By KELLI KENNEDY, Associated Press Kelli Kennedy, Associated Press â€" Thu Feb 17, 4:43 pm ET

MIAMI â€" Federal authorities charged more than 100 doctors, nurses and physical therapists in nine cities with Medicare fraud Thursday, part of a massive nationwide bust that snared more suspects than any other in history.

More than 700 law enforcement agents fanned out to arrest dozens of people accused of illegally billing Medicare more than $225 million. The arrests are the latest in a string of major busts in the past two years as authorities have struggled to pare the fraud that's believed to cost the government between $60 billion and $90 billion each year. Stopping Medicare's budget from hemorrhaging that money will be key to paying for President Barack Obama's health care overhaul.

Health and Human Services Secretary Kathleen Sebelius and Attorney General Eric Holder partnered in 2009 to allocate more money and manpower in fraud hot spots. Thursday's indictments were for suspects in Miami, Los Angeles, Dallas, Houston, Detroit, Chicago, Brooklyn, Tampa, Fla., and Baton Rouge, La.

They show that "health care fraud is not easy money," Holder said at a press conference in Washington.

A podiatrist performing partial toenail removals was among 21 indicted in Detroit. Dr. Errol Sherman is accused of billing Medicare about $700,000 for the costly and unnecessary procedures, which authorities said amounted to little more than toenail clippings. The podiatrist billed Medicare for 20 nail removals on three toes of one patient, according to the indictment. He charged Medicare about $110 for each procedure.

A message could not be left at Sherman's office Thursday.

A Brooklyn, N.Y., proctologist was charged with billing $6.5 million for hemorrhoid removals, most of which he never performed. Dr. Boris Sachakov claimed he performed 10 hemorrhoid removals on one patient, which authorities said is not possible. An employee who answered at Sachakov's office declined comment Thursday.

Sachakov had been arrested last year on charges related to a separate scam. Sachokov denied the charges.

Authorities also busted three physical therapy clinics in Brooklyn, run by an organized network of Russian immigrants accused of paying recruiters to find elderly patients so they could bill for nearly $57 million in physical therapy that amounted to little more than back rubs, according to the indictment.

In Miami, two doctors and several nurses from ABC Home Health Care Inc. were charged with swindling $25 million by writing fake prescriptions recommending nurses and other expensive aids to treat homebound patients, authorities said. The services were never provided. A message left Thursday was not immediately returned.

In total, nearly three dozen defendants were charged in Miami in various scams that topped about $56 million.

Thursday's totals exclude busts two days earlier in Miami that netted 21 suspects accused of bilking $200 million from Medicare.

"These unprecedented operations send a clear message. We will not tolerate criminals lining their pockets at the expense of Medicare patients and taxpayers," HHS Inspector General Daniel R. Levinson said.

For decades, Medicare has operated under a pay-and-chase system, paying providers first and investigating suspicious claims later. The system worked when the agency was paying hospitals and institutions that couldn't close up shop and flee the country if they'd been overpaid. But as Medicare has expanded to one of the largest payer systems in the world, he agency has struggled to weed out crooks. There are about 1.3 million licensed suppliers nationwide with 18,000 new applications coming in every month.

"We can arrest and charge people every day and it still won't make a dent until changes are made to Medicare," said FBI special agent in charge John Gillies.

He called for criminal background checks and fingerprints of providers. He also suggested Medicare use unique, secure numbers for patients instead of Social Security numbers, making it easier to cancel Medicare cards in fraud cases.

Sebelius has promised more decisive action on the front end, by vigorously screening providers and stopping payment to suspicious ones, under greater authority granted by the Affordable Care Act.

Authorities also announced Thursday they were adding strike forces in Chicago and Dallas.

MANAMA, Bahrain â€" Bahrain's leaders banned public gatherings and sent tanks into the streets Thursday, intensifying a crackdown that killed five anti-government protesters, wounded more than 200 and turned a hospital into a cauldron of anguish and rage against the monarchy.

Bahrain's streets were mostly empty after the bloody clampdown, but thousands defied authorities by marching in cities in Libya and Yemen as the wave of political unrest continued in the wake of uprisings that toppled leaders in Egypt and Tunisia.

The tiny kingdom of Bahrain is a key part of Washington's military counterbalance to Iran by hosting the U.S. Navy's 5th Fleet. Bahrain's rulers and their Arab allies depict any sign of unrest among their Shiite populations as a move by neighboring Shiite-majority Iran to expand its clout in the region.

While part of the recent revolt in the Arab world, the underlying tensions in Bahrain are decades old and pit the majority Shiites against the Sunni elite.

After allowing several days of rallies in the capital of Manama by disaffected Shiites, the island nation's Sunni rulers unleashed riot police who stormed a protest encampment in Pearl Square before dawn, firing tear gas, beating demonstrators or blasting them with shotgun sprays of birdshot. Along with two who died in clashes with police Monday, the new killings brought the death toll this week in Bahrain to seven.

The willingness to resort to violence against largely peaceful demonstrators was a sign of how deeply the monarchy fears the repercussions of a prolonged wave of protests.

In the government's first public comment on the crackdown, Foreign Minister Khalid Al Khalifa said it was necessary because the demonstrators were "polarizing the country" and pushing it to the "brink of the sectarian abyss."

Speaking to reporters after an emergency meeting with his Gulf counterparts in Manama to discuss the unrest, he called the violence "regrettable," said the deaths would be investigated and added that authorities chose to clear the square by force at 3 a.m. â€" when the fewest number of people would be in the square â€" "to minimize any possibility of casualties."

Many of the protesters were sleeping and said they received little warning of the assault.

In the wake of the bloodshed, angry demonstrators who milled around one hospital for treatment or to transport wounded friends and relatives chanted: "The regime must go!"

Massachusetts Sen. Scott Brown has revealed that he was repeatedly sexually abused at age 10 by a male camp counselor.

He said he never told anyone out of shame and fear, and even his mother and wife would be hearing about the molestation for the first time, reports the New York Daily News.

"He said 'If you tell anybody, I'll kill ya. I will make sure that nobody believes you,'" Brown told Leslie Stahl in "60 Minutes" interview.

"That's what happens when you're a victim. You're embarrassed. You're hurt."

"When people find people like me at that young vulnerable age, who are basically lost, the thing that they have over you is, they make you believe that no one will believe you."

Brown described being touched, and being forced to touch the counselor.

"Fortunately, nothing was ever fully consummated, so to speak, but it was certainly, back then, very traumatic," he added.

Brown is revealing his childhood demons in his upcoming memoir, "Against All Odds."

DND distances self from Marcos at Libingan issue
02/17/2011 | 04:52 PM

The Department of National Defense (DND) has distanced itself from the proposed burial of the late President Ferdinand Marcos at the Libingan ng mga Bayani, which remains a thorny issue more than two decades after the former state leader’s death.

“The DND will just follow the guidance of Malacañang," DND spokesman Eduardo Batac said Thursday at a press briefing in Camp Aguinaldo.

Marcos was a former military officer and recipient of the highest military decoration for gallantry and bravery in combat, but many sectors are opposing plans to bury him at the Libingan ng mga Bayani.

“While there are parties which are advocating for the accommodation of the late President Marcos’ burial in Libingan ng mga Bayani, there are also people who are objecting especially the victims of the Marcos dictatorship," Batac noted.

Batac said all military officers and enlisted personnel are qualified to be buried at the Libingan ng mga Bayani.

Marcos, president from 1965 until he was ousted in 1986, died while on exile in Hawaii in 1989. His remains were brought and preserved at his hometown in Virac, Ilocos Norte.

Among those who are calling for his burial at the Libingan ng mga Bayani are his son Sen. Ferdinand “Bongbong" Marcos Jr., and Senate President Juan Ponce Enrile, who served as Defense minister during the Marcos regime.

In February 1986, however, Enrile joined forces with then AFP vice chief of staff Lt. Gen. Fidel Ramos in turning against the Marcos administration. The EDSA uprising then resulted in the ouster of Marcos and the assumption to power of then civilian Corazon Aquino.

Meanwhile, Batac announced that Defense Secretary Voltaire Gazmin is planning to develop a regional Libingan ng mga Bayani to accommodate enlisted personnel, especially those who cannot afford burial at private cemeteries.

“The move right now, and this came from the secretary himself, is to develop regional Libingan ng mga Bayani, especially for enlisted personnel who pass away. These people cannot afford, for example, burial at the cemeteries," said Batac. - KBK/RSJ, GMA News

Weird and Extreme / Re: Hypertrichosis

Times have changed, although there is still no cure for hypertrichosis. Pruthviraj Patil of India and Supatra Sasuphan of Thailand are accepted by their peers despite their hairy appearance, and hope to live normal lives with everyday occupations. Other stories of hairy people include Barbara Urslerin, Shwe-Maong of Burma, and Alice Dougherty the Minnesota Wooly Baby, among others.

Percilla Bejano

Percilla Lauther Bejano was born in 1911 in Puerto Rico, the only one of five children to be born with excessive hair. Her mother consulted with doctors, but could find no treatment for her. Percilla was adopted by exhibitor Karl L. Lauther after her own father was killed and she toured with the Johnny J. Jones Exposition. She was educated and articulate, and sang and danced in her exhibit. Percilla fell in love with another sideshow exhibit named Emmitt Bejano, who suffered from ichthyosis and was billed as the Alligator-Skinned Man. The two married in 1938 and remained madly in love until Emmitt’s death in 1995. They were billed as “The World’s Strangest Married Couple” when they toured with Ringling Brothers. Percilla and Emmitt appeared in the 1980 film Carny. Percilla was introduced to a new generation of admirers when she appeared clean shaven on The Jerry Springer Show in 1997. Percilla passed away in 2001 at age 89.

Stephan Bibrowski

Lionel, the Lion-faced Man was born Stephan Bibrowski in Poland in 1891. Rejected by his mother as an “abomination”, he was taken in by a German sideshow exhibitor when he was four years old. Bibrowski was a very intelligent man who spoke five languages and once aspired to become a dentist. His side show act included gymnastic tricks. Bibrowski appeared with Barnum and Bailey’s Circus in the early part of the century, and at Dreamland Circus in Coney Island in the 1920s. He moved to Germany upon retiring from show business, and died of a heart attack in 1932. He was only 40 years old.

Shaolin Grand Master Tai Djin

Tai Djin was born in Fukien, China in 1849. His parents, not knowing what caused their baby’s hairiness, abandoned him in a forest. Tai was found by a monk who took him to the Shaolin Temple where he was cared for by the Shaolin Masters. Tai grew up to be highly educated, knowing he wouldn’t have much of a life outside the temple. He threw himself into learning martial arts -not just one discipline, but all of them! Tai achieved the title of Grand Master and is known from that point on as Su Kong Tai Djin. He was revered by his many students until (and even after) his death in 1928.

Hypertrichosis is a rare genetic condition that results in extreme hairiness. It is sometimes referred to as “werewolf syndrome”. Only about 50 cases in history have been documented. There is some speculation that Esau, son of Isaac and twin brother of Jacob, may have had hypertrichosis. He was described in the Old Testament as born covered in red hair, and was referred to as a hairy man by his brother as an adult. Here are several more cases.
