ANOTHER MILESTONE IN PHILIPPINE MARITIME HISTORY

Tomorrow, we are about to witness the inauguration of the three (3) amongst the 424 seaport projects completed by the Department of Transportation (DOTr) and the Philippine Ports Authority (PPA) since 2016.

These are the ports of San Fernando, Bataraza, and Borac in Palawan.

The realization of these port development projects is a true manifestation of the zeal and commitment of the  DOTr, under the strong-willed leadership of Secretary Arthur Tugade, and the PPA, headed by General Manager Jay Daniel Santiago, to deliver vital port infrastructure that will enhance INTER-ISLAND CONNECTIVITY AND MOBILITY, which shall then lead to a more progressive economic growth and sustenance to the region.

Not just ONE. Not TWO.

But THREE significant PORT projects, in one of our fastest-growing and world-famous island province.

This is how we connect ships, ports, and people, to develop and boost the economy of our regions.

This is how we transform the country's maritime sector into one that is cutting-edge and pioneering in the long run.

This is how we usher the country's maritime sector into the "Golden Age of Infrastructure."

This is how we do it.

SPEAKER VELASCO PLACES HOUSE ON 4-DAY LOCKDOWN

Press Release: Speaker Lord Allan Velasco has placed the entire House of Representatives on a four-day lockdown beginning today, March 18, in response to the surge of COVID-19 cases in Metro Manila.

Velasco issued the order Wednesday night, as he instructed House Secretary General Mark Llandro Mendoza to ensure the strict implementation of the lockdown within the House premises in Batasan Complex until March 21 for the wellbeing of its members and employees.

"We have decided to place the entire Batasan Complex on a temporary lockdown from March 18 to 21 as a precautionary measure to protect the health and safety of House members and employees in view of the alarming increase in COVID-19 cases in Metro Manila," Velasco said.

The House leader also reiterated his appeal to the public to remain vigilant and continue all public health precautions against COVID-19, which has already killed 12,866 out of the 635,698 infections nationwide as of March 17.

"Now, more than ever, it is important to continue to maintain proper physical distancing, and practice good hygiene, as well as wear face mask and face shield," Velasco said. "These are small steps that will surely help us in a big way to protect ourselves and our loved ones from contracting the virus as we continue the battle against this deadly disease. So please don't let your guard down."

In his announcement Wednesday night, Velasco enjoined lawmakers and employees to stay at home during the four-day lockdown "not just to protect ourselves, but also to help arrest the spread of the virus."

"The House Members and the employees concerned will have access through the usual Zoom and livestreaming platforms during the scheduled committee meetings, public hearings and other events in the House of Representatives during the four-day lockdown," the announcement also stated. #18thCongress #PartnersForChange

READ: Statement of PCOO Secretary Martin Andanar on the report by Investigate PH

We strongly disagree with the malicious report by InvestigatePH on the human rights situation, and the policies and programs of President Rodrigo Roa Duterte and his administration.

InvestigatePH does not represent any credible global or regional institution, and its claims of any authority or credibility to report on the Philippines must be rejected. It is a group of parties that is weaponizing human rights against the Philippines, driven by a self-serving political agenda.

We call on the public to guard against giving credence to a "report" by a group whose character and agenda is dubious.

We ask the parties behind this so-called InvestigatePH to respect the fact that the Philippines is engaging sincerely in all UN mechanisms on human rights dialogue and cooperation. The country has functioning accountability mechanisms and rule of law and its authorities are competent to address allegations of impunity within national administrative and legal institutions and processes.

We ask InvestigatePH and those concerned to follow the proper step of assisting parties to raise cases and concerns, if substantiated, within these institutions and processes.

It is easy to see InvestigatePH's agenda to paint a dire picture of the human rights situation in the country, as an attempt to interfere in domestic politics and weigh in on issues ahead of national elections next year.

We invite the parties behind InvestigatePH to stop this smear campaign and promote a more reasoned political discourse in the Philippines that serves the Filipino people, and not their vested interest.

We call on the nation to reject this kind of dirty politics which detracts the Filipino public from the most important agenda of the day, which is ensuring that we successfully manage the prevailing challenges of the pandemic to our nation and that our recovery programs do not leave any Filipino behind, and they enable our communities and all sectors of the society to bounce back strongly from the impact of the pandemic.

LGU Philippines / Project GOMA
March 18, 2021, 09:25:36 AM
Press Release: 'Project Governance Outreach in Monitored Areas (GOMA)'

'Project Goma' was born out of the aspiration of Congresswoman Lucy Torres-Gomez of Leyte 4th District and her better half, Ormoc City Mayor Richard l. Gomez, to bring government services to the most vulnerable and far-flung communities.

It is a localized approach of the city's fight against insurgency and lawlessness through a whole-of-nation approach.

This program is through the Peace and Order Council.

The 'Project Goma' Serbisyo Caravan kicked off last Saturday, March 13 in Brgy. Liberty; March 16 in Brgy. Cabintan; and yesterday, March 17 in Brgy. Gaas.

The caravan serves to provide services to disadvantaged/vulnerable communities and remote areas, as well as to listen to and discuss their concerns with concerned agencies during the open forum.

During the caravan, food packs and health kits were distributed by the LGU-Ormoc City to the project's recipients. The City Agriculture Office (CAO) distributed free vegetable seeds while the Bureau of Fire Protection gave free blood pressure check-up.

There were members of the 802nd Infantry Brigade, Philippine Army and CAFGU who gave free haircuts to male residents, while the Philippine National Police (PNP) Ormoc City distributed health kits to the adults and ice drops to children.

The City Social Welfare Department (CSWD) fed the children, gave free manicure, free pedicure, free massage, and free haircut to the female residents.

In addition, the DepEd Ormoc City Division (Alternative Learning System) ALS teachers accepted new ALS enrollees while the Ormoc Technical Education and Skills Development Center (regulated by TESDA) personnel accepted new enrollees/scholars encouraging them to take up TESDA courses to be equipped with employable skills that could take them out of the cycle of poverty.

The residents furthermore took the opportunity to raise their queries/issues to the LGU Civil Registry Department, and to the Department of Agrarian Reform (DAR), which representatives responded efficiently.

Moreover, representatives from the Department of Trade and Industry (DTI) and the Bureau of Fire Protection (BFP) gave short speeches to raise awareness about current issues on putting up micro businesses and how March is fire prevention month.

And since 'Project Goma' is an anti-insurgency program, the 93IB and PNP representatives had their information drive against insurgency.

The program was well facilitated by the Department of the Interior and Local Government (DILG) CLGOO.

The 'Project Goma' Serbisyo Caravan will be in Brgy. Lake Danao on Friday, March 19, and in Brgy. Quezon Jr. on Saturday, March 20.

Press Release: The Department of Transportation (DOTr) and the Philippine Ports Authority (PPA) are set to inaugurate three (3) completed seaport projects in El Nido, Bataraza, and Coron, in Palawan on Friday, 19 March 2021.

The inauguration signals the start of operations of the newly constructed Port of San Fernando in El Nido, Port of Bataraza in Brgy. Buliluyan, Bataraza, and Borac Port in Brgy. Borac in Coron.

DOTr Secretary Arthur P. Tugade and PPA General Manager Jay Daniel Santiago will lead the triple event, while other officials from the national and local government units in attendance.

Completed projects at the Port of San Fernando include the development of causeway, back-up area, and a reinforced concrete (RC) wharf with RORO (roll-on, roll-off) ramps.

Development works on the wharf, back-up area, and the port lighting system were meanwhile accomplished at the Port of Bataraza.

On the other hand, port projects completed at the Borac Port include the development of its back-up area, construction of concrete pavement, as well as the supply and installation of lamp posts, rubber dock fenders and mooring bollards.

The DOTr and the PPA, under the leadership of Secretary Tugade and GM Santiago, have been relentless in delivering vital infrastructure projects, including that in Palawan, despite the pandemic. The three ports are an integral part of the regional transport infrastructure development, under the massive BUILD, BUILD, BUILD program of the Duterte administration.

The development of the three ports in Palawan is expected to significantly enhance the mobility and connectivity of people and goods in the province, and facilitate movements to major trading and tourism centers. The completed projects will also provide the public with a more convenient travel by sea. Moreover, these ports will bring economic growth to the province of Palawan.

The ports of San Fernando, Bataraza, and Borac are among the 424 completed seaport projects of the DOTr and PPA since President Rodrigo Roa Duterte assumed office in 2016.

It thrives by heavy traffic, soaks up pollutants and does it better than all the rest! The cotoneaster shrub absorbs 20% more emissions than other shrubs on busy roads, and in 7 days, a 3-foot hedge absorbs the same amount of pollution that a car emits over a 500-mile drive. Planting this shrub along roadsides could be key to combatting CO2 emissions, flooding and heatwaves while also turning urban areas green! A study found that plant species with more complex, denser canopies and rough and hairy leaves like the cotoneaster are most effective in soaking up pollutants. Scientists are now trying to identify more super plants by studying the unique qualities of many different types of vegetation. Fighting climate change means going green so let's plant for the planet and keep nature thriving!

National Museum of the Philippines Director-Genera l Jeremy Barms with the relief mounted by the National Historical Commission of the Philippines (NHCP) on the pedestal featuring the historical marker for Homonhon, the site of the first landing of the Magellan-Elcano expedition on Philippine soil on 17 March 1521. The relief is based on the sketches of muralist Derrick Macutay and sculpted by Francis Apiles. It was inaugurated along with the historical marker of NHCP for the Homohon episode of the first circumnavigation of the world on 17 March 2021.

Depicted in the relief is the episode in Homonhon in which an unnamed ruler from Suluan, a nearby island, met Ferdinand Magellan, the captain-general of the expedition, on 18 March 1521.  Upon knowing that the expedition crew members were starving and needing nourishment, the Suluan chief brought them whatever provision they had at that time and resupplied the expedition with food. Prior to this, the expedition had been in wandering for four months across the Pacific without food and water.

. . . . .

Seeing this post? Curious what this is about? In 2021, we will commemorate the Philippine part in the achievement of science and humankind in circumnavigating the planet for the first time. Central in this commemoration is the 500th anniversary of the Victory at Mactan on 27 April 2021. PH vaccine procurement, policy based on science – Galvez

Press Release - PASIG CITY --- National Task Force against COVID 19 Chief Implementer and Vaccine Czar Secretary Carlito Galvez Jr assured the public that the government relies on science when it makes decisions regarding vaccine procurement, as well as in crafting policies in line with the implementation of the national immunization program.

In a radio interview on March 17, Galvez reaffirmed the government's decision to continue the use of AstraZeneca vaccines in inoculating medical frontliners and healthcare workers, as he noted there is still "no concrete evidence" showing that the vaccine causes blood clots.

He emphasized that when it comes to matters regarding vaccine procurement and policy direction, "nakikinig tayo sa advisories ng mga experts at ng World Health Organization (WHO)."

The Vaccine Czar said that Novavax, 30 million doses of which have been procured by the government through a supply agreement signed with the Serum Institute of India (SII), is the second on the list of vaccines recommended by the Vaccine Expert Panel (VEP) in terms of safety.

Galvez said that the Novavax was classified as a "second generation" vaccine by the experts, given that it was tested on different COVID-19 variants, including those coming from the UK and South Africa.

Clinical trials have shown that Novavax has an  89.5% overall efficacy rate against COVID-19.  In particular, the vaccine has a 96.5 percent efficacy rate against normal strains, 86 percent against the UK variant, and 57 percent against the South African variant.

The Vaccine Czar said the vaccines are expected to arrive in the country by the third quarter, adding the Philippines might be included in the vaccine maker's early delivery list by May or June.

Galvez said the actual delivery schedule of the vaccines will also be based on the approval of its Emergency Use Authorization (EUA) by the country's Food and Drug Administration (FDA).

He also highlighted the benefits and importance of having a portfolio of vaccines in ensuring a country's stable supply of vaccines given that delivery dates vary with every manufacturer.

Galvez said that all vaccines in the government's portfolio are safe and effective, as these were reviewed and evaluated by the VEP.

Philippine Daily News / Matnog Port Problem
March 17, 2021, 09:05:53 PM
By Manny Piñol

Symbolism of Matnog Port!

"Are We Helpless Against
Corruption, Incompetence?"

Last month, while traveling down from Manila to Mindanao via the Maharlika Highway, I took a video of the long lines of trucks waiting for their turn to be accommodated in the ferry boats which would take them from Matnog, Sorsogon to at least three ports in Northern Samar.

The truckers, many of whom transport agricultural products from Mindanao to Metro Manila and important commodities from Luzon on the trip back, complained that they had to wait for at least 3 days before they could get a space in the ferry boats.

Not only is the waiting unbearable but worse is the corruption going on in the port where fixers could "facilitate" the prioritization of loading for a fee.

When I posted the video, I called on Department of Transportation (DOTr) Secretary Arthur Tugade, whom I personally know as a No-Nonsense Guy who gets things done, to act on the complaints of the truckers and even ordinary travelers on cars.

For a while, there was relief according to feedbacks I received later.

These last few days, however, my FB Messenger has been receiving complaints again from truckers who even sent videos and pictures of the long lines of trucks extending from Matnog to as far back as 20 kilometers.

Now, I am posting some of these recently taken photos again because I am alarmed by the comments being made by netizens on the seeming helplessness of government in addressing this very simple problem.

The Samar-Sorsogon Portion of the Maharlika Highway served by ferry boats which carry trucks, buses and private vehicles  is a critical part of the national food supply and trade line.

Any delay and disruption in this logistical facility would mean the scarcity of supply on both ends which in turn would result in higher prices of commodities.

What I cannot understand is how we could ignore and close our eyes to this brazen display of either incompetence or corruption.

Have we been used to seeing corruption unfold before our very eyes that we have become numbed and insensitive?

Elsewhere in the highways of the country, especially in Mindanao, the moment you see long lines of trucks and vehicles parked by the roadside and the drivers cooking their meals as if waiting for something, you could be sure that down the road there would be a team of policemen, LTO and even local traffic enforcers flagging down vehicles and checking out all kinds of infractions.

This happens often and yet we seem not to mind this at all.

In fact, the painful thing about this is just we laugh it off and just mutter: "Nandyan na naman ang mga buaya!"

The Matnog Port Problem is not an ordinary logistical issue.

Unless addressed soon, it could become a symbol of how severe corruption is in our country that we could not even handle a gang of thieves controlling the operations of a small port, milking money while making life difficult for the truckers and food more expensive for the consumers.

We in government must do something about this, now. Or else we do not deserve to stay one minute longer in our posts.

There is no intent on my part to dip my fingers into another agency's functions but the disruption in the supply chain caused by the Matnog Problem is affecting our farmers and fishermen from Mindanao.

Kung sakop ko lang ang area na yan, matagal ko na pinagtatagpas ang ulo ng mga tulisan dyan.

Anti-COVID vaccines procured by private sector cannot be resold --- Galvez

PASIG CITY (17 MARCH 2021)--- Anti-COVID vaccines procured by private companies cannot be resold and must only be used for their intended purpose, which is to inoculate frontline workers.

This was underscored by Secretary Carlito G. Galvez, Jr., National Task Force against COVID-19 Chief Implementer and Vaccine Czar on Wednesday, as he acknowledged the legitimacy of tripartite arrangements entered into by the private sector with the national government to secure vaccines for their employees.

"Ang private sector po hindi po sila nagbebenta. Sila po ay bumibili para sa kanilang mga frontliners. Pwede po 'yun," Galvez said.

In January, around 300 companies and 39 local government units (LGUs) signed a tripartite agreement with the British pharmaceutical firm AstraZeneca and the national government to collectively purchase about 14.4 million doses of the vaccine.

A similar agreement was forged in November 2020, wherein 30 companies purchased 2.6 million doses of AstraZeneca vaccines. Under the arrangement, half of the vaccines would be donated to the national government.

"Yan po ang ating batas para magkaroon tayo ng larger volume, ina-allow natin ang mga private sectors at LGUs na bumili ng vaccines. Pero dumadaan po 'yan sa national government," Galvez said.

The Vaccine Czar stressed that the private sector must strictly adhere to the vaccination priority framework drawn up by the interim National Immunization Technical Advisory Group (iNITAG).

"Ang disposition pa rin po 'nun is according sa iNITAG's protocol of prioritization, so hindi po sila pwedeng magbakuna na uunahin nila 'yung kanilang mga pamilya. Ang uunahin po natin 'yung mahihirap na empleyado, 'yung mga driver, 'yung mga frontliners na nakita nating nandoon ang burden of disease," Galvez said. ###

READ: Statement of PCOO Secretary Martin Andanar on the Supreme Court's decision on petitions concerning the Philippines' withdrawal from the ICC

We welcome the just and fair ruling of the Supreme Court that dismissed petitions questioning the Philippine Government's unilateral withdrawal from the International Criminal Court (ICC).

As the chief architect of our country's foreign policy and international engagements, President Rodrigo Roa Duterte, well within his capacity, upheld our sovereignty by withdrawing from the ICC who insists on getting involved with our nation's affairs, and hindering our collective progress in securing the safety of our country from societal ills.

We assert that the government, under the leadership and through the strong political will of President Duterte, continues to uphold and respect human rights and the rule of law while aiming to eradicate criminality.

Our functioning legal and judicial systems and our constant engagements with different independent and international organizations, are a testament that this government is committed to protecting and championing human rights.

HOUSE PANEL CHIEF CALLS FOR ACTION TO TACKLE HOUSING BACKLOG

The chairman of the House Committee on Housing and Urban Development on Wednesday underscored the need to tackle the housing crisis in the country, especially amid the COVID-19 pandemic.

Negros Occidental 3rd District Rep. Francisco "Kiko" Benitez said it's high time the public and private sectors work together to address the country's housing backlog, which is estimated to reach up to 6.8 million housing units next year.

"We really need to face fully this housing crisis and address the backlog as we try to rebuild the pandemic-battered economy,"
Benitez said at the weekly "Ugnayan sa Batasan" media forum.

Benitez's committee had earlier adopted a resolution seeking to declare a housing crisis in the country while urging the government to mobilize resources to accelerate housing production and provide adequate housing to underserved families.

During the media forum, however, Benitez clarified that all players and stakeholders—including national and local governments and the private sector—must be involved in developing viable solutions to address the housing backlog.

"Hindi naman lahat 'yun manggagaling sa gobyerno. May porsyento dyan na galing sa gobyerno para sa ating informal settlers at may porsyento na manggagaling din sa private sector o socialized and low income housing construction and developers," Benitez pointed out.

According to Benitez, around 800,000 housing units must be built every year in order to cope with the country's rising population.

Meanwhile, Benitez revealed that the Department of Human Settlements and Urban Development (DHSUD) and the National Housing Authority were asking for a budget of at least P100 billion to address the housing backlog for the next 15 to 20 years.

"Malamang hindi mangyayari 'yung ganung kalaking pondong maibibigay sa kanila. I think depende kung magkano ang maibibigay sa kanila," Benitez said.

"They are trying to find more financing schemes to allow them to build the units and provide further incentives para 'yung private developers or private sector ay pwede rin tumulong dito sa backlog," he added.

Benitez said the House of Representatives is also doing its part in providing solutions to the housing backlog problem.

The House recently approved on final reading House Bill 8248, which aims to establish an on-site, in-city, near city local government resettlement program to ensure the sustainability and viability of resettlement projects for informal settler families. Also being taken up in plenary is the proposed Rental Housing Subsidy Act.

Both Bills are among the priority measures of the legislative chamber and principally authored by Speaker Lord Allan Velasco.

In addition to these, Benitez said Speaker Velasco has met with with Defense Secretary Delfin Lorenzana and DHSUD Secretary Eduardo Del Rosario regarding the planned visit of the House Committee on Housing to Marawi City to look into the status and progress of the housing project for the families who were displaced by the so-called "Marawi siege."

"The Housing Committee will probably go visit Marawi in the second week of April," Benitez disclosed.

He added: "Nakipag-usap na si Speaker Velasco kay Secretary Lorenzana and Secretary del Rosario na pupunta po kami ng Marawi. Isa po yan sa dapat i-continue at balikan at i-monitor ng House as oversight function." #18thCongress #PartnersForChange

Suluan is an island barangay in the Philippines, in the municipality of Guiuan, Eastern Samar.  The island was deemed to be the first site of anchorage for Ferdinand Magellan's Spanish Armada.
The name of the island is derived from the word 'sulo', the Waray-waray word for "torch" which the locals would have used during fishing at night. Suluan, therefore, means torch-bearing people in reference to the local fishermen. From afar, prior to landing, the Spanish Armada would have seen the torches the night before.
On March 17, 1521, Magellan's voyage dropped anchor on the island. Although Samar and Mindanao were their first land sightings from afar, Magellan's choice of anchoring on a much smaller island was meant as a security precaution as few people would have inhabited a small island such as Suluan.

Press Release: Following the arrival of the 2nd batch of AstraZeneca COVID-19 vaccines in Eastern Samar, vaccinations began today at the Borongan Doctors Hospital (BDH) for 87 healthcare workers (HCWs) of the same institution and the CHO/RHU of LGU Borongan.

In a program opened by vaccination site supervisor Dr. Katrina Carmel Rapada of the City Health Office, she emphasized, in an effort to quell any healthcare worker having second thoughts about getting inoculated, that the best vaccine to take is any vaccine that is presently available as it went through stringent review before being approved for use.

Meanwhile, BDH Medical Director Dr. Belen Umil expressed gratitude for receiving the much awaited vaccines this early in Eastern Samar.

"I thank the government for having this provided for free, the DOH, PHO Eastern Samar and the City Government of Borongan through Mayor Dayan Agda for the assistance in getting us vaccinated today," said Dr. Umil.

Dr. Umil also shared how terribly hurt she was when she lost one of her employees to COVID-19 and how it motivated her to personally approach her employees and convince them to show up today and take the vaccines provided by the national government through COVAX.

Among those vaccinated today from the CHO/RHU are City Health Officer Dr. Daisy Sacmar, Rural Health Physicians Dr. Raul Villanueva, Dr. Bernadette Galacan and HCWs from RHU-1.

The National Historical Commission of the Philippines (NHCP) will conduct a special program in line with the annual Philippine-Spanish Friendship Day on March 18 in Guiuan, Eastern Samar. This is to mark the 500th anniversary of the Philippine-Spanish Contact which happened in the said town exactly 500 years ago on the said date. This was made possible through the recorded compassion and generosity of our ancestors exhibited to the starving, undernourished, and scurvy-stricken Magellan-Elcano expedition, the first to circumnavigate the world. It also happened to be the earliest documented contact between our ancestors and the Spaniards.

According to NHCP Chairperson and concurrent National Quincentennial Committee (NQC) Executive Director Rene Escalante, "Unfortunately, a lot of Filipinos, as well as foreign nationals, do not know this episode in the history of the first circumnavigation of the world."

To commemorate the cordial contact, the NQC adopted Humanity as part of the theme of the 2021 Quincentennial Commemorations in the Philippines (2021 QCP), the branding of the thirty-four major quincentennial milestones in Philippine history which include the 500th anniversary of the Victory at Mactan and the 500th anniversary of the introduction of Christianity in the Philippines. The committee, created through Executive Order No. 55 in 2018 by President Rodrigo Roa Duterte, collaborated with the NHCP in installing historical markers in 34 sites in the Visayas, Palawan, and Mindanao that were part of the route of the first circumnavigation of the world in 1519-1522.

"We are glad that today, we are marking that episode through this historical marker we are about to unveil," Escalante noted. "This marker shall be a perpetual reminder to those who will visit this place of our heritage of compassion which we are known at."

The Municipality of Guiuan and NQC will also host a solidarity night commemorating the contact on March 18 in front of the historic Guiuan Church.

The Philippine-Spanish Friendship Day is an annual observance every June 30 by virtue of Republic Act No. 9187. It commemorates the compassion extended by the young Philippine Republic under President Emilio Aguinaldo to the last Spanish soldiers who were left out inside the Baler Church from June 1898 to June 1899. The NQC notes that the Philippines and Spain forged a friendship 500 years ago in Guiuan and both parted ways in Baler bannering the same. These two events are hoped to serve as inspiration and motivation for both countries to continue their friendship.

In line with its commitment to continually promote the welfare of more Filipinos, the House of Representatives, led by Speaker Lord Allan Velasco, today approved on third and final reading five (5) bills of national significance.

House Bill No. 8897 declares April 27 of every year as "Lapu-Lapu Day" in commemoration of the victory of Lapu-Lapu and his men over Spaniards led by Ferdinand Magellan in the historic Battle of Mactan on April 27, 1521.

HB No. 8914 seeks to provide stiffer penalties for driving under the influence of alcohol, dangerous and/or other similar substances by amending RA 10586 or the "Anti-Drunk and Drugged Driving Act of 2013."

HB No. 8915 or the proposed "Public Utility Vehicle (PUV) Drivers' Day Act" declares May 8 of every year as a national working holiday in recognition of the valuable contribution of PUV drivers to society.

HB No. 8916 aims to promote the safety of both pedestrians and motorists by declaring as illegal drag racing which shall be held in any public road, street or highway unless sanctioned by the government and approved by the local government unit (LGU) having jurisdiction on the venue.  The measure also imposes penalties on the participants of illegal drag racing.

Likewise approved on final reading is HB No. 8901, renewing for another 25 years the radio and television franchise granted to Soundstream Broadcasting Corporation. #18thCongress #PartnersForChange

SINAS TO FACE SANCTIONS FOR ALLEGED BREACH IN PROTOCOL

#NEWSUPDATE: Philippine National Police (PNP) chief Gen. Debold Sinas will face sanctions if an investigation proves his supposed breach of screening protocols during his visit to Calapan City in Oriental Mindoro last week.

Oriental Mindoro Gov. Humerlito Dolor said the provincial government was already conducting its own investigation to find out what transpired when Sinas went to Calapan.

"If we prove that no coordination or health profiling had indeed taken place, he has to be held responsible," Dolor said in an interview aired over ABS-CBN TeleRadyo. "If the city government is saying this was not coordinated with them and no health profiling took place upon his arrival, then for me, he can be held responsible for that."

He pointed out that while IATF Resolution 101 only requires authorized persons outside of residence to present a travel order or an ID proving a schedule of visit, an Executive Order from the local government unit (LGU) requires all travelers to secure travel coordination passes.

Sinas entered the province using a chopper, which Dolor said needed coordination since LGUs have no control over air travel.

"We have no health personnel designated in airports because there are no regular flights here in Oriental Mindoro," Dolor said. (via PhilStar)

Recommendations to intensify MPHS protocols approved

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) has approved the recommendations of the Department of Health (DOH) on the enforcement and implementation of the minimum public health standards (MPHS) in view of the ongoing surge in COVID-19 cases.

Presidential Spokesperson and concurrent spokesperson of the IATF Secretary Harry Roque Jr  presented the DOH recommendations in a press briefing that was held in Laoag City, Ilocos Norte on March 12, 2021. The recommendations include specific actions or suggestions for individuals, establishments, and local government units (LGUs) on the strict adherence to the MPHS.

"Habang dumadami po ang kaso ng COVID-19 ngayon, mas importante po na mapatupad natin itong minimum health standards para sa indibidwal, para sa mga establishments, at syempre yung pagtugon ng mga LGU sa kanilang mga katungkulan sang-ayon po dun sa CODE na ating tinatawag," said Secretary Roque.

According to the spokesperson, recommendations for individuals include the proper wearing of face masks and face shields, increasing the frequency of handwashing, and ensuring adherence to social distancing. The recommendation also includes continuous giving of correct information on COVID-19.

On the part of establishments, it is recommended that risk mitigation strategies like engineering controls, ventilation, and contact tracing be implemented, as well as measuring standards and establishing baselines.

"Sa mga LGUs naman po, kinakailangan ipatupad yung COVID-19 Coordinated Operations to Defeat Pandemic or CODE sa pamamagitan ng pinalakas na mobilisasyon ng Barangay Health Emergency Response Teams," Sec. Roque said.

Also included in the recommendation for LGUs is to actively look for ensure that all suspect cases undergo RT-PCR testing and be isolated within 24 hours, and that all close contacts should be traced and quarantined within the next 24 hours. Close contacts with symptoms will be isolated in a facility within 24 hours and will be tested using RT-PCR. Contact tracing is recommended to begin even among suspect cases.

"Kasama rin po dito ang pag-mo-monitor sa workplaces at iba pang closed settings tungkol sa kanilang case data at pagsunod sa minimum public health standards," said Sec. Roque.

Lastly, the recommendations state that the proper handover to the LGUs of returning overseas Filipinos and other incoming international travelers should be ensured to make sure that there is compliance to and completion of quarantine or isolation.

Meanwhile, Secretary Roque witnessed the ceremonial vaccination rollout in the Ilocos Region where Dr. Eliezer Asuncion, hospital administrator of the Laoag City General Hospital became the first vaccinee of the AstraZeneca vaccine in Ilocos Norte. Dr. Asuncion encouraged fellow medical frontliners to take the chance with the vaccine to have themselves protected.

Renowned Filipino vaccinologist Dr. Lulu Bravo, who was a resource person in the said press briefing, also assured Filipinos that there really is nothing to be scared of and no reason to stop vaccination with the AstraZeneca vaccine.

National Task Force Against COVID-19 Deputy Implementer and Testing Czar Secretary Vivencio Dizon also underscored that we need enough data from our vaccination experience here in the country and from experts, as well as data from other countries where the vaccine is being rolled out before we make a decision on the matter. Sec. Dizon added that it is important that we always measure the risk against the benefits, and emphasized that as of now the vaccine has been proven effective to prevent the severe form of the disease and death by 100 percent.
Dizon is with Sec. Roque in Laoag for the ceremonial vaccination in the region, along with LGU officials, namely, Ilocos Norte Governor Matthew Marcos Manotoc, Laoag City Mayor Michael Marcos Keon, DOH-CHDI Assistant Regional Director Dr. Mar Wynn Bello, and DILG Regional Director James Fadrilan. ### OPS-PCOO

On the latest Supreme Court decision

We welcome the latest Supreme Court decision dismissing the petition which questioned the President's unilateral withdrawal from the International Criminal Court.

The latest High Court ruling, which is decided on mootness, acknowledges that the President is indeed the chief architect of this country's foreign policy.

Having said this, we call on the ICC not to waste time and resources on investigations that will not prosper as we do not recognize ICC jurisdiction over the Philippines, as well as in the face of uncontroverted proof that domestic legal and judicial processes are functioning normally in our country.

PRRD wants indigents, informal settlers vaccinated – Palace

In President Rodrigo Roa Duterte's regular weekly Talk-to-the People Address, the Chief Executive reiterated his desire to have all indigents, including informal settlers and the urban poor to be vaccinated as soon as possible to protect them from getting COVID-19.

Secretary Roque underscored that the first priority remains the medical frontliners, followed by indigent seniors, which would include senior citizens living in informal settlements or communities, then all other senior citizens, followed by uniformed officers, and then the other indigents and economic frontliners.

The concurrent Inter-Agency Task Force spokesperson said that as soon as the bulk of the country's order of vaccines arrive by second and third quarter then more people can be vaccinated including the indigent citizens.

"Yung mga lokal na pamahalaan may listahan sila ng mga 4Ps beneficiaries at ito po yung mga sinasabi ninyo nakatira sa ilalim ng tulay, ito po yung mga pinakamahirap sa lahat ng ating mahihirap. Kasama po sila sa listahan at kasama po sila sa A priority na tinatawag," said Sec. Roque.

Aside from prioritizing the vaccination of the poor, President Duterte once again directed his Cabinet officials to provide free face masks for all.

"Kung inyo pong matatandaan, hindi ito ang unang pagkakataon na ginawa ito ng Presidente. Patunay ito na ang pagsusuot ng face mask, kasama na ang face shield ay mabisang sandata laban sa pagkalat ng COVID-19," Roque remarked.

The President's spokesperson also addressed the issue on PRRD's remark that some sectors took as undermining the pandemic's effect on Filipinos. "Ang sinasabi po ng Presidente ay patuloy naman po ang Pilipinas ay nabubuhay sa kabila ng COVID-19. ... Hindi po minamaliit ng ating Presidente ang ating paghihirap, pero ang sinasabi po nya eh babangon naman po tayo dyan, we will heal as one," Roque said.

Roque added, "Sabi nga ni Presidente, and I quote, "Huwag kayong matakot, di ko kayo iiwan."'

In the same press briefing, National Task Force Against COVID-19 Chief Implementer and Vaccine Czar Secretary Carlito Galvez Jr said that he was able to secure 30 million doses of  Novavax from his last week's trip to India. Secretary Galvez said that he already signed a supply agreement with the Serum Institute of India for the supply of 30 million doses of Novavax to the Philippines.

Galvez also reported that 1.4 million doses of the Sinovac vaccine is expected to arrive this month of March, plus the second tranche of some 900,000 doses of AstraZeneca vaccines from the COVAX facility, which may also arrive in March or April. - OPS-PCOO

IN PHOTOS: IMPROVEMENT NEVER STOPS!

A statement of conviction and determination coming from our Transportation Secretary Arthur P. Tugade as he keyonotes the virtual Economy Update 2021 organized by the Asia CEO Forum today, 16 March 2021.

"Good projects, better projects, never stops. It should not stop and therefore, the challenge of having people to continue putting the paradigm must continually be there," Secretary Tugade emphasized, as he squarely addressed the prevalent issue of continuity of all infrastructure projects beyond the term of President Rodrigo Roa Duterte.

In his remarks, Secretary Tugade presented the status updates on the various projects and programs of the Department of Transportation (DOTr) under the "BUILD, BUILD, BUILD" infrastructure program, highlighting the ones that have been completed and providing a preview of the projects that are in offing in its four (4) sectors in Aviation and Airports, Maritime, Railways, and Road Transport.

He likewise recalled the enormity of the challenges in the transport sector when the Duterte administration assumed office in 2016, where he made mention of the notable issues which the DOTr immediately addressed and resolved, including the "Tanim Bala" problem at NAIA, the poor maintenance and deterioriating condition of the MRT-3, the huge backlog of license plates and driver's license cards, corruption in bids and awarding of contracts, permits and licenses, and the woeful state of airports, seaports and port facilities across the country.

In narrating how he addressed these challenges, and how he responded to the very simple but profound marching order of the President during his first Cabinet meeting, Secretary Tugade said, "We at the DOTr accepted the challenge and said to our beloved President, 'Yes! Mr. President, we will do our utmost best to make the Filipino life more comfortable and convenient.'"

And he expounded by saying, "If you have to make the Filipino life more comfortable, there must be mobility and, there must be connectivity. As I speak today, I have presented to you in generic terms, the connectivity, and mobility of the DOTr has made on the various platforms and sectors, and on the ground, to make the Filipino life comfortable."

With the theme, "Recover, Reset, Reignite for 2021," the virtual economy update organized by the ASIA CEO Forum aims to provide comprehensive information dissemination in the various sectors of the economy, and to recognize the accomplishments and initiatives of a particular sector amid the threat of the COVID-19 pandemic in the country.

The ASIA CEO Forum, hosted by its Chairman Richard Mills, is the largest and only national business event series in the Philippines, that is geared towards promoting the country as a premier business destination to the world.

Who is Ferdinand Magellan?

Ferdinand Magellan was a Portuguese explorer who organised the Spanish expedition to the East Indies from 1519 to 1522, resulting in the first circumnavigation of the Earth.

Commanding a fleet of five vessels, he headed south through the Atlantic Ocean to Patagonia. Despite a series of storms and mutinies, they made it through the Strait of Magellan into a body of water he named the "peaceful sea" (the modern Pacific Ocean). The expedition reached the Philippine islands, where Magellan was killed during the Battle of Mactan. The expedition later reached the Spice Islands in 1521 and one of the surviving ships eventually returned home via the Indian Ocean, completing the first circuit of the globe.

DILG Gender and Development Bulletin:

Women's Mental Health Challenges

One's mental wellness has been the subject of many especially during the pandemic-ridden year of 2020 up to the present.

The World Health Organization (WHO) defines "mental health" as the foundation for well-being and effective functioning of an individual and a community. As mental issues encompasses everyone, what makes discussion pertinent to mental wellness specific to women?

In celebration of International Women's Month this year, the DILG launched a series of webinars that run every Monday this March. The second session on March 8, led by the Office of the Undersecretary for Mindanao Affairs and Special Concerns and the Department's Administrative Service (AS)-Human Resource Management Division (HRMD), tackled the intricacies of mental wellness as the public health concern that it is.

One of the resource speakers during the online meeting, Department of Health (DOH) representative Dr. Agnes Joy Casiño, underscored how gender is a critical determinant of mental health and mental illness.

She said, "Women's concerns with psychological wellbeing extend across the life cycle and cannot be confined to reproductive functioning."

Casiño added that it extends beyond specific conditions or problems. They encompass structures that govern the provision of a healthcare information system and delivery.

When it comes down to it, mental health disorders affect women and men differently. She lists several gender-specific causes that affect women's mental health which are:

• Gender-based violence
• Low income and income inequality
• Socio-economic disadvantage
• Low or subordinate social status and rank
• Unremitting responsibility for others

According to a study shared by Casiño, 41.9% of people who are diagnosed with neuropsychiatric disorders are women compared to 29.3% of men. In terms of the lifetime prevalence rate of violence, the rate goes against women ranging from 16% to 50%. Also, victims of wars, natural disasters, and displacement logged at 80% of 50 million affected by such causalities.

Pandemic Effect on Mental Health

In the country, mental health often goes untreated as many Filipinos are unaware of such health concerns or worse, dismisses the prevalence of it. The common description would mistakenly fall on people who have gone amok or someone having fits of screams and rage.

In a data collected by the National Center for Mental Health (NCMH) under the Department of Health (DOH), before the pandemic, the agency received 4,238 calls[1] between the periods of May 2019 to February 2020, of which 1,632 reported calls were from women. Comparatively, calls received from February 28 of the same year to the present have now ballooned to 12,204, and 8,078 calls were made by women.

During the lockdown in the country, Casiño shared that women reported lower work productivity and job satisfaction compared to men. Women also experience pandemic-related stressors specific to reproductive functioning and stages. Women who are pregnant, postpartum, miscarrying, or experience are at high risk of depression.

Partly because due to varying responsibilities of women, who in most circumstances wear different hats throughout the day, it affects some of them when those responsibilities are condensed all in the space of the home.

Moving Forward

The most important part to have good mental wellness is the acknowledgment of it and the need to take action. This is not a manifestation of weakness but a courageous step in getting better, not for others but one's self.

To this, Casiño left the participants with some quick tips and how to follow through with this plan:

Actions items for a healthy work-life balance:
• Adapt your attitude
• Acknowledge your feelings
• Be okay with just doing your best
• Practice self-compassion
• Engage in self-care
• Establish boundaries
• Prioritize relaxation or self-care activity
• Seek therapy or counseling if desired and available

If you know someone who needs immediate medical attention for their mental health wellness, do not hesitate to contact the NCMH at their crisis hotline and dial 1553, a toll-free number in the entire Luzon area. You may also call 0917-899-USAP (8727); (02) 7-989-USAP. (PACS/KF)

PPA ORDERS STRICT ENFORCEMENT OF HEALTH, SAFETY PROTOCOLS IN PORTS, OFFICES vs COVID-19

Following the directive of Department of Transportation (DOTr) Secretary Arthur P. Tugade to strictly implemented health and safety protocols to curb the spread of COVID-19, Philippine Ports Authority (PPA) General Manager Jay Santiago has directed all personnel, offices and ports under its jurisdiction to maintain the strict enforcement of health and safety protocols.

In a memorandum dated 15 March 2021, GM Santiago ordered all the heads of the Head Office Responsibility Centers and the Port Management Offices to be consistent in their implementation of health and safety protocols within their respective jurisdictions.

"As part of PPA's continuing efforts to stem the transmission of COVID-19 virus and to protect the health and safety of PPA personnel, port users, and the general public, you are directed to consistently and strictly observe, monitor, and implement in your respective area of responsibility the relevant health and safety protocols contained in PPA issuances, as well guidelines issued by the Department of Transportation (DOTr) and the Department of Health (DOH)," GM Santiago said.

The memorandum was issued after Secretary Tugade and GM Santiago made a surprise inspection at the new cargo port in Boracay, where a number of port users were seen violating health protocols, such as wearing of masks and face shields, and physical distancing.

Secretary Tugade and GM Santiago then directed all PPA personnel to strictly monitor port users for minimum health protocol compliance.

Moreover, according to the PPA directive, the 'Seven (7) Commandments in Public Transport' must be continuously observed in all ports and vessels nationwide.

The 'Seven Commandments in Public Transport' calls for the wearing of face masks and face shields; body temperature checking; proper ventilation of Passenger Terminal Buildings (PTBs) and offices; frequent disinfection of PTBs and PPA offices; frequent handwashing and use of alcohol and sanitizers; barring PPA personnel, passenger, and port users with COVID-19 symptoms from entering the port, PTBs and PPA offices; and the observance of proper social distancing.

The DOTr and its attached agencies, including the PPA, have intensified the enforcement of existing safety and health protocols amid the increase in COVID-19 cases in the country.

Secretary Tugade called on transport personnel to be serious and extra diligent in the implementation of health protocols. He also appealed to the riding public to strictly follow these measures and to report to authorities any breach in the guidelines.

"As operators and drivers of public transport vehicles, you do not only bring passengers from their homes to their workplaces and back. You are also given the responsibility to make sure that they are healthy and safe when they arrive at their destinations," Sec. Tugade said.

SPANISH SHIP 'ELCANO' TO RE-ENACT FIRST CIRCUMNAVIGATION OF THE WORLD

The Spanish training ship Juan Sebastián Elcano will arrive in the Philippines, 16 March 2021, to reenact the first circumnavigation of the globe—one of the most significant achievements in the history of mankind.

The ship, commonly known as "Elcano," will arrive in Guiuan, Eastern Samar, and will be in Suluan and Homonhon islands until March 18 and later in Cebu (March 20 to 22), "in the very places where the expedition made the first visual contact, landing and human encounter on those very dates but only just 500 years later."

The Spanish Embassy in Manila explained in a statement that the global voyage made circumnavigating Earth possible, citing the country's significance to it.

"The journey was a historical leap forward and a technical challenge for that time. Initially, five ships and 238 men departed Spain as part of the expedition and only 18 men and one ship made it back three years later." (via Hispano Filipino Heritage)

SPEAKER VELASCO HAILS PASSAGE OF BILL CREATING PHILIPPINE ENERGY RESEARCH AND POLICY INSTITUTE

Speaker Lord Allan Velasco on Monday hailed the House of Representatives' passage of a bill creating the Philippine Energy Research and Policy Institute (PERPI) that he championed when he was head of the chamber's energy panel.

Voting 208-0 with no abstention, lawmakers unanimously approved on third and final reading House Bill (HB) 8928 to be known as the "Philippine Energy Research and Policy Institute Act."

Velasco, who was chairman of the House Committee on Energy prior to becoming Speaker, said the proposed body would help "bridge the research and policy gap in the energy sector."

"It is high time that the country develop a stable, sustainable, affordable and reliable energy supply by harnessing the latest research and technology available in order to meet the country's growing demand for energy and the Duterte administration's long-term development goals," Velasco said.

Aside from Velasco, more than 80 House members have signed on as principal authors of HB 8928, which was earlier approved by the House Committees on Appropriations and on Energy, chaired by Representatives Eric Yap of ACT-CIS Party-list and Juan Miguel "Mikey" Arroyo of Pampanga's 2nd District, respectively.

Velasco envisions PERPI as an independent body that shall "undertake trans-disciplinary research, explore and develop the latest technologies, and provide autonomous policy output or recommendations for the benefit of policymakers, as well as private and public energy stakeholders."

Under the bill, PERPI will be an independent policy and technology research institution attached to the University of the Philippines (UP) headed by an Executive Director, who is a recognized expert in energy policy and research.

The institute will also have its own Advisory Council consisting of 10 members, including five ex-officio members, namely: the secretaries of the Department of Energy, the Department of Environment and Natural Resources and the Department of Science and Technology; Director-General of the National Economic and Development Authority; and UP President.

The five remaining members of the Council shall be selected by the UP President each representing any of the fields of engineering, law, science, statistics, economic, social science and public health.

PERPI is expected to provide timely technical and strategic assistance to the government, energy regulators and Congress, on energy-related matters requiring policy direction and advice.

It shall also serve as a medium in bringing together local and international experts in the field of energy through local and international linkages.

The bill also seeks to establish mechanisms for dissemination and utilization of research for technology and policy development, create and administer training programs and provide appropriate fellowship grants for capacity building of the academe and energy stakeholders.

The amount necessary for the operations of the PERPI shall be included in the annual General Appropriations Act.

An endowment fund administered and maintained by the PERPI will also be created to finance its operations, including the purchase of research equipment and facilities, compensation and honoraria of researchers, among others.

The fund will be sourced from contributions, donations, grants and other incomes accruing from the PERPI's operations. #18thCongress #PartnersForChange

STATEMENT OF THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT

Usec. Bernardo Florece, Jr.
Officer-in-Charge, DILG

Bayan Muna Partylist Rep. Ferdinand Gaite should just help in the fight against COVID-19 instead of spreading fake news against the Department of the Interior and Local Government. It is not true that the Memorandum dated March 10, 2010 of DILG Asst. Secretary for Public Safety and Security Alexander Macario "red-tagged" the group COURAGE and that a hitlist is now being prepared by government.

Records will show that it was Communist Party of the Philippines (CPP) founder Jose Maria Sison himself who "red-tagged" or identified the organizations that they have infiltrated and now control in a video which was shown in the Senate. In fact, the National Intelligence and Coordinating Agency (NICA) has reported that COURAGE has been infiltrated by the Makabayang Kawaning Pilipino (MKP), an underground mass organization (UGMO) that advocates for armed struggle under the direct control of the CPP-NPA-NDF.

While the Department recognizes our employees' constitutional right to join associations, they should bear in mind that this right is not absolute. It is but the legal and moral obligation of this Department to investigate if there are employees within our ranks seeking shelter in the very system they wish to destroy.

It is our sworn obligation to determine if the organization has been infiltrated and if our employees are being recruited and exploited. Government officials and employees owe allegiance to the Republic at all times. Under Republic Act 6713 or the Code of Conduct for Public Officials and Employees, civil servants shall at all times be loyal to the Republic and to the Filipino people, uphold the Constitution, and put loyalty to country above loyalty to persons or party.

Rep. Gaite's claim that a hitlist is now being prepared by government is another figment of his imagination. The DILG has its hand full fighting the pandemic for more than a year now that it has no time and energy to engage in his wild schemes.

Press Release: DOTr CALLS ON PUBLIC TRANSPORT OPERATORS, DRIVERS TO TAKE DISINFECTION SERIOUSLY

The Department of Transportation (DOTr) is calling on the operators and drivers of public transport vehicles to be serious and be extra diligent in the disinfection of their vehicles as part of health protocols against COVID-19.

"The proper disinfection of public transport vehicles is a key factor in keeping our commuters safe from COVID-19. We should not be hasty in the cleaning and disinfection of our vehicles. The riding public trusts us that the jeepneys, the buses and the other public transport vehicles that we operate are safe, and virus-free," said Transportation Secretary Arthur Tugade.

Secretary Tugade made the appeal after a recent viral video uploaded on Facebook showed how two cleaning staffers of the MRT-3 were shown to be hastily and playfully disinfecting one of the line's trains.

Immediately following the incident, the MRT-3 management implemented measures to prevent a repeat of the incident. The staffers involved are now also facing disciplinary action.

Secretary Tugade stressed that as frontline service providers, operators and drivers of public transport vehicles should always be aware of the major role they play in containing the spread of COVID-19.

"As operators and drivers of public transport vehicles, you do not only bring passengers from their homes to their workplaces and back. You are also given the responsibility to make sure that they are healthy and safe when they arrive at their destinations," he said.

Meanwhile, the Transport Secretary also appealed to the riding public to actively participate in containing the spread of the virus that causes COVID-19. Secretary Tugade said passengers can do their share strictly complying to health protocols implemented in public transport, and by reporting to authorities any breach of health protocols such as fellow passengers who will talk or eat inside vehicles, improperly wear masks and face shields and not follow the strict physical distancing rule.

"Let us do our share by reporting immediately to the proper authorities any breach of health protocols that are committed inside public transport vehicles by your fellow passengers.  We are all in this fight together," Secretary Tugade said.

Commuters who may have witnessed any violation of health protocols inside public transport vehicles are advised to immediately contact the Land Transportation Office-Philippines, the Land Transportation Franchising and Regulatory Board, the InterAgency Council for Traffic - IACT, rail transport operators, and air and maritime sector authorities.

On 16 March 2021, the country will mark the quincentennial (500th anniversary) of the Philippine part of the first circumnavigation of the world. At 11:00 a.m., the National Historical Commission of the Philippines (NHCP) will unveil the first of the thirty-four (34) historical markers highlighting the country's part in that achievement of humankind and science: the Suluan Quincentennial Marker in Suluan Island, Guiuan, Eastern Samar. It will coincide with the arrival of the Spanish Navy Training Ship Juan Sebastian Elcano, named after the captain of the 17 remaining crew out of original 245 members of the Armada de Maluco (a.k.a., Magellan-Elcano expedition) who completed the first circumnavigation of the world.

A meeting procedure between the Philippine Navy and Spanish Navy will take place immediately after the unveiling in Suluan. BRP Apolinario Mabini will be the official navy ship to welcome Juan Sebastian Elcano. Defense Secretary Delfin Lorenzana will represent the Philippine government in the procedure. He will be accompanied by Spanish Ambassador to the Philippines Jorge Moragas. The ship is expected to anchor near Manicani Island, also under the jurisdiction of Guiuan, on the same date at 4pm. A fluvial parade organized by the Municipality of Guiuan afterwards.

Juan Sebastian Elcano has been tracing the route of the first circumnavigation since 2019. Owing to the pandemic, no physical contact will take place between the crew member and those in land.  She will also join the Philippine and Spanish governments in the unveiling of the next historical marker at Homonhon Island, still part of Guiuan, 11am of March 17. The public may still gaze at her from afar via Guiuan Transport Terminal from March 16-18. Minimum health protocols will be strictly implemented by the IATF.

She will leave for Cebu City on March 18. She is expected to pass by the Cebu-Cordoba Link Expressway on March 20 via Mactan Strait. No public event is taking place.

The Radio Television Malacañang - RTVM and the Presidential Communications (Government of the Philippines) will cover the port calls of the Elcano beginning March 16 here on the National Quincentennial Committee, Republic of the Philippines and various government Facebook pages.

Philippine Provinces / Overproduction of Tomatoes
March 14, 2021, 09:16:12 PM
Reposted from FB
When your own cow refuses to eat anymore tomatoes, no one really wants your tomatoes.

We've proven this to be false. Our members like these tomatoes. Two tons! That's how much COWMATIS has sold this week. That's a miracle for these desperate farmers, now smiling. These are the kamatis at RuRi House. We would like to take two more tons for COWMATIS # 2. Please will you continue to support the farmers in this worsening time of over production? The new delivery date is  FRIDAY, March 19, 2021. Like before, we'll divide the order between north and south, the farmers of Sto, Tomas, Batangas and the farmers of Kayapa, Nueva Vizcaya. Believe us when we tell you that we are making a dent in the problem.

Read the background story here:
LYCOPAIN. When you start seeing pictures of farm animals eating unsold tomatoes, you know that the overproduction problem is getting really bad. When you see tomatoes being sold at P30 "per crits", you know the farmers are f****d. And when you see pictures of perfectly edible tomatoes thrown along the national highway, you know you've seen this before last year, you know the ending will be very bad for the farmers. No matter where you are, south or north, if you are a tomato farmer in the Philippines, you are feeling pain.

We are hereby declaring a COWMATIS # 2: KAMATIS RESCUE BUY. We're looking for 100 members to support this. Please friends, if you can part with 505 pesos, will you take 20 kilos? 25 kilos if you like. We'll give it all to the farmers we are helping in Batangas and Nueva Vizcaya. Make salsa or sundry dry. Gift them to friends and neighbours or leave them at the village gate for anyone to get. If we had twenty members with us for this, it will be enough. If we had a hundred, it will be a small miracle for these farmers.

What you need to do:
1 Pay the amount above using any of the payment methods below
2 Upload your Proof of Payment here http://bit.ly/CowmatisRescue2-RRPH
3 Comment on this thread with your Order Number.

Payment Methods: Metrobank (540-7-540-55533-4, Andrea Estrada), BPI (8126-1039-53, Andrea Estrada), BDO (010-3700-65484, Elevant EC Solutions), GCash (0917 565 5747) and PayPal (acestrada@calleuno.ph)

Pickup Address: RURAL RISING PH @ Better World Diliman, 72 Maayusin Street, UP Village, Diliman, Quezon City

How to get here: At the Elliptical Road in Quezon City, exit at MAHARLIKA then turn left at MASAYA. A few meters forward, turn right at MAGINHAWA. A kilometre or so, turn left at MAHUSAY. Get past the guard house, turn right on MAAYUSIN. Go forward 500 meters, the UP Village Barangay Hall will be on your left. Go forward 100 meters more, Rural Rising Ph will be on your right. STATEMENT OF SEC. CARLITO G. GALVEZ JR. NATIONAL TASK FORCE AGAINST COVID-19 CHIEF IMPLEMENTER AND VACCINE CZAR ON THE PACE OF THE VACCINE ROLLOUT

On behalf of the Vaccine Cluster, I would like to set the record straight regarding false information being circulated in social media and mainstream media regarding the implementation of the national immunization program.

First, let me address the perceived slow implementation of the vaccines. To put things into proper perspective, the initial vaccine roll-out is still limited to our medical frontliners and health care workers and not yet for the general public.

The inoculation of medical workers must be carried out in a deliberate manner. Considering the crucial task they perform, their vaccination must be done in batches in light of possible adverse effects and the impact on the manning requirements of health facilities.

When all our medical frontliners and health care workers are inoculated and our country already has sufficient vaccine supplies, we shall significantly pick up the pace of our vaccination program.

To date, almost 90% of the vaccines we have on hand have already been deployed within the past two weeks. They have already been dispatched to far-flung areas such as Batanes in northern Luzon, and to the southernmost island province of Tawi-tawi in Mindanao.

With these positive developments, the Duterte Administration is confident that it is on track in implementing its immunization program and optimistic that it would be able to achieve its target of inoculating about 70 percent of the country's population within this year.

As much as we would like to conduct a full-scale vaccination program, we are however constrained by the current limited supply of vaccines in the world market. And this is the same problem being faced by most nations around the world.

The current production capacity of vaccine manufacturers simply has not been able to keep up with global demand. Moreover, most of the anti-COVID vaccines produced have already been pre-ordered already by rich countries.

This is a reality that governments across the globe must collectively confront and decisively address the soonest.

We are, however, confident that when the bulk of the vaccine supplies start arriving by the second quarter of this year, the government would be able to significantly scale up the implementation of our vaccine program and enable the country to achieve herd immunity.

Second, I would like to respond to the allegation that the country has borrowed over P10 trillion pesos to support its vaccination program.

According to Finance Secretary Carlos Dominguez, "The government is working on an overall budget of P82.5 billion for the national vaccination program, of which P62 billion in financing is sourced from our development partners and the rest is financed internally. We have secured enough funding from abroad right now as the World Bank, Asian Development Bank and Asian Infrastructure Investment Bank approved just this week separate loans to cover the entire P62-billion component that we plan to secure overseas."

All copies of the loan and grant agreements signed by the Department of Finance are uploaded in the agency's website and can be viewed by anyone who wishes to check their veracity.

As Secretary Dominguez has pointed out "having the funds is not a guarantee that we will be able to get all the doses we need when we want them--which is now."

But rest assured that the Duterte administration has been relentless in acquiring these vaccines to ensure that the country will have a fair share of the doses.

Recently, we flew to India to directly deal with the Serum Institute of India to guarantee both short and long term vaccine supplies for our country. Another team is expected to fly to Russia to further conduct a study on the vaccine produced by Gamaleya.

A PARTNERSHIP FOR DRIVING EXCELLENCE

Press Release: Yesterday, another transformational initiaitve in our Road Transport sector was made official as the Land Transportation Office (LTO) and the Technical Education and Skills Development Authority (TESDA)  signed a Memorandum of Agreement to formalize the partnership to strengthen driver's education in the country.

This landmark agreement will ensure uniformity of standards among driving schools, and the availability of less expensive training courses, to raise the competency of drivers in our country.

The MOA was signed by LTO Chief Edgar C. Galvante and TESDA Director General Secretary Isidro "Sid" Lapeña, with LTO Executive Director Romeo Vera Cruz and TESDA Deputy Director General for TESD Operations Lina Sarmiento served as witnesses to the signing.

"We have partnered with TESDA because we want to tap their expertise to ensure the quality of driver's training being given by driving schools, the LTO and TESDA," Assistant Secretary Edgar C. Galvante said,

Further, the LTO Chief said that with the TESDA, more free driving courses will be available to the public.

"Sa partnership na ito, mas marami na ang ma-ooffer ng gobyerno na libreng driving courses para sa mga interesadong mag-avail ng driver's training. Ito po ang sagot ng ating mga pamahalaan sa hiling ng publiko para sa dekalidad at murang training program para sa mga drivers," Asec Galvante emphasized.

The signing of this MOA is indeed signifcant in our quest to vastly upgrade our standards in Road Transport, particularly the importance of proper education and training among our motorists and utility drivers.

This is a very critical move that upholds Road Safety, and with it, less chance for loss of lives and destruction of property.

At the end of the day, this initiaitve will not only redound to the benefit of drivers, but in the overall welfare of every Filipino.

Press Release: DDB, LTO ink MOA for free drug testing of PUV drivers, conductors

Quezon City--The Land Transportation Office (LTO) and the Dangerous Drugs Board (DDB) today signed a Memorandum of Agreement (MOA) that aims for a drug-free public road transportation sector.

The MOA, signed by LTO Assistant Secretary Edgar C. Galvante and DDB Chairman Secretary Catalino S. Cuy on behalf of their respective agencies, targets to get off the country's roads the public utility drivers (PUV) drivers and conductors who are under the influence of drugs.

In his Opening Remarks during the Ceremonial Signing, DDB Secretary Cuy said that with the assistance of the Department of Budget and Management (DBM) and the support of the Office of the President and the Office of the Executive Secretary, the Agency was granted an additional budget. The funds will support the drug abuse prevention and control programs of other agencies, such as the LTO, under the Philippine Anti-Illegal Drugs Strategy (PADS). The PADS was institutionalized by President Rodrigo Duterte by virtue of Executive Order No. 66.

"A part of this budget will be given to your agency, the Land Transportation Office (LTO), to augment your resources in the implementation of your drug prevention and control priorities," DDB Secretary Cuy said.

DDB Executive Director Undersecretary Earl Saavedra, for his part, said that MOA will pave the way for the release of funds through a government-to-government cooperation. An amount of One Million Five Hundred Thirty-Two Thousand Five Hundred Pesos (Php 1,532,500.00) will be downloaded to the Land Transportation Office (LTO) for its anti-drug priority—the development and management of the nationwide drug testing of PUV drivers and conductors.

"It is our fervent hope that the use of this funding and the implementation to be carried out by Land Transportation Office (LTO) will strengthen our efforts and measures in winning the campaign against illegal drugs, and establish safe and secure communities for the future generations," the DDB Executive Director said.

In turn, the LTO Chief gracefully accepted the grant, saying that the amount will greatly help in the conduct of drug testing for PUV drivers and conductors.

"Driving is a special skill. It requires proper and adequate levels of psychomotor coordination. Thus, driving and substance abuse is a lethal combination. There is a need to eliminate this in the equation on road safety," Asec Galvante said.

"Kahit hindi ninyo kami bigyan ng pondo, we will pursue this program [drug testing].  We assure you that we, at the LTO, are very sincere in thanking you for considering us," the LTO Chief stressed.

He added," I just want to emphasize, Secretary Cuy, that regardless whether we receive any funds from DDB, we are one with you. We are rooting for the success of your programs. LTO and DDB are one in looking after the kapakanan ng ating mga mamamayan [our citizen's welfare]," the LTO Chief underscored.

From Asec Goddes Hope Libiran
"Lahat dito, airports pati ports natin magaganda sa panahon ngayon. He [Secretary Tugade] was able to improve. Cebu has a splendid airport, and other ports, maliit o malaki, napaganda niya."

These were the words of gratitude and glowing commendation coming from no less than President Rodrigo Roa Duterte, as he directly addressed and acknowledged Department of Transportation (DOTr) Secretary Arthur Tugade in front of select Cabinet members, LGU officials, and transport stakeholders, during the inauguration of the NEWLY-CONSTRUCTED Port Operations Building (POB) of the Port of Dumaguete today, 11 March 2020.

The Dumaguete Port Development Project involves the construction of a 3,082 square meter, 2-storey Port Operations Building, which can accommodate a total of 500 passengers, and encompasses a Port Integrated Clearing Office which aims to streamline processes and make obtaining port clearances and permits more convenient to port users.

For his part, Secretary Tugade emphasized that the realization of the airport and seaport projects in Dumaguete is a testament of the love of President Duterte to the Filipino people.

"Mahal ng ating Pangulo ang Dumaguete, 'The City of Gentle People.' Nakita ninyo, dalawang proyekto [ang mayroon] tayo rito," Secretary Tugade said.

"Kung meron tayong pasilidad na maaayos, kung meron tayong pasilidad na binabago upang maging convenient at kumportable 'yung mga mamamayan, 'yung mga turistang namamasyal dito sa Dumaguete, hindi po ba napakagadang regalo 'yan? Hindi po ba napakaganda na maliban sa isang regalo, dalawang regalo? Meron ka nang panghimpapawid, meron ka pang pangdagat," Secretary Tugade added.

Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago, on the other hand, underscored that the inauguration of the Port of Dumaguete, even amid a pandemic, manifests the commitment of the agency,  to fulfill the mandate of the President, that is, to make the Filipino lives comfortable. He also underlined that the project has been made possible under the guidance of the DOTr, headed by its strong-willed Secretary, Arthur Tugade.

The realization of the PPA POB addresses the need for proper monitoring of vessel arrival and departure, and provides a state-of-the-art Passenger Terminal Building (PTB) for passengers going to nearby islands, such as Siquijor, Cebu, Bohol, Mindanao among others.

Distinguished officials who joined the President and the transportation chief in today's ceremony were Senator Christopher "Bong" Go, Department of Labor and Employment (DOLE) Secretary Silvestre Bello III, Chief Presidential Legal Counsel Salvador Panelo, Presidential Spokesman Harry Roque, and Presidential Communications Operations Office (PCOO) Secretary Martin Andanar.

Officials who were also present in the ceremony include Negros Oriental Provincial Governor Roel Degamo, Dumaguete City Mayor Felipe Antonio Remollo, Negros Oriental 2nd District Representative Manuel Sagarbarria, Negros Oriental 3rd District Congressman Arnolfo Teves Jr., DOTr Chief of Staff and Assistant Secretary for Procurement and Project Implementation Giovanni Lopez, Assistant Secretary for Communications and Commuter Affairs Goddes Hope Libiran,  OPAV Assistant Secretary Anthony Gerard Gonzales, Assistant Secretary Girlie Enriquez Veloso, Dumaguete City Councilors, representatives from the OPAV, and other officials from the different government agencies.

LTO-TESDA ink Agreement to ensure driving school standards, more free driving courses for the public

Quezon City--The Land Transportation Office (LTO) and the Technical Education and Skills Development Authority (TESDA) earlier today signed the Memorandum of Agreement to formalize the agencies' partnership to strengthen driver's education in the country.

The MOA was signed by LTO Chief Edgar C. Galvante and TESDA Director General Secretary Isidro "Sid" Lapeña. LTO Executive Director Romeo Vera Cruz and TESDA Deputy Director General for TESD Operations Lina Sarmiento served as witnesses to the signing.

The MOA will ensure uniformity of standards among driving schools, and the availability of less expensive training courses, to raise the competency of drivers using the country's roads.

TESDA DG Secretary Lapeña, for his part, said that the MOA aims to provide "safe drivers."

"Sa ating data from PSA [Philippine Statistics Authorit], isa sa mga pangangailangan sa labor market ay mga qualified drivers.  As we transition to the new normal, kailangan ng mga drivers, ito ang  constant na pangangailangan ng mga industries. And, we have regional offices who can reach out to those in need of the training. Libre po ito,' Secretary Lapeña revealed.

The MOA will empower TESDA and its training centers to offer the Theoretical Driving Course and the Practical Driving Course equivalent to that being offered by the LTO Driver's Education Centers. The TESDA Driving National Certificates courses will be equivalent to those offered by LTO.

Further, it will harmonize rules to ensure quality training for drivers. The MOA will complement the existing trainings to address uniformity and standard, at the same time comply with the ease of doing business.  This will greatly help the LTO respond to the demand for quality and less expensive driving courses. ###

Press Release: President Rodrigo Roa Duterte, together with Department of Transportation (DOTr) Secretary Arthur Tugade, led the inaugural ceremony and unveiling of the marker of the development projects at Dumaguete (Sibulan) Airport today, 11 March 2021.

In his keynote address, President Duterte commended Secretary Tugade, the DOTr, and the Civil Aviation Authority of the Philippines (CAAP) for realizing the much-needed improvement and rehabilitation at the airport, in spite of the unprecedented challenges brought about by the current pandemic.

"I commend the DOTr, the CAAP, and all our partners who contributed to the completion of the project despite the sudden lockdown due to the pandemic. I hope that this project will inspire and provide better services and opportunities for our people and harness the potential of trade and tourism as a catalyst for economic recovery particularly in the provinces," President Duterte expressed.

He also assured the Filipino people that the government is fully committed to complete all the much-needed projects of the country on-time and in a fast pace, without compromising the convenience of the public, and ensuring integrity and honesty.

"I assure our people that we remain committed to finish all infra projects on time and fast. within my admin, with the least inconvenience to the public, and with strict adherence to honesty and integrity. Corruption has no place here," President Duterte emphasized.

Also during the event, CAAP Director General Jim Sydiongco said that the airport has been capable of accommodating night-time flights. He also announced that a new airport is about to rise in the coming years, to further boost economic growth, tourism, and trade in the province.

"Under Duterte administration Dumaguete airport also became capable of accommodating night time flights. In the coming years, to support Negros Oriental growth in air traffic, tourism, and trade, the new Dumaguete Airport would be constructed in Bacong, Negros Oriental," DG Sydiongco said.

DG Sydiongco further added, "The Department of Transportation and the Civil Aviation Authority of the Philippines collaborated in the comprehensive transformation of the airport as heralds of the massive "BUILD, BUILD, BUILD" Infrastructure Program of the Duterte Administration. Now and more than ever, the traveling public of this great and beautiful province would enjoy a more convenient and safe airport."

The development projects at the airport include the re-blocking of the apron, construction of two (2) taxiways, expansion of the existing Passenger Terminal Building (PTB), runway asphalt overlay and shoulder grade correction, and the expansion of the Administrative Building of the Civil Aviation Authority of the Philippines (CAAP).

With the development projects at the airport—which mainly serves the province of Negros
Oriental and neighbouring Siquijor Island—upgrade on the airport's capability to land heavier aircrafts can now be seen, and the passenger capacity of the PTB increases from 330 to 450, following the expansion of the building.
