On December 20, 1863, Spain promulgated an educational decree for reforming the educational system in the Philippines.

During the early Spanish occupation, education for the Filipino people centered on religion and primarily for the elite, especially in the first years of Spanish colonization.

Prior to that, early Filipinos taught their children at home, focusing more on vocational skills than academics. There were also tribal tutors, but there was no structured educational system.

With the enactment of the Educational Decree of 1863, it liberalized access to education, which provided for the establishment of at least one primary school for boys and girls in each town under the responsibility of the municipal government.

There were three grades: "entrada," "acenso" and "termino." The curriculum required the study of Christian doctrine, values and history as well as reading and writing in Spanish, mathematics, agriculture, etiquette, singing, world geography, and Spanish history. Girls were also taught sewing.

The Educational Decree also provided for a normal school run by the Jesuits to educate male teachers in Manila.

Normal schools for women teachers were not established until 1875, in Nueva Caceres.

Also on this same day in 1987, the MV Doña Paz sank after colliding with oil tanker MT Vector in the Tablas Strait, between the islands of Mindoro and Marinduque, killing more than 4,300 people. A total of 26 passengers and crew survived.

On December 23, 1895, Victorio Edades, the so-called “Father of Modern Art in the Philippines” and named National Artist in 1976, was born in Dagupan, Pangasinan.

Edades traveled to the United States and enrolled at the University of Washington in Seattle, taking up architecture and later earned a Master of Fine Arts in Painting.

His desire to paint in modern manner developed after he attended a travel art exhibition in the U.S., featuring modern European artists such as Cezanne, Matisse, Picasso and the Surrealists.

Modernist thought encouraged him to experiment in artistic expression and to present reality as he saw it in his own way.

Hence, when Edades returned to the Philippines in 1928, he conducted a one-man exhibit in Ermita, showing what modern art was all about, with his 30 paintings, including those which won acclaim in America. His Builders is considered a masterpiece.

However, viewers and critics of the Filipino art circle were apparently shocked by what he had learned abroad, and not one painting was sold.

In 1930, Edades became dean of the Department of Architecture, University of Santos Tomas (UST), where he stayed for three full decades.

It was during this time that he introduced a liberal arts program that offered subjects as art history and foreign languages that will lead to a Bachelor's degree in Fine Arts.

This development brought about a first in Philippine education since art schools then were mostly vocational schools.

He invited artists Carlos "Botong" Francisco and Galo B. Ocampo to become professors for the university. The three of them, who would later be known as the formidable "Triumvirate," led the growth of mural painting in the country.

Among Edades' major works were: The Sketch, National Museum Collection, 1928; The Builders, 1928; Cultural Center of the Philippines Collection, 1928; Interaction, with Carlos V. Francisco and Galo B. Ocampo, 1935; Demoiselles Davao, 1976; Kasaysayan, a mural for a Manila bank, 1979.

His other achievements included: Pro Patria Award during the Rizal Centennial Celebration in 1961; Araw ng Maynila Award in Painting in 1964; National Artist Award in Painting in 1976; degree of Doctor of Fine Arts, honoris causa in UST, 1977.

He died on March 7, 1985 at the age of 89.

On December 24, 1941, President Manuel L. Quezon transferred the seat of the Commonwealth Government to Corregidor island at the entrance of Manila Bay following the invasion of the Philippines by the Japanese.

It was in Corregidor where President Quezon and Vice President Sergio Osmeña were inaugurated into their second term.

Located between the provinces of Cavite and Bataan, Corregidor's strategic location, network of tunnels, array of defensive armament and strong fortifications were the reasons why many enemy operations aspired to get hold of the island.

Corregidor now serves as a memorial to the valor, heroism and courage demonstrated by the Filipino and American defenders of the island fortress against the attacks of the Japanese invaders during World War II.

On this same date in 1896, members of the court martial formed to try Dr. Jose Rizal were appointed by the Military Governor of Manila.

Also on this day in 1900, the Partido Federal was organized from the Old Asociacion de Paz, composed of conservative and educated Filipinos and Spanish mestizos like Pedro Paterno, Felipe Buencamino, Cayetano Arellano, Trinidad Pardo de Tavera, Rafael Palma and Pascual Poblete.

The party called for the assimilation of the Philippines by the United States. It was dissolved in 1907. (PNA)

Malacanang called on local government officials to ensure that the funds from foreign and Philippine institutions be used properly for the benefit of the people residing in "Sendong"-stricken areas in Visayas and Mindanao, a Palace official said on Thursday.

During the regular press briefing in Malacanang on Thursday, Presidential Spokesperson Edwin Lacierda made the appeal following the announcement of President Benigno S. Aquino III that assistance from foreign countries were pouring in after the country was hit by devastating tropical storm "Sendong".

The Chief Executive also announced that the Asian Development Bank (ADB) and the World Bank (WB) have pledged to lend additional money for the Philippines.

He also said that there were assistance being offered by the US, Japan, China, Russia, Spain and many other countries.

"Makakaasa po tayo na hindi ito mapupunta sa bulsa ng officials ng national government. We are very hopeful that all the people concerned, local government officials, would make sure that the funds that they received, as well as the relief goods that they have obtained, will be used properly to benefit those who have been affected," Lacierda said.

Aside from the financial assistance from foreign countries, the government is ready to release P1.17-billion for the victims of typhoon “Sendong” that battered Northern Mindanao and parts of the Visayas region last week.

Lacierda said residents of Isla de Oro in Cagayan de Oro will be barred from returning to the place for their safety.

"They have known all along that it (Isla de Oro) has been sitting on a sandbar. The foundations of that Isla de Oro are not as stable as other places, so pag-aaralan din po kung bakit nagkaroon ng maraming residente doon at kung bakit pinayagan," he said adding that the President categorically stated na wala nang babalik sa Isla de Oro,".

The completion of the U.S. military withdrawal from Iraq on Dec. 16 opens a new chapter in the relationship between the United States and Iraq. One of this chapter’s key features will be the efforts of the United States and its regional allies to limit Iranian influence inside Iraq during the post-Saddam, post-U.S. occupation era.

From the 1970s until the U.S. invasion of Iraq in 2003, Iranian power in the Persian Gulf was balanced by Iraq’s powerful military. With Iraqi military might weakened in 1991 and shattered in 2003, the responsibility for countering Iranian power fell to the U.S. military. With that military now gone from Iraq, the task of countering Iranian power falls to diplomatic, foreign-aid and intelligence functions conducted by a host of U.S. agencies stationed at the U.S. Embassy in Baghdad and consulates in Basra, Kirkuk and Arbil.

Dr. Francisco Fronda, the so-called “Father of Poultry Science in the Philippines” for his trailblazing contributions in the improvement of methods of production of local poultry and livestock, was born in Aliaga, Nueva Ecija on December 22, 1896.

Fronda finished his degree in Agriculture from the University of the Philippines Los Baños in 1919, Master of Science in Animal Husbandry from Cornell University in 1920, and Doctor of Philosophy degree in Poultry Science, also from Cornell University in 1922.

Hence, he earned the distinction of being one of the first five people in the world who had a doctorate in poultry science.

Dr. Fronda worked extensively on the Cantonese, a breed of chicken imported from Canton, China. For 15 years, he culled, selected and bred the Cantonese to improve the breed.

He was also the first Filipino researcher to work on improving duck meat. The ducks he improved were often referred to as "Fronducks," in recognition of his success in breeding them and in producing stocks.

Fronda authored textbooks in Poultry Science Production for students in agriculture and also co-authored a series of books for primary and secondary students, titled "Let Us Raise Series." He also produced around 500 articles on the poultry and livestock industry.

He died on February 17, 1986 at the age of 89.

Also on this same day in 1856, Fr. Jose Algue, meteorologist, inventor, internationally renowned scientist, and a member of the Jesuit mission to the Philippines, was born in Manresa, Spain

He served as director of the Manila Observatory and was the founder of the first Philippine Weather Bureau during the American period.

Fr. Algue was also known for his invention of the barocyclonometer, which he perfected in 1897.

Abad: Gov't at full throttle in assisting Sendong victims

MANILA, 21 Dec (DBM) -- To ensure swift and continuous assistance to Sendong-stricken areas, President Benigno S. Aquino III instructed the Department of Budget and Management (DBM) to release an additional P1 billion to augment the 2011 Calamity Fund before year-end.

"The P1-billion augmentation will be funded by government savings and unreleased appropriations under the 2011 budget. By plugging more resources into the Calamity Fund, we can guarantee full support of ongoing relief and rehabilitation activities in Sendong-affected areas, including Cagayan de Oro and Iligan," Budget and Management Secretary Florencio B. Abad said.

Meanwhile, the remaining balance from this year's Calamity Fund will be used to immediately implement disaster-management and rehabilitation projects in Visayas and Northern Mindanao, including Cagayan de Oro, Iligan City, Negros Oriental, Lanao del Norte, Misamis Oriental, and Surigao del Sur.

"The Aquino administration is moving at full throttle to direct urgent assistance to affected areas. The DBM is now working with other government agencies to ensure the safety and well-being of the victims and to restore essential services to communities felled by Sendong," Abad said.

He confirmed that the DSWD will receive P521.2 million to spearhead Early Recovery Services for Sendong victims in Negros Oriental, Misamis Oriental, and Lanao del Norte. The fund will be used for the Modified Shelter Assistance Project, Cash for Work, and Livelihood Assistance initiative.

Abad also said that P208.6 million will be released to the DPWH for the immediate repair of damaged bridges and roads in Negros Oriental and Lanao del Norte, including Mandulog Bridges 1 and 2 in Cagayan de Oro and Iligan, and Tanjay Bridge in Tanjay City, Negros Oriental.

The Department of Science and Technology (DOST) will also receive P150 million for the production and installation of 1,000 automatic water level sensors in 18 river basins across the country. Priority will be given to the Cagayan de Oro River, the Iponan River, and Iligan City water systems.

In addition, P52.8 million will be channeled to the Local Water Utilities Administration for the quick rehabilitation of water systems in Cagayan de Oro. Of the total amount, P32.4 million will be used to repair source-and-production facilities, while P20.4 million will be used to restore service connections to concessionaires.

Apolong, Valencia town, Negros Oriental province, make their way to the town church and lay to rest the bodies of Bengeline Cadalin, 14, and her brother, Rey, 12, on Dec. 21, 2011, four days after Sendong dumped a month's worth of rains in the province. As the Okoy River swelled in the morning of Dec. 17, Bengeline and Rey were left behind in their house as their parents brought four of their younger brothers and sisters to safety. When their father came back for them, the water already washed away their home and the two siblings. Their bodies were found the following day. (Photo by Rachelle Nessia/PIA)

DUMAGUETE CITY (PIA), Dec. 21 â€"- The funeral march from the village progressed slowly on its way to the church of the Our Lady of the Abandoned Parish in Valencia town for the final blessing from the priest before burial.

Village men bore two white coffins as they crossed the river on a narrow makeshift wooden bridge. People washing their clothes and bathing in the river stopped what they were doing as the funeral march passed by.

This Okoy river was the same river that swelled and overflowed and took the lives of Bengeline Cadalin, 14, and her brother Rey, 12, when tropical storm “Sendong “ crossed Mindanao Friday and Saturday and dumped rains in Negros Oriental as well.

The swollen Okoy river had washed out the bridge and several houses in the area in Barangay Apolong in Valencia town, Negros Oriental.

Valencia, Dumaguete City and Sibulan town were the hardest hit areas in Negros Oriental when “Sendong” dumped 145 mm. of rain from 8 a.m. to 2 p.m. on Saturday, which is worth a month’s rain. This caused rampaging water to race down the mountains, swelling the Okoy and Banica river systems and flooding low-lying areas.

The local disaster management office reported 37 dead in the area. Two of them were from the Cadalin family.

The parents of the Cadalin siblings had brought four of their younger brothers and sisters to safety as the river swelled. Left at the house for pickup later were Bengeline and Rey.

Bengeline, the eldest, picked up the family’s cow and brought it to higher ground. Her brother Rey later looked for her. They never found each other, but Bengeline returned home. That’s when the water washed away their home. The bodies of the two were found the following day.

Those people affected by the floods here are starting to pick up the broken pieces of their lives. Manolito Alpubar, 38, was trying to save what he could from what remained of his house in barangay Candau-ay in Dumaguete.

He lives in a cluster of duplexes built seven years ago through Gawad Kalinga. He said the Banica river rose at 9 a.m. and for two hours swept away four of the duplexes.

“Thank, God, it was daytime,” he said in the vernacular. Otherwise, many people, especially children, would have been killed as what happened in Cagayan de Oro and Iligan cities where the flashfloods surprised neighborhoods in the dead of the night and left hundreds dead.

Alpubar and his neighbors helped each other bring everyone to safety.

His family of five children are now staying with relatives. In his neighborhood, four were killed by floods.

Mrs. Luz Pinili Bunol, 61, and her sister Lourdes were loading clothes full of mud at the back of their van for washing elsewhere. There is no water and electricity in their area on Palinpinon Road in Valencia.

One 200-meter section of the Palinpinon Road was washed out by the Okoy river.

Lourdes recalled that the floodwaters came and had she not clung to a post at the porch of their house, she would have been swept away.

In barangay Tubtubon, Purok Apitong, 56 families are living under tarpaulin tents while their barangay chief, Desiada Enoferio, was negotiating with the Sibulan mayor for help to help them build new homes in a new flood-free area.

The 56 families used to live near an irrigation canal whose water was swollen from the spillover from Okoy river.

Arnold Mora, 38, who lives in Purok Apitong said the flood came at 8.30 a.m. on Saturday. “The rushing water came so fast. We hardly had time to save anything of value,” he said.

Rudy Magbanua, 57, a small businessman who also lives in Purok Apitong, said all his appliances, including TV set, refrigerator, component and amplifier, were destroyed by the flood.

The residents don’t know where to go because they have been forbidden to rebuild their houses in their devastated area. They are waiting for authorities to give them direction and assistance.(PIA 7)

Sendong in Dumaguete - Burying the Dead

Seven-year-old Jennylou Yecyec now knows that the dog they never even named was truly her best friend.

When the rampaging waters came to Isla de Oro last Friday, Jennylou, her parents Nilo and Marilou, and her brother Mark decided to climb up the roof of their house where they thoughtâ€" like many of their neighborsâ€" they would be safe.

They were all wrong.

Their house, made of light materials, put up no resistance to the swirling tide, estimated at about 30 feet high, and quickly crumbled. The Yecyec family found themselves bobbing in the swirling waters.

Marilou said she managed to grab a flat piece of wood and held on to Jennylou while her husband, Nilo, and her son, Mark, also struggled against the strong current. The family dog was frantically swimming nearby.

A whirlpool that came out of nowhere swallowed every one of them, just like the dozens of other people struggling to get out of harm’s way.

Marilou said Jennylou and the dog, which her family had for three years but never gave a name to, got separated from the rest of them.

The girl recounted that while she gasped for breath, the dog, then pregnant, tried hard not to drift away from her.

“It’s as if it did not want to leave my side,” she said.

As she continued to gasp for air, Jennylou said, the dog would bump her lightly, as if trying to tell her something.

“So I piggybacked on her and she did the swimming,” Jennylou recounted.

Out in the open sea, where the rampaging water dumped her and her dog, Jennylou said the already exhausted mongrel navigated towards a plank of wood floating nearby. As soon as she clung to the log, Jennylou said, the dog went under  and was never seen again.

At daybreak, rescuers on a rubber boat plucked Jennylou and several others from the sea. She was later  reunited with the rest of her family, who also survived the nightmare.

Marilou said the family could not thank the dog enough for saving her life.

“I would have died if not for our dog,” Jennylou said in the evacuation center where her family has been temporarily staying.

Now, the Yecyec family and their neighbors want to start picking up the pieces again. It is most likely they will return to Isla de Oro once more to rebuild their lives there.

The Iraq War: Recollections
By George Friedman | December 20, 2011

The war in Iraq is officially over. Whether it is actually over remains to be seen. All that we know is that U.S. forces have been withdrawn. There is much to be said about the future of Iraq, but it is hard to think of anything that has been left unsaid about the past years of war in Iraq, and true perspective requires the passage of time. It seemed appropriate, therefore, to hear from those at STRATFOR who fought in the war and survived. STRATFOR is graced with seven veterans of the war and one Iraqi who lived through it. It is interesting to me that all of our Iraq veterans were enlisted personnel. I don’t know what that means, but it pleases me for some reason. Their short recollections are what STRATFOR has to contribute to the end of the war. It is, I think, far more valuable than anything I could possibly say.

I know each of the authors well enough to have been startled by their recollections of the war. The humor, dedication and bitterness expressed in these pieces show me dimensions of each of them that I had not known were there. War reshapes the soul and makes people we think we know into mysteries. Life goes on, but not as it once was. No geopolitical meaning can be extracted from these memories, but human meanings can be. Suffice it to say that I am proud to be associated with these men and women.

On December 19, 1839, Jose Ma. Basa, a successful merchant who donated money for the smuggling of Dr. Jose Rizal’s novels to the Philippines, was born in Binondo, Manila.

Basa, a reformist group member who was accused of participating in the 1872 revolt which led to the execution of three Filipino priests Mariano Gomez, Jose Burgos and Jacinto Zamora (Gomburza), was forced to settle in Hong Kong with his family.

Basa and the others who were accused in the 1872 revolt were given pardon under the condition that they would not return to the Philippines.

Hence, Basa's home in Hong Kong was turned into a temporary house of some of the exiled Filipinos like Jose Rizal, Marcelo H. Del Pilar and Graciano Lopez Jaena, the so-called triumvirate of Filipino propagandists.

When General Emilio Aguinaldo established a junta in Hong Kong in 1898, Basa also served in the general’s committee and was appointed as the Director of Justice.

When the Spanish-American war broke up, he and other wealthy Filipinos in exile offered money for the American government to either grant protection or to annex the Philippines.

Basa died in Hong Kong on July 10, 1907 at the age of 67 and his remains were brought back to Manila.

Tropical Storm Sendong (Washi) on Monday afternoon has already claimed 684 lives, the National Disaster Risk Reduction and Management Council (NDRRMC) reported.

NDRRMC executive director Benito Ramos said the number of fatalities reached 684 as of 3:30 p.m.

With the figure, the NDRRMC count surpassed the figures of the Philippine Red Cross, which stood at 652 as of Sunday evening.

Ramos said most of the fatalities were from Region 10. He said many of the bodies found were already decomposing. Of the number, 336 from Cagayan de Oro City, Misamis Oriental; 279 from Iligan City, Lanao del Norte; and 17 from Bukidnon Province.

Ramos also said they have lost count of the number of missing people. Earlier, he said they are still reconciling reports on the number of missing people. "We lost count of how many are missing," he said.

Meanwhile, Ramos called for the need for food, clothing and blankets. He said this will be for people now staying in temporary shelters.

North Korean leader Kim Jong Il died the morning of Dec. 17, according to an official North Korean News broadcast at noon Dec. 19. Initial reports say Kim died of a heart attack brought on by fatigue while on board a train. Kim is believed to have suffered a stroke in 2008, and his health has been in question since.

Kim’s death comes as North Korea was preparing for a live leadership transition in 2012, the 100th anniversary of the birth of Kim’s father and North Korea’s founding leader, Kim Il Sung, a transition that had been intended to avoid the three years of internal chaos the younger Kim faced after his father’s death in 1994. Kim Jong Il had delayed choosing a successor from among his sons to avoid allowing any one to build up their own support base independent of their father. His expected successor, son Kim Jong Un, was only designated as the heir apparent in 2010 after widespread rumors in 2009 and thus has had little experience and training to run North Korea and little time to solidify his own support base within the various North Korean leadership elements. Now, it is likely that Kim Jong Un’s uncle, Jang Song Thaek, will rule behind the scenes as Kim Jong Un trains on the job. Like the transition from Kim Il Sung to Kim Jong Il, it is likely that North Korea will focus internally over the next few years as the country’s elite adjust to a new balance of power. In any transition, there are those who will gain and those who are likely to be disenfranchised, and this competition can lead to internal conflicts.

The immediate question is the status of the North Korean military. Kim Jong Un is officially the Vice Chairman of the Central Military Commission of the Workers Party of Korea and was recently made a four-star general, but he has no military experience. If the military remains committed to keeping the Kim family at the pinnacle of leadership, then things will likely hold, at least in the near term. There were no reports from South Korea that North Korea’s military had entered a state of heightened alert following Kim Jong Il’s death, suggesting that the military is on board with the transition for now. If that holds, the country likely will remain stable, if internally tense.

Kim’s death does not necessarily put an end to recently revived discussions with the United States and others over North Korea’s nuclear program. Pyongyang has increasingly felt pressured by its growing dependence on China, and these nuclear talks provide the potential to break away from that dependence in the long term.

Manny Pacquiao, the first boxer in history to win 10 world titles in eight different weight divisions, was born on December 17, 1978 in Kibawe, Bukidnon.

Coming from a poor family, Pacquiao, better known as “Pacman,” “the Destroyer” and “Pambansang Kamao,” started his professional boxing career on January 22, 1995 with his maiden fight against Edmund Enting Ignacio and won on the fourth round. He was only 16 years old then and weighed 106 pounds (light-flyweight).

The death of his close friend, Mark Penaflorida, in 1994 spurred the young Pacquiao to pursue a professional boxing career.

His early fights were held in small local venues but were shown on Vintage Sports’ Blow by Blow, an evening boxing show where he became an instant star of the program.

Eventually, from his home-based General Santos City, he went to Manila and, managed by Polding Correa, quickly rose from the ranks with promoter Rod Nazario as business manager.

He became the Oriental flyweight titleholder by stopping Thai veteran Chockhai Chokwiwat in 1997, and a year later captured the World Boxing Council (WBC) flyweight crown in a sensational come-from-behind knockout over Chatchai Sasakul in Bangkok.

Pacquiao lost via knockout to Rustico Torrecampo and Medgeon 3-K Battery, but he never lost his sense of direction and remained determined to get on top.

He went to the United States in 2001, searching for greener pastures. After running out of opponents in Asia, he found himself invading the lucrative but discriminating American market.

Pacquiao's big break came against former International Boxing Federation World super bantamweight champion Lehlohonolo Ledwaba, in a fight held in Las Vegas, Nevada on June 23, 2001.

He won the fight by technical knockout to become the new IBF World super bantamweight champion (his second major boxing world title). Pacquiao went on to defend this title four times, aided by his expert trainer Freddie Roach.

He won over Marco Antonio Barrera in 2003.

Pacquiao lost his first fight at super featherweight against Erik Morales via unanimous decision in a 12-round match, but knocked Morales out in the 10th round of their rematch fight in 2006. He also knocked Morales out in the third round of their third and last fight held in November 2006.

He bagged the WBC super featherweight crown by outpointing Juan Manuel Marquez in March 2008 and the WBC lightweight belt by stopping David Diaz a few months later. Before the year ended, Pacquiao forced Oscar De la Hoya to surrender in a monumental battle in Las Vegas.

In 2009, the Pambansang Kamao made history by claiming the IBO light-welterweight diadem by knocking out Ricky Hatton and the WBO welterweight title by blasting Miguel Cotto into submission.

On March 13, 2010, at the Cowboys Stadium in Arlington, Texas, Pacquiao defeated Joshua Clottey via unanimous decision to retain his WBO Welterweight World Title belt.

On November 13, 2010, Pacquiao defeated Antonio Margarito via unanimous decision in a fight for the vacant WBC Super Welterweight World Title that gave him the chance to win a world title in his eighth weight class, the light middleweight or super welterweight division.

The board of directors of Tan-led Philippine National Bank (PNB) and Allied Banking Corp. (Allied Bank) approved on Friday changes in their merger plan.

In a joint disclosure with the Philippine Stock Exchange (PSE), the banks said that under the proposed amended terms, PNB will serve as the surviving entity and will issue 130 PNB shares for every Allied Bank comment shares and 22.763 PNB shares for every Allied Bank preferred share.

“PNB shares will be issued at P70.00 per share,” the disclosure said.

The proposed amendments will be presented to the shareholders of the banks during their scheduled shareholder meetings, which are yet to be scheduled.

The merger will result to the creation of 4th largest private domestic bank in the country with a combined distribution network of 646 branches nationwide and combined total assets of P514 billion at the end of the third quarter this year.

The disclosure also said that the merger will have “the largest international footprint across the Asia Pacific region, Europe, the Middle East and North America.”

PNB president and chief executive Carlos A. Pedrosa said “the merger will mark a special milestone for our bank.”

“The synergies arising from the broadened network, diversified deposit base and improved scale will provide a compelling value proposition for our various stakeholders. In creating the country’s fourth largest privately-owned bank, we will be in prime position to improve the customer experience and lead industry innovation,” he said.

Allied Bank president Anthony Chua said they were “confident that the transaction will yield substantial benefits for our customers and employees.”

“The combined company will bring greater convenience for our customers and provide more opportunities for our employees,” he said.

PNB and Allied Bank have mandated ING Bank N.V. as financial advisor to the major shareholders of both banks while UBS is acting as financial advisor to the Board of Directors of PNB.

The Aquino government’s bid to pave all national roads by 2014 and all secondary roads by 2016 got another boost when the Department of Budget and Management (DMB) released this month P4.5 billion for this purpose.

DBM Secretary Florencio Abad said the infrastructure fund release this month was used for the construction and rehabilitation of national roads and the installation of road safety devices nationwide.

“These infrastructure projects sustain the ongoing economic development efforts of the Aquino administration to bring direct, immediate, and substantial benefits to Filipinos by improving public access to schools, hospitals, tourism spots, and market centers,” he said.

The Department of Public Works and Highways (DPWH) received the budget for the upgrade of national infrastructure projects funded by the Motor Vehicle Users’ Charge.

Of the P4.5 billion, P4.13 billion will be used for the preventive maintenance of 1,202.85 kilometers' worth of national roads under 516 government projects.

While P385 million will be used for the installation, application, and construction of road safety devices along 578.5 kilometers of national roads nationwide.

Abad said improvement of roads around the country will ensure the continued growth of the economy and reduce the negative social and economic effects of road accidents.

The national budget for 2012, which was signed into law by President Benigno S. Aquino III on Thursday, is the earliest government appropriations law approved since Philippine democracy was restored in 1986.

In his speech following the signing, the President said that this day should go down in history as a first in the 25 years of Philippine democracy.

“Kanina lang ay nasaksihan ninyo ang ating paglagda sa ating budget, ang pinaka-maagang pagsasabatas sa taunang budget mula ng mabawi natin ang demokrasya nuong 1986,” the President said.

“Tunay pong makasaysayan ang araw na ito,” he added.

The earliest budget enactments for the four other Philippine Presidents who came before him are as follows: Corazon Aquino â€" December 18, 1986; Fidel Ramos â€" January 6, 1993; Joseph Estrada â€" December 30, 1998; and Gloria Arroyo â€" January 21, 2002.

President Aquino thanked the people who worked doubly hard to prepare the 2012 budget namely: Senate President Juan Ponce Enrile, House Speaker Feliciano Belmonte and the Department of Budget and Management.

In a statement, Budget Secretary Florencio Abad said the early signing of the budget meant that government could immediately implement its programs and key infrastructure projects even on the first day of the New Year.

“In contrast to 2011 when infrastructure spending was delayed, we intend to begin 2012 on a very strong note,” Abad said.

“The swiftness of the budget signing also means that the government can hit the ground running with its programs, starting with key infrastructure projects. It also reinforces the President’s commitment to his Social Contract with the Filipino people and underscores our mission to ensure economic development and transparent government spending,” he said.

Emilio Jacinto, the so-called "Brains of the Revolution," was born in Trozo, Tondo, Manila on December 15, 1875.

Jacinto’s immense intelligence was of great use to the Katipunan, as he prepared and wrote many documents (mostly in Tagalog), including the Constitution, rules and the famous "Kartilya ng Katipunan," the primer of the revolutionaries.

Jacinto became one of the youngest members of the revolutionary society at the age of 18. He stopped his law schooling at the University of Santo Tomas after joining the Katipunan.

Because of his honesty and intelligence, he won the admiration of Andres Bonifacio, who founded the Katipunan on July 7, 1892 in Tondo, and subsequently became his trusted friend and adviser.

Bonifacio, who knew his limitations and recognized the worth of others, did not hesitate to adopt Jacinto’s Kartilya, which became the official “teachings” of the society.

Jacinto became the editor of the society’s newspaper Kalayaan (Freedom) which voiced the aspiration of the people.

He served as Bonifacio’s secretary and fiscal, as well as supervised the manufacture of gunpowder to be used by the Katipuneros in battle.

After Bonifacio's death, Jacinto continued fighting the Spaniards. Like General Mariano Álvarez, he refused to join the forces of General Emilio Aguinaldo.

Jacinto was wounded critically during one of the battles in Majayjay, Laguna. This led to his death on April 16, 1899 at the young age of 23.

His remains were later transferred to the Manila North Cemetery.

History / Silang Revolt against the Spanish colonizers
December 14, 2011, 04:58:15 PM
by PNA

The so-called Silang Revolt against the Spanish colonizers broke out on December 14, 1762 in Ilocos Sur, led by Diego Silang and wife Gabriela Silang. It was a protest against the payment of tribute under the tyrannical Spanish rule.

Orphaned at a young age, Diego Silang lived among the friars in the convent of Vigan, assisting and serving the parish priest.

During his frequent trips through the countryside as messenger-courier, he witnessed the Spanish abuses and tyranny.

Silang joined the underground movement, but the Spaniards arrested him and flogged him in public.

The December 14, 1762 revolt successfully forced out of office the Vigan governor and bishop, and Silang declared the independence of Ilocandia, naming the state "Free Ilocos" and proclaimed Vigan as the capital of the newly-independent state.

He was made head of Vigan and other nearby towns and drastically changed certain laws.

However, Silang was assassinated by some of his friends who were paid by the Spanish authorities.

His brave wife, Gabriela, continued her husband's struggle, earning the title "Joan of Arc of the Ilocanos" because of her many victories in battle.

The revolt eventually ended with the defeat of the Ilocanos, and Gabriela Silang was executed by the Spanish authorities in Vigan on September 10, 1763.

Also on this same date in 1897, the Truce of Biak-na- Bato was signed by General Emilio Aguinaldo and Spanish Governor-General Fernando Primo de Rivera to provisionally stop the armed conflict between the Filipinos and Spaniards.

The truce, however, failed due to suspicions on both sides, and fighting resumed in May 1898.

History / Dr. Bonifacio Arevalo - First Filipino Dentist
December 14, 2011, 10:03:33 AM
by PNA

On December 13, 1993, President Fidel V. Ramos signed into law Republic Act No. 7659 imposing death penalty on heinous crimes.

Considered heinous crimes are the following: treason; piracy and mutiny on the high seas; qualified bribery by any law enforcer; parricide, murder, infanticide; kidnapping and serious illegal detention; robbery with rape, mutilation; destructive arson; rape; economic plunder by public officials of at least P50 million; and all forms of drug-related crimes and carjacking with homicide.

This day also marked the death in 1920 of Dr. Bonifacio Arevalo, regarded as the first Filipino dentist who established his dental clinic in Quiapo, Manila.

Born on May 14, 1850, he was the founding president of Sociedad Dental de Filipinas, the first dental organization in the Philippines established in 1908.

Dr. Arevalo used to be the assistant and later became partner of a French dentist from Hong Kong, known as Monsieur M. Fertri, who came to Manila and set up his dental office in Quiapo. The joint practice of these two unassuming dentists marked the beginning of dentistry in the country.

During the Spanish regime, being a dentist was not a legally established profession and any person capable of extracting teeth could practice without rendering himself culpable of illegal practice of dentistry.

Later on, a special course was established in the University of Santo Tomas for "cirujanos ministrantes" which was eventually changed to "cirujanos dentistas."

This curriculum marked a milestone of great significance in the development of dentistry as a profession in the country.

This was according to Fr. Arnold Saco, BSAA Commissioner, in an interview by the chronicle yesterday.

University of Bohol Baby Lemurs demolished the aspirations of the hard fighting Holy Family of Nazareth Nazarethanians, 91-63 to officially enter the finals of the high school category competition of the 17th Bohol Schools Amateur Athletic Association 2nd John Geesnell Baba Yap inter School Hoop Cup at the capacity filled BWS gym.

The Baby Lemurs with Jayson Bolos at the helm showed might and power to overwhelm the stubborn Nazarethanians 51-30 as the buzzer rang ending the 1st twenty minutes of regulation time. Bolos was unstoppable with his perimeter shots and shifty drives to the basket to give his team the commanding lead. He was joined by 6'2” slot man Rex Bangalao and wily point guard Joseph James Morata, Fernando “the Rifle Man” Toledo and the off and on Daryll Sepe.

Team skipper Kyle Panong the versatile Feilbien Coquilla led the Dragons to a tumultuous attack against an untiring crew of the Holy Spirit School Crusaders to take the upper hand at the end of the 1st period, 17-13.

Coquille continued to fearlessly fought the opponents even as he was conspired with their prime slot man J.P. Romo but to no avail as the Crusaders' 1-2 punch in Angelo Macel “the sweet shooting” Rocha and shifty Jeff Villaruel strongly negated the impending threat for an onslaught to stage an upheaval enabling them stay closer by 2 points, 32-30 at lemon time.

In the ensuing 3rd period, the Crusaders kept their composure as the diminutive Lui Besa, the high leaping Ernie “the Silent Operator” Pahang, and Villaruel continued to fight relentlessly to bring the ballgame into a deadlock at 52 all.

The Crusaders sustained their brilliant performance as the game went into the thick of the fight but with a little over 4 minutes of the thrilling encounter, Kellvin “the Flash” Mascariñas, Lindyl “the Triggerman” Binoya, Panong, and Coquilla conspired to stage a counter assault to take the driver's seat, 70-62 as the buzzer sounded ending the regulation time.

Coach Carlo Cresencio did not take chances as he ordered his boys to keep playing as there was no tomorrow and so they played their all hearts out equally distributing among themselves their scoring chores and their defensive patterns effectively executed to make a breakthrough towards the end of the game. The final score was 91-63.

The win gave the Baby Lemurs the right to challenge the defending champions, Bohol Wisdom School Golden Dragons. Then the losers Nazarethanians will play the Crusaders for the 3rd spot.

In the elementary semi games, the Holy Spirit School mini Crusaders dumped the Holy Family of Nazareth Nazarethanians, 65-27; While Bohol Wisdom School mini Dragons whipped the Bohol International Learning Center mini Phoenix, 69-53.

Dauis - Bohol / Pregnant Women in Dauis, Bohol
December 14, 2011, 04:57:36 AM
By Bohol Chronicle

The gathering around 40 pregnant women at the Songculan Health Center on Thursday afternoon, December 8, 2011 was very significant as it coincided with the Feast of the Immaculate Conception honouring Mother Mary as sinless since she was conceived in the womb of her mother St. Anne. This time is also near Christmas when we recall St. Joseph accompanying Mary who at that time was heavy with child but inspite of her condition they reported to Bethlehem to answer the call of Emperor Augustus for the census.

The mothers who came from the different barangays of Songculan Parish were given free medical check up by visiting doctors from Celestino Gallares Hospital. They were assisted by midwives not only of Dauis but from Talibon, Calape, Corella and Tagbilaran.

Interesting and lively parlor games mere well participated by the mothers due to the leadership of Hannafil E. Pacomios of the City Health Office.

The CWL Unit of Songculan, headed by president Fidela “Fe” M. Deguiño donated diapers, maternity pads and snacks.

The Punong Barangay of Songculan Allan Mangmang and CWL president Fe M. Deguiño, assisted by CWL BOD Violeta “Violy” Dano and CWL 1st president Babie Navea distributed the prizes and gifts.

Inspite of heavy downpour, other activities such as the Holy Mass, Opening of the IMAP Lying-in Clinic, Songculan Branch, Oathtaking of the Regional IMAP officers and their Christmas Party pushed through.

The presence of guests from the Region and other towns of Bohol added color to the affair. The Integrated Midwives Association of the Philippines or IMAP is headed by Corazon Paras. (Filma E. Palacio/ CWL Secretary)

A version of the island's fast disappearing folk Christmas musical tradition featuring dancing “pastores” and the Holy Couple being refused a space in several houses before finding a stable will be presented by the Baryo Amigo Cultural Troupe (BACT) on December 17 at 9:00 am at Rizal Plaza in Tagbilaran as part of the Bohol Arts Festival.

Dubbed “Mga Eksena sa Igue-Igue Daygon sa Pagkatawo,” the folk version of the various incidents before and after the birth of Jesus Christ is based on a selection of the oral tradition as practiced every December in Toril, Maribojoc town, and other parts of the island, BACT executive director Cooper Resabal said.

“Igue-igue sa Pagkatawo” is also popularly known as “pastores” due most likely to the dancing pastores that is featured in many scenes. It is set in the ancient Roman Empire. Some scenes have been added in this version for the Bohol Arts Festival, Center for Culture and Art Development (CCAD) Administrator Silveria Marsamolo noted.

Apparently, in the course of the research for the presentation, it was found out that the popular carol, “Ania Kami, ning Gabii sa Among Pagdaygon…” came from the original “Igue-igue.” The rondalla traditionally accompanies the “igue-igue” carolers.

Melyn Borcelas, who is part of the Baryo Amigo Project's Research Committee on the folk musical tradition in Maribojoc and Antequera, will sing the part of Virgin Mary, while Calixto Reloba will be St. Joseph. Some extras of the international film “Amigo” that was filmed in Maribojoc and other parts of Bohol in 2010 will play the three kings, house owners, Roman soldiers and “pastores.”

Nong Calixto, whose clan has the privilege of being handed down the “Igue-Igue” oral tradition in barangay Toril, Maribojoc, said there were three parts of the music tradition. Carolers sang “Daygon sa Igue-Igue” before December 25, then the “Daygon sa Pagkatawo” on December 25, and the third part “Daygon sa Tulo ka Hari” at the end of December, up to the feast of the Three Kings, which closes the Christmas season.

The hour long Christmas musical was an instructional tool for people to know the story of the nativity, including some of the doctrines of the Church hierarchy regarding the nature of the birth of Christ. The lyrics say, “Gipanamkon nga ulay nga Vergin, gianak didto sa Belen. Putling kahimtang salamin, ang pagkaulay dili mabalhin.”

It describes how Christ was born, which all those commercialized Christmas celebrations contradict, “Nag-antus sa mga kapobre, gipahigda sa presepre. Ang banig habol gisilbi ang uhot, ug ang dagami.”

The “pastores” carol brings the key message of salvation: “Ang pulong sa anghel sabton ta, kay ang dakong kalipay midangat na, kay natawo tungod kanimo ang manluluwas nga Ginoo.”

Compiled by Procopio Resabal Jr. and Melyn Borcelas, Baryo Amigo Project's Research Committee, from various sources, mostly hand written in notebooks, but without music notes, the presentation at the Bohol Arts Festival will show the highlights of the “pastores” cultural tradition.

“The Bohol Arts Festival is aimed at unifying vibrant culture and arts expressions of the many talented Boholanos into one festive arena to celebrate Bohol's rich arts and cultural heritage…” CCAD head Enriqueta Butalid said.

With less than a week before the start of Misa de Gallo--the target launching of tight security for the holidays-none of the police stations in the towns and the city have submitted any accomplishment report regarding the instruction from the Philippine National Police (PNP) national headquarters in Camp Crame to implement the standard operating procedures during Yuletide season.

Police Inspector Mauro Sumaylo, deputy director for operations of the Bohol Police Provincial Office (BPPO), yesterday told the Chronicle that they received a letter of instruction from PNP-national headquarters last week to implement the usual security measures during Yuletide season.

However, they are still waiting for the compliance report from the different police stations in the 47 towns and the city.

According to Sumaylo, the PNP-national headquarters instructed them to put up public assistance desks in areas where people converge or where the number of people increases during the holiday season such as malls, tourist destinations, seaports, and airports.

All police stations are also instructed to deploy road marshals, mobile patrol and foot patrol in all areas within their areas of responsibility.

Sumaylo said each of the 48 police stations in the province is complete with logistics for mobility such as patrol cars.

He also said, however, that there is no deadline for the compliance, except for the target to do it as soon as possible before the start of Misa de Gallo.

US-based TBTK chairperson Betty Veloso-Garcia, fellow officials and heads of balikbayan delegations will be accompanied by Gov. Edgar Chatto to a courtesy call on Pres. Benigno S. Aquino III at Malacañang, tentatively two days before they proceed to Bohol.

Oppus said in a meeting at the Capitol that she and the governor’s wife, Bohol First Lady Pureza Chatto, already initially met with the leader of the group who offered to help promote the TBTK.

To avoid a conflict with TBTK activities here, the Bohol product festival in a Manila hotel can possibly run for a whole week prior to the formal start here of the TBTK or when the celebration is at its height.

Patent highlights of TBTK like the selection and awarding of the Miss Bohol International, Mrs. Bohol International and Ten Outstanding Boholanos Around the World (TOBAW), and school reunions were updated in the meeting called by Oppus.

Except for minor adjustments, all other activities also stay as tentatively set.

Oppus will have these posted on the TBTK website to guide the Boholanos worldwide.

A new TBTK activity which the Lions club will sponsor is a dinner and ballroom dancing for a cause.

Bohol Chronicle

A group of exasperated and disillusioned Panglao businessmen are girding for another round of acrimonious encounter with the Local Government Unit (LGU) of Panglao after the 2011 Revenue Code of Panglao was found languishing in the office of the Sangguniang Bayan (SB)- seven months after its approval

David Bailley, head of the Panglao Association of Nature Advocates (PANA) expressed disgust over the delay in the implementation of the Revenue Code after it was enacted by the SB last February 28, 2011.

"The code would have been implemented January of next year if the local officials aggressively pushed for it's approval", Bailley told the Chronicle "with only less than 14 days before the year ends, the business community would again be dealing with an antiquated code open to abuse by local officials".

Bailley, a British national married to a Filipina vowed that PANA will exert pressure on the SB to implement the new tax code next year saying "the new tax code will put an end to the tyrannical manner of the town officials bullying businessmen to bow down to their demands".

But Mayor Benedicto Alcala said he will follow the law and comply first with the requirements of the LGC before implementing the new tax code.

"Dili nako ni ipatuman ug dili mosubay sa balaod. Maglikay ta ug samok, Ug dili ni mahipno ang daang balaod ang atong sundun" (I will only implement the ordinance if it conforms to the requirements of the law. Let's avoid legal trouble. We will apply the old revenue code if the new tax measure is not yet approved).

It's all systems go on the implementation of the new tax code with computer programs uploaded to the treasurer's office computers ready for the new tax season.

The Tagbilaran City Waterworks System is faced with limitations causing the deteriorating water service to its water subscribers in the city

Newly installed waterworks chief Engr. Servando Acedo admitted the increasing complaints on the water service is due to the limited pumping units amid financial constraints in putting up new water sources.

Acedo, who previously was assigned at the City Engineering's Office, now heads the waterworks vice Engr. Wellington Pilongo who is reportedly on a "forced leave."

Although Acedo also admitted to be new in his job, he is sure that the city lacks pumping units and water sources which trigger these complaints from their subscribers in in Taloto, Ubujan and Mangga.

Acedo said that as of now, the city waterworks has 19 pumping units with two out of service. However, he said that even if the 19 units will function, it is still no enough to satisfy the water consumers in the city.

"We cannot fill our reservoirs because we have no water sources which are affordable relative to our current budget", Acedo explained.

However, Acedo said that they already have plans to upgrade their resources in order to somehow deliver sufficient supply of water. He said that they will propose to the city government for additional pumping units.

"We already have a development plan on how to address the problem on water supply and we will present this plan to the city government", Acedo added.

Acedo said that water supply for the new pumping units will be taken somewhere from Barangays Tip-Tip and Cabawan. The city waterworks also considered water sources from outside the city such as from Corella town. However, they will first utilize sources within the city in order to minimize expenses.

Engr. Acedo appealed for consideration on the part of the water consumers as the plan to tap additional water sources will still be a long shot solution which can not be done overnight.

The Philippine National Police (PNP) officially ruled out the New People's Army among the suspects behind the recent blasting of the National Grid Corporation of the Philippines (NGCP) tower in the town of Sagbayan and considers it an isolated incident.

The Special Investigation Task Group (SITG) created by Bohol Police Provincial Office (BPPO) now focuses on land row and disgruntled project contractors as among the possible reasons that prompted some individuals to send a message by detonating improvised explosive devices on three of the four posts of the NGCP tower in barangay Sta. Catalina, Sagbayan at around 10 p.m. on December 3.

Barot said immediately brought a team to the crime scene the morning after, upon the instruction of Governor Edgar Chatto, on the first hour in the morning after the incident late night of December 3.

Barot and team gathered information from the residents nearby and the Sagbayan police operatives, then tapped the Provincial Intelligence Branch of BPPO, the CIDG and the crime lab. Barot then coordinated with Col. Romeo Brawner Jr., commander of the 2nd Special Forces of the Philippine Army, for a joint effort in the investigation.

As of last Thursday night, the SITG already ruled out the NPA after having gathered information that NGCP failed to settle their obligations with some contractors or sub-contractors and the salaries of some workers, while there are also stories that some landowners in remote areas traversed by the transmission lines of the NGCP towers.

Moreover, both the PNP and the military concluded that the type of explosives, the way they were attached to the posts and the extent of damage which speaks for the intention show no pattern of NPA signature handiwork.

Barot, however, clarified that they are not pinpointing that contractors of NGCP projects and disgruntled land owners were behind the blasing. But these angles are what the SITG is focusing now with high percentage of probability.

Tensions between the United States and Russia have risen in the past month over several long-standing problems, including ballistic missile defense (BMD) and supply lines into Afghanistan. Moscow and Washington also appear to be nearing another crisis involving Russian accession to the World Trade Organization (WTO).

The crises come as Washington struggles over its many commitments in the world and over whether to focus on present events in Afghanistan or future events in Central Europe. Russia has exploited the U.S. dilemma, using its leverage in both arenas. However, if Moscow takes its aggressive moves too far, it could spark a backlash from the United States or Central Europe.
