The role of technological change in green growth

By reducing the costs of environmental protection, technological change is important for promoting green growth. This entails both the creation of new technologies and more widespread deployment of existing green technologies. This paper reviews the literature on environmentally friendly technological change, with a focus on lessons relevant to developing countries. It begins with a discussion of the data available for measuring the various steps of technological change. It continues with a discussion of sources of environmental innovation. Given that most innovation is concentrated in a few rich countries, this leads to a discussion of the remaining role for lower-income countries, followed by a discussion of technology transfer. Because of the importance of market failures, the paper discusses the role of both technology policy and environmental policy for promoting environmentally friendly technological change. The review concludes with a discussion of what environmental economists can learn from other fields.

The cost of adjustment to green growth policies : lessons from trade adjustment costs

Green growth policies confront firms and workers with adjustments that may create welfare costs for different segments of the population and cause reductions in near-term actual versus potential gross domestic product. There is little evidence on the cost of adjustment to climate change measures, and only limited evidence for more general environmental policies, especially in developing countries. Therefore, this paper canvasses the research on adjustment costs to trade policies to draw analogies and highlight differences compared with the potential impacts of green growth policies. Trade policies affect prices and work directly on technology choice. In the presence of adjustment costs, firms may experience impacts on wages, employment, and incentives to adopt alternative technologies. Both types of trade policy impacts may be amplified by technology availability and credit constraints. Many green growth policies are likely to work via the same mechanisms, that is, taxes on emissions or changes in technology requirements. However, trade liberalization is typically seen as offering higher total incomes, albeit with winners and losers. Green growth policies are thought of as welfare-enhancing at the collective level but may not be income-enhancing at the individual level. This implies much more difficulty in measuring the potential gains associated with green growth policies.

Long-term impacts of global food crisis on production decisions : evidence from farm investments in Indonesia

Did the rise in food prices have a long-term impact on agricultural production? Using household-level panel data from seven provinces of Indonesia, this paper finds that the price shock created a forward-looking incentive to invest, which can dynamically enhance productivity in agriculture. It also finds that the impact of the price shock on investment behavior differs by initial wealth. In response to price increases, wealthy farmers invested more in productive assets, while poor farmers increased their financial savings as well as consumption. Price spikes relax liquidity constraints, which increases investments among the richer while do so savings and consumptions among the poor, possibly leading to diverging income inequality in the long run.

Tax capacity and tax effort : extended cross-country analysis from 1994 to 2009

One of the important factors for economic development is the existence of an effective tax system. This paper deals with the concept and empirical estimation of countries' taxable capacity and tax effort. It employs a cross-country study from a sample of 110 developing and developed countries during 1994-2009. Taxable capacity refers to the predicted tax-to-gross domestic product ratio that can be estimated empirically, taking into account a country's specific macroeconomic, demographic, and institutional features, which all change through time. Tax effort is defined as an index of the ratio between the share of the actual tax collection in gross domestic product and taxable capacity. The use of tax effort and actual tax collection benchmarks allows the ranking of countries into four different groups: low tax collection, low tax effort; high tax collection, high tax effort; low tax collection, high tax effort; and high tax collection, low tax effort. The analysis provides broad guidance for tax reforms in countries with various levels of taxable capacity and revenue intake.

There goes gravity : how eBay reduces trade costs

This paper compares the impact of distance, a standard proxy for trade costs, on eBay and offline international trade flows. It considers the same set of 62 countries and the same basket of goods for both types of transactions, and finds the effect of distance to be on average 65 percent smaller on the eBay online platform than offline. Using interaction variables, this difference is explained by a reduction of information and trust frictions enabled through online technology. The analysis estimates the welfare gains from a reduction in offline frictions to the level prevailing online at 29 percent on average. Remote countries that are little known, with weak institutions, high levels of income inequality, inefficient ports, and little internet penetration benefit the most, as online markets help overcome government and offline market failures.

Justice Secretary Leila M. De Lima is standing pat on her stance against the proposal to revive the imposition of death penalty law through lethal injection against those convicted of heinous crime.

In a text message, De Lima said that as a human rights advocate she would not agree with the re-imposition of death penalty law .

She added her being the Secretary of Justice would not change her stance against death penalty law.

De Lima also expressed belief the death penalty is not the solution to stop crime.

She said it is sufficient enough to stop the commission of heinous crimes through the serious implementation of existing laws.

De Lima added the criminal justice system should be enforced without fear of or favor to any influential person.

Calls for the revival of the death penalty law surfaced after a tourism and hospitality management cum laude graduate of the University of Sto. Tomas, Cyrish Magalang, was allegedly raped and stabbed dead 49 times in Cavite last week.

U.S. President Barack Obama early Wednesday said in his victory speech he looked forward to solving the country's problems with Republicans.

Speaking at his Chicago campaign headquarters after winning Tuesday's presidential elections against Republican challenger Mitt Romney, Obama said he was returning to the White House more determined and inspired, promising to work with leaders of both parties to reduce deficit, fix tax code and work on immigration reform.

Obama also said he wanted to meet the former Massachusetts governor to discuss ways to "move this country forward."

Before Obama spoke, Romney conceded defeat at his Boston campgaign headquarters.

Romney said in this "time of great challenges for America," Republicans and Democrats should work together to avoid "partisan bickering and political posturing," saying leaders should reach across the aisles to solve the nation's myriad of problems.

"We look to Democrats and Republicans in government at all levels to put the people before the politics," said Romney.

After the election results were known, House Speaker John Boehner said in a statement that the mandate of the reelection of Obama and a GOP majority in the House is "a mandate for both parties to find common ground and take steps together to help our economy grow and create jobs."

The Department of Health (DOH) 7 has recorded a 167 percent increase in dengue cases in Central Visayas from January to October this year compared to the same period last year.

Central Visayas comprises the provinces of Bohol, Cebu, Negros Oriental and Siquijor.

According to the latest Regional Epidemiological Surveillance Unit (Resu) 7 report, a total of 11,064 cases with 49 deaths, or a case fatality rate of 0.4 percent, were recorded in the region from Jan. 1 to Oct. 20, 2012.

The figures are higher compared to the same period last year, with 4,200 cases, 22 deaths and a case fatality rate of 0.5 percent.

Intermittent rains, lack of sustainable efforts to eliminate mosquito breeding places and improper waste disposal are the factors that could have led to the increase in dengue cases, regional epidemiologist Rennan Cimafranca said.

He said the latest report is close to the number of cases recorded in 2010 of 15,000.

”We were expecting an increase in cases this year but not this high,” he said.

The youngest patient is one month old while the oldest is 95 years old. The age group most affected is from 6 to 10 years old.

Cebu City has the highest number of cases with 4,241 cases and 13 deaths, followed by Lapu-Lapu City with 895 cases and eight deaths and Dumaguete City in Negros Oriental Province with 598 cases and four deaths.

Dengue fever is a disease caused by any one of four closely related dengue viruses, which is transmitted to humans by the bite of an infected Aedes aegypti mosquito.

The symptoms of dengue fever include high fever, headache, joint pain, rash and mild bleeding.

Cimafranca said there are several factors that may have contributed to the increase in the number of cases this year, which include complacency.

”The people may have become complacent whenever the number of cases decreases. They should continue to clean their surroundings. If there is no stagnant water, there is minimal number of mosquitoes,” he added.

Improper waste disposal of plastic cups, or styropor containers, is also a factor as these could serve as mosquito-breeding places. - PNA

mas nindot pud ang atmosphere online kung ang matag usa ipatigbabaw ang gugma, kalinaw, ug panag-ambahan ilabi na kay nagkaduol na ang pasko. as i said, life is short and we can't spend it on negative things.

atong isipon nga bisan online lang ta nagkahimamat, nagpuyo kita sa usa ka panimalay, ug diha sa panimbalay anaa ang panag-ambitay sa gugma, kalinaw, kalipay ug kasakit, katawa ug kaguol.

There is a little adjustment the way we should post pictures in Tubag Bohol.

First, click the green icon (insert image) or control P if you are already in the post window. A small window will pop up on your screen. Then paste the image URL, then click OK.

(Before, we pasted first the image url, highlighted it, then clicked the insert image icon).

The new method is faster and simplified.

Second, give a name to your image.

Third, give a title to your post image.

Click post.

Despite the worldwide economic crisis, President Benigno Aquino III said good governance played an important role in maintaining the Philippines' economic growth.

In his speech at the 20th anniversary of the Philippine Exporters Confederation Inc. (PhilExport) held Tuesday evening at the World Trade Center, the President said that his administration has worked long nights to find solutions on how the country weather the global economic crisis that has affected even third world countries such as the United States and Europe.

"And through hard work, perseverance, and a little creativity, we did indeed find the solutions. Our push for reforms in our institutions is bearing fruit: We are seeing improved business confidence and greater citizen participation," he noted.

President Aquino cited such reforms like the implementation of a new budgeting process -- a zero-based budgeting, "through which we are curbing government spending on projects that simply do not work, and spending that money, instead, on programs that directly help our people."

He said his administration also pursued procurement reforms, "which allowed us to make certain that we get the best price for every bridge and every road we had to build."

The President said these reforms have allowed the government to give conditional cash assistance to some 3.1 million poor Filipino families, send their children to school, and for expecting mothers and children to receive regular medical check-ups.

"These have (also) allowed us to fund our efforts to erase our backlog in classrooms, and to expand the coverage of our health care system. Amazingly, while we were doing this, our deficit figures actually improved, from 3.5 percent of Gross Domestic Product in 2010, to two percent in 2011," he noted.

With just more than two years after the Aquino administration took office, the Philippines has been on the receiving end of nine credit ratings actions, including an upgrade of Moody’s credit rating from Ba2 to Ba1.

"The results of our efforts have also been shown in the economy. In the first 27 months of our administration, our stock market has reached record highs 46 times -- or broken highs 46 times. In the first semester of this year, our economy grew by at least 6.1 percent, so far besting our forecast of five to six percent," the President said.

The 2012 report of Knight Frank and Citi Private Bank also projected the Philippines to be the sixth fastest growing economy in the world for the period between 2010 to 2050.

"Might I emphasize -- this is all happening at a time when the world economy is beset with uncertainty," he stressed.

President Aquino urged the export industry to continue efforts as a major driver of growth for the country's economy.

"For two decades, your organization has taken the lead in developing a strong export industry, ensuring that our products are competitive in the global market. Indeed, the export sector is a major driver of growth for the national economy, creating employment and business opportunities for our people," he said.

"We in government count on our partnership with your sector. Let us sustain our solidarity and dynamism in refining our mission of revitalization with appropriate policies and procedures -- and effective infrastructure for the benefit of investors and exporters alike, which redounds to the public welfare," he added.

The President said that as long as "we remain guided by the values of excellence and integrity in our pursuits, our efforts will result in lasting equitable progress for the Filipino people."
