One of the most striking features of this hugely complex issue, however, is that it pits two views of the world in a head on collision. Very broadly, the Philippines are claiming that international law is dominant, and that it needs to be the common language by which to resolve all these issues. For China, however, the prime claims are historic, and these take precedence.

Clearly, the argument for this historic hogwash is as potent as Admiral Zheng He.

China kept in the dark

Tokyo, for example, lavished huge sums on Beijing for three decades, beginning in 1979 and ending in 2011, as China overtook Japan to become the world's second largest economy. Yet little goodwill was created among ordinary Chinese who were kept largely in the dark by China's leaders about the extent of ODA, according to Ishida.

Yoichi Shimada, professor of international relations at Fukui Prefectural University, believes domestic politics in both China and South Korea has prevented normalization of relations with Japan.

"The Chinese Communist Party, in order to maintain authoritarian rule, must persuade its people that if they loosened their grip on power, Japanese militarism would rise again," says the professor.

"But China's economy has shown signs of weakness, so the authorities must improve relations with Japan for the sake of trade," he says.

South Korea, occupied by Japan for much of the first half of the 20th century, harbors grievances toward its former colonizers. Efforts by Japanese leaders in recent years to revise the history of that occupation, especially Japan's treatment of women forced into sexual slavery by Japanese soldiers, exacerbates public opinion in the South.

Some Asia observers take not of the different attitude taken toward Japan by, for example, the city-state of Singapore.

“Unlike China and Korea, Singapore nurtures no sense of grievance towards its former occupiers, despite the … cruelty,” John Curtis Perry, professor at Tufts University's Fletcher School of Law and Diplomacy, recently wrote in The Wall Street Journal. “The Japanese chose Chinese Singaporeans, three quarters of the population, for the worst treatment … [singling] out those who had soft hands and wore glasses â€" marks of the leadership class â€" for execution. Many thousands died.”

Chaw Chaw, the professor from Burma, says the issue moving forward is a pragmatic one: "We see the Japan of today, not of 70 years ago."

Boosting ties with India

In India, meanwhile, favorable ratings break down to 31 percent for China and 43 percent for Japan. Relations between Tokyo and New Delhi are noticeably warming, driven by a perception of a deeper reciprocity.

"India and Japan are working to operationalize what was a good but dormant relationship in order to exploit its full potential," says Rajiv Kumar, at the Centre for Policy Research in New Delhi. "India is also hedging its bets to avoid being too reliant on, or dominated by, the huge power of China."

“For both sides [India and Japan], the economics are more important than security,” adds Dr. Kumar. “There's a big investment opportunity for Japan, and there's a very large potential payoff for India in terms of modernizing its technology and infrastructure."

That formula is also a key to normalizing relations with Myanmar, which was occupied by Japan when it was British Burma.

Development aid, forgiving sovereign debt, and sharing of technology have all contributed to the relationship between Japan and Burma, according to Professor Chaw Chaw Sein, head of the international relations department at the University of Yangon.

"We suffered under Japanese occupation, but unlike Korea and China, we can forget," says Prof. Chaw Chaw, who notes that her grandparents' generation is not so forgiving. “The new generation has no anti-Japanese feelings."

China, for its part, was an ally during Myanmar's military-socialist era, but now, in many parts of Myanmar, there’s skepticism about Chinese business ventures, real estate purchases and attitudes towards mutual benefit.

"When Japanese companies invest, they bring technology with them. It's different with the Chinese â€" their investments only benefit China, not Myanmar," says Chaw Chaw.

Japan's generous official development assistance (ODA) spending went a long way in building bridges with the victims of its imperial aggression, according to Yasayuki Ishida of The Japan Institute of International Affairs think tank.

"Even though the Philippines and Singapore suffered greatly during the war, they appreciate Japan's efforts in helping them and other ASEAN nations to develop since," says Dr. Ishida.

To be sure, ODA has not always been a panacea for establishing better relations.

Despite tensions around the anniversary of Japan's surrender, new generations in the rest of Asia see 'the Japan of today, not 70 years ago.'
http://www.csmonitor.com/
By Gavin Blair, Correspondent AUGUST 20, 2015

TOKYO â€" As Asia remembers 70 years since the end of a Japanese-led war that killed tens of millions and ended in two nuclear blasts, vast differences are emerging in the way the region today thinks about Japan.

On the Aug. 15 anniversary, much attention was paid to Prime Minister Shinzo Abe’s statement of remorse over the war. Attention is now turning to who will attend China's memorial parade on Sept. 3.

Yet while China's Xi Jinping and South Korea's Park Geun-hye seem reluctant to forgive Japan, especially at a time of increased nationalism, the governments of other countries that experienced Japan's wartime brutality have started to cooperate more closely with Tokyo and take a less strident tone.

In part, many Asian nations' changing outlook follows growing wariness of China’s growing power and assertiveness. But Japan is also benefiting from new generations in Asia that are far removed from bitter memories of imperialistic Japan. Corporations in Japan are seen as promoting congenial joint business arrangements. There is also greater acknowledgment of Tokyo's decades of steady aid and assistance across Asia.

A 2014 survey by the Pew Research Center of 11 Asian nations found significantly more favorable views of Japan than China. In fact, in five of the countries occupied by the Imperial Japanese Army â€" Thailand, Vietnam, Indonesia, Philippines and Malaysia â€" more than 75 percent of the population sees Japan in a favorable light.

In none of those countries do positive views of China reach such high marks.

Here are a few simple ways to see the red flags that are often right in front of you:

Take cues from your kids.

“Parents can protect their children by being better listeners,” she says. “Are they hearing what their child is actually meaning? If a child states he or she doesn’t want to spend time with a particular person, the parents may assume their child thinks the person is boring. But the real message the child might be trying to send is that the person makes him or her feel uncomfortable.” So stop a moment and try to really get to the heart of the matter before you insist that little Madison drive to the park with Uncle Jim to play on the swings if she’s dragging her feet. “Your children could be sending you little hints,” explains Callins. “You need to dig a little for more information.”

Consider whether someone seems to be ‘testing’ your child’s ability to protect himself.
Does a family friend always insist on “hugging, touching, kissing, tickling, wrestling with or holding a child, even when the child does not want this physical contact or attention?” asks sexual abuse prevention organization Stop It Now! in its resource sheet, Behaviors to Watch Out for When Adults are with Children. Such seemingly innocuous behaviors indicate that the adult is ignoring a child’s social, emotional and physical boundaries â€" and that’s a big red flag.

Take note if a person is sexually suggestive around your kid.

If someone always tends to point out sexual images, or tells dirty or suggestive jokes in the presence of kids, take heed, suggests Stop It Now! That goes for comments about a child’s “developing body” or a teen’s dating details, too. “It may be nothing, or it may be a warning signal that the person is grooming your child,” explains Callins. He or she may be trying to figure out how curious your child is about sex, how much they know about it, and whether they may be willing to participate in it. “Perhaps the parent doesn’t even realize that it’s an issue â€" ‘Oh, that’s just how my cousin is,’ or ‘That’s just how he talks,’” she says. “But it could also be a test.”

Callins advises removing your child from such a situation if it makes you or your kid uncomfortable, and then talking about it separately afterward with both the person and your child. “That way, it’s out in the air,” she says. And that way there’s no question about your boundaries â€" and whether you’ll be aware if somebody tries to cross them.

How can you tell if someone has ulterior motives for wanting to get closer to your child? An expert identifies three red flags you want to watch out for.

News about sexual offenders is dominating the headlines â€" most recently about Subway pitchman Jared Fogle, who is reportedly planning to plead guilty to child porn charges and crossing state lines to pay for sex with minors, and admitted teen molester Josh Duggar.

But parents who assume their child could never be a victim should know that the reality is nine out of 10 children who are sexually abused are victimized by someone they know â€" including relatives, family friends, clergy, teachers, and babysitters, according to the National Children’s Advocacy Center (NCAC).

“The offender usually uses coercion and manipulation, not physical force, to engage the child,” reports the American Academy of Pediatrics in a sexual abuse prevention tip sheet for parents. Deborah Callins, prevention director at the NCAC, tells Yahoo Parenting, “They take advantage of a child’s natural curiosity.” So how can mothers and fathers identify the close people most likely to have ulterior motives, or who might want to take advantage of your child?

PO3 Ariel Reursora, investigator on case, said Dadole was so enraged by the refusal that he stabbed the boy with all his might.

One of the kitchen knives was deformed due to the force of the thrust, he said.

Police investigators later found both kitchen knives.

Dadole shared the house, where he allegedly killed CJ around 10 a.m. on Friday, with his mother and unmarried younger sister.

But he was alone when he invited the boy over on Friday, Reursora said.

A former teacher of logic at local colleges here, Dadoleâ€"who had been jobless for months nowâ€"told reporters he has been hooked on “shabu.” He said he used the drug, hours before the murder.

Asked about the crime while in detention at the Macasandig police station, Dadole also admitted having lured CJ into his house. He said the boy was outside playing with his other brother.

“He was always staring at me,” Dadole said, “A lot of people are always staring at me.”

“Mama Mary told me to give the boy what he wants,” Dadole said, adding that he took the boy’s repeated stares to mean that the boy “wanted” to give him sexual favors.

Dadole said he first brought the boy into the family’s living room. It was there where he unzipped his fly but the boy refused to do what he wanted. Inquirer Mindanao

Cayetano added that the 2015 census will verify if the 68,000 senior citizen population of Makati is true.

Subcommittee chair Senator Aquilino Pimentel III, meanwhile, was not entirely convinced with Cruto's initial figures, citing how the latter simply multiplied the average cost of benefits to the number of Makati City's listed senior citizens.

Pimentel suggested that Cruto search for the ordinances supposedly indicating the exact budget for the program.

Former Makati Vice Mayor Ernesto Mercado, however, said this would be impossible since the budgets for certain programs in Makati are in the form of a lump sum allocated in the Office of the Mayor.

''Ang cover-up na ginagawa dyan, naka-lump sum ang mga budget na iyan sa Office of the Mayor… Nakalista lang po ng line by line ang item pero walang nakatapat na amount doon sa project na pagkakagastusan,'' he said.

'MISLEADING, PURE CONJECTURES'

Joey Salgado, head of media affairs division of the Office of the Vice President, said the figures presented by Cruto in today's hearings were "misleading" and the conclusions "pure conjectures".

"Dahil unverified ang beneficiary, ghost na kaagad. Senior citizens who have moved to other localities but who are registered voters remain beneficiaries. Mr. Cruto had no objection to this when his mother was living in Cavite but remained a senior citizen beneficiary," Salgado said.

Salgado insisted that Makati senior citizens personally apply and submit documents before they are enrolled to the program. He added that the program is subjected to regular audit by COA and there has never been any adverse findings.

"They go through verification. Benefits are received personally. The Social Welfare Department has a system to delist deceased beneficiaries. Assuming without conceding the existence of fake beneficiaries, where is the evidence to show any link to the Vice President? None, because this is another tall tale," Salgado said.

Salgado also chided Trillanes for assuming that a deceased person still receiving benefits can already be considered anomalous.

"Mr. Senator, a death certificate is not proof of corruption. If the senior citizen died within the release period for their benefits, said benefits are released to the beneficiary. That is allowed under our guidelines," he said.
#6552

There were also instances when the signature of a deceased person was found on the records of the recipients of cash gifts.

''Natuklasan namin na may pumirma po at sa pangalan po talaga niya. Ito ay sa cash gift pa lang po. Maaaring sa ibang benepisyo, sila ay nakalista pa po roon,'' Cruto said.

Cruto said the validation was done by comparing the lists from the Makati Social Welfare Department, the voters' list of the Commission on Elections, and the list of deceased persons from the Makati civil registry.

A senior citizen has to be a registered voter and a bona fide resident of Makati in order to be qualified for the BLU Card which, according to Trillanes, supposedly means ''Binay Loves U" Card.

P367.5-M LOSSES ANNUALLY

According to Cruto, a senior citizen card holder on average receives P11,750 worth of items and cash gifts yearly. He said based on the city's latest records, there are about 68,000 senior citizens in the city.

Cruto said if the initial findings of the audit were to be applied, only 36,720 or 54% of the 68,000 are qualified to become card holders, while the remaining 31,280 or 46% are ineligible.

Cruto said if the 31,280 questionable card holders will be multiplied by the ''conservative'' average of P11,750 worth of benefits, then the city government could be losing P367.5 million annually.

Trillanes minced no words when he reacted to Cruto's presentation.

"All these years, itong sila Vice President Binay at ang kanyang pamilya, nililinlang ang taumbayan, lalo na ang mga residents sa Makati, na tumutulong naman daw sila. Pero dito, example, na kailangan nilang gumawa ng ganyang programa para makakabig sila ng daang milyong piso," the senator said.

"Kasi kapag wala kang programang ganito, 'di mo mapapaliwanag yan sa Commission on Audit kung saan mo gianstos, so kailangan nilang gumawa ng mga ganyang programa para makapagnakaw sila."

Senator Alan Cayetano, another fierce critic of the Binays, said Cruto should also check Makati's data on the population of its senior citizens with the data from the National Statistics Office (NSO)

Cayetano said the number of senior citizens in the city based on the NSO 's 2010 data is 36,752.

''Wala pa naman akong nakikitang syudad na dumoble ang senior citizens in 5 years,'' Cayetano said.

''Sa 2010, mas malapit ang NSO sa findings niyo, kesa doon sa listahan."

Makati loses about P367.5-M yearly due to 'ghost' senior citizens, says exec
Dharel Placido, ABS-CBNnews.com
Posted at 08/20/2015 12:54 PM | Updated as of 08/20/2015 10:24 PM

MANILA (UPDATE) â€" An official working for Makati City acting mayor Romulo Peña on Thursday said the city could be losing about P367.5 million annually due to ''ghost'' senior citizens.

Makati Action Center chief Arthur Cruto said the result of a three-week, house-to-house investigation in two barangays in Makati revealed that 924 senior citizens receiving benefits from the city government could not be found in their addresses.

Cruto's testimony is the latest anomaly being investigated by the Senate Blue Ribbon subcommittee, which is focusing on alleged corruption committed by former Makati mayor and now Vice President Jejomar Binay.

The BLU Card program for senior citizens provides various perks and privileges to the city's senior citizens such as free birthday cakes, groceries, maintenance medicines, movie passes and cash gifts. The program started under the administration of then Mayor Binay and continued under his son, suspended Makati Mayor Junjun Binay.

Cruto said his team estimated that some 40% to 52% percent of the beneficiaries in two of Makati's smallest barangays â€" Kasilawan and Pinagkaisahan â€" were non-existent.

In Kasilawan, 1,095 beneficiaries were listed in the records of the Makati Social Welfare Department. However, after the audit, only 660 of them were located while the remaining 435 were not found in the addresses stated in the city's records.

In Pinagkaisahan, Cruto said there were 938 senior citizens listed in the records, 449 of whom were located and 489 were not found in the addresses in the records.

Cruto told Senator Antonio Trillanes IV that the Makati Action Center has finished conducting an audit on 12 other barangays and the investigators found the same pattern.

Cruto said another startling finding was that in one address in Kasilawan, there were 25 card holders. However, upon audit, only 3 were residing in the address.

- 'Pain, fear and suffering' -

While the ducks are not killed, Animal Rescue Espana said they suffer "stress, internal hemorrhaging, pain, fear and suffering."

The group launched a petition on the Change.org website demanding that Roses ban the "duck chase" as well as bull runs.

The petition has received over 10,000 signatures since it was launched on August 14.

Spain has many controversial animal-based traditions, often in honour of patron saints, which animal rights groups argue are cruel.

Bull runs, where people run ahead of a pack of half-tonne fighting bulls, are a part of summer festivals across the country, the most famous during the San Fermin feria in Pamplona.

At least seven people have lost their lives at bull festivals since the beginning of July, including one man who was gored in the neck earlier this month while filming a run on his mobile phone.

Festivities at the annual San Antolin festival in the Basque coastal town of Lekeitio revolve around a contest where young men battle to pull the head off a dead goose as it is dragged on a pulley across the harbour.

Previously a live goose was used.

Villagers in the northern village of Manganeses de la Polvorosa used to hurl a live goat from the top of their church tower to honour its patron saint but the practice was banned in 1992.

Madrid (AFP) - An animal rights activist was beaten with a duck by a Spanish woman defending one of the country's most bizarre and controversial festival traditions.

The man was whacked with the bird while he filmed the annual "duck chase" in the Catalonian seaside town of Roses, where every August ducks are thrown into the Mediterranean and then caught and brought back to the shore by swimmers.

"Continue, continue. Continue to abuse, I am filming you. A little bit of empathy for the animals. They also have a life, like your children or your family," the man who was filming can be heard saying in a video of the incident released by animal rights group Animal Rescue Espana.

The footage shows a young woman wearing a white bathing suit attack the man with a duck -- holding it by the legs as she repeatedly lashes him with it.

As the attack goes on, animal rights activists gathered on the shore can be heard chanting, "You would not do that to your dog," before they were removed by police.

Every year since 1918 about 50 ducks are thrown into the sea in the town north of Barcelona, with swimmers then racing in to catch them and bringing them ashore however they can.

But after Sunday's incident, the town's mayor is mulling putting an end to the "duck chase".

Interviewed by local online news site Emporda, the mayor of Roses, Montse Mindan, prosposed "holding a referendum next year on what residents think, if they want to keep this festival, a tradition that will celebrate its centenary in two years."

History / The short-lived Aztec empire
August 21, 2015, 04:50:21 PM

Although their pyramids and human sacrifices make them seem impossibly remote, the Aztecs were a relatively recent civilization. Their capital city of Tenochtitlan wasn’t founded until 1325, nearly three-quarters of a century after Oxford University first opened its doors.

Even then, they were just one warring city-state among many others. It would take over 100 years for the Aztecs to team up with their neighbors in Tlacopan and Texcoco and start their campaign of conquest. The move allowed them to build an empire that was vast and short-lived. Although they wound up controlling much of modern-day central Mexico, the Aztec Empire collapsed after only 94 years.

By way of comparison, the Classic period of Mayan civilization lasted a staggering six and a half centuries. The Olmecs racked up eight. There are people who have managed to live longer than Aztec civilization did.

The difference is none of those had to contend with the conquest-happy Spanish. At the height of their power, the Aztecs welcomed a man known as Hernando Cortes into their community. He responded by murdering and enslaving them all. -- http://listverse.com/

Ronald Boisvert and his girlfriend's pet Pomeranian vanished last Friday

The next morning, the couple's 'frantic' neighbor told them of discovery

They found the dead body of their 13-year-old dog lying on back porch

On top of the body was a note reading: 'We beat it 2 death lol HAHAHA!'

Vet later determined dog had suffered 10 cracked ribs and broken spine

Police in Pembroke Pines, Florida, are now hunting for Fox's attackers

A family has spoken of their horror after they found their missing Pomeranian lying dead outside their home with numerous traumatic injuries and a note reading: 'We beat it 2 death lol HAHAHA!'

Ronald Boisvert and his girlfriend became concerned when their pet dog, called Fox, went missing last Friday after they let him out to exercise on a grassy area outside their Florida townhouse.

The following morning, their worry turned to devastation and repulsion after their 'frantic' neighbor arrived at their door and told them their pet had been returned to them - in a truly shocking way.

The owners walked to their back porch to find the broken body of their beloved dog dumped on it, alongside a sickening note saying Fox had been beaten to death by the writer and their friends.
