Doctors must never perpetuate any wrongdoing that will be detrimental to the patient. Their endpoint must always be the patient's well-being.

That, in a nutshell, was the main issue addressed by doctors from the Pharmaceutical and Healthcare Association of the Philippines (PHAP), along with the importance of the code of ethics for all medical practitioners to adhere to, in a health forum in Quezon City on Tuesday.

Also discussed in the forum was the perceived common, yet almost undetermined practice, by some doctors to prescribe medicines from specific pharmaceutical industries owing to the favors they receive from such companies.

PHAP consultant Francisco Tranquilino told the forum that the Mexico City Declaration, which gathered representatives from different countries in September last year to draft the business sector guidelines on the bio-pharmaceutical area, will bring the country a step closer to resolving the issue.

Dr. Tranquilino, who was also a representative for the Mexico City principles formulation, explained that the declaration is a set of guiding principles which will be adopted by the Asia-Pacific Economic Cooperation (APEC) member countries to govern the relationship between pharmaceutical companies and physicians.

“This was drafted because according to the formulators of the Mexico City Declaration, the small- and medium-scale industries are important industries in the APEC member countries,” Tranquilino said.

“If there is graft and corruption or bribery in this sector, then it will affect tremendously the economies of these countries as well as the conduct of business by the bio-pharmaceutical sector,” he added.

For his part, Dr. Arthur Catli, PHAP director and former executive director of the Philippine Medical Association (PMA), cited that in cases where doctors get too "close" with people from the pharmaceutical industry, a great part of the setup is responsible for the increase of prices of medicines.

“For the longest time, I was introduced into a culture wherein the success of a doctor is measured by the number of times a pharmaceutical company sends you abroad, for the number of times a medical representative sends and picks you up from work, for the number of gifts pharmaceutical companies send,” Catli said.

“The reason why we want to emphasize on ethical professional practices is because based on the doctor’s oath, the number one person to be taken into consideration should be the patient,” he stressed. “All our decisions should be based on our unbiased knowledge about medicine.”

Catli, who is also a practicing cardiologist, stressed that nobody has really stepped forward to address the issue for a long time. On the other hand, he also said that doctors cannot be blamed for such method, since not all of them are well-off.

“Efforts need to be exerted to modify the medical curriculum,” Catli said, explaining that with an omnibus act on health care enacted, it would modify the medical curriculum to include professional ethical conducts.

“[This] would guide the doctor on how he or she conducts himself in relation to the people around him: pharmaceutical industries, patients, regulators, co-doctors and other people around,” he said.

“We are trying our best to inculcate with our member companies to adhere to the spirit of the Mexico City Declaration (and the PHAP code) to ensure that at least on one side of the spectrum, there would be no givers on the side of the pharmaceutical (industries),” Catli said.

“That in itself is already telling the message to our partner doctors that we, as an association and as an industry, would not be in a position to perpetuate any wrongdoing that will be to the detriment of the patient. After all, our endpoint will be to the patient’s well-being,” he added.

According to Catli, despite an existing code, "it will really depend on the transformation and evolution of the society, association and the members thereof in order to make sure that we look after our patients."

“There has to come a time where doctors make a firm stand towards an oath that they took when they first became doctors,” he said.

Finance Secretary Cesar Pursima attributed to the Aquino administration’s good governance policy the continued improvement in the Philippines credit rating.

On Monday, Moody’s Investors Service upgraded to a notch below investment grade at “Ba1” with ‘stable’ outlook the country’ credit rating due to continued improvement in economic and fiscal performance amid negative global economic developments, better medium term economic prospects, and stable financial system.

This is the ninth positive ratings action on the country since President Benigno Aquino III took office in June 2010.

To date, all three major credit rating agencies namely Moody’s, Standard & Poor’s (S&P) and Fitch Ratings rate the economy a notch below investment grade.

“President Aquino reversed a decade’s worth of credit rating decline after a little more than two years of serving in office. This just shows how good governance can bring about good economics,” Purisima said.

The Finance department chief also cited that because of the reforms being implemented by the Aquino administration “the Philippines continues to be a strong performer in the current global economic climate.”

Among the positive results of these reforms is the 6.1 percent output of the domestic economy in the first half this year, a growth that is slightly above the government’s five to six percent target for the year and among the top in the region.

Also, revenue collections of the government continue to improve with the first nine months’ collection up 10 percent year-on-year to P1.12 trillion over year-ago’s P1.02 trillion.

Similarly, the country’s foreign reserves as of last August totalled to US$ 80.8 billion, already ahead of the US$ 77.5-78 billion target for this year, due to large contribution of inflows from Filipinos overseas and the business process outsourcing industry

General Topic / More Filipinos Opt for Cremation?
October 30, 2012, 10:51:59 PM
By Ferdinand G.Patinio

A senior prelate said that cremation is becoming popular among Filipinos.

Retired Lingayen-Dagupan Archbishop Oscar Cruz said the reason why many people are choosing cremation over burying their loved ones in the cemetery is because it is more convenient and less expensive.

“It is becoming more convenient to go to a columbarium, where the ashes are deposited, instead of going to the cemetery with the traffic,” he said in an interview.

In the cemetery, the problem is also space.

“There is less and less space that’s why they are now trying to put up this multi-leveled burial sites up to 14 layers, but how do you visit your dead in the 14th floor if there are no stairs?” he added.

Cruz noted that cremation is also cheaper and easier.

‘When the body is transferred from one country to the other, instead of the whole body being transferred, it’s easier and much cheaper to transfer ashes,” he said.

The popularity of cremation, he said, is also the reason why some churches now have columbariums.

However, he said that cremation is not popular especially among Filipino Catholic prelates.

Cruz said that a bishop is usually interred in the burial ground of the cathedral of a diocese.

“It’s a very established custom that in all cathedral churches there’s a burial ground for bishops at the back of the altar and that is where they are placed,” said the prelate.

Lawmakers are pushing for the passage of a bill seeking to establish a competitive grant program to retain highly qualified teachers in rural communities.

Reps. Diosdado Macapagal Arroyo (2nd District, Camarines Sur) and Gloria Macapagal-Arroyo (2nd District, Pampanga) filed House Bill 6497 establishing a program that will provide financial assistance to qualified provinces to create an incentive system for highly qualified teachers who shall commit to stay and teach for at least three years.

“Brain drain is a common phenomenon over the last several decades which involves many of our teachers who go abroad to seek greener pastures and as such, we continue to lose teachers in our schools and unnecessarily increase the burden of teaching the ever growing number of our students to teachers that actually stay,” Arroyo said.

“It is also happening from our rural schools to urban cities. Substandard facilities and even more substandard communities make for additional burdens to our teachers who teach in rural areas,” Arroyo said.

“As legislators, we must acknowledge the higher level of challenge presented in rural areas and provide better incentives to highly qualified teachers to make teaching a career in rural schools,” Arroyo said.

The bill to be known as the Rural Teacher Retention Act of 2012 mandates the Secretary of Education to carry out a 5-year pilot program granting at least 10 different provinces, to enable them to award salary bonuses to highly qualified teachers or special education teachers who will commit to teach for at least three academic years in an elementary or secondary school served by the rural local educational agency.

Under the measure, a province that desires to receive a grant shall submit an application to the Education Secretary containing, among others, a plan for the proposed distribution and use of the grant funds among rural local educational agencies within the province.

Each recipient province shall submit an annual report to the Education Secretary and to the appropriate committees of the Philippine Senate and the House of Representatives.

The report should contain the number of rural local educational agencies assisted, the number and demographic characteristics of teachers receiving bonuses, and the impact of the bonuses on the ability of rural local educational agencies assisted under the proposed act.

The Commission on Elections (Comelec) on Tuesday urged Filipinos based overseas to register for the May 2013 polls to reach their target of one million overseas absentee registrants.

"We're hopeful dahil last day na bukas... yung mga overseas Filipino voters natin ay magpa-register na para ma-reach natin ang one million mark," Comelec commissioner Lucenito Tagle told reporters.

Tagle said voters registration in Philippine embassies abroad will end at 5 p.m. on October 31.

"We've been doing this several months na para lahat ng OFWs ay ma-capture natin. Siguro mga 50,000 [registrants] pa," he said.

Tagle said to date, there are at least 950,000 overseas absentee voters registered for next year's polls.

He said those who are about to leave the country may still take part in the elections abroad by registration at the Philippine Overseas Employment Administration and Overseas Workers Welfare Administration.

The voting period for OAV is from April 13-May 13, 2013.

Tagle said automated elections would be conducted in areas where a huge number of Filipinos are located.

Though no longer a hurricane, "post-tropical" superstorm Sandy packed a hurricane-sized punch as it slammed into the Jersey Shore on Monday, killing at least 11 people from West Virginia to North Carolina and Connecticut.

Sandy whipped torrents of water over the streets of Atlantic City, stretching for blocks inland and ripping up part of the vacation spot's fabled boardwalk. The storm surge set records in Lower Manhattan, where flooded substations caused a widespread power outage. It swamped beachfronts on both sides of Long Island Sound and delivered hurricane-force winds from Virginia to Cape Cod as it came ashore.

Sandy's wrath also prompted the evacuation of about 200 patients at NYU Langone Medical Center.

"We are having intermittent telephone access issues, and for this reason the receiving hospital will notify the families of their arrival," spokeswoman Lisa Greiner said.

In addition, the basement of New York's Bellevue Hospital Center flooded, and the hospital was running off of emergency backup power. Ian Michaels of the Office of Emergency Management said the main priority is to help secure additional power and obtain additional fuel and pumps for the hospital.

The storm hit near Atlantic City about 8 p.m. ET, the National Hurricane Center reported. It packed 80-mph winds at landfall, down from the 90 mph clocked earlier Monday.

Valte said the Department of Foreign Affairs (DFA) is closely monitoring the situation, stressing that no Filipino yet was reported affected by the extreme weather disturbance.

According to the latest CNN report, though no longer a hurricane, "post-tropical"/ Super Storm Sandy packed a hurricane-sized punch as it slammed into the Jersey Shore on Monday, killing at least 13 people from West Virginia to North Carolina and Connecticut.

USA and Canada / Earthquake Hits Canada
October 30, 2012, 05:03:49 PM
by pna

A 6.2-magnitude earthquake jolted western Canada Monday night, the latest quake that hit the region after a 7.7-magnitude earthquake of Saturday evening.

The quake, occurred at 7:49 p.m. local time (0300 GMT Tuesday), was recorded at a depth of 9.7 km and centered 246 km south-southwest of Prince Rupert, British Columbia, according to the U.S. Geological Survey.

Tremor was felt on Queen Charlotte Islands, or Haida Gwaii, Earthquakes Canada said.

There have been no reports on damage at this time, it added.

Numerous aftershocks, including a 6.3-magnitude quake Sunday morning, have continued following the 7.7-magnitude quake of Saturday, the largest earthquake that hit Canada over the past 60 years.

The initial quake triggered tsunami warnings from the Washington border to Vancouver Island and as far away as Hawaii on Saturday night. The warnings were lifted several hours later.

Cebu City Schools Division Superintendent Dr. Rhea Mar Angtud has welcomed the plan of Philippine Sports Commission (PSC) chairman Eric Lecain of introducing beach volleyball in the elementary and secondary division but she has one condition-make an adjustment on the uniform.

In beach volleyball, which was popularized by the United States, female athletes often were bikinis, and that may not suit the Department of Education (DepEd).

”Everything is possible. We will welcome their proposal. It is a good development, we have a sport committee to review their proposal. However, in respect to our culture, tradition and religion and conservative society, it would be better if they do something about the kind of uniform our kids will wear during trainings and competition. We must be conscious with the sensitivity of the parents,” Dr. Angtud said.

Dr. Angtud’s concern was also raised during the London Olympics and some athletes from conservative countries wore long sleeves and pants instead of bikinis.

Cebu City Sports Commission executive director Brandon Velasco said they don’t have any problem with the uniform because they can always find a more appropriate attire.

”What is important is that PSC beach volley consultant Lecain and the CCSC can introduce the basic skills of beach volley among these kids. What is important is the familiarity of the kids with the sport because this is a very challenging sport,” Velasco said.

He added that compared to the indoor volleyball players, where players are focused more on their positioning, it is different in beach volleyball.

”When you play beach volleyball, you need to be very good not only in spiking but as well as receiving the ball, passing and blocking the ball-basically all the skills,” Velasco said.

They came up with the grassroots plan during the construction of the Fort San Pedro beach volley sand court, which is expected to be finished soon and will be opened on Nov. 7.

Malaysian scientists and clinicians should be responsible in stem cell research and ensure the safety of the related treatment, a senior government official said Monday.

Despite the promising future of stem cell research and treatment, scientific evidence is necessary before the therapies or medicine are put into clinical use, said Malaysian Health Minister Liow Tiong Lai.

Speaking at the country's first national stem cell congress, Liow said while stem cells have brought hopes for those suffered from diseases that were deemed incurable in the past, many challenges and setbacks lie ahead.

"The ethical challenges facing embryonic stem research have been almost exhaustedly discussed over the past decade and many countries have developed their own guidelines or even passed parliamentary acts to regulate stem cell research."

In the case of Malaysia, Liow said the Health Ministry had set up a committee to oversee stem cell research in the country.

Meanwhile, officials stressed that embryo cloning is strictly prohibited in Malaysia, as many other countries in the world. But Liow said his ministry so far has no interest in pushing for a stem cell act.

According to the statistics of the Health Ministry, currently there are 11 hemopoietic transplant centers performing hemopoietic stem cell transplants in Malaysia, and 213 such transplants were performed and registered in 2009. Local universities and institutions have also been participating in stem cell research.

Health and Food / Cheap Wine To Be Banned in Russia

The Russian government may set minimum prices for wines to compensate domestic winemakers for rising world prices due to poor grape harvests in Russia and Europe, Izvestia daily reported Monday.

The Russian Union of Wine-Growers and Wine-Makers has sent a request to the Federal Service for Alcohol Market Regulation to set the minimum retail price of a 0.7-liter bottle at 110 rubles (US$ 3.50).

“We believe the factory minimum selling price for a standard bottle of wine (0.7 liters) should be 75-80 rubles. In the retail sector, this would be at least 110 rubles,” Wine-Growers and Wine-Makers Union President Leonid Popovich told Izvestia.

“These calculations take into account a considerable increase in the prices of wines and wine ingredients due to the bad harvests in Russia and Europe. Minimum prices should be reviewed every year, depending on the harvest and the world market situation, because many wines in Russia are produced from grapes imported from Italy, Spain, France, Argentina, Chile and other countries.”

The alcohol regulator confirmed it had received expert calculations and was currently studying them.

“A resolution on minimum wine prices is in the working but it is difficult to tell when it is ready,” the regulator said.

Russia introduced minimum vodka prices from January 1, 2010 in a bid to fight counterfeit alcohol production and tackle rising alcoholism.

Since the collapse of the Soviet Union in 1991, modern Russia has been gripped by a an epidemic of alcoholism triggering a falling age of death in older men which has only recently begun to reverse.

Health and Food / Detecting Heart Disease Early
October 30, 2012, 04:39:14 PM
by pna

A study released Monday said a significant amount of cardiac arrests in the Canadian province of Ontario happened on otherwise healthy, young individuals, underscoring the need for detecting heart disease early.

Dr. Andrew Krahn, new Head of the Division of Cardiology in the University of British Columbia Faculty of Medicine, presented the study at the 2012 Canadian Cardiovascular Congress about sudden cardiac death in Ontario.

Reviewing coroners' reports, Dr. Krahn and a team of researchers found that among 174 cases of presumed sudden death in Ontario in 2008 in people aged two to 40 years, heart disease was present in 126 cases, or 72 percent.

Besides, 78 percent of these heart disease patients were unrecognized, according to the research.

"This research gives us an idea of the scope of the problem - there are almost 200 young people who die suddenly every year in Ontario. A good proportion of them have unrecognized heart disease. So the question is: How can we catch this before it happens?" Dr. Krahn said.

He suggested more attention be paid to possible warning signs such as fainting.

He believed teachers, coaches and an aware public may be key to detecting risk, ensuring prevention and formal medical evaluation and therapy.

"I would advocate for careful screening of people who faint, using questionnaires and education of healthcare professionals so that when warning signs present themselves, they recognize them and this information gets passed on to the right people," he said.

Dr. Beth Abramson, a researcher from Heart and Stroke Foundation, a volunteer-based health charity, said training in Cardiopulmonary resuscitation and the placement of Automatic External Defibrillators in schools, arenas and gyms could save the lives of many.

Airports in the fourth largest U.S. city of Houston on Monday reported flight delays and cancellations due to Hurricane Sandy which has forced the cancellation of thousands of fights nationwide.

The Houston Airport System had posted a warning on its website listing almost 30 destinations with cancellations, according to local TV channel abc13. Destinations with canceled flights include New York, Pittsburgh, Philly, Baltimore. Small delays were reported at Hobby Airport in Houston, but George Bush Intercontinental, another airport in the city, was reporting significant delays starting Sunday evening and continuing to stack up Monday morning, said the report. At least 5,500 flights across the country had been canceled for Monday due to Sandy, and the figure was expected to go up, according to media reports.

About 1,200 flights were scratched for Sunday and more than 5, 500 for Tuesday as airlines scrambled to prepare for the storm. An additional 640 flights were dropped for Tuesday. Air travel at major national and international travel hubs including airports in New York and Washington, D.C. will halt for at least two days as super storm Sandy nears the mid-Atlantic coast Monday. The storm is expected to affect as many as 50 million people in the region.

Forecasts said the center of Hurricane Sandy will push toward the East Coast by Monday evening. Sandy stayed on a predicted path that could take over Washington, Baltimore, Philadelphia and New York.

The new Dutch cabinet will not support the attempts to organize the 2028 Olympic Games in the Netherlands, which was stated in the coalition agreement of the Liberal Party VVD and Labor PvdA on Monday.

"We support the ambition to get Dutch sports on an Olympic level, without wanting to get the Olympic Games to the Netherlands, " said the report.

The previous government, also led by VVD leader Mark Rutte, was a strong supporter of organizing the Games in the Netherlands, one hundred years after the 1928 Olympics in Amsterdam.

According to the VVD and PvdA, which reached an agreement to form a government on Monday, there is little support in society for the Games and the financial risks are too great.

The Olympic plan 2028 organization, with representatives from all sections of society, examines the opportunity to bid for the organization of the 2028 Games. A decision about the possible candidacy of the Netherlands will only be taken in 2016.

The bidding process starts in 2019 and in 2021 the International Olympic Committee (IOC) will take a decision.

Dutch Olympic committee NOCNSF chairman Andre Bolhuis told TV channel NOS he understood the position of the new cabinet, which did not give its support given the economic situation.

"That is not necessary, since later this decade is still early enough," he said. "The discussion is needed in 2016. Only in 2021 we need a government point of view.

After Balong's tournament, I am thinking of requesting Bran Lorenzo to sponsor another tournament to be held during the Summer of 2013 (perhaps Bran Lorenzo Chess Tournament 2013 Summer Edition) para ma-sustain nato ang interest sa chess ug dunay monthly or quarterly tournament.

There is no limit as to how much prize will be given. Depende na sa mo-sponsor. Ang ato lang maka-encourage ta sa mga butan-an nga mo-engage into the game of chess as this has been proven to be a good exercise for mental development.

In fact, in Europe and in India, chess is a subject in their elementary and high school curriculum. Please read more about this research at http://www.quadcitychess.com/benefits_of_chess.html

Balong is right. I am the one who suggested the Rene Balong Econg Open Chess Tournament. I was thinking of offering the idea to a politician but I was avoiding of political indebtedness. Since Balong is not a politician, and has been known in Maribojoc to have sponsored several basketball tournaments, I suggested to him whether he is agreeable to sponsor a chess tournament in Bohol. This idea came to me upon learning that there is now a Boholano (first ever) who is a candidate for a Grandmaster Title. His name is Oliver Dimakiling. Bohol also has a Woman National Master. Her name is Jedara Docena. Observers predict she would also get a Grandmaster Title five years from now.

The title of the tournament is solely my preference. This is the practice done in most chess tournaments when there is only one person who is the source/sponsor for all prizes, thus the Rene Balong Econg Open Chess Tournament.

Again, the reason I approached Balong to sponsor this kind of tournament because, according to many who know him personally in bolanon.com and in tubagbohol.com, he has been an active supporter/sponsor of many sports activities in his hometown in Maribojoc.

Championship prize is P20,000.

Ang gamiton ani is Swiss Round System. Kung daghan ang player, 11 rounds ni. The game can be done every weekend sa ICM. After 11 rounds, we'll get the top 4 who will battle for the Best of 7 Finals (fighting for 1st and 2nd) and fighting for (3rd and 4th place).

Sa banner nga imong ipahimo ni Yorbz, butangi lang imong picture kilid sa Rene Balong Econg Open Chess Tournament 2013.

Salamat Balong.

ready na ni Balong. After my final exam, magpaprinta pud ko ug banner para mabutang sa mga eskina sa Tagbilaran. palihug ko dugang sa banner:

Registration Fee: P300 (inclusive of T-shirt, ID, and snacks for final round)

Ang sobra ana maoy gamiton pagpalit sa mga chess board/mat ug chess clock.

I expect nga at least 50 players will participate kay sa premyo nga P1,500 diri 40 kapin man ang nangapil ug winner take all lang to. No t-shirt, NO ID.

Balong, thank you for the support of this tournament.

I will talk to the management of ICM kung pwede ba gamiton ang ilang venue.

I agree nga sa January 2013 na ni nato istart.

Magkolekta ta ug minimal registration fee that will cover the T-Shirt, ID, and snacks. Sa Cebu nga mga chess tournament, ang pinakadako nga price is P3,000 - winner take all.

I expect nga moabot ang mga taga Cebu ug Dumaguete and other cities in order to join this tournament.
