Tacloban City (1 December 2005) -- The public's eyes are now all turned to the Senate after the House of Representatives passed a resolution calling for a constituent assembly to change the country's charter.

Will the Senate follow suit and decide on it? Or will the Senate sit on it in favor of other agenda which it deem more important than the much-needed charter change? This is the ten dollar question which only the members of the Philippine Senate can answer.

The move, if similarly approved by the Senate will mean that the two chambers will form themselves into a single body to draft the constitutional amendments that could usher in a parliamentary form of government for the country.

Earlier, Senator Pimentel signified his intention to support constituent assembly. This is seen as a positive move as this gives the possibility that his allies in the Senate would follow suit.

President Gloria Macapagal Arroyo described the passage of the resolution in the House as the first step towards sweeping political changes. Majority of the Filipinos join President Arroyo's appreciation on the action of the House on the mode of effecting Charter amendments which is seen as the beginning of a broader consensus for the better future of the Philippines.

The people are waiting for their leaders to deliver the final whack to venomous politics. The Filipinos are expecting their leaders to open the entrance of political, economic and social renaissance of the country.

The time calls for unity behind a common destiny. This is a clear clamor of the Filipinos today. This is where the people are placing their hope for a better Philippines.

Tacloban City (1 December 2005) -- Region 8 and the Philippines for that matter is still bird flu free and so there is really no cause for alarm. What is important is for the public to be vigilant and not to panic.

This was underscored by Department of Agriculture Executive Director Leo Cañeda, chairman of the Regional Avian Influenza Taskforce, who together with Dr. Nicolas Bautista of the Department of Health and Mr. Arnulfo Viojan of the Department of Environment and Natural Resources, was guest at the Panindugan TV talkshow of the Philippine Information Agency.

The public is requested to report to the nearest health office, any sudden death in chicken. If there is a 3% death of chicken in the farm and this death rate doubles the following day, it must immediately be reported to the nearest local government unit.

The public is likewise advised to stay away from migratory bird or any bird for that matter. The children must be taught not to catch more so, hold the migratory birds because the birds may be carriers of avian flu.

Furthermore, since the Region is still bird flu free, there is no reason why people will not eat chicken. Director Cañeda said that the public may eat chicken as long as it is well cleaned and cooked well.

Director Cañeda said that the Regional Avian Flu Interagency Taskforce is composed of the various government agencies and some private sector representatives. He said that at the moment, the Taskforce has already set safety measures and several committees that will implement the various work plan of the task force.

Among the safety measures set in order to prevent Bird flu from entering the country is the ban on the importation of live chickens and other poultry products from countries affected with bird flu, Director Cañeda revealed. Right now, there is also a ban on the importation of cage and pet wild birds from countries affected with bird flu.

In the region, daily monitoring of major entry points open to international routes are being conducted to prevent the entry of any bird species coming from affected countries. Monitoring of the areas where migratory birds congregate is being done by the Department of Environment and Natural Resources.

There are areas in the Region which are now being closely watched because these are areas where migratory birds usually congregate. These are three barangays at Guiuan, Eastern Samar, Carigara and Barugo.

Do not keep on complaining. While you vent and share your frustrations with others you are not necessarily improving your condition or your situation. Somebody said: 80% of those who hear you complain do not care and 20% of others think you deserve it. Nicolas Taleb has a different take on this. He says: Don’t complain too loud about wrongs done you; you may give ideas to your less imaginative enemies. #PassionPurposeProductivity

STATEMENT BY ACTING CITY MAYOR SEBASTIAN Z. DUTERTE ON THE COVID-19 SITUATION IN DAVAO CITY

My fellow Dabawenyos,

The recent increase in COVID-19 cases in Davao City is proof that the virus is still very much present in our communities. As a result, our healthcare facilities are nearing maximum capacity.

I am reminding everyone to strictly follow the health protocols to prevent further transmission of the virus. I appeal to all of you to stay home and go out only for work, emergency, and/or other essential activities.

Furthermore, I am advising everyone to take extra precaution when visiting malls, grocery stores, and public markets.

Gatherings are strongly discouraged at this time and for the upcoming All Souls' Day, everyone is advised to visit their departed loved ones before October 29 and after November 4.

The local government will continue to enforce the minimum health standards and we are imploring everybody to work together in ensuring the safety of every Dabawenyo.

Sergeant Eleuterio Zulueta

He sustained four bullet wounds on the right leg at the height of the Ubujan, Tagbilaran encounter on October 22, 1942 during the Japanese occupation in Bohol. Cited for gallantry, he was a recipient of the Purple Heart Medal by Army Forces in the West Pacific (AFWESPAC), U.S. Army.

Sergeant Eleuterio Zulueta sacrificed himself to get the machine rifle of the Japanese troopers where it was the slaying machine against the Boholano guerrilla soldiers. He stood up, went to climb the truck carrying the machine rifle, and thereupon, demolishing and extinguishing the rapid-fire rifle. Later, a Jap armed with a .25 caliber rifle shot Zulueta from under the truck hitting Zulueta’s right leg. Zulueta fell on the road. The Jap who shot him was hiding behind one of the wheels of the truck, but Lt. Nunag retaliating and eliminated the said Jap.

After the machine rifleman was terminated, Captain Salazar and his men, together with the bolo men crossed the road and positioned themselves in the site. At the Battle of Ubujan, Tagbilaran, two trucks were destroyed and more than 70 Japs eradicated.

Although, there was no records where and when Sergeant Eleuterio Zulueta was born, and generations may come and go, but his gallantry and heroic acts together with the brave Boholano soldiers and veterans remain inscribed in the pages of history in the pursuit of liberating Bohol from its invaders.

STATEMENT OF
PRESIDENT RODRIGO ROA DUTERTE
DURING THE GENERAL DEBATE OF THE 75TH SESSION OF THE GENERAL ASSEMBLY

[22 September 2020, General Assembly Hall, New York]

Mr. President of the United Nations General Assembly;
Mr. Secretary-General;
Heads of state and government;
Excellencies:

I am honored to address you today on behalf of the Filipino people on the 75th anniversary of the United Nations.

The invisible enemy that is COVID-19 has brought about an unfamiliar global landscape and unleashed a crisis without precedent. It is the biggest test the world and the United Nations faced since World War II.

While the United Nations has brought relief and hope to so many countries and peoples around the world, it now finds itself saddled by a virus that has taken many lives and wrecked economies and social order.

We are at a crossroads. How we address COVID-19 will define our future.

For the Philippines, this means putting up all of the peoples of our united nations at the core of this response.

We will need to ask hard and fundamental questions about the vision and mission that the United Nations conceptualized 75 years ago.

We need to ask ourselves whether or not we have remained true and faithful to the United Nations’ principles and ideals.

Mr. President, in the light of the realities of the present, the Philippines grieves with all of the families all over the world who lost their loved ones to this horrible virus.

We extend our heartfelt condolences.

We salute all frontliners who put their lives on the line even in countries not their own. So also do we honor and recognize the healthcare professionals who selflessly answered the call to combat the COVID-19 pandemic despite its virulence and unknown characteristics.

While each nation has its own strategy in fighting the pandemic, what the world needs are coordinated international plans and efforts to pursue a common purpose.

COVID-19 knows no border. It knows no nationality. It knows no race. It knows no gender. It knows no age. It knows no creed.

The Philippines values the role that the United Nations plays in its fight against the pandemic. As a middle-income country whose economic advances have been derailed by the pandemic, we welcome the launch of the UN COVID Response and Recovery Fund.

Ensuring universal access to anti COVID-19 technologies and products is pivotal in the global pandemic recovery.

The world is in the race to find a safe and effective vaccine.

When the world finds that vaccine, access to it must not be denied nor withheld. It should be made available to all, rich and poor nations alike, as a matter of policy.

The Philippines joins our partners in the ASEAN and the Non-Aligned Movement in raising our collective voice: the COVID-19 vaccine must be considered a global public good. Let us be clear on this.

We call for a global health agenda with enough resources and policy space for the World Health Organization.

We need a WHO that is quick to coordinate and quicker to respond. The Philippines will do its part in the pooling of global resources. Our health workers are among the best.

Mr. President, just as we needed stability and confidence because of the pandemic, geopolitical tensions continue to rise.

Escalating tensions benefit no one. New flashpoints heighten fears and tend to tear peoples apart.

When elephants fight, it is the grass that gets trampled flat.

Given the size and military might of the contenders, we can only imagine and be aghast at the terrible toll on human life and property that shall be inflicted if the “word war” deteriorates into a real war of nuclear weapons and missiles.

I therefore call on the stakeholders in the South China Sea, the Korean Peninsula, the Middle East and Africa: if we cannot be friends as yet, then in God’s name, let us not hate each other too much. I heard it once said, and I say it to myself in complete agreement.

Mr. President: Filipino migrant workers have been devastated by the pandemic. Many have lost not only their livelihood, but also their health and lives as well. Yet they
go on in the frontlines, healing, caring for others in the different parts of the world.

The Philippine Government has embarked on an unprecedented repatriation program. More than 345,000 overseas Filipino workers needed to come home then.
We have brought back half and are bringing back the rest.

We thank the countries that have provided Filipino migrants with residence permits, access to testing, treatment and related health services in this pandemic.

We brought back most of our seafarers who were stranded because of COVID19 restrictions. We pioneered with the IMO the Green Lane for safe changes of seafaring crews.

In these times, we need stronger cooperation in promoting and protecting the rights of migrants, regardless of their migrant status.

We must all adhere to the Global Compact for Safe, Orderly and Regular Migration. Unless states include all migrants in their response to this pandemic, “no one among us is safe, until everyone is safe”, as the Secretary-General has said.

With the poverty rate reduced at 16.6 percent; and a sustained economic growth rate of 6.4 percent between 2010 and 2019, the Philippines was on track to becoming an upper-middle income country by the end of 2020. But the pandemic has placed our economy in recession.

Despite this downward pressure on growth, the Philippines remains committed to the Sustainable Development Goals.

Mr. President: The same urgency needed to fight COVID-19 is needed to address the climate crisis. This is a global challenge that has worsened existing inequalities and vulnerabilities from within and between nations.

Climate change has worsened the ravages of the pandemic.

Peoples in developing countries like the Philippines suffer the most. We cannot afford to suffer more.

The Philippines joined the Paris Agreement to fight climate change. We call on all parties, especially those who have not made good their commitment to fight climate change, to honor the same.

We call on all parties to strengthen communities and peoples for preparedness and resilience. We are talking about mankind and Earth, our one and only home.

Mr. President: The Philippines will continue to protect the human rights of its people, especially from the scourge of illegal drugs, criminality, and terrorism.

A number of interest groups have weaponized human rights; some well-meaning, others ill-intentioned.

They attempt to discredit the functioning institutions and mechanisms of a democratic country and a popularly elected government which in its last two years, still enjoy the same widespread approval and support.

These detractors pass themselves off as human rights advocates while preying on the most vulnerable humans; even using children as soldiers or human shields in
encounters. Even schools are not spared from their malevolence and anti-government propaganda.

They hide their misdeeds under the blanket of human rights but the blood oozes through.

To move forward, open dialogue and constructive engagement with the United Nations is the key.

But these must be done in full respect of the principles of objectivity, noninterference, non-selectivity and genuine dialogue. These are the fundamental bases for productive international cooperation on human rights.

Mr. President: Terrorism looms large.

As I said at the Aqaba Process, the Philippines will do everything and partner with anyone who would sincerely desire to protect the innocent from terrorism in all its manifestations.

The Marawi siege, where foreign terrorist fighters took part, taught us that an effective legal framework is crucial. Our 2020 Anti-Terrorism Act shores up the legal framework by focusing on both terrorism and the usual reckless response to it.

Its enactment was done pursuant to our commitment, and the strict adherence to the relevant Security Council resolutions and the UN Global Counter-Terrorism Strategy.

Most importantly, we remain committed to rebuild stricken communities and address the root causes of terrorism and violent extremism in my country.

We must remain mindful of our obligations and commitment to the Charter of the United Nations and as amplified by the 1982 Manila Declaration on the Peaceful Settlement of International Disputes.

The Philippines affirms that commitment in the South China Sea in accordance with UNCLOS and the 2016 Arbitral Award.

The Award is now part of international law, beyond compromise and beyond the reach of passing governments to dilute, diminish or abandon.

We firmly reject attempts to undermine it.

We welcome the increasing number of states that have come in support of the award and what it stands for â€" the triumph of reason over rashness, of law over disorder, of amity over ambition. This â€" as it should - is the majesty of the law.

Mr. President: The global health crisis has further complicated the global security environment. But no aspiration nor ambition can justify the use of weapons that destroy indiscriminately and completely.

There is no excuse for deaths that a nuclear war could cause nor the reckless use of chemical and biological weapons that can cause mass destruction.

These weapons of death put us all at mortal risk, especially if they fall in the hands of terrorists without a shred of humanity in their souls.

We call on all Member States to fully implement the Nuclear Non-Proliferation Treaty, and the Chemical and the Biological Weapons Conventions.

I have asked the Philippine Senate to ratify the Treaty on the Prohibition of Nuclear Weapons. Importantly, we were among those to sign it first.

Mr. President: The Philippines has a long history of opening its doors to the refugees â€" from the White Russians following the 1917 Revolution, the European Jews in the Second World War, the Vietnamese in the late 1960s, and the Iranians displaced by the 1979 revolution, among others.

The Philippines continues to honor this humanitarian tradition in accordance with our obligations under the 1951 Convention on the Status of Refugees and the
1967 Protocol.

But lest we forget: helping the most vulnerable â€" those displaced by conflict, persecution, and political instability â€" is a shared responsibility of all countries.

As I have said many times: The doors of the Philippines are open, as they have always been, to everyone fleeing for safety, such as the Rohingyas.

In the face of a mounting refugee crisis worldwide, let us work together towards ending the conflicts and conditions that force people to flee their homes.

Mr. President: As our societies become more diverse yet interdependent, social cohesion issues come to the fore.

Mutual understanding always accompanied by mutual tolerance between those of different faiths and cultures is the only foundation of societies at peace with itself
and all others.

Finally, I express gratitude to the gallant peacekeepers, including our own, who advance the cause of peace in the most difficult situations.

From the Golan Heights in the Middle East to Liberia in West Africa, Filipino peacekeepers put themselves in the frontlines between the vulnerable and those who seek harm.

We are committed to increasing the Philippine footprint in UN peacekeeping operations with increased participation of women.

Again Mr. President: To defeat the COVID-19 pandemic and other challenges, we must work with seamless unity which demands complete mutual trust and the conviction that we will win or lose together.

We cannot bring back the dead but we can spare the living; and we can build back better, healthier, and more prosperous and just societies.

To this end, we rededicate ourselves to multilateralism. The UN remains humanity’s essential Organization. But it is only as effective as we make it.

To make significant changes, we need to be bold. We need the same collective courage that finally made the United Nations a reality 75 years ago.

We need to act on long-standing recommendations to improve the Security Council’s composition and working methods; to strengthen the role of the General Assembly; and to streamline the processes and the operations of the UN.

Indeed, to be ready for the new global normal, it cannot be business as usual for the UN.

Let us empower UN â€" reform it - to meet the challenges of today and tomorrow.

Let us strengthen it so it can fully deliver its mandate to maintain peace and security, uphold justice and human rights, and promote freedom and social progress for all.

After all, we are the United Nations. Thank you.

#OnThisDay September 30, 1936, President Manuel L. Quezon signs the ‘Woman’s Suffrage Plebiscite Bill’ in the presence of women leaders in the Philippines, stating over the radio that in any democracy women should be allowed to use the ballot.

Quezon said: “I have signed this bill not only to perform a constitutional duty but also to help further the cause in which I have been deeply interested for many years.

“Under the Government, which has been established through the provisions of the Constitution, I am of the opinion that it is essential and even imperative that the right to vote be granted to Filipino women… [and] not to be treated as mere slaves. To women this is their opportunity to secure all the rights and privileges that the women of other countries have… This is their opportunity to wield a very important weapon to defend their right to secure for themselves and those to follow them their well-being and happiness.”

Private transport sector lauded for using coco biodiesel
Tacloban City (1 December 2005) -- The Philippine Information Agency 8, in its Panindugan TV talk show lauded the private sector for patronizing the coco biodiesel which is an indigenous alternative source of energy.

PIA took note that there are more private sectors patronizing the government endorsed coco biodiesel than the government agencies which are enjoined to use coco biodiesel through memorandum circular number 55.

Among the private sector using coco biodiesel are transport groups, sugar plantation cooperatives with trucks used for hauling sugarcane, business establishments, construction companies, gasoline stations and other private citizens. PIA noted that several Caltex and Shell station in the Region already have coco biodiesel in their shelves.

In an interview with Mr. Allan Lee, the dealer of coco biodiesel in the Region, Mr. Lee said that coco biodiesel will mean 20 % savings in the diesel requirements of transport operators. Aside from that, Mr. Lee said that an additional mileage of 2 kilometers per liter of 1% coco biodiesel blended with 99% diesoline.

Mr. Lee clarified that although one liter of coco biodiesel costs about P139.00, only one percent will be blended so it will in the long run be cheaper. He said that coco biodiesel in the market is available in several packaging, in liters, 20-liter pail and drum. For the transport group with big requirements, Mr. Lee suggests that they buy the bigger containers as it will end up to be cheaper.

Mr. Lee noted the sudden increase in the requirements of coco biodiesel in the country. This means, he said that the Filipinos and the transport operators have realized the benefits of coco biodiesel not only on the performance of the vehicle but also in terms of the health and wealth of the people.

The Philippine Information Agency is sustaining if not strengthening its advocacy on the use of alternative sources of energy and energy conservation measures as its contribution to the development agenda of the national government.

PRESS RELEASE

In a decision, the Supreme Court has finally acquitted Governor Nancy A. Catamco of the trumped-up charges filed against her in the Sandiganbayan.

In Catamco vs. Sandiganbayan, G.R. Nos. 243560-62/G.R. Nos. 243261-63, July 28, 2020, penned by Justice Caguioa, the High Court granted the Petition of Governor Nancy A. Catamco to set aside the assailed Resolution of Sandiganbayan denying her motion to dismiss and thereby ordering the Sandiganbayan to DISMISS the three (3) criminal cases against her (SB-18-CRM-0337 to 0339) for violation of her constitutional right to speedy disposition of cases.

In legal parlance, the dismissal of cases on the  ground of failure to prosecute or on the clear right of the accused to speedy trial is equivalent to an acquittal that would bar further prosecution of the Governor for the same offense.

Hence, the rule on double jeopardy has now set in which is an important constitutional protection that would totally exonerate her from all charges or criminal liability.

The Supreme Court decision is a slam dunk win for Governor Nancy A. Catamco that would solidify her strong governorship in the Province of North Cotabato.

With full confidence in victory, Governor Catamco has undivided attention to making the province a better place to live in offering a new and more inclusive  flagship, MASAGANANG COTABATO. DUMAKI, KUYOG TA.

JEWELS UNDER THE SADDLE

Once upon a time, what happened did happen.....or you wouldn't be hearing this story!!
A merchant on a casual jaunt through a market, came across a fine specimen of a camel for sale.
The merchant and the camel seller, both skilled negotiators, struck a hard bargain. The camel seller pleased with his skill of worming out what he felt was a very good price, parted with his camel and the merchant chuffed that he had struck a fantastic bargain, proudly walked home with the latest addition to his large livestock.

On arriving home, the merchant called to his servant to come and help him take out the camel's saddle. The unwieldy heavily padded saddle being too difficult for the servant to manage on his own.
Hidden under the saddle, the servant found a small velvet pouch which on opening he discovered to be filled with precious jewels!!

The servant was overexcited!!! "Master you bought a camel.....but see what came FREE along with it!!!"

The merchant was astonished as he looked at the jewels in his servants' palm. They were of extraordinary quality sparkling and twinkling in the sunlight.
"I bought the camel" he said, "not the jewels. I must return them to the camel seller immediately."

The servant was aghast.....his master was really foolish. "Master.....no one will know."

But the merchant headed right back to the market and handed over the velvet pouch back to the camel seller.
The camel seller was very happy, " I had forgotten that I hid these jewels in the saddle for safe keeping."
"Here, choose one of the jewels for yourself, as a reward."
The merchant said "I paid a fair price for the camel and the camel only, so NO thank you, I do not need any reward."

But as much as the merchant refused, the camel seller insisted.

Finally the merchant said, sheepishly smiling, " Actually when I decided to bring the pouch back to you, I already took two of the most precious jewels and kept them for myself."

At this confession the camel seller was a bit flabbergasted and quickly emptied the pouch to count the jewels. However he was very confused.
"All my jewels are here. What jewels did you keep?

"The two most precious" said the merchant.

CASCOLAN CLARIFIES PNP LOCALIZATION PROGRAM ‘MEANS SWAPPING OF PERSONNEL’

Philippine National Police Chief, Police General Camilo Pancratius Cascolan clarified that the new PNP Localization Program of assignment of police personnel means "transfer with corresponding replacement or swapping of personnel”.

“When you say localization, this is the transfer with proper swapping of personnel. Ibig sabihin, 1:1. Localization means going to near or at the area of your residence,” Cascolan clarified the program during press briefing with the media.

He added that the program is the PNP leadership’s way to boost their morale and to tell to police officers to do their best in performing their duty as law enforcers in their respective communities.

“This is a one way to tell to our personnel that we expect the best performance from them and to tell them that we are taking care of them,” he said.

Cascolan allayed apprehensions and misconceptions by some local executives who were apparently misinformed of the wisdom and intent of this deployment program.

“I am just happy to know that some mayors really understood our localization program. This will be a transfer of personnel to other regions but with the swapping of other personnel,” he reiterated.

As part of the Cascolan’s main thrusts as the 24th PNP Chief, the Localization of Assignment program, initiated by the Directorate for Personnel and Records Management (DPRM), is clearly stated in Section 63 of Republic Act 8551 or the Philippine National Police Reform and Reorganization Act of 1998.

The law indicates the provision for PNP members with the ranks of Patrolman/woman up to Police Executive Master Sergeant will be “assigned to the city and municipality of their recruitment and/or place of residence or if not possible, to the closest municipality, province or regions to his residence.”

“Assignment to one’s hometown, province or region gives a police officer the sense of ownership of the locality that he represents,” Cascolan explained.

“The said program will attain maximum efficiency and more effective law enforcement by prioritizing the welfare of every PNP personnel and reinforcing family solidarity,” Cascolan said.

DPRM records bared that a total of 8,561 personnel have signified intention to be reassigned in their places of residence, but the lists were cut down to 7,410 PNCOs who qualified for the program.

Among reassignment requests, 4,742 personnel have signified to transfer to National Capital Region, 841 PNCOs wanted to be reassigned to CALABARZON, 475 personnel to Central Luzon, and 475 cops dwanted to go back to Bangsamoro Autonomous Region. While the rest of the regions got less than 200 localization requests.

As of now, DPRM is now processing the requests for localization program and to fast track their records for swapping of personnel.

DPRM reminded requesting personnel that “only applicant who submitted affidavit of undertaking availing the localization of assignment will be considered for processing.”

The Applicant also must be cleared of money and property accountabilities from his present office or unit. Cancellation of local reassignment after the orders were issued will not be entertained, DPRM clarified.

“The said program will attain maximum efficiency and more effective law enforcement by prioritizing the welfare of every PNP personnel and reinforcing family solidarity,” the PNP Chief concluded.

'WHAT IS YOUR PURPOSE IN MY COUNTRY?'

President Duterte hit Facebook in his address to the nation on Monday, saying the social media giant cannot lay down policies for his administration and prevent him from "espousing the objectives of government."

Last week, Facebook took down more than 200 accounts belonging to two networks engaging in coordinated activities to mislead users, primarily in the Philippines and in the region.

One of the networks was linked to the Philippine military and the police. It involved 57 Facebook accounts, 31 Pages and 20 Instagram accounts that focused on domestic audience.

MAYON VOLCANO BULLETIN
29 September 2020
08:00 A.M.

Mayon Volcano’s monitoring network did not detect any volcanic earthquake during the 24-hour observation period.  Moderate emission of white steam-laden plumes that crept downslope before drifting to the general west was observed. Sulfur dioxide (SO2) emission was last measured at an average of 506 tonnes/day on 20 September 2020. Ground deformation data from Precise Leveling surveys on 12â€"19 June 2020 indicated slight inflation of the edifice relative to the February 2020 survey. Electronic tilt data also indicated non-steady inflation of the middle to upper edifice that began in late 2019. This follows an inflationary trend that has been recorded by continuous GPS monitoring since the middle of 2019.

DOST-PHIVOLCS would like to remind the public that Mayon Volcano is at Alert Level 1, which means that it is at an abnormal condition. Although this means that presently no magmatic eruption is imminent, it is strongly advised that the public refrain from entering the 6-kilometer radius Permanent Danger Zone (PDZ) due to the perennial life-threatening dangers of rockfalls, landslides/avalanches at the middle to upper slope, sudden ash puffs and steam-driven or phreatic eruptions from the summit. Active stream/river channels and those identified as perennially lahar-prone areas on all sectors of the volcano should also be avoided especially during extreme weather conditions when there is heavy and prolonged rainfall. DOST-PHIVOLCS maintains its close monitoring of Mayon Volcano and any new development will be communicated to all concerned stakeholders.

BULUSAN VOLCANO BULLETIN
29 September 2020
08:00 A.M.

Bulusan Volcano’s monitoring network recorded three (3) volcanic earthquakes during the 24-hour observation period. Weak emission of white steam-laden plumes from the southeast vents that rose 50 meters before drifting northwest was observed. Ground deformation data from continuous GPS measurements indicate slight inflation on the edifice since July 2020, while the long-term trend since May 2019 denotes that the edifice is still deflated. These parameters indicate that volcanic processes are underway beneath the edifice that may be caused by deep-seated degassing or hydrothermal activity or magmatic intrusion.

Alert Level 1 (Abnormal) status prevails over Bulusan Volcano, which means that it is currently in an abnormal condition. Local government units and the public are reminded that entry into the four-kilometer radius Permanent Danger Zone (PDZ) is strictly prohibited and that vigilance within the two-kilometer Extended Danger Zone (EDZ) on the southeastern sector must be exercised due to the increased possibilities of sudden and hazardous phreatic eruptions. Civil aviation authorities must also advise pilots to avoid flying close to the volcano’s summit as ash from any sudden phreatic eruption can be hazardous to aircraft. Furthermore, people living within valleys and along river/stream channels especially on the southeast, southwest, and northwest sector of the edifice should be vigilant against sediment-laden stream flows and lahars in the event of heavy and prolonged rainfall. DOST-PHIVOLCS is closely monitoring Bulusan Volcano’s condition and any new development will be communicated to all concerned stakeholders.

KANLAON VOLCANO BULLETIN
29 September 2020
08:00 A.M.

Kanlaon Volcano's monitoring network recorded six (6) volcanic earthquakes during the 24-hour observation period. Moderate emission of white steam-laden plumes that rose 300 meters before drifting northwest was observed. Sulfur dioxide (SO2) emission was measured at an average of 396 tonnes/day on 28 September 2020. Ground deformation data from continuous GPS measurements indicate slight inflation of the lower and mid slopes since May 2020, while short-term electronic tilt monitoring on the southeastern flanks recorded inflation on the lower to mid slopes that began on 21 June 2020. These parameters may indicate hydrothermal or magmatic processes occurring beneath the edifice.

DOST-PHIVOLCS would like to remind the public that Kanlaon Volcano is at Alert Level 1, which means that it is at an abnormal condition and has entered a period of unrest. The local government units and the public are strongly reminded that entry into the 4-kilometer radius Permanent Danger Zone (PDZ) must be strictly prohibited due to the further possibilities of sudden and hazardous steam-driven or phreatic eruptions. Civil aviation authorities must also advise pilots to avoid flying close to the volcano’s summit as ejecta from any sudden phreatic eruption can be hazardous to aircraft. DOST-PHIVOLCS is closely monitoring Kanlaon Volcano’s activity and any new development will be relayed to all concerned.

Being a pragmatic is useful, but the world has many of those. We need people to change the FAMILY, the Filipino community, the EDUCATIONAL, POLITICAL systems, and even the PLANET!

STATEMENT BY THE OFFICE OF THE CITY MAYOR OF DAVAO ON THE GUILTY VERDICT IN ROXAS NIGHT MARKET BOMBING CASE

The City Government of Davao welcomes the conviction of individuals who perpetrated the September 2, 2016, deadly terror attack in Roxas Night Market that resulted in the death of 17 people.

The verdict, handed down Monday, September 28, 2020, by Judge Marivic Vitor of the Regional Trial Court Branch 266 in Taguig, underscores the delivery of justice for the fatalities of the bomb attack, the survivors, their loved ones, the entire City of Davao and all the Dabawenyos who endured the impact of the said terror attack.

Four years after the grisly attack, we continue to mourn with the families of the victims and the survivors. Day in and day out, these families are constantly reminded of the horror brought by the bomb explosion to their lives.

While Davao City has epitomized unity, resilience, and strength to stand tall, strong, and victorious in the face of adversities and difficult challenges, the terror attack has clearly jolted us.

And given the many lives lost because of the bomb attack â€" and given its impact on Davao City and its people â€" we respectfully express our dismay as we point out that this positive development is somehow tarnished by the absence of a strong law against terrorism.

Although the perpetrators were convicted as murderers,  they would have been convicted as terrorists as well â€" if only the Philippines has a good anti-terror law.

And if only the Philippines has a good anti-terror law, the kind of justice for the victims of that terror attack would have been even more meaningful not only to their families but also to the peace-loving Dabawenyos who want to ensure that their future is free from the threats of terrorism.

We believe that the decision underlines the urgency to enforce strong laws against people and groups that espouse terrorism.

Terrorism is real. And if we fail to do something to stop it, it will find its way to destroy us.

The Local Government of Davao would like to express its gratitude to the survivors and the families of the fatalities for persistently pursuing the case against the perpetrators despite the many challenges. You were dauntless in your pursuit of justice and your courage was truly inspiring.

While we claim this as our victory, we should never let our guard down. Our experience should push us all the more to embrace the culture of security. With the government on our side, only we can protect ourselves against terrorism.

Let us not forget what happened to us on September 2, 2016 â€" and the previous terror attacks in the city. Let us not forgive these terrorists.

Sebastian Z. Duterte
Acting City Mayor
Davao City

Sto.

Jun Duyongan.

Town councilor killed in Maguindanao ambush
By John Unson

MAGUINDANAO --- Gunmen killed an incumbent municipal councilor in Guindulungan town in a daring ambush on Monday morning.

Morsid Lauban, member of the Sangguniang Bayan in Guindulungan, Maguindanao, died on the spot from multiple bullet wounds.

He was driving his black Toyota pick-truck  when gunmen, positioned along a stretch of a highway at the border of Maguindanao’s Guindulungan and Talayan towns, opened fire, killing him in the spot.

Two of his companions were wounded in the incident, now confined at the Cotabato Regional Medical Center in nearby Cotabato City.

Mayor Midpantao Midtimbang, Jr. said Lauban was en route to the town proper of Guindulungan from Cotabato City to attend their Monday flag ceremony at the municipal government compound when he and his companions were attacked.

“I condemn this atrocity. We are hoping for a prompt action on this by authorities,” said Midtimbang, chairperson of the inter-agency, multi-sector Guindulungan municipal peace and order council.

The mayor called on the Maguindanao provincial police and the Police Regional Office-Bangsamoro Autonomous Region to put closure to the fatal ambush of Lauban.

“Our local government unit will cooperate in the investigation,” Midtimbang said. (JOHN UNSON, Sept. 28, 2020)

Haggai 2
1  In the seventh month, in the twenty-first day of the month, the Word of the LORD came by the prophet Haggai, saying,

2  "Now speak to Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Jehozadak, the high priest, and to the remnant of the people, saying,

3  'Who is left among you who saw this temple in her first glory? And how do you see it now? In comparison, is it not in your eyes as nothing?

4  Yet now be strong, O Zerubbabel,' says the LORD. 'And be strong, O Joshua, son of Jehozadak, the high priest; and be strong all you people of the land,' says the LORD, 'and work; for I am with you,' says the LORD of hosts.

5  'According to the word that I covenanted with you when you came out of Egypt, so My Spirit remains among you. Do not fear.'

6  For thus says the LORD of hosts, 'Once againâ€"it is yet a little whileâ€"I will shake the heavens, and the earth, and the sea, and the dry land.

7  And I will shake all the nations; and the desire of all nations shall come; and I will fill this house with glory,' says the LORD of hosts.

8  'The silver is Mine, and the gold is Mine,' says the LORD of hosts.

9  'The glory of this latter temple shall be greater than that of the former,' says the LORD of hosts. 'And in this place I will give peace,' says the LORD of hosts."

10  In the twenty-fourth day of the ninth month, in the second year of Darius, the word of the LORD came by Haggai the prophet, saying,

11  "Thus says the LORD of hosts, 'Now ask the priests concerning the law, saying,

12  "If one carries holy flesh in the skirt of his garment, and touches his skirt to bread, or boiled food, or wine, or oil, or any food, will it also become holy?" ' " And the priests answered and said, "No."

13  Then Haggai said, "If one who is unclean by a dead body touches any of these, shall it also be unclean?" And the priests answered and said, "It shall be unclean."

14  And Haggai answered and said, " 'So is this people, and so is this nation before Me,' says the LORD. 'And so is every work of their hands; and that which they offer there is unclean.

15  And now, I ask you, consider from this day and onwardâ€"from before the placing of a stone upon a stone in the temple of the LORDâ€"

16  How that one came expecting a heap of twenty measures, and there were but ten; one came to the wine vat to draw off fifty measures from the winepress, and there were but twenty.

17  I struck you with blight and with mildew, and with hail, in all the labors of your hands; yet you did not return to Me,' says the LORD.

18  'Now consider from this day and forward, from the twenty-fourth day of the ninth month, from the day that the foundation of the LORD'S temple was laid, consider this:

19  Is the seed still in the barn? Yea, as yet the vine, and the fig tree, and the pomegranate, and the olive tree have not brought forth. From this day forward I will bless you.' ”

20  And a second time the Word of the LORD came to Haggai in the twenty-fourth day of the month, saying,

21  "Speak to Zerubbabel, governor of Judah, saying, 'I will shake the heavens and the earth.

22  And I will overthrow the throne of the kingdoms, and I will destroy the strength of the kingdoms of the nations. And I will overthrow the chariots and their riders. And the horses and their riders shall come down, each one by the sword of his brother.

23  In that day,' says the LORD of hosts, 'I will take you, O Zerubbabel, My servant, the son of Shealtiel,' says the LORD, 'and will make you like a signet ring; for I have chosen you,' says the LORD of hosts."

COVID-19 LOCKDOWN

March 15, 2020, Sunday. My nephew, a Silliman University High School student, arranged everything in his dorm room at Doltz Hall to come home with a simple itinerary of a short flight from Dumaguete to Cebu, followed by a domestic flight from Cebu to General Santos City on March 16, 2020.

However, on the same date the province of Cebu ordered an immediate lockdown and denied air travel entry from people coming specifically from Dumaguete effective immediately. Upon receiving the information, we abruptly arranged a bus trip  from Dumaguete to Cebu for him to catch the flight for General Santos, but Ceres Bus Liner and other transport services also cancelled all their trips to Cebu from Dumaguete.

Desperate to get out of Dumaguete, we asked Jethro to take a Ferry from Dumaguete to Dapitan and take a bus to Pagadian and spend a night there. Everything went well, except for 1 thing -- I traveled this route in the 90s but wasn't updated that boats from Pagadian to Cotabato no longer navigate the route. With the help of DeMolay Brothers in that Jurisdiction, I was informed that my nephew can take a bus or van from Pagadian to Cotabato, an instant relief yet a temporary one. On that day, Cotabato  City also declared a lockdown.

Upon receiving the warning of impending Cotabato City lockdown around midnight, I immediately informed my nephew not to ride the bus to Cotabato, but board a bus for Cagayan de Oro early morning on the following day instead. Unfortunately, I received another information from a Red Shield Fraternity brother based in Cagayan de Oro that there is an ongoing Declaration of Community Quarantine in Iligan City, a location where the bus passes through from Pagadian to Cagayan de Oro.

We still took the risk, but this time, I and my cousin had to drive a long way before sunrise from Sultan Kudarat to Cagayan de Oro, or Iligan City, if necessary just to make sure we would be able to get the already weary boy. A sigh of relief came when everything went well as his bus arrives in Cagayan de Oro Bus Terminal at noon.

We let him eat lunch and talked about the travel ordeal, we then drove back home, exhausted but fulfilled. We passed through a series of temperature and health checks on checkpoints along the way and went on without any problem. Listening to the classic song of John Denver's Take me home, Country road, Jethro fell asleep at the backseat of the car, with this, I also took the long awaited nap, confident that my cousin could drive us safely home, and he did. We were also surprised and glad to see our uncles and aunts who traveled from Kidapawan City just to meet us as we arrived at around 7pm.

This was not just an adventure for a 16-year old high school student traveling alone thru adversities, but a lesson that panicking over problems won't do any good, but a careful planning helps a lot. Had things got worse of not being able to pass thru Iligan City, he could have come back to Pagadian and boarded a Military plane C-130 for Awang airport on the following day, thanks to a good friend from Air Force to let the boy’s name be in the manifest.

My cousins from Davao and Kidapawan, Brothers in DeMolay and Red Shield Fraternity,  Notre Dame Batchmates, along with some brethren and friends  in the Army, PNP and Air Force who helped me coordinate everything for this successful extraction of my nephew, thank you so much. We also, indeed thank God for the traveling mercy and for the safe trip back home of this young fellow. AND YES, I support our government for the precautionary measures against the spread of Corona Virus, we calmly planned, organized which way in the rural outbacks to pass, and went on with this travel ordeal without complaint, and because of this, luck is on our side.

Haggai 1
1  In the second year of Darius the king, in the sixth month, on the first day of the month, the Word of the LORD came by Haggai the prophet to Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Jehozadak, the high Priest, saying,

2  "Thus the LORD of hosts speaks, saying, 'This people says, "The time has not come, the time that the LORD'S house should be built."

3  Then came the Word of the LORD by Haggai the prophet, saying,

4  "Is it time for you yourselves to dwell in your finished houses, and shall this My house lie waste?"

5  And now therefore thus says the LORD of hosts, "Consider your ways.

6  You have sown much, but bring in little; you eat, but you do not have enough; you drink, but you are not filled with drink; you dress, but no one is warm; and he who earns wages, earns wages to put into a bag with holes."

7  Thus says the LORD of hosts, "Consider your ways.

8  Go up to the mountain and bring wood, and build this house; and I will take pleasure in it, and I will be glorified," says the LORD.

9  "You looked for much, and behold, it came to little! And when you brought it home, then I blew on it. Why?" says the LORD of hosts. "Because of My house that is waste, and you, each man runs to his own house.

10  Therefore the heavens above you have held back the dew, and the earth has held back its fruit.

11  And I called for a drought upon the land, and upon the mountains, and upon the grain, and upon the new wine, and upon the oil, and upon that which the ground brings forth, and upon men, and upon livestock, and upon all the labor of your hands."

12  Then Zerubbabel the son of Shealtiel, and Joshua the son of Jehozadak, the high priest, with all the remnant of the people, obeyed the voice of the LORD their God and the words of Haggai the prophet, as the LORD their God had sent him. And the people feared before the LORD.

13  Then Haggai, the LORD'S messenger, spoke the message of the LORD to the people, saying, " 'I am with you,' says the LORD."

14  And the LORD stirred up the spirit of Zerubbabel the son of Shealtiel, governor of Judah, and the spirit of Joshua the son of Jehozadak, the high priest, and the spirit of all the remnant of the people. And they came and worked on the house of the LORD of hosts, their God,

Press Release
We celebrate #SaveSierraMadreDay today in hopes that we prevent drastic typhoon effects in the future.

Back in 2009, major cities in the country were devastated with heavy rains and flooding caused by typhoon Ondoy. Research found that these floods could be attributed to the continuous deforestation, degradation, and destruction of the Sierra Madre Mountain Range. Learning from this disaster, Save Sierra Madre Day was declared.

On this day, we raise awareness for and encourage participation in the rehabilitation, reforestation, protection, and conservation of the Sierra Madre Mountain Range.
