I-ACT identifies 11 illegally leased vehicles as colorum in Laguna; majority of the vans found crammed with passengers

The Inter-Agency Council for Traffic (I-ACT) picks up their anti-colorum operation and continuous motor vehicle inspection for COVID-19 health protocols in the area of Cabuyao, Laguna this morning, 23 April 2021, resulting in the apprehension of eleven (11) private vans in isolation of colorum.

It was found that the vehicles were all illegally leased to be utilized as company service shuttles, but without a franchise OR failed to conform to the conditions outlined in the extended Land Transportation Franchising and Regulatory Board (LTFRB) MC 2020-039 which exempts leased vehicles from securing a Certificate of Public Convenience (CPC) for the duration of the community quarantine as follows:

1. Vehicles must be secured by a Contract of Lease for a period of at least three (3) months;
2. Vehicles must be used and driven by the lessee or his/her authorized representatives;
3. Vehicles must be currently registered and covered by a comprehensive passenger insurance policy; and
4. Vehicles subject of the lease contract shall bear the proper marking of the company that it is servicing for identification.

On top of these vehicles' colorum violation, majority of the passengers aboard the units failed to observe the appropriate physical distancing and were without the mandatory face shield, which heightens the risk for COVID-19 transmission.

"If the vehicle used is owned by the company, driven by the company's authorized driver, and where the passengers are not required to pay for the transportation service—it is not a colorum violation. However, if it is a vehicle leased to the company to serve as a service shuttle, the task force needs to see a contract of lease and a passenger insurance policy to ascertain that the operation is in fact legal," discusses I-ACT special operations unit team leader Col. Manuel Bonnevie (ret).

"These are very simple requirements that benefit and provide safety nets to all parties involved.", he explains further.

The drivers of the colorum vehicles were issued an Inspection Report Summons (IRS), followed by the impoundment of their respective vehicle destined for the dedicated LTFRB impounding center in Magalang, Pampanga.

This initiative conducted by the I-ACT special operations unit, as composed of I-ACT Team Ananconda, Philippine Coast Guard (PCG), Philippine National Police-Highway Patrol Group (PNP-HPG) RHPU-NCR, and LTFRB Central Office, is in tune with the intensified crackdown of the transport sector against unregulated and illegal transport activities that threaten the safety and security of the riding public, now made even more pronounced amid the pandemic.

On the West Philippine Sea

Press Release: There is no truth to the speculation of a purported "verbal fishing agreement" between President Rodrigo Roa Duterte and President Xi Jin Ping, nor that Chinese vessels were encouraged to stay in West Philippine Sea despite the diplomatic protests and strongly worded statements of Philippine government officials. This is without basis and is quite simply, conjecture.

A fishing agreement under our domestic laws can only be done through a treaty. Per Article 2 (1) (a) of the Vienna Convention on the Law on Treaties, a treaty is an international agreement concluded between States in written form. Clearly, a treaty must be in writing. No such treaty or agreement exists between the Philippines and China.

The President does not condone unlawful commercial fishing by any state on Philippine waters. However, the President also recognizes that subsistence (non-commercial) fishing may be allowed as a recognition of the traditional fishing rights pointed out by the Arbitral Tribunal itself in its Award on Jurisdiction (para. 407) in the case between the Philippines and China.

Let us therefore stop making malicious speculations and false claims made to pointlessly inflame the situation. We ask everyone to just focus our time and effort on productive activities that will enable us help one another at this time of pandemic.

FDA TAKEN TO TASK BY LAWMAKERS OVER DELAY ON DRUG APPROVALS

Press Release: Members of the House of Representatives have put to task the Food and Drug Administration (FDA) over the perceived delay in the approval of new drug applications, including potential medicines for the deadly COVID-19.

In Thursday's hearing of the House Committee on Good Government and Public Accountability, lawmakers took turns grilling FDA General Manager Eric Domingo on the guidelines and policies of the FDA and the Department of Health (DOH) that may hamper public health service delivery, especially amid the pandemic.

Committee chair DIWA Party-list Rep. Michael Edgar Aglipay said the FDA and DOH issuances "must be up to speed so the government may immediately contain the spread of the coronavirus and its variants."

"It is the mandate of this committee to identity malfeasance, misfeasance and nonfeasance committed by public officials and to make appropriate recommendation in aid of legislation," Aglipay said.

The House panel took a cue from Speaker Lord Allan Velasco and Deputy Speaker Bernadette Herrera who have jointly filed House Resolution 1711 calling for a congressional inquiry into the policies and guidelines for the registration, utilization, manufacture, distribution or sale of COVID-19 treatment drugs, which "appear to be detrimental to public interest."

During the hearing, representatives from the Philippine Chamber of Pharmaceutical Industry Inc. and the Philippine Pharmaceutical Manufacturers Association revealed that as of March 29, a total of 1,025 applications for certificate of product registration, 50 for license to operate,
and 381 for automatic renewal have been pending with the FDA since 2015.

They even claimed that the difficulty in registering drug products in the Philippines has prompted some multinational pharmaceutical firms to leave the country and transfer their manufacturing plants to Thailand and Vietnam.

Meanwhile, some lawmakers lamented the unnecessary delay in the approval of Ivermectin and Leronlimab for use in treating COVID-19, as well as the lack of supply of Midazolam, Tocilizumab and other repurposed drugs for the treatment of the coronavirus disease.

Pending the results of local clinical trials on Ivermectin, Domingo pointed out that the FDA has granted some hospitals compassionate special permit for its use to treat COVID-19 patients.

At this juncture, Deputy Speaker Lito Atienza accused the FDA of "dribbling" the issue on Ivermectin. He even went further by commenting that the current FDA chief is not fit for the job.

In her interpellation, Herrera said it is high time the FDA expand the list of drug products under emergency use to give doctors and patients more choices of COVID-19 medicines.

To address the lack of supply of repurposed COVID-19 drugs, Herrera called on the FDA and DOH to strengthen the capacity of local drug manufacturers to address the pharmaceutical needs of the public amid the COVID-19 crisis.

"We should actively push for self-sufficiency of our own pharmas to ensure accessibility and affordability of life-saving drugs," she pointed out.

The party-list lawmaker also asked the DOH to consider suspending Department Order 2013-0021 that require local pharmaceuticals to register with the 33-step ASEAN guidelines before they can manufacture and market prescription drugs, and go back for the meantime to the 12-step national guidelines.

The inquiry focused on FDA Circular No. 2020-12, entitled "Guidelines for the Registration of Drug Products under Emergency Use for the Coronavirus Disease 2019," and DOH's Department Memorandum No. 2020-0138 adopting clinical practice guidelines on COVID-19.

The FDA circular and other related guidelines have been questioned for being arbitrary, bureaucratic, and inhumane for causing unnecessary delays in the approval and clearance of drugs and therapeutics for emergency use authorization or for use of drugs under compassionate special permit against COVID-19.

One year into the pandemic, doctors and scientists are still scrambling to find treatments and drugs that can save lives of those infected with COVID-19 and perhaps even prevent people from getting sick.

Several doctors, politicians and business leaders have been pushing for the use of the human-grade Ivermectin as a treatment and prevention drug for COVID-19 in the wake of clinical trials abroad showing that the anti-parasitic drug is effective against coronavirus.

In the resolution that they filed, Velasco and Herrera lamented how COVID-19 has continued practically uncontrolled and unabated, "severely affecting the efficiency and capacity of our public and private health system, negatively impacting our economy, and compromising the health and safety of the Filipino people."

"While there is no actual cure for COVID-19, health, drug and medical experts have come up with a treatment protocol including the administration of certain drugs and therapeutics currently allowed for use and treatment of COVID-19," the House leaders said.

"In our efforts to examine and help propose possible solutions to help alleviate the effects of this public health crisis, the House of Representatives has followed the developments on the registration, utilization, manufacture, distribution or sale of drugs for emergency use authorization or for use of drugs under compassionate special permit against COVID-19," they added. #18thCongress #PartnersForChange

LGU Philippines / Dalaguete Mayor Jeffrey Belciña
April 23, 2021, 09:28:22 AM
News Copy: Dalaguete Mayor Jeffrey Belciña is all smiles when Governor Gwendolyn Garcia assured him that the Cebu Provincial Government will once again help Dalaguete farmers by buying their vegetables. This will solve the oversupply of vegetables there.

Recently, Dalaguete farmers are facing an oversupply of vegetables and as a result, are selling them at very low prices. For example, first-class cabbages are sold at P6 per kilo, while the "reject" ones can be bought for as low as P4 per kilo.

In her visit to the town on Thursday, the Governor said the Province will buy these vegetables and donate it to charitable institutions.

Belciña also told the governor that they have been into community pantries to provide households with free vegetables.

At the height of the pandemic last year, Dalaguete also suffered from the effects of lockdown when tons of their vegetables were stranded, unable to cross borders for bigger markets in Cebu City. Governor Garcia solved the problem. The Province purchased the vegetables and supplied them to provincial and city jails, provincial and district hospitals and some charitable institutions. | via #SugboNews2021

Increased ICU capacity to address COVID-19 surge – Palace

Presidential Spokesperson Secretary Harry Roque Jr, in his press briefing today, April 22, 2021, underscored the national government's strategy to focus resources and concentrate on increasing intensive care unit (ICU) capacity to address the current surge in COVID-19 cases and to allow the possible lowering of community quarantine classifications and the reopening of the economy.

"Ang kinakailangan po talaga nating dagdagan ngayon ay ang ICU beds. Mukhang hindi po critical ang isolation beds, ang ating ward beds, at saka ang mga TTMFs, we have more than enough. Pero kinakailangan talaga damihan yung ICU beds," stressed Secretary Roque in his press briefing in Malacañang today, April 22, 2021.

National Task Force Against COVID-19 (NTF) Deputy Chief Implementer and Testing Czar Secretary Vince Dizon, who was a resource person in the said press briefing, reported that public and private hospitals have already committed an additional 176 ICU beds, which when activated can lower ICU utilization rate to roughly 70 plus percent.

Sec. Roque said that if this 70 percent ICU utilization rate is achieved, it will make ICU utilization rate fall into the moderate category, which he said would probably justify lower quarantine classification.

"Yung sinabi ni Sec. Dizon kanina na 176 additional, yan po ay crucial kung gusto nating magbaba ng quarantine classification at magbukas ng ekonomiya dahil kinakailangan mapaghandaan natin yung mga magkakasakit ng critical at magkaroon ng ICU beds," Roque said.

Roque also talked about the plan to convert regular beds in some hospitals in the country to ICU beds. "We are aiming to add, in addition to the 176 na vinolunteer na, additional 200 sana po," Roque said. However, he stressed that this is still at an early stage where they are currently asking hospitals how many of their regular rooms can be converted to ICU beds.

The Palace spokesman also underscored that aside from increasing the actual ICU capacity, the national government has also started to employ the strategy of transferring those mild to moderate cases to step-down care facilities or Temporary Treatment and Monitoring Facilities or TTMFS.

Meanwhile, Sec. Dizon made mention that the government spends roughly an average of about P3,000 per individual for about 1,500 overseas Filipino workers (OFWs) per day. Dizon stressed although this costs the government some P4.5-M, subjecting the OFWs to strict 14-day quarantine is necessary to protect the families of the OFWs and ensure protection for Filipinos.

Secretary Roque underscored that the problem with financing the quarantine of returning OFWs started when the quarantine protocol was extended to full 14 days, which resulted in additional expenses for the Overseas Workers Welfare Administration (OWWA).

"Dati-rati one to three days lang po ang bayad nila sa hotel at 3,000 a day.  Ngayon po nagiging seven to nine days, so ang natitirang budget po as of April 16 na budget ng OWWA para po sa quarantine facilities, transportation, food/meals, cremation/funeral services ay P1.4 billion. At ang sabi po ng OWWA ay inaasahan nilang mauubos ito by mid-May," said Secretary Roque.

However, the concurrent Inter-Agency Task Force (IATF) spokesperson assured that the Department of Budget and Management has guaranteed that the agency will find a source of additional funding for OWWA. "Ang additional na kinakailangan po ng OWWA dahil nga po dito sa mas matagal na quarantine ay tumaas po ng 10,626,370 para lang sa quarantine facilities," said Sec. Roque. He added that the OWWA now needs an additional budget of PhP 9,884,583,147.

Also in the same press briefing, NTF Chief Implementer and Vaccine Czar Secretary Carlito Galvez Jr confirmed the arrival today of another delivery of Sinovac vaccines from China. Sec. Galvez also confirmed the possible arrival of Gamaleya/Sputnik vaccines by April 25. Sec. Galvez also reported that as of April 21, 2021, 1,612,420 vaccines have already been administered, and 1,397,628 Filipinos have been vaccinated. ### OPS-PCOO

Press Release: Statement of Presidential Communications (Government of the Philippines) Secretary Martin Andanar on the death of his father, Special Envoy and ex-DILG Undersecretary Atty. Wencelito Andanar

It is with deep sorrow that we bid farewell to my father, Atty. Wencelito Andanar, who succumbed to liver cancer this morning, 7:50 am, at the Veteran's Memorial Medical Center.

My father was the greatest man and mentor I have ever known. He was my idol and I looked up to him, so much, that he inspired me to join public service.

Papa was a man of service, having dedicated his professional years as a public servant within different government agencies. Over the course of his career, he was also the OIC Governor of Surigao del Norte from 1986 to 1988. Consequently, he served as the Chairman of the Philippine Coconut Authority (PCA) from 1982 to 1992. During the administration of President Corazon Aquino, he was appointed as Presidential Assistant from 1989 to 1992. He was also the Undersecretary of the Department of the Interior and Local Government from 2001 to 2007.

My father's excellence in public service spanned many presidents. In 2018, he was appointed as the Special Envoy of President Rodrigo Duterte to Malaysia. And through his leadership took initiative to bridge the Bangsamoro Autonomous Region of Muslim Mindanao to the global market. Despite the pandemic, he was able to continue to work with the Malaysian government and assist in the repatriation efforts for overseas Filipinos.

I know I speak for many when I say that we have lost not just a remarkable civil servant but a pillar in our lives. He may no longer be with us, but his deeds and his legacy will continue to live on in our hearts.

Paalam, Papa! Thank you for being a brother, a father, a confidant, and a friend. You had a life well-lived. You are a lifelong example of leadership and selflessness. When I meet you in the sun, I shall tell you much.

EARTH DAY 2021: SPEAKER VELASCO CITES URGENT NEED TO TACKLE PLASTIC POLLUTION

As the Philippines joins the global community in celebrating Earth Day, Speaker Lord Allan Velasco today sounded an urgent call to address plastic pollution which has become one of the world's most pressing environmental issues.

Velasco said there is a compelling need to introduce direct and tangible actions to curb plastic pollution, such as imposing a ban on harmful and unnecessary single-use plastic products.

"We should be more determined and proactive in eradicating plastic pollution. We are racing against time to save our planet," Velasco said.

Citing data from the International Union for Conservation of Nature (IUCN), Velasco said that over 300 million tons of plastic are produced worldwide every year with at least 8 million tons end up into the oceans, ultimately threatening the ecosystems of marine wildlife.

Velasco said the ongoing COVID-19 pandemic has even made the situation worse with the production and importation in large quantities of personal protective equipment or PPE to fight the coronavirus.

"All these end up in open landfills and the ocean, adding to the already worsening problem of pollution," he lamented, adding that these plastic pollutants are "very harmful to both marine animals and humans."

According to IUCN, marine species ingest or are entangled by plastic debris, which causes severe injuries and deaths. It added that plastic pollution threatens food safety and quality, human health, coastal tourism, and contributes to climate change.

Velasco said one recent event that has revealed the extent of plastic pollution on the planet was the historic dive of Dr. Deo Florence Onda, a microbial oceanographer from the University of the Philippines-Marine Science Institute, to the Emden Deep, the world's third deepest point.

While the Filipino nation celebrated this feat, Velasco noted that the explorers have also witnessed the presence of plastic debris and fabric waste pollution at the astounding depth of 10,045 meters.

"Indeed, pollution has reached the deepest recesses of nature, which is God's gift for all of humanity," he said. "This is an alarming reality that should serve as a wake-up call for the entire humanity."

Velasco said that while the task may seem to be extremely difficult or nearly impossible to achieve, "we need to take steps before our land and ocean are overwhelmed with plastic waste and we are deprived of our much-needed food supply and balanced biodiversity."

To help address this need, Velasco said the House of Representatives under his leadership has committed to finding better and more efficient solutions to address the problems regarding pollution and climate change, and be able to adjust to the sustainable new normal under these trying times.

Velasco is one of the main proponents of House Bill 9147, which seeks to regulate the production, importation, sale, distribution, provision, use, recovery, collection, recycling and disposal of single-use plastic products. The bill is currently under consideration for second reading.

"The measure also provides steps for the eventual phasing out of single-use plastic products, a step that is from all accounts, one in the right direction," Velasco said.

Among other objectives, the bill aims to protect life, both land and water, from hazards posed by plastic pollution and to ensure that non-compostable single-use synthetic plastic products do not leak into nature.

It also seeks to promote circularity through reduction, reuse and recycling of plastic trash. #18thCongress #PartnersForChange

DOTr, SM LAUNCH BIKE MANUAL TO BE DISTRIBUTED NATIONWIDE AS BIKE LANES, FACILITIES CONTINUE EXPANSION

Press Release: In line with the continuing promotion of active transport, the Department of Transportation (DOTr), in partnership with SM Supermalls, formally launched today, 21 April 2021, the DOTr-SM Bike Manual to be distributed nationwide to thousands of road users.

The Active Transport (Bike) Manual is a passport-sized booklet, which aims to educate cyclists, motorists, pedestrians, and other road users with regard to safety, courtesy, and etiquette while using the country's roads. For the pilot launch, around 140,000 published copies in English and Filipino will be distributed for free in all SM Malls nationwide.

The biker's manual highlights important safety guidelines and pointers for cyclists. These include the use of safety gears, regular bicycle inspection and maintenance, the use of hand signals, identifying blind spots to avoid crashes, how to make safe right turns, and road/traffic protocols.

The bike manual, along with other information campaign materials, is primarily based on the Active Transport Guidelines initiated by the DOTr. The initiative was also made possible with the support of the Department of Public Works and Highways (DPWH), Department of Interior and Local Government (DILG), Department of Health (DOH), Metropolitan Manila Development Authority (MMDA), and the Move as One Coalition.

"The DOTr will continue to support the use of active transportation as a viable addition to existing modes of transportation," DOTr Secretary Arthur P. Tugade assured.

"Across all SM Supermalls, there are now more than 500 bike racks, and more than 80 repair stations nationwide, and now, thanks to our partnership with the DOTr, and the support of all other partners, we are here to launch the next phase of our project, which is the DOTr-SM Bike Manual," SM Supermalls President Steven Tan said.

"The establishment of bike lanes is an ongoing effort of the DOTr and the DPWH, ever since the start of the pandemic, and the MMDA has been coordinating among agencies, local government units, and cycling advocates. The MMDA fully supports this initiative of the DOTr, in partnership with the DILG, DPWH, DOH, Move as One Coalition, and the SM Supermalls, aimed at promoting road safety, courtesy, and etiquette, not just for bikers, but for all road users," MMDA Chairman Benhur Abalos expressed.

Moreover, Secretary Tugade said the cooperation of various concerned agencies and private sector partners has resulted in the swift development of bike lane networks in the country. However, he also emphasized that the establishment of bike lane networks started in 2018 or even before the start of the COVID-19 pandemic.

To date, a total of 296 kilometers of bike lanes has been completed with pavement markings, installed bollards, curbs, and solar studs. Before the year ends, Secretary Tugade said the project will be completed with 535 kilometers of bike lanes in Metro Manila, Metro Cebu, and Metro Davao.

"To our countrymen, help us make this project succeed. Let us make this a citizen-driven initiative," the transportation chief appealed.

"Nananawagan din 'ho ako sa ating mga kababayang nagmamaneho ng mga de-motor na sasakyan na pairalin ang pagbibigayan sa kalsada, lalo na kung may bike lane na nakatayo sa mga ito. Gawin nating ligtas ang ating mga sarili, pati na rin ang buhay ng mga namimisikleta at pedestrian," he added.

Aside from mitigating environmental pollution, the use of active transport such as cycling is encouraged by health authorities as an effective way to social distance and promote mental and physical wellness, especially this time of the pandemic.

"Active transport will help us move more people across our cities and municipalities safely and promote economic recovery, by reducing the risk of COVID-19 transmission through a well-ventilated and physically distanced means of travel for our frontliners and essential workers," Department of Health (DOH) Director Beverly Ho said in her message.

MinDA FORMS INTER-AGENCY
ECONOMIC RECOVERY BODY

An Inter-Agency Council composed of government agencies and the private sector was formed yesterday to lead Mindanao's Economic Recovery Facilitation by addressing issues and concerns which would impede the region's return to normalcy.

Among the issues addressed yesterday were the delay in the transport of goods because of bottlenecks along the highways, the Mindanao vaccination program, fasttracking the processing of loans with the Development Bank of the Philippines and the Land Bank of the Philippines and facilitation of the marketing of goods.

The Mindanao Development Authority (MinDA) hosted the second forum aimed at getting all sectors together to address issues which could boost Mindanao's Economic Recovery Post-COVID 19.

Yesterday's forum involved the different government agencies, including government financing instituions, who will be presented to react to issues and concerns raised by the private sector in the first forum two weeks ago.

The purpose of the forum is to collate issues and concerns and at the same time present solutions to facilitate the economy recovery of the region.

It is expected that at the end of the exercise, MinDA and the stakeholders will be able to establish the Mindanao Economic Recovery Facilitation Council (MERFC) which would serve as the cog to focus all effots towards a common objetive.

"Sa tulong ng mga mabubuting-loob na mga donors, nakarating ang PNP Food Bank sa mga lugar na sinalanta ng mga trahedya at mga komunidad na nangangailagan ng ayuda."

"Hindi makikialam ang PNP sa aktibidad ng mga pribadong grupo na mamahagi ng ayuda sa mga tao."

Rather, we will continue to extend utmost assistance to ensure smooth and orderly operations of private sector outreach activities with greater emphasis on the health and safety of both benefactors and beneficiaries of these public endeavors.

However, we deplore apparent attempts by certain quarters to create mass hysteria by propagating falsehood and fake news over cyberspace. These persons will be unmasked, investigated and their motives probed.

"Hindi namin palalampasin ang ganitong pagpapalaganap ng kasinungalingan upang magsulong ng kanilang layunin."

Philippine History / Magellan Burns Mactan Huts

Magellan Burns Mactan
Miguel Lopez de Legaspi's expedition in the Philippines was noted for its brutality - burning down huts, and coercing natives to convert to Christianity.

But before he came here, Ferdinand Magellan also did the same to locals in Mactan. Historical claims say this enraged the natives and drove Datu Lapulapu's warriors to fight the outnumbered Europeans in close-range combat, leading to the Portuguese explorer's demise.  #CDNDigital

Statement from Deputy Speaker Loren Legarda

By now, the die has been cast. Community pantries that have sprouted nationwide will continue to be supported by local governments and even the PNP and DILG.  Government will be there to assist, ensure that health protocols are followed and that people do not crowd.  The speed with which people took up the burden of making food available for the hungry when someone started setting the example is nothing short of phenomenal.  And truly, it would have been to the detriment of anybody trying to stop this or give it political color had they succeeded in the clampdowns or threats.  Absolutely nothing should get in the way of helping others out when they have nothing to eat.

Yes, there needs to be order, but the very essence of these community pantries is for people  who are hungry not to have to resort to disorderly measures just to put food in their stomachs. Yes, there is a danger they would be disorderly but they prevent a much larger, more pernicious security threat – the desperately hungry. No civilized nation should allow any of its citizens to go hungry and when it happens, it is the duty of everyone, not just the State, to step up.  The right to life, ensconced in the Universal Declaration of Human Rights and our own Constitution, is the most basic of rights and when citizens take up the duty to uphold and respect it, it should be celebrated and copied, as it was multiple times across the country.

The lesson which we are glad all those attempting to mess with this outpouring of goodwill is this:  You can't kill kindness.  No matter how much fear you put in the hearts of people who are merely trying to create a just society, kindness will thrive and the only way forward is to join in.

Legarda: Comprehensive contact tracing, key strategy in COVID-19 response efforts

Three-term Senator, now Deputy Speaker, Loren Legarda stressed the importance of effective and efficient contact tracing as a tool to curb further local transmissions and reduce mortality rate of COVID-19 in the country.

"Contact tracing, if properly employed as a preventive strategy, will bolster the country's fight against the COVID-19 pandemic. Contact tracing was effectively implemented during the SARS outbreak in 2003 and the Ebola outbreak in 2014. This may be a laborious process, but this can be a key component in ending the spread of COVID-19 virus," Legarda said.

"Many countries have successfully employed contact tracing as a cornerstone of their COVID-19 response plans, such as South Korea, Singapore, and Germany. It has its limitations and challenges, but contact tracing is a proven strategy in containing infectious disease outbreaks. Even the World Health Organization (WHO) stated that contact tracing is an essential public health tool that will break chains of transmission when systematically applied," Legarda added.

"This is why in one of the Cabinet Cluster meetings that I was invited to attend, I recommended the hiring of contact tracers under the Department of Labor and Employment (DOLE) - Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (DOLE TUPAD) program, particularly in the NCR+bubble areas then.  This can also be expanded to other areas where there continue to be high incidence of COVID-19 positive cases," Legarda added.

Based on information by DOLE, the Department has already coordinated with the Department of Interior and Local Government (DILG) for the hiring of contract tracers to be employed under the TUPAD program.  Under Republic Act No. 11494 or the Bayanihan to Recover as One Act approved on September 11, 2020, which was co-authored by Legarda, the DILG was tasked to hire contact tracers per local government units.

"We have previously utilized our DOLE TUPAD workers in our COVID-19 intervention, specifically for the clean up, disinfection, and sanitation of their homes and respective communities. Hiring TUPAD workers to take on a more challenging role as contact tracers will not only give our displaced workers a source of income but will also give them the sense of fulfillment that they are doing a crucial job in the country's fight to curtail the spread of the virus," Legarda said.

"With proper training and support, adequate resources, and a comprehensive contact tracing plan, this strategy may be our chance for survival. While we may not be as advanced as other countries who used technology as their means of contact tracing, we can employ a uniform and systematic contact tracing system all over the country to have more organized data and assist our contact tracers in gathering significant information faster. Our fight against this unseen enemy is a fight easily won through a whole-of-government, whole-of-society approach. Let us work together as one, aiming for a common goal of sustainable and inclusive growth and recovery amid the ongoing pandemic,"Legarda concluded.***

POLICE GENERAL DEBOLD M SINAS
Chief, Philippine National Police
April 20, 2021
NO PROFILING, NO RED TAGGING

There is no order from the National Headquarters to conduct any form of profiling of organizers of community pantries. It is beyond the interest of the PNP to delve into purely voluntary personal activities of private citizens.

We are aware of the activities of these community pantries as an expression of Bayanihan spirit, but we have no intention to interfere but to serve the best interest of law and order and public safety in such public activities.

Of particular consideration is the observance of public health standards when there is gathering of ten or more persons that builds-up a crowd.

We have seen similar activities during the community quarantine of 2020 when some farmers' organizations and LGUs hauled their surplus produce of fruits and vegetables to depressed communities in Metro Manila.

Similarly, police did not interfere with these activities rather extended utmost assistance to ensure orderly distribution to the needy.

SPEAKER VELASCO HAILS MEDIA'S ROLE IN FIGHT VS COVID-19

Speaker Lord Allan Velasco on Tuesday hailed the crucial role played by the mainstream media in the ongoing fight against COVID-19 during a virtual event that brought together the captains of the country's broadcast industry.

Velasco told members of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) during their general meeting and oathtaking of newly elected officers and trustees that the press played a vital role in spreading reliable news and information amid the pandemic.

"Timely, accurate, and verified information received thru the mainstream media has justly empowered our people, enabling greater and more equitable access to health care, preventing discrimination, and avoiding social stigmatization," Velasco said in his message after administering the oath of office to KBP officers and trustees.

According to Velasco, access to reliable information and to free and independent media is essential to promote transparency and accountability, as well as combat misinformation and contribute to public confidence and support for government efforts to beat COVID-19.

"For every ayuda not properly distributed, let us give hope by highlighting LGUs (local government units) that have efficiently rolled out the process," the Speaker said.

He added: "For every claim of adverse effects after inoculation, help us encourage and push for stronger vaccine confidence. We ask you to help us, your people in government, because we need to fight this monumental battle together."

Aside from keeping the public credibly informed, Velasco said the mainstream media also "help protect the health and safety of communities by neutralizing or preventing the spread, not just of the virus, but of false or misleading information."

"We express concern at the damage which can and has been done by the spreading of false or manipulated information about the disease and government's pandemic response," the House chief pointed out. "We need to push back on disinformation and propaganda, and the support of mainstream media is crucial in this fight."

Velasco also commended and thanked media organizations and their workers for their "unwavering commitment to provide the general public up-to-date, verified, and timely information, despite the health and safety hazards posed by the pandemic."

He said media workers are also frontliners in the fight against COVID-19. "Hindi po matatawaran ang kontribusyon ng mga kasama natin sa media bilang tunay na frontliners sa laban natin kontra sa umiiral na pandemya. Maraming, maraming salamat po sa lahat ng tulong, sakripisyo, at kadakilaan ninyo."

Established in 1973, KBP is the premier broadcast media organization in the country, comprising of 122 broadcasting companies operating 691 radio and 51 television stations nationwide. #18thCongress #PartnersForChange

BIGIW AMAKAN

These carved wooden hulled outrigger boats belong to the bugsayan categories of the local boats in the seas of Bohol, most commonly in Maribojoc Bay, and the Mindanao sea.

Bigiws used to ply the rivers of Cortes until the estuary, the practice spread through Tagbilaran waters and on to southern Bohol, a sighting of one bigiw was in Albur in late 1980. Now, bigiw amakan are among Bohol's vanishing boats.

Possibly common in Bohol, the bigiw outriggers are sleek carved wooden hulled boats double outriggers with ribs that allow for hull-extensions further increasing the loading capacity of the boat.

With the absence of marine plywood in olden days, boat builders use easily available materials as hull extension: woven bamboo, which has to be caulked with resin or tar, this lends to the bigiw a black interesting woven design that creates interesting patterns in the water.

Designed as a wave breaker, bigiws have long pointed bow (dung) where its prow called pamaong ends in fully wrapped 4 to 6 feet covered deck until the end piece where a rounded cleat allows better berthing.

The bigiw's opening, relatively smaller, starts after the splashboard outrigger boom crossing (called platik) until about four feet where open hull allows for one or two seats (called langkapan) to the ulin (stern) when it is again a covered deck until the end piece where another cleat sits.

The bigiws also sport outriggers, for a better stable platform for fishermen in their sorties out in the sea.

The outriggers, made of bamboo tubes (katig) have natural ballast properties and connects to the boat hull by a bamboo pole (platik) and tied to it firmly to allow the boat hull to balance on its outriggers.

There were times when marine plywood were still unavailable that bigiws were commonly crafted in woven bamboo slatted strips (amakan), and fastened to the canoe hull by bamboo ribs topped by wooden gunwales.

But considering that bigiws afford much smaller storage spaces for a night fishing sortie, bigiws have been the fisher's day fishing boat when one needs no thick jackets, a meal pack and an assortment of deep sea fishing implements.

In Bohol where the Amihan (easterly winds) and the Habagats (Monsoons) are notoriously fearsome, for people who go out to sea, a properly designed sleek boat that can ride the waves and cut through the surf spells the difference between getting easily capsized and losing the fish catch or the fishers life and paddling home safely.

The bigiws, owing to their relatively smaller open hulls and closed decks reduce the chances of getting in water. That, added by the recent skirting which fishermen use in foul weather, it makes the bigiws virtually an unsinkable empty ballast tank.

The strong winds which makes boats veer off steering is a little match to the covered decks of the bigiw, as its sleek design catches very manageable wind making steering the boat easy, even in gale force winds.

The sleek wooden hulled boat also makes it easy to break off the surf and glide with the waves, making it a true wave surfer of sorts.

In Salvador Cortes, the surviving boat maker who has built and can build a bigiw is Alejandro Hubac (ANDOT), 68 years old, a carpenter.

It was when the family-owned pumpboat was bound for the junk when he started experimenting in a repair project that would make the boat smaller, lighter and sleeker.

After proving that he can restore and successfully launched the family fishing boat quite decently as a young carpenter, he was in no time, looking at sleek bigiws for an unmarried fishermen who needed a fast for the paddle boat, in the 1980s.

Having been enlisted by a rich neighbour into a mass-boat building shop, Alejandro easily slid into the groove and was soon testing his craftsmanship and faring well against the seasoned builders. In the shop, he also learned of the sakayan amakan technology in the 1980s.

Seeing his good boats, fishermen soon trooped to his house where he set-up a crude shop under the ancestral house, to have their boats built.

When his craft in bigiws spread, he had orders and was even commissioned by an entrepreneur, even as he moonlighted on projects in his crude shop.

Recently, he adopted the technology of steel epoxy and wood glue, graduating to fiberglass technology and yacht-building in small contracts in Dauis and Panglao.

He eventually retired and went back to his home-based shop in Cortes.

Bigiw amakan may be impractical  this time, but to honor the skill, craftmanship and our forefathers' deep understanding of maritime science, Andot may be our last hope. (rahchiu/PIA-7/Bohol)

Statement of the Department of the Interior and Local Government

HON. EDUARDO M. AÑO
Secretary of the Interior and Local Government

I have not ordered the PNP to look into the community pantries around the country. The community pantry has been a traditional practice in our country as part of Bayanihan culture and spirit specially in the times of calamities and disasters. Iba iba lang ang pangalan: community pantry, food bank, soup kitchen, kapitbahayan and ayuda, among others. In the spirit of Bayanihan, many Filipinos have been doing selfless acts of kindness since last year.

As long as the intention is good and without political color, it should be encouraged and supported. Since this is a purely voluntary and private initiative, we should not interfere except to ensure that minimum health standards are complied with. Hence, organizers must adhere to existing laws and local ordinances especially those issued to prevent the spread of Covid-19. As to the issue of whether organizers are required to secure barangay permits, organizers should consult with the concerned barangays if such is required.

The PNP and/or local officials may just come in if there is any violation of law, if there are complaints from the community, or if the organizers seek their help. The LGUs, barangays and the PNP are ready to provide utmost assistance to ensure orderly distribution to the public.

Ormoc, Gaisano reach "win-win" solution for city property

Press Release: ORMOC CITY Mayor Richard I. Gomez is elated after successfully negotiating with the operators of Gaisano Metro Ormoc for the return of the city's 3,000-square meter property situated in the middle of the city, untying it from possible years of litigation.

Mayor Gomez wants to turn the property into a mixed commercial/parking space building to meet the parking needs of residents and visitors.

The parties reached the agreement on the afternoon of Monday, April 19, through a zoom conference.

Taipan Development Corporation, the operator of Gaisano Metro Ormoc, agreed to release possession of the property in exchange for the city's releasing them their insurance proceeds from their Yolanda claim.

The property is currently in litigation after the LGU filed a complaint in the Regional Trial Court here, asking that the contract between the parties be voided. This came after the property was razed by fire in July 2017, and the LGU found out that it was not insured, which is a violation of the contract.

Atty. Joy Mejia-Romero, city legal officer, described the deal as "fair" and what is more important is that the City gets possession of the property already. "It abbreviates what could have been a long process," she said, citing that the case could even go up the Supreme Court had the parties not reached a compromise. However, she added, that the deal has yet to be approved by the Court.

Mayor Gomez, on his part, thanked Taipan Development Corporation for the compromise, saying that the good relations of the LGU and the company remains.

• Rough to very rough seas over the northern and western seaboards of Northern Luzon (2.5 to 5.0 m) and the eastern seaboard of Caraga (2.5 to 4.5 m) and rough seas over the remaining seaboards of localities where wind signals are in effect and the eastern seaboard of Davao Oriental (2.5 to 4.0 m). Sea travel is risky for small seacrafts over these waters. Mariners without the proper experience should immediately seek safe harbor.
• Moderate to rough seas over the western seaboard of Central Luzon (1.2 to 3.0 m). Mariners of small seacrafts are advised not to venture out over these waters. Inexperienced mariners of these vessels should avoid navigating in these conditions.

Track and Intensity Outlook
• On the forecast track, Typhoon "BISING" will move generally northward or north northwestward until Wednesday (21 April) evening or Thursday (22 April) early morning. Afterwards, the typhoon will move northeastward throughout Thursday and east northeastward on Friday (23 April) away from the landmass of Luzon.
• The typhoon is forecast to maintain its current intensity in the next 12 to 24 hours before gradually weakening throughout the remainder of the forecast period.

Location of eye/center

Today is the 144th birth anniversary of Vicente Sotto, the acclaimed Father of Cebuano Literature, Language, and Journalism. A staunch nationalist, he immortalized the Philippine Revolution and the Filipinos' war against the U.S. through his vernacular writings in various Cebuano newspaper. He advocated for freedom of speech and the press during the American period. When he became a Senator, he championed the Press Freedom Law (Republic Act No. 53) in then newly born Third Philippine Republic in 1946.

In 1961, during the birth centenary of Jose Rizal, he donated his 1888-1892 issues of La Solidaridad, the newsletter of the Reform Movement, to the Jose Rizal National Centennial Commission (now the National Historical Commission of the Philippines). It is now housed in the Museo ni Marcelo H. Del Pilar in Bulakan, Bulacan. The said copy is biggest intact collection of the newsletter owned by the government.

Thousands lose homes as flood hits city, 3 towns
BY JUDY F. PARTLOW, ROMY AMARADO & MARICAR ARANAS
Visayan Daily Star, Archived in January 2009

More than 2,000 households in seven barangays in Valencia, Negros Oriental are now skimping on water after flashfloods triggered by heavy rains damaged a major water source in that town on New Year's eve.

Meanwhile, about P2 million in damage was caused by busted water pipes that partially washed out three residential houses, some livestock and cornfields due for harvest in Maayong-tubig, Dauin, while in  Vallehermoso, eight major flashfloods were recorded.

In Dumaguete City, at least eight houses in barangays Junob and Balugo were also washed out and scores of others were damaged.

In Valencia, it may take a week or even longer to fix the Catmon source that supplies water to the villages of Balugo, East Balabag, West Balabag, Balayag Manok, Kalayugan, Bong-ao, and Palinpinon, site of the 192.5 megawatt geothermal power plants, sources said.

No casualty was reported  in the separate floodings.

At least six distribution pipelines of the Catmon water source, located in Barangay Apolong, were carried away when the Banica River overflowed at the height of the New Year's Eve celebration.

Heavy rains had triggered flashfloods that night, leaving hundreds of families homeless and millions worth of houses and other properties damaged, initial police reports had said.

The Valencia government has diverted another major water source to deliver water during prescribed hours in the affected villages of Palinpinon, Balayag Manok, and Bong-ao, while a water tanker has been deployed to East and West Balabag, Kalayugan and Balugo.

The local government recovered the washed out pipelines downstream the Banica River.

Repair crew are working to bring back water supply to the affected villages, however, their timeline depends on whether they get a break in the weather especially with a low pressure area sighted in the region, the same sources said.

IN DAUIN

Negros Oriental Deputy Provincial Director for Operations, Sr. Supt.  Rey Lyndon Lawas, said there was no  potable  water  supply  because of  the  flood in barangays Maayongtubig, Malongcay Daco, Bagacay, Anhawan  and Masaplod Sur, in Dauin.

IN VALLEHERMOSO

In  Vallehermoso, Lawas said the eight  major flashed floods  affected areas Sitio Cabanglay,  Barangay Bagawines,  Barangay Poblacion, Makapso, Tabon and Puan. Also, a  reported  landslide occurred  in Sitio Cantuba, Barangay Macapso  and Sitio Cabaron and  Mayon of  Barangay Tagbino.

Reports  also  revealed that  a  three-hectare papaya  plantation in  Barangay  Bagawines  was  also washed  away.*JFP/RA/MA

In 2019, I distinctly remember, I asked Secretary Art Tugade how he manages to crack jokes, smile, and work nonstop even if we know he also has some personal issues and problems deep inside.

His answer struck me:

"I try to conquer my problems. I do not allow my problems to conquer me. I subdue them."

And then he added:

"Hope, I am telling you this because this must also be your attitude. Itatak mo 'yan sa isip mo."

Natigilan ako. Nag-isip sandali.

Then, I realized how fortunate I am to be mentored by this great man and leader. Huhubugin ka n'ya. Huhulmahin ka n'ya para gumaling at tumatag ka.

Sec. Art is not only decisive and iron-willed; he truly carries the onus of leadership by guiding and mentoring his subordinates in career and in life.

Parang tatay.

He likens career advancement to ancient Rome's gladiator tournaments. He believes that one's culture, values, and ways of doing things determine a person's rise through the hierarchy.

"When I give you seeming difficulties, it is because I want you to become a corporate gladiator. And one thing I do in making you a corporate gladiator is inculcate in you practice, tolerance, the ABILITY TO WITHSTAND PAIN, the ability to be creative, and the ability to be innovative in order to survive," he said.

May pandemic eh. Kaya lang, sabi n'ya, "COVID must not stop us from doing our jobs, our commitment to the public."

Have a blessed Sunday, everyone!

ON this day, 500 years ago, the earliest recorded Christian baptism in the Philippines took place in Cebu. It was a Sunday and the venue was at the consecrated piaza where Rajah Humabon, the ruler of Cebu, had allowed the Spaniards to mount a Christian cross and bury two of their countrymen four days earlier.  The ceremony was officiated by Fr. Pedro de Valderrama, chaplain of the Magellan-Elcano expedition.  Originally intended only for Rajah Humabon, the baptism was extended even to the local officials present.

Ferdinand Magellan, the expedition's captain, threatened  the allies of Humabon who refused to be baptized that they would taste the wrath of Spain.  Intimidated, the said allies who came from various parts of Cebu received the sacrament.  Here, Magellan contradicted his statements days earlier "that they should not become Christians for fear or to please us, but of their own free wills," Antonio Pigafetta, chronicler of the expedition, noted.  Magellan also said that he "would not cause any displeasure to those who wished to live according to their own law."

Humabon was baptized as Carlos, after the then incumbent king of Spain; his heir became Fernando, named after the brother of the Spanish king; Rajah Colambu of Mazaua received the name Juan, most likely after the brother-in-law of King Carlos of Spain, João III, King of Portugal.  Around 500 men were baptized before noon.  Magellan ordered the display of a large cross in the middle of the piaza for veneration, reiterating to the new converts the need to "burn all their idols and set up a cross in their place."  After the baptism, Humabon and the chiefs declined Magellan's invitation for a lunch aboard the flagship, Trinidad.

After lunch, another baptism was held for women, including the wife of Rajah Humabon and family, and 800 more.  The queen of Cebu waited for Fr. Valderrama on shore, because the usual lunchtime among the Spaniards is at 2:00 pm.  The baptism continued on the succeeding days.

Meanwhile, the Catholic Bishops' Conference of the Philippines designated the 500th anniversary of the baptism in Cebu as the reckoning date of the 500 Years of Christianity in the Philippines on 14 April 2021.

END-MARCH 2021 GIR SETTLES AT US$104.82 BILLION

The country's gross international reserves (GIR) level, based on preliminary data, settled at US$104.82 billion as of end-March 2021 from the end-February 2021 GIR level of US$105.16 billion. The latest GIR level represents a more than adequate external liquidity buffer, which can help cushion the domestic economy against external shocks. This buffer is equivalent to 12 months' worth of imports of goods and payments of services and primary income.[1] Moreover, it is also about 7.5 times the country's short-term external debt based on original maturity and 5.3 times based on residual maturity.[2], [3]

The month-on-month decrease in the GIR level reflected outflows mainly from the net withdrawal in the National Government's foreign currency deposits with the BSP, which were largely used for debt servicing, and a downward adjustment in the value of BSP's gold holdings due to the decrease in the price of gold in the international market. These outflows were partly offset, however, by the BSP's income from its investments abroad.

Similarly, the net international reserves (NIR), which refers to the difference between the BSP's GIR and total short-term liabilities, decreased by US$0.34 billion to US$104.81 billion as of end-March 2021 from the end-February 2021 level of US$105.15 billion.

[1]  By convention, GIR is viewed to be adequate if it can finance at least three-months' worth of the country's imports of goods and payments of services and primary income.

[2]  Short-term debt based on residual maturity refers to outstanding external debt with original maturity of one year or less, plus principal payments on medium- and long-term loans of the public and private sectors falling due within the next 12 months.

[3]   The level of GIR, as of a particular period, is considered adequate, if it provides at least 100 percent cover for the payment of the country's foreign liabilities, public and private, falling due within the immediate twelve-month period.

Philippine History / Victory at Mactan, Cebu
April 17, 2021, 10:08:27 PM
On 27 April 2021, the Filipino nation will celebrate the 500th anniversary of the Victory at Mactan. Lapulapu, the defiant leader of Mactan who refused to acknowledge the King of Spain, served as among the inspirations of the founders of the Filipino nation from 1896-1898. Emilio Jacinto, the Brains of the Katipunan, in a poem in 1895, reminded the members of the Katipunan that in their veins ran the blood of Lapulapu. During the proclamation of Philippine independence on 12 June 1898 at Kawit, Cavite, Lapulapu was remembered.

DA BUILDS P14-M COLD STORAGE
IN VEGETABLE PRODUCTION AREA

The Department of Agriculture (DA) is constructing a P14-million cold storage facility in Miarayon, Talakag, Bukidnon to support the vegetable production in a region with a vast area estimated at 50,000 hectares.

The Cold Storage will be the first of several post harvest facilities expected to be established in the vegetable production area of Bukidnon located in the towns of Impasugong, Malaybalay, Talakag, Sumilao and Lantapan or IMMTASULA.

When operational, the Cold Storage will serve as the consolidation area for high value vegetables produced in the Miarayon Region nestled in between the Kitanglad and Kalatungan Mountain Ranges with an elevation of over 1,200-meters above sea level.

The construction followed the ground-breaking ceremonies during the Mindanao Vegetable Derby held in Miarayon on Dec. 5 with Assistant Secretary Kristine Evangelista representing the Agriculture Department.

The IMMTASULA Region is the major vegetable production area of Mindanao supply the market of Mindanao and Cebu with Potatoe, Cabbage, Carrots, Lettuce, Broccoli and Cauliflower.

Discovered by the DA during the Luzon vegetable crisis in 2017, the IMMTASULA Region is now a special focus area for government interventions including irrigation, farm to market roads, technology transfer and post harvest facilities.

The Mindanao Development Authority (MinDA) has focused on the development of the area in coordination with other agencies as part of its program to increase the productivity and reduce poverty in Mindanao.

Last year, MinDA invited several seed production companies, including soil nutrition and plant protection agencies, to a season-long Mindanao Vegetable Derby during which farmers were taught modern technology in vegetable farming.

At the end of the season, outstanding farmers were awarded and the participating companies were given commendations for their support.

Philippine Government / Filipino Community Pantry
April 17, 2021, 08:51:13 PM
READ: Statement of Presidential Spokesperson Secretary Harry Roque on the community pantry

The emergence of community pantries is laudable.  It exemplifies the Filipino bayanihan spirit during this challenging time of COVID-19.

As we have said in numerous occasions, we cannot defeat the COVID-19 pandemic alone.  We need the support and cooperation of everyone.

The social amelioration programs and services of the national government serve as subsidy for the provision of basic necessities and tool for the recovery and rehabilitation of the most affected families and individuals.

The medium and long-term solution remains safeguarding the physical safety of our people while ensuring the economic health of the nation.  Ingat buhay para sa hanapbuhay. We therefore ask our people to continue observing the minimum public health standards, so together, we can heal and recover soon.

PASIG CITY — The Philippine government is leading the clarion call for the international community to band together in the spirit of solidarity and ensure that all nations obtain equal access to life-saving anti-COVID vaccines.

Speaking during the United Nations' Economic and Social Council (ECOSOC) Special Ministerial Meeting dubbed "A Vaccine for All," on Friday, April 16, National Task Force Against COVID-19 Chief Implementer and Vaccine Czar Sec. Carlito G. Galvez remarked "that #OnlyTogether can we end this pandemic especially now that we have begun to have the scientific capacity to do so."

"The Philippines remains resolute in championing a policy of ensuring universal, fair, equitable, and timely access to COVID-19 vaccines as long-term solutions to building back better, amid the emergence of new variants and the global scarcity that has been challenging vaccine rollouts in some countries," Galvez said.

"The Philippines calls on the international community to reinforce our greater global solidarities and uphold our collective commitment; and to further intensify its cooperation to address COVID-19's multidimensional challenges," he added.

This was disclosed by National Task Force against COVID 19 Chief Implementer and vaccine czar Secretary Carlito Galvez Jr during a visit to the city's newly-launched mega vaccination hub at the SM Aura on Friday, April 16.

According to Galvez, the procurement contracts for vaccines coming from Sinovac, Astrazeneca, Moderna, Novavax, and Gamaleya have been finalized and signed.

He added that the country has secured 25 million doses from Sinovac, whose delivery began last month.

Galvez said the supply agreement for Johnson and Johnson is due to be completed soon, as the government has inked a deal with Moderna for 13 million doses.

Practical Governance!

'SLOW-MOVING BUREAUCRACY
NO MATCH TO MUTATING VIRUS'

Earlier today, a newsman asked me through SMS what are my deeper thoughts on the proposed "Super Scientific Body" which would monitor and act on emerging risks and diseases which could affect the Filipino people, as well as our plant and animal industry.

I said the proposed National Commission on Emerging Risks and Diseases should be a stand-alone body free from the bureaucratic restrictions and political meddling.

It should be the ultimate advisory authority for the President and should be properly funded to conduct scientific researches and studies, especially on the development of vaccines and medicines.

The operation of the Commission should not be dragged down by the bureaucratic processes, including stringent procurement and auditing procedures.

It must be realized that the Viruses do not observe office hours, holidays or weekends and attempting to control these using conventional governmental processes will end up in failure and disaster.

The key operating words are Science-Based, Independent, Well-Funded and Ultimate Authority formulating policies to address emerging threats.

We have so many brilliant scientists waiting in the wings for government to call them to perform a patriotic act.

RECENT DEVELOPMENTS, NEW COVID-19 RESTRICTIONS RESET LRT-2 EAST EXTENSION INAUGURATION FROM APRIL 26 TO JUNE 23, 2021

The Department of Transportation (DOTr) has decided to reset the formal inauguration of the LRT-2 East Extension Project from its original schedule on 26 April to 23 June 2021.

The schedule adjustment was made following recent developments in the country's COVID-19 situation despite the project already being substantially complete. Instead of a formal inauguration, an operational trial run will be conducted on 26 April 2021.

DOTr Undersecretary for Railways TJ Batan said that following a railway sector meeting held prior to the Holy Week, it was decided to reset the inauguration date to protect the health and safety of rail workers and the riding public.

Moreover, foreign rail experts who are necessary in the final stages of installation, testing, and commissioning works for the project have been unable to report for work or enter the Philippines due to stringent restrictions being enforced. Recently, stricter preventive measures have been enforced, placing Metro Manila and its nearby provinces under enhanced community quarantine (ECQ) bubble due to the surge of recorded COVID-19 cases.

*"Nakakalungkot man pong isipin pero nakita natin na patuloy na tumataas ang bilang ng mga tinatamaan ng COVID-19. As much as we would like to open the project earlier, kailangan pong unahin ang kalusugan at kapakanan ng ating mga rail workers at mananakay. Excited po tayo na makitang matatapos na itong long-delayed na proyekto na nagumpisa pa nuong 2012, pero mahalaga din po na lahat tayo ay ligtas, malusog, at higit sa lahat, buhay," Usec Batan pointed out.*

As of 28 February 2021, the LRT-2 East Extension Project has an overall progress rate of 96.51%, while the construction phase is at 94.03%.

Final stages of installation, testing, and commissioning for the extension line's Overhead Catenary System (OCS), power systems, and signaling were affected by recent COVID-19 restrictions, and will be completed before inauguration.

LRT-2's new stations, the Marikina Station and Antipolo Station, will serve commuters from Recto, Manila going to Masinag, Antipolo, and back. The project is expected to cut travel time between Manila and Antipolo from the previous three (3) hours by bus or jeepney, to only 40 minutes.

Once fully operational, the East Extension line will increase LRT-2's capacity by 80,000 passengers per day.

From Sec of DOF Dominguez:

This is the message of commendation proudly conveyed by Department of Finance (DOF) Secretary Carlos G. Dominguez to the Philippine Ports Authority (PPA), under the hands-on management of General Manager Jay Santiago,.

In spite of the challenges brought about by the global pandemic, the PPA was able to remit P3.541 billion in dividends to the Bureau of Treasury (BTr) for the year 2020.

LEGARDA lauds approval of 'ambitious, transformational' PH climate pledge

Press Release - 16 April 2021— House Deputy Speaker Loren Legarda lauded the approval of the Philippines' first Nationally Determined Contribution (NDC), which pledges significant cuts to the country's greenhouse gas (GHG) emissions in pursuit of the goals of the Paris Agreement on Climate Change.

"We welcome the signing of the NDC, which will drive more ambitious climate action, stronger and more sustainable economic growth, and a green pandemic recovery," Legarda said.

Signed by President Rodrigo Roa Duterte, the country's first NDC conveys a 75% GHG emissions reduction and avoidance by 2030. Out of this, 72.29% is conditional or contingent on the support of climate finance, technologies, and capacity development, which shall be provided by developed countries as prescribed by the Paris Agreement, while the other 2.71% is unconditional or shall be implemented mainly through domestic resources. This is higher than the 70% GHG reduction target in the Philippines' Intended NDC submitted in 2015.

"Our NDC is ambitious and is indeed transformational, and we thank the President, with the Department of Finance, Climate Change Commission, Department of Foreign Affairs, Department of Environment and Natural Resources, Department of Transportation, Department of Energy, Department of Agriculture, and National Economic and Development Authority, for pushing for bigger cuts in our emissions in crafting the NDC. We also laud members of the business sector, civil society organizations and the academe who actively participated in the consultations," Legarda added.

In January this year, Legarda filed House Resolution 1494 urging the Climate Change Commission (CCC) to submit the country's NDC to help tackle the climate emergency and drive sustainable pandemic recovery. In the resolution, Legarda called for the NDC to give the "highest possible climate ambition in reflection of the government's strong commitment to contribute to global efforts to advance climate justice."

In 2017, as then Chair of the Senate Committee on Foreign Relations, Legarda led the process of the Senate concurrence in the country's accession to the Paris Agreement. She also convened multi-stakeholder consultations to emphasize that the country's NDC should reflect mitigation as a function of adaptation, and noted that pursuing the 1.5˚C goal of the Paris Agreement will not only protect people and the environment but will also spur economic growth.

"Our work now is to ensure that we bring together all sectors of society and the economy towards the full implementation of the NDC. This is the only way to a cleaner, healthier, and more resilient world for everyone," Legarda added.

According to the CCC, the NDC represents the country's ambition to modernize and pursue low carbon and resilient development for the sectors of agriculture, waste, industry, transport, and energy for the period of 2020 to 2030. It has been submitted to the United Nations Framework Convention on Climate Change (UNFCCC) and appears in the secretariat's NDC Registry.###

China's economic recovery is gaining momentum
By Ambassador Huang Xilian

China's GDP growth is set for an optimistic record high for the first quarter of the year. China's National Bureau of Statistics forecasts that the country's GDP growth may reach between 15 and 20 percent on a yearly basis. The expected growth is set to be the highest quarterly growth for China since 1993's record of 15.3 percent. Kang Yong, the chief economist at KPMG China, said he expects China's first-quarter GDP growth to stand at 19.5 percent yearly, up from 6.5 percent in the last quarter of 2020.

After the struggles from the previous year, it is motivating to hear that China's economy is gaining traction once again and is steadily recovering. China's economic recovery will also surely lead to other countries' economic growth. With good numbers from industrial production, exports, and domestic consumption, I hope the economy continues its long-term resiliency and motivates other economic sectors and countries alike to continue their rising trajectory!

Press Release: The Bureau of Customs and the USAID ASEAN Policy Implementation (API) project on April 6, 2021 discussed further plans to develop a Public Awareness Campaign on the National Single Window including the onboarding of the ASEAN Customs Declaration Document (ACDD) to meet Philippines' ASEAN commitments in trade facilitation.

In December 2020, the Bureau of Customs together with the Department of Finance of the Philippines started working with the USAID ASEAN Policy Implementation project to improve the Philippines' National Single Window Implementation (NSW) by providing technical assistance to enable the NSW to exchange the ACDD. With more than two months passed since the technical assistance started, a public awareness campaign will be created as one of the important national activities to be reached within this year. The goal is to increase greater awareness as well as the utilization of the ATIGA e-Form D (electronic Certificate of Origin) as well as the ACDD (Export Declaration).

Due to the COVID-19 situation, most of the public awareness activities will be conducted and disseminated online through infographics, audio-visuals presentations, written displays such as trifold, brochures, banners consisting information about the ASW and ACDD among the few.

Campaign will be released and communicated via the Bureau of Custom's mainstream social media platforms and the USAID ASEAN webpage.

Press Release: Department of Transportation (DOTr) Secretary Arthur Tugade has directed the Land Transportation Franchising and Regulatory Board (LTFRB) to expand the implementation of the Free Ride Service Program nationwide regardless of the community quarantine classification.

Secretary Tugade said the program aims to help essential workers get to their destination safely and more efficiently by providing much-needed transportation without any cost.

"This is for the people," Tugade said in a statement on Wednesday. "This is like a socialized transport system. It's the government that pays, people just get on board. This is help for the people, for our brave essential workers."

Secretary Tugade added that the nationwide expansion of the Free Ride Service Program seeks to stop the operation of colorum vehicles in and out of Metro Manila.

The DOTr said the Free Ride Service Program for health workers and authorized persons outside of residence (Apors) shall be implemented until the Bayanihan to Recover As One, or Bayanihan 2, funds for the Service Contracting Program are fully utilized.

It also said that the LTFRB may also hire additional personnel as necessary to effectively expand the Free Ride Service Program.

As of April 12, the Free Ride Service Program for health workers and Apors has recorded a total of over 2.2 million ridership in Metro Manila and other regions placed under enhanced community quarantine and modified enhanced community quarantine since its launch on March 18.

Of the total, 597,873 are from Metro Manila, while 1,651,722 are from the other regions.

The Free Ride Service Program covers 20 routes servicing the Greater Manila Area.

Binondo-Intramuros Bridge Construction Update

Press Release: BINONDO-INTRAMUROS BRIDGE ON TRACK FOR 2021 OPENING

Public Works and Highways Secretary Mark Villar announced that the Binondo-Intramuros Bridge is on track to be completed this 2021 amidst present pandemic situation.

Secretary Mark A. Villar said that the implementing office DPWH Unified Project Management Office - Roads Management Cluster 1 (UPMO-RMC 1) and contractor China Road and Bridge Corporation have made efforts to speed up work progress to ensure that the 3.39 billion peso project will be completed by this fourth quarter.

Secretary Villar inspected the project on Thursday, April 15, 2021 and significant progress was observed in the construction of the two-way four-lane bridge which will soon become a new iconic landscape in the City of Manila.

In his briefing to Secretary Villar, Undersecretary for UPMO Operations Emil K. Sadain explained that as the 70 meters Main Bridge with steel arch and support steel bowstring is being pushed from pier 4 to pier 5, the temporary platforms will be removed after within two (2) weeks period to lower the main bridge to its final position.   The project's overall progress is about 60 percent.

The Binondo-Intramuros Bridge Project involves the construction of basket-handle tied steel arch bridge with a total length of 680 lineal meter connecting historic district of Intramuros at Solana Street and Riverside Drive with the bustling district of Binondo at Rentas Street/Plaza del Conde Street and Muelle dela Industria having a viaduct structure over Estero de Binondo.

The design of the arch bridge which symbolizes the friendly cooperation between Philippines and China conforms to new seismic design specifications and climate change considerations.

Design and construction of Binondo-Intramuros Bridge as well as the on-going Estrella-Pantaleon Bridge in Makati/Mandaluyong are funded by a grant of China and considered first ever infrastructure partnership project under the present administration between the Filipinos and Chinese.

Binondo-Intramuros Bridge will improve the capacity and efficiency of the road transport network in Metro Manila by providing additional fix links and additional routes crossing the Pasig River.

Upon completion, it will carry extra traffic of around 30,000 vehicles per day and ease the traffic congestion between the Binondo and Intramuros.  It will also extend the life of existing Jones, Delpan and MacAthur bridges by decongesting traffic, thus reducing bridge maintenance cost requirements.

The project is part of the Metro Manila Logistics Improvement Program to address the long-held dilemma of traffic gridlock in major roads by constructing new bridges crossing Pasig and Marikina Rivers, and Manggahan Floodway.

Other than the Binondo-Intramuros Bridge, DPWH-UPMO Operations targets to deliver the full completion of Estrella Pantaleon Bridge connecting Makati and Mandaluyong by the third quarter and Sta. Monica-Lawton Bridge, a component of the BGC-Ortigas Center Link Project connecting business districts of Ortigas and Bonifacio Global City.

DOTr, PPA's "PALAMIGAN NG BAYAN" SEEN TO BOOST AGRICULTURE SECTOR, HELP ENSURE FOOD SECURITY IN BOHOL

To ensure food security and help boost the agriculture sector in the province of Bohol, the Department of Transportation (DOTr) and the Philippine Ports Authority (PPA) formally turned over two (2) Refrigerated Reefer Container Vans to the provincial government, under the "Palamigan ng Bayan" program, today 14 April 2021.

Transportation Secretary Tugade personally turned over and presented the two cold storage facilities to Bohol Governor Arthur Yap, in the presence of other Bohol LGU officials, after the inauguration of the new Passenger Terminal Building (PTB) in the Tagbilaran Port.

"Nagbigay ang DOTr at PPA ng dalawang 40-footer cold storage facilities na magagamit ng ating mga magsasaka at mga mangingisda upang sa ganoon ay magkaroon ng storage 'yung kanilang ani o 'yung kanilang huli, upang mabawasan 'yung wastage o pagkasayang ng kanilang produkto. Pinagpaguran nila 'yung kanilang trabaho upang makapag-supply sa atin ng pagkain, kaya dapat ay hindi sila balewalain. Tulungan natin sila," Secretary Tugade said.

The "Palamigan ng Bayan" program was launched by the DOTr, in partnership with the PPA, to help local fishermen by providing them the needed cold storage facility to help preserve their catch and maintain its freshness before distribution and delivery to local markets and other areas. It was pushed by the DOTr and the PPA to help in the movement of goods, especially food supply and other essentials within Bohol and across the province.

To recall, on 12 March 2021, the DOTr, the Department of Agriculture (DA), and the Department of Energy (DOE) signed a Tripartite Memorandum of Agreement (MOA) that strengthened and/or expanded the implementation of the program.

Under the MOA, the three agencies will collaboratively formulate and implement policies and activities necessary to ensure the success of the program, establish standard operating procedures to have a coherent coordination mechanism, ensure the stability of price and steady and affordable supply of agri-fishery products in support of the food resiliency program of the DA, develop new and emerging technologies for the agri-fishery sector in collaboration with research and development institutions (RDIs) and other stakeholders, and provide technical and other support services to local farmers and fisherfolks and encourage the continuing technology innovation through public-private partnerships, joint venture arrangements, technology business incubation, contract research, management contract, and other relevant and related legal instruments.

The "Palamigan ng Bayan" is also a part of the overall effort of the Maritime Sector of the DOTr to strengthen and bolster the government's response against the economic crisis due to the COVID-19 pandemic.

GOOD NEWS: The Department of Transportation (DOTr) and the Philippine Ports Authority (PPA) are set to inaugurate on April 14 the second Passenger Terminal Building (PTB) of the Port of Tagbilaran in the neighboring province of Bohol.

The DOTr, in a statement on Tuesday, said the event will mark the formal start of operations of the port's new PTB which was completed on October 31, 2020.

The completion of the development project is an important milestone for Tagbilaran City's main seaport after it sustained significant structural damage from a strong earthquake in 2013.

DOTr Secretary Arthur P. Tugade and PPA General Manager Jay Daniel Santiago will lead the inauguration, along with other officials of the national and local government in attendance.

The newly-completed PTB was constructed to augment the passenger capacity of the Port of Tagbilaran and to further provide the public with a more comfortable and convenient sea travel.

The existing PTB of the Tagbilaran Port can accommodate 497 passengers.

Meanwhile, with the completion of the new PTB, the port can now handle 613 more passengers – bringing the total passenger capacity to 1,110.

In addition to the completed two-story PTB, the PPA also constructed a pump house, installed concrete pavements, and built lamp post foundations at the port.

After the inauguration of the Tagbilaran Port's new PTB, Tugade, Santiago, and other transport officials are expected to inspect another big-ticket infrastructure project – the Port of Maribojoc, also in Bohol.

"[Last] April 12, 2021 was the 41st anniversary of the inauguration of this monument behind us in honor of the Italian Antonio Pigafetta, the chronicler of the Magellan-Elcano expedition, 500 years ago. That is why we scheduled this simple occasion closer to this date. It is also a monument to Filipino-Italian friendship, as it was donated to the City Government of Cebu by the Philippine-Italian Association. No less than National Artist Abdul Mari Imao sculpted this monument, making it an automatic Important Cultural Property by definition under the National Cultural Heritage Act of 2009. More than a month ago, the National Historical Commission of the Philippines sent its team of conservators to conserve the monument. The commission sees the value of the monument to the Filipino people as it is the only memorial we have for an equally significant world figure.

"The NHCP Board of Commissioners saw the need to rewrite the text of the previous historical marker about Pigafetta installed on the pedestal of this monument in 1980. Actually, one of the original functions of the NHCP since its establishment in 1933 is to mark historic sites, events, personages, and structures significant to the Filipino people. Most of our markers honor local personages. Seldom are times we pay homage to a foreigner, thus, this historical marker we just unveiled is a rare one. The Board wanted to highlight in the new historical marker the saysay or value of Pigafetta to a Filipino: and that is the fact that this Italian contributed immensely to our understanding of the world of our ancestors, especially our pre-colonial ancestors from the Visayas, Palawan, and Mindanao.

"Eminent Philippine historian William Henry Scott taught the Filipino how to see themselves in each and every prejudicial foreign account in his method he called "cracks in the parchment curtain." It only means we should not treat these records at face value but draw from them the essence beneficial in the reconstruction of our early history. But to make it clear, there are Chinese and Portuguese records that describe our pre-colonial ancestors as barbaric and savages, too. But the way he wrote his account of the first circumnavigation of the world, we can conclude that Pigafetta regarded our ancestors with the utmost respect. He described them as fellow human beings, not as inferior because he was a European.

"Jose Rizal, when he began writing Philippine history from the point of view and voice of the Filipino, used Pigafetta in combatting the Western misconceptions and racist remarks about the Filipino. Among these were that our ancestors were barbaric, savages, lazy, and ignorant. In one of his writings in La Solidaridad in 1899, Rizal remarked that "The first thing noticed by Pigafetta, who came with Magellan in 1521, on arriving [in] the Philippines... was the courtesy and kindness of the inhabitants and their commerce." Pigafetta indeed helped Rizal in teaching us, Filipinos, how history can boost the morale of a people and make us honorable.

"Fellow Filipinos, the National Quincentennial Committee is consistent in echoing to the nation and to the whole world that this 2021, the quincentennial milestones will be commemorated in our own voice and lens. We will not celebrate the coming of the Spaniards nor Magellan nor the Eurocentric thing called 'discovery of the Philippines' nor colonization. We will use these milestones as our platforms to correct the misconceptions about us by the world. We will instead celebrate the world of our ancestors.

"Before he was executed by the Spaniards for trumped-up charges in 1872, Fr. Jose Burgos requested those who visited in his cell in Fort Santiago, Intramuros, Manila. And I quote, "Get educated... Learn from our older men what they know... See in the museums... what the ancient Filipinos really were. Be a Filipino always but an educated Filipino."

"On behalf of Executive Secretary Salvador Medialdea, Chairperson of the National Quincentennial Committee, may I take this opportunity in expressing my utmost gratitude to the City Government of Cebu, especially to our good father of Cebu City Mayor Edgardo Labella and to Vice-Mayor Mike Rama for readying the city for the 2021 Quincentennial Commemorations in the Philippines. I also extend the same acknowledgment to the Embassy of Italy in the Philippines and the Philippine-Italian Association for joining the Filipino people on this occasion. I would also like to thank the Office of the Presidential Assistant in the Visayas headed by Secretary Michael Lloyd Dino and my fellow NQC member Usec. Anthony Gerard Gonzales for taking over the functions of the NQC in the Visayas while the National Capital Region is under enhanced community quarantine. Special thanks to our food historian and champion of Philippine history and heritage Ms. Felice Prudent Sta. Maria wrote a book about Pigafetta which will be launching later.

"May we all take good care of ourselves as the country needs us more. Daghang salamat ug maayong hapon sa tanan."

-Dr. Rene R. Escalante
Chairperson, National Historical Commission of the Philippines &
Executive Director, National Quincentennial Committee

The message read for the unveiling of the historical marker for Antonio Pigafetta, Plaza Independencia, Cebu City, 13 April 2021

Ormoc City Mayor Richard I. Gomez signed Executive Order (EO) No. 159, Series of 2021, today, April 14.

Press Release: It is an Executive Order providing guidelines for the referral to the Philippine National Red Cross Ormoc City Chapter (PNRC Ormoc) and availment of the use of the Apheresis Machine.

The LGU-Ormoc owns an apheresis machine that is installed at the PNRC Ormoc, which was the subject of a Memorandum of Agreement (MOA) between Red Cross and the City Government dated March 8, 2021.

In addition, any fees that PRC-Ormoc will collect for every apheresis machine procedure shall be solely for donor screening and apheresis kits, and shall be in accordance with existing guidelines pertinent to it.

No portion of the amount collected for apheresis machine procedures will be devoted to any commercial purpose or for any other purpose inconsistent with the nature of the PRC as a donor-funded, non-stock, non-profit organization.

The MOA further states that subject to the condition that the screening tests and apheresis kits are directly or indirectly provided by LGU-Ormoc, that Red Cross-Ormoc shall provide free apheresis machine use to individuals and patients guaranteed by LGU-Ormoc, otherwise, applicable fees shall be charged accordingly; provided further that patients endorsed by LGU-Ormoc who do not qualify for assistance shall be accommodated for apheresis procedure, at rates lower than assessed all other individuals.

Accordingly, the acquisition by LGU-Ormoc of the apheresis machine and the subsequent partnership with Red Cross-Ormoc is to ensure that the increasing need for transfusion of safe blood and blood components is met by maximizing the limited supply of blood, as the apheresis procedure is said to be the most efficient and a safe way to extract qualitative and quantitative volume of blood.

TUGADE ORDERS NATIONWIDE FREE RIDE SERVICE FOR HEALTH WORKERS, APORs

Press Release: To contribute to the whole-of-nation approach in the fight against the Coronavirus Disease 2019 (COVID-19), and to help essential workers get to their respective workplaces, Department of Transportation (DOTr) Secretary Arthur P. Tugade orders the nationwide implementation of the agency's Free Ride Service Program for Health Workers and Authorized Persons Outside Residence (APORs).

Secretary Tugade directed the Land Transportation Franchising and Regulatory Board (LTFRB), to expand the implementation of the Free Ride Service Program, not just in Metro Manila and nearby provinces, but also to other parts of the country, regardless of the community quarantine level in place. The program will also include other essential workers or APORs, not covered by the previous program.

According to Secretary Tugade, the Program aims to help essential workers get to their destination safely and more efficiently by providing much-needed transportation without any cost.

*"Para ito sa mga tao. This is like a socialized transport system. Gobyerno 'ho ang nagbabayad, sakay lang nang sakay ang tao. Ito ay tulong sa mamamayan. Sa atin 'hong magigiting na essential workers, libre 'ho ito dahil napapailalim po ito sa tinatawag na Service Contracting Program,"* Secretary Tugade said.

The initiative was made to cushion the adverse impact on the income of workers due to the enforcement of community quarantine restrictions, especially the strict levels wherein there are a significant decrease in public utility vehicle (PUV) operations.

It also helps public utility vehicle (PUV) drivers earn extra income, an incentive inherent in the Service Contracting Program.

The Free Ride Service for Health Workers and APORs shall be implemented until such time that the Bayanihan to Recover As Once (Bayanihan II) funds for the Service Contracting Program are fully utilized and disbursed.

Under the law, critically-impacted transport sectors are funded with P9.5 billion, the bulk of which will be used for service contracting efforts to assist PUV drivers and operators, whose livelihood was affected by the COVID-19 pandemic. From this budget, more than P5.5 billion was allocated for the temporary livelihood of displaced workers in the transport industry through the Service Contracting Program.

Moreover, the LTFRB Board may also hire additional personnel, as necessary, to effectively expand the said program.

As of 12 April 2021, the Free Ride Program for Health Workers has recorded more than 2.2 million total ridership in Metro Manila and the different regions since it started operations on 18 March 2021. From the total number of ridership, 597,873 are from the National Capital Region (NCR) and 1,651,722 are from other regions. There are also 20 routes servicing in the Greater Manila Area under the program.

Apart from the free ride for health workers, the DOTr and the LTFRB had likewise implemented recently the provision of free ride service for essential travelers or APORs in 50 jeepney routes under the Service Contracting Program.

Meanwhile, with the expanded coverage of the Free Ride Service, Secretary Tugade reiterated his directive for transport operators, drivers, and passengers to strictly implement the 7 Commandments in Public Transport, the health and sanitation protocols recommended by medical experts, inside public transportation.

*"Dapat pa ring ipatupad ang basic health protocols. Public transportation should not be a transmission vector of the virus. Isa pa, kaya ko inutos ang nationwide expansion ng free ride ay para maiiwasan na ang colorum at paraan na rin ito na sumali sa programa ang mas marami pang driver. Sa inisyatibo rin 'hong ito, na kung saan libre ang sakay para sa mga APOR, hangarin namin na tuluyang masawata ang mga mapagsamantalang nagpapatakbo ng mga kolorum na sasakyan,"* Secretary Tugade added.

To recall, Secretary Tugade has repeatedly urged public utility drivers to participate in the government's Service Contracting Program to aid in their source of livelihood, which has been greatly affected by the pandemic.

Under the Service Contracting Program, the DOTr through the LTFRB is giving payouts to participating operators and drivers of Public Utility Buses (PUBs) and Public Utility Jeepneys (PUJs). They are provided with a performance-based subsidy, based on the kilometers traveled by the vehicle.

SENIOR CITIZENS' SOCIAL PENSION TO DOUBLE-UP NEXT YEAR, FREE RIDES TO PLY AGAIN - MAYOR JIDCA

BORONGAN CITY, Eastern Samar, April 14, 2021 (BCIO) - The Two Hundred Fifthy pesos monthly (P250.00) allowance of our elderly Boronganons could possibly increase to Five Hundred pesos (P500.00) next year.

So said City Mayor Jose Ivan Dayan C. Agda during the recently held Pulong-Pulong in Barangay San Saturnino.

Mayor Agda said, that the allowance, despite the humble amount can provide the olds certain joy.

"As much as possible, let us give our senior citizens small things to celebrate with. I believe that whenever the pay out is done, the few crispy bills in their hands give them a secret leap and energy," the Mayor quipped.

The tale of the City's Chief Executive was welcomed with a resounding applause of his audience, many of whom were senior citizens from Balacdas, Tacyang and Guintaguican.

More applause dominated the air, when Mayor Agda announced that the Free-Ride for senior citizens and students will resume next year.

"We willingly stopped it because of the COVID-19 pandemic, as we intend to prevent our citizens from being contracted with the virus if they would be taking trips everyday, here and there," he said. "But it will resume operation next year, malooy an Diyos, mayda ta naman vaccine," he assured.

In the same barangay forum, Mayor Agda also assured them of the much needed water supply in the northern barangays, which he assured will soon be available.

"Pag-lirininya nala hit tubo, tika ha Amantacop ngadto ha Bugas, kay gin poproybahan ta kun makatukad it kakusog hit tubig ha Sta.Fe. Diri ngani maka tukad, ig uukad it tubo patatahuson ngadto ha luyo hit bukid basi maka diretso ha Bugas," Mayor Agda explained.

The city chief executive is fully aware on the distressing condition of water source in northern barangays, that during dry seasons, they would be supplied with truckloads of water in plastic containers. #

Press Release Philippines / Bayanihan 3
April 13, 2021, 02:06:16 PM
SPEAKER VELASCO: ECONOMIC MANAGERS IDENTIFYING SOURCES OF FUNDS FOR BAYANIHAN 3

Press Release: Speaker Lord Allan Velasco has disclosed that the country's economic managers are now studying potential funding sources for Bayanihan 3, a proposal seen as a "lifeline" amid the raging pandemic that continues to cripple the economy and hurt the livelihood of millions of Filipinos.

According to Velasco, Finance Secretary Carlos Dominguez III and Budget Secretary Wendel Avisado told him in a virtual meeting last April 8 that the Department of Finance and the Department of Budget and Management are now in the process of identifying sources of funds in order to move forward Bayanihan 3, which is meant to hasten the country's economic recovery from the ravage of the health crisis.

"I am very thankful to Secretary Dominguez and Secretary Avisado for recognizing the importance of Bayanihan 3 in addressing financial gaps to better manage the government's response to the impact of the pandemic," Velasco told leaders of key political parties and party-list groups in the House of Representatives during a virtual meeting held on Monday.

"Our economic managers see Bayanihan 3 as a lifeline for many Filipinos facing economic hardship during this crisis, and I'm very glad that we are aligned on this," the Speaker added.

Velasco and Marikina City 2nd District Rep. Stella Luz Quimbo, a noted economist, earlier filed their own version of Bayanihan 3 under House Bill 8628 or the "Bayanihan to Arise As One Act," which proposes a P420-billion fund to stimulate the nation's economic recovery from the COVID-19 crisis.

The measure seeks to allocate P108 billion for additional social amelioration to impacted households, P100 billion for capacity-building for impacted sectors, P52 billion for wage subsidies, P70 billion for capacity-building for agricultural producers, P30 billion for internet allowances to students and teachers, P30 billion for assistance to displaced workers, P25 billion for COVID-19 treatment and vaccines, and P5 billion for the rehabilitation of areas impacted by recent floods and typhoons.

Under the measure, each household member will receive P1,000 regardless of their economic status. On top of this, a P1,000 allowance will be provided to each student and teacher, and P8,000 for every displaced worker.

HB 8628 is pending with the House Committee on Economic Affairs, which created a technical working group to consolidate all Bayanihan 3-related measures.

Velasco said he expects that the Bayanihan 3 will be approved by the committee before the House resumes session on May 17.

"We are extremely hopeful for the passage of Bayanihan 3, which is a much-bigger, well-targeted and proportionate stimulus package that would help struggling Filipinos and revive our pandemic-ravaged economy," Velasco said.

"A third round of fiscal support is in order to relieve the economic struggle experienced by many Filipinos, particularly those with low incomes, and help businesses stay afloat during the pandemic," he added.

To date, 224 members from the supermajority, minority and independent blocs in the House have signed either as principal authors or co-authors of Velasco's Bayanihan 3 bill. #18thCongress #PartnersForChange

Press Release
FILIPINO SEAFARERS NOW INCLUDED IN PRIORITY LIST IN THE NAT'L COVID-19 VACCINATION PROGRAM

Filipino seafarers get a closer shot at getting vaccines against COVID-19 as the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) approves the recommendation of the Department of Transportation (DOTr) to include them in the priority recipients listed in the government's national vaccination rollout.

"This is a very good development for our maritime industry champions— our seafarers. Now, our Filipino seafarers will be given priority to be vaccinated. Paulit-ulit ko pong inilalarawan ang ating maritime workforce bilang mga silent workers ng bayan. They work silently, yet their contribution is as crucial as keeping the economy thriving. Not only are they frontliners, but they are undoubtedly HEROES, too," DOTr Secretary Arthur P. Tugade expressed.

DOTr OIC Assistant Secretary for Maritime VADM Narciso Vingson Jr., who also chairs the Inter-Agency Working Group tasked to firm up the DOTr's proposal on the priority vaccination of Filipino seafarers in recognition of the vital role they play amid the present global crisis, presented the proposal and justification in a meeting with the IATF.

"The working group is in the unified position to push for the prioritization of Filipino seafarers in the country's COVID-19 vaccination program to secure their employment, and to ensure the safe shipping operations of essential goods amid the pandemic," Asec. Vingson said.

Aside from DOTr, the working group is composed of officials from the Maritime Industry Authority (MARINA), Department of Labor and Employment (DOLE), Philippine Overseas Employment Agency (POEA), Overseas Workers Welfare Administration (OWWA), Bureau of Quarantine (BOQ), and the Department of Foreign Affairs (DFA) through its Maritime and Ocean Affairs Office (MOAO). It also represents the local Licensed Manning Agencies through the membership of the Association of Licensed Manning Agencies (ALMA), Joint Manning Group (JMG), Filipino Association for Mariner's Employment (FAME), and the Philippine Association of Manning Agencies and Ship Managers (PAMAS).

From falling under B3 (Other essential workers) or B5 (Overseas Filipino Workers) in the Vaccination Priority Framework, the Inter-Agency Working Group has requested for the reclassification of Filipino seafarers to A4 (Frontline personnel in essential sectors, including uniformed personnel and those in working sectors identified by the IATF as essential during ECQ). This makes seafarers move at the top 4 priority groups to be vaccinated.

With the arrival of COVID-19 vaccines in the country, the IATF has adopted early this year the prioritization framework and criteria of the national immunization rollout to allocate the first tranches of vaccines given its limited global supply.

Furthermore, the prioritization of seafarers in the vaccination is based on the following grounds: Filipino seafarers are declared key workers globally and locally; Filipino seafarers are considered mobile, who, as part of their jobs, frequently enter various ports across the world; and shipping companies prefer their workforce to be vaccinated to ensure that their operations will remain smooth, unhampered, and somehow immune to the severe effects of COVID-19.

To further determine the specific population to be prioritized, the Working Group classified seafarers into two. Top priority will be given to active seafarers or those with recorded sea service within the last three (3) years, while new seafarers or those with last recorded sea service beyond 2018 shall be ranked second.

Per MARINA and POEA data, there are a total of 549,000 active seafarers registered in their system, wherein around 497,000 are those deployed overseas and 51,000 are serving locally. Meanwhile, a total of 181,000 seafarers are without updated sea service within the last three (3) years.

In summary, there are 730,651 Filipino seafarers who are for consideration in the A4 category.

DEPUTY SPEAKER LOREN LEGARDA
Representative, Lone District of Antique
House of Representatives

Philippine Bamboo Industry Development
Council (PBIDC) NCR-South Luzon Virtual Bamboo Summit
12 April 2021

House Speaker Lord Allan Velasco;
Deputy Speaker Deogracias Victor "DV" Savellano;
Secretary Ramon Lopez of the Department of Trade and Industry;
Mr. Rene "Butch" Madarang, Executive Director of the Philippine Bamboo Industry Development Council;
Representatives of the different government agencies, local government units, and stakeholders participating in this NCR-South Luzon Virtual Bamboo Summit, good afternoon!

The bamboo has been enjoying a revival of sorts in recent years.  I am thankful to those who have championed and who keep championing its many qualities and encouraging its propagation.  I am in no doubt that we will see rapid growth in the bamboo industry from propagation, harvesting techniques, treatment, building design, engineering, product development and other uses.

There is no need to tout the benefits of this miracle of plants, we have had those in spades.

As a sustainability and disaster risk resiliency champion, I think there is no other crop that could give us the benefits of this fast growing and hardy grass. Allow me just to focus on these two characteristics that encouraged me to throw my full support for the crop.

The first is its fast renewability which translates to fast replaceability. Environmental destruction has accompanied most human development because we tend to build without regard for how fast the source of the material can regenerate.  Bamboo regenerates in just a few years and there is no reason why we could not build structures where we only need to replace specific parts that need it.  But this has to be built into the design of the structure.  I am calling on architects to start brainstorming on the use of bamboo and for its replaceability per pole to be built into their designs.

The second is its resiliency, not only as a plant but as a building material.

But along with any rapid expansion, we need to discuss the caveats.  Caveats do not have to be signs of pessimism.  They are safeguards so that the future of bamboo is assured.

The first is against its incursion and potential invasiveness in forest areas.  A paper published in March 2020 by Qui-Fang Xu describes the rapid expansion of bamboo hectarage, both intentional and by encroachment, and gives details of the influence of bamboo invasion on biodiversity and soil processes as well as potential ecological risks.

In 2014, Lin found that soil bacterial communities of bamboo forests were most similar to that of a transitional forest.  Ecological risks include the loss of forest — the retreat of forest lands due to invasive bamboo and the serious diseases or insect attacks due to reduced biodiversity.

May I say quickly, however, that these studies also show inconsistent findings regarding biological diversity and many soil processes, which probably reflect complex interacting factors including original forest composition, other soil properties, and invasion history.  As a precautionary measure, though, we need to make sure that bamboo plantations, especially those of running bamboo, keep a balanced ratio against forest area in order.  There is no reason why we need to encroach in the little forest areas we have left if we have so much idle agricultural lands.

The second is monoculture that impacts on its capacity to hold the soil.  As a shallow rooted crop, bamboo microroots will bind the tertiary layer of the soil, acting as a sort of micro tiller for the top soil protecting the lower layers from water run-off.

Happily, for these first two caveats, there are ways to counter them in order to continue ensuring that we can benefit from this building material.  One measure is to intercrop with deep rooting native trees for 40% of the area that can form part of the local crop diversity and the sustainability of the local community. This helps in increasing diversity as well as ensuring that if the flood waters are rampaging, deep rooted species can hold the soil up better than the bamboo can and the culms will not uproot complete, bringing the entire river bank with it.

I think in order to remove further obstacles that might be in the way of a bamboo era, we need to analyze resistance.  There is still a prevailing perception that cement and tin roofs are signs of betterment.  We may need to revisit building codes and the assistance for housing given to constituents.  If we shift these policies, and include bamboo as a building material that we respect and uphold, then the demand will rise and its stature as a "poor man's hut" will diminish.

We also have to think of some culturally ingrained biases, such as that bamboo groves invite snakes and, hence, they should not be near dwellings.  We need to think of these issues as ecosystem ones — the snakes are there to reduce the rat population, thereby also keeping virus and disease spread in check.  People just need to understand the relationships and know how to handle biodiversity better.

During the 39th episode of Stories of the Better Normal, a webinar organized by my office in partnership with the Climate Change Commission, Institute for Climate and Sustainable Cities, the Mother Earth Foundation, the Climate Reality Project, and the Department of Education, titled "Bamboo is Life", I, along with DS DV Savellano, Mayor Esmie Pineda of Lubao Pampanga, Philippine Bamboo Foundation President Ed Manda, and Bamboo Grassroots Atelier Architect Jed Michael de Guzman discussed the potential of and opportunities in bamboo development. The bamboo industry, as a nature-based solution, can help in poverty alleviation, environmental protection, and climate change adaptation and mitigation.

Bamboos are fast growing, making it our best renewable and sustainable resource. It is with this, and among other reasons, that I directed the DENR and the Philippine Bamboo Foundation to initiate efforts in building a bamboo university to provide more technical assistance to our bamboo farmers and entrepreneurs. I also asked the DENR to revisit the National Greening Program funding for bamboo in order to provide more access to our farmers who want to propagate bamboo.

In conclusion, the measures we have to take in order to lower the risks of invasiveness and monoculture will give us benefits of increased biodiversity, increased deep rooted native trees as well as shifts in policy to recognize bamboo as a viable building material.  The shifts in policy and cultural biases can be addressed so that we can remove the obstacles to a thriving bamboo industry.

I hope that this NCR-South Luzon Virtual Bamboo Summit will serve as a venue for all stakeholders and experts to strengthen our resolve to help develop our own local bamboo industry.

Thank you and good day.

Philippine Daily News / In Search for Ivermectin
April 12, 2021, 09:24:40 AM
The Philippine National Police's Criminal Investigation and Detection Group on Sunday said it has directed its subordinate units to implement measures to monitor the distribution and use of ivermectin nationwide.

In a statement, the CIDG also said that it will investigate and intensify police operations against violations of Republic Act 9711 and of the Food And Drug Administration's (FDA) compassionate special permit for the use of the drug.

The PNP last week said it had been ordered to arrest individuals involved in the illegal sale and use of ivermectin under a memorandum President Rodrigo Duterte issued last month.
