News Release: LTFRB Law Enforcement Team led by Executive Director Maria Kristina Cassion conducted enforcement activities in Fairview Quezon City and in Marcos Highway, Pasig City this morning, following reports that PUJ drivers were overcharging fares ranging from P10.00 to as much as P15.00 minimum fare.

This, despite the fact that the LTFRB is yet to resolve the various petitions for fare hike it received from groups of operators.

During the enforcement activity, the team interviewed passengers to verify the reports of overcharging. Some passengers admitted during the past days, drivers were really overarching but today the fares were back to normal. Several passengers however said they purposely give P10.00 as they also understand that fuel prices are already getting higher.

On the other hand, drivers were reminded that the minimum fare is still P9.00 and that the offense of overcharging carries with it a penalty of P5,000 for the first offense. They however said they were confused because one of their leaders announced that the P10.00 was already approved by the LTFRB and that they reverted back to the original fare after LTFRB gave clarifications it was not true.

Enforcers also reminded passengers and drivers to always follow health and safety protocols.

By Now This News: Director Ryan Coogler was briefly detained by Atlanta police in January after he was reportedly mistaken for a bank robber, according to a police report filed Wednesday.

On January 7, the 'Creed' and 'Black Panther' filmmaker handed a Bank of America teller a withdrawal slip with a note written on the back that reportedly read, 'I would like to withdraw $12,000 cash from my checking account. Please do the money count somewhere else. I'd like to be discreet.'

The teller misinterpreted the situation as an attempted robbery when an alert notification occurred because it exceeded $10,000. The teller then informed her boss and they called the police to the scene where Cooler was handcuffed. They also detained Coogler's colleagues who were waiting for him in a car outside.

The film director said that 'this situation should never have happened. However, Bank of America worked with me and addressed it to my satisfaction and we have moved on.' Bank of America responded to the situation and said that they 'deeply regret that this incident occurred. It never should have happened, and we have apologized to Mr. Coogler.'

1) That atheism is folly, and atheists are the greatest fools in nature; for they see there is a world that could not make itself, and yet they will not own there is a God that made it. Doubtless, they are without excuse, but the god of this world has blinded their minds. (2.) That God is sovereign Lord of all by an incontestable right. If he is the Creator, no doubt he is the owner and possessor of heaven and earth. (3.) That with God all things are possible, and therefore happy are the people that have him for their God, and whose help and hope stand in his name, Ps. cxxi. 2; cxxiv. 8. (4.) That the God we serve is worthy of, and yet is exalted far above, all blessing and praise, Neh. ix. 5, 6. If he made the world, he needs not our services, nor can be benefited by them (Acts xvii. 24, 25), and yet he justly requires them, and deserves our praise, Rev. iv. 11. If all is of him, all must be to him.

CGPA lauds first-ever PAF-PA interoperability exercise

Commanding General, Philippine Army (CGPA) Lt. Gen. Romeo S. Brawner, Jr., lauded the first-ever Philippine Air Force-Philippine Army (PAF-PA) Interoperability Exercise which aims to strengthen jointness and interoperability between the two Armed Forces of the Philippines major services,  on March 8, 2022, at Villamor Air Base, Pasay City.

"This bilateral exercise will enable us to save more lives not just with the ground forces, but in general, for the Armed Forces of the Philippines," the CGPA remarked.

Lt. Gen. Brawner called the PAF-PA Interoperability Exercise a "game-changer" as he highlighted the crucial role of battlefield air interdiction operation in the neutralization of top CPP-NPA leader Jorge "Ka Oris" Madlos in Bukidnon last year.

Lt. Gen. Brawner gave updates on the modernization and capability development thrusts of the Army Aviation Regiment. The CGPA said that the regiment, whose main role is to support ground units, is focusing on enhancing the skills and proficiency of 40 fixed-wing and helicopter pilots. He added that the regiment is beefing up its casualty air evacuation capability, which will help increase the survivability of combat-wounded troops.

The PAF-PA Interoperability Exercise is scheduled from March 7 to 11, 2022, at Camp Capinpin, the headquarters of the 2nd Infantry Division, in Tanay, Rizal, and the 80th Infantry Battalion headquarters in Barangay Pinugay, Baras, Rizal.

Bible Study / Genesis 1:4 Commentary and Explanation
March 09, 2022, 12:03:41 PM
Genesis 1:4. And God saw the light, that it was good, etc.] Very pleasant anddelightful, useful and beneficial; that is, he foresaw it would be good, ofgreat service, as Picherellus f39 interprets it; for as yet there were noinhabitants of the earth to receive any advantage by it; (see Ecclesiastes11:7) besides, it was doubtless good to answer some present purposes, toprepare for the work of the two following days, before the great luminarywas formed; as to dispel the darkness of heaven, and that which coveredthe deep; to rarefy, exhale, and draw up the lighter parts of the chaos, inorder to form the wide extended ether, the expanded air, and thesurrounding atmosphere, while the Spirit of God was agitating the waters, and separating them from the earthy parts; and which also might serve tounite and harden those which were to form the dry land, and also to warmthat when it appeared, that it might bring forth grass, herbs, and fruit trees:and God divided the light from the darkness: by which it should seem thatthey were mixed together, the particles of light and darkness; but "by whatway is the light parted", severed and divided from darkness, is a questionput to men by the Lord himself, who only can answer it, (Job 38:24) hehas so divided one from the other that they are not together at the sameplace and time; when light is in one hemisphere, darkness is in the other f40;and the one by certain constant revolutions is made to succeed the other;and by the motion of the one, the other gives way; as well as also God hasdivided and distinguished them by calling them by different names, as AbenEzra, and is what next follows:

BCDA turned over an initial batch of 15 structures, including the commander's quarters and student classrooms, to ASCOM. The agency eyes the completion of the remaining 29 facilities that are under construction on August 2022.

Department of National Defense (DND) Sec. Delfin N. Lorenzana; BCDA Officer-in-Charge President and CEO Atty. Aristotle B. Batuhan; AFP Chief of Staff Gen. Andres C. Centino; Northern Luzon Command Commander Lt. Gen. Ernesto C. Torres, Jr.; ASCOM Commander Maj. Gen. Glenn E. Cruz; and Installation Management Command Brig. Gen. Philip S. Lapinid also graced the said event.

"Our ceremonial turnover and site inspection of the replicated facilities of the Army Support Command truly bespeaks of our collective commitment to provide better working and living conditions for the men and women in the Philippine Army," the CGPA said in remarks.

"Likewise, the 29.8-hectare lot provided by the DND, AFP and BCDA for the construction of 44 infrastructure and other mission-essential facilities here in Camp Aquino will effectively and substantially benefit our gallant soldiers and sustain our operational and organizational momentum," Lt. Gen. Brawner added.

The ASCOM facilities replication project is part of the 2017 memorandum of agreement signed by BCDA and DND for the relocation of Army facilities that occupy an 11.5-hectare portion of the Bonifacio South Pointe Property in Fort Bonifacio. It will provide a better logistics, storage, and management hub for ASCOM which is tasked to provide firepower, transportation, organizational, and maintenance equipment support to the Army's major units.

Asia | Middle East / Diplomacy With North Korea
March 08, 2022, 04:01:07 PM
The 11 countries — Albania, Australia, Brazil, France, Ireland, Japan, New Zealand, Norway, South Korea, United Kingdom and United States — said they remain committed "to seeking serious and sustained diplomacy" with Democratic People's Republic of Korea, the country's official name.

They said the United States and others have repeatedly offered dialogue without preconditions. But they said the DPRK has chosen to increase its ballistic missile launches in violation of Security Council resolutions and international law, "instead of embarking on a path of diplomacy and de-escalation."

The 11 countries called on all 15 Security Council members "to speak with one voice in condemning these dangerous and unlawful acts."

Thomas-Greenfield responded to a question asking about the failure of veto-wielding council members China and Russia to support the statement. "We would love to have had China and Russia join us in this group," she said.

The Security Council initially imposed sanctions on North Korea after its first nuclear test in 2006 and toughened them after further nuclear tests and launches from its increasingly sophisticated ballistic missile program. | via Associated Press

World Daily News / Russian Oil Embargo
March 07, 2022, 01:13:16 PM
Europe relies on Russia for crude oil and natural gas but has become more open to the idea of banning Russian products in the past 24 hours, a source familiar with the discussions told Reuters on Sunday.

Meanwhile, U.S. House of Representatives Speaker Nancy Pelosi also said in a Sunday letter that the chamber is "exploring" legislation to ban the import of Russian oil and that Congress intends to enact this week $10 billion in aid for Ukraine in response to Moscow's military invasion of its neighbour.

The White House is also talking with the Senate Finance Committee and House of Representatives Ways and Means Committee about a potential ban, the source said.

Still, Blinken also stressed the importance of maintaining steady oil supplies globally.

Blinken, who is on a trip across Europe to coordinate with allies the response to Russia's invasion of Ukraine, also said he discussed oil imports with President Joe Biden and his cabinet on Saturday.

Japan, which counts Russia as its fifth-biggest supplier of crude oil, is also in discussion with the United States and European countries about possibly banning Russian oil imports, Kyodo News reported on Monday.

Asked about a potential embargo on Russian oil imports at a regular news conference on Monday, Japan's top government spokesperson Hirokazu Matsuno declined to comment on its communication with the United States.

Oil prices, have soared over the past week after the United States and its allies sanctioned Russia over the invasion.

After Russia invaded Ukraine, the White House slapped sanctions on exports of technologies to Russia's refineries and the Nord Stream 2 gas pipeline, which has never launched.

So far, it has stopped short of targeting Russia's oil and gas exports as the Biden administration weighs the impacts on global oil markets and U.S. energy prices. | via Reuters

Bible Study / Luke 17:28 Commentary and Explanation
March 06, 2022, 10:28:29 AM
17:28 in the days of Lot. I.e., judgment came suddenly, destroying people in the midst of their everyday activities (Gen. 19:24, 25). None of the things Jesus cited with regard to Noah's day or Lot's day were inherently sinful. But people were so absorbed in the things of this life that they were utterly unprepared when the time of judgment came.

By Philip Yancey
During a tumultuous week in 2008 in which global stock markets declined by seven trillion dollars, I got a call from Time magazine. "How should a person pray during a crisis like this?" the editor asked. As we spoke, we came up with a three-stage approach to prayer.
The first stage is simple, an instinctive cry for "Help!" Look at Jesus' prayer in Gethsemane. With sweat falling like blood, he felt "overwhelmed with sorrow to the point of death." His prayer, however, changed from "Take this cup from me" to "May your will be done." Prayer relieved him of anxiety, reaffirmed his trust in a loving Father, and emboldened him to face the cross.
If I pray with intent to listen as well as talk, I can enter into a second stage, that of meditation and reflection. Okay, my life savings has virtually disappeared. What can I learn from this seeming catastrophe? A Sunday school song came to mind: The wise man built his house upon the rock ...And the wise man's house stood firm. And then, The foolish man built his house upon the sand ...Oh, the rain came down and the floods came up ...
A time of crisis presents a good opportunity to identify the foundation on which I construct my life. If I place my ultimate trust in financial security, or in the government's ability to solve my problems, I will surely watch the house crumble. (And the foolish man's house went "splat!")
The same week of financial collapse, Zimbabwe's inflation rate hit a record 231 million percent. Which leads me to the third stage of prayer in crisis times: I need God's help in taking my eyes off my own problems in order to look with compassion on the truly desperate.
In the days of a collapsing Roman empire, Christians stayed behind to nurse plague victims, and wet nurses gathered up babies abandoned along the roadside. What a testimony it would be if during hard times Christians resolved to increase their giving to build houses for the poor, combat AIDS in Africa, and announce kingdom values to a decadent, celebrity-driven culture.
Such a response defies all logic. Unless, of course, we take seriously the moral of Jesus' simple tale about building houses on a sure foundation.

Press Release: Pacquiao raises need for a masterplan to ensure food security, strengthen the agri-fishery sector

PROMDI presidential candidate Sen. #MannyPacquiao today said he will create a masterplan that would map out long-term and sustainable programs to ensure food security and strengthen the country's agriculture and fishery sectors.

In his visit to Barangay Poblacion Oeste, where he was honored as 'adopted son', Pacquiao explained the Philippines should strive to become self-reliant and reduce its dependence on imported agricultural products by focusing on what he describes as "PDC", an acronym for production, distribution, and consumption.

He said the government should have a well-laid masterplan that would provide a long-term strategy to increase food production.

Apart from pushing for food security, Pacquiao said his administration would also initiate programs and policies that would optimize the use of the country's food sources.

He stressed that he is against importation because it only benefits other countries, importers, and even smugglers but it has been making life even more difficult for #Filipino farmers and fishermen.

"Against ako sa importation tulad ng mga gulay at isda dahil kaya naman nating mag-produce. Dati nga tayo ang nag-e-export kaya alam kong kaya nating magawa ito at makamit nating magkaroon tayo ng food security," Pacquiao pointed out.

"Palakasin natin ang mga sektor ng agrikultura at tulungan natin ang sting mangingisda upang magkaroon ng sapat sa hapag-kainan ng bawat pamilyang Pilipino," he added.

He reiterated that having a master plan for food security would ensure that Filipinos are not only food-secure but are also economically stable.

"Kailangan nating palaguin ang ating agrikultura. Dapat mayroon tayong programa para sa seguridad sa pagkain at hindi basta na lang tayo nabubulaga ng mga shortage o kakulangan sa mga pangunahing pangangailangan, tulad ng isda at gulay na ngayo'y nag-aangkat pa tayo," Pacquiao said.

The People's Champ has been going around Pangasinan to continue with his campaign and conduct dialogues in key towns and cities such as #Binmanley, #Lingayen, and the cities of #Dagupan, #SanCarlos, and #Urdaneta.

In Bgy. Poblacion Oeste, where he was announced as the community's 'adopted son', Punong Barangay Mark Anthony Gutierrez expressed gratitude for Pacquiao's visit, saying  it has inspired his constituents not to lose hope despite their hardships.

"Nagpapasalamat ako sa pagdalaw ni #Pacman dahil inspirasyon siya ng marami nating kababayan at dala niya ang pag-asa para sa nagandang kinabukasan," Gutierrez said.

Poblacion Oeste Bgy. Kagawad Ricardo Fernandez on the other hand said Pacquiao's visit to their barangay inspired hope to most of their constituents, the majority of whom are poor and living below the poverty level.

"Karamihan po sa amin dito sa barangay ay mahihirap lang at sa pagdalaw na iyo ng Pambansang Kamao ay nabuhayan kami sa posibilidad na maaari naming makamit ang kaginhawaan mula sa karukhaan," Fernandez said.

Pacquiao said he was surprised with the warm welcome given to him by Pangasinenses as this only showed that he also has lots of support even in the so-called Solid North.

"Akala ko sabi nila #SolidNorth, iyon pala 'Solid MP(Manny Pacquiao)'," Pacquiao said in jest.

Leading nuclear authorities were worried — but not panicked — about the damage to the power station. Ukrainian officials later said that radiation levels in the area weren't at dangerous levels.

The assault, however, led to phone calls between Ukrainian President Volodymyr Zelenskyy and U.S. President Joe Biden and other world leaders. The U.S. Department of Energy activated its nuclear incident response team as a precaution.

The attack on the eastern city of Enerhodar and its Zaporizhzhia nuclear plant came as the invasion entered its second week and another round of talks between Russia and Ukraine yielded a tentative agreement to set up safe corridors to evacuate citizens and deliver humanitarian aid.

Nuclear plant spokesman Andriy Tuz told Ukrainian television that shells fell directly on the facility and set fire to one of its six reactors. That reactor is under renovation and not operating, but there is nuclear fuel inside, he said.

The Zaporizhzhia regional military administration said that measurements taken at 7 a.m. Friday (0500 GMT) showed radiation levels in the region "remain unchanged and do not endanger the lives and health of the population."

Ukraine's state emergency service announced on Facebook on Friday that "the fire in the training building of Zaporizhzhya NPP in Enerhodar was extinguished. There are no victims." It did not mention the fire in a reactor building that had raised international concern. | via Associated Press

A year since it started, our pilot Backyard Bukid urban farming project for our head office support staff has already produced over 300 kilos of vegetables. These were planted, grown, and harvested by the first 25 beneficiaries from our maintenance, cleaning, and security personnel. They use their harvest to either augment their personal food supply or to earn extra income by selling these to our employees. In building the future that we want, we are committed to investing not only in sustainable infrastructure projects, but also in initiatives that empower the disadvantaged, build resilience, and help create inclusive growth as we emerge from this pandemic.

Until... on September 29, 2017, the groundbreaking ceremony for the project was held. This, after Sec Art Tugade successfully convinced giant conglomerates to set aside differing issues and stances, particularly on its location. Now, the project is nearing completion.

The Common Station features a 13,700-square meter concourse area which will interconnect the LRT-1, MRT-3, MRT-7, and the Metro Manila Subway. 478,000 passengers is expected to benefit from this daily.

GORDON LAUDS PH 'YES' VOTE TO UNGA RESOLUTION ON UKRAINE INVASION

Press Release: Senator Richard J. Gordon lauds the Philippine "YES" vote to the resolution of the United Nations General Assembly (UNGA) demanding that Russia immediately cease its use of force against Ukraine and immediately, completely, and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders.

Special emphasis was given by Gordon, Chairman of the Philippine Red Cross (PRC), to the humanitarian aspect of the armed conflict between Russia and Ukraine.

"There is now an unprecedented flow of refugees displaced from their homes and seeking safe haven in countries, particularly Poland, bordering Ukraine. The Philippine Red Cross is ready and able to respond and to assist its counterparts in Poland and other neighboring countries of Ukraine as they cope with the refugee situation," Gordon said reacting to the Department of Foreign Affairs (DFA) statement that called for massive assistance commensurate with the growing humanitarian crisis.

Gordon reiterated his appeal to both leaders of Russia and Ukraine to heed the worldwide call for peaceful resolution of disputes.

"I am confident that acceptable compromises and workable solutions can be found in order to avoid further escalation of the armed conflict," he said.

Gordon also commended the DFA and Overseas Workers Welfare Administration (OWWA), and the Philippine embassy in Poland for the speedy and efficient extraction of Filipinos living in Ukraine.

G.R. No. 1455, October 29, 1903
IN THE MATTER OF THE APPLICATION OF FRANK STANLEY ALLEN FOR A WRIT OF HABEAS CORPUS.

D E C I S I O N
MCDONOUGH, J.:

The petitioner, Frank Stanley Allen, who is an alien, claims that he is unlawfully detained and restrained of his liberty in Manila, P. I., by W. Morgan Shuster, as Collector of Customs for the Philippine Archipelago, who threatens to deport the petitioner from the Islands for the reason that said Collector claims that the petitioner is a prohibited alien contract laborer whose importation is forbidden by the act of Congress approved March 3, 1903, entitled "An act to regulate the immigration of aliens into the United States."

The question as to whether the petitioner is or is not within the class of persons excluded by that act is not raised in this stage of the proceedings, and so the only question to be determined is this: Has the Collector of Customs for the Philippine Archipelago lawful authority to execute, or cause to be executed, so much of said act of Congress as provides for the detention and deportation of prohibited aliens?

The petitioner insists that, inasmuch as by said act of Congress it is provided that for the "purpose of this act the words 'United States' as used in the title as well as in the various sections of this act," shall be construed to mean the United States and any waters, territory, or other place now subject to the jurisdiction thereof; and that, as by section 22 of the act the Commissioner-General of Immigration, under the supervision and direction of the Secretary of the Treasury of the United States, is charged with the administration of all laws relating to the immigration of aliens into the United States, and is required to establish rules and regulations relating thereto, the .said Collector of Customs is without jurisdiction to act in the premises, as he has not been authorized to execute the provisions of the law by the Secretary of the Treasury, or by the Commissioner-General of Immigration, or by act of Congress.

Attention is also called by the petitioner to section 24 of said act of Congress, which provides for the appointment of immigration inspectors by the Secretary of the Treasury upon the recommendation of the Commissioner-General of Immigration, in accordance with the civil-service rules and regulations in the act of June 16, 1883.

There is very little that is new legislation in this act of Congress, approved March 3, 1903. In fact, almost all the provisions contained in it were in force prior to that date, not only in the United States but also in these Islands.

The principal changes made in the law by this act consist of an enlargement of the prohibited classes so as to add to the former list persons who have been insane within five years, those who had two or more attacks of insanity, anarchists, and those who believe in or advocate the overthrow by force or violence of the Government of the United States, or of all government, or all forms of law, or in the assassination of public officials.

In fact, with few exceptions, this act is a compilation and reenactment of the immigration laws passed by Congress from the year 1875 down to the date of the passage of the act.

And so, to properly determine the intention of Congress, and to interpret the effect of the application of the section of this law extending its provisions to these Islands, it is necessary to look into the laws, rules, and regulations in force here before the approval of this law, and to ascertain by what authorities these were administered in the Philippine Islands.

It may be well, however, first to state that the authority of the President of the United States, as Commander in Chief of the Army and Navy, to govern conquered territory, was limited only by the law and usages of war until Congress took action. It was said in the case of New Orleans
vs. New York Mail Steamship Company (20 Wall., 387-394) that "the conquering power has the right to displace the preexisting authority and to assume to such extent as may seem proper the exercise by itself of all the powers and functions of government. It may appoint all the necessary officers and clothe them with designated powers, larger or smaller, according to its pleasure. It may do anything necessary to strengthen itself and weaken the enemy."

This right to administer the government, from the necessities of the case, continued in the military commander, after the ratification of the treaty of peace with Spain and until Congress shall provide otherwise. (Dooly vs. United States, 182 U. S., 222.) By that treaty these Islands became territory appurtenant to the United States, but not an integral part of the United States. The mere annexation has not the effect of incorporating the Islands into the United States.

So the civil government of the United States can not extend immediately, and of its own force, over territory acquired by war, even when possession is confirmed by treaty, but such territory must necessarily, in the first instance, be governed by the military power under the control of the President as Commander in Chief, until civil government is put in operation by the appropriate political department, at such time and in such degree as the department may determine. (Downes vs. Bidwell, 182 U. S., 244.)

The President speaks and acts through the heads of the Departments in reference to the business committed to them. (Wilcox vs. Jackson, 13 Pet., U. S., 498.)

Pursuant to this authority, on the 14th day of April, 1899, the War Department issued what is known as circular 'No. 13, signed by the Acting Secretary of War, in which it was stated that "the law and regulations governing immigration to the United States are hereby declared to be in effect in the territory under government of the military forces of the United States, and collectors of customs are directed to enforce said laws and regulations until the establishment of immigration stations in the said territory. * * *"

On the 6th day of June, 1899, the Acting Secretary of War issued an order in which he stated that, in accordance with the provisions of circular No. 13, he proclaimed, published, and applied to the Philippine Islands immigration regulations for the information and guidance of all concerned.

These regulations briefly required the enforcement of all the acts of Congress relating to immigration, passed prior to June 6, 1899, and the collectors of customs of the Islands were charged with the execution of the immigration and labor laws; with the removal and examination of immigrants; with the keeping of a record of the prohibited classes; provision was made for private examinations and for the presence of counsel; for appeals from the decisions of inspectors or collectors of customs to the Collector of Customs for the Archipelago; for the expense of keeping prohibited persons; for the deportation of rejected immigrants; for the listing of immigrants by ship's masters, and for penalties for failure to deliver lists to the Collector.

Article III of these regulations is as follows:

"Collectors of customs are charged, within their respective districts, with the execution of the laws pertaining to immigration, and all importation of laborers under contract or agreement to perform labor in the Philippine Islands. They will employ all customs, immigration, and other officers assigned to them for duty in the enforcement of the immigration acts; and all such officers are hereby designated and authorized to act as immigration officers."

Pursuant to the requirements of these regulations and the authority vested in him by them, ,and by circular No. 13, the Collector of Customs for the Philippine Archipelago, on December 31, 1902, issued circular No. 74, by which he notified all customs collectors that those regulations were to be enforced, as well as the acts of Congress relating to immigration, copies of- which were sent out with the instructions of the Insular Collector of Customs.

Among the laws enumerated and sent by him, which were to be enforced in these Islands by the collectors of customs, he specified the following: The acts approved March 3, 1875; August 3, 1882; June 26, 1884; February 26, 1885; chapter 551 of Laws of 1891; chapters 114 and 206, Laws of 1893; and the act approved June 30, 1896, which changed the title of the Superintendent of Immigration to that of Commissioner-General of Immigration, and vested in him, under the Secretary of the Treasury, the administration of the alien contract-labor laws, and the Chinese exclusion act approved June 6, 1900.

So that, at the very time Congress passed the immigration law, on March 3, 1903, all these existing laws were enforced here, not under the supervision and direction of the Secretary of the Treasury and the Commissioner-General of Immigration, but by the collectors of customs, their inspectors and immigration officers, with the right of appeal to the Insular Collector, under the supervision and direction of the Secretary of War and the Commissioners of the Philippine Islands.

The Chinese exclusion act was also administered and enforced by the collectors of customs of the Islands and their immigration officers, and it continues to be so enforced by them, although by the act of Congress approved June 6, 1900, the Commissioner-General of Immigration is charged with the enforcement of that law, under the supervision of the Secretary of the Treasury, and although by the provisions of the act of Congress approved April 29, 1902, the Chinese exclusion law is made applicable to the Philippine Islands; and yet the Secretary of the Treasury and the Commissioner-General of Immigration seem to have acquiesced in such administration of that law by the collectors of customs of the Islands and their officials, for no other immigration inspectors have been appointed by them, or either of them, to serve in the Philippines.

In addition to the power and authority conferred on collectors of customs by the Secretary of War, to administer the immigration laws, the Philippine Commission, in the Customs Administrative Act, passed February 6, 1902, by section 3, subdivision 9, of chapter 1, made it the duty of the customs service to execute the laws relating to immigration; and by section 19, subdivision 1, of chapter 2 of said act, made it the duty of the Insular Collector to make and promulgate general rules and regulations not inconsistent with the law, and subject to the approval of the Secretary of Finance and Justice, directing the manner of executing the customs law and laws relating to commerce and immigration. The Commission also, by section 16 of Act No. 367, made provision for the appointment of one chief of division of class 5, "who shall be in charge of the immigration division, for which the following employees are authorized: One clerk of class 7; one immigration inspector of class 8; two immigration inspectors of class 9; one Chinese interpreter of Class D."

From the time the United States forces first took possession of these Islands down to the present time, the President of the United States appears to have exercised such powers as he possessed and as it was found necessary to exercise, as Commander in Chief of the Army and Navy, in the Islands, through the War Department and through the Secretary of War, and not through the Secretary of the Treasury.

In the instructions of the President to the Philippine Commission (see Off. Gaz. Jan. 1, 1903, p. 29)[1] transmitted by the Secretary of War April 7, 1900, he stated that "the transfer of authority from the military commanders to the civil officers will be gradual and will occupy a considerable time. * * * The Commission will, therefore, report to the Secretary of War, and all their acts will be subject to his approval and control.""The authority to exercise," he said, "subject to my approval, through tne Secretary of War, that part of the power of government in the Philippine Islands which is of a legislative nature, is to be transferred from the Military Governor of the Islands to this Commission to be thereafter exercised' by them * * * until the establishment of the civil central government for the Islands. * * *"

By the act of Congress approved July 1, 1902, the action of the President in creating the Philippine Commission to exercise the powers of government to the extent and in the manner and form and subject to the regulation and control set forth in the instructions of the President to the Commission, and the action of the Commission, on September 6, 1901, in organizing the Departments of Finance and Justice (including a Bureau of Immigration), of the Interior, of Commerce and Police, and of Education, was approved, ratified, and confirmed, and it was enacted that "until otherwise provided by law, the said Islands shall continue to be governed as thereby and herein provided."

Section 2 of said act of Congress ratified and confirmed the action of the President theretofore taken by virtue of the authority vested in him as Commander in Chief of the Army and Navy, as set forth in his order of July 12, 1898, whereby a tariff of duties and taxes, as set forth by said order, was levied and collected at all ports in the Philippine Islands, together with subsequent amendments of said order; and also the action of the authorities of the Philippine Islands, taken in accordance with the provisions of said order.

Section 3 of said act authorized the President during such time as and whenever the sovereignty and authority of the United States encountered armed resistance in the Philippine Islands, until otherwise provided by Congress, to continue to regulate and control commercial intercourse with said Islands by such rules and Regulations as he in his discretion deemed most conducive to the public interest and the general welfare.

By section 86 of said act it is provided that all laws passed by the Government of the Philippine Islands shall be reported to Congress, which reserved the power to annul the same; and the Commission is directed to make annual report of all its receipts and expenditures to the Secretary of War.

By section 87 of said act it is provided that the Division of Ins-ular Affairs of the War Department, organized by the Secretary of War, is continued until otherwise provided. The business assigned to said Bureau embraced all matters pertaining to civil government in the insular possessions of the United States, subject to the jurisdiction of the War Department, and the Secretary of War is authorized to detail an officer of the Army whom he may consider specially well qualified to act under the authority of the Secretary of War as Chief of said Bureau. Much weight is also to be given to what is known as the Spooner amendment of March 2, 1901, providing that "all military, civil, and judicial powers necessary to govern the Philippine Islands * * * shall, until otherwise provided by Congress, be vested in such person and persons and shall be exercised in such manner as the President of the United States shall direct, for the establishment of civil government and for maintaining and protecting the inhabitants of said Islands in the free enjoyment of their liberty, property, and religion."

It thus appeals that Congress expressly authorized the President to control the commercial intercourse with the Islands by such rules as he might deem most conducive to the public interests; that that body ratified his action in creating the Commission, authorizing it to exercise powers of government to the extent and in the manner and form and subject to the control set forth in his instructions, which instructions made all their acts subject to the approval of the Secretary of War; that Congress ratified the acts of the Commission in organizing all of its departments of government, including the Immigration Bureau; that Congress also required the Commission to make report annually of all" its receipts and expenditures, not to the Secretary of the Treasury but to the Secretary of War; and finally made provision for the establishment of a Bureau of Insular Affairs in the War Department, the business of which embraces all matters pertaining to civil government in the insular possessions of the United States, subject to the jurisdiction of the War Department; the Chief of which Bureau was to be appointed by the Secretary of War and under his authority.

It is difficult, if not impossible, to consider the foregoing action taken by the President and the Secretary of War, to read the acts of Congress and the acts of the Philippine Commission referred to above, as well as the orders, rules, regulations, and circulars relating to immigration, without reaching the conclusion that the whole administration of affairs in these Islands, vested in the Executive, had been exercised down to March 3, 1903, by the President personally or through the War Department and the Secretary of War, or the Commission. Congress was, of course, aware of this exercise of power and authority when the immigration laws were revised on that date, and was aware that these immigration laws had been executed in the Islands under the authority and supervision of the Secretary of War, the Philippine Commission, and that immigration inspectors had been appointed pursuant to such authority.

Did Congress, then, by reenacting the former provisions of law providing for the enforcement of these immigration laws in the United States by the Commissioner-General of Immigration, under the supervision of the Secretary of the Treasury, by providing how immigration inspectors should be thereafter appointed and by making the act applicable to these Islands, intend, ipso facto, and at that very instant, to transfer the control and supervision of immigration to the Treasury Department and authorize said Commissioner-General to also appoint immigration inspectors for the Philippines, and to immediately annul all the authority of the existing collectors of customs of the Islands and their immigration inspectors to execute the immigration laws?

In promulgating this act of Congress in these Islands, Governor Taft stated that it had been decided by the legal adviser of the Secretary of War that while this law, in its restrictions upon the admission of aliens into the United States, applies to the Philippines, the provisions therein made for the enforcement of the law by the Secretary of the Treasury Department of the United States and the Commissioner-General of Immigration do not apply here, and that the new immigration law should be enforced in the same manner in these Islands as the previous law on the same subject was enforced - that is, through the Collector of Customs and his subordinate officers.

The Secretary of the Treasury must also have given a similar construction of this law, otherwise he would, without doubt, have appointed immigration inspectors and established immigration stations in the Islands long ago - in fact, as far back as April 29, 1902, when the Chinese exclusion act was made applicable to the Philippines, he being then charged with its enforcement.

It follows that these two Departments of the Government, the two Departments concerned in the enforcement of the immigration and exclusion laws, have held that the duty of administering these laws in the Philippines was to be continued in the customs department of the Islands, and by its immigration inspectors.

Much weight is always given by courts to the contemporaneous exposition of statutes, and the construction of the departments affected by an act may be resorted to in determining the meaning, scope, and intent of the statute. (Matter of Breslin, 45 Hun., N. Y., 210.)

"The principle that the contemporaneous construction of a statute by the executive officers of the government, whose duty it is to execute it, is entitled to great respect, and should ordinarily control the construction, of the statute by the courts, is so firmly embedded in our jurisprudence that no authorities need be cited to support it." (Pennoyer vs. McConnaughy, 140 U. S. Sup. Ct. Rep., 363.)

It is objected, however, by the petitioner to this view that a departmental construction of a statute will not be followed by the courts when it is clearly erroneous, and that it is only in cases of doubt that the construction given to an act by the Department becomes material. The answer to that statement is that the construction given to the act under consideration by the Departments is not clearly erroneous. On the contrary, to give it the con- struction contended for by the petitioner would be to disregard the expressed authority of the President of the United States, other acts of Congress, the rules, orders, and regulations of the War Department, and. the acts of the Commission. In fact, it would amount to holding that every prohibited Chinaman turned back since April 29, 1902, was turned back unlawfully; and that every contract laborer, insane person, person afflicted with loathsome or contagious disease, convict, prostitute, pauper, polygamist, anarchist, and nihilist excluded from the Islands after March 3, 1903, was excluded wrongfully and without authority on the part of collectors of customs. Such a construction would lead to the conclusion that there is now no one in the Islands having authority to enforce the immigration laws or the Chinese exclusion law, and would lead to making null and void the very object of the act itself - the exclusion of certain objectionable persons. Such a strict construction, a construction which would result in great injustice to the Government, should not be given to the law, and such a construction is not favored by courts.

In the case of the United States vs. Kirby (7 Wall., 482) it was said by the Supreme Court of the United States that "all laws should receive a sensible construction. General terms should be so limited in their application as not to lead to injustice, oppression, or an absurd.consequence. It will always, therefore, be presumed that the legislature intended exceptions to its language which would avoid results of this character. The reason of the law should prevail in such cases over the letter."

On its face this act of Congress, approved March 3,1903, bears evidence that every line and every section of it were not intended to apply to these Islands. In fact, the application of the act to the Islands seems to have been an afterthought on the part of Congress, as was section 39, prohibiting the sale of intoxicating liquors in the Capitol building of the United States. The very title of the act is "An act to regulate the immigration of aliens into the United States." Every section of it down to section 33 shows plainly that it was originally drafted for application and enforcement in the United States only, but when that section was inserted it evidently became the purpose to apply the prohibitive sections and remedial provisions of the act to the Philippines, leaving the administration of the law in the Islands as it was before; for it is plain that the Commissioner-General' of Immigration is not charged with the administration of all of this act.

The provision of section 22 of the law to the effect that the Commissioner-General shall have charge of the administration of laws relating to the immigration of aliens into the United States evidently does not confer upon him authority to collect $2 for each alien, which is to be paid to collectors of customs under section 1; nor to control district attorneys in prosecuting suits under section 5; nor to direct circuit and district judges of the United States under section 29; nor interfere Avith the naturalization of aliens under section 39; and in fact that part of the act relating t0 naturalization can not be applied here at all; nor to enforce the liquor law in the Capitol under section 34.

So that even if the petitioner's allegations come within the letter of the statute, they are not within the statute unless they are within the intention of the makers.

Congress surely could not have intended to require this law to be enforced in the Philippines and at the same time make no provision for its enforcement here, even for a single day; and yet if the petitioner's contention be correct, that it could not have been enforced here until immigration inspectors had been appointed by the Secretary of the Treasury to administer the law, the conclusion is inevitable that from twenty-five to thirty or. forty days must have expired after the passage of the act before such inspectors could have arrived in the Islands from the United States, and that during the interim the law could not be enforced here. But it may be answered that the Secretary of the Treasury could appoint men here by a cable notification. Waiving the question of the legality of such an appointment, the reply is that the Secretary has no authority to make appointments other than in accordance with the civil-service laws and rules, not of the Philippines but of the United States.

It is provided by section 24 of this act that "immigration inspectors and other immigration officers, clerks, and employees shall hereafter be appointed and their compensation fixed and raised or decreased, from time to time, by the Secretary of the Treasury, upon the recommendation of the Commissioner-General of Immigration, and in accordance tvith the provisions of the civil-service act of January 16,1883."

This civil-service law makes provision for open, competitive examinations for testing th6 fitness of applicants for the public service, and for their classification.

It also provides that all the offices, places, and employments so arranged in classes shall be filled by selection, according to the grade, from among those graded highest as the result of such competitive examination. So that immigration inspectors would have to be selected in the United States and sent out here under the provisions of this act.

It follows, then, that to give this act a literal construction, such as the court is asked to give it, is to hold that Congress meant to leave the ports of these Islands open and free of access to all the objectionable and prohibited classes mentioned in the act for a period of at least a month, and for such further period as the Secretary of the Treasury might see fit to remain inactive.

Injustice may be done to a government as well as to individuals, and it is the duty of courts in interpreting statutes to so construe them, if possible, as to do no one injustice.

In the case of Haydenfeldt vs. Daney Gold Mining Company (93 U. S., 634-638) it was said: "If a literal interpretation of any part of it [a statute] would operate unjustly or lead to absurd results, or be contrary to the evident meaning of the act taken as a whole, it should be rejected."

A noted case decided by the Supreme Court of the United States June 1, 1903 (The Territory of Hawaii vs. Osaki Mankichi), seems to be in point. The petitioner in that case was tried on an information by the Attorney-General instead of an indictment by a grand jury. The bill was
found May 14, 1899. The Hawaiian Islands were by resolution of Congress annexed to the United States July 7, 1898, and formally transferred August 12, 1898. All laws of the Islands not inconsistent with that resolution, nor contrary to the Constitution of the United States, were to remain in force until Congress otherwise determined. The criminal procedure followed in this case was in accordance with the penal laws of the Islands before annexation. It was contended that, as the information was found after annexation and was contrary to the provision of the Constitution of the United States which stipulates that "no person shall be held to answer for a capital or other infamous crime unless upon a presentment or indictment of a grand jury," a literal construction of the Congressional resolution would lead clearly to the conclusion that the defendant, as he was not indicted by a grand jury, could not be laAvfully convicted, but the Supreme Court held that such a construction should not be given to it; that it was the intention of Congress to give a reasonable and proper time to those Islands to provide by legal means for the new methods of procedure.

"Congress," the court said, "could not have intended that every provision of the Constitution should be imposed upon the Islands for which no previous preparation had been made, and that to hold otherwise would be to hold that every criminal convicted in the Islands between August 12, 1898, and June 14, 1900, when by act of Congress the Islands were formally incorporated as the 'Territory of Hawaii,' must be set at large. Such a result could not have been within the contemplation of Congress."

I am of the opinion, therefore, that Congress did not intend to disturb the system of administration of the immigration laws in these Islands as that system existed prior to March 3, 1903, and that the Collector of Customs, who was authorized under the rules relating to the enforcement of the immigration laws issued by the Secretary of War April 14,1899, to act as immigration officer and continued by the acts of the Commission, had jurisdiction to determine whether or not the petitioner comes within the class of aliens who are prohibited from coming into the Philippine Islands, and has lawful right to detain said petitioner for that purpose.

The same conclusion is reached by another process of reasoning.

Even if it were the intention of Congress to have immigration officers appointed for these Islands by the Secretary of the Treasury, to take the places of those appointed under what may be termed the war power of the President, for the purpose of executing the immigration laws, the act of Congress providing for such appointments is not mandatory, but directory.

There is no time fixed within which he is required to make the appointments, and it has been held that even when the law specifies a time within which an act is to be done by a public officer, unless the nature of the act or language used shows that time was intended as a limitation of his power, the act has been held merely directory, and subsequent appointments made by the officer were held to be valid.

(People vs. Murray, 15 Cal., 221; Saunders vs. Grand Bapids, 46 Mich., 467; People vs. Allen, 15 Wendell, N. Y., 486; Metcalf vs. Mayor, 17 N. Y. State Repts., 97.)

And until such time as immigration inspectors shall be appointed by the Secretary of the Treasury and the Commissioner-General of Immigration, or as expressed in Circular No. 13, supra, "until the establishment of immigration stations in said territory" (the Philippines), the collectors of customs and their immigration inspectors must continue to enforce the immigration laws.

The question as to whether or not an official appointed by military authority in time of war in a conquered territory had authority to continue to execute the laws until his successor qualified, pursuant to an act of Congress, was determined in the affirmative in the case of Cross vs. Harrison (16 How., U. S., 164).

It appears that in that case, after the conquest of California by the United States forces in 1847, the President, as Commander in Chief of the Army and Navy, authorized the military authority to form a civil government for the conquered territory, with power to impose and collect duties at the port of San Francisco.

Col. R. B. Mason became acting governor before the treaty of peace with Mexico, and he appointed the defendant, Harrison, a civilian, collector of the port. Harrison administered the duties of that office before the date of the treaty, February 3, 1848, and after the treaty was ratified. In March, 1849, by act of Congress, San Francisco was made a collection district of the United States, and from that date the defendant, as such collector, appointed under the war power of the President, continued to collect duties until the collector appointed by the Secretary of the Treasury qualified November 13, 1849. So that Harrison continued to collect duties for a period of about eight months after the Secretary of the Treasury was authorized to appoint his successor.

The plaintiff sought to recover duties paid to defendant while acting as collector at different periods, including the latter one from March to November, 1849, claiming, that when Congress acted and made San Francisco a collection district and placed it within the jurisdiction of the Secretary of the Treasury in March, 1849, and authorized the Secretary to appoint a collector, the defendant ceased to be the lawful collector, and had no right to exact duties.

The court held that the defendant had lawful authority for his own acts, even down to the time his successor qualified and entered upon the performance of his duties.

In speaking of the government established by the author1 ities the court said:

"It had its origin in the lawful exercise of a belligerent right over a conquered territory. It had been instituted during the war by command of the President of the United States. It was the government when the territory was ceded as a conquest, and it did not cease as a matter of course or as a necessary consequence of the restoration of peace.

"The President might have dissolved it, but he did not do so. Congress could have put an end to it, but that was not done. The right inference from the inaction of both is that it was meant to continue until it had been legislatively changed. No presumption of a contrary intention can be made. Whatever may have been the cause of delay, it must be presumed that the delay was consistent witli the true policy of the Government."

Whatever may be the cause of the delay on the part of the Secretary of the Treasury in establishing immigration stations in these Islands, assuming that he has authority to do so, it must be presumed that such delay is consistent with the policy of the Government, and we should not, because of such delay, hold that the immigration laws are not to be enforced here.

It follows that until such time as the Secretary of the Treasury appoints others to execute the immigration laws the administration remains, as was held in the Harrison case, supra, in the hands of those appointed by the President through the Secretary of War, and that, therefore, the Collector of Customs for the Archipelago has authority to enforce that law.

The motion for the discharge of the petitioner is, therefore, denied, but permission is given to him to be heard in this proceeding on the other two questions presented in his petition, viz, (1) whether or not the defendant is a member of a learned profession, and (2) whether "accountants of like kind unemployed can or can not be found in this country;" the hearing to take place at such time as may be agreed upon.

CONCURRING
WILLARD, J.:

I base my concurrence in the order on the last ground stated in the opinion. I see nothing in the act of March 3, 1903, which indicates that the law, so far as it relates to alien contract labor, was not to be administered in Porto Rico and Hawaii by the Treasury Department through the Commissioner-General of Immigration. Nor do I see anything therein which indicates that it was not to be so administered in these Islands. If the Commissioner-General of Immigration had, immediately after the passage of the act, established immigration stations here and appointed officers to enforce this law therein, I doubt if the Collector of Customs or anyone else would have questioned the authority of such officers.

The act of June (>, 1900 (2 Sup., U. S, Rev. Stat, 1434), was passed at a time when the Philippines were being administered through the War Department. That act is in part as follows:

"And hereafter the Commissioner-General of Immigration, in addition to his other duties, shall have charge of the administration of the Chinese-exclusion law and of the various acts regulating immigration into the United States, its territories and the District of Columbia, under the supervision and direction of the Secretary of the Treasury."

Section 22 of the act of March 3, 1903, is in part as follows:

"That the Commissioner-General of Immigration, in addition to such other duties as may by law be assigned to him, shall, under the direction of the Secretary of the Treasury, have charge of the administration of all laws relating to the immigration of aliens into the United States, and shall have the control, direction, and supervision of all officers, clerks, and employees appointed here-under,]."

Congress in this act of June 6, 1900, apparently intentionally excluded the Philippines, Porto Rico, and Hawaii from the jurisdiction of the Commissioner-General. It has been said that this act of March 3, 1903, is a mere reenaetment of existing laws, with changes only in the classes of persons who could be admitted, If Congress had intended to still exclude the Commissioner-General from the Philippines, nothing would have been more natural than to have retained the phraseology of the act of June 6, 1900, which they had evidently used for that purpose. This change was evidently made to make this section of the law conform to section 33, which expressly declares that the term "United States" shall include these Islands.

If there is any inconsistency between the act of July 1, 1902, providing for the administration of the Philippines through the War Department, and the act of March 3, 1903, the latter law must prevail.

The law being in force here, there still remains the question as to who should administer it until the new officials should be appointed.

The case of Cross vs. Harrison, supra, is authority for the proposition that the old officers can administer the law until the new ones arrive. Prior to March 3, 1903, it was the duty of the Collector of Customs to administer such immigration laws as might be in force in the Islands. He, therefore, under the said case of Cross vs. Harrison, had the right to administer this law after March 3 and until some one was appointed by proper authority to act in his place. To the claim of the petitioner that the Commissioner-General of Immigration has had more than sufficient time in which to make such appointment, it may be answered that a court would be engaged in a very delicate matter, especially in this case, if it should undertake to say how much time an administrative officer should use in making appointments for new offices. In the case of Cross vs. Harrison more than nine months elapsed. This claim can not be sustained.

While it is alleged that the board of inquiry which passed upon the petitioner's case .was improperly constituted, it has not been proved that it was not convened in substantial compliance with the new law. It was selected by the person lawfully exercising the authority of a commissioner of immigration at the port of Manila, and might have been composed of immigration officials.

The petitioner was, in my opinion, entitled to appeal from the finding of this board and its confirmation by the Collector, to the Secretary of the Treasury through the Commissioner-General of Immigration. He did not, however, exercise this right. Even if he had, or if the board of inquiry had been improperly constituted, these facts would not give the petitioner the right to land.

Here's to reiterate our official statement on the heartbreaking turn of events in Ukraine.

I hope my recent interview won't be taken out of context. Of course, I care. We all care, we are humans. Not only should we be aware but also be concerned of what's happening in different parts of the world.

But I reiterate what I said that I hope the principal players in this developing scenario could resolve their differences in a friendly and amicable way.

For now, our top priority is the repatriation of our citizens from Ukraine to a safer place.

Bukidnon high value crop farmers, agri technical staff train on Korean smart agriculture

Press Release CAGAYAN DE ORO CITY – About 70 participants, comprising of farmer-members from different farmers cooperatives, associations (FCAs) and agri-extensionists from Bukidnon and Misamis Oriental, including technical staff from the Department of Agriculture - Northern Mindanao (DA-10), are eyed to help escalate local production of high value crops using smart greenhouse technology.

This, after they have completed a Training on Sustainable Smart Agriculture using Appropriate Technology for Strawberry and Tomato in Region 10 on February 23-24, 2022 at the Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) in Dalwangan, Malaybalay City, Bukidnon.

One of DA-10's research stations, NMACLRC also serves as the hub for the collaborative project between the South Korean and Philippine governments dubbed as the 'Establishment of Smart Greenhouse and Capacity Building in the Philippines'.

Said joint project amounting to P70.2 million was realized primarily from the pooled funds of the South Korean government's Ministry of Agriculture, Food and Rural Affairs thru the Korea Agency of Education, Promotion and Information Services in Food, Agriculture, Forestry and Fisheries, and DA-10 under the leadership of Regional Executive Director Carlene C. Collado.

DA-NorMin Regional Technical Director for Operations, Carlota S. Madriaga shared, that the staged capabuild marks the first ever to be conducted, following the completion in the installation of 11 units smart greenhouse along with automation systems on complex environment control, farming management, growth and development information and management.

The short-termed training course covered a briefer on the smart greenhouse project, with lectures focusing on strawberry and tomato cultivation technologies using smart farm, which were discussed by commissioned Korean experts: Park Jongdae and Lee Joungmo, respectively.

Participants also underwent a virtual tour in strawberry and cherry tomato farms in Pyeongtaek City, South Korea, while also physically visiting the smart greenhouse site for a hands-on training for cited commodities.

"As part of the Project's capacity building component, they [training-participants] are expected to have acquired basic knowledge of smart farm technologies, crop cultivation, and business performance, at the same time, gain understanding in smart farm management," the agri official said.

Not only will the smart greenhouse project be a learning site for Korean technologies on strawberry and cherry tomato, but also including potato and pepper, RTD Madriaga also pinned her hopes that it will pave way to spark the interest of the youth to engage in farming with the Project's state-of-the-art operations.

"Our Korean-partners have particularly developed a smart greenhouse operating system for crop growth information management based on Web and Mobile platforms thru the establishment of data systems such as greenhouse environment data management, greenhouse automated operation, and product sales management."

Qualified farmer-participants for the pioneering batch of trainees are those small and mid-income high valued crop producer-members of DA-accredited FCAs from Talakag, Lantapan, Impasugong and Malaybalay City, who are in proximity to the project site, and who also have the capacity to adopt the greenhouse type of production. # (JLO/Photo credits: Lucille T. UK Great Britain / Russia Became Isolated
February 28, 2022, 06:47:30 PM
The rouble has collapsed. Interest rates have risen from 9.5% to 20%. Capital controls may follow. It shows how isolated Russia has become.

As financial markets began trading on Monday in Asia, the value of the Russian currency slumped. The US dollar rose by as much as 40% against it.

The cause: harsh Western sanctions introduced over the weekend. In effect these freeze Russia's foreign currency reserves and begin to lock its banks out of the SWIFT network for arranging international transactions.

If the rouble's weakness endures and efforts to prevent capital from leaving the country continue, the financial damage to Russian businesses and livelihoods could be lasting. Read why: https://econ.trib.al/cXTc8rA

BREAKING: China vows cooperation with North Korea under an unspecified 'new situation.'

China's President Xi Jinping told North Korean leader Kim Jong Un that Beijing is ready to "build China-DPRK relations of friendship and cooperation" in a "new situation," according to the official Korean Central News Agency (KCNA).

KCNA did not go any further detail about the "new situation." Some experts have cautioned that, with the world's attention focused on Russia's invasion of Ukraine, North Korea may seize the chance to launch long-range missiles (which it did today).

Meanwhile, China is conducting military drills in waters south of Taiwan which will last three days from Feb. 27.

Russian President Vladimir Putin's full speech

Citizens of Russia, friends,

I consider it necessary today to speak again about the tragic events in Donbas and the key aspects of ensuring the security of Russia.

I will begin with what I said in my address on February 21, 2022. I spoke about our biggest concerns and worries, and about the fundamental threats which irresponsible Western politicians created for Russia consistently, rudely, and unceremoniously from year to year. I am referring to the eastward expansion of NATO, which is moving its military infrastructure ever closer to the Russian border.

It is a fact that over the past 30 years we have been patiently trying to come to an agreement with the leading NATO countries regarding the principles of equal and indivisible security in Europe. In response to our proposals, we invariably faced either cynical deception and lies or attempts at pressure and blackmail, while the North Atlantic alliance continued to expand despite our protests and concerns. Its military machine is moving and, as I said, is approaching our very border.

Why is this happening? Where did this insolent manner of talking down from the height of their exceptionalism, infallibility, and all-permissiveness come from? What is the explanation for this contemptuous and disdainful attitude to our interests and absolutely legitimate demands?

The answer is simple. Everything is clear and obvious. In the late 1980s, the Soviet Union grew weaker and subsequently broke apart. That experience should serve as a good lesson for us, because it has shown us that the paralysis of power and will is the first step towards complete degradation and oblivion. We lost confidence for only one moment, but it was enough to disrupt the balance of forces in the world.

As a result, the old treaties and agreements are no longer effective. Entreaties and requests do not help. Anything that does not suit the dominant state, the powers that be, is denounced as archaic, obsolete and useless. At the same time, everything it regards as useful is presented as the ultimate truth and forced on others regardless of the cost, abusively and by any means available. Those who refuse to comply are subjected to strong-arm tactics.

What I am saying now does not concern only Russia, and Russia is not the only country that is worried about this. This has to do with the entire system of international relations, and sometimes even US allies. The collapse of the Soviet Union led to a redivision of the world, and the norms of international law that developed by that time -- and the most important of them, the fundamental norms that were adopted following WWII and largely formalised its outcome -- came in the way of those who declared themselves the winners of the Cold War.

Of course, practice, international relations and the rules regulating them had to take into account the changes that took place in the world and in the balance of forces.

However, this should have been done professionally, smoothly, patiently, and with due regard and respect for the interests of all states and one's own responsibility. Instead, we saw a state of euphoria created by the feeling of absolute superiority, a kind of modern absolutism, coupled with the low cultural standards and arrogance of those who formulated and pushed through decisions that suited only themselves. The situation took a different turn.

There are many examples of this. First, a bloody military operation was waged against Belgrade, without the UN Security Council's sanction but with combat aircraft and missiles used in the heart of Europe. The bombing of peaceful cities and vital infrastructure went on for several weeks. I have to recall these facts, because some Western colleagues prefer to forget them, and when we mentioned the event, they prefer to avoid speaking about international law, instead emphasising the circumstances which they interpret as they think necessary.

Then came the turn of Iraq, Libya, and Syria. The illegal use of military power against Libya and the distortion of all the UN Security Council decisions on Libya ruined the state, created a huge seat of international terrorism, and pushed the country towards a humanitarian catastrophe, into the vortex of a civil war, which has continued there for years. The tragedy, which was created for hundreds of thousands and even millions of people not only in Libya but in the whole region, has led to a large-scale exodus from the Middle East and North Africa to Europe.

A similar fate was also prepared for Syria. The combat operations conducted by the Western coalition in that country without the Syrian government's approval or UN Security Council's sanction can only be defined as aggression and intervention.

But the example that stands apart from the above events is, of course, the invasion of Iraq without any legal grounds. They used the pretext of allegedly reliable information available in the United States about the presence of weapons of mass destruction in Iraq. To prove that allegation, the US Secretary of State held up a vial with white powder, publicly, for the whole world to see, assuring the international community that it was a chemical warfare agent created in Iraq. It later turned out that all of that was a fake and a sham, and that Iraq did not have any chemical weapons. Incredible and shocking but true. We witnessed lies made at the highest state level and voiced from the high UN rostrum. As a result we see a tremendous loss in human life, damage, destruction, and a colossal upsurge of terrorism.

Overall, it appears that nearly everywhere, in many regions of the world where the United States brought its law and order, this created bloody, non-healing wounds and the curse of international terrorism and extremism. I have only mentioned the most glaring but far from only examples of disregard for international law.

This array includes promises not to expand NATO eastwards even by an inch. To reiterate: they have deceived us, or, to put it simply, they have played us. Sure, one often hears that politics is a dirty business. It could be, but it shouldn't be as dirty as it is now, not to such an extent. This type of con-artist behaviour is contrary not only to the principles of international relations but also and above all to the generally accepted norms of morality and ethics. Where is justice and truth here? Just lies and hypocrisy all around.

Incidentally, US politicians, political scientists and journalists write and say that a veritable "empire of lies" has been created inside the United States in recent years. It is hard to disagree with this -- it is really so. But one should not be modest about it: the United States is still a great country and a system-forming power. All its satellites not only humbly and obediently say yes to and parrot it at the slightest pretext but also imitate its behaviour and enthusiastically accept the rules it is offering them. Therefore, one can say with good reason and confidence that the whole so-called Western bloc formed by the United States in its own image and likeness is, in its entirety, the very same "empire of lies".

As for our country, after the disintegration of the USSR, given the entire unprecedented openness of the new, modern Russia, its readiness to work honestly with the United States and other Western partners, and its practically unilateral disarmament, they immediately tried to put the final squeeze on us, finish us off, and utterly destroy us. This is how it was in the 1990s and the early 2000s, when the so-called collective West was actively supporting separatism and gangs of mercenaries in southern Russia. What victims, what losses we had to sustain and what trials we had to go through at that time before we broke the back of international terrorism in the Caucasus! We remember this and will never forget.

Properly speaking, the attempts to use us in their own interests never ceased until quite recently: they sought to destroy our traditional values and force on us their false values that would erode us, our people from within, the attitudes they have been aggressively imposing on their countries, attitudes that are directly leading to degradation and degeneration, because they are contrary to human nature. This is not going to happen. No one has ever succeeded in doing this, nor will they succeed now.

Despite all that, in December 2021, we made yet another attempt to reach agreement with the United States and its allies on the principles of European security and NATO's non-expansion. Our efforts were in vain. The United States has not changed its position. It does not believe it necessary to agree with Russia on a matter that is critical for us. The United States is pursuing its own objectives, while neglecting our interests.

Of course, this situation begs a question: what's next, what are we to expect? If history is any guide, we know that in 1940 and early 1941 the Soviet Union went to great lengths to prevent war or at least delay its outbreak. To this end, the USSR sought not to provoke the potential aggressor until the very end by refraining or postponing the most urgent and obvious preparations it had to make to defend itself from an imminent attack. When it finally acted, it was too late.

As a result, the country was not prepared to counter the invasion by Nazi Germany, which attacked our motherland on June 22, 1941, without declaring war. The country stopped the enemy and went on to defeat it, but this came at a tremendous cost. The attempt to appease the aggressor ahead of the Great Patriotic War proved to be a mistake which came at a high cost for our people. In the first months after the hostilities broke out, we lost vast territories of strategic importance, as well as millions of lives. We will not make this mistake the second time. We have no right to do so.

Those who aspire for global dominance have publicly designated Russia as their enemy. They did so with impunity. Make no mistake, they had no reason to act this way. It is true that they have considerable financial, scientific, technological, and military capabilities. We are aware of this and have an objective view of the economic threats we have been hearing, just as our ability to counter this brash and never-ending blackmail. Let me reiterate that we have no illusions in this regard and are extremely realistic in our assessments.

As for military affairs, even after the dissolution of the USSR and losing a considerable part of its capabilities, today's Russia remains one of the most powerful nuclear states. Moreover, it has a certain advantage in several cutting-edge weapons. In this context, there should be no doubt for anyone that any potential aggressor will face defeat and ominous consequences should it directly attack our country.

At the same time, technology, including in the defence sector, is changing rapidly. One day there is one leader, and tomorrow another, but a military presence in territories bordering on Russia, if we permit it to go ahead, will stay for decades to come or maybe forever, creating an ever mounting and totally unacceptable threat for Russia.

Even now, with NATO's eastward expansion the situation for Russia has been becoming worse and more dangerous by the year. Moreover, these past days NATO leadership has been blunt in its statements that they need to accelerate and step up efforts to bring the alliance's infrastructure closer to Russia's borders. In other words, they have been toughening their position. We cannot stay idle and passively observe these developments. This would be an absolutely irresponsible thing to do for us.

Any further expansion of the North Atlantic alliance's infrastructure or the ongoing efforts to gain a military foothold of the Ukrainian territory are unacceptable for us. Of course, the question is not about NATO itself. It merely serves as a tool of US foreign policy. The problem is that in territories adjacent to Russia, which I have to note is our historical land, a hostile "anti-Russia" is taking shape. Fully controlled from the outside, it is doing everything to attract NATO armed forces and obtain cutting-edge weapons.

For the United States and its allies, it is a policy of containing Russia, with obvious geopolitical dividends. For our country, it is a matter of life and death, a matter of our historical future as a nation. This is not an exaggeration; this is a fact. It is not only a very real threat to our interests but to the very existence of our state and to its sovereignty. It is the red line which we have spoken about on numerous occasions. They have crossed it.

This brings me to the situation in Donbas. We can see that the forces that staged the coup in Ukraine in 2014 have seized power, are keeping it with the help of ornamental election procedures and have abandoned the path of a peaceful conflict settlement. For eight years, for eight endless years we have been doing everything possible to settle the situation by peaceful political means. Everything was in vain.

As I said in my previous address, you cannot look without compassion at what is happening there. It became impossible to tolerate it. We had to stop that atrocity, that genocide of the millions of people who live there and who pinned their hopes on Russia, on all of us. It is their aspirations, the feelings and pain of these people that were the main motivating force behind our decision to recognise the independence of the Donbas people's republics.

I would like to additionally emphasise the following. Focused on their own goals, the leading NATO countries are supporting the far-right nationalists and neo-Nazis in Ukraine, those who will never forgive the people of Crimea and Sevastopol for freely making a choice to reunite with Russia.

They will undoubtedly try to bring war to Crimea just as they have done in Donbas, to kill innocent people just as members of the punitive units of Ukrainian nationalists and Hitler's accomplices did during the Great Patriotic War. They have also openly laid claim to several other Russian regions.

If we look at the sequence of events and the incoming reports, the showdown between Russia and these forces cannot be avoided. It is only a matter of time. They are getting ready and waiting for the right moment. Moreover, they went as far as aspire to acquire nuclear weapons. We will not let this happen.

I have already said that Russia accepted the new geopolitical reality after the dissolution of the USSR. We have been treating all new post-Soviet states with respect and will continue to act this way. We respect and will respect their sovereignty, as proven by the assistance we provided to Kazakhstan when it faced tragic events and a challenge in terms of its statehood and integrity. However, Russia cannot feel safe, develop, and exist while facing a permanent threat from the territory of today's Ukraine.

Let me remind you that in 2000–2005 we used our military to push back against terrorists in the Caucasus and stood up for the integrity of our state. We preserved Russia. In 2014, we supported the people of Crimea and Sevastopol. In 2015, we used our armed forces to create a reliable shield that prevented terrorists from Syria from penetrating Russia. This was a matter of defending ourselves. We had no other choice.

The same is happening today. They did not leave us any other option for defending Russia and our people, other than the one we are forced to use today. In these circumstances, we have to take bold and immediate action. The people's republic of Donbas have asked Russia for help.

In this context, in accordance with Article 51 (Chapter VII) of the UN Charter, with permission of Russia's Federation Council, and in execution of the treaties of friendship and mutual assistance with the Donetsk People's Republic and the Lugansk People's Republic, ratified by the Federal Assembly on February 22, I made a decision to carry out a special military operation.

The purpose of this operation is to protect people who, for eight years now, have been facing humiliation and genocide perpetrated by the Kyiv regime.

To this end, we will seek to demilitarise and de-Nazify Ukraine, as well as bring to trial those who perpetrated numerous bloody crimes against civilians, including against citizens of the Russian Federation.

It is not our plan to occupy the Ukrainian territory. We do not intend to impose anything on anyone by force. At the same time, we have been hearing an increasing number of statements coming from the West that there is no need any more to abide by the documents setting forth the outcomes of World War II, as signed by the totalitarian Soviet regime. How can we respond to that?

The outcomes of World War II and the sacrifices our people had to make to defeat Nazism are sacred. This does not contradict the high values of human rights and freedoms in the reality that emerged over the post-war decades. This does not mean that nations cannot enjoy the right to self-determination, which is enshrined in Article 1 of the UN Charter.

Let me remind you that the people living in territories which are part of today's Ukraine were not asked how they want to build their lives when the USSR was created or after World War II. Freedom guides our policy, the freedom to choose independently our future and the future of our children. We believe that all the peoples living in today's Ukraine, anyone who want to do this, must be able to enjoy this right to make a free choice.

In this context I would like to address the citizens of Ukraine. In 2014, Russia was obliged to protect the people of Crimea and Sevastopol from those who you yourself call "nats". The people of Crimea and Sevastopol made their choice in favour of being with their historical homeland, Russia, and we supported their choice. As I said, we could not act otherwise.

The current events have nothing to do with a desire to infringe on the interests of Ukraine and the Ukrainian people. They are connected with defending Russia from those who have taken Ukraine hostage and are trying to use it against our country and our people.

I reiterate: We are acting to defend ourselves from the threats created for us and from a worse peril than what is happening now. I am asking you, however hard this may be, to understand this and to work together with us so as to turn this tragic page as soon as possible and to move forward together, without allowing anyone to interfere in our affairs and our relations but developing them independently, so as to create favourable conditions for overcoming all these problems and to strengthen us from within as a single whole, despite the existence of state borders. I believe in this, in our common future.

I would also like to address the military personnel of the Ukrainian armed forces.

Comrade officers,

Your fathers, grandfathers and great-grandfathers did not fight the Nazi occupiers and did not defend our common motherland to allow today's neo-Nazis to seize power in Ukraine. You swore the oath of allegiance to the Ukrainian people and not to the junta, the people's adversary which is plundering Ukraine and humiliating the Ukrainian people.

I urge you to refuse to carry out their criminal orders. I urge you to immediately lay down arms and go home. I will explain what this means: the military personnel of the Ukrainian army who do this will be able to freely leave the zone of hostilities and return to their families.

I want to emphasise again that all responsibility for the possible bloodshed will lie fully and wholly with the ruling Ukrainian regime.

I would now like to say something very important for those who may be tempted to interfere in these developments from the outside. No matter who tries to stand in our way or all the more so create threats for our country and our people, they must know that Russia will respond immediately, and the consequences will be such as you have never seen in your entire history. No matter how the events unfold, we are ready. All the necessary decisions in this regard have been taken. I hope that my words will be heard.

Citizens of Russia,

The culture and values, experience and traditions of our ancestors invariably provided a powerful underpinning for the well-being and the very existence of entire states and nations, their success and viability. Of course, this directly depends on the ability to quickly adapt to constant change, maintain social cohesion, and readiness to consolidate and summon all the available forces in order to move forward.

We always need to be strong, but this strength can take on different forms. The "empire of lies", which I mentioned in the beginning of my speech, proceeds in its policy primarily from rough, direct force. This is when our saying on being "all brawn and no brains" applies.

We all know that having justice and truth on our side is what makes us truly strong. If this is the case, it would be hard to disagree with the fact that it is our strength and our readiness to fight that are the bedrock of independence and sovereignty and provide the necessary foundation for building a reliable future for your home, your family, and your motherland.

Dear compatriots,

I am certain that devoted soldiers and officers of Russia's armed forces will perform their duty with professionalism and courage. I have no doubt that the government institutions at all levels and specialists will work effectively to guarantee the stability of our economy, financial system and social wellbeing, and the same applies to corporate executives and the entire business community. I hope that all parliamentary parties and civil society take a consolidated, patriotic position.

At the end of the day, the future of Russia is in the hands of its multi-ethnic people, as has always been the case in our history. This means that the decisions that I made will be executed, that we will achieve the goals we have set, and reliably guarantee the security of our motherland.

I believe in your support and the invincible force rooted in the love for our fatherland.

RTF6-ELCAC Statement on the Pattern of Lies and Deception by the CPP-NPA-NDF

When Chad Booc was arrested on February 15, 2021 in Cebu for human trafficking involving several IP children from Talaingod, several press releases were issued claiming that he was wrongfully accused as a terrorist recruiter.

The NTF-ELCAC was quickly accused of alleged 'red-tagging' Chad Booc, whatever that means since red-tagging is nothing more than just a generic propaganda slogan of the CPP-NPA-NDF that they use whenever their operatives, front organizations, and cadres are exposed and unmasked by their former comrades who have surrendered to the government and made peace with the Filipino people under the Balik Loob program.

In the case of Chad Booc, a concerted effort was made to villify the government and in particular the NTF-ELCAC because the CPP-NPA-NDF propaganda machinery worked overtime to portray the image of Chad as an alleged volunteer teacher, an activist, and someone who purportedly champions the  rights of IP children whom the CPP-NPA-NDF collectively (and erroneously) referred to as Lumad children.

Chad Booc's vehement opposition to the anti-terrorism law was highlighted. They say he was only an activist.

On February 24, 2022; Chad Booc is one among the five CPP NPA terrorists who were neutralized in an encounter with soldiers in Barangay Andap, New Bataan,  Davao de Oro.

After all the lies and the deception, the CPP-NPA-NDF has to swallow once more the bitter pill of truth.

The truth that the CPP-NPA-NDF has lost the support of the masses and the IP communities.

The truth that the propaganda lines and lies that they peddle to the Filipino people blow up in their faces because the truth has a peculiar way of unmasking the CPP-NPA-NDF pattern of lies and deception.

In the case of Chad Booc, the bitter truth is, he is not an activist.

Chad Booc is a CPP-NPA-NDF cadre masquerading as an activist.

The same pattern is evident in the case of the Morong 43 where alleged health workers/volunteers were later on proven to be CPP-NPA-NDF full time members.

Every time a law enforcement operation results in the arrests of CPP-NPA-NDF members, the CPP-NPA-NDF immediately tags them as activists and their extensive propaganda machinery goes into play villifying the government and the NTF-ELCAC hyping on the misused, overused, and abused legally non-existent term such as red-tagging and the highly misapplied term 'activist' and 'human rights advocate/worker/defender'.

At the end of the day, these sugar coated propaganda lines and lies by the CPP-NPA-NDF are nothing more than just a pattern of lies and deception.

These CPP-NPA-NDF terrorists wearing the masks of activists and human rights defenders eventually expose themselves for what they really are when they end up in the casualty list in armed encounters with government troops in hinterland areas where their hideouts and lairs are located.

As for the NTF-ELCAC,  we say, the truth will vindicate us, and the truth will set our IP communities free from the decades long scourge of the CPP-NPA-NDF reign of terror.

The RTF6-ELCAC commends the men and women of the 10th Infantry AGILA Division for the successful anti-terrorism campaign in the Davao Region.

We express our gratitude to the people of Davao de Oro for supporting the government in our common aspiration for a just and lasting peace by ending the local communist armed conflict.

Press Statement
'STICK TO DIPLOMATIC AND PEACEFUL MEANS'

Amid the Ukraine-Russia crisis, the Department of Foreign Affairs on Friday urged the international community to reaffirm its commitment to the Manila Declaration on the Peaceful Settlement of International Disputes.

According to DFA, the Manila Declaration provides the means used for peaceful settlement of international conflicts such as negotiation, inquiry, mediation, and judicial settlement.

"In the present crisis, where the situation is not irreversible and there is no compelling reason for any of the protagonists to resort to hostile actions, turning to the Manila Declaration is the pragmatic and decent way to go," DFA said in a statement.

DFA further called on Russia and Ukraine to only use diplomatic means to conserve international peace and security. (Facebook/DFA)

Philippine History / Truth About EDSA by Dan Jimenez
February 25, 2022, 10:30:24 AM
By Dan Jimenez: An open letter to the Filipino people on the EDSA spirit by Cdr Dan Jimenez, PMA 77

No I am not Socrates Villegas who is writing to the dead Cardinal Sin.

No, I am not a bishop nor a priest, nor an oligarch nor a politician nor a yellowist nor a RAM nor a loyalist.

I write because I lived through those times and the incredulous twisting of scenarios and justifications must be exposed. Enough of self proclaimed heroisms, of romanticized patriotism, of false "por la patria". EDSA was not a revolution by the people. It was a government takeover.

Cory did not win the snap election. Marcos did. NAMFREL together with those who walked out during the votes' tally conspired to make it appear that Marcos cheated to win. Of course, there was cheating. From both sides. Without the "cheating" votes, Marcos still won.

Enrile and Honasan planned the coup way before EDSA. They were discovered and were about to be arrested when they holed up in Camp Aguinaldo that fateful weekend. Cardinal Sin and the political opposition plus the deposed power elite and the age-old entrenched oligarchs took the chance to drive Marcos out. Just like in Rizal's Noli and Fili, the bishops and the hacienderos ruled.

A million plus Filipinos trooped to EDSA out of the 64 million living then. They were a miniscule segment. It was not a protest. It was a concert. It was a fiesta. Sure, they sang "Bayan Ko" with such fervor. But love of country was more than just singing.

There was an insignificant blood shed other than the killing of some loyalist troops because the Armed Forces of the Philippines refused to shoot at each other. There was honor among brothers in arms.

Marcos with all the evil ascribed to him, refused to fire on the Filipino people and attack the rebel forces. Even in his impending doom, there was no desperation to use whatever force necessary to cling to power. The "evil" dictator did not want to shed the people's blood.

It was a coup d etat initiated by Enrile and Honasan. Ramos was a Johnny-come-lately. It was not their military genius that won the battle. It was the rest of the AFP's refusal to fire at their comrades in arms.

EDSA did not have a spirit to start with. It was about a bunch of plotters' desire to survive and the bishops' and power elite's hijacking. Cory was just a tool with Ninoy's blood to annoint her. The puppeteers had their last say.

There is nothing to celebrate in Marcos' departure and in the oligarch's and traditional politicians' retaking of the government. The poor remained poor, the marginalized, the debased, the maltreated, the exploited, the beggars and the the prostitutes never had the chance. EDSA was a drug to lull the masses to thinking theirs was a moment of greatness, their indelible mark in history. Truth was, EDSA was their continuing misery.

No, I am not Socrates Villegas.

I write this, because precisely, I am not.

NBI ARRESTS FIVE FOR ALLEGED GRAVE COERCION AND ROBBERY-EXTORTION

The National Bureau of Investigation (NBI) today announced the arrest of five (5) individuals by Agents of the NBI-Anti Violence Against Women and Children Division (NBI-AVAWCD) in Quezon City for alleged Grave Coercion and Robbery Extortion.

NBI Officer-In-Charge (OIC) Director Eric B. Distor identified the subjects as ROWENA NAVA y CUISON, JEFFREY BREQUILLO y SANCHEZ, NORMAN SOLSONA y ABELLA, LANDO BANZON y MANIO, and EFREN DELA PEÑA y BULURAN.

Director Distor said that the operation stemmed from the complaint filed against the above five (5) for Grave Coercion and Robbery Extortion. According to the complainant, he owned a land, which was being claimed by the Subjects as their property. The complainant added that the subjects are extorting money from him for the return of his own property.

Thus, on February 16, 2022, after gathering enough evidence that the subjects have in fact committed grave coercion and robbery extortion, NBI-AVAWCD proceeded to a mall in Quezon City where the transaction between the complainant and the subjects would take place. Upon the completion of the transaction, NBI-AVAWCD operatives immediately apprehended the subjects and brought to the NBI-AVAWCD office for the standard booking proceedings.

The 5 Subjects were presented for Inquest proceedings before the Quezon City Prosecutor's Office for Grave Coercion and  Robbery Extortion.

The 1st of the Magbanua-class 97-meter Multi-Role Response Vessel for the Philippine Coast Guard, the future BRP Teresa Magbanua (MRRV-9701) began its journey home earlier today as part of its delivery cruise.

The ship is expected to arrive in 3-4 days, and we wish the pioneer PCG crew and the delivery crew from Mitsubishi Shipbuilding and its subcontractors a safe voyage.

Philippine Provinces / Duck Farm in Baliuag, Bulacan
February 23, 2022, 09:47:39 AM
#AvianInfluenza || The Department of Agriculture (DA) through the Bureau of Animal Industry (BAI), respective municipal veterinary personnel, and farm owners have acted swiftly to contain avian influenza (bird flu) that was detected in a duck farm in Baliuag, Bulacan, and quail farms in Candaba and Mexico, Pampanga.

"We immediately carried out the needed protocol to effectively contain avian influenza that was detected in ducks and quails in Baliuag, Bulacan, and Candaba and Mexico in Pampanga — aimed mainly at preventing it from spreading to other areas," said Agriculture Secretary William Dar.

The DA-BAI confirmed the Highly Pathogenic Avian Influenza (HPAI) H5N1 strain through its Animal Disease Diagnosis and Reference Laboratory (BAI-ADDRL) using Real Time-Polymerase Chain Reaction (RT-PCR).

DA-BAI Director Reildrin Morales said they are continuously conducting surveillance activities on all poultry species, and that there is no reported occurrence of said disease in chickens and turkeys.

GIBO welcomes improvement in survey rankings

Former Defense Secretary and senatorial candidate Gilbert (GIBO) Teodoro has welcomed his steady rise in surveys as he enters the Magic 12 in various polls.

Gibo Teodoro, a former Tarlac congressman, ranks 9th in the Manila Bulletin-Tangere survey as of January 28, 2022 and 12th in the Publicus Asia poll covering the period February 11 to 16, 2022.

Teodoro, a lawyer and the 1989 Bar topnotcher, believes that his improvement in survey rankings is a result of the past weeks of campaigning that started last February 8 and previously, the exposure in traditional and social media outlets outlining his platform.

"Tayo'y natutuwa na nasa Magic 12 tayo. Sana ma-sustain natin ito," Gibo Teodoro said in an interview with radio station DZRH. "Ito ay patunay lamang na talagang kailangan mag-ikot sa bansa at magpakilala."

Gibo Teodoro, a senatorial candidate under the UniTeam ticket, added that apart from campaigning, it is also his responsibility to listen to the Filipino people and learn about social issues through consultations in order to address these concerns.

COVID-19 OUTBREAK IN HONG KONG
LOOK: Medical workers attend to patients in hospital beds at a makeshift treatment area outside a hospital in Hong Kong, following a worsening COVID-19 pandemic that has overwhelmed health facilities and forced the postponement of an upcoming leadership election.

The city saw daily infections jump by 60% so far this month.

Quarantine facilities have reached capacity and hospital beds are more than 95% full as cases spiral, with some patients, including elderly, left on beds outside in chilly, sometimes rainy weather. | Joyce Zhou, Lam Yik, James Pomfret/Reuters

The Philippine Army, through its Armor Division, has acquired a newly delivered 15 M125A2 Armored Mortar Carrier (AMC) equipped with 120mm Mounted Mortar System (MMS) from Israel's Elbit Systems on December 29, 2021.

The newly delivered 15 AMCs are for inspection within the first quarter of the year by the Technical Inspection and Acceptance Committee (TIAC) before acceptance and employment to the Army's field units.

The new AMCs are part of the Philippine Army modernization project that will capacitate the country's land force's credible defense posture from various threats, local and international.

Armor Division Commander Maj. Gen. Efren Baluyot said the new assets would provide close and immediate indirect fire support for maneuver units while quickly deploying in tactical situations. Maj. Gen. Baluyot added that more modernization projects are in the pipeline, such as the Wheeled Armored Personnel Carrier Acquisition Project, APC Firepower Upgrade with Enclosed Weapon System (EWS), and the Light Tank Acquisition Project.

The Commanding General Philippine Army, Lt. General Romeo S. Brawner, Jr., welcomed this development and awaits the acceptance of these armor assets as it is in line with the Army's thrusts on enhancing the capabilities of our ground forces.

"These new armor assets will bolster the Army's capability to deal with constantly evolving threats. With the realization of upcoming big-ticket modernization projects, the Philippine Army is on track to becoming a formidable and adaptive force capable of responding to a multitude of conventional and unconventional threats," he said.

Tulo ka Binhi sa Rosas Natagak Gikan sa Sungo sa Langgam by Marcelo Geocallo

Tikluhod kong nagtuman sa naandang buhat matag adlaw,
paglinis sa punta sa daro aron isangon sa liog ni Toro;
kabawng panganay
