PASIG CITY — The Philippines recorded its highest daily vaccination rate since the National Vaccination Program was rolled out in March, as the government administered 229,769 vaccine doses on May 20, breaking its previous highest record of 120,529 jabs on May 15.

"We are very happy with this milestone, as we were able to double the number of jabs in less than a week. I am very confident that with the current pace that we have, we can breach the four million mark by early next week," said National Task Force against COVID 19 Chief Implementer and Vaccine Czar Secretary Carlito Galvez Jr.

As of May 20, a total of 3,718,308 doses have been administered nationwide to priority groups A1 (healthcare workers), A2 (senior citizens), and A3 (persons with comorbidities).

Until now, I still can't help but be moved whenever I hear Sec Art Tugade talk about his childhood.

I remember when he said that growing up, their family survived on meager income. They first lived in Sampaloc, Manila until one day, their house was destroyed by fire.

They relocated in the blighted area of Tatalon, Quezon City, where their house was made of wood, with a roof that can easily get blown away by typhoons.

Sanitation facilities and water were a form of luxury then, as he used to wait long lines just to take a bath at a shared water pump. To this day, Sec Art remembers how floodwaters rose quickly in their house every time it rained.

Living in the yoke of poverty, where food was scarce in their household, Sec. Art, at an early age then, dreamt of getting out of their dire situation.

Fortunately, what their family lacked in wealth, they made up for in values. Sec Art grew up inculcated with the values of honesty, dignity in labor, and perseverance.

He once told me that his experiences taught him that poverty is never an area of discouragement or a point of obstacle in getting one's dreams.

"'Yung kahirapan ko noong kami'y lumalaki, naging challenge 'yun upang sabihin ko, 'Tugade, Art, pagbutihin mo. 'Yung buhay mo at ng pamilya mo, pagbutihin mo, at tumulong ka sa kabutihan ng iba," Sec. Art said.

Sec Tugade taught me that being poor is never a reason or shame nor embarrassment, nor is it a reason for just giving up. It is a golden opportunity to improve – a signal honor to achieve.

"Kung 'yung kawalaan ko noon itinuon ko sa inggit, wala akong mararating ngayon. Ang ginawa ko: nagsumikap ako, nag-aral ako, minahal ko ang pamilya ko, at nanampalataya ako sa Maykapal. Kung nakaya kong makaahon sa kahirapan noon, kaya niyo rin ngayon – sa tamang panahon at pamamaraan," he added.

#ArtTugade #Tatalon #quezoncity
According to Art Tugade himself:
BUHAY TATALON

Talagang ganon.

Kaya kapag naiisip ko,  dapat 'wag tayong mag-give up. 'WAG TAYONG BUMIGAY. Because these challenges in life will nurture you and help you mature to become a performing and better individiual.

It should not be taken as a reason to give up.

'WAG KANG BIBITAW.

Statement of Deputy Speaker Loren Legarda: International Day for Biological Biodiversity

We humans measure time based on our dreams and aspirations. We make decisions for ourselves and our children, thinking about 10 or 20 years hence. Those timelines are short in evolutionary terms, so our life paths would not immediately seem to be relevant to what happens to nature.

Sadly, these life paths chosen with such short timelines are what have driven us to the precipice.

In 2014, Elizabeth Kolbert released her book The Sixth Extinction. This is a seminal work comparable almost to Rachen Carson's dire warnings in Silent Spring nearly 60 years ago. In it, Kolbert used intellectual and natural history and field experience to tell the world that our biodiversity is in a rapid decline trajectory — we are in an ongoing mass extinction event. The previous five times this happened, when the diversity of life on earth suddenly and dramatically dropped, the causes were natural. Biologists, ecologists, climate scientists are all in a mad scramble to monitor and document what is happening, and some expect it to be as devastating as the asteroid that wiped out the dinosaurs. This time around, the cataclysm is being caused by us.

In 2019, this call to action to try and halt the biodiversity crisis was followed up by a higher alarm level — the Intergovernmental Panel on Biodiversity and Ecosystem Services released a report saying that unless we reduce the intensity of human actions that cause biodiversity loss, "there will be a further acceleration in the global rate of species extinction, which is already at least tens to hundreds of times higher than it has averaged over the past 10 million years." The drivers of these biodiversity losses have accelerated in the past 50 years and current efforts cannot suffice to meet our conservation goals. Only transformative changes across economic, social, political and technological factors will work.

It is not enough that we have biodiversity conservation organizations and a Bureau to manage our parks and our wildlife. The way of life and the system of governance and development that has been causing this spasm and resulting chains and chains of extinctions will need to change. And we have a small window to do so — until 2030.

This is why the passage of the Philippine Environment and Natural Capital Accounting System Bill, that I authored in the House of Representatives, is sorely needed. We have valued priceless services offered by nature as free thus far in our trajectory for economic progress. What is happening is that our economy is contracting drastically as well, no thanks to the pandemic but also no thanks to the deterioration of nature. We can no longer operate our economies as if nature's gifts are limitless.

If any of us still hope to see a decade further than 2030 with the things we now enjoy and cherish, we must be part of the necessary change that must happen this decade, the UN Decade of Ecological Restoration.

Many of us must change our life goals and our dreams so that humanity can collectively address this threat with expertise and knowledge. We have to have more biologists, ecologists, circular economy experts, renewable energy and zero waste professionals who can dream of a fresh start for the planet past 2030.

I am confidently and optimistically claiming that our youth today, who make up majority of the population, would be the driving force of innovation in this decade. I am counting on the young people to transition us from being unwitting destroyers of our own habitat to nurturers of our home planet, knowledgeable about the impacts, values and costs of what we are losing or gaining in our quests for livelihoods and enterprises.

As we mark the first International Day of Biological Diversity on the first year of our turn-around decade, let us have a common understanding of a better normal, an agreement for a greener path, and a new green compact for an economy that does not take what cannot be put back.

GOOD NEWS: LRT-1 CAVITE EAST EXTENSION IS NOW 55.6% COMPLETE!

The LRT-1 Cavite Extension was delayed for 19 years. It was approved by NEDA on August 25, 2000, while its Right of Way acquisition started way back in 2007. Unfortunately, 0% was certified "free and clear" by the Independent Consultant when Sec. Art Tugade came in 2016.

NOW, CONSTRUCTION OF THE LRT-1 CAVITE EXTENSION IS IN FULL SWING. NEW TRAINS ARE ALSO CONTINUOUSLY ARRIVING.

Once operational, this 11.7-kilometer railway line will drastically reduce travel time between Baclaran in Parañaque and Bacoor in Cavite from 1 hour 10 minutes down to 25 minutes

The LRT-1 Cavite Extension can accommodate 500,000 to 800,000 passengers per day.

BORONGAN NEEDS MORE VACCINES

BORONGAN CITY, Eastern Samar, May 21, 2021 (BCIO) - The City Government Unit of Borongan appeals to DOH-8 for more vaccine allocations.

Very early to finish, after lunch today, was the drive-thru vaccination activity in Baybay Boulevard due to inadequate vaccines.

Some 25 more, senior citizens who were willing to get vaccinated, went home with heavy hearts.

Before his very eyes, City Mayor Dayan Agda  watched  the elderlies with pain, as they turned their backs from the vaccination area,  with unmet health protection measure that was earlier popularized in a series of information campaigns.

"i feel sad, that after the city government worked hard to raise the public's awareness and confidence on the vaccine, we could barely respond to their current need or demand for it," Mayor Agda said.

"I therefore appeal to DOH-8 to grant us, by all means, more vaccines, of whatever brand, because our people in this city are not at all "choosy", he said.

All the 150 vaccines allocated today by DOH-8 thru ESPH, were all consumed swiftly, without any wastage, it was learned.

"We reiterate our urgent appeal to DOH-8 , to listen to this need; our people are ready, they are willing to be inoculated, but we cannot completely answer to their need at present, because we are at the mercy of DOH supply,"  Mayor Agda stressed.

Nat'l government pours support, assistance to Zamboanga to manage current COVID 19 surge

Press Release ---The National Task Force (NTF) against COVID 19 has vowed to help local government and health officials scale up the city's coronavirus response and mitigation efforts to address the ongoing surge in the area.

During the visit of NTF officials to the city on Friday, May 21, they turned over 10,000 antigen test kits, 1,000 personal protective equipment (PPEs), 13 high flow cannulas and five ventilators to local executives.

Two of the ventilators have been allocated for the Zamboanga City Medical Center, while three units will be for the use of Basilan's health facilities.

"What Zamboanga is experiencing is exactly the same situation experienced by Metro Manila, its nearby provinces, including Baguio. While it is overwhelming at napakahirap, it can be done. Kaya syang gawin," noted NTF Deputy Chief Implementer and testing czar Secretary Vivencio Dizon

"We will be here for you. Pwede natin maiwasan ang nakita natin sa ibang bansa," Dizon said.

As of May 19, the city has recorded 2,304 active cases, with a 7-day positivity rate of 29.27%.

Dizon outlined several recommendations which could effectively contain the spread of the virus and prevent local transmissions.

These measures, he said, include reducing the mobility of people, strengthening the capacity of healthcare facilities, ensuring the strict compliance of minimum public health standards and community quarantine protocols, imposing granular lockdowns, intensifying the city government's PDITR (prevent-detect-isolate-treat-reintegrate-strategy), and scaling up local vaccination efforts.

"You have our commitment, together with Secretary Galvez, that we will increase the vaccine allocation in Zamboanga City," Dizon added.

Zamboanga is included in the expansion areas under the NTF's "center of gravity" strategy, wherein the government's vaccine supply will be focused on areas that are considered high risk.

Dizon confirmed that the Department of Public Works and Highways (DPWH) will turn over to the city government a 280-bed isolation facility for mild and asymptomatic patients on June 15.

He bared that the construction of a 22-bed modular hospital that will cater to moderate and severe cases will commence by the first week of June.

Dizon said that an additional 14,000 PPEs will also be sent to the city next week.

Department of Health Assistant Secretary Romeo Ong likewise committed to provide an additional 11 ventilators to the city next week.

Ong also turned over 100 vials of Remdesivir for the use of COVID-19 patients confined at the Zamboanga City Medical Center.

According to the hospital's Medical Chief Dr. Afdal Kunting, one of the contributing factors in the death of COVID-19 patients is the lack of medicines to treat them.

Meanwhile, Baguio City Mayor and contact tracing czar Benjamin Magalong urged the city health office to utilize the link analysis software and systems to intensify contact tracing in the city.

"If you need us to retrain your people and reinforce the use of the system, tell us so we can help you," Magalong said.

Zamboanga City Mayor Beng Climaco thanked the NTF for the continued support  and committed to adhere to the recommendations made by the Task Force.

"We acknowledge that we need to strengthen our strategies on Prevention-Detection-Isolation-Treatment-Reintegration Strategy," Climaco said. END

Press Release
READ! From the Office of the Presidential Spokesperson:

METRO MANILA MAYORS ALLOW RELIGIOUS GATHERINGS AT 30% CAPACITY

The Inter-Agency Task Force (IATF) on Thursday, May 20, 2021, noted that the Metro Manila Council has allowed religious gatherings at 30% venue capacity.

The IATF earlier allowed religious gatherings up to 10% of the venue capacity under the General Community Quarantine with heightened restrictions.

Local government units, however, are given the discretion to increase the venue capacity of religious gatherings as long as these would not exceed the 30% allowable venue capacity.

The IATF likewise considered the 9th Meeting of the ASEAN Plus Three Emergency Rice Reserve of the National Food Authority as essential gathering and approved its conduct.

Also allowed to resume are the relocation activities of the Department of Public Works and Highways for affected informal settlers in connection with their construction projects, in accordance with existing laws and ordinances, and subject to safety and health protocols and strict observance of minimum public health standards.

The IATF further approved the recommendations of the National Economic and Development Authority to scale up the contact tracing applications of various local government units, such as the ones used by Pasig, Mandaluyong, Antipolo, Valenzuela, among others.  In this regard, the Department of Information and Communication Technology and the Department of the Interior and Local Government have been directed to issue a policy to ensure all contact tracing applications are interoperable.

Meanwhile, the request of the Philippine Swimming Incorporated to host the 2021 Swimming National Selection Meet under a bubble-type format at the New Clark City Aquatics Center, Capas, Tarlac is approved.  In this connection, the delegates of the National Selection Meet shall be considered as Authorized Persons Outside of Residence and shall be allowed interzonal travel.

Also, athletes bound for the Tokyo Olympics and the South East Asian Games may commence with their bubble-type training, subject to the applicable guidelines of the Philippine Sports Commission, the Games and Amusement Board and the Department of Health.

Related to this, the IATF approved the Technical Working Group's recommendation to the Interim National Immunization Technical Advisory Group (iNITAG) to prioritize the vaccination of athletes, coaches, delegates and officials bound for the Tokyo Olympics and the South East Asian Games.

Also, on vaccination, the frontline employees of the business process outsourcing industry and the frontline employees of the Commission on Elections have been recommended to iNITAG to be included in the Priority Group A4.

On the other hand, liquefied petroleum gas dealers, retailers and attendants now form part of the approved Priority Group A4.2 for vaccine deployment under the "retail trade operators and frontliners."

Finally, a Small Working Group was created to study and formulate protocols for inbound international travel of fully vaccinated individuals to be chaired by the Department of Tourism and co-chaired by the Department of Foreign Affairs.  ###

Philippine History / Pre-Colonial Southeast Asia
May 21, 2021, 11:05:00 AM
This is not Going Merry but a 1599 illustration of one of the sea giants of pre-colonial Southeast Asia. Called caracoa (kuda-kuda), this was our ancestors' favorite warship. It was first recorded by the Spaniards fifty years after the first circumnavigation of the world in 1521 being used by the Muslim warriors of Luzon. Learn more about the boat of our ancestors in this article by William Henry Scott titled "Boat-Building and Seamanship in Classic Philippine Society" (1982) courtesy of the Philippine Studies: Historical & Ethnographic Viewpoints.  Access the open-access journal paper here [https://bit.ly/3v0ebbS].

We dedicate this post to the 123rd anniversary of the Philippine Navy.

Seeing this post? Curious what this is about? 2021 is the Year of Filipino Pre-Colonial Ancestors by virtue of Proclamation No. 1128, s. 2021. Also in this year, we commemorate the Philippine part in the achievement of science and humankind in circumnavigating the planet for the first time. Central in this commemoration is the 500th anniversary of the Victory at Mactan on 27 April 2021. These and more are collectively known as the 2021 Quincentennial Commemorations in the Philippines by virtue of Executive Order No. 103 (2020). Know more about the event here:

Press Release: National gov't to fast-track approval of molecular labs in Palawan

PUERTO PRINCESA CITY --- The national government has vowed to expedite the accreditation of two molecular laboratories here that aim to scale up the COVID-19 detection capabilities of Puerto Princesa City and the Palawan provincial government.

According to Secretary Vince Dizon, National Task Force (NTF) against COVID-19 deputy chief implementer and testing czar, the application for the establishment of the molecular labs capable of Reverse Transcription Polymerase Chain Reaction (RT-PCR) testing could be approved by next week.

While waiting for the RT-PCR machines to be operational, Dizon said the local government must intensify current early detection efforts in order to contain and bring down COVID-19 cases.

As of May 18, the city has registered 571 active cases.

"With limited testing capacity here in Palawan, talagang wala tayong choice. Mag-Antigen (testing) tayo, mag-screen tayo (ng cases), pag positive, i-isolate na kaagad. No need for (a) confirmatory test," Dizon said during the NTF's visit to the province on Thursday, May 20.

Currently, city health officials said they are still running confirmatory tests for those who have tested positive using the Antigen test.

"Kapag negative, 'wag muna tayong pakasiguro na negative siya. Bantayan mo muna. Kung symptomatic siya at nag-negative siya, i-isolate mo pa rin 'yun," Dizon said.

The testing czar added that the Task Force will supply Palawan with 10,000 Antigen testing kits, as well as additional GeneXpert cartridges.

Dizon said additional vaccines will also be given to Palawan so that more residents can be inoculated against the virus.

"Ang directive po ni (Vaccine Czar) Sec .Charlie (Galvez), 'yung areas na mataas ang kaso, dapat mapadalhan natin ng mas maraming bakuna," Dizon said.

Meanwhile, Health Undersecretary and treatment czar Dr. Leopoldo Vega advised the local governments of Puerto Princesa and Palawan to strengthen their Prevention, Detection, Isolation, Treatment, and Reintegration, or P-D-I-T-R Strategy, in order to curb the current surge in cases.

"It has always been proven that if you can have a shorter turnaround time in detection, testing, tracing, isolation, you will bring down the reproduction cycle, or the R-nought (of the virus) to below 1," Vega said.

"It has to be very fast. If you can do it in 24 hours, test-trace-isolate and even treat, the reproduction cycle of the virus will really be shortened," he added.

On the prevention aspect, Puerto Princesa Mayor Lucilo Bayron said 250 COVID sheriffs have been deployed in highly-populated areas, as the city plans to hire 150 additional personnel to strictly enforce minimum health standards.

"We hired COVID sheriffs na ngayon. Mayroon kaming unused funds, ginamit namin doon. Napapaaway nga sila, tatakutin, tatagain (ng mga tao), pero pag naririnig kong napapa-away sila, isa lang ibig sabihin nito--- ginagawa nila ang trabaho nila," Bayron said.

For his part, Baguio City Mayor and contact tracing czar Benjamin Magalong urged LGUs to strengthen cooperation across their borders in order to better manage the COVID-19 situation in the province.

"Every time you open your economy, you will experience surges, lalung-lalo na po kapag tinamaan kayo ng variant. What is happening around you, 'yung mga adjacent (LGUs), kailangan talagang tulungan ninyo, because helping them will also help you, your situation," Magalong said. ###

ROLE MODEL FOR FUTURE FEMALE LEADERS

The Philippine Coast Guard (PCG) recognizes DAISY ANNE ATAYAN — one of the two first female PCG-sponsored cadets who will officially graduate from the United States Coast Guard Academy (USCGA) on 19 May 2021!

Atayan entered the Academy in 2017 when she was only 17 years old. Four years later, she still remembered the challenging question a U.S. Coast Guard officer asked her during her interview for the USCGA international exchange program.

"The officer asked me: Graduating as a 21-year-old Ensign, how would you be able to carry out the many responsibilities of a junior officer? My response was that my education at the Academy will help cultivate my leadership and collaboration expertise, allowing me to become a more sympathetic and dedicated officer," Atayan shared.

"Looking back, I was right. I will forever be grateful to the Academy for giving me opportunities for self-growth and development. It is now time to apply this knowledge and become the catalyst for change I wish to create," she added.

Atayan will be joined by her fellow first female PCG-sponsored cadet, Dianne Shaira Basuel on the commencement exercises, as well as Eric Joseph Noble and Genison Basilio.

"I am also grateful to the PCG for allowing me to become a role model for future female leaders. My advice to young women who dream to become Coast Guard officers: Do not lose hope and always remember that anything is possible when you put your heart into your work," she furthered.

The PCG Cadetship Program is part of the Command's vision of establishing a first-class Cadet Corps as a precursor to the establishment of the PCG Academy in the near future. #USCGA2021

Kasama sa inspeksyon ang mga officials ng DOTr na sina Undersecretary for Railways Timothy John Batan, Chief of Staff and Assistant Secretary for Procurement and Project Implementation Giovanni Lopez, Assistant Secretary for Communications and Commuter Affairs Goddes Hope Libiran, at si Metro Rail Transit 3 (MRT-3) OIC General Manager Asec Eymard Eje.

PRESS RELEASE
Upon thorough verification from the IPHO, there is no truth to the FB post that is circulating in social media about COVID infections within Robinsons Dumaguete and its tenants, and the rumored resignation of Dr. Liland Estacion as Ground Commander of the PIATF aired over local radio stations. The statements are fake and malicious. The PIATF, through the Law Enforcement and Public Order Committee, and the concerned establishments will look into it deeper, and if warranted, will file the necessary criminal action against those responsible - the source and those who share the post in their social media accounts.  Thank you.

Gov't agencies ink memorandum to expedite COVID-19 vaccine mass importation and local production

Press Release --- In line with efforts to secure a stable and sustainable supply of COVID-19 vaccines for Filipinos, government agencies have agreed to streamline and expedite rules on bulk vaccine importation and manufacturing through a joint memorandum circular which they signed on Wednesday, May 19.

In his message during the signing, Health Secretary Francisco Duque III noted the expected impact of the said measure on the nation's economy, particularly on the business sector.

"Ang inisyatibong ito, bukod sa magiging tulong sa pagdami ng supply ng bakuna sa bansa upang maprotektahan ang sambayanang Pilipino, ito ay mahalagang kontribusyon upang iangat ang teknikal na kakayahan at galing ng lokal na industriya, para palakasin ang ekonomiya ng ating bansa," Duque said.

As per JMC No. 1, Series of 2021, signed by the Department of Health (DOH), Department of Trade and Industry (DTI), Department of Science and Technology (DOST), Food and Drug Administration (FDA), National Task Force against COVID-19 (NTF against COVID-19) and Anti-Red Tape Authority (ARTA), a "green lane" will be set up for "securing permits, licenses and authorizations for the establishment and operation of a bulk import, fill, and finish local COVID-19  vaccine manufacturing facility."

Under this "bulk import, fill and finish" business model, local manufacturers will partner with pharmaceutical companies. These joint ventures will be subject to FDA approval.

Through these partnerships, local companies can import in bulk the vaccine supplies from international manufacturers, in which they will fill up and package the vials for distribution.

Meanwhile, Trade and Industry Secretary Ramon Lopez noted that the initiative will kickstart the country's self-sufficiency in vaccine production, as it also provides incentives for vaccine manufacturers.

"This is the first and necessary step in our journey towards having our very own vaccine manufacturing facility," Lopez said.

For his part, Undersecretary Isidro Purisima, Deputy Presidential Adviser on the Peace Process for Operations, who represented NTF against COVID-19 Chief Implementer and vaccine czar Secretary Carlito G. Galvez, Jr., lauded the pioneering inter-agency effort, which will not only enable the government to address the challenges caused by shortages and delays in vaccine deliveries, but more importantly, build up the country's herd immunity.

"As the world continues to deal with the limited supply of COVID-19 shots, additional vaccines to be produced from this initiative can be utilized by the government to achieve its goal of inoculating at least 70 percent of the country's population, and build up the nation's herd immunity within this year," Purisima said. ###

*LTFRB PRESS STATEMENT*
20 May 2021

*Dela Rosa Transit Corp. -  P92,055.00*

*JAM Liner, Inc. -  P564,943.69*

*Philippine Tourister Inc. -  P2,074,833.75*

*Bataan Transit & Laguna Starbus -  P3,238,595.25*

*PAMANA Transit - P200,640.00*

-Pantawid Pasada Program (PPP) Cash Cards
-Landbank of the Philippines (LBP) account
-Over-the-counter (OTC) transaction

PRESS RELEASE
PPA marks another milestone as PPA GM elected as IAPH Veep

20 MAY 2021, MANILA—Despite the COVID-19 pandemic, the Philippine Ports Authority (PPA) continues to bring in positive developments one after the other.

This, after PPA General Manager Jay Daniel R. Santiago was recently elected Vice President for Asia, South East and Oceania of the International Association of Ports and Harbors (IAPH).

In a letter dated 13 May 2021 signed by IAPH Secretary-General Masahiko Furuichi, the PPA was informed about the result of the Voting of Confidence by the IAPH members which was undertaken from 12 April to 03 May 2021.

"I am pleased to inform you that Mr. Jay Daniel R. Santiago, General Manager of the Philippine Ports Authority, Philippines was elected as Vice President of IAPH from 2021-2023," the letter stated.

"Voting result was duly approved by the Legal Counsellors," the letter further stated.

Santiago, on the other hand, after reading the content of the letter, said the development is both an opportunity and a challenge for the entire PPA organization.

"This is a great milestone for the agency since all the positive changes being implemented by the agency are likewise being recognized internationally," Santiago said.

"PPA, with the support of its entire workforce and led by the strong-willed DOTr Secretary Arthur P. Tugade, is fully committed to working even harder and better for the Philippines to continue to be globally recognized as a maritime power," Santiago stressed.

IAPH is a global alliance of ports, representing some 180 ports and some 140 port-related businesses in 90 countries. The member ports together handle well over 60% of the world's sea-borne trade and nearly 80% of the world's container traffic. It is a non-profit-making and non-governmental organization (NGO) with headquarters in Tokyo, Japan.

Recognized as the only international organization representing the voice of the world port industry, IAPH is granted Consultative Status as a Non-governmental Organization (NGO) from five United Nations (UN) specialized agencies and one intergovernmental body.

The consultative status has enabled IAPH to represent at various international fora the views of port managers/directors as well as promote, enhance, and protect the interests of the global port industry. /30

NBI claims some lawyershere are 'pushers, users'TAGBILARAN CITY, Bohol - The National Bureau of Investigation (NBI) has dropped a bombshell at a peace council meeting, alleging that some Boholano lawyers have been involved in the illegal drug trade. At a recent Provincial Peace and Order Council (PPOC) meeting presided by Gov. Edgar M. Chatto and attended by police and military officials, NBI-Bohol chief lawyer Arcelito Albao had revealed that based on their intelligence report, there are lawyers in Bohol who are either drug pushers or drug users. The NBI official said his office has a copy of the list of Boholano lawyers who have flirted with illegal drugs.Albao said the NBI has notified the Integrated Bar of the Philippines (IBP-Bohol) on this alarming trend, saying the agency would soon conduct raids on the offices or homes of suspected drug personalities if they won't abandon the illegal drug trade. The disclosure of the NBI has shocked members of the PPOC, who hold high respects to lawyers from Bohol. As this develops, the IBP-Bohol Chapter has not issued an official statement on the allegations hurled by the NBI.The Bohol Tribune had sought reaction from Atty. Ted Lagang, IBP-Bohol Chaper president, but the latter has not responded to the query of the paper, as of press time. The Bohol Tribune has also sought reaction from several Bohol lawyers, but text messages remain unanswered as of press time. But one lawyer, Tubigon-born Julius Gregory B. Delgado, who maintains a law firm in Manila, has reacted to the NBI report, saying, "to be cowed by this malicious and hasty generalization is a disavowal of our sacred oath as officers of the court, defenders of civil liberties and vanguards of democracy."Delgado said that "assuming there are some lawyers who may be involved in the drug syndicate either users and/or pushers, it is irresponsible to generalize and publicize the same the way they handled the information.""It sends a chilling effect to lawyers who may not have the luxury of choosing their clients and cases. Lawyers cannot and should not shirk from their duties in protecting the interests and constitutional rights of their clients who are presumed innocent until proven otherwise," he stressed.

The World Bank and Our Native ChickensBy Nestor M. Pestelos | Columnist, The Bohol TribuneIn a week of depressing news about bombing by so-called terrorists both in the country, in the US and in a concert in Manchester, England; burning of houses, schools and hospitals and hostage-taking and escalation of hostilities between government troops and the Maute group which led to the eventual declaration of Martial Law in Mindanao; and the daily media fare of killings related to the country's current drug war, we still managed to survive without going to a psychiatrist by focusing our lens on some bright stuff we chanced upon in media and in meetings with some friends in development work.During the week, I came across some bright notes which showed efforts consistent with our advocacy that we must continue to localize development, to bring so-called sustainable development goals not only as agenda in national and international fora, but as specific projects and interventions at the community and household levels to address global poverty and its attendant social ills.Let me share these bright notes with you:First, I received via email an interesting post from my friend and journalism mentor of long ago, Zac Sarian, entitled "A Model Native Chicken Farm – A Package of Technology Being Developed." The timing was perfect: I have grown sick and tired of just reading about orientation sessions, planning and training workshops promoting this or that and virtually nothing about projects or services actually delivered to specific poor households in specific disadvantaged locations. This has been the focus of our efforts in development work during half of a lifetime, something which is being diverted by this war on drugs and terrorism. Not that I consider these two social evils as unimportant. I am just pointing out that among the casualties in these two wars are the millions of poor families who will be less assisted, or not at all, because vital resources are being diverted away from day-to-day concerns of the poor. It's generally a bleak mood that I have been having for the past year in this quest for interventions that will both ease the burden brought about by poverty as well as strengthen social cohesiveness against these modern-day evils of drug addiction and terrorism.I was immensely happy to find this post from my old friend and mentor Zac Sarian that says there is two-year project that started in April 2016, funded by the Philippine Council for Aquatic and Natural Resources Research and Development (PCARRD), that aims ... " to develop a Science and Technology Model Farm (STMF) to showcase the package of technology (POT) for free-range chicken production."This will include "development of a native chicken breeding and hatchery management system." Such system "will ensure stable supply of both breeder and slaughter native chickens with predictable performance and consistent quality in commercial quantities." The technology being developed will also include natural feeds, botanical dewormers, vaccine for New Castle Disease (NCD) and range area enhancement protocol for native chicken production. The science and technology interventions will also give special emphasis on artificial incubation and brooding. These were all music to my ears. This 75-year old heart leaped in excitement upon reading this as I recalled previous efforts of our NGO to promote the growing of native chickens aware of their health benefits and tremendous demand in the market which will ensure a stable source of income for the family. A perfect intervention indeed for the target poverty groups!I recall we included the distribution and production of native chickens, which we called Manok Pinoy in those days, starting with the massive backyard food production campaign and child nutrition programs under the Green Revolution and Project Compassion during the Seventies; and as part of the UNICEF-assisted "Ilaw ng Buhay" Light of Life Program in the 1980s to early 1990s.I recall our Ilaw volunteer, Biboy Penaflor from Taloto, Tagbilaran, who shifted from coordinating our "Baboy ni Biboy" project to distribute instead hundreds of UNICEF-funded Manok Pinoy packages consisting of one roaster and five hens to every family who suffered from the devastating Typhoon Yoling in those days.Like the pigs before them, these native chickens must have suffered the same fate – of being slaughtered and eaten by the hungry families reeling from the impact of a devastating natural calamity.Poor Biboy, he passed away "without seeing the dawn," as we used to say for each failed project not revived in time for our coordinator to see how it has brightened up the life of our target families. In recent years, we have had some brushes with this difficult native chicken project seeking to help mass produce them as a poverty alleviation measure, but we were not good at it due partly to lack of funding resources to track how beneficiaries would take care of the chickens and to produce the quantity to match the demand of a rapidly-expanding market. The market is expanding for native chicken eggs and meat has continued to expand despite being priced higher that counterpart commercial products. Due to the massive nutrition campaign, more and more people have realized eating native chicken eggs and meat is a much healthier habit than consuming easily-available commercially produced counterpart products. The belief is also widespread that commercial chickens are given chemical feeds that will result in health problems. To find out more about native chickens, I called up former colleague at the Bohol Poverty Reduction Management Office (BPRMO), now a newly-minted Doctor of Philosophy in Community Development, Dr. Larry Pamugas, to get him to address some queries, particularly on the World Bank-assisted native chicken growing project. Dr. Pamugas referred me instead to the Office of the Provincial Veterinarian (OPV).And so it came to pass that we met with Dr. Stella "Bing" Lapiz, who heads OPV. I knew her from way back when she was known to successfully control the disappearance of livestock distributed to families especially during May, the month of fiestas. She did it by creating the Bohol Association of Livestock Aides (BALA) which monitors and oversees how animals under the distribution program are cared for by beneficiaries. She sees to it that BALA members are properly motivated and recognized for their outstanding work.Dr. Bing confirmed that the lowly native chickens now figure prominently in the World Bank-assistedPhilippines Rural Development Project (PRDP) implemented in the province. The project which aims systematically to support mass production of native chickens so that greater volume of eggs and meat will be available to much the demand is now operational.A system is being applied to the traditionally free-range raising of native chickens: a) anybody with at least 10 to 15 chickens can join the Municipal Native Chicken Growers Association; b) the Association will be assisted to build and operate a Municipal Native Chicken Production Center supplied with an initial stock of 20 hens and 5 roasters and provided with incubator, materials for the cages and fence, feeds for the first four months, and equally important, free vaccination for the stock; and c) coordination in the dispersal of stocks and monitoring of actual support given to Association members.Through the Association and the Municipal-level production center, it is expected that a more systematic shift from home-based to municipal-wide production and distribution can be achieved through provision of technical assistance, vaccination and marketing support. On being asked about existing breeds of native chickens in addition to Darag in the Visayas, Banaba in Batangas, Camarines in the Bicol Region, Paraokan in Palawan, Dr. Bing let out what seemed to be a secret: Bohol has actually developed a breed of its own known as Boholano in the Ubay Stock Farm with assistance from the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD). In the future, we will know how it compares with known qualities of the other breeds.Dr. Bing hopes that production can significantly match the huge demand estimated at 3,000 heads a week. In zeroing in on improving production capability through provision of technical and other assistance, and by organizing viable native chicken producers organizations at local levels, we can make native chickens a profitable mass product that can augment family income. She says the administration of Gov. Ed Chatto fully supports the World Bank-assisted project. Many people are aware that the World Bank is often criticized as interested only in macro-economics and in improving the production and marketing of traditional products. The fact that this global bank is is now into helping implement the value chain of a micro product, such as our native chickens, is enough to lift my spirit up from a shameful low level due to this news about bomb attacks, terrorism and some counter-productive remarks from both sides of the martial law divide.Indeed raising native chickens on account of its importance to the local economy may also serve as therapy and source of income for recovering drug dependents. For many of us, helping achieve critical mass in the production and distribution of native chickens may also enable us take the steady course towards addressing depression and hitting the high road once again in the race towards recreating our beloved Bohol as a province without poverty and its attendant social ills, drug addiction and terrorism.

MARINA, Philippine Navy ink agreement  on Technical Expert Exchanges on Mutual Concerns

MANILA, PHILIPPINES -- The Maritime Industry Authority (MARINA) and the Philippine Navy (PN) signed on Tuesday, 18 May 2021, a memorandum of agreement (MOA ) cementing their cooperation in various related areas, such as training, subject matter exchanges, performance governance system, quality management and other areas that will benefit both Organizations and the country's maritime industry.

MARINA Administrator Vice Admiral Robert A Empedrad AFP (Ret) and PN Flag Officer-in-Command Vice Admiral Giovanni Carlo J Bacordo PN personally signed the MOA at the Philippine Navy Headquarters.

Administrator Empedrard was accompanied by VADM Rene Medina, Executive Director, Standards of Training, Certification and Watchkeeping Office (STCWO), Captain Jeffrey P Solon, Officer-in-Charge of the Office of the Deputy Administrator for Planning, former PN Vice Commander RADM Rey Dela Cruz PN (Ret), and Engr. Ramon C. Hernandez, Director of the Shipyards Regulation Service and Concurrent Director of the Maritime Safety Service. They were also joined by other representatives via videoconference, including Engr. Nannette Z. Villamor-Dinopol, Deputy Administrator for Operations of the MARINA.

Developed since last year through consistent dialogues, the MOA provides a framework for partnership arrangement between the MARINA and PN for purposes of providing technical assistance, and training and consultancy services that aim to support the sustained development of the Philippine maritime industry.

Citing a passage from the Holy Bible, Vice Admiral Empedrad expressed his eagerness to give the attention and support needed by the maritime industry, further emphasizing that its advancement is just of equal importance with that of land-based industries.

The MARINA and PN shall collaborate on the formulation of technical standards and training on the design and construction of naval vessels, which would be a critical contribution to the Modernization Program of the Armed Forces of the Philippines. In addition, this initiative would capacitate more local shipbuilders in producing naval vessels and other floating assets that prioritize safety and functionality--a partial realization of several programs under the Maritime Industry Development Plan.

Aside from vessel design and construction, also covered by the agreement are capacity building assistance for the PN on mandatory international maritime instruments  on maritime safety, security, and marine environment protection.

The event ushers the beginning of the civil works for THREE (3) EDSA BUSWAY CONCOURSES to be built at the EDSA Busway stops at SM Mall of Asia, SM Megamall, and SM North EDSA, in spaces which were all donated by the SM Group. This, following the successful signing of the Memorandum of Agreement (MOA) in November 2020.

The EDSA Concourse Project is envisioned to provide safer, more convenient access to the stations of the EDSA Busway, and to give a better commuting experience to the Filipinos, with these concourses designed  and equipped with ticketing booths, Automatic Fare Collection System (AFCS) turnstiles, and concierges, which will allow all transport transactions to take place at the concourses, prior to the onboarding of passengers.

In this virtual ceremony, Sec. Art Tugade conveyed his gratitude for the commitment, support, and partnership extended by other government agencies, and the private sector, in their help in realizing this much-needed transformational change in the metro commuting experience.

He added, "Lahat 'ho 'yan, bahagi ng ating pinagsama-samang hakbang para masabi na iyong imposible dati, nagawa at gagawin nating posible ngayon. At higit sa lahat, with the EDSA Busway, we are not just changing the system, but also the culture on the road. We are inculcating the values and the discipline for the benefit of the people."

For his part, SM Supermalls President Steven Tan remarked, "Through this initiative, SM Supermalls looks forward to contributing to the vision of DOTr, and its partner agencies and the LGUs, in providing a more comfortable, efficient and convenient experience for the commuting public."

Talagang it's an honor to be working with you, Secretary Tugade."

He added, "In your continuous effort of prioritizing our commuter's mobility with the EDSA Busway Concourse Project, we can provide a more seamless EDSA busway as we make commuting easier, safer more comfortable and more inclusive to infrastructures that are PWD-, senior citizen-, and pregnant women-friendly."

"The transformation of EDSA is a manifestation of effective public and private partnership. I personally thank SM Prime Holdings, for answering the call for assistance, by graciously taking on the construction and maintenance of these vital components at no cost to the government. The EDSA Busway system —a joint project of the DOTr, in cooperation with the Land Transportation Franchising and Regulatory Board (LTFRB), MMDA, and the DPWH—started its interim operations in June of last year, and was designed and intended to allow faster travel time for commuters, provide a comfortable commute for the Filipinos amid the pandemic, and improve mobility along EDSA.

Taguig begins Pfizer vaccine rollout, relaunches mobile vaccination bus

TAGUIG CITY --- Taguig Mayor Lino Cayetano said that the city government continues to introduce different strategies to encourage people to get inoculated during the ceremonial vaccination of health frontliners using Pfizer-BioNTech doses here on Thursday, May 13.

According to Cayetano, one of the biggest challenges confronting the city is getting people to the vaccination sites. This situation has prompted the LGU to think of more creative ways to make it more convenient for people to get the jab.

These measures include the launch of an improved version of their mobile vaccination buses, which now have the capacity to handle highly-sensitive vaccines such as Pfizer.

The local government, together with its cold chain management partner, Orca Cold Chain Solutions have installed freezers in the mobile vaccination buses that will enable them to handle as low as -80 degree centigrade temperature requirement.

The city has two buses that can each accommodate 200 vaccinees daily.

"In NCR, the cities like Taguig are ready for any type of vaccines. We can take care of the vaccines and we can administer them," said Cayetano.

The mayor likewise shared that they are strengthening the LGU's engagement with the community through barangay captains, building managers, and homeowners association leaders in order to increase the city's daily vaccination output.

Meanwhile, National Task Force against COVID 19 Chief Implementer and vaccine czar Secretary Carlito Galvez Jr. lauded the city for the innovations they have introduced to scale up their daily vaccination rate.

"We are so happy that in these critical times, our efforts in the national government are being complemented by different cities like Taguig that always introduce new ways to rollout and implement our national immunization program," said Galvez. END

"SYSTEM SHAPES BEHAVIOR at EDSA BUS WAY"

https://cnnphilippines.com/transportation/2018/02/23/JICA-P3.5-billion-traffic.html

https://www.newsinfo.inquirer.net/1222065/metro-commuters-lost-257-hours-to-traffic-last-year/amp

https://www.rappler.com/newsbreak/explainers/explanation-metro-manila-traffic-public-commute-problem

Patuloy itong pinapaganda, pinapabuti at pinapaunlad.

https://www.business.inquirer.net/313975/5-km-elevated-walkway-network-on-edsa-to-rise-with-help-of-adb/amp

https://www.pna.gov.ph/articles/1108642

https://filipinotimes.net/news/2017/08/27/pinoys-most-behaved-motorists-in-dubai-police/

Press release - MAKATI MEDICAL CENTER, MAKATI CITY --- A ceremonial vaccination of medical frontliners was held here on Thursday, May 13, as the government proceeded with the rollout of COVAX-donated Pfizer vaccines.

Speaking at the event, National Task Force against COVID-19 Chief Implementer and vaccine czar  Secretary Carlito G. Galvez, Jr. underscored the timeliness and importance of the arrival of Pfizer-BioNTech vaccines in the country.

"The arrival of these vaccines comes at a crucial time when the government is accelerating the implementation of our National Vaccination Program so that we can inoculate a larger segment of our population," Galvez said

The initial 193,050 doses of Pfizer-BioNTech vaccines from the COVAX facility, which arrived in the country on May 10, will be distributed initially to LGUs in Metro Manila, Davao City, and Cebu City and other major cities that can handle the vaccine's temperature storage requirement of -70 °C.

He noted that the country now has four vaccine brands in its supply inventory, which include Sinovac, Gamaleya, Astrazeneca, and Pfizer, saying "This is concrete proof that the government's strategy of developing a vaccine portfolio is paying dividends."

According to the vaccine czar, over two million Filipinos belonging to A1, A2, A3 and A4 priority sectors have been inoculated nationwide. A total of 6.4 million vaccine doses have been deployed across 3,446 vaccination sites across the country.

"With the steady arrival of the vaccines, we expect to receive 7,753,450 doses in May and 10,050,000 in June, which will bring our total vaccine supply to 21,829,050. We expect this number to significantly increase in the coming months," Galvez said.

A similar ceremonial vaccination for health care workers was also held at the Lakeshore Hub in Taguig City.

Also present during the event was Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) Chair Health Secretary and Francisco Duque III. ###

6 SOLAR IRRIGATION PROJECTS
RISE IN LANAO DEL SUR TOWN

While other towns splurge their funds on barangay gymnasiums, tarpaulins announcing awards received and endless fiesta celebrations, the old town of Taraka, Lanao del Sur decided to invest on six units of the Solar-Powered Irrigation System (SPIS)  and a huge Solar-Powered Water System (SPWS) costing over P100-M.

The SPIS is expected to irrigate at least 600-hectares of fertile lands in the periphery of Lake Lanao while the SPWS will provide safe drinking water for the town's 25,000 residents who for ages relied on the unsafe water of Taraka River for their household needs.

Taraka, one of the oldest towns of Lanao del Sur, is the first enrollee in the Mindanao Water Supply Program initiated by the Mindanao Development Authority (MinDA) which links local government units with the Development Bank of the Philippines to enable them to build solar irrigation and water systems for remote Mindanao communities.

Shortly after the Dec. 6, 2019 launching of the MinDAWater Supply Program, a joint undertaking of MinDA with the Dept. of Interior and Local Govt. and DBP, officials of Taraka were the first to ask MinDA for inclusion in the program.

MinDA assisted the Taraka Local Government in preparing the Master Plan for Development of the town and packaged the loan proposal which was submitted to DBP and processed even at the height of the COVID 19 lockdown.

A loan fund of P215-M, which included the purchase of road building equipment for the town, was approved and released by DBP late in 2020.

In January this year, MinDA officials, DBP President Emmanuel Herbosa, Lanao del Sur Gov. Mamintal Adiong Jr. and other stakeholders, joined the proud leaders and farmers of Taraka in the groundbreaking ceremonies for the SPIS and SPWS.

By the second week of June, Mayor Nashiba Sumagayan, who gave up her professorial chair in the Mindanao State University to take over the mayorship of the town from her husband, Odin, now the vice mayor, expects the SPIS units to start pumping out irrigation water to allow farmers to plant five times every two years.

That would boost local rice production from the current 2 to 3 metric tons per hectare once a year to 12 metric tons two harvests per year or an estimated income of P168,000 per hectare per year at P14 per kilo from a very low P42,000.

The Taraka Solar-Powered Water System which is equipped with a filtration equipment is expected to be completed before the end of the year.

To support Taraka's Rice Production Program, MinDA has included the establishment of a modern Rice Processing Facility in the European Union Funded MINPAD RISE Program.

The Rice Processing Facility will complete the value chain in the Taraka Rice Production Program aims to produce milled and packed quality rice both for the local market and for supermarket chains.

MinDA has chosen Taraka as the model town for rural development through self-reliance, the first of several municipalities which would be selected and supported in the Bangsamoro Region to serve as inspiration for others.

When the first gush of irrigation water would flow out of the SPIS pipes by June this year, Taraka will show to other towns the correct direction of governance which aims to lift people from poverty through the proper identification of needs and efficient use of resources.

DOTr Maritime Sector Press Release
13 May 2021

DOTr Maritime Sector continues to extend aid to 21 affected Filipino seafarers onboard MV Athens Bridge

MANILA – The national government, through the maritime sector of the Department of Transportation (DOTr), consisting of the Maritime Industry Authority (MARINA), Philippine Ports Authority (PPA), Philippine Coast Guard (PCG), Office for Transportation Security (OTS), and other agency members of the One-Stop-Shop (OSS) Port of Manila, continues to extend its aid to the 21 Filipino crew members who were aboard the vessel MV "Athens Bridge", which came from India.

The affected seafarers were promptly evacuated from the ship last Friday, 07 May 2021, after the PCG was informed of the critical state of the two (2) Filipino seafarers who needed urgent medical attention.

All 12 Filipino crew members who tested positive for COVID-19 have been extracted from the vessel and transferred to their BOQ-assigned facilities. Four (4) seafarers, including the two (2) that were reported to be in critical condition, have been hospitalized and are receiving appropriate medical treatment. The remaining eight (8) crew, who are currently staying in a quarantine facility monitored by the BOQ, are in stable condition.

Meanwhile, the nine (9) crew members who tested negative will remain on the ship until the replacement crew is scheduled to board the vessel on 14 May 2021. MV "Athens Bridge" will be thoroughly disinfected before the boarding of the on signers.

On 12 May 2021, the MARINA expedited the processing of the issuance of Certificates of Proficiency (COPs) of five (5) on signers or replacement crew for the said vessel.

The BOQ reported that the COVID-19 specimen that has been collected from the crew members has already been submitted to the Philippine Genome Center (PGC) to identify the COVID-19 variant that has caused their infection. The results from the laboratory are estimated to arrive within three weeks.

Presently, the vessel MV "Athens Bridge" remains at the quarantine anchorage area, where it is well-guarded by designated personnel from the PCG. Meanwhile, the BOQ personnel present during the disembarkation, and other individuals with possible exposure have been placed under quarantine as part of the measures taken to prevent the further spread of the COVID-19 virus.

The maritime sector of the DOTr urges its stakeholders to exercise and promote strict health protocols during shipping operations and to closely follow established quarantine measures, as a way to deter the possible transmission of the COVID-19 disease among seafarers.

The Philippine government assures the public that it will continue to manage the situation through the initiatives of various agencies under the maritime sector, ensuring the health and welfare of the crew members involved. Additionally, the Overseas Workers Welfare Administration (OWWA) will be providing assistance to the 21 seafarers together with the MARINO Party-list which has also pledged to extend its support.

On Julian Felipe Reef

Contrary to an article in the Inquirer, I have never claimed that Julian Felipe Reef is not ours.

We reiterate that the Philippines has claim – and has never abandoned our claim -- over Julian Felipe Reef by virtue of a Presidential Decree issued by former President Ferdinand Marcos saying it is part of the Kalayaan Group of Islands.

The basis of our claim is that while Julian Felipe Reef is indeed within our 200 nautical miles of EEZ, it nonetheless forms part of the territorial sea generated by two High Tide Elevations (HTEs) currently occupied by China (Mckennan) and Vietnam (Sin Cowe). Per the 2016 SCS Arbitral Award, these HTEs generate a Territorial Sea, which is prior to an EEZ under the UNCLOS.

Felipe Reef, together with the two HTEs that generated the territorial sea, has never been in actual physical possession of the Philippines, albeit made part of the province of Palawan through PD 1596 (1978).

At the very least, Julian Felipe Reef should be delimited under the United Nations Convention on the Law of the Sea (UNCLOS) given the overlaps of maritime zones.

While Julian Felipe Reef is not within our Exclusive Economic Zone (EEZ), because it forms part of the  territorial sea of Mckennan which we claim in accordance with the Marcos Presidential Decree, it is in our country's interest to continuously pursue our claim through diplomacy or in the future, by submitting it to the jurisdiction of the International Court of Justice.

Presidential Spokesperson

READ: MARINA STARTS DRAFTING PROTOCOL FOR SEAFARERS' VACCINATION

The Inter-Agency Task Force (IATF) has given the go signal to the Maritime Industry Authority (MARINA) to draw a blueprint on how it intends to conduct the vaccination program for Filipino seafarers in collaboration with the crewing agencies.

MARINA Administrator VAdm Robert Empedrad disclosed during a Live program online of DJ Surdo Radio Program that he, along with some leaders of the manning groups, met last May 4 with National Task Force (NTF) Vaccine Czar Secretary Carlito Galvez to discuss the vaccine rollout among seafarers, who moved up from B3 and B5 to A4 in the government priority list for vaccination.

Initially, Capt. Solon said the country's monthly deployment is about 35,000 to 40,000 sea-based workers that include crew for traditional ships and personnel for cruise lines. "Based on that, iyan ang hihingin nating supply ng vaccine through Secretary Galvez para mabigyan ang ating seafarers ng vaccine based on (our deployment).

Press Release - Gov't to implement "focus and expand" strategy -- Galvez

DAVAO CITY --- The government will be adopting a "focus and expand" strategy as it ramps up the implementation of the National Vaccination Program.

In his report during the Talk to the People TV program on May 10, National Task Force Against COVID-19 Chief Implementer Sec. Carlito G. Galvez Jr. said this strategy aims to widen the program's "center of gravity."

Center of gravity

"Iyong center of gravity po ito, ito po 'yong tinatawag natin na economic centers, at the same time, ito po 'yong mga vulnerable areas," Galvez told President Rodrigo Duterte.

Utilizing this strategy, he said the government will be channeling its vaccine resources to high-risk areas throughout the country that are experiencing spikes in infections, particularly urban and economic centers.

"So pagka na-address po natin, na-strengthen natin ang ating vulnerabilities at the same time, we strengthen our economic strength, iyon po ang center of gravity po natin," Galvez said.

According to the vaccine czar, these areas include the NCR plus the six provinces of Bulacan, Cavite, Pampanga, Laguna, Batangas and Rizal, as well as Metro Cebu and Metro Davao.

"For example, kung ang Manila nangangailangan ng 3.3 million kada buwan, talagang eksakto po na mayroon po siya talaga na supply na steady na 3.3 million," Galvez said.

"Kung ang Davao kailangan niya ng 250,000 a month, ibibigay po natin po 'yon parang stockpile niya para at least hindi po magkaroon ng shortage at maging maganda 'yong kanyang rollout at wala pong delay," he added.

Galvez said that as the government addresses the surge of COVID-19 infections within this center of gravity, it will then move on to "contiguous" areas and other economic hubs regions nationwide.

"And then 'yong mga expansion area natin, ito 'yong mga tinatawag nating mga important contiguous area ng NCR at the same ito rin po 'yong mga economic center," he said.

"So Region III, Region IV, Cagayan de Oro, Baguio City, Zamboanga City, Bacolod, Iloilo, GenSan, Iligan and also 'yong mga Region X hanggang CARAGA po," Galvez added.

A better Christmas

He said the government wants Filipinos to have a "better Christmas" this year, which he said can be achieved through "herd containment" and herd immunity.

Under herd containment, Galvez said the government has to inoculate at least 25 to 50 million Filipinos by September 2021 to reduce hospitalization and deaths by covering the A1, A2 and A3 priority sectors.

On the other hand, he said building the country's herd immunity will entail the vaccination of around 58 to 70 million individuals by November this year to further prevent and contain the spread of the disease.

"So kung titingnan po natin 'yong mga center of gravities po natin, instead na ita-target natin 'yong 110 million, ita-target lang natin 'yong tinatawag nating 83,829,719. Ang kanyang 70 percent 58,680,803," Galvez said.

And by immunizing about 110 million of the country's population by the second quarter of 2022, he said, the government hopes to put an end to the disease and rebuild the nation's economy.

"Ito 'yong tinatawag nating prevent and contain. And then once na we have already have the science that we can give the vaccine even to the children, we will target the 110 million population," Galvez said.

Boosting logistical capacity

Galvez said the government is now closely working with private firms to further enhance the country's supply chain management system, as this will accelerate the expansion of the vaccine program's areas of coverage.

He said they have tapped the services of pharmaceutical firms Pharmaserve and Zuellig, which have cold storage facilities capable of handling the temperature requirements of donated and government-procured vaccines.

Galvez said Pharmaserv's facilities will store the vaccine brands donated by foreign governments and those coming from the COVAX facility. Zuellig, on the other hand, will house all government-procured doses.

He said the warehouses of these companies will serve as the national storage hubs of the vaccines, where designated regional warehouses will source their supplies.

Local government units, in turn, will get the vaccines from these regional warehouses and bring them to their respective storage facilities prior to being administered at the vaccination sites.

"...may dalawa po tayo, mayroon po tayo 'yong Pharmaserv and also 'yong Zuellig and then bababa po 'yan sa regional warehouse and then sa LGU warehouse and then sa vaccination site," Galvez said.

"...sinisimplify po namin [ang process] na from the Pharma puwede po kaagad na doon sa vaccination site kasi po nakita po natin na 'yong ibang mga vaccine ay napaka-critical po na magkaroon pa ng mga tinatawag nating double handling at pagka lumabas po 'yan sa warehouse, kailangan maiturok na po natin," he explained.

Galvez said that the government has so far deployed 4,009,880 anti-COVID vaccine doses out of the 7,571,000 doses in its inventory through the 3,410 vaccination sites nationwide.

As of May 9, he said a total of 2,409,235 Filipinos have received the jab.

The seven-day moving average also almost doubled at average of roughly 66, 000.

"Sa ating mga healthcare workers, mayroon na po tayong nabakunahan na 1,181,834. Sa A2 rin po mayroon na po tayong 436,100 at sa A3 mayroon po tayong 331,150," he said.

"At saka 'yong mga [economic] frontliner po natin na nabigyan natin during May 1 na Labor Day, mayroon po tayong 8,881," Galvez added.

Starting June, he said the government will start inoculating the A4 (government and economic frontliners) and A5 (indigent population) priority sectors.

Steady supply

Meanwhile, Galvez said the country expects to receive 7,308,400 anti-COVID vaccine doses by May. These include doses coming from Pfizer (1.1 million), Sinovac (500,000), and Sputnik (2 million).

Earlier this month, he said the country received 15,000 Sputnik V doses, 1.5 million Sinovac doses, and 2,030,400 AstraZeneca doses coming from the COVAX facility.

"Sa ngayon po sa ating inventory, mayroon po tayong more or less 5 million naka-stock nakita natin naka-dedicate 'yong 2 million for the second dose while we have still a stock of more or less 3 million," he said.

"Meaning, iyon po puwede pong gamitin ng LGU at mapaspasan po ang ating pagva-vaccinate," Galvez added.

By June, he said the government expects the arrival of 9,150,000 doses, which include 1,100,000 doses from Pfizer, 4,500,000 doses from Sinovac, 250,000 doses from Moderna (50,000 doses for the private sector), 1,300,000 doses from AstraZeneca (for the private sector), and 2 million doses from Gamaleya (Sputnik V).

He said this will bring to 20,514,000 the total number of vaccine doses the country has received since February.

Galvez pushes 'unity of command and effort' in PH healthcare system

PASIG CITY --- National Task Force against COVID 19 Chief Implementer and vaccine czar Secretary Carlito Galvez Jr emphasized the need to enhance the "unity of command and effort" of healthcare service providers in the country.

During the Senate's joint hearing of the Committee on Health and Demography and Committee on Finance on Thursday, May 6, Galvez pointed out the major challenges faced by the healthcare sector in their COVID-19 response and mitigation efforts.

Among these issues, he pointed out, are the devolved set-up of the healthcare sector, which he noticed during the visits he made to many local government units (LGUs) throughout the country.

"We have seen the vulnerability of the Filipino people and we have witnessed the dysfunctional gaps in our healthcare system during this pandemic," Galvez said.

According to the chief implementer, the Department of Health (DOH) "can only command until the regional level," as he pointed out that "LGUs have full autonomy and responsibility for managing and implementing their own health programs and services."

He added that though the DOH provides technical support to all healthcare facilities, provincial governments are managing and operating primary and secondary hospital services.

Meanwhile, Galvez noted that primary healthcare services, including those provided by rural health units and barangay health stations, are under the supervision of municipal governments.

Highly urbanized and independent cities, on the other hand, provide both hospital and primary care services, he explained.

Galvez also proposed a number of key reforms in the Universal Healthcare Law such as the improvement in healthcare facilities; the implementation of measures that will address the low number of healthcare workers in the country; the need for greater strategic engagement with the private sector; as well as the expansion of the DOH's functions to improve the delivery of health services.

Press release
PPA REMITS P17.17 BILLION DIVIDENDS DURING DUTERTE ADMINISTRATION, MORE THAN DOUBLE ITS TOTAL DIVIDENDS IN 2010-2015

The Philippine Ports Authority (PPA) continues to solidify its financial foundation after remitting more than P17 billion in dividends to the National Government (NG) from 2016 to 2020, more than double the total dividends it remitted before the Duterte administration from 2010 to 2015.

PPA General Manager Jay Daniel R. Santiago reported that as of the end of 2020, the agency was able to remit a total of P17.17 billion, a staggering 108% increase compared to the full-term remittances during the previous administration that only totaled P8.270 billion for six years.

*Below are the exact comparative figures of PPA's remitted dividends:
2010 – 2015 : P8,270,735,041.70
2016 – 2020 : P17,171,764,412.79*

GM Santiago reported PPA's strong and steady financial performance to Transportation Secretary Arthur P. Tugade on the same day of the virtual signing of the Department of Transportation – Presidential Anti-Corruption Commission (DOTr-PACC) Reaffirmation of Integrity and Pledge of Cooperation, and Oath of Honesty held on 28 April 2021.

"After the signing of the Oath of Honesty by the DOTr and its attached agencies, we are happy to announce that the PPA has surpassed the total dividends it posted during the previous administration in a span of only 5 years or from 2016 to 2020," Santiago said.

Santiago added that PPA's strong financial foundation is anchored on the unparalleled public service and anti-corruption efforts of the agency.

"This is a clear testament that transparent and honest public service goes a long way and the whole PPA organization is proud of its accomplishments," Santiago stressed.

With still more than a year left under the Duterte Administration, the PPA hopes to post another banner year this 2021, as the country starts to recover from the adverse impact of the COVID-19 pandemic.

"If the first quarter of 2021 is any indication, the PPA is in for another good year, in spite of the pandemic, after posting a 3% hike in net income in the first 3 months of 2021 suggesting that economic activities are now rebounding from the effects of the pandemic," the PPA General Manager added.

On learning of the good news, Secretary Tugade lauded the efforts made by the PPA, under GM Santiago, to achieve this feat.

"If you stay true to public service and live it by heart, this is what you get. This is a result of honesty, integrity, and accountability," Secretary Tugade said.

"This will go a long way in helping the National Government in the country's continuing fight against the global pandemic and the desire of the President to give comfortable lives to every Filipino. With the limited time left for us to do what needs to be done, I urge the entire PPA, together with the other agencies under the DOTr, to focus all our efforts to achieve this goal which we promised the Filipino people when President Rodrigo Roa Duterte took office in 2016," the transportation chief added.

To recall, Department of Finance (DOF) Secretary Carlos Dominguez III likewise commended the PPA recently, under the leadership of GM Santiago, for setting an example among other government-owned and controlled corporations (GOCCs) in stepping up support for the country's COVID-19 response and fulfilling their responsibility by complying with the provisions of the Dividend Law.

Moreover, the PPA earlier reported that a total of P14.87 billion in income tax was likewise paid to the Bureau of Internal Revenue (BIR) since 2016, wherein the biggest tax paid was recorded in 2018 with a total of P5.90 billion.

This strong performance gives PPA enough financial flexibility to help the country in the current health emergency and carry out other vital infrastructure projects.

Philippine Provinces / Pigalo Bridge in Isabela
May 07, 2021, 08:05:47 AM
By Anna Mae Lamentillo via FB
When Pigalo Bridge in Isabela was devastated by typhoons Pedring and Quiel in 2011, farmers who wanted to deliver their agricultural products to Manila or Tuguegarao had to take a 76-kilometer detour via Alicia-Angadanan-San Guillermo-Naguilian Road.

Residents of Isabela had to cross the Cagayan River whenever they had to go to school or sell their produce. Small boats have become a principal mode of transportation. However, villages are isolated during the rainy season when boats are prohibited.

According to the vessel's shipping agent, MV Athens Bridge departed from India on 22 April 2021 and arrived in Haiphong, Vietnam on 01 May 2021 for the conduct of the crew's RT-PCR test. It was later on found that out of the 21 Filipino crew members onboard, 12 of them tested positive of COVID-19.

On 06 May 2021, the PCG received a request from the vessel's captain to execute a medical evacuation of the two (2) crew members who both needed urgent medical care. The vessel, at that time, was located 12 nautical miles west of Corregidor Island.

Upon securing clearance from the BOQ and the Department of Health (DOH), MV Athens Bridge was directed to the quarantine anchorage area designated by the OSS Port of Manila. Security is also provided by the PCG to ensure that no unauthorized vessel or banca will approach the vessel.

Early evening of the same day, BOQ doctors boarded the vessel to assess the condition of the crew and recommended the immediate medical evacuation of two (2) crew members in critical condition.

As of press time, the crew members in critical condition have been safely evacuated and brought to the dedicated medical facility for treatment. The rest of the crew are contained in the vessel and shall be provided with needed medical supplies, including oxygen tanks, with assistance from BOQ and PCG.

The national government, through the maritime sector of the DOTr, assures that the situation and the condition of the crew members will be consistently monitored. Health and safety protocols will also be prioritized throughout the entire process.

PRESS RELEASE

BI to implement expanded travel restrictions, bans travelers from Pakistan, Nepal, Sri Lanka, and Bangladesh

MANILA, Philippines—The Bureau of Immigration (BI) announced that they will be implementing an order from Malacanang on the imposition of restrictions for travelers coming from Pakistan, Nepal, Sri Lanka, and Bangladesh starting May 7.

In an advisory, the BI shared that all passengers from the said countries, as well as those who have a travel history within the last 14 days from the date of their arrival in the Philippines, will be prohibited from entering the country starting May 7 until May 14.

"Those who would be coming prior to May 7 will be allowed, but will be referred to the appropriate agencies to undergo a strict absolute facility-based 14-day quarantine and RT-PCR testing," said BI Commissioner Jaime Morente.

A similar restriction has earlier been implemented by the BI for arriving passengers from India, due to the onslaught of a new Covid-19 variant in the said region.

However, passengers who will be merely transiting through India, Pakistan, Nepal, Sri Lanka, and Bangladesh, will be allowed to enter, but will be required to undergo a strict 14-day quarantine.

BI Port Operations Division (POD) Chief Atty. Carlos Capulong stated that passengers considered transiting are those who merely stayed in the airport of the said countries the whole time and were not cleared for entry into those countries by their immigration authorities.

Meanwhile, Capulong clarified that the spouse and children of Filipinos or former Filipinos who are traveling to the Philippines without the Filipino or former Filipino spouse or parent may only be allowed upon the presentation of a valid 9(a) visa and an exemption document from the Department of Foreign Affairs (DFA).

"Only those who are traveling with the former Filipino spouse or parent are eligible for the balikbayan privilege," said Capulong.

The Balikbayan privilege allows the spouse and children of Filipinos and former Filipinos who are traveling with them visa-free entry, with a one-year stay.

"This is in compliance to the resolution of the Inter-Agency Task Force for Emerging Infectious Diseases, temporarily banning the entry of aliens holding temporary visitors' visas," said Capulong.

Secretary Tugade, along with other transport and government officials first inspected the SRP road section of the Metro Cebu bike lane network – a joint project of the DOTr Road Transport Sector and Department of Public Works and Highways (DPWH).

The SRP section is a Class I bike lane, which is 5 meters wide and spans around 2.3 kilometers. It also features a 3-kilometer pedestrian sidewalk that is separated from the bike lane, a shed for bike racks and benches, and solar studs that light up during  nighttime to guide bikers for their safety and convenience. Additionally, the section also has planters for the provision of greeneries and trees that will be planted along the bike path to give cyclists a comfortable ride.

Currently, the Metro Cebu bike lane network project has an overall progress rate of 63.96% covering 88.84 kilometers accomplished. The bike lane project's overall network length is 138.90 kilometers and traverses four (4) key cities: Lapu-Lapu, Mandaue, Cebu City, and Talisay.

In his message before the ceremonial bike ride, Secretary Tugade expressed his gratitude to Cebuanos and for the cooperation and support of other concerned agencies for the continuous creation of bike lanes, which will boost the promotion of active transportation in the country. He also reminded bikers to observe minimum health standards while on the road.

For his part, DPWH VII Regional Director Edgar Tabacon commended Secretary Tugade and the entire DOTr for the much-needed establishment of the bike lane network in Metro Cebu.

"The bike lane [network] has been a long dream of our people. Not only is biking the cheapest in the market but also [for] the health benefits it can give. This is not only for recreational purposes, but [for] going to our work as well," RD Tabacon said.

"Sir, on behalf of Region VII, we would like to thank you, [together] with all the workforce of the DOTr. Thank you for giving us this project," he added.

'Libreng Sakay' for Health Workers, APORs

Shortly after the inspection of the bike lanes, Secretary Tugade led the launch of the Free Ride Service Program for Health Workers and Authorized Persons Outside Residences (APORs), under the Service Contracting Program of the DOTr and the Land Transportation Franchising and Regulatory Board (LTFRB.)

The Free Ride program, which was initially rolled out in Metro Manila and has since expanded nationwide, is in line with the directive of Secretary Tugade to help essential workers in their commuting needs and somehow ease their financial burden amid the pandemic.

During the launch, Secretary met with the drivers participating in the Free Ride program to thank them for their service.

"Libre ito para sa mga pasahero. 'Wag kayong maniningil ha," Secretary Tugade reminded drivers.

For drivers joining the Free Ride Service Program for Health Workers and APORs, the DOTr and LTFRB increased the per kilometer fee from PhP46.80 to PhP82.50 for buses; and from PhP46.80 to PhP52.50 for jeepneys and other PUJ modes of Transport in the regions.

In addition, under the Service Contracting Program, financial incentives are given to participating drivers who are already onboarded apart from payment to them for the  kilometer run they made.

"Naglabas kami recently para ma-enganyo sila pumasok at mag onboard sa system. P25,000 po ang binigay natin insentibo sa bawat driver na pumasok simula noong nakaraang taon hanggang April 30. 'Yung papasok po starting May 1 hanggang June 15, P20,000 po ang ibibigay bawat isa," LTFRB Chairman Martin Delgra said.

INSPECTION AND INAUGURATION OF OUR AIRPORT DEVELOPMENT PROJECTS

Today, the 5th of May, 2021, Transportation Secretary Arthur P. Tugade inaugurated and inspected various completed and ongoing airport development projects of the Mactan-Cebu International Airport Authority.

These DOTr airport development projects include the MCIA Terminal 2 facilities, the soon-to-be inaugurated MCIAA Corporate Building, the new MCIA taxiway, and the new CAAP building. These airport projects were relentlessly pursued by the DOTr, under the leadership of Secretary Tugade, with the able support, assistance, and cooperation of the and Civil Aviation Authority of the Philippines (CAAP), under Director General Jim Sydiongco, and the MCIAA amid the pandemic.

"Hindi ako napapagod at hindi ako mapapagod kung ang aking gawain ay mga programang nakakatulong sa sambayanan, programang nakakapagdulot ng ngiti sa sambayanan lalo't higit sa mga taga Cebu. Mahalaga po sa amin ang Cebu. Mahal po ng Pangulong Duterte ang Cebu," Tugade said.

MCIA TERMINAL 2 & MCIAA CORPORATE BUILDING

Secretary Tugade, together with Presidential Assistant for the Visayas Secretary Michael Dino, first inspected the MCIA Terminal 2 Facilities then proceeded with the inspection of the MCIAA Corporate Building, which is targeted to be inaugurated on 31 July 2021.

MCIAA OIC Atty. Glenn Napuli said Secretary Tugade's visit to the MCIA Terminal 2 has boosted the morale of aviation and airport frontliners.

"Yung mga frontliners natin nandiyan for a year, nagtatrabaho, naka-PPEs, mainit yan. Namatayan na sila, nandyan pa rin. They are risking their lives. They are welcoming our OFWs with smiles. At least mapasalamatan sila ni Secretary. Maraming salamat Sir, malaking bagay 'yun sa amin," Napuli expressed.

According to the MCIAA, airport international departures are currently integrated with the old terminal due to the pandemic. Terminal 2 is now aiding international arrival operations with swab booths and kits for RT-PCR testing and health protocol assistance.

Meanwhile, the MCIAA Corporate Building, targetted to be operational before the end of 2021, will consolidate under one roof all MCIAA employees in a single building to better serve the public and its stakeholders.

NEW MCIA TAXIWAY

After inspecting MCIA Terminal 2 and the MCIAA Corporate Building, Secretary Tugade inaugurated the new MCIA taxiway.

With our new and expanded taxiway, MCIA's maximum aircraft movement capacity increased from 35 to 40 aircraft per hour. Moreover, maximum aircraft parking capacity also increased from 40 to 50 aircraft slots.

Also, with an upgraded taxiway, more local jobs are expected to be generated from employment opportunities opened up by new locators and new concessionaires once larger aircraft are accommodated in the MCIA.

Secretary Dino, in turn, expressed his gratitude to Secretary Tugade and the entire DOTr for helping Cebu move forward amid the pandemic.

"My gratitude to our very able Secretary Tugade and his team for pushing for the early completion of this taxiway project. We appreciate you so much for loving and taking good care of the Visayas. Sobrang sipag mo. I don't know how come hindi ka napapagod. Secretary Tugade, more power to you, Sir, so we can have more projects here in the Visayas," Dino said.

We, the MCIAA, are grateful for all the support, and in Secretary Tugade's words, for "the fulfillment of the government's promise of improved air connectivity, job opportunities and tourism growth for Cebu and the Visayas region."

READ: Philippines-Netherlands maritime cooperation

Last week, I joined the virtual 21st meeting of the Philippines-Netherlands Joint Committee on Maritime Affairs (JCMA). I was extremely happy to witness, albeit remotely, the sustained cooperation between the two countries regarding maritime issues of common concern to both, specifically on seafaring.

The establishment of the JCMA came about to serve as the vehicle by which the maritime agreement (MOU) signed between the Minister of Water Transportation and Infrastructure of the Netherlands and the Secretary of Transportation of the Philippines in the late 1990s, could be implemented and the cooperation thus agreed, could be sustained.

I recall that one major area of discussion then pertained to matters of the Philippine flag registry as Dutch-owned livestock carriers were registered as part of the Philippine merchant fleet. Of course, the deployment of Filipino seafarers onboard Dutch-registered merchant fleet or those owned by Dutch shipowners, was at that time also very high in the JCMA agenda, although it was the Department of Labor and Employment that was the lead agency for implementing the International Convention on the Standards of Training, Certification, and Watchkeeping for Seafarers (STCW).

Press Release - More room for economic growth, trade expansion and vibrant tourism await Samar province as the Department of Transportation (DOTr) and the Civil Aviation Authority of the Philippines (CAAP) continue to improve air mobility in the region with the modernization and improvement of the Calbayog Airport.

DOTr Secretary Arthur P. Tugade and CAAP Director General Jim Sydiongco led the inauguration of the development projects in Calbayog Airport today, 05 May 2021. They were joined by other transport officials, local government leaders, and airline stakeholders to witness the momentous event.

Focus of the officials' messages during the inauguration was the benefits of the completed development projects at the Calbayog Airport which is known as the "alternative gateway" to Eastern Visayas.

The development project involves the construction of a new Passenger Terminal Building (PTB). With the completion of the project, the Calbayog Airport terminal has been transformed into a modern and improved facility, which can now accommodate 450 passengers, increasing its previous 76-passenger capacity.

Aside from the new PTB, the completed development projects in Calbayog Airport also include the widened runway, expanded apron, construction of runway end safety area (RESA), a vehicular parking area (VPA), and security fence, and drainage system.

In his speech, DOTr Secretary Tugade stressed the need to develop transport infrastructure projects, such as airports, amid the pandemic, so that every region in the country will be equipped with the necessary instrument crucial for recovery and continuous growth.

"Dapat lang na balansehin natin 'yung tinatawag na pangangailangan ng health protocols sa pangangailangan ng paglago ng ekonomiya," Secretary Tugade stressed.

"Ginagawa natin ang paliparan na ito, upang pagdating ng tinatawag na 'new normal', andiyan na ang pasilidad upang sa ganoon, ang negosyo, ang pagbiyahe ng ating mga kababayan, at ang pag-unlad ng negosyo ay nakakasa na," Tugade added.

Meanwhile, CAAP DG Sydiongco echoes the same message, saying: "With the continued commitment of DOTr, CAAP, and the LGU, progress in the Eastern Visayas Region's transport sector will continue to take off."

The improvements and development of the Calbayog Airport are expected to help further boost economic activities in the entire Region VIII and promote growth not only in Samar but also in its adjacent provinces.

"I'm sure that with the much-improved Calbayog Airport, it will offer nothing short but comfort and efficiency to the traveling public. And surely, this will bring in more tourists and boost the economy of Calbayog City and the rest of the Samar," Presidential Assistant for the Visayas Secretary Michael Lloyd Dino expressed.

For his part, Samar 1st District Representative Edgar Sarmiento also commended and thanked Secretary Tugade, the entire DOTr, and CAAP for giving importance and attention to the needs of Samarnons.

"They did everything, from the very start of the construction until finally to its completion, to make sure that the Samarnons will be given this very beautiful airport," Congressman Sarmiento said.

Apart from the development projects that have been carried out in the Calbayog Airport, the DOTr also has numerous infrastructure projects in Region VIII since the Duterte administration took over in 2016.

In the Aviation Sector, 23 airport projects have been completed, including development projects in the Biliran Airport, Borongan Airport, Catarman Airport, Maasin Airport, Ormoc Airport, and Tacloban Airport. Meanwhile, 14 more airport projects are ongoing.

In the Maritime Sector, 76 commercial and social tourism port projects were completed, including the San Isidro Municipal Port, San Jose Port, San Roque Municipal Port, Allen Municipal Wharf, Albuera Port, and Villaba Municipal Port. Meanwhile, 11 more port projects are ongoing to add to the 76 port projects already completed by the DOTr and Philippine Ports Authority (PPA) from 2016 to the present.

PRESS RELEASE

BI arrests 50 aliens for misrepresenting in Mindanao

MAASIM, Saranggani Province—Bureau of Immigration operatives in Mindanao arrested on Friday, 50 aliens working as laborers, office workers in Kamanga, Maasim, Saranggani Province.

According to the BI, the 50 Chinese nationals have been a subject of case build up by the agency's Mindanao Intelligence Task Group (BI-MITG), in charge of monitoring movement of aliens in the southern region.

BI Commissioner Jaime Morente said that the aliens were caught working for a steel company in the area.

"Our operatives received information from concerned citizens regarding the presence of aliens in the region," said Morente.  "Our MITG conducted surveillance and found out that there were aliens working in manual labor," he added.

Investigations revealed that in March, the aliens secured work permits from the BI, but upon surveillance were found to have misrepresented themselves during their application.

"These aliens presented themselves as skilled servicemen that would conduct short-time work in the company," said Morente.  "However when we conducted an audit, we confirmed that they falsified their documents and misrepresented themselves," he added.

The arrest was coordinated with operatives from the Regional Operations Unit 12 (RIOU-12) of the Philippine National Police, Intelligence Service Unit (ISU15AIB), and 38th Infantry Batallion, 603rd Brigade of the Philippine Army, Naval Intelligence Security Group (NISG-NFEM) and Naval Special Operations Group (NAVSOG-NFEM) of the Philippine Navy, and National Intelligence Coordinating Agency (NICA 12).

The BI shared that the arrest was conducted in two areas of the work site.  During the arrest, 31 of the 50 were found to be conducting manual labor, while 18 were found to have been engaged in work inconsistent with their permit.

"Of those arrested, only one was able to present proper documentation as he is a permanent resident in the country," said Morente.  "The rest of the 49 will be charged for violation of the Philippine Immigration Act of 1940," he added.

The 49 will be temporarily held in a holding facility in Saranggani pending transfer to the BI's warden facility.

TUGADE TO INAUGURATE DEVELOPMENT PROJECTS IN CALBAYOG, MACTAN-CEBU AIRPORTS

Press Release:
As a testament to the government's unrelenting pursuit of providing enhanced air mobility and connectivity across the country, Department of Transportation (DOTr) Secretary Arthur Tugade, together with the Civil Aviation Authority of the Philippines (CAAP) Director General Jim Sydiongco will inaugurate several airport development projects in the Visayas on Wednesday, 05 May 2021.

Sec. Tugade and DG Sydiongco will lead the back-to-back inauguration of the new Passenger Terminal Building (PTB) of the Calbayog Airport in Samar, and the new Taxiway and Administration Building of the Mactan-Cebu International Airport in Lapu-Lapu City.

"Our kababayans in Samar deserve nothing but the best. Hindi biro ang naranasan nilang hirap noong 2013 dahil sa Bagyong Yolanda. Ngayon, ang pagsasaayos natin ng Calbayog Airport ay patunay na ang Samar ay mahalaga. Ang mga Waray ay mahalaga, at mahal kayo ng pamahalaan," Secretary Tugade said.

Calbayog airport gets a boost

First to be inaugurated is the Calbayog Airport's new PTB, which can now accommodate 450 passengers, increasing the 76-passenger capacity of its old terminal.

With the development in Calbayog Airport, it is expected to help further boost economic activities in the entire Region 8 and enhance the tourism potential of Samar and its nearby provinces.

Moreover, according to the CAAP, during the construction phase of the Calbayog Airport Development Projects, around 1,500 jobs were generated during the construction phase and nearly 300 indirect jobs expected as a result of employment generation at the start of operation of the new PTB.

In addition to the new PTB, the completed development projects in Calbayog Airport also include a new apron, a new taxiway, drainage system, site development, construction of runway end safety area (RESA), and runway asphalt overlay.

Airport projects in Mactan to be inaugurated

After the inauguration of the development projects in Calbayog Airport, Secretary Tugade, Presidential Assistant for the Visayas Secretary Michael Dino, DG Sydionco, Cebu Governor Gwen Garcia, as well as other transport officials will inaugurate the development projects in the Mactan-Cebu International Airport (MCIA).

This includes the MCIA's new taxiway and CAAP Administration Building.

The extended taxiway is expected to increase passenger traffic and aircraft movement in the General Aviation area of the MCIA. This will likewise accommodate wide-body aircraft in preparation for future expansions.

During the construction phase of the new MCIA taxiway, around 60 jobs were generated and more employment opportunities are expected as a result of the expected increase in the number of aircraft using the new taxiway.

Next to be inaugurated is the CAAP new Administration Building which is a 2-story building housing various facilities of the agency. The completed building will enable CAAP personnel to extend efficient service and further provide comfort to its stakeholders.

After the inauguration of the MCIA new taxiway and the CAAP new building, the team will then inspect the ongoing construction of the Mactan-Cebu International Airport Authority (MCIAA) Corporate Building.

During the construction phase of the MCIAA Corporate Building, 187 jobs were generated, and the project is expected to generate more employment opportunities in the area of security, maintenance, and canteen operation, once operational.

The MCIAA Corporate Building will make the offices and departments clustered in one edifice. The MCIA Authority believes that the proximity of the offices can improve the quality and effectiveness of work in line with today's modern demands.

On this day, 79 years ago, Chief Justice Jose Abad Santos was executed by the Japanese authorities for consistently refusing to collaborate with Japan.* Before leaving for Australia, then President Manuel Quezon instructed Abad Santos to take charge of the Philippine government on his behalf. Quezon asked Abad Santos to join him to the U.S. but the latter declined the opportunity as he was worried of his own family. He also refused the offer of Manuel Roxas, the future Philippine president, to be taken to Mindanao for safety and had decided to oversee the defense capabilities of Negros Oriental and Cebu Province instead.  In Cebu City, Abad Santos rode a car with the plate number one reserved only for the Philippine president.

Since the early weeks of World War II in the Philippines, Abad Santos was already with his son, Lt. Pepito. Before leaving Corregidor, he and his son did burn millions of peso banknotes of the Treasury, this in his capacity as the acting secretary of Justice and Finance.

Unfortunately, a large Japanese fleet landed in Cebu City on 10 April 1942, just a day after Bataan had fallen. Mactan oil depots were already burned by the Americans, signaling that the war in Cebu was imminent and Abad Santos had to be relocated immediately. The Japanese and the Filipino-American forces were racing after Abad Santos.

While on their way to escape for Negros Occidental via Toledo, Cebu, the Abad Santoses and their aids were arrested by the Japanese authorities in Barili, Cebu. The enemies happened to have just landed there.

The chief justice was delivered to the Japanese officials in the abandoned Cebu Provincial Capitol and was asked to cooperate with the new government and convince Roxas to surrender. Unyielding, he was brought to Malabang, Lanao del Sur and there informed him that he was about to be executed.

At 2:00 p.m. of 1 May 1942, Abad Santos was scheduled in a firing squad. Before he was executed, he told his son "Do not cry, Pepito. Show this people that you are brave. It is a rare opportunity for me to die for our country. Not everyone is given that chance."

. . .

*Previously, the death anniversary of Abad Santos was celebrated on May 2 in Pampanga, the honoree's home province.  But in 2014, the National Historical Commission of the Philippines ascertained through the Japanese War Crime documents in the National Archives of the Philippines that the correct date of Abad Santos' execution was 1 May 1942.

HOUSE DETERMINED TO PASS BAYANIHAN 3 — SPEAKER VELASCO

Speaker Lord Allan Velasco on Tuesday said the House of Representatives is determined to pass a third COVID-19 relief package to aid struggling Filipinos and revive the country's pandemic-ravaged economy.

In a radio interview, Velasco said the legislative chamber will hasten the plenary approval of the proposed Bayanihan 3 law once it resumes session on May 17.

"As soon as we get back on May 17, we will fast-track the approval of Bayanihan 3," Velasco told radio station DZME.

Velasco made the statement after three House committees approved during the break the substitute bill to several Bayanihan 3 measures, including House Bill 8628 or the proposed "Bayanihan to Arise As One Act," which he and Marikina City 2nd District Rep. Stella Luz Quimbo had filed.

The substitute bill only needs the approval of the House Committee on Appropriations before it can be reported to the plenary for approval on second and third readings.

The House Committees on Economic Affairs, on Social Services and on Ways and Means recently approved a P405.6-billion Bayanihan 3, which includes two rounds of cash aid amounting to P1,000 per Filipino.

The cash aid, totaling P216 billion, would be given to all 108 million Filipinos regardless of social status.

"Lahat po dapat mabigyan natin ng tulong ngayong pandemya," Velasco pointed out.

He added: "It has to be equitable. Hindi 'yung isang household bibigyan ng certain amount e baka tatatlo lang sila sa bahay tapos ang isang household naman ay 15 ang myembro. Dapat po pantay-pantay."

Velasco said the House is constantly communicating with the Department of Finance (DOF) as to the funding sources for Bayanihan 3.

"Konting discussions na lang with DOF maipapasa natin ito," he added.

To raise funds for Bayanihan 3, Congress seeks to authorize the Bangko Sentral ng Pilipinas to make additional advances with or without interest to the national government to finance expenditures authorized by law to address and respond to the COVID-19 pandemic.

It also wants to increase from 50 percent to 75 percent the mandatory dividend remittances by government-owned and controlled corporations (GOCCs) and to grant the President the power to withdraw capital from overcapitalized GOCCs.

In pushing for Bayanihan 3, Velasco said that while the two previous Bayanihan laws have increased the government's initial capacity to respond to the pandemic, these were "not sufficient for the genuine economic recovery of the country."

He strongly believes that a third economic stimulus package will provide much-needed lifeline to individuals, families and businesses severely affected by the pandemic.

Apart from providing social amelioration to every Filipino, Velasco's Bayanihan 3 bill seeks to allocate funds for capacity-building for impacted sectors, wage subsidies, capacity-building for agricultural producers, internet allowances for students and teachers, COVID-19 treatment and vaccines, and rehabilitation of areas ravaged by recent floods and typhoons. #18thCongress #PartnersForProgress

Initial 15k doses of Sputnik vaccines arrive in the country

Press Release: An initial supply of 15,000 doses of Sputnik V vaccines arrived in the country on Saturday, 3:50 PM, on a board Qatar Airways flight.

With the arrival of the Sputnik V doses, the Philippines now has three brands (Sinovac and AstraZeneca) in its vaccine supply inventory, as it fast tracks the implementation of the national immunization program.

Gamaleya's Sputnik V is the second government-procured vaccine that was delivered to the country following Sinovac's CoronaVac vaccines.

[Philippine is the number one seafarer-producing country in the world.]

Filipino seafarers Earl Warren Maramba and Dean Flores Bacobo were among the 497,000 Filipino seafarers who were deployed overseas last year, but are now grounded by the uncertainty of the pandemic and hope to be vaccinated soon so they can resume their livelihoods.

Philippine Business News / Labor Day Message
May 01, 2021, 05:33:30 AM
LABOR DAY MESSAGE FROM SPEAKER LORD ALLAN VELASCO

One of the things that makes the Philippines truly unique is our workers. Tireless, dedicated and reliable; they are the backbone of our economy. These important traits of Filipino workers remain evident even in the midst of COVID-19 that has brought the country to a staggering halt.

This Labor Day, it's not only fitting but absolutely important to recognize and celebrate the amazing efforts of all essential and frontline workers and thank them for risking their lives to fight the pandemic—caring for the sick, feeding our families and keeping communities running. In essence, we continue to survive and thrive through this public health crisis mainly because of them.

However, honoring the contributions and sacrifices of pandemic frontliners will require more than one day of recognition. This moment requires action. Since they are the ones risking it all, they deserve a greater role in charting our social and economic recovery. We need a broad socioeconomic transformation that takes into consideration their struggles and experiences during this pandemic. We should never forget our essential and frontline workers as we build back better from COVID-19.

In the meantime, we need to protect our frontliners. We support policies that will expand their health and life insurance; provide them all-important protective equipment and access to the life-saving COVID-19 vaccine; and guarantee their allowance, sick leave and hazard pay. These should serve as a token of our appreciation and gratitude for them for keeping the economy in motion and the rest of us healthy and safe.

Wishing everyone a happy and meaningful Labor Day! #18thCongress #PartnersForProgress

Press Release
"Patronize local products, services, and businesses that preserve our cultural heritage" – Makati Poblacion entrepreneurs

MANILA, 30 April 2021 — Entrepreneurs of the trendy Poblacion area in Makati highlighted their collective efforts in making the district the urban center and bright spot of hope for arts, culture, and environmental sustainability during the 43rd episode of "Stories for a Better Normal: Pandemic and Climate Pathways," with the topic, "Makati Poblacion: Empowering Local."

The online conversation hosted by three-term Senator, now Deputy Speaker and Antique Representative Loren Legarda featured young, creative entrepreneurs including Samantha Nicole Samonte, Programming Director of Futur:st; Rachel Harrison, owner of Zambawood Private Event Space; Architect Jed Yabut, rattan artist and CEO and founder of Jed Yabut Future and Design; and Chef Christine Zarandin, founding chef of Wantusawa Oysters.

The guests shared their stories of success despite the challenges of the pandemic, as well as how their businesses advance environmental sustainability and preservation of cultural heritage through supporting local artists, farmers, and communities.

"Futur:st opened in 2018 and shared the same vision of Today x Future; nurturing local, independent, and conscious creatives by providing a platform to showcase their works without prejudice and with full support. Upon opportunity to reopen during the pandemic, we highlighted further artistic collaborations through mindful fashion pop-ups, kitchen takeovers, art exhibits, and many more, " said Ms. Samonte.

"We give fun and purpose to differently-abled people by providing them with skills and employment opportunities. Over a million people in the Philippines are living with disabilities and there's a huge need to find ways to integrate and include them in the society," said Ms. Harrison.

"Our company is basically a mixture of the heritage of rattan furniture which blossomed back in the 1980s, mixed with contemporary silhouettes and designs. Our pieces of furniture are multi-purpose, compact, and practical. We're very 100% Pinoy. It was all designed by me, and we've worked with local artisans, and everything that is used as a material for our products is all sourced locally," said Mr. Yabut.

"'Yung aming supplier is very different from the natural or the traditional way of growing oysters here in the country. Usually kasi yung mga bamboo, nakakasira ng corals, kaya ang ginagawa ng Crystal Bay Farm is flinofloat nila yun mga Bamboos para it's not touching the bottom of the ocean, that way hindi nahaharm ang mga corals. Also, what we do is make sure that the coastal water is clean, but through the years we managed to clean them by balancing the ecosystem from the corals to the fish to the oyster farm. Kaya masarap ang aming oyster, pagdating sa Manila, may ginagawa kaming malinis na proseso, literally, from Farm to Table ang ginagawa ni Wantusawa," said Zarandin.

As a long-time advocate of cultural heritage and micro, small, and medium enterprises (MSMEs), Legarda lauded  efforts that help people bounce back from the pandemic by providing job opportunities for local artists, farmers, and communities while preserving the environment.

"Salamat sa pagbibigay ninyo ng panahon, but more than that, sa inyong pag-survive sa pandemic in a fashionable, creative, and skillful way. Nagbibigay kayo ng pag-asa sa mga kabataan,m, nagbibigay ng inspirasyon na maaaring mabuhay sa panahon ng pandemya, figuratively and literally, at nagbibigay ng panibagong buhay sa mga negosyo. Let's patronize the products and services of those we see here today," Legarda concluded.

As an online discussion to promote health, environmental consciousness, and climate-adaptive practices, "Stories for a Better Normal" aims to change the mindset of individuals, families, and communities by demonstrating ways in which a 'better normal' can be realized within our communities.

This online discussion is organized in partnership between the Office of Deputy Speaker Legarda and the Climate Change Commission, with support from the Department of Education, Philippine Information Agency, Institute for Climate and Sustainable Cities, The Climate Reality Project-Philippines and Mother Earth Foundation. ###

To improve trade facilitation at Manila South Harbor, the Bureau of Customs (BOC) Port of Manila (POM) and Asian Terminals, Inc. (ATI) activates an additional designated examination area (DEA) located at Delgado St. Port Area.

The Delgado ramp became fully operational on April 28, 2021, and security measures are in place, with deployed personnel from ESS, CIIS, PDEA, and Coast Guard. Also, ESS has installed CCTVs in the area.

The new examination area has four slots. Further, it can accommodate an added number of containers to be examined daily, in addition to the existing capacity.

District Collector Michael Angelo Vargas said that putting up an additional ramp intended for examination is needed to ease the processing of incoming imported shipments.

Priority shipments for examination at the Delgado ramp are reefer containers. Orange-tagged shipments that were deemed for further verification after X-ray. In addition, red-tagged shipments will also be examined at the new area to speed up the Port's inspection rate.

The BOC Port of Manila continuously finds ways to enhance trade facilitation and border protection, as mandated by Commissioner Rey Leonardo Guerrero. With the establishment of this additional examination area, the bureau can expedite the cargo clearance and increase the detection of shipments.

DOTr-MIAA PRESS RELEASE
29 April 2021

MIAA remits whopping P13.9B dividends to national government from 2016-2019

The Manila International Airport Authority (MIAA) performed an impressive feat after remitting P13.9 billion in dividends to the National Government (NG) from 2016 to 2019, outshining its total remittances in the last 20 years prior to the Duterte Administration.

Below are the exact comparative figures of MIAA's remitted dividends:

1996 - 2015 : P11,149,527,394.99
2016 - 2019 : P13,900,904,299.33

It was in 2018 that MIAA made its record-breaking fiscal performance when it remitted P3.42 billion in dividends to the NG.

The MIAA's 2018 dividend payment to the national coffers was the highest in MIAA history, exceeding by more than 50% its 2017 remittance of P2.2 billion which was then the highest recorded dividend payment made by the agency in the last two decades.

The MIAA is mandated to remit at least 50% of its annual net income to the NG after it was granted fiscal autonomy two decades ago.

Since the administration of President Rodrigo Duterte took office in 2016, the MIAA dividend payments have significantly increased.

With its continuing strong fiscal performance, the MIAA solidifies its position in the "Billionaire's Club," an elite circle of government-owned and controlled corporations (GOCCs) that contributing billions of pesos in dividends to the NG.

Department of Transportation (DOTr) Secretary Arthur Tugade commended the MIAA for its stellar fiscal performance.

"MIAA's performance in four years show consistent good fiscal management. My congratulations to the men and women of the MIAA, with the leadership of GM Ed Monreal, for your sterling numbers. The Filipino people stand to benefit from your good work," Secretary Tugade said.

For his part, MIAA General Manager Ed Monreal urged the men and women serving the country's premier gateway to continue striving to further improve fiscal management and allocation of resources to ensure effective and efficient delivery of airport services at the NAIA.

"The MIAA remains committed in bettering its fiscal management, as we also work on improving the infrastructure and operations of the NAIA. Ultimately, our fiscal performance should resonate in our efforts in making each airport passenger satisfied beyond expectations," GM Monreal said.

The airport chief also thanked Secretary Tugade for instilling in all attached agencies the central directive of President Rodrigo Duterte to the DOTr to make the Filipino life comfortable through better operational management, transformational initiatives, and infrastructure spending.

"Through the guidance of our strong-willed Secretary Tugade, we push ourselves to achieve higher standards of public service. Sec. Art would hammer it on us that as public servants, it is our duty to serve our countrymen with excellence and efficiency. Our people deserve better fiscal management of government operations, so services become better, too, for the comfort of the Filipino," GM Monreal added.

IN PHOTOS: "WE ARE GLADIATORS AGAINST CORRUPTION"

Transportation Secretary Arthur Tugade underscored how the Department of Transportation (DOTr) has been blazing the trail in the government's campaign against CORRUPTION, during the Oath-Taking and Signing Ceremony of the DOTr Integrity Pledge (Reaffirmation of Commitment) and Pledge of Cooperation and Oath of Honesty (Manifesto), done virtually in front of Presidential Anti-Corruption Commission Chairman Greco Belgica, held earlier today, 28 April 2021.

The Integrity Pledge reaffirms the commitment of the public servants of DOTr to ethical practice and good governance, while the swearing under the Manifesto reiterates the call to action to heed to President Duterte's campaign to stamp out corruption, and uphold integrity, transparency, and accountability in public service.

In the event, Secretary Tugade assertively expounded on the very essence of today's gathering—and that is, to renew the vow and the sworn duty of DOTr officials and personnel to abide by, and uphold the commitment to good governance.

"Ayan po yung significance ng ating pagsasama ngayon—tayo ay mananatiling mandirigma laban sa corruption, tayo ay laging mananatiling isang gladiator laban sa corruption," Secretary Tugade said.

Secretary Tugade gave a stern reminder to the public servants that with or without pandemic, no one should take advantage of power, and the welfare of the country and its people must remain as the absolute and paramount reason for entering public service.

"Sa ating pakikibaka laban sa pandemiya, dapat walang kurakot, dapat walang nananamantala, dapat walang kupit, dapat ang atin lang iniisip ay kapakanan ng bayan at ang kapakanan ng tao. Pandemiya man o hindi, kailangan yung kapakanan ng tao ay mananatiling isang commitment—isang covenant sa sambayanan," Secretary Tugade remarked.

He added, "Ang Kagawaran ng Transportasyon will remain very uncompromising when it comes to corruption. 'Yung mga malilikot ang kamay, yung mga malilikot ang pagiisip, yung tamad sa pagganap ng kaniyang katungkulin—ito po ay forms of corruption—lalabanan ko kayo at hindi ko kayo tatantanan."

As Secretary Tugade conveyed his and the agency's full and relentless support to the endeavors of the PACC and the Duterte Administration, he, once again reminded everyone that public service is, and will always be, a NOBLE CALLING.

"Asahan niyo 'ho na ipagpapatuloy namin ang aming mga hakbaing ito, biglang pagtalima sa aming sinumpaang tungkulin, at bilang suporta sa laban ng PACC, at ng administrasyong Duterte laban sa katiwalan, laban sa corruption," Secretary Tugade assured.

Afterwards, he implored, "To my fellow servants in government, remember that you are privileged to work for the people, with the people, and because of the people. And because of this, the expectations of the people on you are tight and very tight. We have to reach out to this commitment, we have to reach out to the expectations of the people, na tayo 'ho ay gaganap ng ating katungkulan, walang katarantaduhan, walang pagnanakaw, walang pagsasamantala."

"Please, I want you to keep in mind that public service is, and will always be a noble calling. Wag 'ho nating lagyan ng bahid ang public service," the transportation chief further added.

For his part, PACC Chairman Greco Belgica commended the leadership of Secretary Arthur Tugade, as the DOTr has been the leading government agency in stringently ensuring that corruption practices, as well as officials, are eradicated, and continuously upholding a clean and upstanding public service.

"Nais ko pong bigyan ng special na pagbati si Secretary Tugade, at itong Department, dahil kayo po ang UNANG NAGPRESENTA ng inyong sarili para sumaloob sa gawain pong ito," Chairman Belgica said.

He added, "Sana tularan kayo ng iba pang mga opisina ng gobyerno."

During the event, Undersecretary for Legal Affairs Reinier Paul Yebra provided updates on the DOTr's anti-corruption campaign and transparency goals, including the achievement received by the Department as one of the leading agencies recognized in the Freedom for Information (FOI) category, as well as its internal initiatives such as livestreaming of bidding processes, and other anti-red tape efforts.

In terms of the agency's anti-corruption drive, Usec. Yebra reported that for the period of March 2019 to 27 February 2021, the DOTr has already dismissed 149 personnel, suspended 20 other personnel, and referred one (1) individual to the PACC, for grave misconduct and conduct prejudicial to the best interest of service.

Meanwhile, several heads of attached agencies of the DOTr, including the Land Transportation Office-Philippines (LTO), Land Transportation Franchising and Regulatory Board (LTFRB), as well as its Railway sector, reported the initiatives they have undertaken, to ensure that corruption is eliminated.

He added, "We made headway in so far as the corruption drive is concerned.

Officials who present in the event were DOTr Chief of Staff and Assistant Secretary for Procurement and Project Implementation Giovanni Lopez, Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago, Assistant Secretary for Communications and Commuter Affairs Goddes Hope Libiran, and other heads of attached agencies, deputies, and employees.

"WE ARE GLADIATORS AGAINST CORRUPTION"

PR - Transportation Secretary Arthur Tugade underscored how the Department of Transportation (DOTr) has been blazing the trail in the government's campaign against CORRUPTION, during the Oath-Taking and Signing Ceremony of the DOTr Integrity Pledge (Reaffirmation of Commitment) and Pledge of Cooperation and Oath of Honesty (Manifesto), done virtually in front of Presidential Anti-Corruption Commission Chairman Greco Belgica, held earlier today, 28 April 2021.

I hope Inquirer corrects this MISLEADING tweet.
By DOTr Asec Hope Libiran

Sec. Tugade was clearly referring to the improvement in travel time due to the establishment of the EDSA Busway (dedicated median lanes for city buses).

Here are the exact words of Secretary Tugade during his speech in Sulong Pilipinas on 26 April 2021:

"Reality Number 4: I am sure most of you remember EDSA CARMAGEDDON.

The traffic congestion was worsened by illegal terminals, BUSES LOADING AND UNLOADING ANYWHERE THEY WANT.

Now— From numerous plans, schemes, and proposals to decongest EDSA, having most of them either, during that time, being highly criticized or defied, the transformation of our main thoroughfare is WELL UNDERWAY with the establishment of the EDSA BUSWAY. Now, with dedicated median lanes for public utility buses, travel time from Monumento to Pasay is significantly reduced from nearly 3 hours to only 45-50 minutes.

Along with the operations of EDSA Busway, we have also started the establishment of bike lane networks, in cooperation with the Department of Public Works and Highways (DPWH) and Metropolitan Manila Development Authority (MMDA), to promote active transportation, and to ensure the safety of cyclists and other road users.

To date, 296-kilometers of bike lanes have been completed with pavement markings, bollards, curbs, and solar studs. Our target is to complete 535 kilometers of bike lanes in Metro Manila, Cebu, and Davao before the year ends."

Buses arrive every 3-5 minutes, or even less. Umaalis sila, puno man o walang sakay.

RETROFITTED EVA MACAPAGAL TERMINAL ISOLATION FACILITY OPENS; PPA READY TO EXPAND BED CAPACITY FOR COVID-19 PATIENTS

The Eva Macapagal Super Terminal Quarantine Facility in Manila South Harbor, which was converted into an isolation facility amid the surge of COVID-19 cases in the country, formally opened yesterday, 26 April 2021.

The conversion of the quarantine facility, which is being managed and operated by the DOTr Maritime sector since 2020, was made possible through the initiatives of the Philippine Ports Authority (PPA) and the Philippine Coast Guard (PCG).

To recall, the PPA and PCG initiated the retrofitting of the Eva Macapagal Super Terminal due to the continuous rise of COVID-19 cases in the country, particularly in the National Capital Region (NCR). Initially, the facility was set up to merely accommodate repatriated seafarers and OFWs who are required to undergo a mandatory 14-day quarantine. With the conversion and retrofitting, asymptomatic patients and patients with mild symptoms can now be accommodated and treated in the facility.

According to Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago, patients who are asymptomatic and with mild symptoms will be attended to in an isolated quadrant identified as Section A. This section has a 55-bed capacity. Section A can also serve as a step-down care facility for recovering patients. GM Santiago also has assured that the agency is ready to expand bed capacity should the need arises.

"Makakaasa po kayo na kung kakailanganing magdagdag ng pasilidad po para ma-expand 'yung 55-bed capacity na 'to, handa po ang Philippine Ports Authority at ang Philippine Coast Guard, sa ilalim po ng Department of Transportation, na tayo po ay makipag-kapit-bisig sa Department of Health at iba pa pong ahensya para matugunan po ang pangangailangang ito."

At present, the Eva Macapagal Super Terminal Quarantine Facility has a 211-bed capacity divided into four (4) sections for patients, health staffers, and other essential workers. Aside from Section A, Section B will house the health staff and other essential workers, while Sections C and D will continuously cater to personnel of the PCG and PPA who contracted the virus but are asymptomatic or showing mild symptoms.

"Kung matatandaaan po natin, noong Agosto po ng 2020 o last year, sa direktiba po ni Secretary Arthur Tugade at sa tulong pong pampinansyal ng Lopez Group of Companies, kinonvert po natin ang Eva Macapagal Super Terminal para maging quarantine facility po ng ating mga seafarers, 'yung mga dumadating pong tripulante po na mga Pilipino na pauwi po sa kanilang tour of service  from the  cruise ships at iba pang cargo vessels," GM Santiago said.

Meanwhile, DOTr Undersecretary for Administrative Affairs Artemio Tuazon Jr., who represented DOTr Secretary Arthur P. Tugade in the walk-through event, stressed the DOTr's commitment in helping the national government, particularly the health sector, in its fight against the COVID-19 pandemic.

"Itong conversion po at paggamit ng Eva Macapagal Super Terminal bilang isolation facility ay nagpapakita po ng pagtutulungan ng ating buong gobyerno. Ang DOTr, sa pamumuno po ni Secretary Tugade, ay sumusuporta po at patuloy na susuporta sa lahat 'ho ng inisiyatibo ng IATF at ng DOH, upang mapuksa itong COVID-19," Usec. Tuazon asserted.

Joy Romero of the City Legal Office (CLO), and Farica Cutas of Human Resource Management Office (HRMO) paid a visit to the Ormoc City Disaster Risk Reduction and Management Office (CDRRMO) today, April 27.

CDRRMO head Ciriaco Tolibao presented the 2021 Office Report, which included their personnel component, Policies and Plans, Interoperability, Simulation Exercise, Training, IEC Campaigns, and Emergency-Disaster Operations.

Employees of the aforementioned office also raised their concerns, and Mayor Gomez and Emnas responded appropriately.

Mayor Gomez, from his end, directed the staff that all supplies and materials be inventoried, and that records be kept in order and up to date.

He told the employees that we never know when a disaster will strike, so we must always be prepared, which is why we have so many webinars.

Press Release: Long-dormant projects revived under the administration of President Rodrigo Duterte were the subject of the Department of Transportation's (DOTr) pre-State of the Nation Address (SONA) forum on Monday.

DOTr Secretary Arthur Tugade gave updates on completed, ongoing, and planned transport projects, starting with the Ninoy Aquino International Airport (NAIA), now recognized as "one of the top 10 most improved airports" after its infamous "laglag-bala" (literally bullet-drop) extortion scheme before Duterte's term.

The scheme saw passengers, including foreigners, being refused entry to or exit at airports after checkers allegedly find bullets concealed in pieces of luggage.

United Kingdom-based consultancy firm Skytrax named NAIA the 10th most improved airport in a 2018 survey, where 550 airports worldwide were monitored from August 2017 to February 2018.

More than 13 million survey questionnaires were completed by travelers worldwide.

From 2016 to date, the Civil Aviation Authority of the Philippines completed 121 airport projects, including the Bohol-Panglao International Airport, Bicol International Airport, Mactan-Cebu International Airport, and the new Passenger Terminal Building of the Clark International Airport.

Backlogs addressed

In the road sector, the backlog of drivers' license cards has been addressed, with licenses now with five-year validity and some with 10 years for those eligible under the Land Transportation Office's (LTO) demerit system.

The backlog of vehicle license plates was addressed by the LTO through its Plate-Making Facility, with 3,188,843 pairs produced and distributed as of March this year.

To address the perennial congestion in Edsa, Secretary Tugade said the Edsa Busway reduced the travel time of commuters from Monumento to Pasay to at least 45 minutes from the previous nearly three-hour travel.

Bicycle lane networks were also established all over the country to promote active transportation and ensure the safety of cyclists, with 296-kilometers of bike lanes so far completed, including pavement markings, bollards, curbs, and solar studs.

Railway system

In the railway sector, he said the Metro Rail Transit Line 3's (MRT-3) improvements, with trains now running at 60 kilometers per hour (kph) from the previous 30 kph, wait time between trains reduced to 3.5 minutes from the previous nine, and an all-time high of 23 trains running simultaneously from the previous 10 to 15 trains.

After being "stalled for decades", Tugade also showcased the Metro Manila Subway which began construction in 2019; the Light Rail Transit Line 1 (LRT-1) Cavite Extension which began construction in May 2019; the Manila to Clark Railway scheduled to be completed by the fourth quarter of this year; the MRT-7 now halfway complete; and the Mindanao Railway Project, first conceived in the 1950s, now approved by the National Economic and Development Authority.

This year, he said, two "big-ticket projects" will be completed – the LRT-2 East Extension Project and the Common Station.

Maritime sector

The Philippine Ports Authority has likewise completed 426 seaport projects from 2016 to the present.

These include the Cagayan de Oro Port Passenger Terminal Building, the country's biggest port terminal; and the repair and upgrade of the Ormoc and Tacloban Ports, Tagbilaran, and Maribojoc ports.

With the country's Build, Build, Build program in full swing despite the limitations caused by the Covid-19 pandemic, Tugade said the DOTr and the rest of the government "will exert all efforts to finish what we have started, fulfill what we have promised, and deliver what we have envisioned."

PH vaccination program to scale up by midyear; inoculation for the general public could start by August

PASIG CITY --- The Philippine government remains committed to its goal of building the country's herd immunity by 2021.

With the government finalizing five out of seven procurement contracts with different vaccine manufacturers, National Task Force against COVID 19 Chief Implementer and Vaccine Czar Secretary Carlito Galvez Jr said he is confident that 70 million Filipinos will be inoculated by year-end.

"Bulk of the vaccines will arrive by mid-year and will scale up the implementation of our vaccination program and enable the country to achieve herd immunity at a faster rate starting June and July," said Galvez.

The Vaccine Czar was among the panelists in Sulong Pilipinas 2021: Partners for Progress on Monday, April 26, which was also participated in by the Duterte administration's chief economic and infrastructure managers.

The virtual forum is a Pre-State of the Nation Address organized by the Economic Development Cluster and Infrastructure Cluster by the Executive Department.

The forum provided a venue for the resource persons to discuss the latest economic and infrastructure developments, as well as provide updates on the national vaccination plan and other COVID-19 response and mitigation efforts of the government.

During his presentation, Galvez reported that the country expects to receive at least 140 million COVID-19 shots this year, which would support the government's 'containment strategy.

According to Galvez, the government is now conducting the simultaneous vaccination of priority groups to simplify the inoculation process, as well as accelerate the nation's vaccination rate.

Currently, the county is vaccinating members of the healthcare sector, senior citizens, and persons with comorbidities.

By June, the simultaneous vaccination will include economic frontliners, essential workers, and indigent people.

"And by August, we will be opening the vaccination program to the general public," Galvez said.

He said that by 2022, the government will start to carry out its plan that will enable the Philippines to achieve vaccine security, specifically by developing the country's capacity to develop and manufacture its own vaccines.

By 2023, Galvez said the government will ramp up its preparations to be self-sufficient in addressing future pandemics.

In particular, Galvez said the government will focus on modernizing the country's healthcare system so that the country will be able to withstand any kind of public health emergency. ###

Low COVID reproduction rate in NCR means ECQ/MECQ effective – Palace

Press Release: The National Capital Region's COVID-19 reproduction rate or R naught continues to go down and is at 0.9151 as of April 21, according to the COVID-19 monitoring tool FASSSTER.

"Dahil nga po dun sa napakalaking ibinaba ng R naught, masasabi naman natin na parang gumana yung ating dalawang linggong ECQ at yung dalawang linggo ng ating MECQ," said Presidential Spokesperson Secretary Harry Roque Jr in a press briefing on April 26, 2021.

The Palace official and concurrent spokesperson of the Inter-Agency Task Force (IATF) said that the lowered R naught is indicative, not only of the effectiveness of the Enhanced Community Quarantine (ECQ) and Modified Enhanced Community Quarantine (MECQ), but also of the effectiveness of the enforcement of the Prevent, Detect, Integrate, Treat, and Reintegrate or PDITR strategy in communities.

"Napababa po natin sa less than one ang ating R naught, pero ang kinakailangan natin masigurado ay hindi po masasayang yung gains ng ECQ at MECQ at makakamit naman po ito kung mabibigay ang tamang sagot doon sa mga tanong pagdating sa PDITR sa lebel po ng mga lokal na pamahalaan  lalong lalo na dito sa NCR plus," said Secretary Roque.

The said questions about PDITR were the indicators that Dr. John Wong of Epimetrcis, who was a resource person in the said press briefing, identified as the factors that have to be considered to assess readiness to go down to the more relaxed General Community Quarantine (GCQ) classification.

For localities, Dr. Wong said that local government units (LGUs) should be able to provide answers to how well people are complying to wearing of masks and social distancing, how fast do they identify people with symptoms and on how fast they test, isolate, and quarantine them, and what percent of cases and close contacts compete isolation and quarantine periods.

While for indoor businesses with crowds, Dr. Wong said they should be able to give information on how well they are observing the two out of three rules on ventilation, masking, and social distancing. And lastly, Dr. Wong said that data on how fast vaccination pace can be increased to 350,000 jabs per day will also be useful to make a complete assessment of our readiness for GCQ.

Aside from the lowered COVID-19 reproduction rate and effective PDITR implementation, improved healthcare utilization rates will also matter in deciding quarantine classifications, said Sec. Roque.

"Patuloy ang pag-uusap namin ni Sec. [Francisco] Duque dahil noong ako'y naka-confine sa PGH talagang nangako ako na maging advocacy ko na makakatulong ako sa proseso ng pagdagdag ng mga ICU beds ... patuloy po ang pag-uusap namin ni Sec. Duque para magkaroon ng iba't ibang pamamaraan para madagdagan pa ng 200 ICU beds dito po sa Metro Manila," Roque said.

Part of the national government's initiative to improve healthcare capacity, particularly to increase bed capacity to accommodate COVID-19 patients, is the construction of additional facilities. One of these facilities is the Eva Macapagal Super Terminal Isolation Facility, which will formally open today at the South Harbor in the City of Manila.

"Una itong ginawang quarantine facility noong nakaraang taon para ma-accommodate ang ating repatriated seafarers at OFWs na kinakailangang sumailalim sa required 14-day quarantine. Ngayon, na-convert ang Eva Macapagal Super Terminal Isolation Facility, na mayroong 250 na mga kama, upang mag-accommodate ng mga asymptomatic at mild COVID-19 patients para matulungang ma-expand and kapasidad ng ating healthcare facilities," said Roque.

SULONG PILIPINAS!

For the benefit of those who may have easily forgotten, please allow us to refresh your memory on what the Department of Transportation (DOTr), under the leadership Secretary Arthur Tugade faced when we came in five (5) years ago, and WHAT WE HAVE DONE SO FAR to address such difficult challenges.

BEFORE:
LAGLAG-BALA and BUKAS-BAGAHE were RAMPANT; NAIA was tagged as ONE of the world's WORST AIRPORTS

NOW:
NO MORE LAGLAG-BALA; NAIA ranked 10th MOST IMPROVED AIRPORT IN THE WORLD (2018); NAIA REHABILITATION IS ONOING

BEFORE:
- DRIVER'S LICENSES ARE ONLY "PAPER RECEIPTS", NO CARDS; BACKLOG REACHED 3-MILLION

NOW:
"PAPEL LICENSES NO MORE", DRIVER'S LICENSES are now CARDS with 5 YEARS VALIDITY; 10 YEAR-VALIDITY of Driver's Licenses to be implemented within the year; BACKLOG ON DRIVER'S LICENSE CARDS ADDRESSED

BEFORE:
Philippines tagged as REPUBLIKANG WALANG PLAKA; 8 MILLION BACKLOG ON LICENSE PLATES FROM 2013-2016; NO PLATE FOR ALL TYPES OF VEHICLES

NOW
LTO has produced MORE THAN 3 MILLION PAIRS OF MOTOR VEHICLE PLATES; LTO NOW HAS A PLATE-MAKING ROBOT

BEFORE:
EDSA CARMAGGEDON; LABU-LABO ang SASAKYAN SA EDSA

NOW:
The EDSA BUSWAY was established; BIKE LANE NETWORKS ESTABLISHED

BEFORE:
Uso ang #MRTIRIK and #TrainToBusan

NOW:
ONGOING MASSIVE REHABILITATION of the MRT-3; NO MORE UNLOADING INCIDENTS; BRAND-NEW AIRCONDITIONING UNITS INSTALLED; RAIL TRACK REPLACEMENT WORKS ARE COMPLETED; ELEVATORS AND ESCALATORS ARE FULLY OPERATIONAL

Apart from solving long-standing issues, the Department of Transportation (DOTr) has also working on the realization of LONG-OVERDUE TRANSPORT INFRASTRUCTURE PROJECTS:

METRO MANILA SUBWAY
A project planned in 1973, after 40 YEARS and 6 ADMINISTRATIONS, THE PROJECT IS NOW FINALLY MOVING!

LRT-1 CAVITE EXTENSION PROJECT
Approved by NEDA in 2000, but no progress has been seen until June 2016. NOW, its construction is 54.41% complete!

PNR CLARK PHASE 1
Construction is being accelerated, with 45.02% overall progress rate

Furthermore, FOR THE FIRST TIME IN 50 YEARS, the Philippine National Railways (PNR) now has NEW AND CUTTING-EDGE TRAINS!

MRT-7
Submitted by the DOTC in 2001, but no single post was erected in June 2016. NOW, its is*60.58% COMPLETE!

MINDANAO RAILWAY PROJECT
A project conceived in 1950, wherein there was no completed feasibility study, nor NEDA approval, contract, and investment in 2016. NOW, the Mindanao Railway Project is NEDA/APPROVED!

LRT-2 EAST EXTENSION
Construction is moving at an accelerated pace, with an overall progress rate of 96.51%! Inauguration will happen in June 2021.

COMMON STATION
After NINE YEARS OF DELAY, the construction for the the Common Station is now ongoing, and will PARTIALLY BE OPERABLE in December 2021

Please note that the investment poured by this administration in the railways sector under the Build Build Build Program is significantly larger than the total railway investments in the last 50 years combined.

But wait, there's MORE!

Since July 2016, the DOTr, and the Civil Aviation Authority of the Philippines (CAAP), have already completed 121 AIRPORT PROJECTS, including the Bohol-Panglao International Airport, Mactan-Cebu International Airport, and Clark International Airport's Terminal 2.

114 AIRPORT PROJECTS are currently underway, including the Bicol International Airport, which now stands at 79.74% OVERALL PROGRESS RATE, after being delayed for 13 years.

Before, the country only has THREE air traffic radars, that cover only 30% of the Philippine airspace. NOW, as the country already has a Communications Navigation Surveillance / Air Traffic Management System (CNS/ATM), after an almost decade of delay, 10 AIR TRAFFIC RADARS HAVE BEEN ADDED, resulting to a 100% COVERAGE of the Philippine airspace!

For the maritime sector, the DOTr and the Philippine Ports Authority (PPA), since 2016, have already COMPLETED 426 PROJECTS, including the country's biggest passenger terminal building  at the Cagayan De Oro Port.

BEFORE, our Philippine Coast Guard (PCG) only had 20% operational lighthouses all over the country, with outdated and insufficient maritime security assets.

NOW, the PCG has increased the operational efficiency of lighthouses. There are now 600 LIGHTHOUSES that are OPERATIONAL; PCG is already equipped with MODERN AND STATE-OF-THE-ART MARITIME AND AERIAL ASSETS.

These are just some of what we have done and are doing at the DOTr.

With the 435 days remaining in the President's term of office, we at the DOTr assure our people that under the visionary, firm, dedicated and committed leadership of Secretary Arthur Tugade, we will CONTINUE TO DELIVER MORE.

SULONG, PILIPINAS!

While the Covid-19 shock temporarily disrupted Pakistan's progress under the program supported by the IMF's Extended Fund Facility (EFF), the authorities' policies have been critical in supporting the economy and saving lives and livelihoods. Aside from health-related containment measures, their response included a temporary fiscal stimulus, large expansion of social safety nets, monetary policy support, and targeted financial initiatives. These measures, supported by sizable emergency financing from the international community, including under an RFI, helped contain the first Covid-19 wave of cases and the impact on the economy. Growth slowed to –0.4 percent in FY 2020 (July–June), but is expected to recover to 1.5 percent in FY 2021. The external position improved, and inflation continued to decelerate through early 2021 despite supply-driven spikes in food prices. However, a second Covid-19 wave is unfolding, triggering exceptionally high uncertainty and downside risks.

Abstract
A year into the coronavirus (COVID-19) pandemic, the race between vaccine and virus entered a new phase in the Middle East and Central Asia, and the path to recovery in 2021 is expected to be long and divergent. The outlook will vary significantly across countries, depending on the pandemic's path, vaccine rollouts, underlying fragilities, exposure to tourism and contact-intensive sectors, and policy space and actions. 2021 will be the year of policies that continue saving lives and livelihoods and promote recovery, while balancing the need for debt sustainability and financial resilience. At the same time, policymakers must not lose sight of the transformational challenges to build forward better and accelerate the creation of more inclusive, resilient, sustainable, and green economies. Regional and international cooperation will be key complements to strong domestic policies.
