...Valmonte vs. Belmonte, Jr. G.R. No. 74930, February 13, 1989 [RIGHT TO INFORMATION]  Facts: Petitioner, Valmonte, who is a lawyer, a member of the media⁶ and a plain citizen of the Philippines filed a special civil action for mandamus invoking the right to information and praying that respondent, Belmonte (the GSIS Manager) be directed:   a. to furnish petitioners the list of the names of the Batasang Pambansa members belonging to the UNIDO and PDP-Laban who were able to secure clean loans immediately before the February 7 election thru the intercession/marginal note of the then First Lady Imelda Marcos; and/or  b. to furnish petitioners with certified true copies of the documents evidencing their respective loans; and/or  c. to allow petitioners access to the public records for the subject information.  The information is sought by petitioner in this case, to find truth of reports that certain Members of the Batasang Pambansa belonging to the opposition were able to secure "clean" loans from the GSIS immediately before the February 7, 1986 election through the intercession of the former First Lady, Mrs. Imelda Marcos, in relation to the pertinent provision of the 1987 Constitution which states: The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.

Issue/s: a. Whether or not the respondent can be compelled to perform the acts sought by petitioner in pursuance to the right to information.  b. Whether the petitioner is entitled to access to the documents evidencing loans granted by the GSIS.

Ruling: The petitioner is entitled to access to the documents evidencing loans granted by the GSIS, subject to reasonable regulations that the latter may promulgate relating to the manner and hours of examination, to the end that damage to or loss of the records may be avoided, that undue interference with the duties of the custodian of the records may be prevented and that the right of other persons entitled to inspect the records may be insured.  However, the same cannot be said with regard to the first act sought by petitioners, i.e., "to furnish petitioners the list of the names of the Batasang Pambansa members belonging to the UNIDO and PDP-Laban who were able to secure clean loans immediately before the February 7 election thru the intercession/marginal note of the then First Lady Imelda Marcos."  Although citizens are afforded the right to information and, pursuant thereto, are entitled to "access to official records," the Constitution does not accord them a right to compel custodians of official records to prepare lists, abstracts, summaries and the like in their desire to acquire information on matters of public concern. ...

Rep. Edgar Chatto hails teachers on World Teachers Day

Cong. Edgar Chatto cited teachers as molders of the future as he congratulated the Department of Education (DepEd).

Chatto delivered a message during the virtual world teacher’s day and civil service month celebration led by Schools Division Superintendent Dr. Bianito Dagatan.

In his message, he described as
heartwarming the knowledge that children and learners are left to the caring hands of teachers.

He hailed
sacrifices, dedication and commitment of teachers who he said are motivators and mentors who open opportunities for children to explore possibilities in education.

He congratulated DepEd for the steps the agency has taken to
adjust to the new norms.

“Whether it be virtual or face to face learning, the future of children rests on role of teachers,” he said, optimistic of a better world with teachers working hand in hand with parents to bring
children to greater heights.

In recent budget hearing of DepEd, Chatto fully supported the agency’s programs, pushing for a higher fund allocation.

“The national budget must be the primary resource for the present modes of learning particularly in terms of printing materials, he stated, emphasizing that reliability on the SEF and Brigada Eskwela for resources should be taken only as supplementary and not primary source of resources.

“This way, teachers can focus on teaching and not on soliciting for the needed materials,” he explained.

The virtual event was themed “Strengthening relationships for a meaningful service” and highlighted the national virtual search for Teachers Got Talent.

World Teachers Day is observed through Republic Act No. 10743 and the UNESCO. September is also the observance of Civil Service Month, pursuant to Proclamation No. 1050, series of 1997. (as printed on The Bohol Tribune)

REP. ALFREDO A. GARBIN, JR.
Author, HB 5509 lowering optional retirement age of gov’t workers to 56
0917-729-2437  | Twitter @AlfredoGarbin

1st week of October is Elderly Filipino Week

SOLON ASKS IATF TO APPROVE MORE MEASURES NEEDED TO PROTECT THE ELDERLY

As we celebrate the Elderly Filipino week, we ask the IATF to issue additional guidelines on keeping our senior citizens safe from COVID-19.

The additional guidelines are necessary in light of new findings that 25% of workplaces are unable to meet minimum health standards. Workers of those workplaces will return to their homes where the seniors are.

[Pre-pandemic photo of Rep. Pido Garbin with retirees and senior citizens]

Consider also that in the provinces, there are many more seniors. With the continuing repatriation of OFWs and local stranded individuals, seniors in the provinces are more vulnerable now.

All workers must decontaminate upon arriving outside their residences by bathing and changing clothes before they re-enter their homes.

Seniors must not be allowed to enter crowded areas like public markets.  Barangay personnel and volunteers deployed at public markets should be the ones doing the shopping for the seniors.  (END)

Surigao del Norte (1 December 2005) -- The strong alliance to eliminate Lymphatic Filariasis (LF) in the province has been forged among various organizations and agencies, each with a different mandate but all having a common goal: to eliminate the the lymphatic filariasis problem of the province.

It has been known that LF in the region has been around for quite a time already. The Department of Health-Caraga Region has worked towards attaining the main goal that is to eradicate the disease in the region by 2010. Although this disease doesn't kill, it has been known to destroy one's life by way of social and economic costs. Human suffering due to stigma and loss of productivity has been well documented.

In the province, 3 Filariasis sentinel sites have already been identified as the breeding ground of filaria disease, these are from the municipality of Mainit, specifically in Barangay Marayag, municipality of Claver, specifically in Barangay Urbiztondo and municipality of Gigaquit, specifically in Barangay Camam-onan. It is in the latter municipality that there is a significant increase of filariasis cases despite of the 2 Mass Drug Administrations.

Early support in the task of eliminating lymphatic filariasis came when the Coalition for the Elimination of Lymphatic Filariasis (CELF)-Philippines oriented the Provincial Health Officers, Provincial Health Team Leaders and other stakeholders of Caraga about their organization last September of this year. The concept and vision, mission of CELF-Philippines settled in the minds of the Surigaonon doctors thus decided to adopt it in Surigao del Norte with the support of key and strategic stakeholders and leaders in the province.

And so, this gave birth to CELF-Surigao del Norte, it is interesting to note that the CELF-SDN is the first local CELF organized in the Philippines with the following members from the Provincial Health Office, Provincial Health Team, City Health Office, DILG, Alpha Phi Omega, Couples for Christ, DepEd Surigao City and Surigao del Norte Divisions, SUNGCOD, PACEMCO, Taganito Mining Corporation, Hinatuan Mining Corporation, Greenstone Mining Corporation, NCIP, PAMET, PIA and Local Government Units.

It is also worthwhile to note that among the provinces in Caraga, it is the province of Surigao del Norte initiated its adoption with the full support of Gov. Robert Lyndon Barbers with a mission to assist in the national effort to eliminate LF in the Philippines. It also seeks to serve as a liaison body among groups and individuals involved or interested in the ELF.

Zechariah 4
1  And the angel that talked with me came again and awakened me, as a man that is awakened out of his sleep.

 2  And he said to me, "What do you see?" And I said, "I see, and behold, a lampstand, all of it gold, and a bowl on its top, and its seven lamps upon it, and seven pipes to the seven lamps on its top;

3  And two olive trees beside it, one on the right side of the bowl, and the other on the left side of it."

4  And I answered and spoke to the angel who talked with me, saying, "What are these, my lord?"

5  Then the angel who talked with me answered and said to me, "Do you know what these are?" And I said, "No, my lord."

6  Then he answered and spoke to me, saying, "This is the Word of the LORD to Zerubbabel, saying, 'Not by might, nor by power, but by My Spirit,' says the LORD of hosts.

7  'Who are you, O great mountain? Before Zerubbabel you shall become a plain; and he shall bring forth the head stone with shoutings, "Grace! Grace unto it!"

8  And the Word of the LORD came to me, saying,

9  "The hands of Zerubbabel have laid the foundation of this house. His hands shall also finish it." And you shall know that the LORD of hosts has sent me to you.

10  "For who has despised the day of small things? For they shall rejoice, and shall see the plummet in the hand of Zerubbabel. These seven are the eyes of the LORD which run to and fro through the whole earth."

11  And I answered and said to him, "What are these two olive trees on the right side of the lampstand and on its left side?"

12  And I answered again and said to him, "What are the two olive branches beside the two golden pipes, emptying the golden oil out of themselves?"

13  And he answered me and said, "Do you not know what these are?" And I said, "No, my lord."

14  And he said, "These are the two anointed ones who stand by the LORD of the whole earth."

Surigao del Sur (1 December 2005) -- The National Food Authority assured the public of sufficient supply of rice this coming Christmas season.

Contrary to speculations that price of government rice will increase as a result to the implementation of the expanded value added tax, Surigao del Sur National Food Authority Provincial Manager Sebastian R. Solano, Jr. announced that the food agency will continue to sell at P18/kg for well milled rice and P16/kg for regular milled rice in the province.

Solano assured the public that there will be no increase in the price of NFA rice and will continue to be sold at NFA accredited outlets provincewide.

At present, the rice stock inventory of the province as of November 9, 2005 is 47,680 bags which is more than enough to sustain as food security for the entire province until the year end.

Just recently, President Arroyo has declared November as National Rice Awareness Month to recognize the need to continually heighten public awareness on rice and its inter-relationship with malnutrition and poverty to sustain the attainment of national and global food security. Butuan City (1 December 2005) -- Members of the national and local media gathered here recently for the very first time in a media tour conducted by the Philippine Information Agency (PIA) and the Fisheries Resource Management Program (FRMP) of the Bureau of Fisheries and Aquatic Resources (BFAR).

Aimed to inform the public of the projects that have been undertaken by FRMP-BFAR, the two-day media tour highlighted the visitation of fish sanctuaries that are located in the municipalities of Cabadbaran and Carmen in Agusan del Norte.

National and local media from print and broadcast were among the members of the panel who interviewed different communities who actively took part in the preservation of fish sanctuaries as well as in the implementation of the fishing law to safeguard the said sanctuaries.

According to Lauro Hinaloc of BFAR-FRMP Caraga, these two municipalities were chosen in order to show the best practices of the organizations in maintaining the fish sanctuaries.

Mayor Jovitte Calo of Carmen town presented the projects of the local government unit. One of the said projects is the preservation of marine resources in their municipality.

Calo said that since they are promoting tourism, her administration is focusing on preserving marine resources. "This is one way of attracting tourists. Since Carmen is blessed with marine resources, then we have to take these as the municipality's treasures that needs to be maintained and kept", Mayor Calo said.

Calo stressed that the municipality of Carmen is seriously implementing the law "because it is only through this that we can achieve our goal", she said. This also shows that Carmen strongly supports the national government in uplifting the economic standards of the country by promoting tourism.

The mayor also said that one of the priority projects of the local government is to promote their market industry particularly on mango production since Carmen is known for having the sweetest mangoes in the entire Caraga region.

At present, Mayor Calo said that the local government is also venturing on banana production as they found out that Carmen is a good place for planting banana.

Certificates of Appreciation were presented to Mayor Calo and Cabadbaran Mayor Herman Libarnes at the end of the day by BFAR-Caraga Assistant Regional Director Nerio Casil and PIA Area Management Office (AMO) Caraga officer-in-charge David Suyao for the support extended in the conduct of the tour.

On the last day of the tour, the participants vowed to support the programs of BFAR-FRMP by submitting commitment plans that will help in the promotion of the project.

Laoag City (1 December 2005) -- The 50-member Consultative Commission is bringing the great debate on constitutional reforms to three Northern Luzon cities starting December 2 as part of its nationwide information and consultation campaign.

Commission delegates, led by retired Armed Forces Bgen. Jose Bello, will plane in at the Laoag International Airport on December 1 before motoring to Vigan City for a press conference that would kick off the three-day sessions.

The commission will have a day-long consultative workshop at the University of Northern Philippines auditorium in Vigan City on December 2 before heading to San Fernando and Dagupan cities for similar activities.

"What is Charter change? Is federalism and parliamentary better than a presidential form of government? Why is it important for the public to participate in the discussions referring to Charter change?"

These are among the questions to be raised and answered as the commission brings to the streets the great debate on constitutional amendments.

President Gloria Macapagal-Arroyo signed Executive Order (EO) No. 453 in August creating a consultative commission to propose the revision of the 1987 Constitution in consultation with various sectors of society.

The President incorporated the constitutional reform in the Medium Term Public Investment Program of 2005 and deemed it to be of the highest priority as stated in her State of Nation Address in July.

Ms. Arroyo laid the following targets in pushing for Charter amendments:

a government of effective and accountable political institutions
a decentralized government that is more responsive and accountable to the people and
allows people to participate effectively in government decisions and the making of social and economic policies.

The commission, representing the national, regional and sectoral constituencies appointed by the President, has started consultations and studies in key cities nationwide and proposed amendments and revisions to the 1987 Constitution.

The proposed amendments dwell principally on the following:

proposal to shift from a presidential-unitary system to a parliamentary-federal system of government,
refocusing of economic policies in the constitution to match the country's vision for global competitiveness,
and to review economic policies which tend to hinder the country's global competitiveness and adversely affect the people's welfare. (PIA Ilocos)

MANILA (1 December 2005) -- President Gloria Macapagal-Arroyo has expressed appreciation and welcomed the action made by the House of Representatives on the mode of effecting Charter amendments.

President Arroyo issued the appreciation after the Lower House unanimously approved the resolution calling for both chambers of Congress to convene jointly to introduce amendments to the 1987 Constitution.

"The first step towards sweeping political changes has been taken… and we hope that this is the beginning of a broader consensus for the better future of the Philippines," she said.

The President pointed out that the Filipino people wait for their leaders to deliver the final blow to poisoned politics and open the gates for the political, economic, and social renaissance of the nation.

"The call for unity behind a common destiny is clear and we must start to devote our hearts and minds to this historic task to reshape the fundamental law in the interest of the Filipino of the 21st century," she added. (PIA-MMIO)

Zechariah 3
1  And He showed me Joshua the high priest standing before the angel of the LORD, and Satan standing at his right hand to resist him.

2  And the LORD said to Satan, "May the LORD rebuke you, Satan! May even the LORD Who has chosen Jerusalem rebuke you! Is this not a brand plucked out of the fire?"

3  Now Joshua was clothed with filthy garments, and stood before the angel.

4  And He answered and spoke to those who stood before him, saying, "Take the filthy garments from off him." And to him He said, "Behold, I have caused your iniquity to pass from you, and I will clothe you with ceremonial robes."

5  And I said, "Let them set a clean mitre on his head." And they set a clean mitre on his head and clothed him with garments. And the angel of the LORD stood by.

6  And the angel of the LORD charged Joshua, saying,

7  "Thus says the LORD of hosts, 'If you will walk in My ways, and if you will keep My charge, then you shall also judge My house, and shall also keep My courts, and I will give you places to walk among these who stand by.

8  Hear now, O Joshua the high priest, you and your fellows who sit before you; for they are men wondered at, for behold, I will bring forth My Servant the Branch!

9  For behold, the stone that I have set before Joshua: On one stone are seven eyes. Behold, I will engrave its engraving upon it,' says the LORD of hosts, 'and I will remove the iniquity of that land in one day.

10  In that day,' says the LORD of hosts, 'you shall call, each man to his neighbor, to sit under the vine and under the fig tree.' ”

MANILA (1 December 2005) -- Malacañang reiterated President Gloria Macapagal-Arroyo's innocence in the alleged rigging of the 2004 election and welcomed the efforts of former Commissioner Virgilio Garcillano to set the record straight and put closure to the issue.

Press Secretary Ignacio Bunye made the statement as five committees of Congress hearing the wiretapping controversy will resume its investigation on December 7 in view of Garcillano's latest appearance.

"We have nothing to hide, and nothing to fear from the truth," Bunye stressed.

He pointed out that those who have been unfairly dragged into this controversy have already suffered enough. Hence, it is but just for them to be vindicated once more.

"The opposition is bent on opening another front of muckraking and propaganda despite the ill effects this will inflict upon our economy and the lives of our people," the Secretary warned. (PIA-MMIO

Zechariah 2
1  I lifted up my eyes again and looked, and behold! A man with a measuring line in his hand.

2  Then I said, "Where are you going?" And he said to me, "To measure Jerusalem, to see what is its breadth and what is its length."

3  And behold, the angel who talked with me went out, and another angel went out to meet him.

4  And he said to him, "Run, speak to this young man, saying, 'Jerusalem shall be inhabited, as towns without walls for the multitude of men and livestock in her midst.

5  And I,' says the LORD, 'will be to her a wall of fire all around, and will be the glory in her midst.' ”

6  "Ho! Ho! Flee then from the land of the north," says the LORD, "for I have scattered you as the four winds of the heavens," says the LORD.

7  "Ho! O Zion, escape, you who live with the daughter of Babylon."

8  For thus says the LORD of hosts; "After His glory, He sent me unto the nations who plundered you; for he who touches you touches the apple of His eye,

9  For behold, I will shake My hand over them, and they shall be a prize for their servants. And you shall know that the LORD of hosts has sent me.

10  Sing and rejoice, O daughter of Zion, for lo, I come, and I will dwell in your midst," says the LORD.

11  "And many nations shall be joined to the LORD in that day, and shall be My people; and I will dwell in your midst, and you shall know that the LORD of hosts has sent me to you.

12  And the LORD shall possess Judah, His portion in the holy land, and shall choose Jerusalem again.

13  Be silent, all flesh, before the LORD; for He has risen out of His holy dwelling place."

Zechariah 1
1  In the eighth month, in the second year of Darius, the Word of the LORD came to Zechariah, the son of Berechiah, the son of Iddo the prophet, saying,

2  "The LORD has been very angry with your fathers.

3  Therefore you say to them, 'Thus says the LORD of hosts, "Return to Me," says the LORD of hosts, "and I will return to you," says the LORD of hosts.

4  "Be not as your fathers, to whom the former prophets have proclaimed to them, saying, 'Thus says the LORD of hosts, "Turn now from your evil ways and your evil doings." ' But they did not hearken, nor attend to Me," says the LORD.

5  "Your fathers, where are they? And the prophets, do they live forever?

6  But My words and My statutes which I commanded My servants the prophets, did they not overtake your fathers? And they returned and said, 'As the LORD of hosts planned to do to us, according to our ways and according to our doings, so He has done with us.' ”

7  On the twenty-fourth day of the eleventh month, it is the month Shebat, in the second year of Darius, the word of the LORD came to Zechariah, the son of Berechiah, the son of Iddo the prophet, saying,

8  "I watched by night. And behold! A man riding on a red horse, and he stood among the myrtle trees in the ravine. And behind him were red, speckled and white horses."

9  Then I said, "O my lord, what are these?" And the angel who talked with me said to me, "I will show you what these are."

10  And the man who stood among the myrtle trees answered and said, "These are those whom the LORD has sent to walk to and fro through the earth."

11  And they answered the angel of the LORD who stood among the myrtle trees, and said, "We have walked to and fro through the earth, and behold, all the earth sits still and is at peace."

12  Then the angel of the LORD answered and said, "O LORD of hosts, how long will You not have mercy upon Jerusalem and upon the cities of Judah against which You have cursed these seventy years?"

13  And the LORD answered the angel who talked with me with good words and comfortable words.

14  So the angel who talked with me said to me, "Cry aloud, saying, 'Thus says the LORD of hosts, "I am jealous for Jerusalem and for Zion with a great jealousy.

15  And with great anger I am angry at the heathen that are at easeâ€"in that I was but a little angry, but they furthered the affliction."

16  Therefore thus says the LORD, "I have returned to Jerusalem with mercies. My house shall be built in it," says the LORD of hosts. "And a line shall be stretched over Jerusalem." '

17  Cry aloud again, saying, 'Thus says the LORD of hosts, "My cities shall yet overflow through prosperity, and the LORD shall yet comfort Zion, and shall yet choose Jerusalem.”

18  Then I lifted up my eyes and looked, and behold, four horns!

19  And I said to the angel who talked with me, "What are these?" And he answered me, "These are the horns that have scattered Judah, Israel, and Jerusalem."

20  And the LORD showed me four craftsmen.

21  And I said, "What are these coming to do?" And He spoke, saying, "These are the horns which have scattered Judah, so that no man lifted up his head. But these have come to terrify them, to throw down the horns of the nations who lifted up their horns over the land of Judah to scatter it."

Haggai 2
1  In the seventh month, in the twenty-first day of the month, the Word of the LORD came by the prophet Haggai, saying,

2  "Now speak to Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Jehozadak, the high priest, and to the remnant of the people, saying,

3  'Who is left among you who saw this temple in her first glory? And how do you see it now? In comparison, is it not in your eyes as nothing?

4  Yet now be strong, O Zerubbabel,' says the LORD. 'And be strong, O Joshua, son of Jehozadak, the high priest; and be strong all you people of the land,' says the LORD, 'and work; for I am with you,' says the LORD of hosts.

5  'According to the word that I covenanted with you when you came out of Egypt, so My Spirit remains among you. Do not fear.'

6  For thus says the LORD of hosts, 'Once againâ€"it is yet a little whileâ€"I will shake the heavens, and the earth, and the sea, and the dry land.

7  And I will shake all the nations; and the desire of all nations shall come; and I will fill this house with glory,' says the LORD of hosts.

8  'The silver is Mine, and the gold is Mine,' says the LORD of hosts.

9  'The glory of this latter temple shall be greater than that of the former,' says the LORD of hosts. 'And in this place I will give peace,' says the LORD of hosts."

10  In the twenty-fourth day of the ninth month, in the second year of Darius, the word of the LORD came by Haggai the prophet, saying,

11  "Thus says the LORD of hosts, 'Now ask the priests concerning the law, saying,

12  "If one carries holy flesh in the skirt of his garment, and touches his skirt to bread, or boiled food, or wine, or oil, or any food, will it also become holy?" ' " And the priests answered and said, "No."

13  Then Haggai said, "If one who is unclean by a dead body touches any of these, shall it also be unclean?" And the priests answered and said, "It shall be unclean."

14  And Haggai answered and said, " 'So is this people, and so is this nation before Me,' says the LORD. 'And so is every work of their hands; and that which they offer there is unclean.

15  And now, I ask you, consider from this day and onwardâ€"from before the placing of a stone upon a stone in the temple of the LORDâ€"

16  How that one came expecting a heap of twenty measures, and there were but ten; one came to the wine vat to draw off fifty measures from the winepress, and there were but twenty.

17  I struck you with blight and with mildew, and with hail, in all the labors of your hands; yet you did not return to Me,' says the LORD.

18  'Now consider from this day and forward, from the twenty-fourth day of the ninth month, from the day that the foundation of the LORD'S temple was laid, consider this:

19  Is the seed still in the barn? Yea, as yet the vine, and the fig tree, and the pomegranate, and the olive tree have not brought forth. From this day forward I will bless you.' ”

20  And a second time the Word of the LORD came to Haggai in the twenty-fourth day of the month, saying,

21  "Speak to Zerubbabel, governor of Judah, saying, 'I will shake the heavens and the earth.

22  And I will overthrow the throne of the kingdoms, and I will destroy the strength of the kingdoms of the nations. And I will overthrow the chariots and their riders. And the horses and their riders shall come down, each one by the sword of his brother.

23  In that day,' says the LORD of hosts, 'I will take you, O Zerubbabel, My servant, the son of Shealtiel,' says the LORD, 'and will make you like a signet ring; for I have chosen you,' says the LORD of hosts."

Press Release 01 October 2020

COURT CONVICTS THREE OFFICERS OF CLOSED RURAL BANK OF MILAGROS (MASBATE), INC.

The Regional Trial Court (RTC) of Masbate City convicted three officers of the closed Rural Bank of Milagros (Masbate), Inc. for violation of banking laws on charges filed by the Bangko Sentral ng Pilipinas (BSP).

The convicted officers of the closed bank are Larry D. Estrella, former chairman of the board of directors and president; Mizel S. Tarantan, former director, corporate secretary, and cashier; and Rosie V. Besonia, former director, vice-president, and manager.

Estrella and Tarantan are each sentenced to suffer imprisonment of a minimum of two years to a maximum of three years. Besonia, meanwhile, was given the same sentence for each of the two violations she was found guilty of.

RTC-Masbate found Estrella guilty beyond reasonable doubt of violating The General Banking Law of 2000 after admitting he obtained loans from RB Milagros without complying with the law’s requirements on Directors, Officers, Stockholders, and their Related Interests (DOSRI).

Tarantan, on the other hand, received conviction for making false entries in the books and records of RB Milagros and participating in fraudulent loan transactions in the total amount of Php 3.507 Million.

Meanwhile, Besonia pleaded guilty to charges she obtained loans without adhering to DOSRI requirements. Besonia also admitted that she and Tarantan made false entries in the books and records of RB Milagros and participated in fraudulent loan transactions.

The cases arose from the criminal complaint filed in 2016 by the BSP, through its then Office of Special Investigation, now the Office of the General Counsel and Legal Services-Investigation and Prosecution Group, before the Department of Justice, against said  convicted officers of RB Milagros.

MCBL hosts webinar on how businesses can build resilience through reinvention
Entrepreneurs Kenneth Cobonpue and Richard Yap share valuable insights on how they pivoted their businesses to thrive amid COVID-19 pandemic

Manila â€" Manulife China Bank Life Assurance (MCBL) has organized a webinar titled “Business Resilience in the time of COVID-19,” featuring globally renowned Filipino industrial designer Kenneth Cobonpue and entrepreneur, actor, and China Bank brand ambassador Richard Yap, as they share the lessons they have learned pivoting and reinventing their respective businesses amid today’s challenging landscape.

“At MCBL, it is important for us to support our customers, many of whom are entrepreneurs and business leaders, as they face disruption, volatility and uncertainty resulting from the pandemic,” said Sandeep Deobhakta, President and Chief Executive Officer of MCBL. “This webinar gives them a platform to learn from peers who are also running businesses, and who have managed to weather today’s difficulties, by finding and developing growth opportunities through agility and reinvention.”

At the webinar, Cobonpue shared how he harnessed and fueled his creativity during the lockdown by devoting specific time for creativity, imagination and bursts of inspiration. He also inspired his team to increase productivity while working remotely. “There should be a good balance of maintaining creativity and running a business. We had to reinvent ourselves and maintain discipline while we’re working from home. At the height of the lockdowns, we decided to boost our online presence and render our designs digitally because we couldn’t go to our showrooms. I also kept the communication with my people going through our daily check-ins,” shared Cobonpue. He also believes in the importance of self-care to remain creative.

Meanwhile, Yap shared practical tips that he learned from his different ventures on building online presence, re-assessing business operations, improving products and services, optimizing employees’ skills and capabilities, and cultivating customer relationships.  “We had to innovate in many areas to meet our customers’ needs. The lockdown disallowed dine-in options, so we had to grow our online presence, came up with promos to offer budget-friendly meals, partnered with delivery riders to help us reach our customers, and even trained our wait staff to have our own food delivery system as well. This not only allowed us to keep our business afloat and expand our delivery areas, but also helped us save people’s jobs.”

To provide more insights and tips on how entrepreneurs and business leaders can keep their workforce and their loved ones protected, MCBL also invited Atty. Victoria Hilado, estate planning and settlement lawyer. She highlighted the importance of “keyman insurance,” which protects employees and businesses in the face of unexpected loss or sudden death of a key personnel.

“In China Bank, we continuously provide sound and practical advice to help our clients stay competitive and financially resilient during these trying times,” Patrick Cheng, Chief Financial Officer, China Bank. “While there may be challenges along the way, this webinar aims for everyone to be several steps ahead, by reevaluating our strategies and embracing an innovative mindset to help us thrive amid our present challenges.”

This webinar is part of MCBL’s 13th anniversary celebration, and only the latest of Manulife Philippines’ free webinars. To watch previous installments or know more about succeeding episodes, follow Manulife’s Facebook page at www.facebook.com/ManulifePH

743 Families affected by lockdown in Bulakan town receive food packs
Press Release:
CITY OF MALOLOS â€" Some 743 families affected by the localized lockdown in Brgy. Perez in Bulakan, Bulacan received food packs from the Provincial Government of Bulacan through the Provincial Social Welfare and Development Office earlier today.

According to Rowena Joson-Tiongson, head of PSWDO, each household received a food pack containing 5 kilos of rice and 10 packs of noodles as assistance to the affected families.

Governor Daniel R. Fernando said that the PGB is continuously providing food packs to Bulakenyos especially to those families who are on lockdown.

“Ang Pamahalaang Panlalawigan po ay patuloy na sumusuporta sa mga apektadong lugar lalo na po sa mga area na kasalukuyang naka-lockdown. Tuluy-tuloy po ang pamamahagi natin ng food packs at pinagsusumikapan po namin na maibigay at matustusan ang inyong pangangailangan sa kabila ng kinakaharap nating pandemya,” the governor said.

A total of seven positive COVID-19 cases were recorded by the barangay officials and ordered a localized lockdown last September 4 to 19, 2020 while the barangay was still under enhanced community quarantine.

Brgy. Chairman Santos M. Villanueva also expressed his gratitude to the PGB and to the People’s Governor for personally delivering the food packs for their community.

“Maraming salamat po sa ating Pamahalaang Panlalawigan sa kanilang pagtugon sa aming pangangailangan dito sa aming barangay lalo na po sa ating gobernador na personal po talaga kaming sinadya para iabot itong mga food pack para sa aming barangay,” Villanueva said.

As of September 30, Bulacan has recorded a total of 3,989 COVID-19 recoveries, 1,637 active cases and 98 deaths.

Monetary Board Maintains Policy Settings

At its meeting on monetary policy today, the Monetary Board decided to maintain the interest rate on the BSP’s overnight reverse repurchase (RRP) facility at 2.25 percent. The interest rates on the overnight deposit and lending facilities were likewise kept at 1.75 percent and 2.75 percent, respectively.

The Monetary Board’s decision is based on the assessment that prevailing monetary policy settings remain appropriate. Latest baseline inflation forecasts show a slightly lower path within the Government’s 2-4 percent target range. This reflects the lower-than-expected inflation in August, the moderation in global crude oil prices, and the appreciation of the peso. The balance of risks to the inflation outlook also continues to lean toward the downside from 2020 until 2022 owing largely to the risk of potential disruptions to domestic and global economic activity amid the ongoing pandemic. Meanwhile, inflation expectations remain firmly anchored within the inflation target band.

The Monetary Board also noted that global economic activity has stabilized in recent weeks. However, uncertainty remains elevated with the resurgence of COVID-19 cases in some jurisdictions. At the same time, the Monetary Board observed encouraging signs of recovery in domestic economic activity, supported by ample liquidity in the financial system.

Given these considerations, the Monetary Board is of the view that a continued pause will allow prior measures by the BSP to further work their way through the economy. The gradual easing of restrictions, along with sustained efforts by the Government to protect human health and livelihood, should also help lift market sentiment and aid the recovery of the economy in succeeding months.

Looking ahead, the BSP stands ready to deploy its full arsenal of instruments as needed in fulfillment of its mandate to maintain price and financial stability conducive to sustainable economic growth.
