MANILA, Philippines â€"The Armed Forces of the Philippines on Friday said it respects the decision of the Commander-in-Chief, President Benigno Aquino III, in rejecting the proposed fixed three-year term of military officials.

“We will honor and respect the decision of the President and Commander in Chief,” Colonel Arnulfo Burgos, Jr., AFP spokesman, said in a statement.

“With or without the fixed term, we will continue to work harder to professionalize our ranks and strive to be more efficient and effective in the performance of our mandate,” Burgos said.

Aquino vetoed the bill, saying it conflicts with the Constitution’s provision on the laws of retirement.

MANILA, Philippinesâ€"President Benigno Aquino III said Friday he has vetoed the bill fixing the term of the chief of the Armed Forces of the Philippines at three years.

The Chief Executive said the proposed law, which cleared both houses of Congress, violates Article 16, Section 5 of the Constitution.

“I actually sent a message to both chambers that I vetoed the same. There’s a provision of the Constitution that says laws on retirement cannot extend service or something to that effect,” President Aquino told reporters.

The President said there is a provision in the bill that says the retirement of the chief of staff would be deferred if he or she reaches the retirement age but has yet to serve the full three-year term.

Do… remove your shoes

When visiting a friend, remove your shoes at the entrance as you would in most Asian homes. Shoes may bring in dirt and dust. Remember that homeowners aren't allowed to sweep their houses on the first day of the festival â€" it's considered bad luck.

Do… bring a gift

It is customary to exchange a pair of mandarin oranges with your host, a gesture that wishes him or her an auspicious and prosperous New Year. This practice dates back to ancient China, where public officials, mandarins, will pass the delectable fruits around as gifts during the festive season. It was no coincidence the fruit matched their bright orange court robes. Hosts will also welcome any additional gifts of fruits, food and alcohol.

Do… give red packets

It is also customary for married individuals to distribute red packets to single unmarried individuals as a token. Prepare the red packets with crisp new notes, and make sure the sum is an even number â€" giving an odd sum is considered bad luck. You will not want to mess with a centuries-old tradition which predates to a small village in the Song Dynasty period. According to legend, a young orphan helped to slay a huge demon which was plaguing the village - and in gratitude, the village elders presented him a red envelop filled with money for his courage in saving them.

Do… say positive things

You want to start off on a good note. By only talking about pleasant things and wishing your friends and family well, you ensure a smooth and auspicious transition to the year ahead.

Do… wear red

It is the best colour to wear during this season not only because it is considered lucky, but because its vibrant hue is considered appropriate for festive celebrations.

Don't… wear black or white

Associated with death, these colours are considered unlucky and a fashion faux pas during the lunar festival.

Don't… finish everything on your plate

Most Chinese mothers want their children to finish up every grain of rice on their plate during mealtimes, the opposite holds true for reunion dinners. You should always leave some food- especially fish- on your plate, so that symbolically some of the money you've earned from the previous year will be carried over to the New Year.

Don't… cut your hair

By cutting your hair within the first 15 days of the New Year, you could be 'snipping' your wealth away.

Don't… handle books, pears or clocks

All these objects have negative connotations attached to them, so try not to touch or use them during the festive season. Try not to read books in the presence of mahjong players, serve pears to your friends and family, or prepare clocks as gifts during this period.

Hallucinations tormented the mind of a 58-year-old woman, keeping her from leaving her bathroom in her flat in Jurong West for two and a half years, reported The New Paper (TNP).

From 25 March in 2009, 58-year-old Leong Mee Yan mainly sat naked on the toilet bowl, and slept and ate there, the paper said.

It was only on 13 September last year that her husband Ong Kian Ann, who is unemployed, decided to call the police and ambulance, it reported.

Leong was later admitted into the Institute of Mental Health (IMH) where she stayed for 18 days.

When asked why it took a while for Ong to seek assistance, he told TNP that whenever he tried to get his wife to leave the bathroom, she would refuse because a “force” was holding her down.

Ong was also reported by the paper as saying that the hallucinations began affecting his wife in 1991, after one of her sisters demanded for more money. It was not reported further what the issue was about.

Since treatment at IMH, her condition has improved and bathroom visits now last around one or two hours, he told the same paper.

Psychologist Daniel Koh of Insights Mind Centre told Yahoo! Singapore that a person suffering from mental disorders such as schizophrenia or psychosis may experience hallucinations or delusions, especially when the illness is not treated in its early stages.

He highlighted that a person under extreme stress or pressure can also experience hallucinations, which can be categorised as auditory, visual and tactile.

Under auditory hallucination, one can hear voices telling one to act or do certain things, including inflicting harm to one’s self. In visual hallucination, the person tends to see things being thrown at or a person harassing him or her. For tactile hallucination, the person can smell or feel certain things, for example, insects crawling on them, even though none are.

Koh said that family members can also keep a lookout for signs of hallucinations, which is apparent when the person’s behaviour starts to change from its usual self, like when they become easily frightened, tend to panic or show  great distress.

On the other hand, they can also turn passive or quiet, which also indicates that their mental condition might not be stable.

As such, undergoing treatment earlier is the best option as the chances of recovery are higher, but a delayed treatment, warned Koh, might result the condition to worsen or become more concrete.

Ang Kagawasan
ni Mons. Fernando Buyser (1936)

Matam-is dili samahan ang iyang kinabuhi.

By JOHN ROGERS | Associated Press â€" 12 hrs ago

LOS ANGELES (AP) â€" Some of the most prominent purveyors of porn say they'll start packing up their sex toys and abandoning the nation's porn capital if authorities carry through with a nascent effort to police adult film sets and order that every actor be outfitted with a condom.

That effort took a serious leap forward Tuesday when the Los Angeles city council voted 9-1 to grant final approval to an ordinance that would deny film permits to producers who do not comply with the condom requirement. The measure now goes to Mayor Antonio Villaraigosa for approval.

Before the measure can take effect, however, the council has called for the creation of a committee of police officials, the city attorney, state health officials and others to determine how it might be enforced.

"It's going to be interesting to see how in fact they do try to enforce it and who's going to fund it, and all of the time and effort they're going to spend," said Steven Hirsch, co-founder and co-chairman of Los Angeles-based Vivid, one of the largest makers of erotic movies.

"Ultimately I think what they will find is people will just stop shooting in the city of Los Angeles," added Hirsch. "That's a given."

His company, founded in 1984, would be among those that would consider leaving, he said.

Other industry officials condemned the measure as an unneeded exercise in political correctness that cannot be enforced in the city known in the industry as the porn capital of the country. Approximately 90 percent of U.S. porn films are made in Los Angeles, almost all of them in the city's San Fernando Valley, said Mark Kernes, senior editor of Adult Video News.

When films, Internet downloads, sex toys and admission to dance clubs are counted, Kernes said, it's an industry that produces about $8 billion a year in revenue. It has been battered in recent years, however, by the recession and the increased popularity of free Internet porn, and Kernes and others say requiring condoms would further erode business.

They say consumers, particularly those overseas, have made it clear they won't watch films when the actors use condoms, complaining that it is distracting and ruins the fantasy.

"The only thing that the city could potentially achieve is losing some film permit money and driving some productions away, but you can't actually compel an industry to create a product that the market doesn't want," said Christian Mann, general manager of Evil Angel, another of the industry's largest production companies.

Ged Kenslea, spokesman for the AIDS Healthcare Foundation, said the measure is needed because the industry has failed to properly police itself. For years, he said, filmmakers have ignored state health laws mandating the use of condoms when workers are exposed to blood-borne pathogens.

"Let's make one thing clear: Condom use on adult film sets is, and has been, the law in California under blood-borne pathogens regulations," he said. "It is just a law that has not been uniformly enforced or followed. This film permit ordinance that the city council approved today provides another enforcement mechanism to make sure that adult film producers are complying with existing California law."

The council's final vote to approve the law was taken without public discussion, on a day when most of the porn industry's major players were in Las Vegas preparing for Wednesday's opening of the Adult Entertainment Expo, their industry's largest trade event. They said they weren't surprised by the news.

The industry already does its own policing, filmmakers say, requiring actors be tested for sexually transmitted diseases a minimum of every 30 days when they are working. They say no cases of HIV have been directly linked to porn films since 2004, adding they fear if the industry scatters to areas outside of Los Angeles, testing could fall by the wayside, exposing performers to more risk.

"If someone is going to catch an STD, it's usually out of the business because we are tested so often," said veteran porn actress and producer Tabitha Stevens.

In her 17 years in the business, Stevens said, she has worked both with and without condoms. Although she prefers to use condoms, acknowledging they do increase safety, she said the choice should be left up to the performers and not mandated by a government agency.

"If you want to wear them, wear them. If you don't, don't. That's up to the talent to decide. It shouldn't be up to the government to decide," she said.

P2 M nga mga alahas nakit-an
Ni Dennes R. Tabar
Wednesday, January 18, 2012

“Among natawgan ang asawa. Gitawag na usab sa kapitan. Wala man kuno sila mawagtangi,” asoy ni Morpos.

- BANAT NEWS

If the euro zone finally loses its grip on its super-slo-mo meltdown, the countries paying the highest price might not be the ones confined to the euro, according the World Bank's new morbid report on the global economy.

"Developing countries need to prepare for the worst," the Bank said, describing how the European sovereign debt crisis could spread to every corner of the globe. "In this highly uncertain environment, developing countries should evaluate their vulnerabilities and prepare contingencies to deal with both the immediate and longer-term effects of a downturn."

Thirty developing countries (listed in the chart to the right) rely on external financing for more than 10 percent of GDP. Why does that matter? In the event that global markets freeze up in panic over the euro crisis, these governments and their firms will find it harder to find financing overseas. They're more likely to see a contraction that could come in the form of austerity, layoffs, or reining in of capital investments.

In fact, this is already happening. As Europe grinds to a halt, investment from the continent to the developing world has slowed down in turn. Who's really in trouble?

Consider Egypt, the populist darling of the world after Arab Spring revolts. Egypt ships 40 percent of its manufactured goods to the euro zone. Strike one. It has the precarious distinction of being one of three countries in the developing world with (1) a deficit higher than 5 percent of GDP and (2) a debt/GDP ratio over 75 percent. Strike two. Is firms have some of the highest levels of short-term debt, making them particularly vulnerable to a shock from Europe. Strike three.

Even without a shock, the Egyptian stock market is way off its 2011 high and unemployment has climbed above 11 percent. Perhaps the only bright spot is inflation, which has fallen dramatically in the last half-year -- but much of that is due to the very global slowdown that threatens to starve the country of financing. -- http://www.theatlantic.com/

A German man suspected of strangling his wife has pointed the finger at the family dog instead, saying the Labrador could have smothered her to death by accident.

The 50-year-old man was convicted of manslaughter after his wife was found strangled to death in their bathroom in Düsseldorf November 2010, the Süddeutsche Zeitung reported on Monday.

But his conviction was overruled by a federal court which said that the fact the woman was strangled for several minutes did not necessarily on its own mean she was killed intentionally, and now the case is being heard again â€" complete with a witness who is an expert on dogs.

The man’s lawyer said he and his wife had been drinking heavily on the night she died â€" he had a blood alcohol level of 3.4 parts per thousand when police arrived at their house.

He said the woman had fallen over in the bathroom and her husband had been unable to lift her up. He had given her a pillow and blanket and gone to bed, to find her dead the following afternoon.

Their 35-kilo dog must have smothered her, the lawyer argued, saying it was well-known that they sometimes kill their own puppies this way by accident.

The man said he only realised she had died at around 4 p.m., having got up, taken the dog for a walk and talked with his mother on the phone.

But Hans-Hermann Sangen told the court it was unfair to make the dog the scapegoat in the case.

The expert from the Labrador club in Velbert, said adults could not be put in danger by one of the dogs. He said newborns could be accidentally smothered by one of the animals if they snuggled up to them, but that adults could not.

The case continues. --The Local/hc

Germans are world champions of travel, spending more than â,¬60 billion on trips abroad last year â€" but the Chinese could soon overtake them, according to Commerzbank statistics released Tuesday.

The amount Germans spend on travel is expected to increase in 2012, possibly to a new record of â,¬62 billion, said Commerzbank economist Jutta Kayser-Tilosen.

“The debt problems in the eurozone have, up to now, not prevented the Germans from travelling,” Kayser-Tilosen said, citing continued high employment numbers and wages.

The news is also good for German businesses, which have increased travel budgets to about â,¬9 billion for their employees after several years of cutbacks.

Commerzbank stressed that though things are looking good for the tourism industry abroad, a lot is riding on the state of Europe’s economy.

Worries about the debt crisis, new burdens on taxpayers or long-term inflation could prompt Germans to not travel at all or take their holidays domestically - with Germany remaining their favoured destination.

But the weakness of the euro could make Germany a more attractive destination for foreigners â€" it is already the eighth most popular in the world.

Tourists spent more money in Germany in 2011 than the year before â€" approximately â,¬27.4 billion, an increase of about 5 percent. Most tourists came from European countries, although an increasing number have been coming from rising Asian powers like China.

Commentators have been saying for years that as the Chinese economy gains strength, its people travel the world and become coveted for their tourist dollars.

That prediction appears to be coming true â€" their spending could outstrip the Germans’ within the next two years, Kayser-Tilosen said. --The Local/DPA/mdm

What happens if a member defaults?

Nobody really knows, and the uncertainty has fed massive volatility in both the credit and equity markets across the world, driving the costs of global stocks dramatically lower and pushing both Europe and the U.S. -- which is also facing massive financial problems -- toward another recession. The return of a recession will likely create increased unemployment and lower wages.

A default by Greece, or its departure from the eurozone, also carries contagion risk. That means investors will worry about other nations in trouble -- such as Italy, which makes up 17% of the eurozone economy, nearly seven times bigger than the economy of Greece -- and further increase financial instability across the globe.

Politically, it will ignite the debate about whether the European dream, and the euro, can survive, and if it should have even been created in the first place. -- http://edition.cnn.com/

#47184
Why is the eurozone cracking?

Greece's shifting economic data created panic among investors, who stopped buying its bonds, making it impossible to fund itself. In May 2010, Greece received a â,¬110 billion bailout from the International Monetary Fund and its eurozone partners.

A European bail-out fund was then set up to enable a more organized response to subsequent emergencies. The fund was quickly tapped again as turmoil gripped the markets. Ireland's banks were revealed to be a black hole of cash and it was forced to tap the fund for cash. Portugal followed, then Greece returned for more financial help.

While the countries which have been bailed out have specific problems -- Greece's lax tax collection, and Ireland's black hole of a banking system, for example -- the problem has been exacerbated by a currency which shackles the weak to the strong, economists say. Political difficulties in driving through a decisive plan for reining in the crisis has fed the panic.

What was the issue with Greece?

The Greek economy has been in trouble since the country joined the euro, due to a mix of overspending and inability to raise enough revenue. In 2004, it admitted that the country's financial position was worse than reported and had breached the eurozone entry requirements.

By 2008 the government had narrowly passed a belt-tightening budget, designed to trim its massive national debt burden, triggering massive protests. In 2009, Greece admitted its deficit would be more than 12% of gross domestic product -- far higher than previous estimates and more than four times the requirements of entry into the eurozone.

The country was hit with ratings downgrades, pushing its sovereign bonds into so-called "junk" territory, and the damage continued to spiral. Despite the introduction of brutal austerity measures -- which have prompted waves of violent protests -- Greece has been unable to balance its books. There is a risk it could be forced out of the eurozone.

Why didn't the UK want to belong to the eurozone?

Debate over joining the single currency was fierce. Margaret Thatcher, Conservative prime minister from 1979 to 1990, was anti-euro. The Tories remained largely euroskeptic under Thatcher's successor, John Major.

Then came Black Wednesday, the day in 1992 on which Britain was forced to halt its membership of euro's precursor, the European Exchange Rate Mechanism. Black Wednesday was seen as proof a monetary union and European currency could not work, says Hans-Joachim Voth, research professor of economics at Barcelona's Universitat Pompeu Fabra.

Adding to the political humiliation, Black Wednesday is also remembered as the day which enabled investor George Soros to collect an estimated $1 billion in profits from betting against the pound.

Tony Blair's Labour government, which succeeded Major's Conservative government, was in favor of joining the euro, but only if certain economic tests were met. They weren't, and the UK stayed out. Blair reiterated his support of the euro in an interview with the BBC this year, but said the case for Britain was not compelling. Public opinion polls have showed opposition to adopting the currency at up to 75%.

According to Voth, Britain "has always had the problem of wanting to be a part of Europe, without really signing up for the European project."

#47187
Who belongs to the eurozone?

Of the 27 countries in the European Union, 17 nations -- comprising almost 332 million people -- use the euro as their currency. The eurozone's biggest economy is Germany, followed by France.

The weaker economies are Greece, Portugal, Ireland, Italy and Spain, a group which gained the unwanted acronym PIIGS as the crisis unfolded. Other members are Austria, Belgium, Cyprus, Finland, Luxembourg, Malta, the Netherlands, Slovakia, Slovenia with the most recent edition, Estonia, joining in January this year. Sweden does not belong to the eurozone but is obligated to do so in the future, according to the terms of the treaty.

Those who don't qualify for the euro, even though they are members of the EU, are Bulgaria, the Czech Republic, Hungary, Latvia, Lithuania, Poland, and Romania. In 2000 Denmark rejected the adoption of the euro in a referendum, while the UK also stayed out.

#47188
How does the euro work?

Creating a currency which could be used across such disparate economies was always a difficult task. The idea for a single currency was promoted by Jacques Delors, a former French minister of finance, who held the European Commission presidency from 1985 to 1995.

The aim was to stamp a European identity in the markets, bringing, among other things, price stability, growth and trading benefits. The Delors report of 1989 defined a monetary union objective as being, in part, a "complete liberalization of capital movements."

Europe growing nervous over Greece The final structure was a bloc in which political and fiscal integration was minimal; The euro was not designed to create a 'United States' of Europe. Instead the Maastricht Treaty created specific conditions for entry into the single currency. Among other criteria, member countries must not allow annual budget deficits to exceed 3% of gross domestic product, and public debt must be under 60%.

The bloc's monetary policy was to be controlled by the European Central Bank, which had a remit of setting interest rates and controlling inflation around 2% or below. However, each country would retain its own tax policies, budgets and banks and issue their own bonds -- with prices varying depending on the risks investors associated with each country.

London (CNN) -- Why was the euro created?

The euro, which created the world's largest trading power, was designed to link together the European nations for trade and political purposes. It was born amid political and economic upheaval as Germany headed towards reunification -- with the collapse of the Berlin Wall in 1989 -- and communism disintegrated in Eastern Europe. The European Union was put in place after World War II, but as the economic winds shifted the drive to create a single economic and political bloc intensified.

The Treaty on European Union, known as the Treaty of Maastricht, was signed in the Dutch city of Maastricht on February 7, 1992, before entering into force in 1993. It created the structure for a single currency, later named the euro, to be born. The currency's symbol was inspired by the Greek letter epsilon, with the notes and coins available by 2001. They were issued by the European Central Bank, which was based in Frankfurt to placate Germany's loss of its beloved Deutschmark.

But now the European dream -- which has the euro at its center -- has been hobbled. Eurozone members, led by Germany, are being forced to bail out the weaker economies in a financial crisis which is threatening the entire existence of the bloc.
