Mr Hajji can not bring himself to apologized to TB members for  his behaviour , How can I then be able to forgive him specially now when he is attacking mine and other peoples computer?
what for? To show his superiority in IT?
or another show of arrogance??

#859
Mr Hajjis  is NOT satisfied with harassing me in TB..
Now that I am silent..he continued to harass and attack my yahoo mess with all kinds of virus for 10 minutes so I was forced to shut down my computer and delay my work.

Now that I'm 28 and I remember this poem, nakaingon ko nga grabe gyud ka kuyaw ang Bisaya nga pulong kung lami ang pagkatagik sa balak. Apan lagi, usahay, grabe pud ka palabaw ug makasasala nga balak, sama pananglit ning maong balak:

this is just an excerpt from a long poem...

bu**** kono ako
Kay miingon man ako kaniadto

Mao diay.

Agree ko ani, kanus-a man magsigod ug kinsa man tig-gunit sa halin :)

Hi Happy,

Although all organizations here in Sweden have to be registered at the tax authority before it can be legal and there is transparacy rules here..I make sure..not a single Filipino will make katahap to me that I founded the organization para mangorupt lang.

Because surely my main purpose is to HELP and NOT corrupt.

So.. it is stated in the organizations bylaws that the FGCA treasurer can not withdraw any amount from the bank without the president, vice president and secretarys co signature.

Kani nga bylaws naa sab ay copy ang bangko ani. usa sa requirement nila dire.

Ang treasurer walay gikubtan nga kantidad..pulos ra papel. Kay ang mga membership fees naa deretso sa bangko deposited in the organizations bankgironr which the bank authorities here have control.

When the organization sent the money to pay for the scholar in Bohol..money was sent directly bank to bank and payed to the school at once.
Mga recibo ray gikubtan sa treasurer kay kada tuig naay gitawag ug "Ã...rsmöte."(yearly meeting) .usa sab ni sa rule sa kada organization dire. Ana nga time naay auditor mag audit sa tanang panghitabo sa kwarta sa organization so if the treasurer is a k******n..mailhan siya dayon.
Maulawan gyod ug dako...ug guba na iyang reputation.

Unya ang mga close relatives sa tanang FGCA officer dili sab allowed moapply ani nga scholarship.
So I can 100% assure you that FGCA is safe from corruption and its only purpose is to help our poor kababayans there. Believe it or not.:-)

Regarding what we can do in TB..

I think we can only do wonders  if we all share the same concerns, dreams and aspirations in life ..to help our poor people back home.

Pero hangtod nga magpabilin pa nato ang atong mga katahap..ug ang atong crab mentality wa tay maaccomplish.

This is only my own opinion.

Anda is better in the sense that it is still not crowded compared to Panglao. Well, Anda sand is great compared to Panglao too. However, local leaders MUST MUST see to it that the necessary development framework will be in place. We do not want to have a repeat of what happened in Panglao.

Anda is an eco-cultural tourism site in the eastern peninsula. You can find there apart from the beautiful white beaches, the hanging coffins, relics of old Bohol, cave writings that dates back to antiquity. Anda tourism development should not be designed for MASS tourism. It has to be a controlled development initiative in order to maintain the heritage the people there have cherished for so long.

For future resort developers including Bohol Beach Club's Anos Fonacier, a piece of advice.... develop your resort in a way that will reflect the lives, the heritage, the culture and traditions of Andahanons and the Boholanos in general. Dont bring in  Spanish roof tiles and construct Med Villas. Structures should relfect and express vernacular Boholano architectures and art. Accessorize your hotels/resort with local crafts and arts.

Much has to be desired.......

hi beagle..

This is a  good piece of advise for Mr Fonacier.

I will definitely visit Anda next time I am in Bohol.
