Some locals felt these were “sweeter’ than prawns, while others described them as having a “stronger flavor”. Crawfish would be delicious steamed with some lemon butter sauce, or even included in a seafood paella. I wish they were more abundant and available even in Manila… If you are from the surrounding provinces like Negros, Leyte, etc., do you know if these crayfish also thrive in your area? Please leave a comment if they do. Thanks.

Takla / Crayfish / Crawfish
by Marketman

Late afternoon, we visited the Mangga market in Tagbilaran, Bohol to see what the local fishermen had brought back from their day’s toil at sea. Locals shop this market around 4-5:30 p.m. (and early morning, I gather) to buy the freshest ingredients for their dinner. Besides the sanga or whale meat that I wrote about yesterday, I spied these creepy crawlers that looked somewhat like crayfish or crawfish. When I asked what they were, the vendor said they were called “takla” and that they were caught in mangroves, or marshes with brackish water. After inspecting them more closely, and looking up references, they do indeed seem that these are one of dozens if not hundreds of members in the crayfish family around the world. Isn’t that cool? I had NO idea we had crayfish locally. We had no way to cook them on our brief trip, so I just took some photos (instead of buying and cooking) and added a mental note to remember and get back to Bohol in April/May so I could try them then…

A 10-year-old girl from Colombia recently gave birth to a healthy baby girl, Univision’s Primer Impacto reported.

The girl, whose name is not being released due to privacy reasons, is from Manaure, a town in the Colombian Department of La Guajira, which is comprised of various indigenous tribes. The girl is a part of the Wayuu tribe in Northern Columbia.

According to Univision, when the girl arrived at the hospital, she was bleeding heavily and screaming from the contraction pain.

Univision reported that the girl “escaped certain death,” and doctors delivered the 5-pound, 5-ounce baby via caesarean section.

Doctors said the girl did not understand what was going on.

"We've already had two cases - lamentable because one girl was 10 years-old.  We hope there aren't anymore,” said Dr. Fabio Gonzalez, the gynecologist who treated her.

It was unclear how the girl got pregnant or who the father is.

The case is being investigated by police; however, they need to respect the tribes’ laws, according to Univision. For the time being, the mother and child will stay at the hospital.

Experts say certain medical care needs to be given to such young mothers.

A 10-year-old’s body would not be defined for pregnancy with its short stature, said Dr. Abdulla Al-Khan, a leading high-risk obstetrician, who was interviewed by FoxNews.com in February 2010 when an 11-year-old girl gave birth to a baby boy in the Northern U.S.

At the time, Al-Khan noted that a pre-teen’s chest might not necessarily be developed enough for breast tissue â€" and exposing such a young child to high amounts of progesterone and estrogen could stunt her growth.

Al-Khan said a C-section is the best bet in these cases, as such a young pelvis is not designed for childbirth.

"The textbooks don’t even tell you how to deal with a 10-year-old; it’s completely different even though we understand the basics," Al-Khan said. -- http://www.foxnews.com/

The bill also expands the list of former and incumbent officials who can apply for diplomatic passports.

The expanded list would include former Senate presidents, former Speakers of the House of Representatives, associate justices of the Supreme Court, presiding justice of the Court of Appeals, secretary of the Senate, and secretary-general of the House.

The current law does not entitle these former and incumbent officials to diplomatic passports. Only former presidents and vice presidents are given such privilege.

Hmm, morag pantalya ra ang benefits sa 10-year validity. Ang giapas mao ang privilege... :P

US hype?

The militant Bagong Alyansang Makabayan (Bayan) accused the government of overreacting to the planned rocket launch, saying it was blindly joining the US in hyping a supposed threat of nuclear fallout from the rocket launch.

“While safety precautions against rocket debris are ok, the reaction of the Philippine government is more in line with the hype being stirred by the US in relation to so-called ballistic missile tests that the North Koreans are allegedly undertaking,” Bayan secretary-general Renato Reyes said.

“The US is trying to deny North Korea’s sovereign right to launch a satellite for peaceful use by hypocritically using the specter of nuclear weapons,” Reyes said.

“Fact of the matter is, North Korea has said over and over again that the rocket launch is for peaceful scientific use. It has even invited foreign journalists and observers to witness the launch and scrutinize the rocket,” he added.

Bayan said the US remains the world’s biggest nuclear threat since it possesses some 5,100 nuclear warheads strategically placed all over the world in its nuclear submarines and military bases. In contrast, North Korea has suspended its nuclear weapons test and uranium enrichment program and allowed international inspectors to monitor activities at its main nuclear complex.

“The nuke bogey is just the latest US ploy to justify sanctions and military intervention against North Korea. It’s the US which has long been threatening North Korea. Meanwhile, North Korea does not pose a threat to the Philippines or any nation in Asia for that matter. North Korea has always aspired for peaceful reunification with South Korea and for the complete denuclearization of the Korean peninsula,” Reyes said.

“The US on the other hand, has always sought to establish its military presence everywhere in the world, acting as some kind of global police. It is now seeking to expand its permanent military presence in the Philippines.”

The group also called the Philippine government’s posturing versus North Korea hypocritical. “The PH government is up in arms over North Korea’s rocket test, but is eerily silent about the use of US drones in Philippine airspace. The PH government has not even sought any explanation for the US government’s secret storage of nuclear weapons in the Philippines during the last century,” Reyes said. Bayan likewise noted that based on a declassified document from the independent non-governmental organization National Security Archive based in the George Washington University, the US government had secretly stored nuclear weapons in the Philippines during the Marcos regime. --http://ph.news.yahoo.com/worst-case-scenario-evacuation-luzon-201715257.html

Philstar â€" 1 hour 35 minutes ago

MANILA, Philippines - Cities and towns across Luzon â€" including Metro Manila â€" are on standby for possible evacuation in case a rocket launch being readied by North Korea goes awry and rains debris on the Philippines.

“All local government units in Luzon were asked to come up with plans in the event that the debris falls in their area of jurisdiction. These include identifying food assistance, evacuation and medical contingency,” said Allan Tabell, a director of the Department of the Interior and Local Government (DILG) and liaison to the National Disaster Risk Reduction and Management Council (NDRRMC).

“(DILG) Secretary (Jesse) Robredo has ordered all governors and mayors in northeastern Luzon including Bicol to prepare contingency plans. We are talking about practically the entire Luzon,” Tabell said in a press briefing yesterday.

“There’s a possibility of mass casualty,” the DILG official said. “If it (debris) falls on a populated area, there is a possibility of suffering casualties. That is what we are preparing for. Walang kapalit ang paghahanda (There’s no substitute for preparedness),” he added.

Philstar â€" Tue, Apr 10, 2012

MANILA, Philippines - The National Disaster Risk Reduction and Management Council (NDRRMC) has placed its personnel on red alert to monitor the controversial satellite launch of North Korea this week.

Government officials yesterday also warned the public of possible rocket debris that might fall into Philippine territory.

The Civil Aviation Authority of the Philippines (CAAP) has issued a “notice to airmen” or Notam regarding the diversion of flights from the northeast portion of northeastern and eastern Luzon that could be hit by derbis from the North Korean rocket.

NDRRMC executive director Benito Ramos said the areas that might be affected include Buguey, Gonzaga, Santa Ana in Cagayan; Palanan, Maconacon, Divilacan, Dinapigue; Casiguran, Dilasag, Dinalungan, Baler, and Dingalan in Aurora; Real, Infanta and Nakar in Quezon; and Camarines Norte and Camarines Sur in Bicol.

Debris may also hit Basco, Batanes, Ramos said.

Officials of the NDRRMC, CAAP, and Philippine Airlines have met last March to discuss the alternative flight plans to be used by PAL planes that normally traverse the northeastern part of Luzon.

The airliner would re-route some flights to avoid the possible effects over Philippine territory of the plan of North Korea to launch a satellite into orbit this month.

PAL spokesperson Cielo Villaluna said that a stage of the rocket that would put the satellite into orbit is expected to fall just east of Luzon when the launch is conducted between April 12 and 16, which would force PAL flights to divert their routes to avoid the area.

but frankly, relampagos is going too far.  come on, no legislator uses his own money for infrastructure projects.  so why should he stake his claims or get credit for them?  besides, there is a law against such billboards or banners.  doesn't he read such laws when he's a lawmaker himself?  okay, so maybe it's not a law (as yet) because congress, relampagos included, didn't take up this proposal by senator santiago against "epal", but it's a policy of the local government department.  couldn't he just respect it because he's representing a district, which is local anyway?  it's called delicadeza.
