Mendoza has served COA for more than two decades, and was appointed commissioner in March 2011.

She shot to fame after helping probe corruption allegations in 2011 against two former comptrollers of the Armed Forces of the Philippines â€" Carlos Garcia and Jacinto Ligot.

Later, she served as an expert witness during the impeachment trial of then Philippine chief justice Renato Corona in 2012.

She is also a government witness in the trial of Elenita Binay, wife of Philippine Vice President Jejomar Binay, over corruption charges before the anti-graft court Sandiganbayan. â€" Rappler.com

On its website, the UN Office of Internal Oversight Services (OIOS) describes itself as the “internal oversight body of the United Nations.”

The OIOS assists the UN secretary-general “through the provision of audit, investigation, inspection and evaluation services.”

Mendoza is set to succeed Carman Lapointe, a Canadian who served as the auditor general of the World Bank Group from 2004 to 2009.

Two decades in government

Explaining Mendoza’s nomination, the UN noted her post as COA commissioner, as well as external auditor for the Food and Agriculture Organization, World Health Organization and International Labor Organization.

“As a certified public accountant, Ms Mendoza has over 20 years of service in government particularly in the field of audit, investigation, fraud examination, anti-corruption and integrity advocacy,” the UN added.

MANILA, Philippines â€" United Nations (UN) Secretary-General Ban Ki-moon named Heidi Mendoza, a commissioner of the Philippines’ Commission on Audit (COA), as the new head of the UN’s internal watchdog.

In a statement Monday, October 5, the UN said Ban “informed the General Assembly of his intention to appoint Heidi Mendoza of the Philippines as the new Undersecretary-General for Internal Services for a 5-year, non-renewable term.”

Mendoza begins to serve in this role “once the UN General Assembly gives its expected formal approval,” the Associated Press reported.

And then she introduced herself: She was not merely Jesse’s devoted wife and firm supporter. With his help, she had achieved her childhood dream, of becoming a lawyer like her father, by studying at night while working during the day. And when she passed the bar, she chose the more difficult path: “Noon pong nakamit ko ang matagal ko nang minimithi, ipinangako ko po sa aking sarili na gagamitin ko sa tama ang ipinagkaloob sa akin” (When I reached my lifelong goal, I promised myself that I would use what was given to me the right way). To this end, she said, she served first in the Public Attorney’s Office, providing legal counsel to those who could not afford it. And then she joined an alternative lawyers’ group, in which capacity she was able to work with “farmers, fishermen, workers, the urban poor, women, youth, indigenous people.”

It was an introduction that made people, even those looking cynically at campaign politics, sit up and take notice. “Hindi po ako si Jesse,” she said at one point. I am not Jesse. She must have meant it as a disclaimer, but it came across as a simple, subtle affirmation: I am my own person.

She met the third objective by acknowledging her reservations from her first sentence. “Dumating na po ang araw na sinusubukan naming mag-iina na harapin nang buong tapang” (The day I and my daughters have tried to face with full courageâ€"that day has come). She spoke about her initial response to the news that she was being considered for the position: “Bakit ako? Sa dinami-dami ng puwedeng pagpilian, bakit ako pa?” (Why me? Of the many possible choices, why me of all people?) She addressed her daughters, whose lives will be, as Roxas said in his introduction, “put on hold,” with words of gratitude and assurance.

The first she did simply by being herself: A woman unused to the national spotlight, an obvious bundle of nerves. She knew she could not take the decision to run for higher office lightly, and showed it in her demeanor: Calm but tense, her handkerchief in constant use. But how refreshing it was to see a politician not swaggering with unearned confidence but entirely self-aware about her limitations. (There was also a neat touch later in the speech, when she pointed out that she had decided to run for Congress exactly three years to the day.)

She met the second objective by talking often and plainly about President Aquino’s brand of governance (at one point, she spoke of a “Golden Age”â€"something that critics of the Aquino administration will have a field day with, but also something that many reform-minded members of the administration must have thought among themselves but had not yet articulated). She also spoke about Roxas’ friendship with her husband, the popular mayor of Naga City and Aquino’s first interior secretary, who perished in a plane crash. She tied the two strands together with a simple declaration: “Malinaw po sa akin na si Secretary Mar Roxas ang magpapatuloy sa daang matuwid na sinimulan ng administrasyon ng ating mahal na Pangulo” (It is clear to me that Secretary Mar Roxas is the one to continue the straight path started by the administration of our beloved President).
#7909

Speaking in the same venue where Roxas made a political sacrifice and gave way to Aquino’s candidacy in 2009, she needed to explain, simply and convincingly, why she was reluctant to accept the summons to run for higher office, and why, despite that, she was nevertheless accepting the challenge to serve as Roxas’ running mate.

And speaking in the same Club Filipino which had served as stage or backdrop to historical personalities, she needed to introduce herself to the country, not simply as the valiant widow of Jesse Robredo, but as a person, a political leader, in her own right.

Judging from public reaction, she met all four objectives with great success.

Rep. Leni Robredoâ€"the subject of the longest political courtship in Philippine history, according to an irrepressible Sen. Ralph Rectoâ€"needed to meet four objectives in her acceptance speech, as the vice presidential candidate of the Mar-Roxas-led Liberal Party coalition.

Speaking on Monday in the same storied members’ club where Corazon Aquino took her oath of office as president in 1986, Robredo needed to bring to the occasion the right, becoming, sense of history.

Speaking in the same hall where Benigno Aquino III announced his presidential candidacy as standard-bearer of the rejuvenated Liberals in 2009, she needed to make a compelling case for party and program continuity.

In a preview of his approach toward China if elected president, Vice President Jejomar Binay stressed China's economic might as he pushed for bilateral talks between Manila and Beijing over the disputed South China Sea.

"May pera po ang China, kailangan po natin ng kapital (China has money, we need capital)," Binay said in an interview on Saturday, April 12, over the radio station DZYM in Catarman, Northern Samar.
(excerpt from Rappler, more at http://www.rappler.com/nation/89880-binay-china-philippines-south-china-sea)

aaargh! bilateral? doesn't he know why it's impossible for the philippines to hold bilateral talks with china over this issue because CHINA DEMANDS THAT THE PRE-CONDITION FOR BILATERAL TALKS IS FOR THE PHILIPPINES TO ACCEPT FIRST THAT IT IS CHINA THAT OWNS THE WHOLE SEA as shown by its controversial nine-dash line?

his statement sounds like he's courting china. it is cause for fear.

which could be the reason why binay chose not to take bongbong as his runningmate, who knows?  binay was one of those leading lights in the fight against dictatorship.  too bad he himself has taken on the ability to amass unexplained wealth. anyhow, a partnership of convenience with bongbong may prove too toxic for him, and he's no fool.

we are a great enough country for being very forgiving---some countries may call it idiotic (well, the marcoses are very much around, being voted into public office again and again for good measure while those of similar family histories in other countries have been executed, e.g., romania, libya, iraq, among others)---but to put them back on either of the top 2 posts of the land is tantamount to an insult to the martial law generation who happens to be parents now of generation x-ers and millenials.  who can say if some would take it like denying that we have no parents and grandparents who fought and died in world war 2.

it would be well to just let them enjoy their stolen wealth (as if we have a choice here; marcos is ranked #2 in world kleptocracy, but he's credited for being the reason behind the appearance and popularization of this word in global lingo).  just don't let them dance on the graves of those who have directly suffered the dark years of marcos dictatorship.

lisod saligan, morpa.  so far, my pedestrian predictions have hit right, kanyahay ra medyo bilib si banana republic.  years ago, i voted for salonga in keeping with the banana republic's 'philosophy' of voting for candidates we believe in but are not necessarily on a winning streak.  (we voted differently because we believed differently, thus.) but i said then that ramos will make it and he will be the right man for the moment.  i don't think i was wrong there.

just now, a marcos on top or nearest the top just might be an insult to the post-war to martial law babies generation (aka baby boomers, those born from 1942-1964 or thereabouts).

“As a freedom fighter, Senator Arroyo has had his share of physical and mental tortures having been incarcerated in a military stockade, gassed, injured and hospitalized during protest rallies,” according to his biography posted at the official website of the Senate.

During the snap elections in 1986, Arroyo served as counsel of the late President Corazon Aquino.

After EDSA I, the late senator held various post in government first as executive secretary in the Aquino cabinet from 1986 to 1992, then as chair of the Philippine National Bank and as executive director for the Philippines in the Asian Development Bank from 1986 to 1990.

“As lead prosecutor during the impeachment trial of President Joseph Estrada, he was remarkable,” it further said.

A human rights lawyer and freedom fighter, Arroyo was among those who questioned before the Supreme Court the ratification of the Marcos-dictated 1973 Constitution; Amendment 6 that empowered President Marcos to exercise law making powers alongside the Batasang Pambansa; the power of military tribunals to try civilians.

He also helped defend political detainees like Benigno “Ninoy” Aquino, Eugenio Lopez Jr., Serge Osmeña III, Jose Ma. Sison, Jovito Salonga, Nene Pimentel, Eva Kalaw, Renato Tañada, Eduardo Olaguer and many others.

So the short answer is that compleat and complete were originally different spellings of the same word, but under the influence of Isaak Walton’s book title the older spelling has taken on a distinct meaning, especially in modern American English.

Because Isaak Walton’s book title has remained so well-known, one unexpected result has been that the word in that spelling and in that old sense has been taken as a model in modern times. For example, when Messrs W and A Gilbey published a book on wine in 1953, they couldn’t resist calling it The Compleat Imbiber. You may also find phrases like compleat actor, for someone who has all the skills and qualities of that craft. And the science-fiction writer Ben Bova wrote in his book Mars in 1992: “Jamie realized that his father had become the compleat academic: nothing really touched him anymore; he saw everything in the abstract”. This usage, as I say, is more common in the US than in Britain.

The title page of the first edition of The Compleat Angler

This sense died out in Britain in the early nineteenth century but was reintroduced in the archaic spelling at the beginning of the twentieth. For this we must blame Isaak Walton, the author of The Compleat Angler, or the Contemplative Man’s Recreation; Being a Discourse of Fish and Fishing, not unworthy the perusal of most Anglers. Writing in 1653, he naturally used the older spelling of complete and modern editions retain it.

Learn English Online / Re: Compleat v complete

A In Britain, compleat is archaic, used in writing only as a bit of whimsy, and at that rather rarely. It is more common in North America, though often equally whimsical; a quick search of the Web turned up more than 40,000 instances, of which all those I sampled were from the USA.

The Oxford English Dictionary says that compleat is just an archaic spelling of complete. It died out around the end of the eighteenth century. One of its last appearances was a reference to George III in the US Declaration of Independence: “He is at this time transporting large armies of foreign mercenaries to compleat the works of death, desolation and tyranny”. The OED also says that one sense of the word (in either spelling) is the one you quoted â€" referring to a person who is accomplished, “especially in reference to a particular art or pursuit”.

Compleat v complete

Q From Dallman Ross in Germany: Are compleat and complete really two separate words, as the American Heritage Dictionary seems to say? Or is the former merely an alternate spelling of one meaning of the latter? While compleat is said to mean ‘quintessential’, one meaning of complete is closely related as ‘skilled; accomplished’.

breaking news:

china is fast increasing the size of pluto.  intergalactic photos show that nearby asteroids are also being increased in size to make them into planets.

astronomers and analysts believe that china intends to change the celestial terrain of the kuiper belt, which the earthbound country has marked with a nine-dash line.  no other planet recognizes china's claims.

Along with the announcement for Robredo’s VP bid, LP is also expected to reveal its senatorial lineup on Monday.

LP was supposed to announce its vice presidential candidate and senatorial lineup last Sept. 30 but moved the announcement to Monday.

In the LP’s National Directorate and National Executive Council (NECO) convention which was presided by party chair President Benigno Aquino III last Sept. 30, it was officially announced that former Interior Secretary Manuel “Mar” Roxas II will be its presidential candidate.

Robredo has remained mum on her plans for the 2016 elections, asking the ruling party for some time to accept or decline its offer. She even sought guidance and prayers from Archdiocese of Nueva Caceres Archbishop Most Rev. Rolando Tirona, the Missionaries of Charity and supporters last week.

Roxas asked Robredo to be his running mate after Senator Grace Poe, who was eyed as Roxas’ partner, announced her presidential bid last September 16. JE

The 20 Craziest Posts From The TSA Instagram

If you have ever stood in line at airport security, you will know that no matter how many signs they post, or how curtly they shout at you, there is always that one person who fails to follow the directions about what you can and can not pack into your carry-on bag.

Just last month a man was cited when officers discovered a loaded gun in his toiletry bag as he was passing through security at Ronald Reagan Airport in Washington, D.C. It doesn't take a genius to know that as a regular passenger, you can't bring a deadly weapon on board. But flying in the face of common sense â€" and despite the fact that it could be against the law or potentially lead to criminal charges and huge fines â€" people attempt to take crazy things on planes all the time. Firearms and ammunition are just the tip of the iceberg.

In fact, there are so many scary and strange items, the people a the TSA (Transportation Security Administration) have decided to show the world, via Instagram, the insane stuff people try to smuggle through the scanners, whether intentional or not. Here are our top 20 things discovered by the TSA.

China Claims Ownership Of Pluto

Posted by Manila Link
Thursday, July 16, 2015

BEIJING - After NASA's successful flyby of Pluto with its New Horizons spacecraft, China has published a statement that they own the dwarf planet.

The sovereign state's statement has been partially translated and contained the following claims:

"The People's Republic of China is the rightful owner of the ninth planet Pluto. When it was declared by the majority that Pluto was no longer a planet, we did not lose hope for it. That is why our people, the Chinese people, have been designated by the heavens to step foot on the 9th planet and nobody else."

Netizens took to Twitter and Facebook to protest China's claims and trended the topic #PlutoIsAFreePlanet for 15 minutes before being out-trended by #AwwPlutoHasAHeart.

For once, our fractured nation will be united. As the movie Heneral Luna poignantly laments, what this country truly needs is to be united, in order for us to finally gain the respect and admiration of the world. That unifier is right there, thanks in a big way to Manny Pangilinan and the players who have shown their willingness to do battle, risk life and limb, for honor, for country, and for all the Filipino fans out there.

...what this country truly needs is to be united

in the end, this is all that should matter.

Pangilinan said he was wondering why the Chinese had separate hotels from the rest of the participating teams including Gilas, saying it did not conform to the FIBA regulations.

“Chinese team staying with us at Kempinski Hotel. All other teams including Gilas in another official hotel. That’s not following the FIBA rules,” he said. “Coach Tab warned us about these cheap tricks last night (Friday) after the game vs Japan.

“Mapapaaway kami dito (We might get into a fight here),” he added.

Pangilinan though kept reminding Gilas not to waver.

“Let the world know 12 angry men will answer the challenge of greatness. Yes we can. Yes we must. Yes we will. God bless Gilas Pilipinas!” said Pangilinan. “Let the team know an entire nation is behind them. Totally behind them. And praying fervently for Gilas to succeed tonight (last night).”

Dirty tricks put Philippines on losing end

MANILA, Philippines - Samahang Basketbol ng Pilipinas president Manny V. Pangilinan yesterday took exception to host China’s delaying and distracting tactics against the Filipinos just a few hours before their FIBA-Asia Championship gold medal game.

Pangilinan complained that the electric bus assigned to transport Gilas from its hotel to the Changsha Social Work Colleges Gymnasium was delayed because it couldn’t run with a discharged battery.

“Now it has begun. Our Gilas electric bus delayed. Failed to charge daw. Gilas arrival at stadium delayed. Less time for warm up,” said Pangilinan on his Twitter account @IamMVP.

Pangilinan also said China denied the Gilas coaching staff tickets.

“And some of our coaches no tickets!!! Wow,” said the man also known as MVP. “Plus no tickets for some of our assistant coaches. Gggrrr. And for us hard to get tix (tickets)!!! Ggggrrr,” he added.

The cool fact about the FIBA Asia Finals is that it features two teams that defeated the defending champions.

China and the Philippines had recently locked horns in the last dance campaign for the right to host the 2019 Basketball World Cup. They continue to size each other up in the blue waters of the Western Philippine Seas. China had beaten the Philippines 78-71 in their most recent encounter in the Asian Games 2014, though both didn’t fare well in the tourney. The Philippines had one-upped China in the last FIBA Asia extravaganza in Manila in 2013.

There is history, there is a bit of bad blood for these two teams. If this dream match holds true, if both teams hurdle their respective assignments tonight â€" the Philippines against Japan, and China versus Iran â€" expect the entire Filipino nation to be at the edge of their seats, watching the boob-tube, praying, wining, dining, crying, laughing, and loving every minute of it as the game’s worthy underdogs.
#7985

The reigning Asian kingpins Iran will be no push-overs, mind you, as they have perennial MVP Hamed Ehadadi anchoring the team, though they now appear to be the slight underdogs with the hometown crowd factor and the injury to three-point gunner Hamed Afagh. Iran had reached the Final Four with a convincing win over the equally-dangerous Korean crew 75-62. It will be recalled that in the first round, Korea had given the Chinese team its only scare before bowing out, 76-73.

China looks formidable this year even without the homecourt advantage. With a young tall crew led by veteran Yi Jian Lian, and flashy guard Guo Ailun expected to cancel out the Philippines’ dynamic duo of Andray Blatche and Jason Castro, the match-up battles at the 2-3-4 slots will be crucial. Here, the Chinese side’s huge advantage lies in their size. With the 19-year old sensation Zhou Qi, the burly Wang Zhe Lin and the consistent Zhou Peng providing the muscle and the added offensive sock. But will the height and heft of the Great China wall be able to withstand the hearts of Calvin Abueva, Gabe Norwood and Marc Pingris?
#7986

But first, the Philippines will have to dispose of a dangerous Japanese side which it had outlasted 73-66 in the second round enroute to its first place standing in Group E. Japan had earlier disposed of a vastly-improved Qatari squad 81-74 to advance to the semis.

Host China on the other hand will be facing the defending champs Iran on the other semifinal face-off today. This could be an interesting match, with the seemingly-indestructible Chinese team, undefeated and winning by ridiculously large margins, the last being a 104-58 shellacking of a totally-outclassed Indian team.
#7987

Yes, folks, it could be the big, bad, burly bullies of Beijing versus the Mighty Mites of Manila. It will be size versus speed; it will be the ghastly Goliath against the Daring David. It will be the power of the hometown crowd against the prayers of a distant nation if the two protagonists hurdle their respective assignments today at the ongoing Changsha-Hunan FIBA Asia Championship.

Philippines on Inevitable Collision Course Against Formidable China

As the FIBA Asia Olympic Qualifier reaches the Final Four, the Philippines seems to be in a good position to advance to the finals with an anemic, yet ‘I’ll-take-it-for-what-it-is’ win 82-70 against a fighting Lebanese squad. And looming as the likely adversary to meet the Gilas warriors is the mean, murder machine from China.

Science and Research / Water on Mars
October 04, 2015, 03:41:46 AM

Salty tears.(NASA/JPL/University of Arizona)

Do we really have flowing water on Mars? What quantity of water are we talking about?

We have not seen flowing water on the surface. If there is liquid water, think of this as a “seep” not a flow. We see something that darkens the soil, which may be just a wetting action but still involves (briny) liquid.

We think this is a very small amount of waterâ€"maybe just enough to wet the top layer of the surface of Mars. The streaks are about 5 meters wide and between 200 and 300 meters long.

Blame evolution

Superstitious beliefs and rare celestial events go hand in hand, said Allen Kerkeslager, an associate professor in the Department of Theology and Religious Studies at Saint Joseph's University in Philadelphia.

"'Why?' is almost irresistible to a brain with an evolutionary history that is simultaneously so similar to all other advanced mammals and yet just enough greater in the complexity of its memory systems to allow us to remember, reflect on and extrapolate meanings and intentions that go beyond what other mammals could conceive," Kerkeslager told Live Science in an email.

In other words, although your dog won't think Sunday's supermoon eclipse is happening for any particular reason, it's perfectly natural for you to wonder why it's occurring, and quite logical that some people (like Hagee) attribute some kind of meaning to the event.

Blood Moon Prophecy: The Science of Supermoon Eclipse Superstitions

by Elizabeth Palermo, Associate Editor

A full "supermoon" will pass precisely within Earth's shadow this Sunday (Sept. 27), creating a total lunar eclipse and bathing our planet's natural satellite in rusty hues. This eye-catching lunar eclipse will give night owls everywhere a reason to look up in wonder, but not everyone thinks this weekend's "blood moon" is a harmless celestial event. Some folks see it as a sign of impending doom.

One of those doomsayers is John Hagee, a Christian evangelical minister from San Antonio who has stirred up controversy with his sermons (and books and television broadcasts) about the alleged religious significance of the upcoming lunar eclipse. Hagee contends that this weekend's reddish moon could bring about the end of the world â€" an idea sometimes referred to as the "blood moon prophecy."

If you're shaking your head right now (either in agreement or utter disdain) consider this: The blood moon prophecy has a logical scientific explanation.
