SCIENTISTS at the world's biggest IT fair unveiled what they hope is the car of the future that can shrink to fit tight parking spaces and pick you up at the touch of a button.

At just 2.10m long, the futuristic cobalt-blue two-seater "pod" is not exactly roomy but was pulling in the crowds nevertheless with its extraordinary features.

If a parking space looks too small, drivers can reduce the car's length by 50cm. For further ease, the wheels can turn in a full circle, allowing a driver to pull up to a space and then move sideways into it.

LGU Philippines / Senator Loren Legarda on False Witness
February 27, 2012, 02:56:01 PM
by Bohol Standard

Not all witnesses coming out in the open have noble intentions.

With these people clogging courts causing undue delays in trial time, lost man-hours and risking the unjust sending of innocents to jail, Senator Loren Legarda says, enough.

Irked over the popping up of witnesses who apparently come either paid or bent on sowing intrigue, the lady Senator said she supports the passage of a measure to amend articles 363, 364 of Republic Act 3815.

The proposed measure aims to intensify punishment for these persons who unjustly incriminate the innocent.

Legarda also hints, this should also work for people who are found guilty of intriguing against honor.

“We continuously seek to protect our names, as public perception about us undeniably extends to our loved ones and our families. To extremists, a good name is regarded as more important than life itself, since the former leaves an imprint that lasts beyond the latter,” the senator said.

She adds by saying, “Even with diligent efforts to maintain good standing and display acceptable character in our society, we still might be faced with circumstances that can inevitably place our long-safeguarded reputation to disgrace.”

Over complaints lodged by drivers and operators against the government’s fuel subsidy “flop”, Energy Undersecretary Jose Layug Jr. candidly admitted computer glitchs that’s stalling the implementation of the Pantawid Pasada Progam.

But he continued on, most of the cards released indeed were loaded with gas allocations, which some drivers used to gas up without telling their operators the card has been loaded.

At the forum held at the People’s Mansion Friday, Layug, who came upon the invitation of Bohol government to meet with fuel industry players here said most of those who complained about the “cards without the promised loads” turned out to be cards swiped by other drivers.

The young energy undersecretary said the cards’ swiping are computer recorded.

Because of this, “We will know if the cards were loaded and used”, he explained.

And we also found out that those who complained did not know that we have records of the swiping details when somebody used the card.

“We know of some jeepney units having at least two drivers who take turns in operating the unit,” he said.

As it came out, one driver used the whole value of the card and left the other driver nothing but a card without ant value then.

The Department of Energy, who implemented the government one-time fuel subsidy of P1,050 to public transport, used a system where the usage of the fuel cards, bearing the plate number, routes, and name of the franchisee traces a trail back to the DOE.

The trail would also record the time the cards were swiped and the gasoline refilling station’s point of sale identification number.

Usec. Layug however said that if, indeed cards were really not loaded, the problems usually are that documentary requirements were not fully complied.

He said an operator will have to produce the vehicle’s Official Receipt, Certificate of Registration, Certificate of Franchise and other requirements before the DOE can load the cards.

Loon - Bohol / No More Tree Cutting in Loon Bohol
February 27, 2012, 02:45:21 PM
By: Ven rebo Arigo
Bohol Standard

The unthinkable killer flashfloods that brought unparalleled Christmas grief to two Mindanao cities had led to the ban on the cutting of trees, regardless of species, in critical Loon barangays.

Loon Mayor Lloyd Peter Lopez suspended the issuance of tree cutting permits in at least 15 barangays covered by the Moalong River watershed where illegal cutting of trees already caused much alarm.

He issued Executive Order No. 02 this year to prohibit tree cutting, citing the December floods and landslides in Cagayan de Oro City, Iligan City and other parts of the country which were blamed to the senseless abuses on forests.

It is “urgent” for Loon forest cover’s preservation to prevent or reduce the risks of similar disasters to agriculture, vital infrastructures, properties and human lives themselves, according to the mayor in his order.

A major fuel dealer here denies he is getting the fat profits most fuel consumers ascribe in the unusual disparity of oil pump prices in Bohol compared to its neighboring provinces.

Casting off the blame, fuel dealer of Chevron-Caltex Leo Lim admits, given the chance he would go independent player. As independent player, Lim said he could pump up profits of P4.00 to P5.00 compared to the P1.00-P1.50 he is currently getting as profit.

At the forum organized by Governor Edgar Chatto to allow the Department of Energy (DOE) to elucidate on the factors affecting oil pricing and thus explain the huge fuel price disparity between Bohol and its nearby provinces, Lim, who is Caltex main distributor in Bohol, says he’d rather go independent when his contract expires soon.

Bemoaning how hard it has become for them distributing and selling already expensively sourced out fuel and with gas stations mushrooming everywhere, Lim, forecasted that it may not be long before gas stations start closing.

“It’s hard operating as dealer, with the permits, electricity, operations and other attendant costs,” he bewails in front of DOE Undersecretary Jose Layug Jr. and Trade and Industry Regional Director Asteria Caberte.

Russian WBA heavyweight champion Alexander Povetkin defended his title late on Saturday in a tough battle against WBO cruiserweight champion Marco Huck.

Povetkin (24-0, 16 KOs) won a 12-round majority decision with scores of 114-114, 116-113 and 116-112 in his favor.

Povetkin won the vacant WBA crown in August 2011 by defeating Ruslan Chagaev in a unanimous points decision in Erfurt, Germany. He defended it by knocking out U.S. challenger Cedric Boswell in the eighth round in Helsinki in December.

Huck (34-2-0, 25 KOs) defended his WBO title eight times before unexpectedly moving to the heavyweight division and challenging Povetkin.

Thirteen members of the Davao del Norte Barangay Una boxing team are now in rigid training in preparation for the 2012 PLDT-ABAP National Amateur Boxing Championship scheduled on March 4-7 in Tagbilaran City, Bohol.

The team, led by manager Gene-Rose Tecson and assisted by Davao del Norte Amateur Boxing Association of the Philippines (ABAP) executive director Edwin Pardillo, is composed of campaigners in Junior, Youth and Elite divisions who earlier emerged as champions in the Mindanao leg of the tournament.

Tecson said in the Elite Division participants include Jay-ar Inson (64 kgs.), a multi-medalist in Palaro, Private Schools Athletic Association (PRISAA) and national championships; Quirino Mellejor (60 kgs.) and Jolan Bonghanoy (52 kgs.). In the Youth Division are Radjie Tabanao (56 kgs.), Welander Hersalia (60 kgs.), Joey Canoy (46 kgs.) and Marlon John Aguilar (60 kgs.). The Junior Division campaigners are Seiro Ellut (48 kgs.), Philip Jay Virador (52 kgs.), Rabicycle Gabriel (46 kgs.), Michael John Bahena (48 kgs.), Jobel Araneta (54 kgs.) and Charnie Jun Magsayo (50 kgs).

Former Barangay Una boxer and national champion Rey Mancao heads the coaching team along with his brother Ricarte, Rex Saludar, Lelios Siodina, Christiano Laurente and Sgt. Dick Varron, a guest coach/trainor from the Philippine Army.

Tecson said the team is expected to face stiff competition as champion boxers from Luzon, Visayas and Mindanao slug it out for prestige, honor and supremacy as they vie for slots to become the next amateur pugilist to represent the country in major international competitions.

Barangay Una Founder and current ANFLOCOR Vice Chairman Tonyboy Floirendo leads the major backers of the team along with Davao del Norte second district Congressman Anton F. Lagdameo Jr., Panabo City Mayor Jose L. Silvosa Sr. and Liga ng mga Barangay-Davao del Norte president Vicente “Enteng” Floirendo.

The Barangay Una Boxing Program is a multi-titled grassroots sports development program based in Panabo City, Davao del Norte. It has produced 2010 Asian Games gold medalist Rey Saludar, silver medalist Victorio Saludar, 2012 London Olympics qualifier Mark Anthony Barriga, and World Series of Boxing Mumbai fighter Charly Suarez, among others.

Business and Economy / Borrowing by U.S. companies up
February 27, 2012, 11:16:36 AM
By Lynn Adler

(Reuters) - Borrowing by U.S. companies to buy equipment jumped in January from a year ago, though it slid from December's rush to close loans before year-end, and credit quality improved to pre-recession levels, the Equipment Leasing and Finance Association said on Friday.

Lingering uncertainty about the European economy is keeping businesses cautious, stuck largely in a cycle of purchases to replace aging equipment rather than for expansion.

"New equipment acquisition will gradually and steadily improve," ELFA Chief Executive William Sutton said in an interview. "We are in the midst of regaining some of the momentum that was lost during the recession. Overall, we are back to the pre-recession levels of growth."

Amid signals of gradual economic and job growth, businesses signed on for $5.1 billion in loans, leases and lines of credit in January, 53 below December's spike to $10.8 billion but 21 percent higher than $4.2 billion a year ago, ELFA said.

Bohol Governor Edgar M. Chatto leads an official delegation to Gyeongju City, Kyungbok, Busan, South Korea on February 23-26, 2012.

In the weekly KITA UG ANG GOBERNADOR, Gov. Chatto reported to the Boholano people thru skype, that this visit will enhance foreign relations of the province of Bohol and Gyeongju City which is the oldest city of South Korea with strengths in the fields of environment, education, agriculture, culture and tourism. Gyeungju City is basically an agricultural city which showcases the complete value chain of agricultural technologies on crops and livestock..

Gyeongju City is also the birth place of the South Korean Saemul Undong ( which means “small new village”) â€" a rural based movement in the country which is considered by the Koreans as the primary vehicle in the change of attitudes and minds of the marginalized people in the mainstreaming Korean agriculture, culture, education, health, environmental management fields. “The movement embraced values of time, sense of pride and passion for service and change”, the governor added.

Gov Chatto is optimistic that the success stories of Korean Saemul Undong movement can provide good learnings and practices in Bohol through the development of our countryside in the province through the Purok Power Movement and various cooperatives.

Gov Chatto also set official meetings with the city officials of Gyeungju and benchmark some replicable programs and projects of the city like their waste management facility, landfill and recycling factory; agricultural projects like the greenhouses, natural cow and swine production, organic and natural gardens, agri-fishery product distribution centers, agri equipment factories and interaction with local universities.

They also visited a rice processing center that would be similar to our center in the municipality of Pilar. “Said facility, like in Korea, would surely increase efficiency in rice production and improve the quality of our rice”, Chatto stressed.

The governor’s delegation is composed of Bohol Island State University President Dr. Elpidio Magante, Agricultural Promotions Center Chief Engr Eugene C. Cahiles, BISU Bilar Campus Director Dr. Dioscoro Avergonzado, and Mr. Larry M. Pamugas, Officer In Charge, Provincial Agriculture the Office.

Last week, the Governor met with Korean Ambassador to the Philippines Hye Min Lee at the Korean Embassy in Manila to discuss matters on the partnerships of Bohol with Korea.

It can be noted that the team of Korean delegates headed by Assemblyman Lee Do Sun and other Saemul Undong officials also visited our province last December, 2011. The delegation also met Provincial Officials led by Gov Chatto and local partners in agriculture, education and tourism.

As an offshoot of such visit, initial agreements were discussed between the Province of Bohol and the Korean counterparts. An agreement was likewise forged between the Bohol Farmers Multipurpose Cooperative (BOFAMCO) and the Sungdong gu Saemul Undong of South Korea. (EDCom)

USA and Canada / Rick Santorum Wins in Michigan Primaries
February 27, 2012, 10:27:21 AM
By John Whitesides

(Reuters) - The Republican presidential race faces a potential turning point on Tuesday in contests in Arizona and Michigan, where upstart Rick Santorum threatens to plunge an already unpredictable nominating battle into chaos.

Mitt Romney, the former front-runner and presumed nominee, and Santorum are in a close race in Michigan, the state where Romney was raised and his father was an auto executive and popular governor.

A Santorum win there would be a devastating blow to Romney, turning lingering doubts about his ability to win the allegiance of Republican primary voters into a deep panic in the party's senior ranks.

"If Santorum pulls off the upset in Michigan it turns the entire race on its head," said Republican Dan Schnur, an aide to Senator John McCain during his 2000 presidential bid. "There aren't going to be a lot of people who have much use for a front-runner who can't win his home state."

In Tagbilaran, it's not about fair fare. Ang ilang question sa dili pa ka mosakay: "Pilay imong hatag?" If you pay the minimum P8, mosutoy ug sibat.

Something must be done with these abusive tricycle drivers in Tagbilaran City.

Reuters - After the curtain rises on Sunday's Oscars, producers hope a few surprise winners and heartfelt acceptance speeches will spice up the program in which silent movie "The Artist" is widely seen as the choice for best movie.

The world's top film honors are in jeopardy of losing their status as the second most-watched TV event in the United States behind professional football's Super Bowl if the show can't lure more than 40 million viewers, which could be difficult.

Producers have brought back popular host Billy Crystal to provide laughter, but the best solution for a lively TV awards program, sponsors at the Academy of Motion Picture Arts and Sciences say, is a group of surprise winners or ones who give genuinely emotional or rousing acceptance speeches.

(Reuters) - The anti-secrecy group WikiLeaks said it would begin publishing more than five million emails on Monday from a US-based global security think tank, apparently obtained by hackers.

In its latest high-profile disclosure, WikiLeaks said in a statement it had acquired access to a vast haul of internal and external correspondence of Strategic Forecasting Inc (Stratfor), based in Austin Texas.

Stratfor describes itself as a subscription-based provider of geopolitical analysis with an intelligence-based approach to gathering information.

WikiLeaks' founder, Julian Assange told Reuters: "Here we have a private intelligence firm, relying on informants from the US government, foreign intelligence agencies with questionable reputations, and journalists."
