Sneaker-heads rioted at a Florida mall this morning and bidding became frantic on eBay as Nike's latest limited edition sneaker -- the Foamposite Galaxy -- went on sale today.

At $220 a pair, the shoes are already worth much more on the secondary market. A bidding war has erupted on eBay with several bids currently at $2,500. This morning, the shoes sparked a bid of $70,000, however eBay has since removed it.

An angry mob raged into the early morning after a Footlocker at the Florida Mall in Orlando cancelled the midnight, first-come first-serve release of 200 pairs of the shoe due to "safety concerns."

Philippine Daily News / Who is Atty Danilo Lihaylihay?
February 23, 2012, 08:05:40 AM
By Lilybeth G. Ison

The House of Representatives' minority bloc has junked the impeachment complaint of a certain Danilo Lihaylihay against President Benigno S. Aquino III.

House Minority Leader and Quezon Rep. Danilo Suarez, in a press briefing on Wednesday, said that based on their review and deliberation, the evidence in the Lihaylihay complaint against the President is weak.

"We in the Minority have decided not to endorse the impeachment complaint filed against the President by taxpayer Atty. Danilo Lihaylihay. In the first place, we have not yet seen evidence of an impeachable offense in this complaint, although we are still concluding our own investigation," he said.

More importantly, Suarez said, the minority realized that they should be able to practice what they preached.

"If we truly believe that impeachment should no longer be trivialized for partisan purposes, then we ought to set an example ourselves," he said.

Poems and Poets / Under Pressure by Tomas Transtromer

Under Pressure

The blue sky's engine-drone is deafening.
We're living here on a shuddering work-site
where the ocean depths can suddenly open up -
shells and telephones hiss.

You can see beauty only from the side, hastily,
The dense grain on the field, many colours in a yellow stream.
The restless shadows in my head are drawn there.
They want to creep into the grain and turn to gold.

Darkness falls. At midnight I go to bed.
The smaller boat puts out from the larger boat.
You are alone on the water.
Societty's dark hull drifts further and further away.

MANILA, Philippines â€" Wearing a Barong Tagalog and olive green cargo pants, “The Bourne Legacy” lead star Jeremy Renner Wednesday paid a courtesy call on President Benigno S. Aquino III in Malacañang.

Renner was accompanied by Daniel Stillman, executive production manager; Patrick Crowley, executive producer, and Filipino producer Jun Juban. They also wore Barongs during the call.

President Benigno S. Aquino III, upon arriving at the President’s Hall, remarked that the number of journalists had “doubled,” as he surveyed the packed room.

“The President thanked the visitors for choosing the Philippines and expressed the hope that this would lead to more film productions shot in the country,” PCDSPO Secretary Ramon Carandang said.

The Bourne Legacy production staff and actors, who had been filming in the Philippines for more than a month, received as a token from the President chocolates in a yellow and black box with the president seal and copies of the book on his inaugural.

In return, Renner and his companions gave the President three digital video discs (DVDs) of “Bourne Identity”, “Bourne Supremacy” and “Bourne Ultimatum,” as well as DVDs of “The Town” and “The Hurt Locker,” where he also starred.

“The producers of the latest Bourne movie expressed their admiration for the Philippine crew and producers for their professionalism and dedication,” Carandang said.

“They also thanked MMDA, OES (Office of the Executive Secretary), PCDSPO, DOT and PCOO for their help in making the filming experience easier. They were happy that they chose to film in Manila rather than the other locations they considered in Vietnam and Indonesia,” he said.

Scenes for “The Bourne Legacy” have been shot in Intramuros in Manila, the Navotas Fishport, the Marikina City Market, San Andres Market, Ramon Magsaysay Blvd., Ayala Ave. in Makati City, Nagtahan in Manila, Pasay Taft Ave. in Manila, Jones Bridge in Manila and in Palawan.

Making easily accessible safe and ample blood supply for Boholanos would be Provincial Blood Coordinating Council’s (BCC) main mission, says Board Member Cesar Tomas Lopez.

“And in the long run, setting up of more blood banks and perhaps a blood screening center for Bohol may not be far-fetched,” the legislator physician added.

Explaining the rationale of the newly reorganized council following an ordinance enacted in the late 1980s, Lopez, who also sits as the Council Vice Chairman to Governor Edgar Chatto said pushing for the enabling ordinance rejuvenating the Council would be part of his sworn service to Bohol and to humanity.

“The Blood council would be the initial step in correcting a flawed system in the local blood supply network where a healthy and properly screened ready for transfusion blood can be had quickly,” he explained.

“Blood is life, and like an engine, a body that does not have ample supply of blood will eventually conk out,” he shared at the recent Kapihan sa PIA Thursday.

The council vice chair also campaigned for voluntary blood donation to prop up the local blood supply inventory for easier access to Boholano patients in need of immediate transfusion.

He was citing cases of poor patients from far flung towns practically rendered helpless in cases when there is a doctor’s request for blood transfusion.

At the current situation, requests for blood transfusion can be granted but the patients would have to find a suitable blood replacement donor so the local stocks are not depleted.

While some part of the country remain lethargic with the almost stagnating global economic slowdown, Bohol enjoys a robust economic pat in the back with new investments surpassing the P1-Billion mark it has previously targeted.

And Governor Edgar Chatto ascribes the new investments uptrend with the enabling business environment the government and the private sector put up to entice the moneyed.

Chatto, in his State of the Province Address cited the Bohol Business One-Stop Shop (BOSS) as a crucial innovation that made the economic jump-start easily noticeable.

While there is a strong Bohol Chamber of Commerce and Industry and a similarly investment supportive government agency in the Department of Trade and Industry, data from investments never could be easily hailed because most agencies involved in business permits and licensing do not always share data.

Moreover, potential investors find applying a business permit and license too much a hassle that somehow pushes them to avoid the mainstream, said Maria Fe Dominise, Bohol Investment Promotion Center head.

The solution was the establishment of the BOSS.

BOSS was established in 2009. It sets up under one roof a one-stop-shop for business permits and licenses and gathers all regulator agencies involved in legally setting up a business identity in one location. That way, the investor does not have to go across the city to go to another regulatory office and lose steam in the process, Dominise explained.

Here, legal business name and license processing is relatively cut short, and gathering of data becomes so easy, added Blair Panong, investment specialist at the local DTI.

“Today, the Bohol BOSS, lodged at the Bohol Investment Promotion Center (BIPC), has achieved a record increase in investments,” Chatto, who was the chief legislator when BIPC was institutionalized, shared.

“Investments posted for 2011 surpassed all expectations. Total investments amounted to P1.3 Billion from 2,197 new enterprises, greatly exceeding our target, and posting a very impressive 64% increase over last year’s total investments,” Chatto told the Boholanos at his SOPA.

In addition, the governor said BIPC noted more women micro entrepreneurs, at 52% of total, and these enterprises have generated employment for thousands of Boholanos.

“This is further evidence of the increasing number of entrepreneurs who are confident about Bohol’s business enabling environment, he noted.

Already, 26 out of our 47 municipalities have installed business process and licensing systems, he pointed out.

That fateful day in the afternoon of February 22, 1986 shocked the whole country when then Defense Minister Juan Ponce Enrile and Armed Forces acting chief of staff Lt. Gen. Fidel V. Ramos declared during a hastily called press conference in Camp Aguinaldo their breakaway from the regime of then President Ferdinand E. Marcos.

As night editor of the Philippines News Agency, I was preparing to report to the office for duty that day when I heard about the shocking news.

By all indication a full blown revolution was in the offing.

The Enrile-Ramos defiance against Marcos who had ruled the country with iron hand for 20 years was beamed live on television worldwide.

Marcos was angry upon learning that his two former close allies had not only abandoned him but challenged his government.

There were intelligence reports that Marcos had ordered the arrest of Enrile after the Presidential Security Command (PSC) uncovered a coup plot by the Reform the Armed Forces Movement (RAM) closely identified with the defense minister.

This prompted Enrile to take action before it was too late. Ramos sided with Enrile.

“Enough is enough, Mr. President,” Enrile’s voice thundered at the Social Hall of the Ministry of National Defense during the press conference in Camp Aguinaldo.

Marcos tried to play down the uprising by appearing on live television and told Enrile and Ramos to stop this foolishness.

But they have already burned their bridges.

February 22, 1986

At about 3:30 p.m. of February 22, 1986, Army Col. Gregorio “Gringo” Honasan, Air Force Col. Eduardo “Red” Kapunan and Constabulary Maj. Noe Wong arrived at the residence of Enrile to inform him of their impending arrest.

Enrile called up Ramos for support then proceeded to Camp Aguinaldo. Earlier that day, Finance Minister Roberto Ongpin had called to inform him that his security escorts were arrested. A crackdown was in the offing with the arrest of Ongpin’s bodyguards was ominous.

Then Ramos received the news that Enrile was about to be arrested. Soon after, Enrile was on the phone saying, “Eddie (Ramos’ nickname) the time has come. Are you with me?” Ramos sided with Enrile.

Ramos packed an overnight bag and kissed Mrs. Amelita Ramos and their five daughters, goodbye. He went straight to Camp Aguinaldo via a circuitous route to avoid being tailed by military agents loyal to Marcos.

During the press conference, together with Enrile, Ramos said: “The reason for my being here is because the Armed Forces of the Philippines has ceased to be the Armed Forces which is supposed to be the defender of public safety and enforcer of the law. What has developed under Marcos and Ver is an elite armed forces within the AFP that no longer represents the ranks and the officer corps of the Armed Forces of the Philippines.”

“If anyone of us will be killed, then all of us will be killed,” Enrile added.

The die was cast for the rebel soldiers. They were no match with the firepower of the military troops loyal to Marcos.

When Jaime Cardinal Sin, Manila archbishop, was informed that Enrile and Ramos needed his support he went over the radio to call on the people to go to Camp Aguinaldo immediately to protect the beleaguered military rebels from harm.

More than two million people from all walks of life responded to the call of the Cardinal, thus the “people-power” was born.

The first day of the uprising was crucial for both the military rebels and government forces. Though undermanned and outgunned, the Enrile-Ramos camp gained the upper hand for the overwhelming support of the people and the aspect of psychological warfare.

On the second day of the revolt, Enrile followed Ramos to Camp Crame nearby to consolidate their forces.

Government troops also had joined the military rebels on the second day of the revolt.

By the third day, tanks and armoured personnel carriers sent to assault Camp Aguinaldo were blocked by a sea of humanity along Epifanio delos Santos Avenue (EDSA).

People from all walks of life, carrying rosaries and crucifix knelt in the streets to stop tanks and armoured vehicles from proceeding to Camp Crameand Camp Aguinaldo. The assaulting soldiers instead joined the people.

A Philippine Marine unit tasked to fire their cannons at the military rebels also declined to obey the order from higher authorities, preventing a bloodbath of unimaginable proportion.

Also on the third day, the standoff was broken and tilted to the military rebels as the 15th Strike Wing of the Philippine Air Force (PAF) defected, bringing with them helicopter gunships and F5 jet-fighters.

Two Sikorsky helicopter gunships later flew over Malacanang Palace and fired warning shots of air-to-ground rockets and machinegun fire at the periphery of the presidential house.

On the fourth day, Feb. 25, 1986, Marcos and members of his family fled Malacanang, ending his 20-year regime.

President Corazon C. Aquino, widow of the late opposition Sen. Benigno S. Aquino Jr., was proclaimed the 11th President of the Republic of the Philippines following her victory during the snap presidential election called by Marcos, restoring democracy in the country. (PNA)

Not seeing the tip of your toe when your are standing straight indicates that your are at risk to cardiovascular disease, warns dietician.

Fely Belandria, a dietician and past vice president of the Nutritionist Dietician Association of the Philippines, said excessive intake of calorie foods leads bad deposit of fat tissues or adepose tissue that concentrates on our abdominal region.

"Masama ang fat na naiiwan sa abdominal region high risk sila sa cardiovascular diseases, she said.

Based on FNRI (Food and Nutrition Research Institute) national survey, Belandria, who was one of the guest on February 7 health forum at the Annabels, Quezon City, said a considerable number of our women have apple-shaped (big hips or more fat around the waist) while pear-shaped for men, an indication of already excessive calorie intake.

Belandria said high caloric foods are those found in fast foods like the so-called "value meals" which accounts to 1300 grams of calories per serving, "that is almost half of our required calorie intake per day".

Dr. Tony Leachon, a cardiologist, and consultant of the Department of Health (DOH) also guest speaker of the forum, said that fried chicken accounts to about 300-500 calories; hamburger, 500 calories; french fries, 500 calories ; a cup of cold ice tea, 150 to 200 calories; a cup of rice, 200 calories.

Likewise, Belandria emphasized the need to balance the caloric input such as eating of green leafy vegetables and fruits known to have dietary fiber and flushes out fats.

"And combination of physical activities like walking, jogging, climbing the stairs, swimming," she said.

Belandria said that an hour of simple walking corresponds to burning of 114 calories while running for an hour corresponds to burning of 214 calories.

"So what you need to do you have to choose nutrient foods over the caloric dense food",Belandria said, noting that half of the plate consume should be fruits and vegetables.

"Ang sinasabi dito bawat kasobrahan ay may katumbas na physical activity na pwedeng gawin para ma-maintain ang normal calorie intake and anong ang dapat gawin mo choose the right food," Belandria said.

On December 9, 1997, President Fidel V. Ramos signed Republic Act No. 8423 creating the Philippine Institute of Traditional and Alternative Health Care (PITAHC).

President Ramos appreciated the potential of traditional medicine in health and economy which he includes in one of his administration's "pole-vaulting strategies."

PITAHC, a government-owned and controlled corporation (GOCC) attached to the Department of Health, answers the present needs of the people on health care through the provision and delivery of traditional and alternative health care (TAHC) products, services and technologies that have been proven safe, effective and affordable.

Among the medicinal plants that are now being manufactured in convenient forms are "lagundi" (for cough and asthma), "sambong" (a diuretic which helps prevent the formation of kidney stones), "tsaang gubat" (for abdominal pains and as antimotility agent), "yerba buena" (for fever and body pains), "niyog-niyogan" (for ascariasis), "bayabas" or guava (use as wound disinfectant or antiseptic), "akapulko" (for antifungal skin infections), "ulasimang-bato" (for arthritis and gout), "bawang" (for lowering cholesterol), and "ampalaya" (for diabetes mellitus).

In the Philippines, the practice of traditional medicine, which has been passed on from generation to generation, has gained a deep significance in health delivery considering the expensive western medical treatment which most Filipinos cannot afford.

After waiting for three years, the Philippine Air Force (PAF) finally got the first delivery of four of eight brand-new combat utility helicopters ordered from PZL Swidnik of Poland.

Lt. Col. Mike Okol, PAF spokesman, confirmed to the Philippines News Agency that the four helicopters arrived over the weekend while the other four will be delivered in November.

PZL Swidnik, the biggest helicopter manufacturer in Poland, won in the public bidding to supply the PAF with a fleet of eight brand-new utility combat choppers.

The Polish-made helicopter can carry 14 persons, including the pilot and co-pilot, and has a maximum speed of 260 kilometers per hour and a range of 745 kilometers non-stop.

It can climb to an altitude of 19,680 feet, more than twice that of the “Huey” helicopter.

The Swidnik choppers can be armed with a variety of weapons, air-to-ground rockets, air-to-air missiles, M-60 machine guns and 20mm cannons.

The Polish company, which manufactures PZL W-3 Sokol and PZL WS-4 helicopters, is the main supplier of combat helicopters to the Polish Air Force and other European countries.

The PAF bought the eight Polish-made helicopters at a contract price of P3 billion.

The arrival of the four utility combat helicopters is part of the Armed Forces of the Philippines’ modernization program to boost the PAF’s air power, particularly supporting ground troops, during combat operations.

Col. Okol said preparation for the inauguration and blessing of the new choppers is being made.

It takes at least three years for a manufacturer to deliver brand-new helicopters or fixed-wing aircraft ordered by buyers from countries in various parts of the world.

The Air Force has been in dire need of helicopters not only to support ground forces but also because choppers are the workhorses of the AFP in times of disasters like floods, volcanic eruptions and earthquakes to evacuate the victims and also bring food to the evacuees in areas not reachable by roads.

Inspiration & Hope / Dog Saves Lives of Two Girls
February 18, 2012, 09:07:32 PM
By Julie S. Alipala
Inquirer Mindanao

ZAMBOANGA CITYâ€"The story of Kabang is one more heartwarming take on the familiar theme of the pet dog as lifesaver.

Cousins Dina Bunggal, 11, and Princess Diansing, 3, were walking across Nuñez Extension on Dec. 14 not knowing that a speeding motorcycle was bearing down on them. At the crucial moment, Kabang, the Bunggal family’s dog, emerged from nowhere and jumped into the motorcycle’s path.

The cousins stumbled but were otherwise unharmed. The motorcycle driver, likewise unharmed, took them to hospital for treatment of their bruises.

Eyewitness Jovito Urpiano said Kabang (a Visayan term that means “spotty”) shielded the two girls from certain harm.

Urpiano was in an eatery on his noontime break from driving a tricycle and saw how Kabang stopped the motorcycle from hitting the girls. The dog’s head landed directly on the motorcycle’s front wheel, and as it rolled, her snout got stuck in it.

“I thought somebody threw the dog on the motorcycle, but I could not see anyone who might have done that,” Urpiano told the Inquirer. He said it later came to him that Kabang had intentionally blocked the motorcycle’s path to save the girls.

A hero

Rudy Bunggal, Dina’s father who works at a nearby vulcanizing shop, also saw how Kabang saved the lives of his daughter and niece.

“The bones holding her upper snout were crushed, and we could not do anything to save it. We just pulled her off the wheel,” Bunggal said.

Thus freed, Kabang ran away as fast as she could and went missing for two weeks. When she finally returned to the family home, she looked very different.

But her human family could not care less.

“It does not matter if she’s ugly now. What is important to us is she saved our children and we cannot thank her enough for that,” Bunggal said.

“Kabang is a hero,” said his wife Christina.

Milk and porridge

Bunggal said Kabang’s heroic act might have been triggered by her closeness to Dina and Princess.

He said he found Kabang as a puppy near the family home a year ago. “We raised her like she was ours. We gave her Bear Brand (a milk brand) and porridge,” he said.

Buying milk for the dog was a big deal for the family, according to Bunggal, because he and his wife, who sells candies, have a combined daily income of only about P150.

Christina said that as Kabang grew, she was fed the same food that the family ate. “We did not mind if she was an addition to our expenses. We regarded her as part of the family,” she said.

Bunggal said Dina and Princess always played with the dog. “They even sleep together,” he said.

He recalled that Kabang had no history of wandering outside the house, which was why, he said, “we could not believe she went out when she sensed that the girls were in danger.”

Veterinarian Anton Lim of the Tzu Chi Foundation said Kabang’s act of saving the girls showed that she was grateful to the family.

Back to old self

Lim has been treating Kabang for her injuries and has administered antibiotics so her wounds would heal faster.

Kabang now uses her paws to eat. She is back to her old self, and has resumed playing with Dina and Princess.

And she is expecting puppies, according to Christina.

Family & Parenting / Dear Emily: Husband is Impotent
February 18, 2012, 07:08:04 AM
from Inquirer.net

DEAR EMILY,

I’ve been married eight years and have three children. My husband and I get along well, but we’ve become just like brother and sister for a long time now. His libido has diminished with middle age. Granting that he cannot perform anymore, how difficult is it to give me a hug?

This has upset me but rather than dwell on it, I just focus on his strengths. But this aspect is also diminishing. When we would have conversations before, they are now just turning into criticisms and later arguments. We cannot seem to communicate anymore.

Middle of this year, a male family friend joined the company I am working for, and long story short, we not only revived an old friendship, but got to know each other emotionally as well.  We haven’t gone to bed, fully conscious that we’re both married, but we have already crossed the line and have become emotionally intimate.

We are both lonely for affection from our respective spouses, needless to say.

I am so tempted that maybe we should give in once and just get it over with. But will that one time be enough or will we just be more drawn to each other?  I also don’t know if I can live with myself or be able to face my husband or the guy’s wife who happens to be my friend as well.

SPSS practically solves all statistical equations, Bran. That's the industry standard. Your professor is also using it, perhaps.
#6076
I can download SPSS, Bran, but it's around 2 GB. I can store the file in an online backup site.
#6077
This is the software, Bran:

IBM SPSS Statistics is the ultimate tool for managing your statistics data and research.

This super-app affords you complete control over your data. It allows you to make complex graphs and illustrations from statistics and is firmly aimed at professionals who want to solve business and research problems. To facilitate this, SPSS features a wide range of analytical functions that take the pain out of collating data.

SPSS offers detailed analysis options to look deeper into your data and spot trends that you might not have noticed. You can test out hundreds of different variables on your data to see how figures or performance would change under different circumstances, while the app contains multiple advanced features that will allow you get the max from your data.

An array of features

Among these features are excellent sharing options, automated models, the ability to operate server versions of IBM SPSS Statistics Base and modules on IBM mainframe servers, a syntax editor, integration with Microsoft Office, and much, much more. In order to get a better idea of the functions and features, take a look here.

Obviously, such power comes at a price. The SPSS download is pretty large, and once you do have the program installed, it does a pretty steep learning curve until you find your feet. You could argue that SPSS is actually a glorified version of Excel, but with far more options and power behind it, itÎ"Î"é¼Î"äós an impressive beast. As a result, domestic users may be intimidated and would be better off getting started on a simpler data management app.
#6078
We were lectured about this, Bran, in one of my MBA subjects. Unfortunately, I could no longer recall how to reconcile and graph data in statistical format/language. I was never interested about stats. I just forced myself to learn this field as it was part of the program.

One of my Thai classmates solved any statistic problem by just using Microsoft Excel. Just try Excel.

Malacanang warns Filipinos against working as drug mules for international drug syndicates in exchange for money to prevent them from being subjected to death penalty, a Palace official said on Saturday.

Presidential Spokesperson Edwin Lacierda issued the statement during an interview aired over government-run dzRB Radyo ng Bayan on Saturday, following the arrest of two Filipinos in Macau for alleged drug trafficking last Feb. 1.

The Aquino administration, which has a strong anti-illegal drug policy, is undertaking comprehensive and proactive measures to address the drug mules issue and to protect Filipinos from being victimized by international drug syndicates.

Lacierda said Filipinos should learn from the fate of those who were executed in China for drug trafficking last year.

"Pagkatapos kung sakaling i-impose sa kanila ang death penalty kargo po ng sambayanang Pilipino ang kanilang problema. So, sana matuto na po ang ating mga kababayan na huwag pagamit sa mga drug syndicates," he said

He urged the Filipinos to heed the government's call to protect themselves against falling prey to international drug syndicates.

"Ito ang pakiusap natin sa mga Overseas Filpino Workers (OFWs) at sa mga taong lalabas ng bansa -- huwag po tayo pagagamit sa mga syndikato ng droga at huwag tayong papayag na gamitin ang ating mga kagamitan, mga maleta na lalagyan ng kanilang mga gamit na hindi nila personally ini-inspect," he said.

The Department of Foreign Affairs (DFA) reported that two Filipinos - a man and a woman - were apprehended by the Judiciary Police in an apartment in Macau. The two Filipinos were reportedly found in possession of 46 grams of methamphetamine hydrochloride, popularly known in the Philippines as shabu.

Israeli scientists at the Hebrew University of Jerusalem have developed genetically altered tobacco plants which contain a natural compound that can fight drug-resistant malaria.

Although cigarettes are known to kill millions of people every year, Professor Alexander Vainstein and his research team have found that tobacco plant can be altered to produce "artemisin," an active component in malaria treatment, Israel's 21C news site reported Sunday.

The natural compound artemisin comes from the sweet wormwood plant and can fight drug-resistant malaria, but due to its small quantities and high price, millions of people cannot get access to this remedy.

However, Vainstein and his colleagues spliced the wormwood enzymes that produce artemisin and bred tobacco plants that carry artemisin's genetical code.

Vainstein's development is being marketed through the Hebrew University's Yissum Research Development Company.

"The technology provides, for the first time, the opportunity for manufacturing affordable artemisin by using tobacco plants," said Yissum CEO Yaacov Michlin.

Talibon - Bohol / Oil Spill in Talibon Bohol
February 13, 2012, 08:11:30 AM
TALIBON, Bohol â€" The oil spill that was allegedly dumped by a passing M/V Elizabeth on January 6, 2012 along Danajon bank channel near the island barangay of Bilangbilangan Dako, Bien-Unido town, has already spread to nearby island of Jao, off this town.

This was the initial findings revealed by Jose “Lolong” Garcia, coastal marine management staff of Bohol Environment Management Office (BEMO), who conducted verification of the incident in said island following Gov. Edgar Chatto's directive to conduct an inquiry on the extent of the damage wrought by the oil pollution incident.

“I found out that there are still some traces of oil stained particularly on the bamboo split fence, pole and mangrove bark and leaves that stretch about a kilometre along the shoreline” in Busalian, he said.

Some fishermen also reported having seen already the presence of said used oil in the seawater a hundred meters away from the shoreline. But nobody from the island residents actually saw the vessel caused the dumping of the sludge, Garcia said. Garcia quoted a certain Seldan A. Maranga, of Busalian island as saying as that a large volume of used oil has already engulfed some areas between the islands of Saag and Jao, nearby, off this town.

Bohol Latest News / Bohol Bags Galing Pook Award
February 13, 2012, 08:09:25 AM
Galing Pook Foundation separately recognized the province of Bohol and the municipality of Maribojoc for effective local governance during awarding ceremonies at the Rizal Hall in Malacanang last January 30.

No less than President Benigno Simeon Aquino III conferred the Galing Pook awards to Bohol, Maribojoc and eight other local government units from across the country that displayed outstanding local leadership.

The LGUs were chosen from among 137 nominees based on innovation, positive results, transferability and sustainability, people's participation, and efficiency in program service delivery in this annual search for the best governance programs nationwide.

PNoy acknowledged Gov. Edgar M. Chatto for leading initiatives in the province and rallying the support of appropriate sectors in the successful implementation of the rabies elimination program.

President Aquino further recognized Bohol for the very strong linkage between national and local government towards achieving goals to alleviate poverty as well as the realization of development programs of his administration.

He also lauded the Galing Pook Foundation for recognizing local government units' initiatives and innovations, making them partners of reaching his vision of “matuwid na daan”.

Chatto led the Boholano delegation in receiving the Galing Pook award for Bohol. He was joined by Vice Gov. Concepcion O. Lim, Provincial Administrator Alfonso R. Damalerio II, Board Member Abeleon Damalerio, Provincial Veterinarian Dr. Stella Marie Lapiz, Provincial Health Officer Dr. Reymoses Cabagnot, Rey Anthony Chiu of PIA, Augustus Escobia of EDCOM, and other members of the Bohol Rabies Prevention and Elimination Council.

The much delayed and controversial Albur Sanitary Landfill (SLF) is now right on track after last Friday's emotional three hour public forum practically laid to rest contentious issues that have polarized the community of Albur for more than six years. The P215M SLF located in Barangay Dangay, Albur will be the future dumping site of residual waste from a reported 11 neighboring towns - Baclayon, Balilihan, Corella, Dauis, Panglao, Loay, Loboc, Maribojoc, Sikatuna, Cortes and Antequera.

This is in accordance with Section 33 of the Local Government Code (RA 7160) mandating "clustering" of LGU's with no suitable sites for a sanitary landfill where one will host the facility.

But staunch critics of the Sanitary Landfill Project that will cost the government P215M stood firm on their position that the town of Albur will not reap the much touted benefits from the project but will only suffer the fate of most landfill projects in the country even as they grudgingly admitted that "these are all water under the bridge".

Governor Edgar Chatto whose administration inherited the project from former governor now Congressman Erico Aumentado emphasized that although the mounting problem of garbage disposal has reached alarming levels especially in Tagbilaran City, the provincial government found it necesarry to carry out a thorough procedural and documentary review of the project by experts from the academe and the scientific community.

History / Remembering Antique Governor Evelio B. Javier
February 12, 2012, 02:10:06 PM
by PNA

Twenty six years ago, former Antique Governor Evelio B. Javier was fatally shot in broad daylight at the plaza fronting the Antique Provincial Capitol while the canvassing of results of the snap election between then President Ferdinand Marcos and Ninoy Aquino’s widow Cory was going on.

Javier was talking with several friends when hooded men coming from nowhere, some of them were later identified as members of the Philippine Army, shot him.

The first burst of gunfire sent everyone in the plaza scampered for safety while the former Governor, knowing that he was the target of the assassins, ran away from the people.

The gunmen chased him until they caught him inside the comfort room at the back of a commercial building near the town plaza where his body was riddled by the assassin’s bullets.

Attending physicians declared him dead on arrival at the Antique Provincial Hospital where he was rushed.

In today’s Javier death anniversary, a simple day-long commemorative ceremony started with a Pamukaw at 4 a.m. via a motorcade of vehicles playing Evelio Javier’s favorite song “Impossible Dream” going around the towns of San Jose, Sibalom and Hamtic.

A holy mass at the Mensa Domini chapel follows at 7 a.m. after which his relatives, headed by his younger brother Governor Exequiel B. Javier, friends and political supporters visited his grave at the San Jose Catholic cemetery.

A program follows at the plaza now named Evelio B. Javier Freedom Park where local government officials and employees and the people offered flowers to the hero’s bronze statue in his honor.

Children’s games will also be held in the afternoon as well as candle-lighting ceremony at 6 p.m.
