HANOI (AFP) â€" Communist Vietnam has banned police from wearing black sunglasses, chatting, smoking and putting their hands in their pockets while they are on duty in public places, a media report said.

Under a new order from the Ministry of Public Security, officers must also "keep appropriate manners and be in the right position when on duty," said the English-language website of state-controlled Tuoi Tre newspaper.

"This means traffic cops must not hide behind trees to ambush" and issue fines.

The report, published on Saturday, also said on-duty police were now banned from reading books, making or answering non-work related phone calls, drinking alcohol or eating at restaurants that illegally encroach onto pavements.

Vietnam's traffic police are seen by citizens as notoriously corrupt.

Last year US-based Human Rights Watch urged Vietnam to investigate "widespread police brutality", saying it had documented 19 incidents of reported brutality by law enforcers over the previous year, resulting in 15 deaths. --http://news.yahoo.com/

Served in…. dead animals?

Scottish brewers from across the pond at BrewDog have for the past three years been urging the masses to break the conformity of what is generally accepted as good beer. Stating “Beer was never meant to be monotonous or mass produced, which is why we’re doing our damnedest to create the holy grail of craft beers.”

By breaking conformity, they don’t mean just experimenting with different flavors or flashy marketing techniques. Their “Atlantic brew” is aged in seven barrels (after dropping the eighth in the Atlantic, R.I.P.) on a ship for two months in the North Atlantic. Others are aged in sub zero temperatures within an ice cream factory.

BrewDog had set the bar high with the “Tactical Nuclear Penguin,” weighing in at 32% ABV, when German’s SchorschBock challenged them by setting the record to 40%. The Scot’s weren’t going to take this laying down, when BrewDog targeted the “Sausage Munchers” and came back with the “Sink the Bismarck,” once again setting the bar even higher to 41% ABV. After being bested once more by their German rivals, BrewDog decided to end the war and deliver the knockout blow with “The End of History” at 55% alcohol by volume.

“The End of History” is an insanely potent beer served from taxidermized road kill bottles in the form of four squirrels, seven weasels, and one hare. That’s right, no need for PETA lovers to boycott it, as they only made 12 bottles and sold out instantly to buyers in six different countries. The beer was made by freezing the unfinished liquid during the brewing process to separate the water from the alcohol (multiple times) increasing its alcohol content, and went for $765 a bottle.

“The End of History” dons its name from a book named “The End of History and the Last Man” by Francis Fukuyuma, symbolizing the extent of their research in extreme brewing, the “End of Beer’. It is a Belgian ale infused with nettles from the Scottish highlands, fresh juniper berries, and if not consumed responsibly will have you speaking to the dead animals it pours out of, at which point they will probably talk back.

Top 10 Densely Populated Nations

1. Monaco

Monaco is the world’s most densely populated country and second-smallest independent nation; with a population of just 32,410 and an area of 1.96 square kilometers (485 acres), Monaco is the world’s smallest French-speaking sovereignty.

2. Singapore

Singapore is a highly populated island nation located on the southern tip of the Malay Peninsula. A popular destination for both tourism and business, Singapore is also one of the richest countries in the world because of its highly developed economy. Singapore has been rated as the most business-friendly economy in the world, with thousands of foreign expatriates working in multi-national corporations. The city-state also employs tens of thousands of foreign blue-collared workers from around the world. With a total population density of over 6300 people per square kilometer, it ranks 2nd in the world.

3. Vatican City

Landlocked within the Italian city of Rome with approximately 44 hectares (108.7 acres), Vatican City is the smallest independent state in the world. As the center of the Catholic religion, the tiny city-state only holds about 821 citizens, but due to the small area, it is ranked 3rd in population density.

4. The Maldives

The Maldives is an island nation consisting of a group of atolls located in the Indian Ocean. The Maldives’ twenty-six atolls encompass a territory featuring 1,192 islets, roughly two hundred of which are inhabited by local communities. According to a 2006 census, there is a population of 298,842 living on a total area of only 298 square kilometers.

5. Bahrain

6. Bangladesh

7. Nauru

The political status of Taiwan is a controversial topic today, but thanks to an industrialized economy, it is one of the wealthiest and most densely populated countries in Asia.

9. Barbados

DENR chief: Drowning killed tons of fish in Batangas

DENR Secretary Ramon Paje told The STAR underwater vegetation consumed the oxygen that milkfish (bangus) and tilapia needed to survive.

Marine life can drown if deprived of oxygen, he said.

He explained that fish feed can end up in the lake bed and become fertilizer for vegetation.

When the U.S. economy was riding high for most of the 20th century, it would have been impossible to imagine a foreign city--especially one in a Communist country--with more of the planet's very richest than New York, home of old-money Wall Street. But that indeed is the case. Today Moscow is the city with the most billionaire residents in the world.

The Russian capital boasts 79 billionaires, a stunning increase of 21 in just one year. That more than edges out No. 2 New York, with 59 billionaires, and No. 3 London with 41. Other cities in the top 15 include such rising stars as Mumbai, Taipei, Sao Paolo and Istanbul. Los Angeles manages a tie for No. 8.

The combined fortunes of Moscow's billionaire population top $375 billion, more privately amassed wealth than in any other city in the world.

Despite New York's relegation to second place, the city remains a favored locale of billionaires, whose collective net worth is $221 billion. The Big Apple boasts some of the most expensive ZIP codes in the U.S., due in part to the real estate prices paid by billionaires in this city. Indeed, many Moscow residents own secondary homes in New York, including fertilizer and coal magnate Andrey Melnichenko, whose wife recently closed on a $12.2 million penthouse apartment. Even the world's richest man, Carlos Slim (home: Mexico City), snatched up a $44 million mansion on Central Park last year.

To compile our list, we tallied the primary residences of all 1,210 billionaires on the 2011 Forbes World's Billionaires list, our annual assessment of people sporting seven-figure or higher fortunes in U.S. dollars. We did not take secondary homes into account for this list.

In the U.S. we stuck strictly to city limits. For example, while a smattering of prominent media barons like Viacom founder Sumner Redstone and T.V. tycoon Haim Saban reside in Beverly Hills, they are not included in the pile of Los Angeles residents since Beverly Hills is its own city (although largely surrounded by Los Angeles).

Here are the the world's five top cities for billionaires:

Istanbul, Turkey scores No. 5.
Number of Billionaires: 36
Total combined wealth: $60.5 billion

Billionaires include: Turkey's richest person, Mehmet Emin Karamehmet, chairman of mobile phone company Turkcell; Turkey's former richest, finance and retail scion, Husnu Ozyegin; and Macedonian-born Sarik Tara, founder of construction giant, ENKA.

Hong Kong scores No. 4.
Number of Billionaires: 40
Total combined wealth: $176.8 billion

Billionaires include: Greater China's richest person, Hutchison Whampoa chairman Li Ka-shing; the Kwok family, the brothers behind Hong Kong's largest real estate developer, SHKP; and Angela Leong, the controversial heiress of Stanley Ho's casino empire.

London scores No. 3.
Number of Billionaires: 41
Total combined wealth: $164.3 billion

Billionaires include: Indian citizen Lakshmi Mittal, the world's sixth-richest man thanks to steel-maker ArcelorMittal; daredevil Virgin founder Richard Branson; and Philip & Christina Green, the married couple behind clothing company Topshop.

New York City scores No. 2.
Number of Billionaires: 59
Total combined wealth: $220.8 billion

Billionaires include: media mogul and current mayor Michael Bloomberg; fashion designer Ralph Lauren; and real estate developer-turned-reality T.V. celebrity Donald Trump.

Moscow scores No. 1.
Number of Billionaires: 79
Total combined wealth: $375.3 billion

Billionaires include: Russia's richest man, steel magnate Vladmimir Lisin; commodities investor and Chelsea soccer team owner Roman Abramovich; and venture capitalist and Facebook investor Yuri Milner.

Buot ko ikawng hubaron sa mga pulong
Buot kong ng imong mga hiyas hugpongon
Tunawon sa tubig ug imnon.

Inday, ampingi ang imong katam-is.
Itago sa kasing-kasing. Ayaw idayan-dayan.
Ayaw ipasundayag. Kay daghan
Ang mga kawatÄ...n sa pagbati,
Daghan ang hakog sa kalipay
Ug buta sa kaanyag.

Inday, buot kong ihalad kanimo
Ang akong paninguha. Buot kong ibaylo

(BANAT NEWS)

There is no other muscle in the entire body that causes men worldwide to spend hours in the gym trying to get bigger. And who can blame them? There is nothing better than a nice set of bulging biceps. However if “The Guns” are one of man’s prized possessions and also one that we spend so much time on, then how come most men have very little to show for it?

The reason is obvious. Most of the training methods and tips out there are actually making it harder for you to get big biceps. Let’s take a look at some of the common misconceptions with getting big biceps and how you can avoid them so that you get the kind of “guns” you are after.

1. Sometimes less is more. A lot of people believe that the more reps and sets you perform then the bigger the muscle will get. However this is not always true. Your goal for each workout is to simply improve on your last workout. By overtraining a muscle and not letting it heal properly you are actually weakening it.

2. Focusing on pumping up your muscles whilst in the gym instead of focusing on what they look like outside the gym. If you train your biceps intensely in the gym and focus on nothing else, then they will achieve a bit of a “pump” effect. However what most people don’t realize is that this pump will quickly deflate and you will not have actually achieved any muscle growth. This is a sure fire way to NOT get big biceps.

3. Focus on increasing overall strength. If you focus primarily on your big muscle groups such as your chest, back, shoulders etc with exercises such as pull ups, chin ups etc, and then your biceps will also grow also. Further by building the strength in your shoulders, chest etc you will be able to do more reps, have better technique and train harder- thus resulting in dramatic overall muscle growth. Especially in your biceps.

4. Build big biceps with strong foundations. Barbell curls and dumbbell curls. According to the experts these 2 basic exercises have created more big “guns” than any other exercise and they are a good platform to build a programme around. Increase your reps and the weights from week to week and you will notice your strength and therefore your biceps improve.

5. Isolate and strain the muscle. A lot of weight lifters use very bad technique and actually use every part of their body to lift the weights instead of only the muscle that they are trying to improve. Make sure that you are only using the muscle you are training to train to perform each exercise.

Ok, so now you know how to get big biceps in 5 simple steps. Remember this advice and you will get the big biceps that you want and deserve. -- http://www.ablog4guys.com/

Cat Eating in China
Cats in China are on the menu, and in the media

Recent reports in the Chinese media have once again focused attention on this barbaric practice. The Southern Metropolis Daily newspaper, based in the southern city of Guangzhou in Guangdong province (the centre of dog and cat eating in China), reported on 17 December that a group of traffickers had shipped around 1,500 live cats from Jiangsu province into Guangdong, for sale to restaurants in cities there, and that thousands more were being transported every day.

The Chengdu Business Daily newspaper reported that around 10,000 cats were eaten in Guangdong province every day, many of which may have been cared for by local residents, and may even have been family pets. These poor creatures suffer a horrific fate. After being trapped and transported for hours crushed together in tiny bamboo or wire crates with no food or water, many are skinned alive and thrown into boiling water, before being served to restaurant goers.

Meat from cats can apparently fetch around 36 yuan (just over US$5) per kg in restaurants in Dongguan, Guangdong. Live cats caught for the trade in other provinces fetch just 3 or 4 yuan (US$0.5) per kg. Wholesalers, traffickers and restaurant owners all take their cut along the way.

From 10th to 14th June 2011, the Asia for Animals conference will welcome a combined network of groups and individuals, sharing challenges and successes towards the protection and compassionate treatment of animals Asia wide.

Previously held in Manila, Hong Kong, Singapore, Chennai, Bali and back to Singapore in 2010, this year's event will be held in Chengdu, China where Animals Asia will host what has become the largest event for animal protection in Asia.

Building on the successes of the past and with the theme "Out of the Box â€" bringing animal cruelty to an end", the conference will see over 400 speakers and delegates sharing creative solutions to end animal suffering together, across the Asia continent.

Held in a region where living harmoniously with other species is already at the very heart of the Asian culture, our focus will highlight abuse and empathy, sharing the tools of how to engage more effectively within Asian communities, together with key legislators and NGO's, where suffering must more quickly be brought to an end.

Despite the serious theme, the conference is intended to have people listening, learning â€" and laughing â€" engaged together in considering and creating long lasting solutions to the problems faced by animals in Asia. Obviously the topic of animal cruelty is no laughing matter, but inspiration breeds achievement and with that we hope that this conference will encourage many more smiles of success for the animals we seek to help.

Why do chameleons change their skin color?

Not to blend into their background, never have, never will. They change their color depending on a number of emotional states, they change often, and so it’s no wonder that eventually they will match their backgrounds, but only until the next change. They change color when frightened, when mating, when fighting another chameleon etc. A chameleon would have little use for blending in, their main prey, insects, tend to have eyesight unfit to spot them when they are still anyway, and being an apex predator, chameleons don’t tend to have any natural predators. -- http://listverse.com/

Chameleons (family Chamaeleonidae) are a distinctive and highly specialized clade of lizards. They are distinguished by their parrot-like zygodactylous feet, their separately mobile and stereoscopic eyes, their very long, highly modified, and rapidly extrudable tongues, their swaying gait, the possession by many of a prehensile tail, crests or horns on their distinctively shaped heads, and the ability of some to change color. Uniquely adapted for climbing and visual hunting, the approximately 160 species of chameleon range from Africa, Madagascar, Spain and Portugal, across south Asia, to Sri Lanka, have been introduced to Hawaii, California and Florida, and are found in warm habitats that vary from rain forest to desert conditions. --Wiki

The elephant? The blue whale? The T-Rex? No. The largest ever living organism is a mushroom. And not even a particularly rare one. The Armillaria ostoyae or ‘Honey fungus’ is very common, and is probably in your garden as we speak. However, lets hope it doesn’t grow as large as the largest ever recorded specimen, in Malheur National forest, in Oregon. It covers 2,200 acres (890 hectares)!! And is between 2,000 and 8,000 years old!! The majority of the organism is under ground, in the form of a massive mat of tentacle-like mycelia (the mushroom’s equivalent of roots). The giant honey fungus was originally thought to grow in different clusters around the forest, but researches have confirmed it is in fact one very, very large single organism! -- http://listverse.com/

There is no disagreement that Sabah or North Borneo belongs to the Philippines but my point is; Ninoy Aquino scuttled the plan to win back North Borneo. The reason that he was opposed to Marcos doesn't mean that he should also announced to the whole world that Marcos is planning to invade Malaysia.

And irony of all ironies is that; he became a hero and Marcos is not.

WN

Marcos reminds me of other megalomaniacs and criminals, but just now I’m struck with the thought that in many ways he resembled Heinrich Himmler, the chief architect of the Holocaust. Himmler, whom many commentators consider as a more evil man than even his boss Adolf Hitler (whom Marcos also reminds me of, needless to say), was reportedly genuinely shocked when he was treated as a war criminal upon his capture. Marcos’ delusion that he was a hero (a psychotic belief apparently still shared by a chosen few) is akin to Himmler’s view of himself as an honorable gentleman soldier.

Spurned by his own people whom he oppressed to feed his vanity, Marcos in the end took solace in the desolate sanctum of his perverted mind, living up (heroically, I may have to admit) to his grandiloquent pronouncement that “Leadership is the other side of the coin of loneliness, and he who is a leader must always act alone. And acting alone, accept everything alone.” Sadly, by then the only beings he led were all in his head, the deformed creatures of Philippine lower mythology with whom, when all is said and done, he is destined to find congenial company.
